Third COVID-19 death at Delta Hospital Fraser Health confirms six staff and 12 patients now infected with the virus SANDOR GYARMATI s g y a r m a t i @ d e l t a - o p t i m i s t .c o m

COVID-19 continues to impact Delta Hospital. An outbreak was first declared Sept. 16 when Fraser Health confirmed two initial cases of the virus. That number grew the following week to 10 patients and four staff, and included two deaths, although the outbreak was confined to one unit, which comprises the second floor of the hospital. The health region, on Tuesday afternoon, provided another update to the Optimist, indicating there are now six staff and 12 patients infected with the virus. Sadly, the number of deaths has reached three. FHA says the unit is temporarily closed to new admissions and precautions were immediately implemented, including enhanced cleaning, as well as contact tracing to protect the health of staff, medical staff and patients.

The emergency department at Delta Hospital remains open and there has been no impact to any other areas of the facility. FHA president and CEO Dr. Victoria Lee told the Optimist during a media briefing last week that day surgeries at the facility have not been cancelled. Fraser Health said it has notified all patients in the affected unit about the outbreak and is also working with essential visitors to the affected unit on a case-by-case basis. Meanwhile, Metro Vancouver’s COVID-19 Response Task Force last week voted in favour of a motion put forward by Delta Mayor George Harvie for the region to request the provincial government provide more frequent and specific local COVID-19 data. The B.C. Centre for Disease Control released its latest municipal-level data on how many people had been diagnosed

Elections BC reports surge in mail-in ballots SANDOR GYARMATI

s g y a r m a t i @ d e l t a - o p t i m i s t .c o m

It could be a while after B.C. votes before we find out who won the upcoming provincial election. A surge in mail-in ballots could mean B.C. voters won’t find out who won the election until weeks after voting day, Elections BC has warned. By Monday, Elections BC had already received over 431,000 requests for vote-by-mail packages since the provincial election was called for Oct. 24. The last election saw 6,375 votes returned by mail. Surveys by Elections BC showed between 30 and 35 per cent of ballots - up to 800,000 people could be cast by mail. There will be an initial ballot count on voting day but absentee ballots, including mail-in ballots, won’t be counted for at least 13 days. Between General Voting Day and final count, absentee ballots are screened to ensure that only eligible voters voted and that they only voted once, Elections BC states. To vote by mail, voters

need to request a voting package on the Elections BC website at: https:// eregister.electionsbc.gov. bc.ca/ovr/welcome.aspx# or by phone at 1-800661-8683. As far as voting in person, Elections BC says it is implementing a number of measures to help voters cast their ballot safely in person. Pandemic voting protocols have been developed in consultation with the Office of the Provincial Health Officer. Information on safe voting practices for voting places are available at: https://elections. bc.ca/voting/voting-safely-and-covid-19/. Elections BC encourages voters to wear a mask when they vote to help protect others. Voters will not be asked to remove their mask to vote and will be asked to sanitize their hands before and after leaving the polling station. Voting in person will also be available during the advance voting period from Thursday, Oct. 15 to Wednesday, Oct. 21, and on Election Day. Advance voting places will be open from 8 a.m. to 8 p.m.

FILE PHOTO

Elections BC says that during a pandemic, voting by mail is a good option for voters with underlying health conditions and for those who do not wish to vote in person at a voting place.

There will be seven days of advance voting, up from six in 2017. The additional advance voting day has been added to give voters more options and help reduce numbers in voting places, Elections BC notes. The advance voting period includes two weekend days, Saturday, Oct. 17 and Sunday, Oct. 18. Voting places will be

open on Election Day from 8 a.m. to 8 p.m. Voting places and the dates will be available on Elections BC’s website at: https://elections.bc.ca/. They will also be listed on ‘Where to Vote’ cards sent to every registered voter in the province before the start of the advance voting period. The final day for people to have registered by phone or online to vote was Saturday, Sept. 26.

Elections BC notes voters can still register to vote or update their information when they vote, but the process will take longer. Voters can also still request a vote-by-mail package online or by phone, however, if they are not registered, or their voter information is out of date, they will need to take additional steps when completing their package.

Investigation continues into drive-by shooting IAN JACQUES

i j a c q u e s @ d e l t a - o p t i m i s t .co m

Delta police continue to investigate a brazen daytime shooting Monday afternoon on Scott Road in North Delta. Officers were called around 2:30 p.m. when gunfire was apparently exchanged between occupants of two vehicles near 120th St. and 82nd Ave. A short time after arriving on scene, police had the area around the IHOP Restaurant and Super Store cordoned off with yellow police tape for several hours. DPD spokesperson Cris

Leykauf said officers recovered numerous bullet casings. Officers interviewed witnesses, but DPD is appealing to the public who may have relevant dash cam video, or is a witness and has not yet spoken to police, to contact DPD at 604-946-4411, and reference file 20-22716. Speaking during Tuesday morning’s City of Delta Virtual Town Hall, DPD Chief Neil Dubord said the incident is troubling and concerning. “Yesterday’s shooting is certainly very disturbing for us,” said Dubord. “In 2019 we had four shootings in Delta. This year, yesterday was our second,

so we are doing okay in relation to the numbers, but one is even too many and quite frankly, yesterday’s was very disturbing because it was very public in a time of day that obviously could have put a lot of people at risk.” Dubord said officers are working hard on the file. “We are investigating this vigorously to determine what is behind it. We do know the two parties knew each other, so it was not a random shooting, but that doesn’t make it any easier and it still put people in the community at risk,” he said. “It’s our role to ensure we do whatever is possible to number one, bring

the offenders to justice and number two, protect the community from future shootings.” Dubord said there may be indications that Monday’s shooting could be tied to other conflicts that are happening in other areas of the Lower Mainland. “We are still working on that and we are working with other cities to ensure we are partnering with police departments to work on any activity that comes through Delta as well,” he said. “We want to stop this in every community and certainly want to stop this activity here in Delta and do everything we can to protect our citizens.”

Huge Delta house party angers mayor SANDOR GYARMATI s g y a r m a t i @ d e l t a - o p t i m i s t .c o m

It’s an outrageous example of why the province’s COVID-19 rules need to be changed. That’s what Mayor George Harvie conveyed to council Monday after making public an update council received from Delta police regarding a big house party in North Delta where COVID-19 safety measures were clearly ignored. Harvie said the Sept. 11 gathering involved three side-by-side homes with more than 150 people in attendance, prompting calls to police and the city’s bylaws department. Harvie said he’s talked with other mayors who have had similar problems in their cities, partly due to the closures of banquet halls.

He said the government allowing gatherings of up to 50 people does not allow for the prevention of community transmission of the disease. “Council agreed that immediate action needs to be taken by the province and a letter be sent demanding the order on mass events be further amended to reduce the number of people permitted to gather in a residential home from 50 people to 10 people, and they could even be less,” said Harvie. Police and bylaw officers need the tools to enforce the order, he added. “Fining the amount of $2,000 isn’t a deterrent to people, unfortunately, in many cases. We need to have more enforcement. We need to have better tools. We need to ensure we can prohibit

gatherings of 150 people joining three houses together. It cannot occur.” added Harvie. He added that council has directed staff to review the noise bylaw in order to increase fines, especially when it comes to gatherings held over multiple days and the use of tents in residential back yards. Harvie will write to provincial Medical Health Officer Dr. Bonnie Henry and Deputy Premier Carol James to convey concern how local governments are now facing serious problems with residents gathering at private homes in large groups, too high to ensure physical distancing. The number of people permitted to gather in one home should be lowered, the letter will urge.

