Limited space due to COVID-19 social distancing has fortunately not been a major concern so far this winter for Delta’s Emergency Weather Shelter (EWS). Located at Ladner United Church on 48th Avenue, the shelter recently completed a 34-night consecutive run that saw on three occasions clients turned away due to no space. The pandemic has reduced the shelter’s capacity from nine beds to five. “My biggest fear this winter is that we were going to be turning people away,” said shelter coordinator Shirley Baker, who is in her fourth season in charge of the shelter operation. “So far there have been three nights where we have had to turn one away. But one night we had turn away five and that was like a hit to the gut for me.” Working around COVID-19 has been a challenge for Baker’s staff and volunteers. Everything has to be considered and adjusted accordingly. “You have to make sure that not only the people coming inside are safe, but also the night staff that oversees the shelter and any of the volunteers who come in too,” continued Baker. “We have high tech cleaning protocols and we have to be careful on the types of food that we can serve. We don’t have access to the kitchen because

our church is closed. You just try to be adaptable and find other snacks that you can bring in.” The shelter’s effort during these difficult times is certainly recognized. Funded by BC Housing, the program is run through a partnership with the City of Delta, Options Community Services, Delta police, Delta fire, Deltassist and others. Options Community Services deactivated the shelter last Monday following the consecutive day run and re-opened it two days later. “Thanks to amazing commitment and kindness of LUC volunteers and other community partners, Delta’s EWS has been open for 34 consecutive days. Hopefully, these amazing folks will be able to take a bit of a breath and have some rest in the next a couple of days. It is truly inspiriting to see this level of commitment and passion for serving vulnerable residents in Delta,” said City of Delta Social Planner Olga Shcherbyna. Baker added that the community deserves plenty of credit for its support too. The pandemic resulted in the shelter staying open for an additional six months as an emergency response shelter which required more donations and volunteer help. Among them were youth members of the church. “It has just been amazing to see the extra generosity especially when money is tight for everybody,” added Baker.

Delta Hospice Society Letter to the Community January 21, 2021 The Board of Directors of the Delta Hospice Society want Delta citizens, supporters, and especially patients at the Irene Thomas Hospice and their families to be aware of their regrettable decision to cease operations at the facility. In light of the action by the Fraser Health Authority to take over some of the assets and operations of the Society, the Board notified Fraser Health they will evacuate the Irene Thomas Hospice facility by the required date so there will be no disruption in patient care. Hospice employees were given working notice of termination in anticipation of Fraser Health becoming their new employer so our highly skilled and dedicated workforce could continue to provide uninterrupted palliative care at the Irene Thomas Hospice. The Society Board has urged Fraser Health staff to work with Delta Hospice staff immediately to transition the operations of the Irene Thomas Hospice to Fraser Health so that no transfer of
patients will be required due to the transition. The Board is hopeful there will be no disruption in service, no need to transfer patients, and no need to absorb existing employees elsewhere in Fraser Health. The Society has never sought to use our patients as a reason to re-open the debate over MAiD. We have simply insisted the provision of MAiD in a hospice setting is contrary to long-standing principles of palliative care, which does not hasten or postpone death. GOING FORWARD Going forward the Society still exists and remains committed to the purposes described in its Constitution. The Society will continue to be a strong advocate for palliative care and will continue to offer supportive care at no cost to patients, family members and caregivers. It will work to fund, at no cost to the health care system, education and certification for nursing palliative care,
comfort measures for patients and complementary therapies. It will maintain its hospice volunteer program and will continue to provide grief and loss counselling and support groups for adults, youth, and children who have experienced the tragedy of anticipated or sudden traumatic death. WE THANK YOU We thank the community for the opportunity to have cared for so many families at the Irene Thomas Hospice over the last 10 years. It was an honour to walk along side the people who came to us seeking help, to comfort them, to bear witness to their pain, and to help them find comfort, meaning, dignity and hope. Thank you to the many donors who helped to financially support the construction and furnishing of the beautiful facility, ongoing care for the gardens, additional staff, and
nursing education. Most importantly, thank you to the Irene Thomas Hospice employees who provided the exceptional and compassionate care to many patients and their family members. Patient care was always exemplary and a difficult time was transformed into a time of gratitude, a time of connection, a time of remembering, a time for saying good-bye. Thank you, Irene Thomas Hospice Care Teams, for all you have given to our community and beyond. Delta Hospice Society must vacate entire facility, says FHA SANDOR GYARMATI

The Delta Hospice Society must also vacate the Harold and Veronica Savage Centre for Supportive Care. That’s according to Fraser Health board chair Jim Sinclair who provided an update Friday on the future of Delta Hospice with health region president and CEO Dr. Victoria Lee. At a news conference, Sinclair noted the supportive care centre in Ladner, as well as the adjacent 10-bed Irene Thomas Hospice, are under the same lease, which means the society will no longer be permitted to operate it. “We have taken the position that those two buildings belong to the facility. What services are offered and what services are operated out of those, we’ll have to look at that in the future. But that this point the two facilities are under the lease,” said Sinclair. The advocacy group Take Back Delta Hospice is also asking for details about the future of the supportive care centre, noting the programs offered to families is entirely funded by the community as well as the hospice thrift store in Tsawwassen, which the group says is a community asset. In February 2020, Fraser Health provided 365 days’ notice to end the service agreement with the society without cause. The current society board has refused to offer patients the legal procedure medical assistance in dying (MAiD). The board had reversed a decision by the previous board to allow it, putting it at odds with the province and FHA, which mandated that publically-funded

