The Delta Teachers’ Association says the arrival of COVID-19 variants in local schools should finally prompt better safety measures and more COVID-19 rapid testing. The association in a statement this week noted it is troubling that someone infected with the more easily transmissible UK variant of the coronavirus attended North Delta’s Hellings Elementary, but the school community wasn’t notified until about two weeks afterward. The school community had an earlier notification by the Fraser Health Authority (FHA) that someone with COVID-19 attended the school on Feb. 2 and 4 but further testing revealed it was an exposure to the variant, a second notification that was issued last weekend. “The fact that this variant was identified significantly after the potential exposure time—it was identified after the COVID case(s) from early February but only identified and brought to public attention on February 20th—is troubling because of the greater transmissibility potential of the variants,” the DTA stated. “This points to the need for more rapid testing to be available

adequate physical distancing and more testing.” The B.C. Teacher’s Federation conveyed a similar message, saying that when there is a high rate of COVID-19 within a community, a school district should be able to make regional or site-based enhancements to the safety protocols. Those enhancements could include mandating masks everywhere in specific schools, including elementary schools, and making changes to schedules. The FHA also confirmed several Surrey schools had exposures to the variant and that rapid testing was ongoing for students and staff. A rapid test will indicate whether someone contracted COVID-19 as well as a variant, although another test, which takes longer to get results, is required to indicate exactly which variant is involved. The FHA noted no one else appeared to have contracted the variant at Hellings and that COVID-19 transmissions remains low in schools due to “robust” safety plans. The health region also said it is proactively implementing “new, aggressive actions immediately” to respond to increasing COVID-19 cases in the region, including variant cases.

They are paying to be in a premier learning environment while soaking up campus life. Instead most are locked in their bedrooms absorbing lectures on their laptops that potentially will shape the rest of their lives. The COVID-19 pandemic has had a significant impact on postsecondary students. There has been no in-person learning since last March and it will certainly remain that way until at least next fall. Some Delta university students recently reached out to the Optimist to share their experience and frustration as they attempt to work towards their degrees. Here’s what they had to say: Rebecca Spencer/4th year political science student UBC As a political science student who wants to be high school teacher, the Zoom platform is not delivering the same in-person experience for Spencer. “With political science there are debates between classmates and discussions. Especially now as it’s a very interesting time in
politics as obviously there is a lot happening. Zoom isn’t very conducive to that because you can’t really see your whole class at once or have the back-and-forth banter as much,” she explained. To reduce online overload, Spencer is taking three courses per semester which will extend her time in school. It should at least mean graduating on campus. Arshia Shad/4th year Faculty of Science microbiology and immunology UBC Through UBC’s Science Co-op program, Shad was about to step away from his studies for a research position with the BC Cancer Research Institute when the pandemic struck. “The position kept getting delayed over and over until the end of July when I finally started working,” said Shad. “It’s definitely been a different work experience. I see very few of my coworkers outside of lab meetings.” Shad says he is fortunate he will get full credits for his pandemic shortened Co-op experience that will conclude in April. It’s then back to courses in September and working towards his degrees.
“The big issue for me is everything being up in the air with lab classes next September. My fourth term is very lab intensive,” added Shad. Angela Vannatter/2020 Communication graduate Simon Fraser University It was a good thing Vannatter had a few moments to step away from her new job or she would have missed her graduation ceremony. “It was a virtual ceremony with no students where they just read the names and went through the whole class. I watched it while at work,” she said. “I feel like university institutions really tried to glamorize the graduation process to justify the money. No value was offered when that was taken away from us.” When the pandemic closed SFU’s downtown campus in March, Vannatter decided to stick to her original plan which was continue online classes through the spring and summer and graduate in August. She was surprised she was still being charged for a U-Pass and student recreation fees when she was never returning to campus. “I thought I could just opt out
from all the fees and the U-Pass. There was no justification of the value exchange,” she said. Maya Sato-Klemm/4th year UBC majoring in kinesiology and minor in biology Sato-Klemm says her online learning experience has not only been a challenge, but has resulted in extra work too. “It’s just a bunch of little things as the professors are trying make up for not being in person,” she said. “You’re now having to do things little here in there to keep up with the classes all the time. Before you could focus on one course and prioritize it. Personally for me I find it way more difficult.” Learning from home has been no easy task either. Sato-Klemm is part of a large family and her dad also teaches drums in the Ladner home. “I have younger siblings so our house is kind of a gong show,” she laughed. “Before the pandemic I didn’t even have a desk in my room. New LED lighting installed in Massey Tunnel KIRSTEN CLARKE

New LED lighting has been installed in the Massey Tunnel – part of a $19-million contract to improve brightness and visibility in the aging crossing. According to the Ministry of Transportation and Infrastructure, the existing lights on the tunnel’s walls and ceiling were converted to LEDS and were first activated in the northbound tunnel last week. Lights in the southbound tunnel should be converted to LEDs by March 2. The work also includes improving tunnel drainage to prevent ice buildup and water from pooling at the entrances, as well as upgrading the fire safety and electricals system and ventilation, according to the ministry. painting on Highway 99, between Steveston Highway and the Highway 17 interchange, was completed in November 2019. The $19 million contract was itself part of a larger, $40-million suite of interim safety and reliability improvements for the tunnel, until it’s replaced with a new crossing. The provincial government has yet to decide on what form the new crossing will take, however, the business case for the replacement was delivered to the Minister of Transportation in late December. The business case – which won’t be made public until a decision is made – outlines two short-listed options: an eight-lane bridge and an eight-lane immersed tube tunnel. It also identifies poten-
tial corridor improvements to help ease traffic congestion and improve safety, public transit and cycling prior to completing the preferred crossing, the ministry told the Richmond News in a statement. “The Massey tunnel replacement is a key priority for government and we are working hard to build the right project for the region,” the ministry said. Currently, the provincial government is reviewing the business case with Indigenous rights holders, the federal government, mayors and key stakeholders. The province previously promised that business case would be made public last fall. The eight-lane immersed tube tunnel option was endorsed by Metro Vancouver’s mayors in 2019.