BC Liberals pledge ‘aggressive’ Massey Tunnel plan KIRSTEN CLARKE Richmond News

If the BC Liberals are elected in a few weeks’ time, they will tackle the Massey Tunnel replacement saga with an “aggressive plan” to deliver “traffic sanity on Highway 99.” That was the pledge of party leader Andrew Wilkinson, during a campaign stop Monday morning in Richmond. Wilkinson told the Richmond News that it was unacceptable for the city “to have the biggest traffic bottleneck in western Canada.” “We will be putting forward a plan to quickly, effectively and dramatically solve the bottleneck at the George Massey tunnel,” he said. Wilkinson pointed out that there were already

13,000 pages of consultation and that all the necessary engineering work was done on the previous plan to replace the aging Massey Tunnel with a 10-lane bridge. The plan to replace the aging Massey crossing was first announced by the previous BC Liberal government in 2012, and was advanced as far as starting $70-million worth of prep work along the Fraser River. The total project was slated to cost $3.5 billion. However, the BC NDP said during the 2017 election campaign that leaked documents showed the total cost could be nearer to $12 billion. The NDP put a halt to the project shortly after coming to power in 2017, and went back

to the drawing board after a third-party review found the 10-lane bridge was greater than what the region needed. The review also recommended that the new crossing should respect the need to maintain agricultural and park lands. Last fall, Metro Vancouver’s board of directors endorsed an eight-lane immersed tube tunnel option for the new crossing. The province was also considering a second shortlisted option, an eightlane bridge. A business case, with the chosen option, was expected to be announced this fall. Meanwhile, the BC Liberals have claimed the 10-lane bridge would be three-quarters built by now.

A Delta police officer’s heroic act has been recognized with an international award. A/Staff. Sgt. John Jasmins, who is in charge of the Community Support Section of the Delta Police, is one of 17 recipients announced recently by the Carnegie Hero Fund Commission. The Commission awards the Carnegie Medal to individuals from throughout the United States and Canada who risk their lives to an extraordinary degree saving or attempting to save the lives of others. The Carnegie Medal is considered the highest civilian honor in the U.S. “John is truly a humble man, and I know he’s having mixed emotions upon hearing he’s

received further recognition for his actions in saving the life of a woman in February 2019,” says DPD Chief Neil Dubord. “However, he is one of only three Canadians to receive this honour this year, and I want our community to know how proud we all are of him.” On Feb. 20, 2019, Jasmins, who was offduty, witnessed an altercation between a man and a woman at North Delta’s Immaculate Conception elementary school and intervened. Both he and a female victim received serious stab wounds. Uniformed police arrived to the scene quickly, and a suspect was apprehended minutes later. The man responsible was recently handed a 10-year jail sentence. A total of 10,185 Carnegie Medals have been awarded since the

Shoplifters apprehended after short chase South Delta Crime Beat The purpose of the Crime Beat is to educate and inform the public about some of the property crime trends occurring in South Delta and other files of interest. If you see anything occurring that you believe to be suspicious, call 911 for in-progress crimes and emergencies or 604-9464411 for other assistance. The following are some of the calls Delta police responded to in the previous week: *Sept. 21, 3:34 p.m., 5000 block of Canoe Pass Way: Complainant called police to report two shoplifters that stole items from his store. An employee alerted him that two females had exited the store with unknown items and began running when confronted by staff. The complainant observed the females enter a vehicle and directed police to their location. Police conducted a traffic stop and identified the driver and passenger. In plain view in the back seat, police observed merchandise with tags still attached. The driver admitted to stealing shoes and face masks. He was arrested. Police retrieved the stolen items and returned them to the complainant. Total value was $258.90.

*Sept. 21, 3:34 p.m., location withheld: Complainant reported her upstairs tenants were banging on her windows. Police arrived and all parties were separated. The complainant stated she was upset that the upstairs tenants were using the driveway as a car washing service without a business permit. Bylaws attended on this date and conducted an inspection. The upstairs tenants were advised by bylaws that they were not committing any infractions. The complainant was heavily intoxicated and upset that they were making too much noise. Nothing physical took place. Parties agreed to avoid one another and respect each other’s privacy. Each party advised that they would be contacting their landlord for future disputes. *Sept. 23, occurred overnight, in the 5200 block 3rd Avenue: Complainant reported

a theft from auto that occurred in the driveway of her residence. The theft from her vehicle happened sometime overnight. No signs of forced entry. The complainant believes her child may have played with the key fob and unlocked the vehicle accidentally. Approximate value of stolen goods is $2,800. *Sept. 24, 6800 Block of Highway 17: Police observed a vehicle pass the officer at a high rate of speed, estimated 120 km/h in an 80 km/h zone. The radar speed tracked the vehicle at 117 km/h and increasing, final radar lock speed at 130 km/h. The vehicle was subsequently stopped, the driver was advised the reason of the stop and he provided his BCDL and vehicle registration. He was charged with excessive speed and served a ticket his vehicle was impounded. He left in a taxi.

ere we are well into week two of the provincial election campaign and there is very little to report on the local front. Last week, we announced that both Delta incumbents would be seeking re-election – Liberal Ian Paton in Delta South and New Democrat Ravi Khalon in Delta North. Liberal Jet Sunner has been named a candidate to oppose Mr. Khalon, although we know little about him. Despite numerous emails and requests for information, contact details – anything so we could interview Mr. Sunner, all we have received from the Liberal Party is a one-line bio – Sunner is an RCMP staff sergeant and youth mentor. Here in South Delta, it is crickets from the NDP riding association as no candidate has been named. Heck, we haven’t even heard a rumour of a candidate opposing Mr. Paton. As for the Green Party, we have at least received an email from the Delta South Riding Association stating: “that the party was working hard to provide a place on the ballot for them [residents] to vote Green.” I’m astounded by the lack of urgency by the parties to get candidates nominated and their campaigns up and running, not just here in Delta, but in other ridings across the province. Yes, NDP leader John Horgan called a ‘snap election’, but let’s be real here folks, rumours of an early election call have been floating around for weeks, if not months, so it should have come to no one’s surprise that an election call was imminent. There has been plenty of time for riding associations to select candidates, and be prepared to hit the ground running. This Friday is the last day that candidate nominations will be accepted and confirmed by Elections BC. Will Mr. Paton run unopposed and be acclaimed in Delta South or will someone step forward to give voters a choice when they mark their ballot?

Navigating holidays during a pandemic demands creative thinking

L

ast year we had 15 people for Thanksgiving dinner. We set up a long table in the living room and sat down with some of our local family, our niece from San Francisco, a university pal of my daughters from Nova Scotia, and best friends from Seattle. The ease of that day is surreal to me now. Who could have imagined that one year later the U.S. border would be closed and we could no longer congregate in large groups. I yearn for carefree pre COVID19 days. As we look ahead to three of the most celebrated holidays of the year, it’s with trepidation and a lot of confusion. How do we say to granny, or to aunties and uncles who’ve been isolated for months, no, you can’t be included in our holiday celebrations? Dr. Bonnie Henry, my guru for all of my lifestyle choices, says we can have Thanksgiving and Halloween, “But it just won’t look the same as past years.” That is extremely vague and may be open for interpretation, because how do we judge

Community Comment INGRID ABBOTT

who to include and exclude? Seniors may be at more risk for COVID-19, but they rely heavily on family interactions for their mental health. My daughter is a pediatric community nurse and supervises testing sites. My son works in a school. Surely they should not be included in any family gathering right? As a result I am considering two small Thanksgiving dinners, much to my husbands’ dismay, it’s double the work. Meanwhile, friends are designing unique ways to hand out treats on Halloween, and Christmas parties are being revamped. COVID-19 came close

to home three weeks ago. Relatives from overseas, here on a work visa, contracted COVID-19. They are both in their early 20’s and have thankfully recovered, but it has been a very stressful time for us all. They experienced all the classic symptoms, pounding headaches, vomiting, diarrhea, painful eyes, fever, and loss of taste or smell. They work in a restaurant in the city and have no answers as to how they contracted the virus. The best guess is at work, but they were vigilant and wore transparent plastic clear face masks, which suggests these type of face coverings are not effective. Our challenge is how to organize and retain social occasions, and to reinvent them so we don’t lose precious traditions and family time. Most importantly, we must rely on each other to make sacrifices and act responsibly so we can get through the coming holidays healthy and safe. Ingrid Abbott is a freelance broadcaster and writer who reminds herself no matter how hard the pandemic is we have so much to be thankful for.

