The death toll and COVID-19 cases at Delta Hospital continue to rise. On Monday afternoon, Fraser Health officials provided media with an update on the number of cases at the hospital since the health authority declared the outbreak on Sept. 16. There are now 18 patients and 17 staff that have been infected and seven patients have died. Fraser Health’s interim chief medical health officer and vice-president Dr. Elizabeth Brodkin told media that all 18 patients became infected
while in hospital, but some of the 17 staff who also tested positive were exposed to the virus in the community. Due to the ongoing infections, Fraser Health has chosen to close Delta Hospital to new admissions. Fraser Health provided news of the hospital closure in an earlier Monday media advisory. “In order to ensure that admitted patients who are the most vulnerable are as safe as possible, we are closing the site to further admissions at this time,” Brodkin said. She said that if a patient needs admission to hospital, they will be
transported to an appropriate hospital within the Fraser Health network. Despite not accepting patients, the hospital’s emergency department remains open and all scheduled surgeries will continue. All infections to patients have taken place on the second floor medicine unit and have been contained there, she said. Brodkin also mentioned those who died from the virus were almost entirely older patients who had other health conditions prior to being exposed to COVID-19. HOSPITAL: see Page 5
Residents will have three choices when they fill out their ballot for the Oct. 24 provincial election. Late last week, the BC NDP Party confirmed Bruce Reid as their candidate, while the Green Party named Peter van der Velden as their candidate as both parties seek to unseat Liberal incumbent Ian Paton. Reid is no stranger to politics in South Delta. He is a current trustee with the Delta School Board and carried the NDP banner in the riding in the 2017 election, where he finished third with 5,228 votes. As a retired teacher, school counsellor and pastor, Reid said he has dedicated his life to listening to his community and then working to make their lives better. A father of three and grandfather of six, soon to be seven, Reid describes himself as a passionate advocate for strong schools and affordable child care. He said he ran for school board trustee in 2014 to help restore B.C.’s education system after

the BC Liberal government put the interests of the wealthy and well-connected before kids, cutting funding to schools and fighting with teachers. “When John Horgan was elected, he put an end to giveaways for the wealthy and invested in schools across the province instead,” said Reid. “John and the BC NDP have made a lot of progress, but there’s more work to do to make sure we’re investing in our kids and giving them the best possible future.” A former pastor and Salvation Army officer and administrator, Reid said he has always been concerned about his entire community and ensuring no one is left behind.
He is an advocate for low-income families, people living with disabilities, those struggling with addiction and others who may need help advocating for themselves. As a proud, long-time resident of South Delta, Reid said he feels blessed to live in such a wonderful part of B.C. and is aware of the concerns that South Deltans have. Reid said he would like to see South Delta represented on the government side of the house, putting an end to years as opposition. He says the time is now and this is South Delta’s chance to have better representation in Victoria.

Liberals bring back 10-lane bridge plan CAMERON THOMSON

The Liberal Party leader’s announcement this week to replace the George Massey Tunnel has brought about both ire and excitement from Delta South candidates. On Monday, Andrew Wilkinson announced that if the Liberals are elected in the Oct. 24 provincial election that they would start work on a 10-lane bridge “immediately,” instead of continuing the NDP’s plan to build an eight-lane submerged tube tunnel. The 10-lane bridge was the BC Liberals’ original plan when they were in government, but the NDP scrapped the plans and went back to the drawing board. The BC NDP were quick to respond saying their plans for the new tunnel are “on track” and a final approval is expected by the end of the year. However, if any changes to the plan were to be made it would “risk major delays, risk losing federal financing, and set the project back years,” said the BC NDP. Ian Paton, the incumbent Liberal MLA for Delta South, called the NDP’s response a ‘comical statement’. “We’ve all been sitting
around for three and a half years since they killed the project,” Paton said. Paton, who has seen the Liberals fight for a bridge since his time on Delta council, said Wilkinson’s announcement came as welcome news. “I am absolutely thrilled that basically we can just start the engine back up again,” he said. “The environmental assessments have already been completed, the Tsawwassen First Nation certainly does not want to see a massive concrete tube over the period of three years somehow dug into the bottom of the Fraser River, so that’s a non-starter.” The Liberal’s announcement of a toll-free bridge, a change from their first attempt in 2017, raises eyebrows for Delta South NDP candidate Bruce Reid. “It’s very suspect that they’re saying that if they build the bridge now they’re not going to toll it where before they planned to toll it,” Reid said. Reid admitted the timing of the BC NDP’s plans for the new crossing, to be approved by the end of the year, is unfortunate considering the election. Despite this, Reid is steadfast the NDP will deliver. “We’re full steam ahead on a toll-free Massey replacement, and the BC Liberals’ reversal of

course would set back the project by years,” Reid said. “People can’t afford to wait longer for this bridge. We need to get this built.” Peter van der Velden, the Green Party candidate for Delta South, said there are other things that could be done to ease the Massey Tunnel gridlock outside of construction projects. Such solutions include improving rapid transit and introducing regulations to reduce the amount of trucks on the road during the daytime. “I think there are possibilities
there that need to be pursued and I think the people of all of south Surrey, not just Delta, deserve to have a little more careful consideration of these issues,” van der Velden said. He also expressed concern over a bridge’s price tag considering the economy postCOVID-19. “Whatever plan we have, we have to protect our farmlands as well. The bridge or tunnel replacement will obviously produce some urban sprawl in this area and will put a strain on the farmland,” he said.

