East Ladner fuel truck accident results in lengthy recovery operation MARK BOOTH

A truck accident in East Ladner last Friday (Dec. 4) led to a partial road closure and kept emergency services busy for much of the day. Delta Police were dispatched around 7 a.m. to the 4700 block 72nd Street where a fuel delivery truck had gone into the eastside ditch, between Ladner Trunk Road and Churchill Street. Near the North 40 dog park. The truck was stuck on its passenger side with a
portion of the fuel tank submerged in the water. As the truck was full of diesel fuel, it was necessary to carefully extract the fuel prior to removing the truck. An excavator was brought in as part of the recovery operation. Delta Fire was on the scene for a considerable length of time, as were city resources. Provincial Commercial Vehicle Safety Enforcement inspectors attended the scene as well. Traffic to the area was re-routed to 80th street before the section of 72nd was re-opened later
Delta house party goers handed fines SANDOR GYARMATI

Delta police have been busy handing out fines to homeowners disobeying the public health order prohibiting parties. DPD Chief Neil Dubord, who on social media last Friday, noted police have responded to homeowners hosting gatherings every couple of nights, including one in North Delta on Thursday, Dec. 3. A spokesperson for the police department said at approximately 11:20 p.m. that day, a complainant

contacted police regarding an ongoing party. The complainant said the individual who was hosting the party had been holding gatherings of six-toseven people on a weekly basis during the pandemic. Upon arrival, the homeowner stated that there was no party, but police witnessed partygoers running out the backdoor. Officers educated the homeowner on the public health orders, and given the totality of the circumstances, issued that homeowner a $2,300 violation ticket. The other partygoers got a $230 fine under the COVID Related Measures Act. The current health order prohibits people from gathering with others who aren’t in their immediate household. As far as those who live alone, they’re only allowed to meet with one or two people from their “core

bubble.” An angry Mayor George Harvie a few weeks ago raised concern about a large weekend house party in North Delta that saw the backyard fences of three adjacent houses removed. Meanwhile, DPD are saying they aren’t pulling drivers over and handing out fines for travelling into different health regions. Spokesperson Cris Leykauf, responding to an alleged incident involving a Tsawwassen resident getting a ticket in Vancouver, told the Optimist she discussed the allegation with the Vancouver Police and they confirmed they do not give out that type of ticket. Delta’s inspector in charge of front line operations confirms he is not aware of any provisions under the COVID-19 Related Measures Act that would give police authority to issue tickets.

Overdose numbers rise sharply in Delta SANDOR GYARMATI
s g y a r m a t i @ d e l t a - o p t i m i s t .c o m
So far this year, 15 people in Delta have lost their lives to overdoses. That grim statistic is part of a staff report to council on the ongoing crises as many other Metro Vancouver municipalities are also reaching historic highs in overdose deaths. Noting there’s been a sevenfold increase in overdose fatalities in Delta in the past decade, the report, which was received at Monday’s council meeting, explains that the public health emergency declaration by the provincial government allowed for the collection of, as well as access to, more robust and up-to-date data on overdose activity across the province, including overdose and fatality data from Fraser Health and the B.C. Coroners Service. Indigenous people and males age 30-to59, for example, are over-represented in overdose deaths, and the majority of people who are dying are using drugs alone and inside private residences, including social/ supportive housing and shelters. Between January and August 2020, there were 137 overdose events in Delta attended by B.C. Ambulance, 17 of those were in August alone. In 2019, there were 134 overdose events per 100,000 population, but this year saw a 97 per cent increase in the overdose event rate in Delta, with 265 per 100,000 population as of August. However, while Delta had the highest percentage rate change in the region, the city is still low in terms of total numbers compared with some neighbouring municipalities. The report also notes that as of Sept. 30, Delta police responded to 41 overdose calls, including assist for Emergency Health Services calls, and Delta’s fire department responded to 31 calls. Over 75 per cent of the calls occurred between June and September, and more than 50 per cent were from North Delta. The report also notes that, cumulatively, 82 Naloxone kits have been administered by Delta’s police and fire departments in the last four years. Meanwhile, according to FHA, the number of Opioid Agonist Treatment prescribers in Delta, while remaining low, has doubled in 2020.
So far this year, 15 people in Delta have lost their lives to overdoses.
The Delta Overdose Community Action Team (DCAT) was established in 2018 as a community-driven collaborative group, cochaired by Deltassist and FHA. “It is recommended that staff continue working with DCAT and other partners, such as Delta School District, to support developing a community-driven and evidence-based action plan to address the impacts of COVID-19 on the overdose situation in Delta as well as the needs of Delta’s diverse community groups, including school students,” stated the report endorsed by council. “Further to comments made by Mayor Harvie around youth substance use in particular, it is recommended that as part of its work with community partners, City of Delta ensure that messaging around substance use issues and available resources be promoted via Delta’s social media, using advertising space at Delta’s bus shelters, and through other channels and community partners, to increase the reach of this information across all segments of the Delta community.” The report also notes the B.C. Centre for Disease Control and the Overdose Emergency Response Centre work in partnership in providing coordination, monitoring, and evaluation related to the overdose emergency, however, the data in BCCDC’s

regular reports is publicly available only at the provincial/regional health authority levels. “Having access to community-level data is critical in effective community planning processes and would help create a better understanding of the impact of the pandemic in our communities and the effectiveness of overdose response mechanisms in Delta. Staff will continue working with Fraser Health to streamline sharing of overdose-related data specific to Delta,” the report notes. Among the other endorsed recommendations is having staff work with school district, police and other partners to ensure that early interventions, education and harm reduction supports are readily available to Delta youth and children. Council will also urge the federal government to recognize the overdose crisis as a national public health emergency and work with the provinces and territories to develop and advance a comprehensive action plan. Among the community supports, Little House Alcohol and Drug Addiction Recovery Society receives annual funding of $75,000 from the City of Delta to provide counselling and intervention services related to alcohol and drug addiction and recovery for residents and their families.