Wear a mask and pay your bus fare Editor: Like many older adults living in South Delta, my husband and I have spent the last six months, doing the right thing, by staying at home most of the time, social distancing when out in public, washing our hands frequently, and wearing non-medical masks. On Saturday, Sept. 19, after a few days inside due to the region’s poor air quality, I decided to walk to Ladner Village to shop, while my husband stayed home to watch golf. After a couple of hours of running errands, I was a bit tired, and decided to take the 617 shuttle bus home to East Ladner, from the Ladner Exchange bus loop. After I got on the bus, which now only seats

10 to 15 people, three teenage girls and one teenage boy also got on the bus. The boy was wearing a mask, and paid for his ticket. However, the three teenage girls, who weren’t wearing masks, all stated that they had all “forgotten” their Compass cards at home. Could they get a ride on the bus for free? The driver, who was safely sitting behind a large curtain of plastic, didn’t say anything in response, but allowed them all on the shuttle bus. So much for the “mandatory masks” policy on transit! If I, who am more than 40 years older than these young women, can remember to keep my Compass card in my purse at all times, and to wear a mask out in pub-

lic, then they can do it too. It’s not that hard. As a society, we are constantly being bombarded with messages that youth don’t like being stereotyped, as inconsiderate, lazy, and selfish navel-gazers. They say that they are misunderstood by older adults, and that it isn’t fair. However, in this case, actions really do speak louder than words. If youth want to be treated with respect by older people in society, and not like children, then you can start by behaving intelligently, when out in public. They can do the right thing: by wearing masks on transit, and by paying the transit fare, like everybody else is expected to do. A. Cameron

Please push back election date The following letter was sent to Delta North MLA Ravi Khalon, and copied to Delta Optimist. Dear Ravi: I am writing because I have a concern that the announcement that the election date of Oct. 24 is not enough time for: 1) Candidates to decide to run and mount a decent campaign.

Currently all the incumbents would be favored and even ordinary people can see that this is not very fair. 2) With less than one month to prepare, I feel hard pressed to organize a candidates meeting, and you know that I have been doing this consistently for eight years in Delta. 3) With COVID-19, try-

ing to do anything takes more time and effort. Therefore, can you please talk to your party and push back the election date till at least early December? I believe this would show that the NDP party can exercise good governance and play fair. Christina Shyong/ Delta Residents Association

FACE MASKS REQUIRED IN CITY OF DELTA FACILITIES BEGINNING OCTOBER 1ST Beginning October 1, 2020, face masks will be required in all City of Delta facilities, including City Hall. With some exceptions, face masks will be mandatory when entering, exiting, and moving around the common areas of all City of Delta facilities except during activities where wearing a mask is unfeasible, such as swimming. Patrons will be asked to bring their own face masks to facilities and follow signage and instructions from staff to keep everyone safe and limit the spread of COVID-19. For more information, please visit Delta.ca

Campaigns should focus on the positive Editor: As we start into another election it is disappointing to see those looking for our vote already majoring on making disparaging remarks about the current government. Whilst during a govern-

ment’s time in office, it is certainly the role of the party in opposition to criticize, but once an election is called, what we need to hear is prospective politicians telling us what they will do if elected rather than the constant criticism of others and those

currently in office. With the writ now dropped what we need from those seeking office is positivity rather than negativity. That is what will determine who we vote for as our MLA. Marilyn Sparkes and Roger Emsley

Leaning more conservative these days?

Editor: I had heard the Optimist leans to the conservative side in politics, and in B.C. that means the BC Liberals. Is that why, even with a new Optimist editor, Liberal MLA Paton gets a full front page story

as the provincial election gets under way, or is it because he bought a full page ad on page 2? Oh, but...yes, the other Delta incumbent gets a little mention at the bottom of page 3. Howard Solverson

stay off Gingell stairs Editor: Re: Fred Gingell Park, Letter 23 September 2020 Yes, Bob and Donna, many in the Tsawwassen community appreciate Fred Gingell’s legacy for its location, its views, its environmental qualities … and its stairway access to the beach below. Let us be grateful that we can – and do – enjoy all of these amenities during the COVID-19 pandemic, except for the last. I don’t think it’s too much to ask people to refrain from

using the stairs during this unusual period. B.C. has already soiled its copybook by relinquishing its good COVID19 habits too early. Let’s not give comfort and encouragement to those who, for instance, jump over the gate at the top of the Gingell steps for their own gratification. Although I respect your argument for twinning the Gingell stairway to “distance” simultaneous up and down traffic, I wonder whether

accessing a single beach in this way is necessary for the residents of a peninsular community that boasts one of the lowest population densities in the Lower Mainland. There are other beaches, parks and stairs people can access. Granted, none quite so beautiful as Gingell Park, but we should be prepared to give up a little of our routine and privileged lives to put an early end to this pandemic, n’est pas? Chris Stanton

T2 should not be built

Editor: Sadly, I’m once again pushed to respond to an article in the Optimist that quotes Robin Silvester, CEO of the Port of Vancouver (“Delta Expansion Necessary as Ever”). It needs to be made clear that The Port has never yet met its growth projection forecasts. The Port has had a plan for almost 20 years to build the “Gateway to the Pacific”. A big part of this plan is to add to the existing Delta port container terminal with a new Terminal 2, making “The Port of Vancouver’s…. the world’s most sustainable port”. The article quotes Mr. Silvester; “the demand for goods shipped in containers continues to be projected to grow going forward.” So far, growth has only been in the ‘projections’, not real-

ity. As a result, The Port has moved their projections onto longer range plans to compensate. The problem with this is that the business plan for the expansion fails. As a result, The Port has been incapable of finding an operator for the proposed T2 terminal in at least two attempts. The reason for this failure is that the project is too expensive for any operator to actually make any money operating the facility. In any private enterprise this project would be dead in the water. Financing would not be available and the plans would be canceled. Not so for The Port. The Port is now asking the federal government to let them build the island without an operator in place. At the same time Mr. Silvester will have us believe that the taxpayer will not be paying

a penny for this proposal. If this terminal cannot be profitable for an operator, we have to ask ourselves, will our taxes be subsidising The Port and the T2 terminal? The article finishes with: ‘It’s a “critical generational project” the port authority states.’ When the world and Canada are considering green initiatives for the post COVID-19 period it is crucial that a project with 71 environmental mitigation issues cannot be considered a “critical generational project.” Mitigation is an environmental management practice that is no longer valid for a country that has proclaimed we are in an environmental crisis. This terminal is little more than a vanity project meant to enhance Canada’s trading image. It has no business case and should not be built. Peter van der Velden

its pencils. I for one will be asking each candidate on where they stand with this issue to try and help all drivers in this province get the proper insurance deal they deserve. Robert Welsh

The City of Delta has been declared a Bee City. The city announced this week that Bee City Canada designated Delta has the 43rd Canadian city to have the distinction. Delta is also only one of six B.C. communities named a Bee City. The designation is awarded to cities that publicly declare they will protect pollinators and their habitats through coordinated and collaborative actions that align with the Bee City program, a Delta news release stated. By becoming a Bee City, the city has committed to protecting local pollinators by increasing the number of pollinator-friendly flowers in current and future civic garden beds and rain gardens, modernizing municipal mowing

practices to benefit pollinators and developing partnerships with interested members of the community. City staff will also focus on increasing community awareness and empowering businesses and residents to nurture pollinator-friendly habitats on private property. “Bees and other pollinators have experienced a dramatic decline on a global scale, and we must take action to protect all pollinators. Being named a Bee City is a proud achievement for the City of Delta. I look forward to strengthening our commitment to protecting and conserving Delta’s pollinator population for many years to come,” said Mayor George Harvie. Delta council this summer also endorsed a staff recommendation to submit an application for certification as a Bat Friendly Community to the B.C. Community Bat Program.

The Bee City designation is a long-term commitment to protect pollinators.