Delta crime stats show decline in some areas IAN JACQUES

Police in Delta found key crime and safety trend numbers had returned to typical levels in many areas, but the pandemic definitely had an impact on overall stats for the year. In a release of final quarter statistics this week, Delta police say violent crime was down 18 per cent in 2020, versus 2019, reversing a multi-year trend where these type of offences had been on the upswing. However, in the final quarter of the year, the number of persons or violent offences was nearly the same as the previous year, with 170 offences noted by police, compared to 172 in the same time in 2019. This category of offence includes assaults, domestic assaults, robberies, arson, etc. “Our officers were very busy in the second half of 2020, addressing a growing number of mental health related complaints, as well as dealing with troubled youths acting out in a variety of ways,” said Deputy Chief Harj Sidhu. “I believe some of the proactive work done by our officers helped to keep overall violent crime or persons offences down.” Commercial break and enters were up six per cent overall in 2020, to 135 offences versus 127 in 2019. The same upward trend was noted in the final quarter of 2020. On the other hand, residential break and enters moved in the opposite direction, down 21 per cent overall for the
year with 147 instances compared to 185 in 2019. In the fourth quarter those numbers remained steadfastly down, with just 34 noted compared to 45 for the same time last year. “The decrease in this type of crime shows how much break and enters are a crime of opportunity,” added Sidhu. “With greater numbers of people staying at home, there were fewer opportunities for thieves who typically target properties whose residents are away – either for a few hours or days.” Instances of thefts from autos did not fare as positively, with 772 noted for the year compared to 689 in 2019, up 12 per cent. There was a spike in the fourth quarter, with 185 offences noted, compared to 137 last year. DPD say they are keeping a close eye on this category of offences, upping patrols and working with residents to encourage people not to leave anything of value in their vehicles, including spare change and sunglasses. Residents are also advised to lock their vehicles, as “smash and grabs” are not common within Delta – instead thieves more commonly try door handles, and rummage through unlocked vehicles. A reduction in collisions was another success story of 2020, according to DPD, with the number of collisions reported down 18 per cent to 943 compared to 1,149 in 2019. Other optional questions will ask more details about the odour, but keep in mind this information will be shown on the public map. Those questions allow app users to report a description of the odour — for example, whether it’s akin to chemical, decaying animal or fishy smells — as well as any symptoms they might be experiencing, like dizziness, headaches, or sinus congestion. While submitting a report, you can also tell researchers if you’ve taken any specific actions in response to the smell, from closing windows and doors to heading home from an outdoor run early. The app also offers users the option to answer questions about themselves. In contrast, that information will be kept private from everyone except UBC researchers, and will not be shown on the public map. The next step is to click the “submit” button to finalize your report, but it’s worth noting that there is no way to delete an odour report after it has been submitted. VOLUNTEERS NEEDED
Delta residents now have a new option if they smell something rotten in their neighbourhood. A team of researchers from the University of British Columbia (UBC) recently launched a public web application called Smell Vancouver — or SmellVan, for short — that’s designed to track reports of odours throughout the greater Vancouver area. The app was developed as part of a new research project that’s investigating odours and their potential health effects. It allows anyone to submit a report of an odour, from the mildly unpleasant to the downright pungent, using the app’s map. All reports are anonymous and will be publicly viewable on the map. So, how does the SmellVan app work? If you’re walking down the street when an odd or unexpected scent suddenly assaults your nostrils, you can pull out your phone and head straight to the app’s submission form to mark your location on the map. From there, the app will prompt you to pick ratings for the strength and offensiveness of the odour, ranging from low to moderate+ for the strength and from one (mildly) to five (extremely) when it comes to offen-

Delta school board, BCTF want FSA tests eliminated SANDOR GYARMATI

Now, especially, Delta schools should be putting off having their students write the standardized Foundation Skills Assessment (FSA) tests. That’s what B.C. Teachers’ Federation president Teri Mooring is telling parents in the province in an open letter, saying the upcoming tests take time away from meaningful teaching and learning, create needless stress and anxiety and the results are used to inappropriately rank schools. The FSA is an annual province-wide assessment of all B.C. students’ academic skills in grades 4 and 7. Asking parents to exercise their right to withdraw their children from writing the tests, Mooring said school districts and administrators
have come under intensified pressure from the Ministry of Education to boost participation rates, often against the wishes of parents and caregivers. “There was nothing normal about the last school year or the one we are currently in. Teachers, students, and families have been forced to constantly adjust to changing rules and conditions,” she said in the open letter to parents. “It has been tough on everyone. We shouldn’t be adding to the issues and challenges our students and teachers are facing. With everything going on, we believe students’ physical, mental, and emotional health should come before data collection. “A global pandemic is no time to force young students to take a stressful standardized test on shared computers when very little benefit, if any
at all, ever comes from the results. In addition, the FSAs are not a reliable measurement of individual progress.” The pandemic is impacting students and families in many different ways and some families have experienced personal loss while others are experiencing economic hardship, wrote Mooring, noting that, as a consequence, data from the standardized test will be skewed, flawed, and of no use to teachers. She added if parents are concerned about how their children are doing in school, they are encouraged to talk to their classroom teachers. The Delta school board has also questioned the effectiveness of the tests, also noting the FSA data is being misconstrued by a third party in the Fraser Institute for a controversial annual ranking of B.C. schools.

