Delta buys historic church

City plans to renovate and re-purpose St. Stephen’s, an East Delta landmark IAN JACQUES

i j a c q u e s @ d e l t a - o p t i m i s t .c o m

A historic East Delta landmark has a new owner and a new lease on life. The City of Delta announced last Thursday the purchase of the historic St. Stephen’s United Church, a 120-year-old heritage building valued for its connection to pioneering families and the development of the East Delta community. Located on Ladner Trunk Road near the Highway 99 interchange, the church closed in late 2019 and, prior to placing it on the market, the United Church reached out to Delta to see if there was interest in acquiring the heritage site. Consistent with Delta council’s desire to provide further community and social services programs in the area, and with council’s unanimous approval, Delta subsequently purchased the church for $450,000,

Targeted shooting in Tsaw.

Delta police say a shots fired incident in Tsawwassen Sunday afternoon was a targeted shooting. At approximately 1:20 p.m., officers responded to reports of gunshots on Parkgrove Crescent in the Tsawwassen Terrace neighbourhood near the Point Roberts border crossing. “There are no reported injuries, but Delta police can confirm evidence of a shooting,” said police department spokesperson Cris Leykauf in a news release issued Sunday afternoon. “A number of police resources were called to the area, including the Lower Mainland District Police Dog Services.” A heavy police presence was noted on social media for the remainder of the afternoon while the initial investigation took place.

‘Amazingopportunity’awaits Tsawwassen teacher Nathan Woollard is headed to Ontario First Nation TED MURPHY

t m u r p hy @ d e l t a - o p t i m i s t .c o m

Tsawwassen’s Nathan Woollard is excited about where his teaching career is taking him next. The high school math teacher will soon leave for Lac La Croix First Nation in Ontario where he will spend at least the next two years as part of the Teach For Canada initiative. “I’m really grateful for the opportunity to teach there,” says Woollard, who will join a staff of four at a small high school in the First Nations community near the Ontario-Minnesota border. “I have to pinch myself because this is such an amazing opportunity.” Intrigued by a posting on a jobs data base, the 2011 UBC grad was keen to embrace a new adventure, particularly after beginning his teach-

ing career by spending a year in a small village in Bhutan. Woollard recently took part in a two-week enrichment program through Teach For Canada that included time for him to get

acquainted with leadership of the Lac La Croix First Nation and the school principal. He says he was impressed by the support for the school, which is directly controlled by the local government so it’s respon-

sive to the needs of both teachers and students. “I was blown away by the level of support,” he says. “I’m really excited to go to a school that funds the needs of the students.” Woollard, who will

teach all levels of math, says class sizes are so small that he’s received lists for each of his classes and the largest has just six students, which will allow him to tailor the curriculum to individual needs. “It’s an absolute dream come true,” he says of the opportunity to personalize lesson plans rather than use a one-size-fitsall approach. Woollard leaves Aug. 24. Teach For Canada was founded in an effort to address the inequity in the country’s education system where only 48 per cent of First Nations youth living on reserve have a high school diploma. Teach For Canada, which believes the right kind of teacher can help address that gap, currently has partnerships with 20 First Nations in Manitoba and Ontario.

Church building eyed to offer social services programs CONTINUED FROM PAGE 1

Services that could be offered out of the building include drug/alcohol counselling, referral services for homeless or at-risk individuals and families as well as outdoor space for adult mental health programs or childcare and youth programs. Delta may also engage in exploratory discussions with local service

agencies and community groups regarding the potential for space sharing to assist with their programs. While the church is in good structural condition, given its age Delta is considering restoration work to ensure the building is safe for its intended uses. Any such modifications will follow the city’s adopted standards of maintenance for heritage

buildings. Although the building is located on Delta’s Heritage Register, this alone would not have automatically protected it from demolition if the property had been purchased by a private owner. “Although it is always sad when one of our congregations closes, we are delighted that the City of Delta was willing and

able to purchase this historic church and property,” said Treena Duncan, executive minister for Pacific Mountain and Chinook Winds Regional Councils of the United Church of Canada. “The United Church of Canada has been an active part of this community for over 120 years. We are happy that this legacy will continue through the public use of this building, pro-

viding service for others for generations to come.” A church was built on the property in 1881 on land donated by the McKee Family, one of the original pioneering families in the area. That church burned down and was replaced by the current building in 1890. The building has been recognized as a good example of early simple Gothic Revival architecture.