He said his articulate and clear analyses on a wide range of local issues provide an open book for his positions in favour of fairness and transparency in government, sustainable development, protection of farmland and a shift away from relying on fossil fuels. “I am honoured to have this opportunity to serve South Delta,” he said. “A really interesting race is shaping up because so many voters are tired of combative politics and ready for the Green message of caring, collaborating and cooperating. Because the other
major parties have stricter rules about MLA’s voting along party lines rather than with their conscience, the closest you can get to an independent voice for Delta is voting Green.” van der Velden was born in Holland and moved with his family to Saskatoon in 1963 where he developed a love of the Prairies. He remembers the strong sense of community. While living in the Kootenays, he served as a municipal councillor and as a director for several volunteer organizations. Ten years ago, he and his wife, Patty, moved to Tsawwassen to be close to his parents and care for them in their later years. His career was in the construction industry including management of complex proj-
ects and oversight of multimillion dollar budgets. He said he is particularly proud of his environmental work remediating contaminated highway yards in the East Kootenays. He was also instrumental in creating a home inspector association in B.C. when this was a fledgling industry. “Only the Greens have serious plans to address our crises in seniors’ care, housing, public health and the transition to renewable energy in a way that works for everyone,” he said. “I want to ensure a positive future for my granddaughters.” A farmer and former city councillor, Paton in the 2017 election took back the riding of Delta South for the Liberals, which had been a stronghold
held for two terms by independent Vicki Huntington before she stepped down. At just over 44 per cent of the vote, Paton finished with 11,123 votes, well ahead of independent Nicholas Wong who finished with 6,437 votes. Green candidate Larry Colero finished with 2,349 votes and the B.C. Action Party’s Errol Sherley finished with 88 votes. In Delta North, it is also a three-person race with BC NDP incumbent Ravi Kahlon, Liberal Party candidate Jet Sunner and Green Party candidate Neema Mandral seeking the seat. FHA audits Delta Hospice Society’s finances SANDOR GYARMATI

Fraser Health has found no problems with the Delta Hospice Society’s books and no grounds for additional independent audits. In a recent letter to Delta Mayor George Harvie and council, FHA president and CEO Dr. Victoria Lee said health region staff reviewed the society’s most recent financial reports, including a review conducted by an independent firm, and identified no financial concerns. There are no grounds to warrant an additional independent audit at this time, but the region will continue to monitor the delivery of services and financial reporting for any irregularities, she said. “Based on the regular reports provided to Fraser Health and the Review Engagement, we have identified no financial concerns. The financial reporting aligns with the service delivery and contracted staffing models, and the management and overhead costs are reasonable and align with those of other providers,” wrote Lee. The FHA was responding to Harvie’s repeated request that a financial audit of the DHS be undertaken. Lee this summer also wrote to Harvie
responding to concerns he raised regarding the delivery of care at the Irene Thomas Hospice in Ladner. Lee noted Fraser Health licensing and palliative clinical staff have been visiting the hospice regularly to review the services in follow-up to the concerns raised. “Investigations to date have confirmed that the quality of care provided to the residents continues to be upheld by the dedicated staff working at the hospice, and no concerns regarding the care have been identified. While we have not audited the Delta Hospice Society’s finances, we have no indication that funding is not being utilized as per the Service Agreement,” Lee explained at the time. Meanwhile, the battle for control of the DHS continues in the courts A hearing was held at the B.C. Court of Appeal in August but was adjourned to allow B.C.’s attorney general enough time to prepare a position on a charter of rights argument by the current board. The board filed the appeal to overturn an earlier petition to the B.C. Supreme Court which successfully halted a planned meeting by the board to have the society’s constitution amended to be Christian-based. The petition by Chris Pettypiece,
Sharon Farrish and former board president Jim Levin followed the current DHS leadership rejecting many society membership applications by Delta residents opposed to the board’s actions. Accused of stacking the membership to impose their religious viewpoint, including signing up many non-Deltans, the current board is alleged to have breached the Societies Act by blocking people from joining. The board and its president Angelina Ireland are opposed to providing the legal procedure medical assistance in dying (MAiD) at the hospice. The current board reversed a decision by the previous board to allow MAiD, saying it does not align with the goals of palliative care and the procedure is available next door at Delta Hospital. Fraser Health has mandated that non-faith based hospices offer MAiD to those who ask for the procedure. Health Minister Adrian Dix earlier this year said the society will lose its funding by Feb. 25, 2021. “Fraser Health’s job, and my job, is to ensure that Delta residents continue to have access to hospice services upon the termination of the contract with DHS,” he stated. A B.C. Court of Appeal hearing was scheduled this Wednesday to hear an appeal filed the by the current board

Fraser Health says enhanced infection prevention and control measures put in place in the beginning of the outbreak are ongoing. All appropriate staff, medical staff and patients are being tested. In addition, contact tracing is being carried out to prevent further transmission. The essential visitor’s policy is still being strictly enforced. During Monday’s provincial COVID-19 update, Medical Health Officer Dr. Bonnie Henry was asked specifically
about the outbreak at Delta Hospital. “It is a very challenging outbreak,” Henry said. “Like often happens, it is unrecognized cases that spread that cause the biggest challenge in our health care system and we have seen this in some of our other facilities as well. There is a number of different factors that have led to the spread at Delta Hospital, and tragically it has involved seven people who have died. “There is ongoing transmission that happened in a number of different settings to health care workers and between health care workers, so that is something that Fraser Health is working closely with Delta Hospital on. It is a very challenging outbreak for sure.”
Henry said the closure of the hospital to new admissions to protect patients is the most effective way to stop exposure. “We want to reduce the number of people that are in the facility, so the potential of exposure is reduced, but I think the other important thing to recognize is that there’s been quite a few health care workers who have been exposed as well, many are off and self-isolating because of those exposures. This is something we have seen in other health care settings - that PPE is worn appropriately in patient care areas, but sometimes we are not as good as keeping that up in an office setting or a staffonly setting.” -with files from Ian Jacques