Being designated as Bat Friendly would enhance public awareness of the many benefits of supporting bats in Delta, a staff report notes. The report added one of the goals of Delta’s Birds and Biodiversity Conservation Strategy is that “the community understands and values Delta’s natural resources.” More than 3,000 bats are estimated to have taken residence in the historic Burr house at Deas Island Regional Park, making it the largest known bat colony in the Lower Mainland.

Delta orders removal of hemp operation

Council angered licence granted for hemp grower despite activity contravening city’s bylaw

SANDOR GYARMATI

s g y a r m a t i @ d e l t a - o p t i m i s t .c o m

The City of Delta is moving to shut down an outdoor industrial hemp grow operation in Tsawwassen. Council on Monday voted in favour of a staff recommendation that, effective immediately, the owner of and lease holder of a farm in 5700-block of 6th Avenue be ordered to remove the hemp currently under cultivation and follow the city’s bylaws. Mayor George Harvie will also send a letter to the federal health minister asking that Health Canada require all applications provide proof of compliance with municipal zoning prior to renewal or issuance of a licence for the production of industrial hemp or cannabis. The city has been flooded with complaints from residents near the farm, zoned for farming, but not in the Agricultural Land Reserve, which homeowners say is creating a nauseating odour. Formerly referred to as the Guichon property, but now owned by a numbered company, the 19 hectare (47 acre) property, immediately east of the Forest by the Bay subdivision and adjacent to the Southlands and Beach Grove Golf Club, has a licence from Health Canada that allows the cultivation and sale of industrial hemp. Council on Monday expressed dismay that a federal licence was issued. Coun. Lois Jackson said it shows a continued disregard by the federal government of local governments, while Coun. Dylan Kruger said he’s beside himself that Delta’s bylaws were not considered. Harvie said he spoke at length with Delta MP Carla Qualtrough on the matter and he’s hoping a conversation will be arranged directly with the minister

The city two years ago issued a stop work order to block the construction of a large greenhouse on the Tsawwassen property. of health. A report to council pointed out a delegation of residents made a presentation two years ago conveying concerns regarding potential future agricultural uses of the property, specifically industrial greenhouses and cannabis. In response to a follow-up staff report, council directed staff to prepare a bylaw to amend the zoning of the property to establish special regulations to address potential impacts of certain more intensive forms of agriculture on surrounding urban neighbourhoods. Subsequently, discussions ensued with the property owner as well as neighbouring residents on appropriate types of farming on the property. The owner continued to lease the property for soil-based farming and in 2020 planted the industrial hemp under the federally-issued licence.

A rezoning bylaw for the site had not yet been brought forward for council consideration. Notwithstanding, since the site is not located within the ALR, the current agricultural zoning prohibits all forms of cannabis production, including the cultivation of industrial hemp, the report states. “There are other farms in Delta growing industrial hemp although they are within the Agricultural Land Reserve and at a greater distance from residences. As this is the first instance of a complaint about the cultivation of industrial hemp being raised, staff have been investigating the legal framework around its cultivation with specific reference to the property at 5761 6 Ave which is not in the Agricultural Land Reserve,” the report explains. “While Delta’s Zoning Bylaw is clear in prohibiting the production of any type of cannabis outside of the

Pigeon racing will be banned in Delta. Council has directed staff to report back with a bylaw prohibiting the activity. Having launched an online petition, Ladner resident and registered veterinary technician Masako Evans recently wrote to council saying there’s been an increase

in the number of pigeons found by the community. “I’m sure you are all aware of the 80 plus pigeons that were lost in a recent racing event held at Holly Park. Each time one of these events is held, birds inevitably get lost. A number are posted by good Samaritans on local Facebook pages, wondering what to do for these animals,” wrote Evans. “They are then picked up by the Delta

Community Animal Shelter, and bylaw officers. Many arrive with external parasites (lice), injuries and illness caused by dehydration, and starvation. The pigeons are band raised so are completely defenseless when released, do not know how to forage or defend themselves and many succumb to predators such as hawks, raccoons and cats. Delta has done

a fantastic job ensuring many of these pigeons do not suffer.” Evans noted pigeons are treated and cared for by shelter staff but are never claimed because owners do not want to pay a fee to retrieve them. The shelter then has the task of trying to rehome the pigeons, Evans said, adding that the Surrey shelter holds birds for seven days

Agricultural Land Reserve, the legal framework is nonetheless complex as other levels of government either regulate or confer rights that may be in conflict with local bylaws and regulations. Provincially, the rights outlined in the Provincial Right-to-Farm Act apply to both land in the Agricultural Land Reserve as well as land zoned for agricultural use. Federally, Health Canada regulates industrial hemp through a licensing process that does not invite local government input nor require the applicant to provide evidence of local bylaw compliance.” The report also notes the owner was given verbal and written warnings that the cultivation of hemp is not a permitted use of the property. There may be some relief to the current odour situation as it is expected the hemp crop should be harvested soon, the report adds.

before euthanizing them. Council agreed with the letter urging a bylaw. “Releasing defenseless

birds and then abandoning the ones who get lost is inhumane,” Evans stated.

Project Pickle is getting another funding boost from the City of Delta. Council recently agreed to provide a $12,000 grant for the program to continue expanding, including building two new school farms, rebuilding two existing school farms and hiring an assistant for the months of September to November. With the establishment of those farms, Project Pickle will reach the milestone of having infrastructure at every elementary school in Delta, a city staff report notes. Project Pickle is a local educational program that has been teaching students about food and farming since 2012. Since that time, the program has expanded to include “young farmers” in 59 classes in the Delta School District. Through Project Pickle, the students learn to plant, harvest and eat food they grow themselves.

Vinooshan works three days a week as a general labourer for Ocean Trailer in Delta. Ocean Trailer has partnered with DCLS as an inclusive employment partner for seven years.

At the same time, they are taught the timeline for the process of food going from farm to table, and the career opportunities throughout the supply chain. Last year, the program got its first grant from the city with a $12,000 contribution, a grant matched from the Delta Agricultural Society. The report also notes that the COVID-19 pandemic has affected the learning opportunities for many of Delta’s students and this school

year would likely include outside learning as an important aspect of the education. Project Pickle expects to grow its work as a result. The program uses underutilized schoolowned lands to expose students to the process and steps involved in turning a seed in the ground into food on their plate, from the actual planting through to the hospitality industry that eventually prepares and serves the food at a diner.

For one Ladner family 2020 has provided many more challenges than just COVID-19. Heather and Gavin Fallow are in the process of adopting their brave seven-year-old granddaughter Sophia who has undergone six heart surgeries in her short life due to a rare genetic syndrome. The latest procedure came in March. Two months later, her mom MaryAnn lost her battle with substance abuse, a tragedy that has seen an alarming number of victims across the province during the pandemic. Sophia has been in the care of her grandparents since. “She had a ton to deal with and it was really tough kind of watching from the sidelines,” said Rebecca Fallow of her late sister. “She was just going through so much more than most people would have to go through. I think the isolation was a big thing and not having that ability to be able to go to her regular group meetings. “My mom has always been involved in Sophias life as my sister lived with them. At least that has been steady. We are all definitely trying. My parents have been rocks through all of this. Obviously it has taken a big toll on them, but it was never a doubt. Sophia is family and she is staying family.” Sophia has been in and out of hospital since being born incredibly small with two holes in her heart. She was rushed to the neonatal unit and underwent her first surgery soon after. She had two more heart surgeries and a blood infection before her first birthday. It was after her fourth surgery

It was beginning to become clear, however, that she suffered from hypotonia, and other developmental delays. The doctors were puzzled until after her fifth procedure when she was formally diagnosed with Au-Kline Syndrome. At the time there were just 17 cases known in the world. “This year I have gotten into a Facebook group that is talking about trying to start a website about it. There really is just nothing and all over the world people are looking for answers,” continued Rebecca. “There are just so many unknowns such as life expectancy.” Sophia is at least now able to attend school where she is receiv-

ing one-on-one learning. “It’s just nice to see her in the school system. Regular curriculum is not the goal. She just loves to be around people. She is doing as well we can expect really. She is just full of love. She is always laughing and she is always smiling,” said Rebecca. Knowing the responsibility her parents have taken on with Sophia’s full-time care and expenses, Rebecca has launched a Go Fund Me Page that has generated close to $10,000. “I thought about it for a while. We don’t come from money and it’s hard to put it out there but I just want to give my parents something and make them feel they have support,” Rebecca added.