Students will be welcomed back into the classroom on Sept. 10. The date was released yesterday morning as the Ministry of Education outlined its plans for a gradual restart to allow extra time to orient students and staff on the new health and safety measures in place. “Schools are going to look different in September,” said Education Minister Rob Fleming. “Staff, students and parents need time to get familiar with all the new health and safety procedures that are designed to keep them safe and confident in their school settings.” Starting Sept. 8, all staff will meet with their school’s joint health

and safety committee to receive instructions about how the updated guidelines, co-developed with the BC Centre for Disease Control and provincial health officer, will work in their school. This will also allow time for educators and staff to adjust to their new routines, finalize plans for learning groups, review health and safety protocols, and confirm lesson plans that align with the new normal in schools. Students will be welcomed back to class for orientation by Sept. 10 and will use their orientation time to get familiar with classrooms that will look different than they did before the pandemic. Students will be assigned to their class, find out who is in their learning group, practice

their new routines and familiarize themselves with how to safely move from the class to outdoor and common areas of the school. On Aug. 10, school districts were provided with readiness checklists to ensure they are updating their health and safety plans and considering, communicating and consulting with their unions, Indigenous rights holders, staff and families in their local communities. They will also need to ensure their plans address equity and inclusion of children who require additional support in school. Later this month, each school district will be releasing its own plan and guidelines to parents. That information is expected to be released by Aug. 26.

2020 count finds marginal drop in Delta homeless TED MURPHY

t m u r p hy @ d e l t a - o p t i m i s t .c o m

Delta has seen a slight decline in homelessness, according to the 2020 Homeless Count in Metro Vancouver. Released last week, the count identified 3,634 individuals as experiencing homelessness in Greater Vancouver, up 29 from the 3,605 identified in the 2017 count. In Delta, the count found 19 homeless individuals, down two from the 2017 count. Only White Rock at 16 had fewer homeless individuals. The count took place on March 3 and 4. The communities with the highest numbers of individuals experiencing homelessness were Vancouver (2,095), Surrey (644) and Langley (209). Surrey and Langley were among five communities that showed an

increase in the number of people experiencing homelessness along with Burnaby, the North Shore and Richmond. Small decreases in the number of individuals who were reported as homeless were seen in Vancouver, the Tri-Cities, White Rock, Ridge Meadows, New Westminster and Delta. The 2020 data shows that homelessness among young people continues to decrease, with people under 25 years of age accounting for eight per cent of the homeless population in 2020 compared to 16 per cent in both 2014 and 2017. The number of seniors 55 and older continues to increase, accounting for 25 per cent of respondents in the 2020 count compared to 23 per cent in 2017. Indigenous homelessness remains disproportionately high in Metro

Vancouver. The 2020 count found 711 individuals who identified as Indigenous — a slight decrease of 35 individuals from the 2017 count, but at 33 per cent (compared to 2.5 per cent of the overall population according to the 2016 census) this group continues to be significantly overrepresented among people experiencing homelessness. “The Homeless Count provides important insight into the diversity of individuals experiencing homelessness as well as the different challenges and circumstances they face,” said Lorraine Copas, chair of the Community Advisory Board that oversees the count. “This year, we have continued to work to explore different methodologies and approaches to allow us to deepen our insight.”

Murphy’s Law

I

TED MURPHY

’ve penned more than 3,000 columns over the last 30-plus years, but this one has proven to be the most difficult. That’s because it’s the last one and there’s simply way too much ground to cover in just 350 words. Tomorrow will be my last day as editor of the Optimist as I’ve decided it’s time to move on to a new adventure while I’m still young enough to do so. Before I go, however, I want to say that it’s been a privilege to sit in this chair for all those years and to have been part of a tightknit Optimist family for such a long time. Looking back on it, I feel extremely fortunate to have made my way to South Delta way back in the 1980s because not only did I find a job I enjoy going to every morning, but even more than that I found the love of my life, who also happens to double as our sports editor’s sister. I’ve been blessed to work with some great people over the years and I’ve also been lucky to have been part of that ever-so-small slice of the workforce that commutes on foot (with my faithful dog Lacey leading the way to the office in recent years). My time at the Optimist wouldn’t have been as enjoyable, however, if it weren’t for the good folks of South Delta, who take caring about their community to a whole new level. The fact people are as engaged as they are could be considered an annoyance for, say, a developer or those over at city hall, but it’s a godsend when you’re publishing a community newspaper. Whether it’s been a never-ending supply of letters to the editor, feedback that has run the gamut or financial support through this pandemic, loyal Optimist readers have always been there and I will forever be indebted for that. I know it’s the right time to bid farewell, but I do so with a heavy heart. Thank you for putting up with me all these years and please keep up the good fight.

137 columns later, it’s last time we’re sharing page

I

’ll never forget the email. Just after losing the school trustee election in 2011, Ted Murphy reached out to me and asked if I’d like to be a Community Comment columnist. “You can write about anything you like, just don’t get us sued” was my only direction. At first, I struggled writing my columns. I had to have 550 words done a couple days before the paper came out. I spent a week figuring out what to write, a week writing it and getting feedback and it was in the paper the following week. I’d see it in the paper, take a couple days off, and then start all over. I never knew how Ted Murphy, our editor and neighbour on this page, could crank out two columns per week. Not only two columns, but two that were topical, intelligent and thought-provoking. There were weeks I struggled coming up with a topic. For Ted? No problem. This is my 137th column. I don’t know how many Ted has penned, I can’t even imagine. I have shared this page with him for a long time, but that ends with this column.