The health region last week announced that under the terms of agreement with the society, on Feb. 25, 2021, it will serve 30 days’ notice, a provision contained in its contract with the society, for the DHS to vacate the 10-bed Irene Thomas Hospice premises. Sinclair said he’s hoping the society’s board won’t drag things out in costly legal challenges. Lee said they had made repeated attempts to work with the society board to come up with a seamless transition plan to the health authority but
haven’t been successful. Sinclair also noted they had attempted to come up with a transition that would have resulted in the Irene Thomas Hospice not having to close its doors, but the society leadership “had no interest and no appetite in that strategy at all.” Fraser Health last week also announced that beginning Feb. 25, it will open five hospice beds at Mountain View Manor, a health region-owned and operated longterm care facility located on the Delta Hospital campus of care. Those beds will increase to the full complement of 10 by mid-April 2021.
Transfers to the Irene Thomas Hospice have been temporarily paused and any person seeking hospice care between Jan. 11th and Feb. 24th will be admitted to another hospice. For the duration of the notice period, patients currently at the hospice will continue to receive hospice care services with no interruptions in care. Sinclair stressed moving beds to Mountain View Manor is seen as interim and that the goal is to resume services at the Irene Thomas Hospice. The society’s board recently issued layoff notices to hospice employees, but the FHA says it will work to ensure unionized employees at the hospice will have employment opportunities within the health region. In a letter last week to Health Minister Adrian Dix, society founder and former executive director Nancy Macey said there have been many irregularities and lack of appropriate actions by Fraser Health. Noting DHS is not opposed to people accessing MAiD and that the service is available next door at Delta Hospital, Macey reiterated the local hospice helps to arrange transport to a location determined by the patient. She noted she also questions the intent of government removing hospice care from the DHS when no consideration has been given to the government’s own legal obligations defined in the B.C. Societies Act. “By the BC Government forcing the Society to provide MAiD, it puts the Society into noncompliance with its purposes as defined in its Constitution, which does not support the euthanizing of patients,” she said.

He was in the right place at the right time – and it likely saved a man’s life recently in Ladner. Last Saturday morning, a Delta police officer – a junior member in the department – was writing paperwork in his police cruiser at the corner of 28th Ave. at 53rd St. in Ladner just before 1 a.m. DPD say out of the corner of his eye, the officer spotted a moving light from a farm field to the east in the 5600 block of 28th Ave. and thought it might be a flashlight in the blueberry fields, and decided to investigate, but instead of a person cutting through the fields, he came across a black pickup truck, overturned in the ditch. DPD say the vehicle was in approximately three to four feet of water and the vehicle’s front cab was completely submerged. Without hesitation, the officer entered the frigid water to see if there was anyone inside the truck. The officer heard a banging noise from inside the cab and

He then began to try and break the driver’s side window. “He was able to partially extract the upper half of the driver’s body, while water was flooding in through the window,” said Acting Deputy Chief Harj Sidhu. Once other officers and Delta firefighters arrived, the man was able to be fully pulled out, and was transferred to a waiting ambulance for observation. The driver
did not appear to suffer significant injuries, but was taken to hospital for examination. “It is wonderful to see, that when faced with a rapidly developing situation, our constable stepped up and made a quick decision to help, risking his own safety,” added Sidhu. “He went above and beyond, and likely saved the driver’s life. He was definitely in the right place at the right time.”

A 47-year-old man, convicted in a grisly double murder in Tsawwassen three decades ago, has been granted another sixmonth extension of his day parole. Following a review by the Parole Board of Canada, Derik Lord was granted the extension with the board noting he has adjusted well to living at a community residential facility. He also renewed his vocational tickets and recently got his learners licence, according to the report from the board released to the Optimist late last week. The board noted he continues building community supports, including working with a trauma counsellor as well as speaking with his wife and son regularly, but he continues to maintain his innocence. The board also stated he “will not present an undue risk to society with
a continued day parole with special conditions.” Following a review by the parole board last March, Lord was granted day parole for a fourmonth period. Another review was conducted in early July and he was granted a further extension at that time. He was one of three teenagers convicted in the 1990 double murder case and spent over 27 years behind bars, all the while insisting he was innocent. Lord and David Muir were hired by Darren Huenemann to kill Huenemann’s mother and grandmother, Sharon Huenemann and Doris Leatherbarrow, in a murder-for-hire plot. The two were promised part of a $4-million inheritance All three were convicted in 1992. The three teens lived in Saanich at the time of the murder and at trial the prosecution said that on Oct. 5, 1990, Huenemann and his girlfriend

The Delta Street establishment closed back in early December for precautionary measures after a couple of members came in for dinner and tested positive for COVID-19 a few days later. The Delta Branch 61 executive
dropped Lord and Muir off at the ferry terminal. The pair then went to Leatherbarrow’s Tsawwassen home and, after being invited in for dinner by the two women, bludgeoned and stabbed them to death. The two teens then took the ferry home and were picked up by Huenemann and his girlfriend. Lord and Muir were both sentenced to life in prison with no chance of parole for 10 years. Huenemann received a life sentence with no chance of parole for 25 years. After his conviction, Muir, who pleaded not guilty at trial, admitted his role in the murders and has been out on parole for over a decade. He was granted day parole in April 2002 and full parole a year later. Huenemann five years ago appeared before the parole board at his Quebec prison for the first time where his parole request was denied.

Council approves changes to suite bylaws SANDOR GYARMATI

Delta council has approved a major change in its housing policy, which will likely open the door for more homes being eligible to have secondary suites. Council held a virtual public hearing Monday on changes to the suite bylaw with the majority of residents participating speaking in favour, most talking about the need for more affordable housing and variety. The amendments include eliminating the requirement for a minimum lot width of 49-feet to be eligible for a suite and allowing suites on properties that can fit three on-site
parking spaces regardless of parking configuration. The authority to approve and execute discharges and amendments of restrictive covenants to allow secondary suites will also no longer automatically go to council, but instead will be delegated to planning staff when no variances are required. Citing a number of concerns including parking, saying the city realistically won’t be able to stop tenants and homeowners from using up street parking, councillors Lois Jackson and Dan Copeland voted in opposition. Mayor George Harvie and councillors Jeannie Kanakos,
Bruce McDonald and Dylan Kruger voted in favour, saying the lot width rule was an arbitrary and outdated number which made little sense, since no other municipality had such a restriction. Coun. Concerned about the livability of neighbourhoods, Copeland wondered if it’s really about developers maximizing density or profits. He also noted he doesn’t want Delta neighbourhoods ending up like those in Surrey that have major parking headaches. Saying Delta can always introduce resident-only parking if some streets have problems, McDonald said he believes they are not “driving Delta over the abyss if we do this.” Harvie, agreed, saying the potential number of new suites in the city would be minimal. He added parking is already an issue the city will have to
deal with, while Delta is “also way behind on sidewalks.” Delta currently has over 2,800 dwellings with a secondary suite occupancy permit, with approximately 75 percent of the authorized suites located in North Delta. Out of approximately 23,600 single-detached lots in Delta, removing the lot width requirement would allow secondary suites on approximately 1,950 additional lots, provided that three off-street parking spaces could be provided and B.C. Building Code requirements are met, according to planning staff. Approximately 220 lots that are less than 49-feet-wide already have a secondary suite.