Friends and family from all over the world came together in person and via zoom chat, on Saturday September 26, to celebrate Claire MacKay’s 100th birthday. To this day Claire loves a good party and has no intention of slowing down. Although social distancing kept the crowds outside, it was a great celebration with presentations from Her Majesty Queen Elizabeth and the Governor General of Canada. Claire was thrilled and extends her gratitude to all those who wished her well. When asked the secret to longevity, she simply said “bring love to whatever you do”

N95 Masks are Finally Back in Stock, Blocks 95% of Potentially Harmful Particles Ever since the CDC recommended the N95 Mask, they’ve been virtually impossible *As of today, CDC NIOSH approved N95 to find. Now, they’re back in parts of the country, and consumers are stocking up. masks are available at discount prices Sadly the situation in some parts of our country seem to be getting worse, not better. As provinces have relaxed quarantines and stay-at-home guidelines, cases have continued through much of the country. The new mandate, by several state officials, is that masks and/or face coverings must be warn at all times in public settings. Most businesses have complied, requiring customers to wear protection; restaurants, grocery stores, gas stations, coffee shops among the most common. Even public parks, like golf courses and beaches, are now requiring face coverings. N95 Masks Features include: • NioSh approved • Meets cdc guidelines for Mycobacterium tuberculosis exposure control • 99% bfe (bacterial filtra-tion efficieny) according to aStM f2101 • fluid resistant according to aStM f1862 • respirator contains no components made from natural rubber latex • collapse resistant cup shape design • braided headbands, cushioning nose foam, and light weight construction for comfortable wear

Most Face Coverings Fail to Provide Maximum Protection Against Harmful Airborne Particles Although millions of Canadians are now wearing masks, most are wearing less protective ones. Due to a shortage of N95 masks and other acceptable PPE, people have been using home-made and CDC unapproved masks that fail to deter against the particulates carrying the bacteria and airborne viruses. Here’s why: • Cloth masks are worn loosely around the face, leaving gaps for bacteria and viral particles to enter.

repeatably without washing. They are also not approved for filtering the air or breathe.

for Readers. Supplies very limited due to increasing demand.

Thankfully, more CDC NIOSH approved N95 have become available but, with so much uncertainty, Americans have been quick to stock up, creating major shortages in the supply chain. As of today, N95 masks are available to readers through the company distributing the masks.

N95 Masks Block 95% of particulates, Including Viruses and Bacteria. If you want the best protection possible for you and your family − and want to do your part in preventing another “lockdown” N95 masks are a fantastic choice. They are the gold standard when it comes to PPE (Personal Protective Equipment) available to the general public. They are the same masks used by doctors and medical workers in hospitals for their protection. Key benefits according to the CDC: • The N95 respirators filter out at least 95%of very small (0.3 micron) particles. N95 are capable of filtering out all types of particles, including bacteria and viruses. • When properly fitted and worn, minimal leakage occurs around edges of the respirator when the user inhales. This means almost all of the air is directed through the filter media. • Unlike the CDC NIOSH approved N95 Masks, regular face-masks are loose-fitting and provide only barrier protection against droplets.

Discounted N95 Mask Available to Readers While Supplies Lasts The company behind the masks are offering readers substantial discounts on N95 Masks while supplies last.

• Regular 3 ply face masks are mostly for dust and not for particulates carrying the germs

The company has decided to ship masks directly to consumers to comply with social distancing guidelines and mitigate person-toperson contact.

• Neck covering and bandanas fail to meet any CDC standard and are often use

However, since their masks are warehoused in the US, shipping times can be expedited

and often arrive within 3-5 days. To claim your discounted supply of N95 Masks, you can call their customer care department directly at 1-800-381-1785. Discounted pricing is only available for a limited time and while supplies last. It’s advised to call the company right away if you’re interested in learning more. Their customer care department is open Monday-Sunday, 24 hours a day. They can be reached at 1-800-381-1785. Depending on demand this may be the only time it’s offered in this region. SURGICAL & CLOTH MASKS VS N95 MASK

SURGICAL MASKS: • helps reduce risk of large particles. • fits loosely, leaving gaps between the mask and your face *Ask about a “Friends and Family Discount” for their lowest price

N95 MASKS:

• helps reduce wearer to certain airborne particles, like viruses and bacteria • filters out over 95% of small particles that could get you sick • Meets cdc/NioSh guidelines found in federal register 42 cfr part 84 and testing for 95% particulate filtration efficiency

WARNING: These respirators help reduce exposures to certain airborne contaminants. Before use, the wearer must read and understand the User Instructions provided as a part of the product packaging. In the U.S., a written respiratory protection program must be implemented meeting all the requirements of OSHA 1910.134 including training, fit testing an medical evaluation. In Canada, CSA standards Z94.4 requirements must be met and/or requirements of the applicable jurisdiction, as appropriate. Misuse may result in sickness or death. Cedar Park Church is opening its doors for local post-secondary students who might be looking for a different study environment this fall. With COVID-19 resulting in the majority of courses being offered online only, the Ladner church has created study areas within its facility on 44th Avenue and Arthur Drive. Students will have free access to quiet rooms, tables, chairs and wifi. There have been no services at the church since March. “I read a CBC article when I was holidays that there were three churches in Summerland that are doing this,” explained Cedar Park moderator Carol Johnson. “I thought it was a brilliant idea. We have all this space that is not being utilized and we have internet service that regularly can accommodate 250 to 300 people. We also have classrooms upstairs.” The church will be collecting student information for contact tracing while

Jeff Wubs, founder of Westland Insurance, and his wife Chris recently made a generous personal gift of $140,732 towards infection control and priority surgical equipment to Delta Hospital through the Delta Hospital and Community Health Foundation. Through the Wubs’ generous donation, two PneumoClear Insullators and eight new camera heads are now in use in Delta Hospital’s busy surgical services department. Due to the risks associated with COVID-19, changes needed to be made to ensure patient safety. The PneumoClear Insullators provide a safe barrier to remove particles down to 0.05 microns which allows for removal of infectious disease particles including COVID-19. The eight camera heads are used daily for all laparoscopic procedures and surgeries. Delta Hospital’s busy Surgical Services Department performs almost 9,000 surgeries each year for patients throughout the Lower

Mainland covering a wide range of surgeries including plastics, general, gynecological, ophthalmology, urology, orthopedics and endoscopy. The additional camera heads are required to handle the volume of patients and allow for increased sterilization due to increased infection control related to COVID-19.

“We are honoured to receive this generous gift from Mr. and Ms. Wubs,” said Lisa Hoglund, Executive Director, Delta Hospital and Community Health Foundation. “We feel very fortunate the Wubs family has chosen to support Delta Hospital’s most critical needs, especially with the urgency COVID-19 has created.”

But, if you confess Christ as Lord, you have much to be grateful for — everything as a matter of fact. God sent Jesus into the world to forgive your sins, and through that forgiveness save you from eternal death and gift you with eternal life. If ever there was reason to give thanks, it is this! COVID-19 is not getting in the way of Team Lovely Legs. What started as a fun initiative among regular participants of a Zumba class, has evolved into special friendships that step up for breast cancer research each year. Team Lovely Legs has been a regular at the annual CIBC Run For The Cure that takes place in Vancouver to kick-off Breast Cancer Awareness Month each October. While the pandemic has made this year’s event virtual, Lovely Legs will still be doing their regular walk in fun pink attire through the streets and trails of Ladner this coming Sunday, Oct. 4. This year’s walk is dedicated to Alice Li who lost her battle to breast cancer back in March. Each of the 10 team members will be wearing a specially made bracelet to honour their friend’s memory. “COVID-19 is carrying on and we have no idea how long we are going to live it. Breast cancer doesn’t stop for COVID-19 and we have friend who walked with us last year who passed away,” explained team member Julie Lymburner. “Another friend had her second bout this year. It’s allaround us. We have connections through family as well. “We met many years ago, going to Zumba classes at the Ladner Leisure Centre. Under

Nancy Beveridge has turned a passion for her hometown into a worthwhile cause. The 30-year-plus resident teamed up with a local graphic designer to come up with “Tsawwassen Swag,” a logo that is now available on a variety of merchandise with all proceeds donated to various local charities.