Ladner Legion closes after reported COVID-19 cases SANDOR GYARMATI

The Ladner Legion is temporarily closed due to COVID-19 cases. The branch on Delta Street closed its doors on the weekend until further notice due to members calling to inform the legion they have tested positive. Legion branch manager Jacky Hillairet told the Optimist the two members who tested positive did not get the virus from the legion. She noted the legion members did not have symptoms when they came in for dinner and started getting symptoms a couple of days later. The friends they were seated with were tested and everyone is negative, she noted, adding they wanted to close for a short time to do a deep clean as an added precaution. Noting the main con-

There are two ways that you can participate and we hope you will all take part. The first is our annual Christmas light display feature, which will run in the Dec. 17th edition. Submit your name, address, some details about your display as well as a phone number so we can get in touch. We will compile the list and come out and take some photos of the displays, which will run alongside the list and story in the Dec. 17th paper. And if you have taken part in years past, please re-submit as we want to ensure no one is left out. Email your submission to Editor Ian Jacques (ijacques@delta-optimist.com). The Grinch visited Tsawwassen Springs not once but twice last week, stealing an estimated $4,500 worth of Christmas lights. It was a year ago the golf community decided to decorate about 20 feet high Evergreen trees located on a berm that runs along 52nd street, from Highway 17 to
the entrance at Springs Boulevard. “These lights aren’t cheap. We invested tens of thousands of dollars to enhance the entrance into Tsawwassen,” said general manager Sue Carlile. “If these thefts continue we will have no choice but to remove the remaining lights.” It’s believed the thieves struck in the middle of the night on both occasions. Club
maintenance crews were busy last Friday tying the remaining lights to the trees. Other security measures have been added. The resort also hosts the Festival of Lights which is a significant fundraiser for the Delta Hospital and Community Health Foundation. Anyone with information on the stolen lights should contact Delta Police at 604-946-4411.

Metro Vancouver releases homless count report SANDOR GYARMATI
s g y a r m a t i @ d e l t a - o p t i m i s t .c o m
The final report on the 2020 Homeless Count in Metro Vancouver was released last week That report includes additional data on a number of demographic and other factors from a preliminary report of the count, which took place on the evening of March 3rd and throughout the day on March 4th. It took place approximately two weeks before the provincial government declared a state of emergency due to COVID-19. A news release notes that while the implementation of the count was not significantly affected, it is important to note that the final report offers a baseline understanding of homelessness prior to the pandemic, and contains information that may no longer adequately reflect the state of homelessness in the region. A total of 3,634 people were identified as experiencing homelessness in the Metro Vancouver region during the 2020 count, the report notes. The largest numbers of people experiencing homelessness were found in Vancouver (2,095), Surrey (644) and Langley (209). Across the region, there were 29 more people counted this year compared to the 2017 homeless count, representing a change of less
than one per cent, suggesting regional homelessness remained somewhat consistent prior to the pandemic. Among the findings this year, the general social, demographic profile of those experiencing homelessness may be shifting with more seniors 55 and over and fewer youth 24 and under found to be experiencing homelessness when compared to the count in 2017. Seniors represented 24 per cent of the homeless population overall, up from 22 per cent three years ago, while 11 per cent in 2020 were youth, down from 16 per cent in 2017. The findings note that, however, it is also possible youth homelessness can be more hidden, with more youth “couch-surfing” or relying on friends. Among the other findings in the report, at 34 per cent, Indigenous/ Aboriginal people continue to represent about one-third of the homeless population in the region. This is the highest proportion reported to date in a regional count and constitutes a very strong over-representation compared to the total population. This year’s report found that six communities saw a decrease in homelessness from the 2017 count including Delta, which had two fewer. The report identified 17 individuals
in Delta experiencing homelessness this year, including nine unsheltered. Meanwhile, the category of sheltered homelessness includes people who stayed in emergency shelters, transition houses for women fleeing abuse, and safe houses for youth. The sheltered category also includes people with “no fixed address” who stayed in jails and health or detox facilities on the night of the count. The report notes the majority of communities saw a decrease in sheltered homelessness compared to 2017, with the exceptions of Burnaby (85 more individuals), Surrey (72), Richmond (19) and Delta (8). As far as Indigenous respondents in the region, the report found Indigenous people are not only more likely to be homeless when compared to non-Indigenous people, but Indigenous people are also more likely to be unsheltered compared to non-Indigenous people. The report found four were living in unsheltered conditions in Delta. Delta’s current Social Profile, written in 2017, notes staff estimated that, as of September 2016, there were between 25 and 35 unsheltered homeless residing in Delta, although it was also important to remember that there were also those who, for many reasons, were not
noticed. That profile noted that up to 10 homeless individuals were identified on Annacis Island, located either beneath the Alex Fraser Bridge or living in cars randomly parked throughout the island, as well as Tilbury. Many of Delta’s unsheltered home-
less frequent libraries, the New Westminster casino and local fast food restaurants to access washroom or cleaning facilities or to simply rest indoors, the profile noted, adding that establishments that are open 24 hours see a large number of people arrive after 9 p.m. who remain
throughout the night. Couch surfing consists predominantly of youth transitioning out of care or no longer permitted to live at home. To view the full 2020 final report, visit: https://www.vancitycommunityfoundation. ca/initiatives/2020homeless-count.