Community Comment BRAD SHERWIN

No, I didn’t get fired (amazingly). No, I’m not quitting (sorry)! In three weeks, I’ll be back. Today is the last time I share this page with Ted, because today is his last published Optimist, tomorrow is his last day with the paper. After 30 years, Ted is making a change. This paper has been a big part of the community for a long time. It’s made it through recessions, it’s survived digital media transformation and it’s making it through a pandemic. It’s as much a part of South Delta as the ferry terminal and the tunnel (even though we want something better than the tunnel). The tone and feeling of the

paper that we read today is because Ted put his stamp on it twice a week, until the recent move to once a week. We rely on it to get our local news, find out what’s happening at city hall, read about community events, our kids’ sports results and, of course, to get our flyers to see what’s on sale at our local merchants. I’d run into Ted occasionally, at a municipal election event or public hearing, and we’d have a nice chat. We didn’t connect often, perhaps recognition that I got my column in on time more than anything else. But occasionally I’d get a note that he enjoyed my column. Coming from him, that was a very big compliment. Ted, thank you for giving me the opportunity to share this page with you. It has been an honour. Best of luck, whatever the future holds for you. Brad Sherwin, MBA is a long-time resident of South Delta, and has over 30 years’ experience in marketing, public relations and business strategy. He teaches marketing at Douglas College, coaches hockey goalies and is past president of Deltassist.

Metro must recognize beach has a maximum capacity

Editor: Over the recent long weekend I noticed an electronic street sign the City of Surrey placed on King George Boulevard, just off Highway 99, at the exit for Crescent Beach. It said: “Beach parking lots limited; explore other Surrey parks.” In other words, if there are no parking spots left at the beach, you will need to find another destination. They are not putting on free luxury coaches and free parking but are sensibly saying

that if there are no parking spaces available, then that amenity is at maximum capacity. It’s pretty logical really. The continued mismanagement by Metro Vancouver of the situation at Centennial Beach has created parking, traffic, overcrowding and sanitation nightmares. This is now being made even worse by their failure to establish any limit on numbers. This has made Centennial Beach the “dumping ground” for

those thousands of people whose own municipalities correctly recognize their amenities do indeed have a maximum capacity (COVID-19 or no COVID-19). I think Delta should look into scrapping the lease arrangement it has with Metro Vancouver and manage the beach itself. What can we expect from Metro Vancouver in the future? Perhaps shuttle buses from further afield like say Abbotsford or Coquitlam? Peter Malim

Tripping hazard gets everyone into act Editor: On Thursday, July 30 I set out on my early a.m. walk. I enjoy “my” walk, waving to or greeting other early walkers while practising Dr. Henry’s COVID-19 protocols. Then I hit the pavement, literally, on Admiral Boulevard. Ouch! Folks are kind. Thank you to the golfer who approached me asking, “Are you OK? You should come and sit

down.” If I rebuffed your offer, chalk it up to shock. Then as I waited for my husband to arrive another Good Samaritan in a large red truck with ECO on the side called out if I was OK. This young man parked, put on a mask and gloves, brought water and a big roll of paper towels. My husband arrived and this kind person walked me to the car and opened the door. Then to

By Friday of that week it was repaired, plus some others close by. This will hopefully keep others safe. Be kind. Be calm. Stay safe and carry a cell phone. Janet Hillis

T2’s environmental damage can’t be mitigated Editor: Re: Port’s response to Delta council, July 24 I don’t think there is any chance that environmental damage due to construction of Roberts Bank Terminal 2 can be mitigated.

No doubt the construction would result in more tax revenue for Delta and more jobs, but at what cost to the environment? We don’t need more people moving to or commuting to Delta, more traffic, more noise

and more pollution. We do need to protect migratory birds, endangered orca, salmon, other marine life and what farmland is left. I strongly support Delta council’s action. Elizabeth Perrin

Don’t politicize Ladner’s beloved Trunk Rd. heron

Editor: I was surprised and disappointed last week to see a political statement on our beloved Ladner heron located on Ladner Trunk Road. For many years I have

delighted in the various positive and often humourous dressing up of the heron to celebrate various holidays and events. In my opinion, political statements should not

be allowed. Please keep the dressing up of the heron for non-political statements. Lord knows we get more than enough of those already. John Davidson

please stay six feet away. It’s not my intent to impose upon anyone’s freedom. Run stark naked down Arthur Drive if you are so inclined, but

please stay six feet away if you pass by me. Why, for some, are such simple things so hard to do? Andy Block

Farming community loses a leader in Robert Savage IAN JACQUES

Delta has lost a pillar in the agricultural community. Harold Robert Hugh Savage passed away July 29 after a long, hardfought battle with cancer. The Savage family emigrated from Ireland in 1886, settling on the fertile lands of Ladner. He was a fourth generation Ladner farmer, having lived and farmed on Ladner Trunk Road since 1945. For many years the Savage family owned and operated Savage Farm Equipment, supplying farm equipment, parts and service to the agricultural community in the Lower Mainland and Vancouver Island. In addition to the equipment business, the family grew peas, beans, corn and potatoes for Safeway and other processors.