Dirk Vanbeek’s swift actions took a family out of a potentially dangerous situation after a bizzare single-vehicle incident early Saturday evening on Westham Island. It was just after 5 p.m. when Vanbeek had picked up his daughter Zaza after her shift working at the Westham Island Herb Farm on the Ellis family property. About a couple hundred metres ahead of him on Kirkland Road was a slow-moving SUV that was driving somewhat erratically as it approached the Westham Island Road intersection. The next thing Vanbeek saw was the SUV flipped into about
a four-metre long waterfilled ditch in front of the Lundstrom farm. “I raced to the corner and the car was upside down. I could hear two children screaming in the backseat. I have done some mechanical engineering and what I was most afraid about was there being a fire with the car upside down,” explained the 57-yearold Ladner resident. “I needed to get them out, but the child lock was on the door.” With some water now in the cabin, Vanbeek was going to kick-in the back passenger side window. Fortunately, he was able to communicate with the driver who deactivated the child locks and each of the two children were unstrapped

His only initial thought was getting the family out of the car. “My god, I needed a few drinks at the (Ladner) Legion after that,” laughed Vanbeek. “Normally I react very clinical in emergency situations as I have seen accidents working as a tour guide in Asia. It was just seeing the car flipped upside and (the potential) of the whole fire thing.”

t is a pretty simple concept, if you have trash and garbage you dispose of it responsibly and legally, but I guess this simple concept has been lost on a few folks in recent weeks. Large dump truck or bin sized loads of renovation waste, potentially from more than one project, has been dumped in farm areas and off rural roads in North and South Delta in the past few weeks. The mixed renovation waste includes uncontained drywall, lumber, insulation, glass, plumbing pipes, flooring, and some residential household waste. The drywall poses an environmental and health hazard as at least one of the dump sites has tested positive for asbestos content and required specialized clean up and disposal methods. According to Delta police, who issued a news release last Friday this is a growing problem in the community and has already cost taxpayers and private residents $50,000 to $60,000. These acts are disturbing. Not only is this a blight on our community, it is hazardous and harmful to our environment, not to mention the costs associated. According to police, if those responsible are caught, penalties may include bylaw offences and fines and criminal mischief charges. With hazardous waste, penalties can be up to $1 million under the Environmental Management Act, and six months in jail. These penalties are high, but I think they can be higher. I suggest bylaw officers, if they are not doing so already, visit area construction sites and see how they are disposing of their garbage. If it is deemed improper, then fine them on the spot. When companies approach the city with applications, put in assurances that if construction debris is not disposed of properly and constructions sites are in disrepair, then hit them where it hurts – in their wallets. This type of behavior is unacceptable. If you are going to act like pigs, then let’s treat them like pigs.
Thoughtful messaging helps voters make an informed choice

recent letter to the editor in this paper suggested that negative campaigning won’t work and that “positivity” will determine whom we vote for as our MLA. Open criticism of failed government promises are both necessary and worthy, especially in an election campaign. This is not negative campaigning. Rather, it is thoughtful messaging to help people make their choice at the polls. Once the platforms are fully rolled out, it is our job to diligently review them and determine which of them make best sense for us. The letter was likely in response to a Liberal campaign ad regarding the Massey crossing debacle. The leader of the Liberal opposition, Andrew Wilkinson, announced earlier this week that the Massey Bridge crossing would be back on the table and that if elected, this crossing would be a top priority. I am at the point where I really don’t care what form the crossing takes, I just want it done and I am sure that commuters from Surrey and visitors from Vancouver Island and elsewhere would feel the same. The NDP has been woefully inept on this file for years.