elfish, reckless, irresponsible, clueless – just some of the words that come to my mind when describing people who choose not to follow COVID19 rules and health orders. On Monday, Provincial Medical Health Officer Dr. Bonnie Henry extended the orders on events and gatherings, which went into effect last month, until Jan. 8, 2021 in order to further bend back the curve and help lower case counts as a vaccine begins to roll out. Some, have been quick to take aim at Dr. Henry on social media (including the Optimist Facebook page) implying that she is the Grinch who stole Christmas. No, in fact the Grinch who ‘stole’ Christmas are the irresponsible and reckless people who have been defying orders, have chosen not to wear a mask, have decided to hold house parties, as was the case last week in North Delta, or the hundreds of people who took part in an anti-mask rally last Saturday in Vancouver. Don’t even get me started on former Canucks’ anthem singer Mark Donnelly. Some of these folks are also the ones who bombard our newsroom email with such ‘insightful’ commentary that the pandemic is a hoax and we as media are just a bunch of sheep spreading fake news. Well I can tell you what is not fake – as of Tuesday, the 1.55 million people who have died across the globe because of this pandemic, the 68 million reported cases, the devastating effects on our lives, our social connections, our economies and our livelihoods. And what about all of our first responders, our doctors and nurses? These frontline heroes have been putting their lives on the line in our hospitals, clinics and care homes since the start of the pandemic. It’s a slap in their face when you chose to be reckless, chose to not follow the rules and chose to look the other way.
COVID-19 brings a Christmas season unlike any other
A
couple of Sundays ago we took all of our Christmas decorations out of storage and began the process. Always fun to get everything out again and reminisce over handmade decorations that have been lovingly created over the years. My wife Peggy, a graphic designer, has been making our Christmas cards since we have been married. This year will be her 35th offering. There have been scenes from everything from It’s a Wonderful Life, to our family, including dogs, peeking around the corner as Santa puts gifts under the tree and 32 scenes of everything in between. This year’s card will see our photo-shopped mask wearing family hanging COVID-19 virus shaped bobbles on the tree. Just trying to poke a little fun at a nasty situation. This scene will never occur again on future Christmas cards. I have found myself Christmas snack shopping as usual. I will go to the store to get milk and eggs and come back with the milk and the eggs, but also roasted peanuts, stilton cheese and olives. This

pattern repeats itself every few days. I will go to buy some steaks and salad material but will also come back with Hershey’s kisses, ju-jubes, pickles and walnuts. At the liquor store, my $30 wine and beer purchase turns in to a $150-plus venture because I see that bottle of Advocaat for home-made egg nog, the Drambuie for a sip by the fire, and the bottle of Port needed to wash down the stilton and walnuts. The past few weeks I have wondered about the grocery store flyers in this paper. It’s clearly platter season, but I wonder who we are feeding this year? Beautiful fruit and
charcuterie plates and massive cheese palettes all look and will undoubtedly taste good, but who is going to eat all this in light of the current health guidelines that were extended on Monday? Last year we had 13 of us around the table for an incredible epicurean feast showcased by the 29-pound turkey. As usual, it was so much fun. This year won’t be the same unfortunately. Do they make twopound turkeys? Following health guidelines will be emotionally tasking for sure. Juggling and managing “bubbles” will no longer be an issue for the foreseeable future. I received an email from a friend who lives in Seattle wishing his friends a Happy Thanksgiving. He hoped that we would all be surrounded by friends and family. Sorry my friend. Wrong message. Sadly, Nana will be behind the glass at KinVillage this year. If you have loved ones that are alone this year try to reach out to bring a tear of joy for them so that there is not a tear of sorrow. Merry Christmas.

Shop local this Christmas Editor: Last week, I bought four Christmas presents at South Coast Casuals, a local family-run business in Ladner Village. Originally, I got an e-mail alert from the store, advertising a dress that was on sale, so I decided to go and try it on. Some things just have to be done in person, even though I didn’t buy the dress. There were two salespeople in the store with masks on, ensuring that the store was
COVID-19-compliant. Lots of spraying and wiping down of displays. I was the only customer in the store at that time, which made me sad for the staff and the owners, who have tried so hard to survive since March. While Amazon will undoubtedly thrive during this Christmas season and beyond, the Hudson’s Bay may or may not do as well. But one thing is for sure, if we don’t purchase items from small local inde-

pendent businesses this month, then they may not be here next year for us. So, open your wallets, take out your debit or credit card, and shop local. You have two options: on-line or in person. If, in person, then stop to chat with the staff, from six feet away, smile behind your mask, and buy something. Anything. It doesn’t even have to be full price. You may just make someone else’s day, month, or year. A. Cameron
Hunter Road decision won’t be forgotten Editor: With disappointment, I write to express my dismay at Mayor and Council’s decision to approve a 40-unit condominium complex development on Hunter Road in Tsawwassen. This, despite an overwhelming number of letters (24), 5 speakers, written concerns and a petition, adamantly against the development in a wide-ranging variety of aspects. Instead, with only 11 letters and one
lone speaker in favour of this project, it seems that builders and property taxes won the vote. Rather than being swayed by the protests of the majority community members who live on tiny cul-de-sac, our elected officials chose to focus on the developer’s needs. Greed, power and profit uber aless. Please remember this, voters, the next time you cast your ballots. Brenda Casey