“I’m just doing this out of the goodness of my heart. My background is human resources and a big piece was employee engagement and retention, so I had a passion for creating a logo for Tsawwassen as there was nothing Tsawwassen centric by a local resident that I could find,” she explained. “It was about building a community within a community as there are so many pockets centered

on where people live (like Beach Grove and Boundary Bay) but nothing for all of Tsawwassen. I wanted to come up with something that would resonate with people and highlight the important aspects of our community.” It took a few months of exchanging ideas with graphic designer Rory Doyle before the logo’s final version was completed. “The water, wild-

life, definitely sunny Tsawwassen and a boat image because where is Tsawwassen? By the ferries,” laughed Beveridge. Her “Tsawwassen Swag” merchandise includes trucker hats, decals, drink Koozies, tote bags, sweatshirts and hoodies. Products can be viewed on Varagsale and a @tsawwassenswag Instagram page. Custom orders can be messaged to her.

Make a Will Week

Why do I need to have a will? DANIEL BOISVERT

C o n t r i b u t i n g Wr i t e r

During the past eight months, I have been very busy drafting wills and other estate planning documents for Delta residents. The COVID19 pandemic has forced people to think about

their personal planning needs, including their financial and estate plans. When my phone rings, one of the questions I am asked most frequently is, “Do I need a Will?” It’s an excellent question. Here’s how I respond:

Do you have dependent children? A will helps protect your children by appointing someone to care for kids under the age of 19 if you pass away. That is particularly important for single parents and blended families; if there is no will, the laws may

not align with your wishes. If you don’t designate a guardian, that decision will likely be made by a stranger through the court system. Are you a homeowner? If you own a home or share ownership of a home, it is important to review the legal structure of that ownership because it can impact what happens to that asset when you pass away. Your BC Notary can review the ownership structure and prepare a will to make sure the asset passes to the correct beneficiary. Are you separated, divorced, or living in a common law relationship? Changes in your living arrangements or marital status can call for changes to your will. Creating or updating a will is very important for people

whose relationship status has changed, for example, due to marriage, separation, divorce, or a birth or death in the family. Do you have pets? For many British Columbians, pets are family. People want to ensure their pets will continue to be cared for, if something were to happen to their human mom or dad. A will can assist in providing care and benefits for pets. Do you want peace of mind? A BC Notary can help eliminate or at least reduce stress, taxes, and conflict among loved ones when a family member dies. Having a will gives you and your family peace of mind that your assets will go to those you love and that your wishes will be followed. Most people find the will process leads to important

Make a Will Week

The importance of making a will

Oct. 4 to 10 is Make-a-Will Week in British Columbia. Its purpose is to encourage the public to write their will or bring an existing will up-to-date. Making a will is now even easier following recent legislative changes that allow people who are in different locations to use technology to sign and witness a will. The changes will also soon give electronic wills the same recognition as physical wills. If you don’t have a will, you’re not alone. According to a 2014 report for BC Notaries, just 55 per cent of British Columbians have a signed, legally valid and up-to-date will. A will is the best way to ensure that the people, charities and organizations you cherish most receive the benefit of your estate. If you die without a will, your estate may not be distributed in the way you would have wished and the costs of administering your estate may also be higher. Having a will helps ensure that important questions for parents – like who will raise your young children if

Firefighters Burn Fund launches safety contest

FIRE PREVENTION WEEK Does your household have a fire safety checklist? Make sure your household is prepared – test your smoke alarms, have an evacuation plan in place and ensure all escape routes are clear of clutter and easily accessible. Mayor Harvie and Council extend their sincere gratitude to all members of Delta Fire & Emergency Services - we are fortunate to have such a dedicated group of firefighters protecting and serving our community.

The BC Professional Firefighters Burn Fund is challenging firemen and professional chefs to share kitchen fire prevention tips on social media leading up to Fire Prevention Week (Oct. 4-10). The Fire Safety Challenge promotes this year’s Fire Prevention Week theme of Serve Up Fire Safety in the Kitchen - a relevant topic given that BC families are spending more time cooking at home due to COVID-19. Vancouver firefighters are seeing an increase in home fires started in the kitchen. Other cities like Toronto have reported increases as high as 17 percent due to cooking left unattended. “Kitchen fires are preventable fires. Whether it’s leaving a pot on the stove and forgetting about it or not knowing how to extinguish a grease fire, cooking fires are a leading cause of house fires. Be present when cooking. It could save a life,” says Gayanne Pacholzuk, Burn Fund Prevention Coordinator. Last year, 851 fires in BC started from cooking, accounting for close to one third of all structure fires, as reported to the Office of the Fire Commissioner. As a result of these fires, 62 people were

injured and $39 million worth of damage was caused. The Burn Fund is launching the Fire Safety Challenge to increase the public’s awareness of fire prevention by offering helpful tips on safe cooking practices and instructions on what to do if a fire breaks out. The posts will feature video tutorials, photos, and recipes with straightforward safety tips which will prevent cooking fires. British Columbians are invited to demonstrate what they’ve learned from the professionals by sharing a post to social media and using the hashtag #FireSafetyChallenge. A winner will be randomly selected and will have the rare opportunity to cook with a member of the Fire in Your Kitchen Team of skilled Vancouver Firefighter Chefs. The Burn Fund has partnered with Vancouver Firefighters Charities to offer a one-on-one virtual cooking class with a member of the Fire in Your Kitchen Team. A fire-themed prize package will also be included. The deadline for the contest is Oct. 31.

Students to name new Delta fire mascot Elementary school contest highlights COVID-19 friendly Fire Prevention Week in city MARK BOOTH

m b o o t h @ d e l t a - o p t i m i s t .c o m

The Delta fire department is looking for a little help from local school kids during National Fire Prevention Week. Typically, firefighters are preparing to visit elementary schools across the city for their annual fire safety presentations but that won’t be happening next week due to COVID-19. “We are going to be sending out e-brochures to all the schools. We’re also going to use Instagram and Twitter for a seven-days-of-safety campaign where every day there will be a new spin on kitchen fire safety. That’s how we will try and get the message out to the community this year,” explained Delta deputy fire Chief Dave Wood. In addition to their safety tips, Delta will also be running a contest through schools to name its new mascot. The winning class will get its own pizza party courtesy of Panago. Wood said they are hoping for some innovative entries. “We want the kids to be involved and try to be pro-active in their education of fire prevention,” he said. “We happen to have a new fire dog mascot that doesn’t have a name yet,

Hopefully we get some good videos of class rooms trying to be creative or even some plain old applications. “Don’t come up with

multi-tasking. “Normally it’s because people are so busy that they get their dinner going then they leave it and come back and find it on fire,” added Wood. “Also the type of cooking that is happening. When you are cooking with grease one

of the worse things you can do is trying to put it out with an extinguisher or water. Hit it with extinguisher and you are just pushing that grease fire all over the cabinets. With water it just throws that hot grease up and you have a huge flame ball.

“The best thing to do is just put a lid on it. Or if it’s in the oven just turn it off and keep the door shut. What you think would be too simple where most people try to be pro-active in trying to put it out when actually they are just spreading it.”

After returning to the Ladner Leisure Centre two weeks ago for practices, GM and head coach Steve Robinson will soon lead the Delta ice Hawks into game action.