ormally at this time of the year we would be showcasing photos and stories from another successful Pink Shirt Day and Battle of the Badges hockey game between Delta Fire and Delta Police and celebrating diversity, inclusion and anti-bullying. But, sadly, as has been the case with pretty well every event in the past year, the game and all the in-person festivities including a packed Sungod Arena with elementary school students, did not happen because of the COVID-19 pandemic. But this didn’t stop the City of Delta, police, fire and school district from producing a Pink Shirt Day video and promoting the messages around Pink Shirt Day. While I applaud all of the efforts from everyone involved in sharing all these important messages, we all need to be doing a lot more to spread these messages in our community. In the past year, I have noticed more and more that civility – especially online – has gone out the window. Many seem to think that they can say whatever they want on Facebook groups including the Optimist Facebook page without any sense of accountability. Don’t get me wrong, I’m all for a good debate. I love engaging with my friends, family, coworkers and our readers in a lively discussion on various topics be they are local, provincial or international news and events. A frank exchange of different ideas and perspectives is healthy to move a discussion forward and offer up another way at looking at things. I totally encourage this, but when the tone of the conversation turns toxic, resorts to name calling and in my view on-line bullying, then that is not okay. When we as a community are trying to teach the next generation about the importance of diversity and inclusion and we can’t even have civil and open discussions ourselves, then what kind of message are we truly sending?
The art of entertaining has become a distant memory
M
y parents are downsizing and that means purging. The first thing my mother and I tackled was her cookbook collection. I came across, The Gourmet 8, published in 1969 by a group of women dedicated to gourmet cooking and a high standard of entertaining. It would be the precursor to Diane Clement’s successful series Chef on the Run. Flipping through the pages made me nostalgic. I couldn’t remember the last time I hosted a party, was it Christmas 2019? I love to entertain and it’s been so long, I miss it. When we can open our homes again I’ll need to get my mojo back, so I turned to the Gourmet 8 for some advice. “The key to being successful, is a confident and a wellorganized hostess.” Hum I thought, that’s going to take some work. COVID-19 times have meant cooking for two and organizing the take out menus. When planning a guest list they suggest, “Vary the personalities in order to avoid the monotony of seeing the same old faces.”

This will not be a problem since I haven’t seen the same old faces except on a computer screen for over a year. Any new personalities will do, I’m not fussy anymore. “Two weeks before the party check your liquor supply.” This is where my hostess skills continue to excel as my pantry is always stocked with pandemic essentials, like endless wine and port. They advise, “To avoid being over obsessed with cleaning, remember the guests are not on a house inspection tour, they are there to enjoy fine cuisine and stimulating conversation.” Not a problem, my house hasn’t been cleaned properly in a year since no one has come to see it. “Mix the couples when
arranging a sit down affair to make the conversation more versatile.” Considering how many marriages are on the rocks right now, mixing couples might encourage some playful flirting. This will be fun. The Gourmet 8 sets out a dinner party schedule, cocktails and appetizers at 8 p.m. Dinner served at 9 p.m., followed by dessert and liqueurs at 10:30 p.m. This may be a problem because by 10 p.m. I’m in my jammies ready for bed. Must train for this. They encourage hostesses, “To learn to be daring, and to be different.” See liquor supply for the courage to fulfill that suggestion. “Careful timing is essential like a director timing a play, every minute is important.” That’s a recommendation for most things in life, especially during these tough COVID times. Take note ladies and gentlemen our homes will be open for business again soon, so get ready. Stop this flawed project
Editor: Re: Turning off pause button for Port of Vancouver’s Delta expansion (Optimist, Jan. 11) The juxtaposition of the above title and information in the article once again gives me pause. That’s because it states that the federal government’s review of the Port Authority’s Terminal 2 expansion application was paused last August when the Minister of Environment and Climate change asked for additional important information (like mitigation measures for biofilm and effects to migratory birds and Indigenous peoples). The Port responded it would provide the requested information by this summer — nearly a year later! Not exactly
rushing to turn off that pause button… What the article doesn’t mention is that the Port Authority itself asked for the pause from the government (https://www.ceaa-acee. gc.ca/050/documents/ p80054/135882E.pdf). All of this is entirely in keeping with their previous actions. A quick perusal of their Procurement Updates web page shows that in December 2019, they stated that they will start procurement late in 2020. In June 2020, they stated that procurement would start early in 2021. Now in January 2021, they state that procurement won’t start until early 2022. So, every six months their procurement timelines slip by a year. Is this procurement following in the foot-
steps of the previous one conducted for this same project between 2016 and 2019, which slipped and slipped before failing? Unfortunately, project timelines are not the only thing the Port is getting wrong. The first project costs released in 2013, claimed it would cost ~$2.4 billion. These costs have kept increasingly inflating with various approaches to procurement. The most recent estimates have almost doubled the original costs to $3.5 billion. With such a cost the T2 project will certainly need to be subsidized and never be profitable. Forget the pause button, it’s time to push the stop button on this flawed project. Patty Bossort
Editor: Re: Let’s keep the swamp for all users (Optimist, letters, Feb. 11). Yes, Mr. Loh, we should “share” the Ladner swamp and similar areas, but why does
your ‘sharing’ include killing the wild users? You speak of your tradition of hunting. Well, the animals you kill have their tradition: life, which you snuff out. Fair? Sharing? No. Wildlife is having a hard enough
time surviving around here without being shot dead. Why don’t you take up a pastime that spares life? Shooting with a camera instead of a weapon would do the trick. Greg J. Edwards