A nightly ritual has produced a big lottery win for Angeline Splockton. The Tsawwassen resident purchased her Luxury Crossword Scratch and Win tickets at the Petro Canada gas station on Tsawwassen Drive and scratched them just prior to going to bed like she always does. This time it was a celebration instead of sleep that followed. “I was scratching each letter and saw that I had nine words and won $500,” recalled Splockton. “I had to double check the ticket on my BC Lotto app since I was so focused that I had won $500, it took me a while to realize that I had uncovered 11 words and won

t has become almost a daily occurrence for our newsroom to check the Fraser Health website for the list of current COVID-19 exposure cases in Delta schools. At the time I write this column (Tuesday afternoon) there are seven Delta schools listed as having recent exposure cases. This list, although helpful, has been intensely scrutinized by parents and educators alike as not being accurate enough (case in point the listing of Holly Elementary last week under Delta, when it was in fact, Holly Elementary in Surrey), the notifications are not coming fast enough, some say and parents are not able to react quickly enough to the news that their child may have been exposed. Then there are the teachers themselves, who from the start of school in September, have been begging, if not pleading with the provincial government to ensure higher levels of safety within their school environment for themselves and their students. Last week, when Optimist reporter Sandor Gyarmati spoke with Delta Teachers’ Association president Susan Yao, I found her thoughts alarming. When she stated that COVID-19 exposures have teachers in this community exhausted, and scared as they returned from their Christmas holiday break, that really stuck with me and it should have stuck with our provincial leaders. The DTA, along with the other teacher unions in the Fraser Valley, are calling on the health authority to make a series of changes including reducing class sizes and introducing mandatory mask policies. Yao said that too many people in Delta schools feel unsafe and that parents are worried about the health and well-being of their children coming home after being potentially exposed. Schools should be a safe and welcoming space for all our teachers and students. So I wonder, why is it too much to ask for more protection for our teachers and students?

aby steps. On Monday Delta council adopted a couple of changes to bylaws making it easier for secondary suites to be built in our communities. While this on its own is not going to solve a housing crisis in Delta, it will at least help to offer much needed choice for people that need it. Delta was the only city in the region with restrictive measures in place that limited parking configurations and lot dimension based on width. Now at least, these hinderances are gone and home owners may apply to city staff to undertake the process if they so choose. There will be no opening of any kind of the floodgates on this and we should not expect some sort of massive migration to our fair city. Rather, it is a small concession and helps to validate the fact that housing options are needed to keep our city vibrant and viable. It was heartening to hear from many young people in the virtual public hearing who spoke eloquently about their situations. When I was their

age and looking for places to live while working and going to school, I don’t recall having issues finding a place to live. I was lucky and I guess it was the economy of the day that made entering the great big world relatively easy all those years ago. Not so easy for the 20 and 30-somethings of today. One only has to glance through Craigslist, or the Barbican Properties website to get a sense of the daunting reality of the housing crisis today. There is little choice available which is only serving to drive rental prices higher contributing to an already difficult situation. Secondary suites offer
choice for people at various stages in their lives. They are generally not considered long term solutions but rather fill a void on several levels. With many young people unable to purchase a home, this solution affords opportunity to move back home if they need to. It also provides a chance for home owners to generate extra income to help with retirement, or to assist with paying down a mortgage. On the flip side, young people and families wishing to buy a home may factor secondary suite revenue into their mortgage applications. This may be the new normal and mirror situations in many regions of the world other than North America. I believe it is very important to keep young people within our midst. Congratulations to the two dozen or so young citizens who articulated their support for secondary suites on Monday night. Your engagement in important civil discourse is encouraging and gives me the sense that we are in good hands politically down the road.

Divisive comments will not be tolerated says Mayor Editor: On Friday, Jan. 8, Delta Hospice board president Angelina Ireland was speaking on CKNW, responding to MLA Ian Paton’s call for her resignation from the board. In response, Ireland retorted that Paton, by calling for her resignation, was “inciting violence.” Ireland implied that if she was forced out of her position, a mob of her primarily Americanbased supporters would resort to violent means. This is a malicious and unprecedented style of rhetoric that we have not seen in our community’s living memory. As Delta’s Mayor, I condemn unequivocally Ireland’s deplorable and threatening comments towards MLA Paton. To be clear – it is fair and reasonable for a society to have a discussion
over differing philosophical visions for running their operation. What is not acceptable or tolerable, is Ireland’s continued use of Trumpian language and tactics which have caused significant anger and division in our community. The Supreme Court has found that Ireland’s board illegally rejected membership applications from local community members, including Hospice staff, volunteers, and donors. At the same time, Ireland conducted a North America-wide membership drive, recruiting thousands of new society members from across Canada and the United States. Speaking at an American pro-life conference last year, Ireland said “it’s called the Delta Hospice Society, not the Delta Auschwitz Society.
Her comparison of medical assistance in dying to the mass extermination of Jewish people instigated immediate condemnations from the Centre for Israel and Jewish Affairs as well as the Vancouver Holocaust Education Centre. In the same interview, Ireland went on to say “God bless the United States, and God bless Donald Trump,” and called Canada a “communist” country. It is clear that this former People’s Party of Canada candidate is blinded by her own extreme ideology, and does not have our community’s best interests in mind. It is time for Ireland to do the right thing and step aside so that this community can begin to heal from the wounds she has inflicted. Mayor George Harvie

