McKintuck named new fire Chief for Delta

A familiar face has a new role at the Delta Fire Department. Guy McKintuck, who began his career with Delta Fire & Emergency Services in 1993, has been appointed as the city’s new fire Chief. McKintuck has spent the last five years as Deputy Chief under Chief Paul Scholfield, and before that Chief Dan Copeland. The fire Chief position became available as a result of the retirement of Scholfield who served with the department for 30 years. McKintuck becomes the 10th Chief of Delta Fire & Emergency Services since 1963 when the department became a career department. “Paul had been talking to us about this for quite a while. It was not a surprise. He felt this was his time to go and has been working on a transition plan,” said McKintuck. “There was an internal posting and I was one of several who applied. Paul has been working with all of the deputy’s to coach us, allow us to do some shadowing if it was one of us who they decided to

The Fraser Health Authority (FHA) had a good start on Monday as the provincial health authority began accepting appointments for a free COVID-19 vaccine. But the same could not be said for several other health authorities, namely Vancouver Coastal Health (VCH) who had its call centres flooded with calls, with thousands not able to get through. Health Minister Adrian Dix, on Tuesday in the legislature, called out Telus Corp. for its performance facilitating the first day of COVID-19 vaccine appointments after bottlenecks hit call centres hard. “Vancouver Coastal Health was fully dependent on our call centre provider to provide services based on the contract they had signed with us and the promises they repeatedly made about being prepared. That contractor, the provider, Telus, failed us yesterday,” said Dix. “For that failure, a lot of people wasted time, and I think lost some confidence in the system — confidence that we’ll have to work hard to rebuild at every level in terms of both technical issues that affected all health authorities and staffing issues.” Dix revealed on Monday that 1.7 million calls were placed to call centres throughout the province within the first three hours of lines opening up at 7 a.m. By the end of the day, only 369 appointments were booked for the VCH region. About 82,000 British Columbians are currently eligible to book — 47,000 people 90 years old or above, and 35,000 Indigenous people 65 years or older — while 26,000 people in those eligible groups have already received at least one dose. Here in the FHA, booking can be done by calling 1-855-755-2455 or online at: www.fraserhealth.ca/vaccinebooking. The FHA is the only local health authority that rolled out an online booking platform on Monday. The remaining four health authorities were dependent on call centres. Out of the 10,000 or so appointments booked Monday, 8,722 were made through Fraser Health. Dix said Monday a province-wide online booking platform will be ready to launch April 12 as the province begins vaccinating the broader population in the coming weeks. Booking eligibility will expand to those 85 years and older by March 15, and 80 years and older by March 22. Vaccinations for elderly British Columbians begin March 29 as the province continues to prioritize vulnerable groups and frontline health-care workers for vaccinations over the next three weeks. In South Delta, the vaccination clinic will be at the Delta COVID19 testing and immunization centre located at 4470 Clarence Taylor Cres. It is open from 8:45 a.m. to 3 p.m. daily.

During a media conference call on Sunday, Dr. Victoria Lee, Fraser Health president and CEO said a clinic at the North Delta Rec. Centre would be opening in the coming weeks. “There is a Delta location in South Delta that will be available for immunizations starting on March 15. We received the concerns and suggestions that Mayor [George] Harvie highlighted from the municipality and we have been working with our partners to see if we could make one of the North Delta facilities work. We are confident that we will have the Rec. Centre in North Delta available in the coming weeks,” said Lee. “In the meantime, there are options in the Surrey area as well as South Delta.” Harvie told the Optimist, that he is pleased that a letter he sent to Fraser Health as well as Premier John Horgan last week with the message urging that a North Delta clinic be opened, was well received. “I’m glad they listened and took that into consideration,” said Harvie. “I have directed our staff to meet today (Sunday). Meanwhile, the B.C. Centre for Disease Control released its latest monthly COVID-19 map on Monday showing how many people overall in each community had contracted the virus. Delta to allow alcohol consumption in city parks SANDOR GYARMATI

People will be able to down a cold brew or sip on a nice glass of chardonnay at select City of Delta parks this year. Council on Monday unanimously approved a motion by Coun. Dylan Kruger for staff to come up with a pilot program to allow responsible drinking in certain parks
and report back at the end of the summer season. Metro Vancouver will also be asked for an opportunity to include both regional parks in Delta, coming up with designated opening and closing times as a part of the pilot project. Kruger noted the City of Port Coquitlam recently completed a successful pilot project to
allow responsible alcohol consumption in select municipal parks and has now made the change permanent. He said Port Coquitlam’s pilot program did not result in a measurable increase in complaints to that city’s bylaws department. Port Coquitlam council recently agreed to allow alcohol consumption in seven parks on a
permanent basis and also added more as a pilot. A press release from that city last month noted that an online survey conducted during the pilot project found that the vast majority of respondents had a “good” experience and wanted to see it continue. Positive feedback about the program included that it fostered a sense of community, allowed people
to gather, play games in a socially-distanced safe way and reduced feelings of isolation, according to a City of Port Coquitlam news release. Among those with concerns about the
program, general comments were about parks not being an appropriate place for drinking, as well as the potential for litter, noise, excessive drinking and inappropriate behaviour.