Reviews, planning to plan, plan analysis, further consultation, blah blah! Boring! Just get it done. I personally believe a Liberal government would accomplish this. The NDP released its platform on Tuesday with 60 new commitments including a new $1,000 recovery package for B.C. families that should have been promised before the election call. Remember the renter rebate and $10 dollar daycare? They’re baaaack! No mention of an update on the crossing by the way. The Liberals have been busy with their list too. Dropping the PST, a referendum for Surrey policing options, doing away with the ICBC monopoly and more.
Locally, incumbent MLA Ian Paton has continued to stand up for our farming community and as agriculture critic for the opposition, has toured the province extensively listening to farmers and agri-food and agri-tech businesses who contribute to this important $15 billion sector of our economy. In South Delta, Ian has the support of the local farming community and has been a vocal critic of changes to the ALC. He has offered insightful private members bills that highlight his understanding of local and regional agricultural issues. Ian is also supportive of integrating agriculture, agri-food and agri-tech in to the school curriculum which is important in its own right but also entirely insightful given the influence that the pandemic is having on our food system. As someone who teaches kids about food and farming, I appreciate this. Ian’s breadth of knowledge is un-matched in this riding. Advanced polls will be open Oct. 15 to 21. Tree bylaw is just a cash cow
Editor: Re: Tree protection and regulation bylaw changes As a home owner, I think this bylaw is nothing more than a cash cow. Penalizing the home owner for pruning and removing trees that were planted originally by the home owner, and have become over time, sur-
plus to the needs of the property, is totally unacceptable. We have enough bureaucracy in Delta already without imposing a useless bylaw such as this one. As an example; several years ago I had an arborist prune some large trees in our front yard. A bylaw officer showed up
and issued a bylaw ticket for $450. There had not been a permit issued for cutting limbs as large as the ones deemed necessary by the arborist. The health of the tree was at stake due to the stress noted on the lower half of that tree. The arborist paid the fine. I rest my case. Al Munro
Lack of help for Point Roberts Looking for some answers is shameful Editor: Shame on Canada. They have ignored and abandoned the small enclave of Point Roberts. They have disregarded the suffering of the citizens of that community, not to mention have ignored the rights of Canadian land owners’ access to their properties in Point Roberts. Point Roberts’ residence are denied access through the border by car to be able to get to the U.S. Point Roberts is a peninsula land locked by the 49th parallel border between the U.S. and Canada. You can only get to Point Roberts when using a car, through Canada. There are no
cases of COVID-19 on the Point. Point Roberts is a very unique situation. Why cannot our government treat it as such? Why not open just this border at Point Roberts? It is easily controlled and would harm no one. The U.S. would be happy to comply to help their unfortunate citizens. We should not ignore the residents of Point Roberts. Ed Trasolini
Editor: Mr. Paton in his Sept. 24 Optimist ad stated that he has some concerns about what the NDP did or not do with their term in office. Now he is running for office again and I would like to know what he has that is innovative so I might consider voting for him. He state’s that we need to foster opportunity for all B.C. Yes I agree with that, but in the last three-plus years in office, other than looking after the interests of the farming community, which is well-documented, I would like to know what he has in mind to help the other segment of the Delta community?
I know in the past when asked about the replacement of Mountain View Manor Seniors’ home, which is well past its prime, I was told that he had posed the question whatever that means. He also mentioned the Massey Tunnel, but to me that is just a red herring and everyone will be using that carrot. I may not be a farmer and I would not argue with you on the common sense factor, but I do know some very smart farmers. I do know one thing, I am not a NDP supporter. Letters Human dignity is a universal need Editor: The recent solicitation of membership applications by the Take Back Delta Hospice (TBDH) advocacy group is led by a dissenting minority which is using the court to attempt the forced admission of members to reverse the Delta Hospice Society’s position on euthanasia or MAID. The issue for the Society is not about MAiD or religion. As per the federal law, there must be reasonable access to MAiD. Citizens of Delta are fortunate to have choice within their own community. They can choose the day and time of the procedure and can have it at home, in hospital or at a family member or friend’s home. Fraser Health’s own policy for admission to Hospice states that people are not eligible to be in a Hospice if their care can be managed at home. The Society is not discriminating against those wishing

The most vulnerable citizens of Delta who cannot advocate for themselves must have a voice! Bottom line, the Delta Hospice Society believes in human dignity and not political and media debates on religions, cultural or family issues. MAiD; it is complying with Fraser Health Policy. The issue is about the protection of scarce palliative care beds. Only 30 per cent of Canadians have access to palliative care and 100 per cent of Canadians can access MAiD. In May 2000, the Society’s Board decided to present the membership with the concept of acquiring religious status because that is the only option under Ministry of Health policy to gain an exemption from having euthanasia imposed on the Hospice. The exemption, if granted, would in no way affect our current admission policy or conditions of employment. There are presently over 150 faith-based health facilities in the province, of which St. Paul’s Hospital is an outstanding example. Sadly, the TBDH group has spread misinformation and criticized the care provided at the Hospice.

The City of Delta is looking at establishing a special advisory committee on disability issues. Following discussion about a letter from resident Vincent Miele, council last week agreed to have staff report back on creating a new group to focus on challenges disabled residents face in Delta. Miele wrote that while it’s fine that the Mayor’s Task Force on Diversity, Inclusion, and AntiRacism was recently created, nowhere in a recent report is there specific mention about the ongoing erosion of access and discrimination of persons with disabilities through abuse or ignoring the Building Code.
“This includes lack of full wheelchair access to newer public facilities, transportation, housing, proper parking for persons dependent on mobility devices, full serve gas etc. This too is a form of discrimination and should be addressed as we too have been included in the Canadian Charter of Rights and Freedoms since 1982,” wrote Miele. Noting the B.C. Human Rights Tribunal states in its 2019 Annual Report that complaints on the basis of disability make up 46 per cent of all cases alleged, Miele asked that the new diversity task force task include a person with a disability with lived experience. A Ladner street will soon undergo some major improvements. Council last week approved a $224,000 contract for a consultant to undertake initial work for the 44th Avenue roadway and utility improvement project. The project extends from 48B Street to Arthur Drive. The contract involves the preliminary design, detailed design and construction management for the project. The improvements will eventually include roadway works along 44th Avenue to accommodate a nine-metre-wide cross section to match Delta’s local road standard, rollover curbs and gutters on both sides, a new 1.5-metre-wide sidewalk on the north side and
new 1.5-metre-wide grassed boulevards with street trees where space allows. The project will also include, among other things, crosswalk upgrades on 44th Avenue at 50th Street, new LED street lighting, drainage improvements including ditch infill and a storm sewer extension, as well as roadway rehabilitation. The engineering department notes improvements are necessary along the roadway to improve street accessibility and aesthetics. Construction is to begin in 2022. The department also notes advanced project designs in the year preceding construction allow for more accurate construction costs.