I follow the rules and so should they Editor: I would love to be on a beach somewhere. Wouldn’t we all, but I stayed home. It’s just the right thing to do. I am tired of hearing these grovelling apologies from those who knowingly travelled abroad. Some said that they made a mistake. What, were
they going to the grocery store, took a wrong turn and ended up on a plane? They are only sorry that they were found out. I, like a vast amount of other people, stayed home for Christmas and New Year’s Eve. We didn’t meet with family or friends. I don’t expect a halo, medal or thank you,
as it was simply the right thing to do. I don’t want to be in the group of selfish and entitled people who consider themselves to be more important than the rest of us. The numbers are edging up again. Do any of the rule breakers feel partly responsible? I doubt it. Sandra Hutchins
Doesn’t pass the smell test Editor: I can hardly believe that now the Vancouver Fraser Port Authority is asking for another delay to the summer of 2021. They want to provide their response for additional information, following the Review Panel’s report, after the public hearings during the spring of 2019. In total, the Port has had almost seven years to meet acceptable environmental standards on the RBT-2 proposed project. It is unbelievable that they still need more time. Obviously, they cannot meet the Review Panel’s concerns, made known at the public hearings. On the contrary, I believe that the Port simply needs more time to lobby the federal government as we are aware that they have hired a full time lobbyist in Ottawa. It is totally absurd that basically, a crown corporation is allowed to use tax-
payer funds to hire their own lobbyist. That, combined with their multi-million dollar TV and radio advertising campaign, is a total insult to all Canadians. Are we a communist country that allows government agencies to spew out propaganda to the Canadian public? It would seem so. The Federal Liberal government should not allow government agencies to engage in lobbying activities and propaganda campaigns. Why does no one in our federal government have the notion to do something about this unacceptable situation? Like I previously stated to Environment Minister, Jonathan Wilkinson, this entire situation with the VFPA and our federal government does not pass the smell test. Don Paulsen

Column lacked common sense
Editor: Re: Let the kids play (editorial, Optimist, Jan. 7) Mr. Jacques, I believe you rushed your last column because it surely lacks foresight and common sense. Perhaps one of the children is yours and this is your way to appease your embarrassment and use the paper to publicly scowl a responsible adult. Let’s look at the two main themes that guide your column. First kids should be allowed to do as they wish, not as they should. Second, since we are all under the restrictions of COVID-19 and this is such a burden, we should all be able to “have some fun.” The “shopping complex” you refer to has clearly posted signage forbidding skate boarding anywhere on its property. It does so for noise and safety. Anyone who has tried skateboarding or watched others always observes an uncontrollable skate board rocket across the pavement when the riders lose their balance. That missile hitting my shin could fracture my tibia and fibula and I end up in
emergency for surgery or casting. At the hospital I am potentially exposed to powerful bacteria or even COVID-19 and I die. Mr. Jacques, if it was your child would you still think he/she should arbitrarily have some fun? And tell us did the group of teens apply for permission at the shopping complex to film and skate on the property? I guess not, so, a learning situation is muddled by your embarrassment and lack of foresight and any teen reading your column figures, hey do as I want not as I should. It said so in the paper! The excuse that the teens wanted to skateboard, and film videos of skateboarding is irrelevant. We as a city, have expensive skateboarding sites for the proper use of this sport. And all a teen need is an umbrella to film in the rain as every TV outside reporter and video team member demonstrate every day on the news. Before COVID-19 restrictions teens and children are outdoors in the rain playing soccer or field hockey and none of them appear to be melting. Every day we see politicians and government
staff travelling outside Canada, because they are “trying to have some fun” despite specific or requested orders not to do so by Health authorities. Thousands of Canadians, according to the news, apparently all feel the same as they play in Hawaii, but millions more of Canadians obey the rules in order to mitigate the COVID-19 outbreak. Finally, the youth of the City of Delta have a tremendous number of opportunities that are subsidized heavily by tax payers, opportunities that I and many from my age group never dreamed of experiencing. We learned to create play with a tin can and managed successfully to have fun. Now that COVID-19 arrives, you feel the youth are oppressed, that they are too stunned to be able to use their imagination to play safely without supervised and managed sports or events. I think they can learn to have fun without all the hoopla or we as adults have destroyed the imagination of a generation. Mr. Jacques, do you get the picture? R Peterson

Editor: The War Amps Key Tag Service is celebrating a milestone this year – its 75th anniversary! Donation to fund critical equipment at Delta Hospital The Delta Hospital and Community Health Foundation is thanking a pair of long-standing local families for a generous donation to help fund critical equipment at Delta Hospital. This week, the Foundation received a donation of $153,000 from David Harris on behalf of the Harris and Burr families. The funds will going
towards equipment on the hospital’s priority list including a TIMS system for rehab services. According to the Foundation, the TIMS imaging system will allow the hospital’s speech language pathologists to offer the barium swallow test to patients. This will be a brand-new service at Delta Hospital that rapidly diagnoses problems in the pharynx benefitting
patients with Parkinson disease, dysphasia, aphasis, pneumonia, and any kind of cancer or stroke. Given Delta’s aging population, this new service is critical to have on-site as patients must travel to other hospitals for this important test, says the Foundation. “My family has deep roots in Delta,” said Harris. “My great grandfather, J.B. COVID-19 vaccine day at last for seniors home MARK BOOTH

It was momentous day at the Augustine House and 101-year-old Mabel Dermody led the way. Dermody was the first to receive the Pfizer-BioNTech COVID-19 vaccine at the Ladner senior residence last week, as all residents that consented to be vaccinated got their first of two doses. “As you can imagine, everyone has been anxiously waiting this day and are very excited it has arrived,” said Augustine House executive director Jackie Reiners. “We are grateful to the Fraser Health staff that have been on site today to work with us to make this happen. The majority of staff have received the first vaccine dose. Those that have not have booked appointments through FHA and will receive the first dose within the next few days.” Reiners added there were no restrictions with regards to the age of Augustine House residents when determining who would be vaccinated. “There are a few contraindications that would require a conversation with a family doctor. Because we had enough lead-up time, this did not pose a barrier for our residents,” she said. “We will continue to be vigilant and work hard to keep our community healthy and well, but this is certainly a positive and tangible step forward.” Getting the vaccine was not an easy
decision for everyone. It was Raymonde McIntyre’s first shot in 70 years. It was back in 1951 when the now 92-year-old had an anaphylactic reaction to an injection. She couldn’t recall what the injection was for but was advised by her doctor to wear a “multiple allergies” medical alert band and had not received a shot in the seven decades since. Still, she checked with her primary physician and decided to proceed with the PfizerBioNtech injection. When a team of Fraser Health immunizers arrived at the Arthur Drive residence to administer the shots, they were alarmed to see McIntyre’s medical alert band. A call was made to the Vaccination Task Force Call Center seeking for direction from the Infection Disease Specialists. After a 15-minute phone consultation to review the risks and benefits, decision was made to administer the vaccine to keep her safe. “As an RN, I had the privilege to keep (Raymonde) under close observation for 30-minutes for allergy reaction,” explained Augustine House director of care Marine Chan. “ I was very touched when she told me that she consented for the vaccine. Knowing the risk she was taking, she had the COVID-19 vaccine to keep others’ safe. “She has no ill reaction from the vaccine, just a sore arm for a day or so. She will receive her second dose in five weeks per vaccination protocol.”