Give the gift of excellent healthcare by helping fill Delta Hospital’s holiday ‘wish list’ In this abnormal year, your support towards Delta Hospital means more than ever before. The Delta Hospital Foundation and Community Health Foundation have seen resilience, compassion and courage from the community in support of Delta Hospital’s staff as they deal with the COVID-19 pandemic. But, even when COVID-19 is at the forefront of our minds, other health crises are also taking place. “People in our community are still being diagnosed with cancer or having heart attacks, strokes and other emergencies. We’re working to ensure all of our community’s critical needs are met,” says Lisa Hoglund, the foundation’s executive director. As part of maintaining that continued level of care, the foundation has a holiday “wish list” of needed equipment it hopes will be filled through the generosity of donations. One of the wish list items is the TIMS imaging system, which is a software that allows speechlanguage pathologists to offer the modified barium swallow test at Delta Hospital. This will be a brand-new service offered on-site that can rapidly diagnose problems in the pharynx. “This will help anybody with Parkinson’s disease, dysphasia, aphasia, pneumonia, any kind of cancer or stroke,” says Kim Stang,
Delta Hospital’s clinical services manager. “Given Delta’s aging population, you can see that it will benefit many patients.” “As you’re making your holiday giving plans, we hope you will consider donating to Delta Hospital,” Hoglund adds. “We need your help to continue bringing new state-of-the-art equipment to Delta Hospital and to continue increasing and improving services offered to our community.” Your generous donation does make a difference. Donor support helped build the Peter C. and Elizabeth Toigo Diagnostic Services Building, which opened in April, providing rapid laboratory and imaging services at a critical time. “This new building has the technology and space to accommodate the TIMS system,” Hoglund says. “Your investment in healthcare excellence makes a difference, each and every day.

Music program brings needed joy to care homes
Editor: Almost daily now we are hearing, and seeing, news stories about our lonely and isolated seniors living in longterm care. Recently, the BC Senior’s Advocate (Isobel Mackenzie) issued a report stating “seniors would rather die from COVID-19 than from the loneliness they are experiencing from being separated from their families”. This COVID pandemic has left the most vulnerable of our society isolated and alone like never before. But there ARE efforts
to try and help out in many ways, and I wonder if people know about an amazing approach called the Heart for Music program. The sole goal of this program is to fund and provide music therapy programs within longterm care facilities. If any of your readers saw the video clip of the woman with Alzheimer’s, remembering her Swan Lake ballet, there is no denying the power of music. The Heart for Music program has an online auction underway, is soliciting corporate sponsorships, is creating
individual / personalized playlists for seniors, has live music showing up outside of care homes, and is collecting Christmas cards for seniors at their tree that is part of the Tsawwassen Springs Festival of Lights. There are so many ways we can help our seniors in care. Sometimes people just need to be aware of the opportunities that are out there to help our seniors. I encourage anyone interested to look into the Heart for Music program to learn more (just Google Heart For Music). Lonne Clark

It’s all about getting a detached house. That’s according to the latest numbers from the Greater Vancouver Real Estate Board and Fraser Valley Real Estate Board, both saying overall housing demand continues to outpace historical averages with single-family detached homes having the strongest demand. REBGV reports that residential home sales in the region last month saw a 22.7 per cent increase from the sales recorded in November 2019, but a 16.9 per cent decrease from October 2020. Last month’s sales were still 24.6 per cent above the 10-year November sales average and the second highest total in that period. Sales of detached homes this November saw a 28.6-per-cent increase from the
detached sales recorded in November 2019. The benchmark price saw a 9.4 per cent increase from last November and a one per cent increase compared to October 2020. As far as the benchmark prices in South Delta, a house in Ladner last month had a benchmark of $1.056,200, a 1.4-percent increase from the previous month and 15.3 per cent over the year. The benchmark for a townhouse in Ladner was $640,000, almost unchanged from the previous month, while up 2.5 per cent from November 2019. The number of employees who tested positive for COVID-19 at a Ladner greenhouse has increased significantly. Fraser Health and the provincial health ministry on Dec. 3 declared an outbreak at Millennium Pacific Greenhouse, located at 3752 Arthur Dr., after finding evidence of virus transmis-
sion among staff. At that time, 10 employees of the facility were reported to have tested positive. Fraser Health said it was screening employees and case and contact management was ongoing. The health region told the Optimist Tuesday afternoon that the number of confirmed cases among employees has since increased to 43
and that case and contact management is still ongoing. Those identified as cases and close contacts have been instructed to self-isolate. Fraser Health has inspected the site and continues to work with the facility to strengthen their COVID-19 mitigation strategies, said a spokesperson from Fraser Health in an email to the Optimist.

Canada’s largest cannabis producer this month published a study representing on the longterm toxicity and lifespan effects of cannabidiol. Canopy Growth Corporation and its medical division, Spectrum Therapeutics, published the new study specifically focusing on toxicity and lifespan effects of CBD in worms, specifically Caenorhabditis elegans (C. elegans) because 60-to-80 per cent of their genes are shared with humans. The study was commissioned to evaluate the solubility, stability, acute toxicity, thermotolerance, and effects on lifespan of CBD in C. elegans as part of Canopy Growth’s ongoing commitment to provide the data required to support and influence public policy through research, the company noted in a news release.
FILE PHOTO
A study by Canopy Growth suggests CBD could be a fountain of youth, at least for worms. The company said that to the best of its knowledge, the study represents the first longterm toxicity and lifespan research regarding the effects of chronic exposure to cannabidiol, one of the cannabinoids found in cannabis. Instead, CBD extended mean lifespan up to 18 per cent and increased late-stage life activity by up to 206 per cent compared to the untreated controls within the study, the company claimed.
“Despite widespread use of CBD, no lifelong toxicity studies had been conducted to date to determine the impact – or potential impact – of long-term exposure to CBD,” said Hunter Land, senior director of Translational and Discovery Science at Canopy Growth. “These results serve as the only CBD life-long exposure data in an in vivo model to date, and the absence of long-term toxicity gives us the evidence
we need as an industry to continue researching the potential health benefits for the broader application of CBD.” The six-to-eight week lifespan of the worms made the study feasible, the company explained. Canopy notes that while further research into the life-long use of CBD should be carried out in mammalian models, the C. elegans model indicates a lack of long-term toxicity at physiologically relevant concentrations. Canopy for a time operated a huge cannabis grow operation called BC Tweed at a greenhouse facility in East Ladner. The company abruptly shut down that operation earlier this year as part of cost-cutting moves. The vacant greenhouse on Hornby Drive was recently heavily damaged in a fire. Delta fire is continuing to investigate the cause of the fire.