Letter made false and misleading statements Editor: I am writing to respond to the letter from Mr. Dunnett (Optimist, Feb. 16) and correct the incorrect claims he makes in his letter. Mr. Dunnett states that Mayor Harvie was criticized for the way he handled a file as the former City Manager of Delta. What Mr. Dunnett neglects to write is that Mayor Harvie was criticized by his opponents during his election campaign. The partisan attacks in question were later discredited with on the record proof from council meetings on Oct. 2, 2017, and Nov. 6, 2017. Mr. Dunnett claims that Harvie is voluntarily appointed to the Delta Police Board. This is not true. All municipal police boards in the Province of British Columbia consist of the local mayor, who sits as the chair, one board member appointed by the municipal coun-
cil, and seven members appointed by the provincial government. As such, the mayor is mandated to sit as the chair of the police board and is not appointed to such position. Mr. Dunnett claims that Mayor Harvie can resign his position on the Delta Police Board. As stated above, Harvie is mandated to be chair of the Police Board and is therefore unable to resign from such position. As the province is currently reviewing the Police Act, it is completely appropriate for a sitting mayor to provide feedback on the police board governance structure. Mr. Dunnett asks if Harvie was aware of the amount expensed by the Delta Police (not the Police Board) for a PR contract. Harvie has already stated that the police board does not vote on expenses below $50,000. Tyson Schofield

Characterization is wrong Editor: I am saddened by the letter from Mr. Filippov (Optimist, letters, Feb. 18) which characterizes our government as “bloodthirsty” and seeking to “impose its power” on supporters of the Ladner hospice. Mr. Filippov implies that those who respect
Canada’s laws must want to convert the hospice into “a place of killing not caring.” If Canadian taxes funded the construction, and funds ongoing operation of the hospice, it is proper that those in its care should have access to all services and end of life options available under
Canadian law. Since June 2016, this includes physician assisted suicide (or medical assistance in dying). If Mr. Filippov personally owns and operates the hospice, I apologize for my letter, but hope that I will finish my time someplace else. Brian Redway

A solution for more safety along trails
The following letter was sent to Delta council and copied to the Optimist It’s a major problem for people who are hard of hearing when bikes pass close by on the Centennial Beach trails. Handicapped people can’t hear warning bells and are unaware of fast moving bicycles approaching from behind, and it’s just as bad for elderly folks. They can easily swagger
into the path of a reckless biker who assumes that all are aware of them approaching. (I am deaf in one ear and over 80 years of age, so I’m talking from experience when I say that walking on the present trail system is a frightening and dangerous experience). Solution: have all walkways or trails designated as opposing direction usage. This way bikes and pedestrians approach-
ing each other could see oncoming traffic and avoid a collision. All it would take is proper signage and an advertised awareness program to address this problem and as a bonus. . . it would be a heck of lot cheaper to designate the trails as “opposing direction usage” rather than twinning them to separate cyclists from pedestrians. Editor: Re: Beach Grove development revision by developer. Further to the Optimist article Feb. 4 and Zen16’s invitation for feedback: the changes are very few and of little consequence. The two “view corridors” provide next to nil view of the course. Driving at 30 km/h the “view” lasts eight tenths of one second. Not forgetting there is landscaping in the way. The units have been set back one metre, again with little relief from the impact of the unwanted
development – unwanted because there is no pressing need for it. There are no shortage of suitable housing with the massive Southlands development ongoing nearby. Unwanted because there are no townhouse developments below 57th St. If allowed it would be the thin end of a wedge. Unwanted because Beach Grove is a unique community of cottages and single-family dwellings. The open views of the golf course are vital in maintaining this uniqueness.
Beach Grove Golf Course have openly stated that they are “absolutely not going broke,” are “currently managing their debt” and “are seeing an uptick in golf and new memberships.” To satisfy a private companies self-imposed debt does not seem to be a good enough reason to approve this development. A similar proposal in Vancouver of parts of golf courses being turned over to housing was shot down in flames by the general public. Once green space is taken over, it’s gone forever. Gordon Sykes

More on this Massey legacy Editor: Would like to make comment on your article regarding Historical Ladner Harbour site on the market (Optimist, Feb. 4). This being the first car ferry landing that went from this very site from Ladner to Woodward’s Landing in Richmond was built in 1913. For your information the building shown was built by George Massey in 1936 when he first migrated to Ladner.
George Massey received permission to build right over the top of former Ferry landing approach. This is the same George Massey that pursued the construction a better crossing from the time he arrived in Ladner and some 23 years later, is known today as the George Massey Tunnel The centre peaked section of the building was built first, then the two wings were added in the 40’s.
He used the former ferry loading ramp to build a boat haul out marine ways. I have pictures showing that ferry ramp with fish boats on it. Together with my father, mother and my children we operated a marine haul out, repair and marine supply business from this site for over 60 years Hope this information is of some value. Delta seeks funding for major dike upgrade in Ladner SANDOR GYARMATI

The City of Delta is hoping to land major federal dollars to construct dike improvements along Boundary Bay in Ladner. A grant application has been submitted to the Investing in Canada Infrastructure Program’s COVID-19 Resilience Infrastructure Stream’s Adaptation, Resilience and Disaster Mitigation Program for funding for the improvements. The grant provides up to $10 million for projects which must begin construction no later than Sept. 30, 2021. The project costs are 80 per cent funded by the Government of Canada and 20 per cent funded by the Province of B.C. If successful, the major project would see upgrades from the area around 72nd St. all the way to just past 112th St. The city has applied for the maximum amount of money in order to raise the dike elevation to the 2050 flood design level of 4.1 metres and implement seismic improvements along the Boundary Bay dike. Delta’s Flood Management Strategy identifies a number of
locations for possible dike upgrading over the next decade. With climate change, sea level rise is a significant threat for the lowlands of Delta, especially along Boundary Bay, according to a City of Delta staff report, adding the existing coastal dikes are at an elevation of 3.5 metres and currently do not adhere to the province’s seismic guidelines. Council last fall also agreed to apply for funding through the Community Emergency Preparedness Fund, provided by the B.C. government to the Union of BC Municipalities. It’s a $31-million pot of money to support disaster planning, response and recovery. Delta applied for several streams of funding that are available including one for flood risk assessment, flood planning and flood mitigation planning. A maximum of $150,000 is available to successful applicants for that stream. City staff note it’s to ensure Delta has accurate knowledge of the city’s flood hazards and to develop effective strategies to mitigate and prepare for associated risks. However, Coun. Lois