With 2020 finally behind us, hope is on the horizon for 2021. Together, we hope that our front-line workers and most vulnerable seniors are vaccinated in a timely manner, and we hope to take comfort in knowing that each passing day is one step closer to the COVID-19 pandemic coming to an end.
On a personal note, as I reflect on the ups and downs of 2020, I am humbled to have been given the opportunity to continue serving our wonderful community for the next four years. As your MLA in Victoria, I resume the important role of keeping the government to account by asking the tough questions about decisions that have direct consequences for our community. Here at home, I have continued to work with community members and my colleagues in Victoria on the future of the Irene Thomas Hospice. In the time since the Ministry of Health announced the termination of the service agreement between Fraser Health and the Society, the Hospice Society’s board, led by former People’s Party of Canada candidate Angelina Ireland, has lost successive court battles regarding their shameful efforts to suppress membership applications from community members, including hospice staff, volunteers, and donors. As a result of
court rulings, the society was ordered to accept memberships from anyone in our community who would like to become a member.
Late last year, I began hearing from the hospice’s dedicated nursing staff, many of whom have devoted their careers to providing quality care to their patients, who expressed legitimate concern for their employment. Earlier this month, the Hospice’s board issued termination notices to every staff member effective February 25th. As it turns out, Fraser Health had reached out to the Society on a number of occasions to facilitate a smooth transition and ensure hospice staff and patients remained in place. Inexplicably, the Society did not respond to these requests. Immediately upon the issuance of termination notices, I made inquiries with Minister Adrian Dix and senior officials with the Ministry of Health and Fraser Health. I asked for clarification on four key questions: How the transition would roll out? Who would provide oversight? What would happen to the dedicated Hospice staff? How will disruptions to patient care be mitigated? After some delay, I received replies from the Ministry of Health and spoke a few
days later over the phone with Dr. Victoria Lee, CEO of Fraser Health. Due to the Hospice board’s unwillingness to cooperate with the transition, Fraser Health has made arrangements for the ten beds at the Irene Thomas Hospice to be temporarily re-allocated to Mountain View Manor in Ladner, with an additional 59 care beds being purchased at Delta View Habilitation Centre. We also learned that the Hospice will not be accepting new patients during this transition phase, and that all Hospice staff will be guaranteed employment within Fraser Health Authority. Fraser Health is hopeful this will only be a short-term solution and that the Irene Thomas Hospice will begin accepting new patients again very soon. Let’s be clear –the disruptions to patient care and staff layoffs at the Delta Hospice are a direct result of the deliberate negligence of the Delta Hospice board of directors. I am once again renewing my call for the president and her board of directors to do the right thing and resign immediately. The best thing for our community and for the Hospice is to remove their damaging influence and begin to work cooperatively with Fraser Health on the upcoming transition and restructuring.

It is 850 tests and counting without a single positive COVID-19 case and now the Point Roberts fire Chief is turning his attention to a vac-
cination plan that could accelerate the border opening for the isolated U.S. community. Christopher Carleton figures it would take about 1,000 doses to have his community vaccinated and he is regularly
emailing health officials in Whatcom County to get idea of when the shots could be available. Washington State’s prioritization vaccination plan features various phases, however, Point Roberts’ unique situation could
speed up that process. “Obviously not everyone is wanting to get vaccinated at this point. I would say it would be 300-to-500 of our current population, which is around 700-to-800 people then needing the