Delta grower commissions survey highlighting desire for pesticide-free cannabis SANDOR GYARMATI s g y a r m a t i @ d e l t a - o p t i m i s t .c o m
With the second anniversary of the legalization of cannabis this month, consumers in British Columbia say they prefer B.C bud grown naturally without the use of chemical pesticides, but the majority don’t know where or how cannabis is grown. That’s according to an Angus Reid nationally commissioned by Pure Sunfarms in East Ladner. Among the findings, 72 per cent of cannabis consumers in this province want to know about where their weed comes from, but only 55 per cent actually know. The survey also found that 98 per cent of British Columbians say the highest quality cannabis is grown in this province,
while 79 per cent of consumers would choose to purchase product grown free of chemical pesticides. Only 20 per cent know if chemical pesticides are used. Also, only 36 per cent of British Columbians are aware that unregulated cannabis may be grown using chemical pesticides and only 27 per cent are aware that legal cannabis is grown without their use. The results also indicate that 80 percent of Canadian cannabis consumers would choose to purchase cannabis grown free of chemical pesticides. It’s clear that Canadians care about a lot more than just price and potency when they make their purchasing decisions, said Mandesh Dosanjh, president and
form a new venture called Pure Sunfarms The plan is to have 2.2 million square feet of production space at the facility converted to cannabis. Having already converted 1.1 million square feet, Pure Sunfarms is currently converting a second 1.1 million square feet, which is expected to double
annual output capacity to 150,000 kilograms. The company also holds an option on an additional greenhouse facility, currently owned and operated by Village Farms, which could further increase total production area by approximately 2.6 million square feet.
FILE PHOTO
A survey commissioned by Pure Sunfarms also found that more than 56 per cent of British Columbians don’t know how their cannabis is grown but most consumers want to know. CEO of Pure Sunfarms. The company, which already has supply agreements with several provinces, is clearly pushing to get the word out about the benefits of its legal products as it continues to position itself to be one of the biggest players
in the Canadian regulated cannabis industry, while steering more consumers away from the black market. Before the legalization of cannabis in 2018, Village Farms partnered Emerald Health Therapeutics, Inc. to

Delta to look at small business recycling program
MEDIA SPONSOR
Climate Action committee makes recommendations to council SANDOR GYARMATI s g y a r m a t i @ d e l t a - o p t i m i s t .c o m
Should Delta consider having a recycling pick up program for small businesses? The Climate Action and Community Livability Advisory Committee last month got an update on business solid waste and recycling in Delta and several committee members pointed out some of the challenges faced by small business. Delta currently provides residential waste and recycling collection service to all single-family homes and recycling collection service to all multi-family properties, but does not provide waste and recycling
collection services to schools or businesses. Their waste and recycling needs vary and can be better met by private haulers, which is common throughout the region, staff noted. During their discussion, committee members noted it can be difficult for a small office or commercial buildings to store items in between less frequent pickups, while some private waste and recycling companies have a minimum fiveyear contract. Commercial businesses cannot bring large volumes of recyclable materials to depots for recycling, it was also noted. During their discussion, it was suggested that
it could be beneficial to have a program for small offices that is similar to residential pick up for the collection of items such as food, cans and bottles. Staff only responded that they will report back on the current provincial discussions taking place regarding waste management and recycling. The committee at a previous meeting discussed the possibility of coordinating garbage and recycling pick up services for businesses in Delta, saying it could provide small businesses with access to recycling and provide a more cohesive truck service pick up. It was noted that the Town of Qualicum Beach provides recycling services to small businesses.

Delta to change rules around election signs

Bylaw changes will limit the amount of allowable candidate signs SANDOR GYARMATI s g y a r m a t i @ d e l t a - o p t i m i s t .c o m
Delta is going to make a few changes to its election sign rules. Council this month endorsed a recommendation by staff to write new bylaw regulations that still permit campaign signs on private property with the consent of the owner or occupant of the property, but also only allowed on 18 specified locations on public property in the city. The number of signs at each specified location on public property must be limited to one sign
per individual candidate. In addition to one individual candidate sign, candidates will be permitted to have one sign as part of a multiple candidate team or elector organization, one sign per referendum proponent, opponent, or registered referendum advertising sponsor, or one sign per registered third party sponsor. A civic report notes staff surveyed other jurisdictions across Metro Vancouver and found a variety of approaches. Almost all municipalities restrict political signs from locations such as parks and public
facilities, as well as locations that could impact sightlines and safety of vehicles, cyclists, and pedestrians. However, the approaches range from restrictive, including no political signs allowed on public property, to permissive. Some municipalities have taken a compromise approach where political signs are only permitted at specific public property locations throughout a city and on private property, the staff report notes, adding that, currently, Delta has been on the more permissive end of the spectrum.