Delta school’s board wants the controversial Foundation Skills Assessment (FSA) tests scrapped. Trustees at their Sept. 29th meeting voted unanimously in favour of a motion by trustee Laura Dixon to initiate an education partner consultation to elicit feedback about their concerns with the FSA and ask for their input on what forms of assessment they feel would better serve students in the district. The FSA is an annual province-wide assessment of all B.C. students’ academic skills in grades 4 and 7. Dixon noted the effectiveness of the tests has to be questioned. While not mentioning
the Fraser Institute, she also noted the data is being misconstrued by a third party which conducts an annual ranking of B.C. schools. “When I see local realtors advertising using Foundation Skills Assessment, something has gone awry,” she said. Dixon said a new assessment method needs to be proposed to the education ministry which better reflects trends and how school districts can continue to improve. Trustee Nick Kanakos agreed, noting Delta leads the province when it comes to graduation rates but it’s not reflected in an unfair annual ranking which relies on a small assessment component. Trustee Bruce Reid said it’s been a longstanding problem how
the FSA is being interpreted and used, and that a better assessment method needs to be devised that meets the needs of Delta students. He added the FSA assessments are also unfair because they don’t take into account demographics and socioeconomic factors. Noting the current FSA data collection is largely insignificant, board chair Val Windsor said the district is already focused on its own meaningful and ongoing assessment and evaluation, and that she trusts Delta’s educators. The provincial government announced last week that FSA testing has been pushed back to early 2021. Parents have had the option of not having their children participate in the tests.
School board looks to maintain number of crossing guards SANDOR GYARMATI

The Delta school board wants to maintain the same number of adult crossing guards this year. Approved by the board of education this week, a submission to the city requests the number of crosswalks attended by adult crossing guards remain at 25 for the 2020/21 school year. The district proposes removing one guard from Richardson and South Park elementary schools but adding new
guards at English Bluff and Ladner elementary schools. The guards at all sites, with the exception of Gray Elementary, are on duty from 8:30 to 9 a.m. and 3 to 3:30 p.m. The guard at Gray would be on duty from 8:15 to 9:15 a.m. and 2:45 to 3:45 p.m. due to setting up and taking down of pylons along 80th Avenue. The total cost of the program, which would be paid by the City of Delta, is $103,456. A review of the program is undertaken each year by the city’s transportation technical committee.

Developers shouldn’t be buying zoning from the City of Delta. That’s what Coun. Lois Jackson said during council’s discussion this week on the development application to build a 40-unit condo complex on Hunter Road in Tsawwassen. Jackson said it doesn’t seem right the developer behind the project would be asked to pay only $60,000 in a community
amenity contribution. The contribution was proposed by planning staff because the development has two additional units above what’s currently outlined in the OCP for the site. Staff noted that council is still without a set a community benefit contribution policy, but can determine on a caseby-case basis including whether the proposed $60,000 contribution would be sufficient for the OCP amendment. Saying such contribu-
tions shouldn’t even be considered necessary, and that the housing is needed in Delta, Mayor George Harvie noted the city retained a consultant to examine the contribution issue. Harvie said the proposed amount for the Hunter Road application was considered too high. Council also debated the scope of the project with Coun. Dylan Kruger arguing it’s within the town centre where the need for additional density has been identified.
Coun. Bruce McDonald agreed, saying the OCP is outdated and that the application is not unreasonable. The majority on council agreed to send the application to a public hearing to see what residents have to say about the proposal. The development in the 1200-block of Hunter Road would see five properties consolidated into one in order to have a four-storey apartment building with two levels of underground parking.

Just how long will the 110-yearold bridge still be in service? That’s what Delta council wants to know when it comes to the Westham Island Bridge, raising the question last week during a discussion on TransLink’s latest rehabilitation work. Engineering director Steven Lan, noting the bridge underwent
major rehabilitation that required closures over the past couple of years, said he was given no information on what the transit authority thinks will be the remaining lifespan for the structure. Council agreed with a motion from Lois Jackson to get a report from TransLink on the long-term plan for the bridge and a possible replacement in the future. “I’m very concerned that one day we’re going to wake up and
that bridge is going to be nonoperable and we’ll have to put a ferry in or something for the farmers,” said Jackson. TransLink’s latest work this month included timber deck and railing repair and scour protection rehabilitation on the west approach. As one of its oldest assets, the 325-metre-long bridge requires regular repairs and maintenance to ensure it remains operational and safe, according to TransLink.

knew him. He was a hard-working man and often enjoyed “working his pinkies to the bone.” Falcos started off as a commercial fisherman. Later, he owned Speed’s Industrial Marine, where he would repair fishing boats. His true love, however, was his bar Speed’s Pub on Chisholm Street which he opened and ran since 1995. During the day, you could often find Speed at his bar, and listening to many of his interesting stories from long ago from when he was a young “whipper snapper.” In exchange for the stories, Speed would steal your fries for quality control. He also had “10,000 jobs to do,” yet never completed any of them, he really should have been “fired at sunset.” His work ethic was unmatched to anyone I have ever seen. He was 83, and worked every day, including the day of his passing. Grandpa was extremely energetic, and around three months ago we were moving large freezers around, just the two of us. These freezers were extremely heavy, and to this day, I have no idea how we moved them. I

Guide Dogs pay tribute to Dr. Henry Corona was filmed when in February pandemic had yet to really hit BC BC & Alberta Guide Dogs has announced the birth of 10 little Labrador puppies; two of the puppies have been named “Bonnie” and “Henry” to honour British Columbia’s Provincial Health Officer, Dr. Bonnie Henry. “Dr. Henry has been a wonderful presence of calm and guidance through the COVID-19 pandemic,” said Bill Thornton, CEO of BC & Alberta Guide Dogs. “Our organization felt that it was a fitting tribute to name these little puppies after her, as they will one day grow up to provide those same qualities of guidance and support to someone in need.” The litter of puppies will be in training to become Guide Dogs for people who are blind / visually-impaired, Autism Service Dogs for children with profound autism, and PTSD Service Dogs for Veterans and First Responders living with Operational Stress Injuries. “Thank you for the incredible work that BC Guide Dogs does, supporting so many people in British Columbia,” said Henry. “It is an honour to have two such adorable namesakes. Zarina Sterling’s latest acting role provided a glimpse of how her world was about to change. The Grade 12 South Delta Secondary and Delta Film Academy student co-stars in the Canadian thriller Corona, the first feature film about COVID19. It was shot back in February when producer and director Mostafa Keshvari came up with the idea just weeks earlier after reading a pandemic-related newspaper article about Chinese tourists being attacked. Sterling plays a millennial and is one seven residents trapped on a malfunctioning apartment elevator. The movie focuses on the xenophobia and fear the virus has created. It was about a month after shooting wrapped up that the pandemic led to the closure of SDSS and Sterling being house bound for weeks. “When we filmed it in February we didn’t really have anything happening in Vancouver, so when we were filming I thought this is like a really cool idea,” said Sterling. “When the virus actually hit us hard I was really surprised. It was like wow this is pretty cool how we managed to get a film in before it happened. “In the back of my head when we were filming this, I honestly thought it was just a topic because it was happening in China and elsewhere. I never knew it would actually spread