Funding is available for eligible individuals and groups to assist their participation in the upcoming steps of the impact assessment’s planning phase, specifically for reviewing and providing comments on the draft joint federal and provincial guidelines and plans for the impact assessment of the project. Once this phase is complete, the public and Indigenous groups will have another opportunity to apply for funding to assist their participation in the other phases of the impact assessment process. Applications received by February 10, 2021, will be considered. As a next step, the Agency will determine whether a federal impact assessment is required for the project. If the Agency determines a federal impact assessment is not required, no funds will be allocated and there will be no further opportunity to apply for funding for this project. The project is subject to both the federal Impact Assessment Act and British Columbia's Environmental Assessment Act. In the spirit of “one project, one assessment,” the Agency and British Columbia's Environmental Assessment Office are working cooperatively for the initial phase of the project's review. The Agency recognizes it is more challenging to undertake meaningful public engagement and Indigenous consultation in light of the circumstances arising from COVID-19. The Agency continues to assess the situation, adjust consultation activities and provide flexibility as needed in order to prioritize the health and safety of all Canadians and conduct meaningful engagement with interested groups. shot twice,” explained Carleton, who is already vaccinated himself as an emergency responder. “We could use the fire hall since the health clinic is here and use the same format as the COVID testing which we have had in place since April. “I would hope there would be some urgency because we have done so well during the pandemic, but I actually think it’s a double edge sword. There might be a certain view that we are not needing it as much as other locations that do have outbreaks of COVID within their community.” Carleton said economic hardship has to be a factor. Many Point Roberts businesses have suffered greatly since the border was closed to Canadians for non-essential travel back in March. He stresses his hometown cannot go through another summer without the border re-opened to some extent that would allow Lower Mainland residents to come down to their vacation homes and stimulate the economy. “Our community has been decimated. I don’t want to take away from other locations but our geographical oddity is a great challenge and it needs to be explained specifically so people get it,” he said. “Our relationship with Canada is of great importance to this community and we need something to
change in the coming months. I don’t see my businesses being able to survive at the capacity they are currently open if we go through another summer without the borders open. Other border communities that rely on Canadians can still draw from everywhere in Washington State. We can’t do that.” A free twice-a-week foot ferry service to Bellingham was launched back in August, which Carleton estimates 15-to-20 percent of the community uses regularly. Its limitations include having to arrange transportation once at the Port of Bellingham. He even suggests the ferry might have lessened the urgency to re-open the border. “I think when it first started there was a level of excitement, but it’s not really a practical solution for the majority of my community,” he said. “Once you get there you need to spend money on a taxi or Uber. You can’t go to a Costco. For those in my community in their upper years, they can’t walk for miles.” That’s why Carleton will continue his push to see everyone in Point Roberts vaccinated sooner than later and the town returning to some level of normalcy. “I’m sending off e-mails regularly. My community deserves nothing less than other areas,” he added.
The Proposed Project GCT Canada Limited Partnership is proposing to expand its existing GCT Deltaport Container Terminal, a container storage and handling facility located in Delta, British Columbia, approximately 35 kilometres south of Vancouver. As proposed, the GCT Deltaport Expansion - Berth Four Project would add a fourth berth on the east side of the Roberts Bank Causeway, include an expansion of the intermodal rail yard along the causeway (Roberts Bank Way) and dredging to provide safe access for ships. The additional land-based container storage and handling facilities would provide an additional two million 20-foot long storage containers (otherwise referred to as 20-foot equivalent units or TEUs) per year at the existing terminal. A Tilbury business has been awarded a multi-million dollar Department of National Defence (DND) contract that will provide fulltime jobs for as many as 10 employees for at least the next six years. Following an open and competitive process, Public Services and Procurement Canada has awarded a $16.5-million contract to Zodiac Hurricane Technologies Inc. for inspection, repair and overhaul work, on an as-required basis, on inflatable rubber boats and rigid (hull) inflatable boats. “Zodiac Hurricane has supported DND for more than 20 years. Winning this contract is the recognition of our expertise in maintaining the DND fleet of inflatables and Rigid Inflatables Boats,” said Zodiac Hurricane president and general manager Jean-Jacques Arignon. “We are considered an ‘essential services’ company because of our contracts with DND. “It comes without saying that it generates a lot of pressure on our organization to answer all DND demands in this COVID-19 situa-
tion. This award is a great achievement for Zodiac Hurricane and our partners in Canada, and it recognizes the effort of the whole team in Tilbury.” Inflatable boats provide a critical operational capability to all elements of the Canadian Armed Forces. Tsawwassen actor stars in online production Tsawwassen’s Camryn Chew is starring in Theatre in the Country’s online production of Lady Windermere’s Fan by Oscar Wilde which can be viewed this weekend. Chew was involved in South Delta Secondary School’s Equinox Theatre, as well as the Delta Film Academy before taking her acting career to Capilano University where she recently graduated from the Acting for Stage and Screen Program. She still has deep roots in her hometown as she serves on the board of directors with the Coffeehouse Theatre Society, a Tsawwassenbased theatre company for young and emerging artists. Some of Chew’s more notable roles in her stage career includes MacBeth (Lady MacBeth), The Comedy of Errors (First Merchant) and The Importance of Being Earnest (Lady Bracknell). Lady Windermere’s Fan is one of Oscar Wilde’s most witty and uncompromisingly satirical plays as it takes a serious yet comedic look at marriage, sex and gender. There are two schedule shows on the Zoom platform at 7:30 p.m. on Friday and Saturday. It is a “pay-what-you-can” cost format, starting at $10 with viewing access available at theatreinthecountry.com.
The Delta Music Makers are missing the music. For 38 years this Ladner-based concert band has provided performances throughout the year in and around Delta. “Playing with the band is almost like breathing – I can only go so long without it,” said one band member recently when asked to provide a comment for this story. In June, the Music Makers would have hosted the 17th annual Ladner Bandfest, a two-day festival of concert bands at Memorial Park that is free and open to the public. Also in June, there would have been ‘Concerts In The Park,’ hosted by the Delta Parks and Recreation Department. In November the band would have enjoyed performing a Concert of Remembrance to honour veterans. Joyful Christmas concerts would have been hosted by McKee House, KinVillage, and Tsawwassen Mills in December. “Our musicians miss the camaraderie of the rehearsals, the satisfaction of learning new music, and the exhilaration of sharing it with our audiences,” said conductor Curt Jantzen. “But we are fully committed to abiding by the health mandates of our Provincial Health Officer, Dr. Bonnie Henry.” In an effort to keep the group practicing and spirits up, three 2020 summer rehearsals were organized outdoors at Delta Manor Education Centre, but as the cooling weather reduced the enthusiasm for rehearsing in the fresh air, a plan was made with Continuing Education to go inside. However, further restrictions due to COVID-19 prevented that from happening. The Delta Music Makers again planned to start rehearsals on Jan. 5, but that has been called off until March.

Delta Music Makers conductor Curt Jantzen is hoping for a much more robust 2021 after the COVID-19 pandemic wiped out a series of concerts. The Delta Music Makers have high hopes of hosting Ladner Bandfest June 5-6 at Memorial Park. More details on this will be released in the coming months. “We are all so hopeful that we can get the music started again, especially by June for the Ladner Bandfest,” added assistant conductor Margaret Behenna. Planned for 2021 is a tour of the UK and France, assuming COVID-19 is in the rearview mirror by August. On their England tour the Delta Music Makers will perform at Chester, St. Ives Cornwall, and Beckenham, near London. Then it’s across the channel
to Normandy with plans to perform at such meaningful Canadian sites as Vimy Ridge Memorial, the Menin Gate, and Juno Beach Centre. “We have our collective fingers crossed,” added Jantzen. “Hoping that the COVID-19 vaccine will allow this exciting tour that has been three years in the planning.” New players are always welcomed to join the Delta Music Makers, on any band instrument. Robbie Burns Night going virtual on Jan. 25 Robbie Burns Night in Delta is going virtual – and everyone in Delta is invited to join in the celebration. For the past 16 years, the Delta Police Pipe band has hosted a Robert Burns Supper, celebrating the national poet of Scotland. Due to the ongoing COVID-19 pandemic, instead of an inperson event, the City of Delta and the Delta Police Pipe Band will be hosting the annual Burns Supper virtually via the City of Delta’s Facebook page and YouTube channel. “This year marks a very special Robert Burns Supper at the City of Delta,” said Mayor George Harvie in a news release. “Not
only will it be our first ever virtual Burns Night, but this is also the 50th anniversary of the Delta Police Pipe Band who play an integral role in the festivities. As we all adapt to the pandemic to carry on our treasured traditions, “I am pleased that we can continue to celebrate Robert Burns in a safe way this year. Please join me for what promises to be a fun and special night.” Tune in to watch the traditional Haggis piped from the store to kitchen for the Address to a Haggis (cooking your own at home is optional). There will be musical performances by band members and toasts and readings of the well-loved poems of
the Immortal Bard. Pipe Maj. Steve Ramsden and Drum Maj. Moe Coll said the band wanted to continue to bring cheer to the community and supporters during these challenging times. “For that purpose, we have created our ‘Robbie Burns Performance from Home’ with band music arrangements by Pipe Cpl. Jonesy Wu along with some older tracks for the full band experience, and some help from our friends from the musical group The Earthmen who perform annually at our two Burns dinners,” said the Pipe Band in a news release. “Consistent with the pan-
demic lockdown restrictions, band members each recorded their pieces separately in their homes, and then combined together to produce the resulting audio track and video presentation. New rector for St. David’s Anglican Church arrives from Zimbabwe ELIZABETH MURRAY