Delta Youth Theatre turning church courtyard into River City for The Music Man Jr. IAN JACQUES

i j a c q u e s @ d e l t a - o p t i m i s t .co m

Delta Youth Theatre is getting set to head outdoors to present its latest production. The Music Man Jr. will be staged in the courtyard at South Delta Baptist Church in Tsawwassen this weekend. The timeless musical tale tells the story of a charismatic travelling flimflam salesman, Harold Hill, who charms a stodgy, entertainmentstarved Iowa town, River City, at the turn of the 20th century. Intending to fleece the town’s citizens with a scheme to organize a boys’ band, the plan takes a detour when he falls for Marian Paroo, the town librarian. Originally scheduled to run at the end of April at Genesis Theatre in Ladner, company directors Tony Barton and Tracy Neff, along with their cast of performers ranging in ages from nine to 19, had to put plans on pause due to COVID-19.

During the past four months, Delta Youth Theatre applied ingenuity and resourcefulness to engage students in virtual rehearsals and create a reimagined performance plan in compliance with the health and safety guidelines required by the BC Centre for Disease Control, Fraser Health and WorkSafe BC. “Despite the delay and the new challenges of COVID-19, we are thrilled to present DYT’s first classic musical,” said Barton. “Having been raised in a small Midwest farm town about five hours from River City, Iowa, all The Music Man, Jr. characters could have been taken straight from my hometown — and I even see a few parallels to our local community of South Delta.” The musical relies on strong acting skills that being honed in rehearsals. “The kids are thrilled to be back doing what they love, albeit in a new way,” added Neff. “We are tapping into that

This is what will make this musical jump off of the stage and into the hearts of the audience.” As with previous Delta Youth Theatre productions, The Music Man, Jr. features four alternating student casts, who join the company from

several Lower Mainland communities. Under the theatre company’s approved COVID-19 safety plan, the casts rehearse and perform separately. As always, there is a surprise element to this show. “We have had guests join us in the past,” added Barton, referring to local celebrity Neal

McDonough and Delta’s very own Mr. Claus, Jim Martens. “This time we have created a barbershop quartet thanks to the hidden talents of some of the students’ fathers. They will be popping in and out to croon some of the well-loved and highly anticipated oldies from the show.” The set and costume designs, always a stand

out element of Delta Youth Theatre productions, are helmed by Barton and Lora Keady and crewed by students from Delta high schools. “Because of the reduced numbers of audience members required by our safety plan, we unfortunately have very limited tickets available for the shows,” said Neff. In compliance with the public health order on mass gatherings, each audience is capped at 50 guests and they will be seated in physically distanced pods of four to six people. Audience members must bring masks with them and are requested to come early for socially distanced seating protocols. Tickets to The Music Man, Jr. are available online at deltayouththeatre.com or by calling 604-417-7748. Tickets are $100 to $150 per pod. Shows are on Friday, Aug. 14 and Saturday, Aug. 15 at 11 a.m., 2 and 5:30 p.m. and on Sunday, Aug. 16 at 2 and 5:30 p.m.

World of Dance dream comes to end for Tsawwassen dancer IAN JACQUES

i j a c q u e s @ d e l t a - o p t i m i s t .co m

The World of Dance title chase is over for Tsawwassen’s Emily Sun. Sun, the 17-year-old captain of the GRVMNT hip hop crew from Richmond, failed to qualify for the finals after finishing out of the top two in the first semifinal round on the Aug. 4 episode of the hit NBC show. Six of the 12 semifinalists competed last Tuesday night with only the top two advancing to the finals. Following last week’s performance, judge Derek Hough praised

GRVMNT for its routine. “Yo, first of all, I love the whole concept, I love the look, your energy was off the charts, fantastic,” he said. “But the one comment I would make, is you sort of stayed in that V formation a little too long.” Judge Jennifer Lopez said the execution was great given the choreography, but for her, some of the steps lacked originality. Judge Ne-Yo said he agreed with all of the comments, adding he was waiting for that “GRVMNT” moment, but that they danced it [the routine] amazingly. The judges gave

GRVMNT a total score of 89.7, which put them in fourth place. The next day, Sun took to Facebook to thank everyone for their support. “Even though we didn’t make it to the finals I greatly appreciate everyone’s encouraging and kind words throughout this journey! Really means a lot,” she said. “As a team we got so much support from around the world, but individually, it is so heartwarming to see the Tsawwassen community being so supportive. All of the comments and messages that I’ve received is just amazing

“Before we even stepped up on the main stage it was already a huge honour,” she said. “So many contestants were already out, so to be among the few to dance

in front of a live audience was amazing. We did our best and, yes, it was disappointing, but for all of us, it was just a lifechanging experience. It was amazing.”