Jackson told the Optimist she believes the time for studies is over. While the city has been successful in securing senior government dollars for various projects in the last few years, the city and other communi-
ties at risk of flooding need to secure a commitment for a muchneeded long-term plan to upgrade the dike system. Saying many studies have already been undertaken and there’s a clear picture of the risk,
as well as what needs to be done, Jackson noted the bill will end up in the hundreds of millions and perhaps billions. A report to council two years ago noted the goal by 2050 is to raise the dikes in a phased project that will
take years to complete. The report states preliminary cost estimates for the first phase indicate that dike upgrades to 2050 could cost more than $350 million, excluding extensive seismic upgrading.

The City of Delta will be imposing a new development fee to help fund new parks and recreation amenities. Council has approved the creation of a parks, recreation and culture community amenity contribution reserve for recreation facilities, com-
munity centres, indoor sports centres, sport field upgrades, field houses and other community amenities to be determined at council’s discretion. Council also decided to include library facilities on the list. The fee structures includes a $1,000 charge per unit for multi-unit and/or mixed-use devel-
opments that involve rezoning or the creation of three or more units or lots. There’s also a target of 25 per cent of a socalled land lift, which is the additional land value arising from development, for large, complex projects including those that involve an Official Community Plan amendment, a development more than six storeys,
large industrial projects, master planned communities, multi-phased developments or other projects considered to have significant impacts to the community. Council will still retain the ability to negotiate in-kind contributions or another “suitable package of different amenities tailored to a specific project.” Other developments
such as non-profit housing and industrial proposals consistent with the OCP are exempt, as well as single-detached residential, duplex or infill projects that result in the creation of less than three new lots. Purpose-built rental apartments or townhouses are also exempt, however, projects involving six or more storeys may require the provision of common on site amenities, such as recreational, social or other facilities above the minimum zoning requirements for building residents. There’s also an exempt
area for Ladner Village. City manager Sean McGill said the new fund is not aimed at buying land but the city is always looking for opportunities to add additional space to parks. Council has also approved a motion for the city to review Delta’s current development cost charges. The review will include an analysis of what other municipalities are charging for certain construction projects and could lead to a reduction or waiving of DCC’s in certain instances.

It’s good news for electric vehicle owners in Delta looking for a place to charge. City council recently approved a staff recommendation to install 10 new dual-point Level 2 (240 volt) electric vehicle charging stations throughout the community, part of the city’s new target for reducing greenhouse gas emissions. Using a grant received from the federal government last year, the city will add an additional charging station at the Ladner Pioneer Library, Tilbury Ice, city hall and the new North Delta track. Two dual-point stations will be added at the North Delta Recreation Centre, the Sungod
Recreation Centre and Dugald Morrison Park. A staff report notes there are a number of privately-owned Level 2 charging stations located in commercial areas available to the public which along with the publicly owned stations can be found at: www. plugshare.com. Delta has installed Level 2 stations for public use at South Delta Recreation Centre, Ladner Leisure Centre, Sungod Recreation Centre, North Delta Recreation Centre and the North Delta Centre for the Arts. Other government agencies operate public Level 2 stations at Boundary Bay Regional Park, Annacis Research Centre, Delta Hospital and the Alaksen National Wildlife Refuge.
BC Hydro operates a DC Fast Charge station at the South Delta Recreation Centre. “At this time, Deltaowned stations are free for public use with a maximum two-hour usage time. The intention of providing free public charging, on a temporary basis, is to encourage the adoption of electric vehicles,” the report notes. “However, the stations have the capacity to collect fees in the future as determined by council. Staff are monitoring usage at Delta’s charging stations and will report back to council with further details and recommendations for a fee structure that aligns with other municipalities in the region, as contemplated by the Electric Vehicle Strategy adopted by council in 2020.”

This reminds me of a post I read on Facebook. “Kenyan runner Abel Mutai was only a few meters from the finish line, but got confused with the signs and stopped, thinking he had finished the race. Ivan Fernandez, was right behind him and realizing what was going on, started shouting to the Kenyan to keep running. Mutai did not know Spanish and did not understand. Realizing what was going on, Fernandez pushed Mutai to victory. Post-race, a reporter asked Ivan, “Why did you do this?” Ivan replied, “My dream is that one day we can have some sort of community life where we push ourselves and also others to win.” The reporter insisted and asked again, “But you

Application for Foundation Scholarships Jamie Thomson continues pandemic tribute in his Beach Grove neighbourhood now open Delta Hospital and Community Health Foundation (DHCH Foundation) is proud to support deserving Delta students pursuing a postsecondary education. Each year, the Foundation awards two scholarships of $1,500 each - Robert T. Reynolds Memorial and DHCH Foundation Scholarship. They are currently accepting applications for Delta students graduating in 2021. The deadline is April 30 and students can obtain the application from their school or on the Foundation’s website at: dhchfoundation.ca. In 2020, Delta Hospital and Community Health Foundation chose two students with exceptional academic achievements. The Robert T. Reynolds Memorial Scholarship was offered to Delta Secondary student, Brennan Katsube who was chosen for excellence in academics and admirable contributions to his school as a first responder. He is very active in his community as a soccer coach and volunteer for the City of Delta’s annual events. The 2020 Delta Hospital and Community Health Foundation Scholarship was awarded to Amit Sharma of Seaquam Secondary School. Sharma dedicated an impressive number of hours volunteering at BC Children’s Hospital while maintaining an excellent academic GPA. “On behalf of the Foundation board and staff, I congratulate both Brennan and Amit on receiving these scholarships and wish them much success in the future,” said executive director Lisa Hoglund.