PJHL gets approval to start exhibition play while regular season begins later this month MARK BOOTH

m b o o t h @ d e l t a - o p t i m i s t .c o m

The Delta Ice Hawks continue to tinker with their roster as the Pacific Junior Hockey League moves closer to starting its 2020-21 season. The league announced Friday the shortened campaign will consist of a 36-game schedule and teams will play in separate cohorts, consisting of three or four teams as per BC Hockey’s COVID-19 Return to Play guidelines. The Ice Hawks will begin the season grouped with the Langley Trappers and defending champion North Vancouver Wolf Pack. In December, after the first 18 games, the teams will then take a full league hiatus to quarantine for the second half where the cohorts will then be adjusted for the remainder of the season and playoffs. The Ice Hawks are finalizing exhibition games with Langley and North Van. League play can start after Oct. 15 if teams have approval from their city arenas. “We recognize and respect that facilities are all opening at different times and expanding operations. In our scheduling we have allowed for this and have

provided teams with the ability to begin play based on their own specific situation, keeping in mind their participation within cohorts,” said PJHL commissioner Trevor Alto. The Hawks are winding up a busy practice week that saw them hit the ice four times over five days as GM and head coach Steve Robinson welcomes some new additions. The biggest is 20-year-old Western Hockey League veteran forward Michael Farren who had 20 points in 41 games with the Kelowna Rockets last season and had 28 goals in the WHL over four years, including a pair with the Saskatoon Blades. The lure of coming to Delta is to play with his younger brother Conner, another new addition who played U18AAA last season with the Valley West Giants. Robinson has also signed forward Hezzy Mbaja who had 13 goals in 23 games last year with U18 Edmonton Prep OHA, along with defenceman Isaiah Colina from the U18 Valley West Giants. Colina joins a Hawk blueline that also features 16-year-old rookie Luke Rybinski, a 6-foot-5 WHL prospect with the Medicine Hat Tigers. There is plenty of experience too with returnees Jesse Conroy (20),

Ryan Bayley (19), Bradley Araki-Young (18) Kevin Parra-Vaughn (20) and Magnus Cheung who is back for his final year of junior after a two-year hiatus to focus on university studies. He was one of Delta’s top d-man under former coach Darren Naylor. To make room on the roster, Robinson moved Cameron Luk and Ethan Gourley to the Surrey Knights for future considerations. The Ice Hawks returned to the Ladner Leisure Centre two weeks ago for the first time since February. The session was limited to 20 skaters which is part of the safety measures in place. Still, it was a vast improvement compared to off-season skates a few months earlier that featured no more than eight participants and took place at a private rink in Langley. “What I have tried to do is just keep framing it like everything we have done in our lives for the last five months,” said Ice Hawks GM and head coach Steve Robinson. “We have adjusted and followed the landscape of what we have been told with the Return to Play protocol. I just keep reminding the guys to reflect back to June when we began skating in Langley. This feels like a million miles away.”

Skating club safely launches fall programs MARK BOOTH

m b o o t h @ d e l t a - o p t i m i s t .c o m

Smaller classes with more space and an opportunity to see your child’s progress from close range. What sounds like attractive selling features are actually the new reality for the Delta Skating Club. The non-profit organization has launched its 61st season amid COVID-19 safety measures that include all programs being based out of the Ladner Leisure Centre. The popular CanSkate program can feature no more than 40 in the entire building and that includes coaches and off-ice volunteers. That number drops to 17 for the club’s competitive figure skaters. Parents drop their kids off at the east side entrance of the building and volunteers oversee the check-in process until they are on the ice. It means the club needs more help than ever before, including president Christine Jerrett and vice-president Denise Skinner adding to

Delta Skating Club’s Jackie Christoff leads a CanSkate session at the Ladner Leisure Centre. their administrative workload. On this day they were assisting with one of the youngest CanSkate age groups. “For us, one of the biggest

changes is that the city allocated different facilities for different activities. Normally we are a combination of the South Delta recreation centre and here. Now

we are exclusively here,” said Jerrett. “For this age group, getting volunteers is great as this is the best way to see your child skate.”

Jerrett has high praise for the support from the City of Delta which initially led to summer sessions for Star Skate figure skaters at Tilbury. That came after ViaSport had approved Skate Canada and Skate B.C.’s re-start plan back in June. “Luckily Skate Canada and Skate BC were quite proactive. They had already started working on quite a bit of plans that were in collaboration with ViaSport. They laid out a frame work for all the skating clubs to pick up,” continued Jerrett. “We adapted it to our local arenas and worked with the City of Delta on the particulars. That really worked in our favour. “The city has been phenomenal where when Skate BC and Skare Canada had their townhalls they actually joined us. They heard all the information and guidelines.” The club has adjusted its allocated ice time at the LLC to offer all its regular programs. The current sessions run until December.

REMEMBRANCES OBITUARIES

CAMPBELL, James ( Jim) Andrew James (Jim) Andrew Campbell, 81, of Tsawwassen, BC passed away on Thursday 17 September 2020 into the gentle loving arms of our Lord.

He was a th heologian at heart (and soul) and helped to instill that spirituality in others. One of his favourite Bible verses was Romans 8:38.

Jim was born in Glasgow, Scotland on 9 April 1939, the first child of Agnes and Alfie Campbell. In 1957, with only a suitcase in hand, he travelled to Canada by himself to make enough money to help bring his family over. They joined him a year later. Then in late 1957, Jim met the lovely Mary Cahill, whom he married in 1961 (they enjoyed an incredible 63 years together). He embarked on a career as an accountant and worked at various places such as IBM, Humber College, the Variety Farm, Pacific Pilotage and Boundary Bay airport. In 1975, the family moved west to BC and made Tsawwassen their permanent home.

Jim was one in a million… a man wh h o would give you the shirt off his ba ack and he was not afraid to be himself. He in n many ways became pattriarch of the family. Spiritual, faithful, funny, responsible, loyal, gene e rous, intelligent, outgoing, supportive, gracious and a humanitarian! He liv ved for God, his family and his friends.

Jim was an avid walker; he especially enjoyed walks along the west coast beaches and very long walks around Boundary Bay. The more rugged and wild the walk, the better. He also enjoyed visiting art galleries, museums and libraries. He was often the life of the party and had a song for every occasion. Classical and gospel music and recitations of Robbie Burns were his passion. Jim had an incredible sense of humour which never went amiss with the family. He was also very involved with a number of volunteer and charitable organizations. In Ontario, he was associated with St Vincent de Paul and also worked with reformed offenders, while in BC, he was exceptionally proud of having volunteered with ‘Food on the Corner’ for over 30 years. He touched the lives of strangers, friends and family alike. He will best be remembered for his steadfast belief in God.

We will truly miss you! He is survive ed by his wife Mary, children Ann-Marie, Mike, Lisa (Matt) and Coleen (Hank, Tanne er and Mickey); grandchildren Mike Jr, Co onnor, Rhys, Finn and Noah and his gre eatgrandchildren Sofija and King. He is also survived by his siblings, Anne (Dan), Gerry (Barb), Fred (Sue) and Florence and their families. Remembra a nce details will be provided at a later date, and updated online. In lieu of flowers, donations greatly apprecia ated in memory of James to the e Food on the Corner; http://www.foodonthecorner.ca/donate/

COX, Susan Vega March 13, 1947 - September 12, 2020

WILKINSON, Graham It is with heavy hearts that we have to announce the sudden passing of our Dad on September 22nd, 2020. He leaves behind his beloved wife of 58 years, Kirsten, his two daughters Benedikte and Jacqueline and son Neal. He will also be missed by his grandchildren, great grandchild, nephews Graham (Julie) and Kenny (Leticia), all his family in Wales and extended family members abroad.