The long-awaited arrival of the Rev. Simbarashe Emmanuel Basvi from Zimbabwe’s capital city of Harare signals the beginning of a new chapter in the life of St. David’s Anglican Church in Tsawwassen. Delayed by almost a year by protocol and travel restrictions due to the COVID-19 pandemic, Basvi, his wife Mebbo, daughter Nicole, and son Ivan, arrived in late December to begin a new life in Canada. They were welcomed by a small group of parish council members who soon had the Basvi family, and luggage, on its way to a temporary accommodation. Basvi was ordained in the Anglican Communion in 2003 and brings a wide-range of leadership roles to his new parish. Prior to his appointment in B.C.’s Anglican Diocese of New Westminster, Basvi’s positions within the Anglican Diocese of Central Zimbabwe in Province

He also served as assistant priest at St. Paul’s, Malborough (Harare) and was rector of urban parishes in Mission (Zimbabwe) and Luanshya (Zambia). In appreciation of his passionate dedication to the work of the church, Basvi was appointed a Capitular Canon of St. Cuthbert’s Cathedral. On coming to St. David’s, Basvi spoke of the importance of family, the church working together as a team to achieve a shared vision, being part of the community, and ministering to all people regardless of age, nationality, gender or sexuality.

In the last 50 years there are circulation coins that can be worth up to $20,000.00 each. The most expensive is the 2000 Caribou quarter with a “P” under the Queen’s portrait at $20,000.00 for an Uncirculated coin. The 2000 Harmony and Creativity Quarters with a “P” under the Queen start at $5,000.00. Without the “P” they are only worth the 25 cents. The 1969 Dime with a large date (the same size as a 1968 dime) is worth $5,000.00 for used, however the small date is only worth 10 cents. For people with pennies still, there is also a 2000 cent with a “P” under the Queen worth $3,000.00. A 2006 cent with a “P” under the Queen and non-magnetic starts at $50.00. Use a fridge magnet to make sure it is not magnetic. In 1992 Canada issued at series of 12 quarters featuring the Provinces. The New Brunswick and Saskatchewan quarters of the Queen And Caribou should both be upright when flipped side to side. There is an error where instead being upright they are inverted, with one facing downward. These inverts start at $100.00 each

Islanders stock up in talent in draft
Junior lacrosse team anxious to get back to work hoping there will be a 2021 season MARK BOOTH

It felt like a win for the Delta Islanders even though they haven’t stepped on a lacrosse floor for about 18 months. Delta turned the No. 1 overall pick in Thursday’s B.C. Junior “A” Lacrosse League Draft into a pair of top prospects that should make an immediate impact. The draft is for graduated U16 players from associations not affiliated with BCJALL teams. The Islanders switched draft positions with the Langley Thunder and selected Comox native Jordan Vincent with the No. 4 pick. The deal also landed them goaltender Braydon Washington who was selected No. 2 overall in the 2018 draft and is penciled in to share crease duties with returnee Ashton Leclair. The trade also landed them future considerations which could come in handy at the league trade deadline if the club is in position to make a strong playoff run. Islanders co-head coach Kyle Goundrey says Vincent would have been their choice even if they kept the top pick and is confident the Vancouver Island transition standout will launch his junior career with a Lower Mainland team. The perennial Team BC player is attending The Hill Academy in Ontario and Goundrey believes is one of only two players selected Thursday with the ability and size to make an immediate impact in junior “A.” “He is an athlete and realizes when you get to a certain age you really don’t have much of a choice anymore (on where you play),” he said. “We told him we were going to take him first overall and we’re just over the moon and so excited. His response is he was very happy to be representing Delta.” The Islanders then turned to the powerhouse Ridge Meadows Minor Lacrosse Association to select Jaden Laberge (9th), Dylan Doucette (17th) and Parker St. Germain (25th). They

They will be re-united with former teammates Calum Munro, Connor Bouma and Chase Miller who were all selected in the 2020 draft. “They are big, tough and pure athletes and that is what is so exciting,” said Goundrey. “I talked to them last night and they realized they get to play with their friends for another five years. There was so much to the pro-
cess that seemed to fall into place. It was a great night.” Goundrey and co-head coach Andy Ogilvie are hoping the current provincial health restrictions are eased next month and the team can start preseason training. COVID-19 wiped out the entire 2020 campaign but there is optimism there will be a 2021 season that will give Delta’s strong 2000-born age group a shot at enjoying some success in their final year of junior eligibility.

There is also a strong incoming class that helped the Islanders win the inaugural provincial junior “B” tier one championship in 2019. “Let’s hope we can go into the season without fans and by the time the playoffs roll around they can be there and the arena will be full. That’s what I am hoping and what I am preparing for. I have to be optimistic and these kids need it. They already missed one year and they don’t need to be missing anymore,” Goundrey added.