He encouraged improvisation throughout the production which resulted in scenes, roughly 20-minutes long, being re-shot entirely. “Since it was all improv, once we filmed one take we would all come together as a group and come up with ideas to make the scene more intense,” explained Sterling. “We also discussed
making the proportion of everyone talking equally. I found that really fun. It made me feel I was able to share my ideas openly. Everyone had their own ideas and Mostafa was listening to them. “I remember Mostafa saying to us it was a really good take and everyone is thinking great we can move onto the next one and he would say I guess we can do it one more time. The last scene was definitely the most difficult as we were all kind of confessing and it was emotional. Just hav-
ing to re-create that crying and mental state all over again was exhausting after a long day.” Corona is the second movie Sterling has worked under Keshvari. She starred in the short film Child Bride that premiered at the renowned Cannes Film Festival back in June 2019. She is also awaiting word on another Keshvari project in the coming weeks. Corona is now available in several major digital platforms including: Apple Movies, GooglePlay and Microsoft.

Council last week agreed to award a $55,500 contract to a consultant to help identify and evaluate potential locations for cycling infrastructure improvements within the municipality, as well as update the cycling route prioritization model in a study from a decade ago. The arrangement involved Delta providing materials and supplies, ranging from soil to drainage infrastructure, while community volunteers undertook the design and supplied the equipment and labour to build the track. A memo to council from parks, recreation and culture director Ken Kuntz notes the city met with a number of new community volunteers in August who were not involved with the original construction of the track.

A $128,000 contract has been awarded for the city’s Wetlands Enhancement Planting project at Boundary Bay. The work consists of the supply and installation of native trees and shrubs within suitably constructed pockets along the water course that runs east of Boundary Bay Road towards the 12th Avenue Pump Station. The pockets will be excavated by Delta’s engineering department between existing trees that line the bank of the water course. The work also includes maintenance and annual reporting on the plant survival for two years with the option to extend for three, one-year terms. It’s part of the 12th
Avenue Stormwater Management Improvements project, which includes a new pump station building with viewing platform, back-up generator, pumps and controls, discharge piping, outlet structure, dike upgrades and storm water conveyance, as well as control and treatment improvements. A permit was issued under the Water Sustainability Act by the Ministry of Forest, Lands and Natural Resource Operations and Rural Development, subject to the provision of habitat compensation. As part of that provision, the construction of a wetland enhancement facility and an annual report for five years documenting a minimal survival rate of 80 per cent is required.
The anticipated total planting project costs are $386,859, the engineering department notes. The 12th Avenue Stormwater Management Improvements project is aimed at improving drainage and reducing flooding in the agricultural area of Tsawwassen. The old pump station provides drainage for a large portion of Tsawwassen, encompassing approximately 900 hectares. City council this year also endorsed a recommendation for Delta to work jointly with the Rotary Club of Tsawwassen to develop interpretive concepts at the new 12th Avenue pump station. The Rotary Club has suggested a possible focus on highlighting the many unique features of Boundary Bay including

Tristan Jarry is staying in the Igloo. The Pittsburgh Penguins announced on Saturday the 25-year-old goaltender from North Delta has signed a threeyear contract extension with the NHL club. The contract will run through the 2022-23 season and carries an average annual value of $3.5 million. Jarry enjoyed a career 2019-20 season with Pittsburgh, leading to his first NHL All-Star Game selection. It felt like a 100-yard drive down the field for the South Delta Rams. The community club saw its first game action of the season on Sunday as the Vancouver Mainland Football League launched nine weeks of cohort play based on ViaSport and the BC Provincial Football Association’s Return to Play Guidelines. It was in July when the tackle version of the sport began the extensive process of getting back on the field by putting plenty of COVID-19 safety measures in place. Regular practice sessions began in August, leading up to VMFL games being approved. “It has been a huge challenge. The whole Return to Sport. The safety measures we have had to put in place, the compliance and everything but we have done it,” said Rams president Anthony Hanna. “A huge thank you to the whole Rams executive for really stepping up. Without the tons of work and hours it wouldn’t have happened. We are so happy for the kids. The kids get to play.” Hanna also praised the BCPFA and the City of Delta for their leadership and cooperation along with the way. “I am grateful for both parties for working so well with us. At the same time it is a very detailed process for practices and games,” he continued. “There is a check-in and staging area. Everybody that comes to field has to be medically questioned. There is hand sanitizing, temperature checks and social distancing throughout. Knock on wood nobody gets sick and we can have the entire season problem free.”