He was born in a small mining town in Wales where he enjoyed running around the mountains and playing rugby as a young boy. As a teenager he had to leave school to help support the family and worked in the coal mine and then the steelworks factory. At the young age of eighteen he entered the arena of World War Two. He was a British Veteran and was active in the Chindit expeditions, for which he received the Burma Star. After the war he returned to England and worked for British Telecom. He and his close friend then decided to embark on an adventure and emigrated to Canada in 1954. Once in Canada he went to Saskatchewan where other family had found work. He then went on to Toronto and worked there for several years prior to meeting Mum. He decided very quickly that she was the one for him and they married in 1961. In 1962 they drove out west and settled in Vancouver to raise the family. Over the years he first worked for Capilano Engineering and then Ropac until his retirement in 1989. In his free time Dad enjoyed working on the house, playing rugby till his knees told him no more, singing in the Vancouver Welsh Choir, family and friend get togethers, attending his children’s many soccer games and activities, and travelling with the family overseas to visit family. Dad was a kind and gentle person with a stealthy sense of humour. He was always the person who would be there to give a helping hand when needed. He was blessed to have a close circle of friends that he loved and enjoyed spending time with. After living in Vancouver for a long period of time, Dad and Mum decided to move to Tsawwassen to be closer to family. Here they have enjoyed family and friends and living by the beach. At Dad’s request, there will be no service. There will be a small family and friends gathering at a later date to lift a glass or two, in celebration of his life. In lieu of flowers, please choose a charity of choice to donate to, or one of Dad’s favourites, the CNIB.

WARREN, Delois (Dee) August 29, 1933 - September 23, 2020 On September 23, 2020 our beloved Dee left us. She passed peacefully with Phil by her side. She is survived by the love of her life and husband of 62 years Phil; their three children: Julie, Jennifer and Jonathan; their four grandchildren: Christine (Dennis), Jeannine, Daniel and Alex (Natassia); their two great-grandchildren: Madeleine and Michael; as well as her sister Dorothy (Doyle) and niece Sheri and nephew Russell (Carol). Dee will be greatly missed by many. Her smile, laugh, and captivating stories will live on in the memories of the many lives she has touched over the years.

A private memorial service will be held on Tuesday, October 6th for family only. This will be followed by an open house at Phil and Dee’s home from 4 to 6pm. In lieu of flowers, donations to the Fraser Valley Regional Library (https://www.fvrl.bc.ca/donate.php) in memory of Dee would be appreciated. Online condolences may be left at www.deltafuneral.ca who have been entrusted with the arrangements. Delta Funeral Home 604-946-6040

Susan’s family are heartbroken to share the news of her sudden departure. Born in Tottenham, Sue was a kind little British lady with a sprinkle of London grit. Married for 51 years, through thick and thin, to her partner and best friend since the age of 17, Sue was a loyal and protective Wife, Mother and Nanny to the loves of her life: Husband Leslie, sons Louis and Cy, daughter Deena, sonin-law James Zenyk, daughter-in-law Leila Abutaleb, and her most precious pride and joys, her grandchildren: Luke (Louis), Bowen (Deena), and the eagerly anticipated first child of Cy and Leila, a baby girl due in November. Susan was universally kind to everyone, especially those she met on her journeys around Tsawwassen and Squamish. From the grocery store ladies, to the bus drivers and riders, the coffee shop crowd, and so many new mums at the library story time in Squamish where she spent the last 7 years helping raise little Bowen, Sue loved meeting people and learning their stories. She saw everyone for who they are and understood deeply that we all want to be seen and heard and loved. Our hearts may never fully heal, but we are lucky to have shared her light for 73 years. If you knew Sue, please consider committing a random act of kindness in her memory. Buy someone a coffee, give a stranger a compliment, get to know the people you see every day in your community. Sue leaves a legacy of intentional and exceptional kindness, that we will keep alive in her honour. What is Dying? by Rev. Luther F. Beecher I am standing upon the seashore. A ship at my side spreads her white sails to the morning breeze, and starts for the blue ocean. She is an object of beauty and strength, and I stand and watch her until she hangs like a speck of white cloud just where the sea and sky come down to meet and mingle with each other. Then someone at my side says, “There! She’s gone!” Gone where? Gone from my sight - that is all. She is just as large in mast and hull and spar as she was when she left my side, and just as able to bear her load of living freight to the place of her destination. Her diminished size is in me, and not in her. And just at that moment when someone at my side says, “There! She’s gone!” there are other eyes watching for her coming; and other voices ready to take up the glad shout: “There she comes!” And that is - “dying”.

HAMILTON, Sharon Louise May 2, 1947 - September 21, 2020 She made friends feel like family and family feel like friends. It is with great sadness that we announce the passing of Sharon Louise Hamilton. Sharon grew up on the Sunshine Coast, moving to Vancouver in the late 1960s and finally settling in Tsawwassen in the late 1970s, remaining there until her passing. ‘Sharon, Nana, Nan, Mrs H’, gave selflessly and unconditionally to all her family and friends. Anyone who knew her, knew she voiced strong opinions and gave great advice. She left a lasting impression with anyone she came into contact with. Her grandchildren were her pride and joy. She dedicated the last twenty years of her life to them. If she wasn’t participating in a school volunteer activity she was sitting cheering them on from the sidelines in all of their sports. Nan was their #1 fan always. She devoted this energy to many of their friends as well, extending her love and support to them as if they were her own grandchildren. Sharon is survived by her daughter Dalyce Wickett (Chris), grandchildren Olivia and Noah, brother Rob Solnik. Predeceased by her sister Donna (Barry), and parents John and Mary. Sharon offered unconditional support to anyone who needed it. To honour her memory, her wish above all else would be that everyone continues her ways, giving of themselves in the same way, unconditionally, to those in need.

SHEARER, Colleen Marie Colleen Marie Shearer passed away peacefully on September 20, 2020 at Delta View Life Enrichment Centre after a 5 year struggle with Alzheimer disease. Colleen was born in Vancouver on September 2, 1952 and is predeceased by parents Ena and Frank. She leaves behind her partner of 25 years Howard Tearle, Sister Linda (Lewis), Brother Dave (Sue). Auntie to Kirsten (Scott), Meghan, Jesse, Tyson, Keelan. Gregory and Neda Tearle. Great auntie to Avery, Chase, and Westley. Colleen graduated from Richmond High School where she excelled in Athletics, particularly badminton. Colleen found work shortly after in the freight/cargo office for CP Air. After a serious car accident she retired at the time Air Canada took over operation of CP Air. She eventually came back to the freight/cargo business in both air and ground transportation. Due to both her father’s and her work with the airlines she had the opportunity to travel the world. She went to many extraordinary places and would recite stories of her adventures to her friends and family. Travel was persistent throughout her life. Colleen also took great pleasure in cooking and baking and would entertain her family and friends with her creations. Colleen in her later years enjoyed slow pitch and golf. Colleen liked her wine and could be found at the local establishments enjoying a glass, offering a smile, a laugh and a joke with her friends. She will be dearly missed by all. Due to the covid 19 virus, the family has decided to not have a celebration of life at this time. We only ask you to raise a glass and remember her for her kind and gentle spirit. Online condolences can be left at www.deltafuneral.ca who have been entrusted with the arrangements.

There will be no celebration of life due to covid, but please feel free to reach out to her family with any messages that you wish at; dalyce.wickett@gmail.com

PARSONS, Joan Victoria (Benesh) Passed away peacefully on Sunday, September 6, 2020 in Delta, BC at the age of 95. Joan was predeceased by her husband Kenneth, brothers Victor and Stephen, and sister Joyce. Survived by her family, daughter Susan, son Paul (Diane), grandchildren Andrea (Tyler) and Emily, and 2 great grandchildren. Joan was born in Toronto, ON on October 19, 1924. In the early 1940’s Joan and her family moved to Halifax, NS. Joan became an active member at the Halifax “Y” Depot, an embarkation depot for Air Force personnel heading overseas during WW2. In 1952 Joan moved to Vancouver, BC eventually settling in Tsawwassen. Joan volunteered at the Delta Hospice Cottage for many years where she made lasting friendships and fond memories. She will be remembered for her love of animals. May she rest in peace. No service will be held by request. I said to the man who stood at the gate of the year, “Give me a light that I may tread safely into the unknown”. And he replied ~ “Go out into the Darkness and put your hand in the hand of God. That shall be to you better than light and safer than a known way”. M.L. Haskins Funeral Arrangements Entrusted to Delta Funeral Home. Online condolences can be made at www.deltafuneral.ca