ANDERSON, Oliver William January 10, 2021 Husband. Father. Son. Brother. Friend. Golfer. Gardener. It is with great sadness that we announce the passing of Oliver (Ollie) Anderson on Sunday, January 10, 2021, at the age of 68. Oliver was challenged with Crohn’s disease which he fought for 25 years and then cancer, where he lost the fight. Oliver loved to chat with everyone and his favourite activities were golfing (started as a junior at Shaughnessy in 1966), gardening and going to garage sales. Oliver was able to focus on these activities for the last 10 years during his retirement. He helped fellow golfers improve their game and made many friends on the golf course. He would seek out neighbours, whose gardens he admired for advice, and he would entertain everyone at garage sales. Oliver is lovingly remembered by his wife of 24 years, Sue; our daughter, Carly; his best friend, Kenny, Sammy, and Haley (our golden retrievers); his siblings; his nieces and nephew; Aunt Pam; and his in−laws. Oliver, may the wind always be at your back and the flowers continuously in bloom. A celebration of his life will be considered when it is safe to do so. It is with great sadness that we share with you that David passed away peacefully surrounded by family and in the kind care of those at Oceanside, Peace Arch Hospital. He will be lovingly remembered by his family, the devoted husband of Elaine Canning, father of Janice and Julie (David), brother of Christopher (Mary), grandfather of Ryan and Alexander, uncle of Christine (Fraser) and David (Emily), and great uncle of Teddy. David was born in Ottawa, Ontario, the son of Valerie and Ralph Canning. He lived in Regina, Saskatchewan, until he joined the Royal Canadian Mounted Police on January 4, 1961. Over a 35-year career with the RCMP, his highly respected service spanned all aspects of the Force, included highly specialized areas of detachment policing, traffic, firearms forensics, and administration and personnel. He served the RCMP across Canada including postings in British Columbia, Ontario and Newfoundland. He retired with the Commissioned rank of Superintendent, as the Assistant Administration and Personnel Officer for British Columbia, in 1996. Following his retirement, David operated his own business, FAI Laboratory (West), specializing in forensic firearms examination. He had an adventurous spirit, loved to travel and was known for his quick wit and sense of humour. No one could tell a story like David. He loved the outdoors and very often with his brother, father and extended friends and family found hunting and fishing adventures that reflected his true love of Canada. He was also an avid swimmer loving the water and other team sports throughout his life.

CANNING, David Ralph June 8, 1941 - January 12, 2021
Mike and family came to Canada from England in 1974, and he had a long career as a Mechanical Engineer specializing in Materials Handling. Mike was an accomplished guitarist whose repertoire ranged from Classical and Flamenco to Folk and Jazz. During the last three years he was an enthusiastic member of the Delta Community Choir. Mike will be greatly missed by all those who loved his gentle soul and quirky sense of humour. Many thanks to the outstanding VGH Neuro team who gave him such stellar care in his final days. He’ll be forever in our hearts
He regularly gave back to the community as an active volunteer. He was never too busy to help neighbours, family and friends in their time of need. Most recently, he volunteered with the Delta Hospital Auxiliary Thrift Shop. He was a loving, devoted, passionate, bright and infectiously funny man who will be lovingly remembered by his wife and deeply missed by all. CLAYTON, Grace Helen September 5, 1925 − December 24, 2020 It is with deep sadness that we announce that Our Mother, Our Dear and Beloved "Amazing" Grace passed away peacefully on December 24, 2020. Grace was predeceased by her loving husband and soul mate, Chuck in 2000. She was also predeceased by her parents, Albert and Margaret Hinson; and her brothers, Frank and Harold; and her dear sister, Shirley. Grace is survived by her sons, Ken (Marilyn) and Terry (Marilyn) of Greater Vancouver; and her daughter, Juanita Hilton (Ed) of Calgary. She is also survived by her loving grandchildren, Sean (Carrie), Matt (Laura), Julie (Aaron), and Dan (Christina) and their families, including eight great−grandchildren who fondly remember her as Gee Gee. Grace was a favourite Aunty to many nieces and nephews who remember her for her kindness and genuine interest in their lives. Grace was born in South Vancouver and lived there in her childhood and early adult years. In 1944, after marrying her love Chuck, she left for Brandon Manitoba to support Dad in his service with the Air Force. Following the War, she again settled in South Vancouver to start and raise her family. In 1962, She and Dad then fulfilled their dream to build a house in Tsawwassen. Mom lived out her life in the South Delta Community she loved. Mom worked for over twenty years in bookkeeping and payroll for Woodward’s. Our Family "Brand". She was a hard−working, loyal, and very capable employee. Mom was a wonderful, compassionate, and dedicated caregiver to her ageing parents and to her special sister Shirley, and to our Father. Mom was an incredible homemaker and in her gracious way, she made sure the door was always open and welcoming to friends, neighbours, and relatives especially the lifelong friends from St. Mary’s in South Vancouver and the local South Delta Community. The family has wonderful memories of so many family celebrations and Christmas’ were always so special. Mom lived a very full and engaged 95 years. She especially loved her time with family, it was the spark and purpose of her life. As we reflect on Mom’s life, it is fascinating and remarkable to imagine all the worldly changes and challenges she lived through and experienced in her Lifetime. The last five years of Mom’s life were spent as a resident of Delta View Life Enrichment Center. The family is grateful for their wonderful care and compassion. Our Dear Mom will be missed but also remembered with so many fond memories. We Thank you for the Love we shared, Our wonderful Home Life, the Support you always provided, and the Lifelong lessons and Values you have taught us. By request, there will not be a Funeral Service. The Family will be having a private Celebration of Mom’s Life in the Summer.

Margaret is survived by her sons, Mark (Annette) and Ben (Heather); her sister, Chris; nephews, Jeff (Nichole) and Clint (Adina); and her adored great−nephew, Dylan. Born in Halifax, Nova Scotia, Margaret returned to work after her children were born, finishing her career with Air Canada. Long residents of Delta, BC, she and Jim retired to 70 Mile House. Margaret lived in Kamloops her last years and loved to dote on Dylan. No service by request.

VIHER, Maria January 26, 1935 − January 6, 2021 Maria passed away peacefully on January 6, 2020, at the age of 85 years. Maria was born in Maribor, Slovenia on January 26, 1935. Together with her husband, John, they immigrated to Canada in 1957 living in the Vancouver area, eventually settling in Tsawwassen where she spent her time working at KinVillage. Maria was predeceased by her loving husband of 51 years, Janez (John). She is survived by her children, Doreen (John), Janet (Brett), and Barbara; grandchildren, Robert (Jennifer), Katherine, and Alicia (Eddy); and great− granddaughter, Amelia; also longtime family friend and companion, Fred Pavlic. Her golden heart stopped beating, hard−working hands at rest, her infectious smile will be dearly missed. Her cooking was one of her greatest gifts she gave to those that she loved. Her wings are now ready, it was time for her to go, but we will never forget the sweet things she left behind in our memories and hearts.