Mayor George Harvie last month brought forward a motion to revise the policy following revelation the police department hired the PR firm. Harvie, who chairs the police board, said he would ask council to take steps to increase transparency, adding he also looks forward to the province’s review of the Police Act which had hamstrung him not to speak out publicly about the police board’s vote at the time. The City of Delta will make a submission to the province’s Special Committee on Reforming the Police Act requesting several changes be made.

Delta council on Monday endorsed a recommendation to change the city’s purchasing policy. It is was recommendation prompted by a recent revelation the Delta Police Department hired a public relations firm last year for a fee of $42,000 to help manage the fallout from a June 2020 incident involving Chief Neil Dubord’s wife, Lorraine Dubord. Delta’s purchasing policy had previously stipulated that contracts valued under $50,000 typically did not have to go to council for approval. The revised policy includes a requirement that expenditures for external services under $50,000 that “do not represent our core services or are unique and in need of transparency
Police still seeking information on Ladner thrift shops fire Delta police continue to seek information regarding a late December fire that damaged the Delta Hospital Auxiliary Society’s thrift shop operation in Ladner Village. The suspicious blaze started in the back alley of the Delta Street strip mall in the late evening hours of Dec. 27, with much of the damage located in the former houseware shop, which had been converted into a 72-hour quarantine area for donated items due to COVID-19 safety guidelines.
Three days later, Delta police requested assistance in identifying a cargo van that was caught on a security camera in the area the night of the fire. “The investigation is still active,” said Cris Leykauf, spokesperson for Delta police. “DPD requests any other members of the public that may have witnessed the incident, or who have information and haven’t yet spoked with police to call in and speak to the investigators.” They can be reached at 604-946-4411.

Tsawwassen’s Rhiannon Bennett has been nominated for a Women of Distinction Award. The 38th annual awards, presented by YWCA Metro Vancouver, announced its nominees on Monday. Bennett has been nominated in the Reconciliation in Action category. According to the awards bio, Bennett (Musqueam), is CEO of Hummingbirds Rising, which helps non-Indigenous Canadians develop skills, compassions and abilities to recognize and change systems and practices needed to play an active and meaningful part in Decolonization. She was a founding member of Feminists Deliver, holding the international Women Deliver conference accountable for arriving in B.C. and ignoring issues that pertain to local women and
children and its connections to the global disparities that women and children face. She was the first Indigenous woman elected to the Delta Board of Education, is on the Kwantlen Polytechnic University’s board of governors and is a core member of Delta’s Organizing Against Racism and Hate Committee. Musqueam Leadership also recognized her for her work on Canoe Revitalization in the community. The YWCA Women of Distinction Awards honour individuals and organizations whose outstanding activities and achievements contribute to the well-being and future of our communities. The Women of Distinction Awards is also the YWCA’s signature fundraising event. In addition to the 12 nomination categories, the individual nominees are eligible for the Connecting the

Delta police have made an arrest in connection to a stolen wheelchair hoist from a parkade in Ladner that made headlines in mid-December. DPD said in a March 4 press release that a suspect was identified and then located in late February. “Officers arrested the suspect without incident, and seized a number of items believed to be evidence,” said Cris Leykauf, spokesperson for Delta Police. “They’ve (officers) since been in touch with the owner of the wheelchair hoist to inform him of this news, and I understand he was very pleased.” She said police plan to forward a number of charges in this matter to Crown for consideration. On Dec. 15, after gaining access to an underground parkade with an allegedly stolen key fob, thieves made off with a custom-made wheelchair hoist. Owners of several other vehicles in the parkade, on River Road in Delta, also reported thefts from their vehicles on the same date. The hoist was recovered about a week later in an alley in Surrey, but it had been stripped by thieves, and damaged.