Home for the Holidays SUBMISSION REQUEST
Christmas and the holiday season will be much different this year. Due to the COVID-19 pandemic, most, if not all, of our usual Christmas events, concerts and festivals have been modified or canceled this year, but that doesn’t mean we can’t all share in the Christmas spirit. In the December 24 edition of the Optimist, we will present our annual Christmas greetings section and we want your help to fill that section with your favourite Christmas memory, tradition, story or even a receipe.
Please keep your submissions brief – 100 words or less and include a suitable photo to accompany your submission. Email your submission to editor Ian Jacques (ijacques@delta-optimist.com) by noon on Thursday, December 17 to be included in the December 24 section in print and on-line.

Lottery Corporation notes the Delta resident purchased the ticket from the Ladner Shell on 48th Avenue. He was at home when he scanned his ticket on the lotto app. “I thought it was $111 and change,” Glasner recalled. “I was trying to figure out how I won…so I scanned the ticket again and was elated when I realized the actual amount!” Glasner celebrated his windfall the same way he did with his previous win, over ribs with one of his

he said. Glasner said plans to put his win towards a family trip to Cuba once it’s safe to travel.

ADVICE FROM THE PROS
Botkins provide some Christmas cheer
QUESTION:
Are you still having your sale of Royal Canadian mint product this fall. ANSWER: Yes we are. Our Sixth annual sale started on November 1st. All Royal Canadian mint product dated 2017 and older there is an additional 25% off. For 2018 RCM product there is 15% off and for 2019 RCM product there is 10% off.
Jim Richardson, owner Western Coin and Stamp
This is on top of any items that are already marked down from the original issue price. Sometimes this can lead up to 60% from the original price that the Canadian mint charged. We have had a lot of newer product arrive in and also had found a few boxes that had not been unpacked from our move 3 years ago. This has led to very nice amount of unusual mint product that has not been in our cases for a long time.

As crazy as 2020 has been, we tried to think of how we could celebrate a little differently this year. We realized that, as much as there are things that we will miss this Christmas, there are people that are having a more difficult time than us. We figured the best way to put a smile on our faces, was to put a smile on those less fortunate. Deltaassist is a fantastic organization that does amazing things in our community. If you have the means, take some of the money that you would have spent on corporate gifts and company parties and pass it along to your favorite charity. Even though the annual boat, light parade and Ladner Gospel Assembly Christmas caroling event, held at the Ladner Government dock, was cancelled because of COVID-19, at least one local family sent out some Christmas joy to the community last weekend. Roy and Val Botkin (owner) of the Island Provider on deck and their (son) Derek at the hull, decked the vessel in lights and continued a 30-year tradition for the family.
THE LAWYER TOLD ME AT THE CLOSE OF MY NEW HOME I OWE MORE THAN MY DOWN PAYMENT AMOUNT, WHY IS THIS?

ANSWER: When you bring your bank draft to the Notary/Lawyer this will include all costs for your new purchase. In addition to the down payment there will be additional closing costs. These closing costs include: The annual property tax adjustment, legal fees and property transfer tax if applicable. Your mortgage professional will be able to provide you with a good idea as to your final closing costs so you are not surprised when it comes time to close on your new home!

Awards roll in for Delta producer Ladner’s Alexis Corry and Despina Gkioulis want to help frontline workers CAMERON THOMSON

A Delta man’s film which documents the violent murder of a close friend continues to bring in awards two years after its release. Alex Sangha, a social worker and film producer who lives in North Delta, is celebrating the success of a film he produced in 2019 called My Name is January. The film documents the story of January Marie Lapuz, a transgender sexworker tragically murdered in September 2012 in her apartment in New Westminster. A recent win for the film adds to the already extensive list of exposure the film has received having garnered 13 awards, landing 13 finalist positions, six semi-finalist positions and 56 official selections to date. The film’s latest accolade comes from the Directors Cut Int’l Film Festival where it won best documentary (short) in November. “I kind of think January made it happen from heaven,” Sangha said. “I feel she’s like ‘make me famous honey, make me famous.’” Before her death, Lapuz was an active volunteer for SHER Vancouver, a social, cultural, advocacy and peersupport group for LGBTQ South Asians. When she died, Sangha says more attention was paid to her career and killer rather than the person she was. “We wanted to share her story of how we knew her and create a legacy for her about what she meant to us as our social coordinator and share her true story,” Sangha said.

This Sunday, two Ladner singers will be releasing a new single to raise money to help provide lifesaving resources to frontline workers in Canada. Alexis Corry, 17, and Despina Gkioulis, 12, have already had storied performance careers. Corry started singing at age of six in her church choir. A competitive dancer, Corry has also performed in the 2019 Aurora Christmas Festival in Vancouver at the PNE. According to her mother, Gkioulis has been singing since she was able to speak. She has been involved in school plays and was cast in several semi-professional plays through the delta youth theatre. During the pandemic though, the musicians recently collaborated with two other artists singing We Are the World. Following the single’s release, a portion of the proceeds will be going towards CanadaHelps COVID-19 Healthcare & Hospital Fund. Corry said recording the single was an exciting experience, being able to work with others and the