Jamie Thomson continues to honour frontline workers and entertain his Beach Grove neighborhood at the same time. It was nearly a year ago that the Delta Police Pipe Band member began a nightly tribute on his bagpipes as the COVID19 pandemic dramatically changed our lives. He is now closing in on 200 performances in what has evolved into somewhat of a neighborhood event. Thomson typically starts at his front door and performs his way down to the street where his routine concludes by raising his pipes in the air and delivering his own personal war cry “kill the virus.” Each performance is livestreamed on Facebook by his wife Christine. “People started coming onto the street because I think they wanted an escape from the COVID catastrophe,” explained Thomson. “Kids then got into the act by buzzing up and down the street on their bikes. There are a couple of real stalwart neighbors that we chat away with and sometimes do the odd ceremony with a beer too.” Thomson has adjusted his schedule since the pandemic started. He moved his performances up 30 minutes to accommodate children getting

(with the pandemic) that’s when I will stop,” he said. “I have really enjoyed doing this and raising a few spirits as well. It’s been good practice for me too.” Thomson is continuing a tradition. His pipes have been part
of the family since his father was born 100 years ago. He continues weekly Zoom sessions with other Delta Pipe Band members and is looking forward to regular appearances again, post-COVID-19.

Community steps up for KinVillage Staff and residents at KinVillage are appreciative of the tremendous community outpouring it continues to receive amid the COVID-19 pandemic. The Tsawwassen seniors residence recently dealt with a couple of COVID-19 outbreaks, one that lasted 18 days in the West Court that saw five staff members test positive, while there was also a 24-day outbreak on the third floor of the south court. A total of four residents were infected and sadly two of them died. For the second time since the pandemic led to the initial lockdown 11 months ago, South Delta Baptist Church delivered personal cards to the residents. In addition, $1,000 was raised towards
each staff member to receive a large pizza from Madhouse Pizza. The Tsawwassen eatery contributed towards the costs with a discounted deal, while KinVillage also chipped in. “We are very grateful for South Delta Baptist Church’s support during the pandemic and Madhouse Pizza for their generosity in providing a pizza to each of our staff to pick-up after a long day of work,” said KinVillage executive assistant Sue Satterthwaite. Students from Pebble Hill Traditional School also ensured it would be a special Valentine’s Day as more than 100 hand-made Valentine’s Day cards were delivered to the residents to let them know they are in the students’ thoughts during these unprecedented times.

The City of Delta wants to provide even more support for volunteers who drive cancer patients to their appointments. Council last week granted the Volunteer Cancer Driver Society’s request for a $5,000 grant, the third year council has provided such funding. In addition, council agreed to ask the society what other ways the city can help the society, including potentially additional funding. In a letter to council, society executive vice-president George McAffer said the organization had to suspend service for three months in 2020 due to COVID-19, but resumed in June utilizing a comprehensive infection prevention and control policy to ensure

the safety of both patients and drivers. “While our service now looks and feels different, we remain dedicated to our sole objective - free transportation for cancer patients in need to their appointments, safely, on time, with compassion and understanding,” he said. He explained that their average cost for a ride in the Delta area is $19.87 and varies depending on the location of the patient’s treatment centre. The society anticipates that in 2021 they will provide 1,550 rides, volunteers will drive 47,500 km using their own vehicles and contribute 2,050 hours of their time. The pandemic presented the society with significant operational challenges and has imposed unprecedented pressure on the giving community, the source of
all their funding, he added. “We are fortunate that the municipal governments in the 15 communities we serve recognize the need for our service and are continuing with their support,” said McAffer. The society notes many of the patients are elderly, frail and sick with scarce financial resources and limited support systems, and public transportation is not an option. The society also notes it currently has 150 drivers with seven dispatchers and several associates in the region, taking patients to 15 treatment facilities throughout the Lower Mainland. He joins three of his former LMBA teammates – Boston Warkentin (University of Washington), Ryan McCarthy (Centralia Community College) and Noah Thomas (Centralia Community College) – headed to American schools for the next chapter of their baseball careers. It’s an impressive feat given there was little baseball played in 2020 due to the COVID-19 pandemic. Like his friends, Bach had to go a more unconventional route to get the attention of college scouts. “With no baseball being played it was a little harder to stand out,” said the Grade 12 Vancouver College student. “It just shows the importance of online recruiting. Without it, this wouldn’t have been possible. I have to thank all those online highlight videos and the people that recorded me along the way. It definitely came in handy at a weird time like this.”
Saint Xavier first reached out to Bach last March and the interest and dialog increased from there. The pandemic prevented him from making an official visit to the school but he was already familiar with the Chicago area. That came from a trip a few years back on a travel team organized by his coach at the time, Cam Frick of the Delta Bantam Prep Tigers. “That was a great trip and great memories,” he continued. “It definitely was a key factor having been to the city already and knowing what it is all about. Now I have the opportunity to go back and live there a few years.” Bach initially stepped behind the plate during his early years with Ladner Minor and he has remained there since, playing on all-star summer teams, the Tigers and now the BC Premier Baseball League’s White Rock Tritons. “Slowly I began to learn to love it with plenty of bumps and bruises along the way,” he laughed. “For me it was a switch I had to turn off at one point. It’s definitely not an in-coded DNA to put your body in front of a hard moving object. Definitely adjustments needed to be made along the way. I have had to match the increasing (pitching) skill level for sure.” Bach praised the Tritons coaching staff and others for helping him take his

Emma Lee is heading to Ontario for the next chapter of her hockey career. The South Delta forward has signed with Sault College for the 2021/22 season. The Cougars play at the Division 2 level of American Collegiate Hockey Association which provides a steady diet of NCAA opponents. Lee came through South Delta Minor Hockey’s girls program before taking her game to the Delta Hockey Academy where the Grade 12 forward is currently a member of the Wild’s U18 Prep team. Last season she was invited to Team China’s U18 training camp. With an impressive 3.7 GPA, the honour roll student plans on being enrolling in the Fish and Wildlife Program at the Sault Saint Marie campus where she one of the first B.C. recruits for the women’s hockey team. “My personal goal is to be the best that I can be, to work hard at everything I do and my ultimate dream is to play hockey in the Olympics,” said Lee. “I love animals and I would like to work with animals in my future career after hockey.”