Market rebounds after COVID-induced chill TED MURPHY

t m u r p hy @ d e l t a - o p t i m i s t .c o m

South Delta’s real estate market appears to have found its footing again after a pandemicinduced slowdown earlier in the year. Stats from the Real Estate Board of Greater Vancouver show strong numbers for July throughout the region, including sales for the month being almost 10 per cent above the 10-year average and 28 per cent higher than in June. Frank Becir, manager of Royal LePage Regency Realty, said COVID19 put a chill over the market initially but by mid-spring inventory and activity started to increase. “We weren’t sure, like everyone else, how COVID was going to affect us. We thought

prices might drop, but they remained stable, which we viewed as a positive. There weren’t a lot of sales at that time, but prices held steady and by May, once things had settled, inventory picked up and so did the market.” Becir said after a slow start to 2019, the market began picking up in the latter half of the year and into the first couple months of 2020, and after a slowdown in the early spring, it’s returned to where it left off. He calls it a balanced market with the greatest activity in single-family homes at the lower end of the price scale. Becir said townhouse inventory is relatively low and condo sales are being impacted by rising strata fees. He said the majority of buyers, a figure he pegged at 60 to 70 per

cent, are coming from out of town, primarily from other parts of Greater Vancouver, who are getting more bang for their buck in South Delta. Scott Russell, manager of Sutton Group – Seafair Realty, said the local market hit the pause button due to COVID-19, but is getting its legs again.

“With low interest rates we’re seeing the re-emergence of the first-time buyer and they’re helping drive the market,” Russell said. “Not only are they getting in, but they’re driving the move up market too.” He said inventory is on the lower end, which is creating some urgency

among buyers and keeping prices steady. Stats from the Real Estate Board of Greater Vancouver for July show the benchmark price for a single-family home in Ladner at $1,003,200, which is up 8.3 per cent from a year earlier. In Tsawwassen, that benchmark figure sits at

Activity picks up across the region in July

Home buyer and seller activity in Metro Vancouver exceeded historical levels in July. The Real Estate Board of Greater Vancouver reports that residential home sales in the region totalled 3,128 in July, a 22.3 per cent increase from the 2,557 sales recorded last July and a 28 per cent increase from the 2,443 homes sold in June of this year. Last month’s sales were 9.4 per cent above the 10-year July sales average. “We’re seeing the results today of pent up activity, from both home buyers and sellers, that had been accumulating in our market throughout the year,” said Real Estate Board of Greater Vancouver chair Colette Gerber. “Low interest rates and limited overall supply are also increasing competition across

our market.” There were 5,948 detached, attached and apartment properties newly listed for sale on the Multiple Listing Service (MLS) in Metro Vancouver in July. This represents a 28.9 per cent increase compared to the 4,613 homes listed last July and a 2.8 per cent increase compared to June when 5,787 homes were listed. The total number of homes currently listed for sale on the MLS system in Metro Vancouver is 12,083, a 15.1 per cent decrease compared to last July (14,240) and a 5.8 per cent increase compared to June 2020 (11,424). “Safety remains the top priority for our realtor community,” Gerber said. “We continue to limit in-person interactions with clients and employ different technology

solutions to ensure home buyers and sellers can get as much information as possible in a virtual setting.” For all property types, the sales-to-active listings ratio for July is 25.9 per cent. By property type, the ratio is 25.1 per cent for detached homes, 31.1 per cent for townhomes and 24.7 per cent for apartments.

Generally, analysts say that downward pressure on home prices occurs when the ratio dips below 12 per cent for a sustained period, while home prices often experience upward pressure when it surpasses 20 per cent over several months. The MLS Home Price Index composite benchmark price for all residential properties

in Metro Vancouver is currently $1,031,400. This represents a 4.5 per cent increase over last July and a 0.6 per cent increase compared to June 2020. Sales of detached homes in July reached 1,121, a 33.3 per cent increase from the 841 detached sales recorded during the same month last year.

The benchmark price for a detached home is $1,477,800. This represents a five per cent increase from last July and a 0.9 per cent increase compared to June. Sales of apartment homes reached 1,400 in July, a 12.6 per cent increase compared to the 1,243 sales a year earlier. The benchmark price of an apartment property is $682,500. This represents a 4.2 per cent increase from July 2019 and a 0.3 per cent increase compared to June. Attached home sales in July totalled 607, a 28.3 per cent increase compared to the 473 sales last July. The benchmark price of an attached home is $797,700. This represents a 3.7 per cent increase from a year ago and a 0.9 per cent increase compared to June.