I find music is a way to communicate to others and it couldn’t have been a better song to express that,” Corry said. “I hope the song will connect with people and touch them in a way that brings a sense of we are in this
together.” Gkioulis says she was inspired to contribute to the project for the experience of working with her peers and where the proceeds would be going towards. “I wanted to be a part of it because it was fun working with an all-girl group and I love singing and being in the studio,”
Gkioulis said. “The proceeds for this song go to a great cause and that was another reason why I wanted to be a part of it.” The single, which you can watch the music video for on YouTube under the title Canadian Girl Power - We Are The World, will be released on Dec. 13.
Delta Hospice’s Centre of Supportive Care maneuvering its way around COVID-19 Loss and grief, along lifethreatening health issues are difficult to navigate in the best of times. COVID-19 has made this more challenging and isolating for many people who have lost loved ones during or prior to the pandemic or are living with lifethreatening illness. Delta Hospice Society’s Centre for Supportive Care has not stopped providing supportive and bereavement services to the Delta community during this unprecedented global event. According to a Society news release, most of these services
are offered remotely though there is a limited number of inperson offerings too. Supportive services include Restorative Yoga, a long-standing and valued resource for people living with cancer. It is offered via video which makes access so easy. The drop-in Relaxation Circle is another supportive service that is for people living with lifethreatening illness. An added bonus is that family members may attend too. This is offered by video as well. Individual bereavement counselling services are avail-
able in video, telephone and inperson formats. Clients appreciate this variety of ways to obtain support especially when their social interactions have been limited due to COVID-19. Bereavement group services continue-virtually! The wellestablished Adult Grief Group is offered many times during the year and the newer drop-in Suicide Bereavement Support Group is offered monthly. Feedback from group participants has been very positive as groups allow connection with others when physical distancing has become a pandemic health
and safety requirement. Music Therapy continues as an important component of the Society’s array of services. The music therapists offer both virtual and in-person sessions. New to the Society is its library of Relaxation Videos crafted to help address insomnia, anxiety, pain and overall mind-body discomfort. A specialized video on Anticipating Holidays & Special Occasions While Grieving is now available for those in need of this resource. These videos are available on the Society’s website: deltahospice.org.

I love Advent! Partly it is the time of year, the fall and winter being my favourite two seasons, but more than that, this time of year, Advent is special. We feel the shortened days and longer nights more fully. As we immerse ourselves into the Biblical readings assigned for Advent, there is a running theme that reveals itself. One of comfort. One of preparation. One of waiting. This is a Holy Time of year. A time of year where we join with the heavenly powers in Holy Waiting for the birth of a little child who will lead them as Isaiah tells us. What I love to do is

Ferguson reflects on long-standing Optimist career SANDOR GYARMATI
s g y a r m a t i @ d e l t a - o p t i m i s t .c o m
There’s always going to be a need and important role for community newspapers. That’s what longtime Delta Optimist features sales manager Bob Ferguson is saying about the future of the local newspaper as he hangs it up after more than three decades with the paper. Ferguson, a UBC grad, worked at or help start up several community newspaper publications before joining the Optimist in 1989 to help build its advertising revenues. Having spent almost 40 years with community newspapers, Ferguson fondly recalls, “It’s been a dream when I was asked to come here because Delta was the perfect place to raise kids. They were both young and went through the school system here and I had no interest going anywhere else. It’s a great community, really,” he said. “Delta is consistently growing and everyone benefits by having the Optimist to get all their local news and events and the advertising through the businesses. You’re seeing more businesses come to Tilbury and increased development and opportunity.” While Delta has seen a lot of changes over the years, and the same can be said for print newspaper publications
Retiring features manager Bob Ferguson started at the Optimist in 1989.
as the move to digital in many markets appears in full swing, Ferguson believes that Deltans will always value their local newspaper and getting a copy of the Optimist at their doorsteps. “When I was still at UBC, people, then, were saying it was the end of newspapers. It had no future and the electronic media was going to take over and everyone will have to read it on the computer,” he added. “I thought it would be a waste
Somebody you love would love this t-shirt
if that ever happened and since I’ve gotten with the paper, they’ve remained strong. It’s probably stronger. I think people, still, just like reading a book, they still like their hardcopy. We’ve done great and they will continue to do great.” Ferguson, who at university did his thesis on starting community newspapers in the Fraser Valley, and later applied that knowledge to do just that, admits the advertising game is in his
blood, enjoying every minute of it. Known for putting in long hours to ensure his clients get the best for their advertising budgets, Ferguson will be remembered for his ultra-high work ethic and unwavering dedication. “Bob’s dedication to the Optimist is only rivalled by his dedication to his clients and our community. Advertisers and industry leaders from across the province have reached out and sent their best wishes to Bob – and we too wish Bob the best in retirement and eagerly await reports of his continued adventures,” said publisher Matt Blair. Alvin Brouwer, president of Lower Mainland Publishing LP and Glacier Community Media Digital, agreed, saying, “Bob has had a stellar career in the newspaper industry and he will be missed. Bob has helped hundreds of local South Delta companies grow their business over the years and I am sure whatever he next tackles in life he will be a success.” Ferguson, who has two grown sons Kyle and Micheal, plans on keeping his ties to the Optimist and the Delta community, saying the 100th anniversary of the publication in 2022 will be something truly special. To continue Ferguson’s attentiveness to clients and attention to detail, the Optimist recently welcomed John Avdic to its sales team.

The Delta Ice Hawks are going to have to wait a while before unveiling their latest signing. The Pacific Junior Hockey League club has added top Western Hockey League prospect Mathew Ward to its roster. The 16-year-old was selected 13th overall by the Swift Current Broncos in the 2019 WHL Bantam Draft. The high-scoring Kamloops native has spent the past two seasons playing at the academy level, initially with the Delta Hockey Academy’s top Bantam Prep team then last year in Midget Prep with West Vancouver where he compiled 64 points in 34 games, including 19 goals. Ward’s teammates included Conor Bedard, the top pick in this year’s Bantam Draft and the first-ever player in the WHL to be granted exceptional status, paving the way for him to play major junior as a 15-year-old. When Ward will make his Ice Hawks debut remains to be seen. Delta has not played since a 4-1 win over the defending league champion North Vancouver Wolf Pack on Nov. 7. One day later, Provincial Health Officer Dr. Bonnie Henry’s temporary ban on indoor
games went into effect. On Monday, she extended the COVID-19 safety protocol until at least Jan. 8. The league had worked hard to get back on the ice — creating three-team cohort groups that were slated to play about 12 games against each other until the holidays break while following strict social distancing measures. The Hawks had managed to play five games in its cohort group with North Van and the Langley Trappers — going 3-2-0. Should the league be able to continue in the new year, expect new cohort groups with Delta likely staying within in the Fraser Health region for all its games. The win over the Wolf Pack marked the debut of team captain Michael Farren who scored twice as Delta erased a 1-0 deficit with four unanswered goals. The 20-year-old veteran signed with Delta under an agreement that allows WHL players to play in other junior leagues while awaiting the start of their season. Farren’s rights belong to Swift Current after spending the past four seasons with Saskatoon and Kelowna. Reegan House and Truman Chiu also scored for Delta while goaltender Jordy Engelson was outstanding, making 51 saves.