WESTLAKE, Mona L. June 22, 1923 − February 19, 2021 Farewell to a Very Special Woman: Mona Louise (McLeod) Westlake. It is with much sadness that we announce the passing of our beloved Mother, Nana and Great Grandmother. Mona passed away peacefully on February 19, 2021, of natural causes, at the age of 97. She was predeceased by her loving husband, Bill in 1995 and her brother, Malcolm. She was a wonderful sister to Vera Rome and sister−in−law, Marg Westlake. She gave unlimited love to her six children − Gail, Diane (Norm), Carol (Peter), Ron (Marilyn), Doug (Ann), and Patti (Dave); 11 grandchildren, Kimberlee, Ryan, Bryson, Matt, Troy, Krystle, Danielle, Taylor, Spencer, Kelli, and Keagan; and 17 great−grandchildren. Mona was born in Vancouver and grew up in Steveston. She particularly enjoyed those early years cycling to Point Roberts to meet up with her cousins. Their families were some of the first few to build cabins along South Beach. Mona married her soul mate, Bill, in 1945 and they soon started their family. Bill’s work in the construction of logging roads took them to many isolated locations in the province, eventually settling in Port Alberni. In 1961 the family moved to North Burnaby then Mona and Bill finally retired to Ladner. On Bill’s passing, she moved to Crescent Downs and lived independently until 2018 when she made her final home at Delta View Care Home. Mona was very close to her family, extended family and many friends. She is remembered for her kind and endearing nature. She was easy to talk to; she enjoyed the many visitors who dropped in and offered them her exceptional baking and her table of treats. Her door was always open! She loved to knit, travel and host her annual family Christmas party. Her favourite place was being with the family at Point Roberts where she would relax, swim, read, walk on the sandbar, collect agates and play cards. Mona will be forever loved and remembered in the hearts of her family and friends. Very special thanks to the staff in Heather Point at Delta View Care Home for their wonderful care during Mona’s stay. A celebration of Mona’s life will be held at a later date when restrictions permit.
On Friday, February 12, 2021, Allan Kenneth Hoem passed unexpectedly at the age of 78 at Stanford Seniors Village in Parksville, British Columbia. He was predeceased by his parents John and Martha of Norway, and his brothers John (Williams Lake), Palmer (Langley) and stepbrother Bernt (Norway). He is survived by his sister Margaret (Al) of North Delta and Linda, his wife of 23 years. Al had three sons, Stephen (Dawn) of California, Darren (Devon) and Bradley (Tiffany) of Vancouver, and two stepsons, Paul of Victoria, and David (Michelle) from Vancouver. Al leaves behind eight grandchildren, each of whom he loved dearly. Al grew up in Delta, British Columbia, and was a member of the first graduating class of North Delta Senior Secondary. He earned law and commerce degrees from the University of British Columbia and practiced law as Crown Council and later as a criminal defence lawyer. Known for his unwavering work ethic and devotion to those he served, Al was widely respected among his colleagues and the judges in the courtrooms where he applied his craft. His cases would take him throughout British Columbia and across the nation as an advocate for young people in trouble. Upon his retirement, Al was recognized by the Law Society of British Columbia for his many contributions to the legal profession. In addition to his law practice, Al devoted significant time as an amateur soccer coach and enriched the lives of many youth participating in the Tsawwassen Soccer Club. In 1992, Al met Linda on a blind date. He finally found the golf partner he had always dreamed of teaming up with. The pair would soon embark on countless golf adventures and would later get married in Ladner, British Columbia, in 1997. When off the course, Al was a close friend to many and an outgoing neighbour in each community he resided in. Al and Linda became avid travellers in retirement, reaching the waters of his parents’ homeland in Norway and also later marvelling at the engineering feats at the Panama Canal. Al was special to many with his bountiful stories, quick wit, sage advice and captivating smile. He was always willing to lend a hand, be the first on the dance floor, or make sure you had a drink in hand. Al’s warmth and acceptance of others will be missed by all who had the pleasure of knowing him. He will be greatly missed by daughters Debra Weber (Mike), Lynda Wallace (Dave), grandsons Ryan and Tyler, great-grandchildren Emil and Robin, and extended family. Bob, the second child of Bill and Kathy was born October 3, 1928 in Vancouver. He grew up in the Dunbar area and graduated from Lord Byng High School. While Bob was a young teenager he became involved with the Royal Canadian Air Cadets Squadron 111. He always spoke with enthusiasm about his time in the cadets, and especially felt fortunate to participate in a 3 week exchange trip to England during the summer of 1947. In 1945 Bob first started working at BC Tel during the summer holidays cleaning equipment in the central office. A few years later, he had the opportunity to join the antenna crew newly formed at Northwest Tel to place radio towers throughout many remote parts of BC, as microwave systems developed and expanded in the province. Although he had other fulfilling positions in engineering and outside plant construction departments during his long career at BC Tel, Bob always considered his time at North-west Tel the most rewarding. As a young man, Bob was more than fortunate to meet Doreen Ewing, a young student nurse. They were married October 19, 1951 and enjoyed 67 happy years together. They had three daughters, while living on the westside of Vancouver before moving to Victoria in 1969. In 1975, they relocated to Burnaby, before settling in Tsawwassen after Bob retired in 1986. Bob and Doreen travelled to numerous parts of the world while in their early retirement years. Bob always enjoyed planning and creating the itineraries, whether it was a road trip or vacation to a foreign country. They also kept busy working in the garden and entertaining family and friends in their Tsawwassen home, where they lived for 20 years. The next move was to a condo close to the town centre where Bob could often be found having a coffee and chatting with a group of comrades, earnest on solving all the world’s problems. Bob had a variety of interests and hobbies throughout his life: aviation and flying, assembling model airplanes, sailing, hiking, and photography. As well as being kind and compassionate with strong values, he was a man of quick wit and sense of humour with many a joke and story to tell. He loved his family, took great pride in his grandchildren, and enjoyed the companionship of many friends. Indeed, Bob had such an impact on those fortunate enough to have shared some time with him. He will forever be in our hearts.