South Delta Junior Bantam Rams battled the White Rock Titans last Sunday as the Vancouver Mainland Football League began a nine week cohort schedule. The Rams will have five teams in action with just the Junior Bantams playing tackle. There will be two at the U8 Flag level and two more in Atom which is also non-contact. A Pee Wee team is practicing throughout the fall but won’t be playing games. South Delta is in a cohort group with North Delta, North
Surrey and White Rock. The Rams home field at Dennison Park in Tsawwassen will host VMFL games on five of the weekends. There is hope the club can even put together its annual Green and Gold Day but stage it over Saturday and Sunday. “We thought there were too many hoops to jump through

Russell Howlett is taking momentum into this weekend’s season-ending Maple Leaf Junior Tour National Championship at Morgan Creek in South Surrey. The 18-year-old Beach Grove Golf Club junior cruised to victory at last weekend’s MJT Ford Series event at Mayfair Lakes in Richmond. Howlett fired rounds of 72 and 73 on the par71 6,608-yard layout to win the Junior Boys Division by seven shots. It was his second win on the tour this season. He also was runner-up at the BC Junior Boys Championship back in July. “My game was all around consistent,” remarked Howlett. “I’m happy to have won and I am looking forward to the national championship.” That 72-hole tournament gets underway on Friday and features players from across the country that qualified thanks to season long order of merit standings in their respective provinces. New equipment has been ordered and a potential schedule has been drafted. Now the South Delta Sun Devils await permission to launch their high school football season. The Delta School District have yet to approve extra-curricular activities. “They want to get a handle on kids being back in the classroom first,” said South Delta head coach Ray Moon. “It makes sense but it is a little frustrating too. Just sitting there and waiting.” Karen Morgenthaler, a team parent and senior program coordinator, launched a petition urging the Ministry of Education and school district to proceed with the season. She points to community level sports having less restrictions, including football that began playing games last weekend. “All BC high school football teams should be able to start practicing as long as they have an approved safe return to play plan. We have worked very hard to
make a safe return to play plan as well as purchasing new safety equipment such as masks and face shields for all participants. Sports are incredibly important for our kids mental and physical wellbeing. We plan to follow all the safety guidelines and rules,” said Morgenthaler. It’s been determined the 2020 season will consist of exhibition games only in regional cohort groups that will disregard tiering as well. The Sun Devils would be playing Surrey schools, along with the Seaquam Seahawks. With no playoffs, there is at least flexibility of when the season can be played in what surely will be an unprecedented year for high school sports. “We’re looking at a six week playing schedule. It could start in November and go to mid-December or even go in January although you might be stepping on the toes of a basketball season,” added Moon. “This is about giving these kids a season. For a lot of them football is one of their major things they do when they are in high school.”

The first day brought heavy rain and gusting winds with players scrambling to finish their rounds in the daylight; the second day enjoyed sunshine and heat, making for perfect scoring conditions.