A pair of South Delta Secondary students certainly made the most of a rare and unique athletic opportunity amid COVID-19 restrictions. Presented by Subway, the B.C. School Sports Cross Country Pandemic Challenge was designated for multi-sport athletes across B.C. as the provincial organization pushes for student-athlete engagement during these difficult times.
Schools had about a two-week window (Oct. 21 to Nov. 4) for students to run their specified distances and then submit their times. South Delta’s Brianna Jassmann had the fastest clocking at the senior girls level over 5.5 kilometres, finishing ahead of Burnaby Central’s Kaitlyn. Heslop and Handsworth’s Nicole Erickson. Meanwhile, Gemma Dumas took Junior Girls honours over the

Jim was born at home in Welland, Ontario to Hilda (Swarbrick) and Walter Kenney. The youngest of five, he was lavished with love especially from his three sisters. Jim grew up roaming the trails and fishing the streams of the Niagara escarpment in Hamilton. He was active in sports and especially enjoyed football, basketball, tennis and skiing. This was the beginning of a lifelong love of the outdoors. On retirement, Jim developed a passion for golf. He joined his many friends at the Beach Grove Golf Club, where he also served on several committees and as VP, and played a round or three wherever he travelled. Jim also regularly hiked the West Coast Trail, including for his 70th birthday accompanied by nine family members.
CARTER, Enid December 26, 1929 − November 29, 2020 Enid Carter (Julson) died peacefully with her granddaughters by her side. Enid is predeceased by her husband, William. She is missed by her children, Bill (Kathy), John (Harbans), and Mary (Steven); grandchildren, Kyle, Drew, Julia, Charlotte, and Michael; and great−grandchildren. A loyal Calgary Stampeders fan, Enid (along with her sister, Vi and niece, Jean) will continue to cheer for her favourite team. Enid will be missed by her Calgary family, the Lidgrens. Donations in Enid’s name can be made to Deltaassist. A celebration of life will be held at a later date.
Jim graduated from Mohawk College as a computer technologist and worked in Ottawa, Boston and Montreal developing software for the federal government and several hi-tech start-ups. It was in Ottawa where he met his loving wife Sharon and her three sons, Steve, Mike, and Dave, and decided to join them on life’s journey. The family moved to Calgary, and Jim began a career in sales. His technical knowledge, friendly personality and willingness to help, led him to a successful career as a coach and leader. After moving to Tsawwassen in the early ‘90s, he served as the VP of Western Canada Operations for a number of telecom companies including Sprint and AT&T Canada. Some of Jim’s happiest memories were of camping with Sharon and the boys. Sharon and Jim strived to raise them with a strong sense of self reliance and a love of family and the outdoors. An important and admired figure within his extended families, Jim was larger-than-life (quite literally at 6’3”), with a booming voice and exuberant personality. He was truly in his element at large family gatherings, cooking 25 steaks to perfection at his own 60th birthday. Jim also enjoyed telling stories and laughing over lattes with his gym and golf buddies. Jim’s greatest joy came from playing with grandchildren Andrew, Isla, Keean and Clara, to whom he was known as Papa, Pops, and The Popsinator. Always generous with his time and ready to share his skills, the grandchildren will fondly remember many fun adventures with Papa and Grammie at the beach house in Tsawwassen, as well as in Hawaii, Arizona, Nova Scotia, and Ontario. During his final two years, Jim was especially grateful for Sharon’s loving care; Nicky’s determination to make things happen, including a final, wonderful Thanksgiving weekend; his special relationship with nephew Bobby; and, for the steadfast friendship and support of George, Doug, Don, Bill and Nigel. Jim will be remembered by a large and loving extended family who will miss his smile, laughter, generosity, and overall zest for life (and his uncanny ability to find rock-star parking wherever he went). All in all, Jim would agree, his was a happy life. A private celebration for family and close friends will be held when COVID restrictions allow.

It is with profound sadness that the friends of Emily Mathews announce her passing on Sunday, November 15, 2020. She was predeceased by her husband of 29 years, Bill, in 2002 and family members in Scotland. She is survived by a nephew overseas. In the mid−1950s Emily had the distinction of being part of the second cohort of female police officers for the city of Glasgow. From Constable, she rose to the rank of Inspector by 1967, and then she immigrated to Canada. In 1971, Emily joined the Burn Unit of VGH in Vancouver as a Nursing Unit Clerk, where she worked until 1988. Bill and Emily, along with their dog, Benji, spent many great years in Beach Grove. She will be missed by this community as well as Kin Village, where she volunteered for many years. Emily was fiercely independent, compassionate and a good friend to many. Beloved to Rick and Denise and their family, and cherished by Bryan and Johane and their family, we know that Emily would hope that in light of these challenging times, you will simply take a moment and reflect upon a dear memory of her and her time with you.