CRAGG, Charley Charley was lost to the sea on February 11th. He leaves behind his parents Genevieve and Philip, his brother Max, partner Jennie, grandparents John and Olga, uncles Mike (Rachel) and Edo (Marie), aunt Anne (Ron), many cousins and dear friends. Charley was a mariner. He loved the ocean and everything she had to offer. His zest for life and adventure whether at sea or in the mountains was who he was to the core. He loved, he laughed, and he played. I believe it would be Charley’s wish that we all continue to set goals, seek adventure and strive to be the best that we can be; kind, positive, non-judgmental and above all, fun loving. It goes without saying, that he leaves an enormous hole in our hearts. Charley was a large man and held the world in the palm of his hand. Rest in peace, Charley. FLACH, Harry It is with sadness that we announce the loss of our dear Papa, Harry Flach. Harry passed away February 14 2021, at the age of 93 in Delta. He was predeceased by his loving wife Annie. Harry leaves behind his daughter Karen (Craig), grandson Jarrett, and his canine buddy Dodge. Harry’s siblings and family live in Germany. Harry was born in Leipzig, Germany February 1927, where he went to school and apprenticed in the electrical machinery trade. He came to England in May 1945 and Scotland in 1948, where he met Annie. They were married in Bridge of Allan, Scotland, November 1950. Harry worked at the Harland Engineering Company in Alloa, Scotland until May 1957, at which time they immigrated to Canada. Their daughter Karen was born in 1959 in Vancouver. They were blessed with a grandson, Jarrett, in 1989. Harry worked for Canadian Westinghouse from 1957 until his retirement in 1989 moving to Beach Harry enjoyed swimming Grove, Tsawwassen. (particularly in Hawaii), skiing and cycling. He loved animals, especially dogs! BARANSZKY−JOB, Ann July 13, 1931 − February 13, 2021 It is with profound sorrow that we announce the passing of Ann Baranszky−Job: beloved Mum, Grandma, sister, and friend. For all who were blessed to have her involved in their lives, her unexpected death by stroke is a shock and we will miss her terribly. Ann was predeceased by her husband, Miklos (Miki) Baranszky−Job in 2006. She leaves to mourn her two daughters, Katrina Matthews (Richard Matthews) and Susy Baranszky −Job (Doug Tennant); her grandchildren whom she loved immensely; and her brother, John Race (Janice) in England. Ann was born in Gravesend England, very small and premature and remained a very small person, but became HUGE in her energy, vitality, drive, and passion for life. Ann left England to travel the world at age 26, met Miki in Banff, and stayed here. She loved Canada, with all its opportunities for adventure: sailing, skiing, camping, gardening and being outdoors. She wrote a couple of new commandments, which she enforced on all of us − "if the weather is good, be outside" and "MOVE YOUR BODY!" as a cure for everything (she was a table tennis addict!). Ann was a hairdresser since age 15, and it served her well throughout her life in Alberta, Vancouver and Ladner ("Ann’s Mobile Haircare"). She also had a beautiful singing voice and she shared it with her churches and with those in care homes. Ann will be very missed by her wonderful boyfriend of the past 10 years, David Scott. They shared many good times together. Ann became a Christian in the 1970s and was a 100% dedicated prayer warrior. Saying that, heaven better have dogs in it, since she loved them so much. She also supported many charities and causes, and was very involved in her church, Joy Fellowship (an inclusive church for people of all abilities). A celebration of life will be held when possible, and Ann’s ashes will be scattered in our local Boundary Bay Cemetery, near Dad. Ann would be most pleased if people made donations in her memory to either Joy Fellowship Church in Vancouver, or the Fur−Bearers, a Vancouver−based anti−fur trade pro−wildlife coexistence charity.
My loving and caring wife, Jean, passed away on the morning of February 16, 2021. She leaves Bob, her husband of 63 years, children Deborah MacKinnon (Lewis), Brian (Lin) and Neil (Kimberly); grand children Nathan, Meaghan (Mike), Marcy (Craig), Adam, Ava, Tyler (Rachel), Nicholas (Paige), Noah (Brooke), and Kaitlyn; great grand children Kaylinn and Raylie, sister-in-law Camilla and many nieces and nephews. Jean was active in the Ladner United Church in the Martha and Prayer Shawl groups, Delta Hospital Auxillary, organizing carpet bowling for Extended Care and Ladner Lawn Bowling Club, a life member. Jean was born September 13, 1936 in Deep Brook, Nova Scotia. We were married close by Jean’s home in Deep Brook, NS, at the HMCS Cornwallis Church on May 18, 1957. Our honeymoon was by train to Vancouver and then to Victoria. Since then, we have made many trips from Victoria to Halifax and return. We settled in lovely Ladner in 1981, when Bob retired from the RCN and joined the Federal Civil Service. Jean was preceded in death by Mother and Father, Jean and James Johnstone; siblings Joe, Bill, James, David, John, Barbara Young and Janet Abbott.