City streamlining development applications

Over the past year and a half, the City of Delta, with the support of Mayor George Harvie and Delta council, has been working to implement changes aimed at improving its development and building permit application process. To help achieve these changes and better respond to the needs of Delta residents and developers, a Mayor’s Task Force on Building Permits and Development Applications was established in June 2019. This task force provides advice to council on specific actions to improve the processing of development applications and building permits through streamlined processes, reduced wait times and increased communication with applicants. As a result of recom-

mendations made by the task force, along with the introduction of other policy changes and initiatives, Delta has introduced the following: • Launched Let’s Talk Delta, an online engagement portal, where residents can share feedback and stay up to date on projects and initiatives happening in the community. Let’s Talk Delta offers a variety of feedback methods including surveys, polls, discussion forums, and question and answer boards. This new online platform will serve as an important tool for public consultation, especially in the context of COVID19 where large public information sessions aren’t currently possible. Residents are encouraged to visit and sign up at letstalk.delta.ca to stay informed on upcoming

development projects, city contests and initiatives. • New web-based access for development and building permit applicants, enabling customers to view project milestones and online

inspections scheduling. • Eliminated the need for a development permit for single detached houses in North Delta, and removed the requirement for secondary suite covenants. • Streamlined applica-

tion guides and checklists, and making ongoing improvements to communications between staff, applicants and the public, including encouraging pre-application meetings prior to project submission. • Launched a Mayor’s Housing Task Force for Scott Road Corridor in March 2020 to help guide future policy and development around the Scott Road area in North Delta. This task force is also working to increase transparency for residents and the development community around the city’s expectations for the area. The task force is anticipated to complete its mandate in the fall of 2020, and will provide recommendations to council on the future land use along the corridor. • Exploring housing

options in the Housing Action Plan, engaging with the community on secondary suite requirements and creating an online map of active building permits and development applications to allow residents to understand work being done in their neighbourhoods. In addition, the city is excited to launch a new e-Apply service on its website, Delta.ca, for plumbing and building permits. This will allow developers to submit their documentation and building plans electronically, saving them a trip to city hall. Launching soon, online payment for applications fees will also be accepted through a new e-Apply service. Early next year, e-Apply will be expanded to include all development applications.

We are living in this odd tension of everchanging rhythms, rediscovered purposes and a whole lot of emotions. The good news is, God‘s view of us remains the same. We are His beloved children. We need to remind ourselves of this truth and begin to treat God’s creation (you) with the same love He has for you. A few things to remember: Be kind to yourself. Find moments to do things you enjoy and things that fill your heart. Practice positive thinking. The content of our hearts begins with what we think or believe in our minds. Pipeline continues flowing to Calgary

Three more SDSS football players, including star QB Ben McDonald, become Dinosaurs MARK BOOTH

m b o o t h @ d e l t a - o p t i m i s t .c o m

B.C. High School Football’s top ranked passer the past two seasons is taking his talents across the Rockies and two of his favourite targets are joining him. After attracting interesting from football and lacrosse programs on both sides of the border, multi-sport standout Ben McDonald has opted to continue his gridiron career with the defending national champion University of Calgary Dinosaurs. He will be reunited with his brother Grant, who was an allstar linebacker last season, while older brother Jack capped his five-year career as a Dino last spring. Ben was pursued by several USport schools and narrowed his football choices down to Western and Calgary. He also weighed lacrosse offers from Ohio State University and Stoney Brook in New York. “I liked football better

Junior “A” Tier Two Lacrosse League in scoring last campaign with the Delta Islanders. “I like the offensive structure at Calgary as well as the players and coaches there. My brothers like it.” McDonald threw for 27 touchdowns and over 1,500 yards in eight games before suffering a season-ending col-

larbone injury. The Sun Devils were ranked No. 1 in B.C. at the time. “We are super excited about Ben joining us. He comes from a great lineage of players in his family, starting with his father Bruce down to his brothers,” said Calgary head coach Wayne Harris. “Ben has the potential to be a great player for us with his athleticism and strong

leadership skills.” While the U Sports football season has been cancelled due to COVID19, McDonald will still be attending classes in Calgary and won’t have to look far to find a couple of targets for his throwing workouts. Evan Patterson and Ethan Troniak have also signed with Calgary. Both are two-sport standouts who also

thrive on the rugby field, helping South Delta win its first-ever provincial championship in 2018 as aged up Grade 10 players. They added a bronze medal a year later. Paterson had a terrific Grade 12 year on the football field with a province-best 13 TD catches. “It was a decision to play rugby or football for me,” said Paterson, who was heavily recruited by

the UVic rugby program and also had football interest from McMaster, Western and UBC. “Being able to get a scholarship for football definitely helped in the decision. “All the South Delta guys like it there. I like the team atmosphere with the program and it is a good school.” Troniak hauled in six touchdown passes last season and has been teammates with McDonald since Grade 8 when both played for the South Delta Rams community program. “Calgary is a successful program. I heard great things from the current South Delta players there,” said Troniak. “Ethan has great size and speed and has the potential to become another outstanding receiver in the Dinos arsenal,” added Calgary offensive coordinator Pat Sheahan. The Dinos’ roster features two other SDSS grads: linebacker Charlie Moore and defensive back Jacob Kirk.