NOREAU, Francine M. September 28, 2020 It is with great sadness that we announce the passing of this kind and generous lady. Francine was an artist of renown who shared her love of landscape painting with countless students. She was a passionate traveller, who truly embodied "joie de vivre", infecting those around her with it. Predeceased by her partner of many years, Edmond Lemieux, she leaves behind to mourn her loss: André (brother), Sebastien (nephew) and Sophie (niece), as well as a group of close friends including her dear friend and travelling companion, Alan Scott. We ask that you consider making a donation to the BC Cancer Foundation in her honour.
It is with great sadness we share the news, Brian Birch, a father, grandfather, brother, uncle, partner, and friend, passed away on Saturday, September 26, 2020, at his home on the river in Delta BC. He is survived by his loving partner, Trish Duggan; his six children, Heather (Bruce), Tina (Jeff), Amy (Travis), Jonathan (Chelsea), Riley (Lindyn), and Cassidy (Sean); his two bonus children, Shane and Kelsey; his 12 grandchildren; eight siblings; and an abundance of loved nieces and nephews. He was predeceased by his mother and father, Ina and Reginald Birch; and his youngest brother, Lance. Brian was the oldest of the 10 Birch children who grew up in Ladner BC. In 1971, Ina and Reg moved their family to Machete Lake. Brian and girlfriend, Deb Barlee followed in 1972 and had three children. Brian moved back to Ladner in the late 1970s to follow in the footsteps of his father, Reg and began his 40−year career as a commercial fisherman. He started as a gillnetter, fishing the Fraser River on the "Friskie Lady" and the "Northern Pilot" before joining his brother Wayne on the seiner "M.V. Nita Dawn" to fish the west coast of British Columbia. In 1981, Brian married Karen Wren, started a family and lived in a Ladner heritage farmhouse with their three children. In the spring of 1999, Brian met the love of his life, Trish. Brian was a creature of habits and Trish accepted his tendencies to fill their home with wooden duck decoys, shorebirds, vintage fishing lures and copious other finds from garage sales and eBay. Brian was a member of the Delta Heritage Fishing Society. He was recognized by the Mayor of Delta with the Friends of Heritage Award in 2014 for his contributions to preserving Delta’s history. He was a man of great pride, a huge and generous heart, with lots of laughs and stories to tell. He treasured his friendships and time spent with family. Brian’s children wish to extend special recognition and eternal thanks to Trish for her patience, kindness, and unconditional love for their father during his darkest times. Brian’s health deteriorated over the past year and brought many struggles. Though in darkness, came a light and love in him that was beyond measure. Something that was always there, but not always understood. Rest peacefully, Brian. In lieu of flowers, donations can be made to the Delta Heritage Fishing Society. McLEAN, John Dougald Born in Calgary Alberta 1934. Sadly, Doug passed away September 17th, 2020. Eldest Son of Christina and John McLean of Scotland. His parents met in Calgary - most likely because they could understand each other with their thick Scottish accent. Predeceased by both his parents and younger brother Colin. Survived by his beloved family, Wife Marilynn of 60+ years, sons Scott (Teri), Dean (Shauneen) and Lon (Sandy), Grandchildren, Branden, Daniel, Sarah, Riley and Alycia. Doug loved Sports of all kinds, Golfing and his many friends and buddies of the Beach Grove Golf Club. Involved with Kinsmen, K40, “Muggers” at Kin Village, Legion both Tsawwassen and Ladner, of course the TOOBS. Countless Charities and hours of volunteer time - always made time to stop and chat to everyone! Our Heartfelt thanks to the 1st Responders and the wonderful Staff at Delta Hospital ER and for the Expertise and compassionate care of the Staff and Doctors at Royal Columbian Hospital - Cardiac Surgery Intensive Care Unit. Thank you for all the support from our dear friends and family, raise a toast and have a wee dram of Scotch with our family to honour Doug; Husband, Father, Grandfather, Uncle, Friend, Volunteer and Mentor. A fun-loving man, who loved to laugh, socialize, a kind and gentle soul, much loved and will be greatly missed by his wife Marilynn, sons, family and friends. HALE, Sandra On September 4, 2020, our beloved Sandra completed her earthly journey and went onto her next adventure. Sandra fought an aggressive form of Multiple Sclerosis for 22 years and left us at the young age of 57 due to complications from this. We will miss her kind, joyful, loving spirit beyond all measure. Sandra loved meeting people, travelling, crafts, running, biking, reading, baking, skiing, the theatre, dancing around the room with her kids, family gatherings, and her faithful companion, Millie the dog. We are sure she will keep very busy in Heaven. Sandra is survived by her loving family, husband Dennis, son Peter, daughter Lindsay, and mom, Noreen. Sandra is the youngest of five siblings and is survived by Diane (Clayton), Deb (Edward), Linda (Dan), Rob (Margaret), and brother-in-law, Tim. Sandra is loved by her many nieces and nephews, James (Laurie), David (Lynn), Natalia, Lorin (Amber), Gabrielle (Joel), Josh, Megan, Tracy, David, Dawn, Jonathan, Jamie, Jenaea, Jesalyn, Katie, and Joe. She will be missed by her aunts, cousins, and many friends. Sandra is predeceased by her dad Bob, parents-in-law Lillian and Jim, sister-in-law Elva and niece Ola.
In Sandra’s memory, the family has set up a scholarship fund in Occupational Therapy through UBC, where Sandra once worked and taught.
MARTINOLICH, Glenn November 3, 1924 − October 1, 2020 Glenn John Martinolich passed away peacefully at Delta Hospital on October 1, 2020. He was predeceased by his wife, Marie; and his daughter, Carol Ann and her husband, Fred Ives. Dad is survived by his sons, Wayne (Kathy), and Robert (Lenore); and his daughter, Lynn (Derek). He was the best Grandpa to his 12 grandchildren and many great−grandchildren. He is also survived by nieces, nephews, and many good friends. Dad was the youngest of four children. He had two brothers, Richard and Aldwin, and a sister, Eileen (Thompson). The three brothers partnered in commercial fishing as "Martinolich Brothers Fishing" and operated seine boats along the BC coast for more than 50 years. Dad was happiest with a table full of friends or a house filled with family. He enjoyed every activity from golf, travelling with his fellow Shriners, to tea parties with his great−grandkids. He loved ice cream. When we took him for a drive, it always required a stop at Emma Lea or Dairy Queen....rain or shine! Many thanks to the wonderful staff at Haven House in Augustine and the 2nd−floor medical team at Delta Hospital for their care. No service at this time. Steve Wild passed away peacefully at home on September 25, 2020, in the presence of close family and friends. Steve was born in Sale, England eventually moving in 1981 to start a new adventure in Tsawwassen. Steve worked as an Electrical Engineer performing interesting contract work in the Greater Vancouver area. Steve was an avid golfer and in his later years rarely missed watching a "major" on television typically with a glass of fine Scotch in hand. He was predeceased by his wife, Barbara, and is survived by his brother, Tony; sister, Janice; children, Joanne, Kimberly, Dean, and Craig; niece, Michelle; nephews, Ian and Marc; and his many grandchildren. The family would like to extend a heartfelt thanks to his caring doctors and the very kind nurses from Fraser Health; he always enjoyed your visits and attentive care. Also, much gratitude to his good friends Gladys and Dugald for all your help and kind support over the past years; your companionship made a tremendous difference to Steve’s life and general well being and we are all very grateful for that. There will be no service by request. In lieu of flowers please consider a donation to the BC Cancer Society.

Celebration of Life Deborah Leigh McMillan
Passed away on Friday, September 25, 2020. Born in Winnipeg, Manitoba on July 1st, 1918. Younger daughter of the late Jeannie and James McMahon. Predeceased by Gordie on May 13, 2007, beloved husband of sixty seven years and by sister and brother-in-law Margaret and Allan Keltie. World War II affected many of her generation and thanks was given for the safe return of Gordie after serving 5 1/2 years overseas. She enjoyed sports and over the years was actively involved in several golf and curling clubs. Ladies Captain, Beach Grove Golf Club (1973 1974) and on the board of the Leawood Golf and Country Club, Kansas City. Many friends were made and kept through the clubs that she belonged to. She had a long and happy life, a rewarding business career and a great marriage. She enjoyed her garden, the visiting birds and dogs, and was blessed with good friends and neighbours. She was survived by nieces Janet Acheson (Gary), Joyce Keltie and Diane Simon (David), nephews Richard Keltie (Kayla), great nieces Kristin Boser (Ryan), Michelle Fogolin (Rory), Leanne Cobb (Brad). Also, Great Great nieces and nephews of the fourth generation. No service by request. A private family Interim in the spring of 2021.