m b o o t h @ d e l t a - o p t i m i s t .c o m

At a time when they are typically gearing up for a run at a provincial championship, the Delta Tigers were thrilled just to be playing an exhibition game. The Tsawwassenbased rep team of 14and 15-year-olds was supposed to be making its debut in the B.C. Premier Baseball Bantam Prep League until COVID-19 brought the season to a screeching halt back in mid-March. Following an idle stretch that lasted nearly 100 days, the team returned

to small group practices in late June. Since then there has been a steadily expanding team bubble that culminated with a pair of exhibition games against the Whalley Chiefs last week. The exhibition schedule is poised to increase again and could eventually include all five active teams in the Lower Mainland with games running until the end of October. It has all added up to a season like no other for head coach Cam Frick. Typically his program focuses on individual skill development through the early part of

The Delta Tigers were training at Winskill Park on Monday night. The Bantam Prep baseball program got its first taste of exhibition action last week. the year before jumping into a hectic stretch that can feature up to five games a week from May to August. That’s when the focus shifts to team play and game strategy.

“I have my memory bank of practice plans and for the most part it’s pretty set,” chuckled Frick, who guided his team to within a game of winning the national

title a year ago. “Where it’s more normally team based right now it’s still all skill development based (training). We are still doing individual things to help them as players. It’s almost like we have extended the off-season and that’s how I’m approaching it. “In a way it has been good for some of our players that needed the extra practice. We’re starting to see the progress. We had our first two games this past Wednesday and (Sunday). Once the kids step into real games they realize it’s different than practice.”

Even as the Tigers try to salvage their 2020 season, the process of building for the future doesn’t stop. In September, Frick will welcome 2021 “rookies” who have just graduated from the Pee Wee age ranks. Usually their introduction to Bantam Prep comes through the “Fall Ball” season. Instead, it will be simply expanding the rosters of the two teams. “Those players will be permitted to join us right after Labour Day,” Frick added. “We’re hoping to extend our season another 60 days and get somewhat of a normal schedule for these guys.”

on August 3, 2020 She will be dearly Sally, Marcie (Greg), great grandchildren,

At Kathy’s request, no service will be held. In lieu of flowers, donations may be made to the Cancer Society. The family wishes to send a special thank you to the staff at the Irene Thomas Hospice for their care and compassion.

SAVAGE, Harold Robert Hugh April 1940 - July 2020 Robert passed away on July 29, 2020, after a long, hard fought battle with cancer. His family immigrated from Ireland in 1886, settling on the fertile farm lands of Ladner. He was a fourth generation Ladner farmer, having lived and farmed on Ladner Trunk Road since 1945.

GRIMWOOD, Meghan August 6, 2020 It’s with great sadness we announce the passing of our dear Meghan on August 6, 2020, after a valiant and courageous fight with cancer. Meghan was born in Vancouver and grew up in Tsawwassen and Victoria. She was a graduate of St. Margaret’s School in Victoria and was an alumnus of Mount Allison University, the Langara School of Journalism, and BCIT’s Graphic Design Program. Meghan worked at Black Press, first as a Graphic Designer in Kelowna and then as an Editor in Victoria. Her career gave her much joy and she loved her coworkers and serving the community. Those who knew Meghan knew what a funny and spirited individual she was. You could always count on her to make you laugh or put a smile on your face. Meghan loved the arts, the outdoors, cats, corgis, books, and was a gourmet cook. She loved to travel and was fortunate enough to visit many places in this world. Victoria was always home to Meghan and we are deeply grateful she got to spend her last years there. Meghan is survived by her parents, John and Mary; her sister, Allison; and many aunts, uncles, cousins, and countless friends. Many thanks to the wonderful nurses and staff at Victoria Hospice and BC Cancer, and especially to Dr. John Paul McGhie and Dr. Tara McCallen for their valiant efforts and their incredible displays of empathy. In lieu of flowers, we graciously ask that donations be made in the memory of Meghan to Victoria Hospice. Forever in our hearts, we love you Meghan!

Dairy cattle and a beef operation were also an early part of the family farm.

Robert is proud to have represented his agricultural community as a founding Director of the Delta Farmland and Wildlife Trust. He was also a life member of the Delta Agricultural Society, serving as Treasurer for over 12 years. Robert was predeceased by his parents Harold and Veronica Savage, brother John Savage, brother-in-law, George Hodgins, and sister-in-law, Susan Savage. He is survived by his wife of 59 years, Daphne, daughters Barbara, Catherine (Len), and son Kevin (Karyn), and grandchildren Robbie and Amanda Field, and Kora and Kelsey Savage. He will be greatly missed by his sister Sharon Black (Ken), sister Diane Hodgins, and his brother Ken Savage (Anita), as well as nieces and nephew; and extended family. In lieu of flowers, donations to the Delta Hospital Foundation in Robert’s memory would be appreciated. A special “thank you” to Dr. Colleen Lee, our much respected and admired family doctor. A Celebration of Life is planned for the Fall, Covid rules permitting.

LORIMY, Patricia Louise Born in Vancouver, December 8, 1935 - Passed away August 6, 2020 It is with much sadness that we announce the passing of Patricia Lorimy, of Delta, BC. Patricia was predeceased by her husband, Andre Lorimy, two sons John Patrick (Gussie) Mayne and Robin Albert Mayne, and granddaughter, Marlana. She is survived by her son Steve, daughter Linda, grandsons Kurtis, Brandon and Travis, as well as extended family. She will be greatly missed by her son, daughter and her many wonderful friends. Patricia was a former Canadian Figure Skating Champion in Senior Fours and Junior Pairs, as well as Western Canada’s Most Artistic Skater. She was a professional Figure Skating Instructor for 36 years in Vancouver and Delta, teaching children of all ages and skill levels. She enjoyed being an active volunteer at Tsawwassen Kinsmen Center for over 25 years. She was involved with many activities and interests including bridge, line dancing, travel, cruising and ballroom dancing. Flowers gratefully declined. There will no service, as per her request. Donations can be made to her charities of choice: Canadian Cancer Society or Canadian Cancer Research Society. “What we have once enjoyed and deeply loved, we can never lose. SIMMERS, Neil November 14, 1946 − July 9, 2020 It is with great sadness that we announce that Donald Neil Simmers died on July 9, 2020, of a heart attack. Born in Vancouver, he grew up in Kits and later attended UBC. He always sai,d "Take each day and squeeze the life out of it." And for the last decade after retiring, that’s exactly what he did. He travelled to Europe, Hawaii, San Francisco, and New York. He attended the SFU Writer’s Studio, was a member of the Thursday Writing Collective, and published three collections of poetry with Silver Bow Publishing. He was a steadfast friend and mentor to many, an avid hockey coach, a loving husband and father to three kids, and a grandfather. He knew that winning the game was not what mattered; it was the Slurpee together afterwards. He valued education as a way to open your mind, and worked long hours as an insurance adjuster to put his kids through university. His generosity of spirit and curious mind are deeply missed. No service is planned, but his fourth collection of poetry will be launched posthumously.

BAINES, William Robert (Bob) July 19, 1930 - August 8, 2020 It is with great sadness we announce the passing of our much loved husband, dad and grandpa. Bob passed away peacefully after a fast and furious battle with cancer surrounded by the love of his family. Bob met Shirley in nursing residence, started a family and worked in the medical supply business for over 40 years as a successful entrepreneur, CEO and VP of Sales. He moved his family across Canada from Montreal to Delta B.C., where he met many good friends along the way. His family was everything to him. He enjoyed summer family gatherings at Skaha lake in Penticton and quiet simple times at home with the love of his life, Shirley, who he was married to for 63 years. He taught his family to never take anything too seriously as things will work out and there is nothing that can’t be cured with “a good steak”. He spoke of his grandchildren with pride, and always made a point of knowing what they were all pursuing in life. He leaves behind, but joins them in spirit his wife Shirley and four children Susan (Bill), Carol (Grant), Jerri (Pete), Rob and nine grandchildren, Tyler (Kathleen), Matthew, Jennifer, Katelyn (Gary), Nick, Scott, Kelly Ann, Jessica (Grady) and Sarah. He was also graced with 3 great-grandchildren, Olivia, Kingston and Will.

He will be greatly missed by his family. The family will be having a private service to celebrate his life.

Central to the facility is a 46,000 m3 LNG storage tank and associated liquefaction equipment that is capable of generating 1510 m3 of LNG per day. Pipeline grade natural gas enters the facility at which point the pressure is increased through an inlet compressor unit. From there, the natural gas is sent through a series of treatment systems removing background sulfur, carbon dioxide, water, mercaptans, and other hydrocarbons that would otherwise freeze during the liquefaction process. The amended application would add the sulphur compounds to the current waste combustion stream. The treated natural gas is then passed to a cold box unit where it is liquefied and sent to the LNG storage tank.