fiasco. That’s the phrase I think best describes the first day, Monday, of the province’s COVID-19 vaccine appointment system. And there is plenty of blame to go around for this fiasco. First, the NDP tossed Telus Corp. under the bus Tuesday for its poor performance facilitating the some 1.7 million calls that were made in the first few hours that the call centres were open. Telus, in the eyes of the province, over promised and under delivered and Telus for its part, agreed, and took its share of the blame, saying they would do better. I have no problem with calling out Telus for their poor performance, but the NDP has its share of blame for this as well and should be held accountable. How is it that the Fraser Health Authority is the only one of the five health authorities that has an online booking option? More than 8,700 appointments were made in Fraser Health – of the nearly 10,000 appointments that were booked province-wide on Monday. Health Minister Adrian Dix said Tuesday that a province-wide booking system would be in place in all health authorities by April 12 when the broader vaccination rollouts begin. This is simply unacceptable. The province has had their plans in place for months and they couldn’t hire tech support to ensure an online option for everyone? Another month to get these systems in place is simply not good enough. There is also blame to go around for us citizens as well. About 82,000 folks in this province are eligible to book an appointment this week, so why the 1.7 million calls? It’s quite simple really, many of us can’t follow directions and chose to be selfish and tried to jump the line. The message here – wait your turn. I can only hope that in the coming days and weeks, the province and many others gets their act together. If not, then it’s going to be a much longer wait for a ‘return to normal.’
COVID is a year old, and it was all my fault
I
t was my birthday recently. As I get older, I enjoy it less and less, not only because the number is a lot higher than I want it to be, but because I have a bit of a jinx with my birthday. For some reason, bad things happen around my birthday. Maybe because it’s spring time and things are changing. I don’t know, I’m just glad to get to mid-March as quickly as possible. Beware the Ides of March? That just means March 16 is Celebration Day. If I’m going to have trouble at work, it’s at the beginning of March. A couple of years ago my Dad fell ill just after my birthday, which was the beginning of a long good-bye. I used to look forward to it, the weather improving, time to think about getting the motorcycle back on the road. I think I’m going to keep it parked a bit longer. March 11, 2020 was the day I realized how serious the pandemic was. That was the day the NBA put their season on hold and started canceling games. The NHL followed the

next day. There hadn’t been many cases at that point and I think people felt it was an overreaction. Time has proven that wrong. So, I guess you could say COVID-19 is my fault. It’s part of my birthday curse. And I’m sorry. I’m hoping this year is a bit different and that the curse is broken. After all, what could be worse? Okay, I hope I haven’t spoken too soon and we end up with the markets collapsing. It’s possible, but with the vaccines coming online faster, we may be out of this by summer. Good thing the Johnson & Johnson vac-
cine was approved the day ‘before’ my birthday. I share the day with some great people. Rob Reiner is an amazing filmmaker, I’m a huge Spinal Tap fan. David Gilmour from Pink Floyd. And Michelangelo, but he’s a lot older than me. Great company, but it’s not helping. So I’ve narrowed COVID-19 down to two – me and Justin Trudeau. Last January, he showed up after the holidays with a beard. Much was made of it in the press, but he’s had it the whole time we’ve had COVID-19. I wonder if it’s a reverse hockey thing, the longer he has it, the longer we are dealing with it. Maybe if he shaves it off, the curse will be broken. Maybe it wasn’t my fault after all. Ding ding, on your left Editor: Re: Frankie Dosen letter to the editor (Optimist, March 4) We all know that all trails in our region are seeing a greater increase in usage during this pandemic year. Just try and buy a bike, new or used, and you’ll find out that people young and old are discovering or rediscovering cycling. Subsequently, there are lots of cyclists, novice and experienced, using the local byways and trails that are shared with
pedestrians. The key word here is “shared.” As an avid cyclist, I use these trails on a daily basis, usually to access roads shared by pedestrians, cars and cyclists. Generally, my experience has been good. I ride at a reasonable speed, always announce when and on what side I am passing and thank pedestrians for giving me way. To a lesser extent but significant, I’ve experienced dogs off leash, dogs not controlled on retractable leashes,
pedestrians walking four to five abreast filling the trail and pedestrians being defiant and refusing to move to the right or left, not allowing me to pass. The solution to this “shared” problem is information and education and not limiting cyclist access to shared trails. Better signage helps but, until we embrace cycling the way the Dutch have, we’ll have irresponsible pedestrians and cyclists. Stephen E Murphy

Many lack the knowledge about MAiD
Editor: I note that you are obliging in printing readers’ letters that agree with you view vis-a-vis MAiD and Delta Hospice Society’s Irene Thomas Hospice facility. It is clear that this issue has placed a heavy burden on this community in that the issue of euthanasia has become front and centre, yet based on various points of view as expressed in certain letters, a majority of residents of this city are unaware that homicide and/ or assisted suicide are not included in the definition of palliative care, which is what the Irene Thomas Hospice facility was and is designed for. The most prominent argument put forward by several letter writers is that Delta Hospice Society has denied MAiD service at Irene Thomas Hospice and as a consequence, has denied MAiD service to all in the community who wish to pursue that avenue, yet, one letter writer points out that Delta Hospital is available where MAiD is available. By so writing that person destroys their comment and the comments of others who claim that DHS is denying MAiD
to Delta. I note, also, that one letter writer took a resident of this community to task for certain comments he used in his letter such as the word ‘ignorant.’ Ignorant is a good word as it describes rather succinctly what was stated in the letter, to wit: “lacking in knowledge or awareness.” Unfortunately, ignorant people have failed to learn the definition of this word in that they are ‘lacking in knowledge.’ As proof of the above, the letter writer’s use of the Latin word ‘sic,’ incorrectly, is further evidence that the true meaning of the word ‘ignorance’ exists. For those who are unaware of the meaning of sic, it means, simply, ‘thus’, ‘so’, ‘as such,’ or ‘in such a manner.’ It is used when writing quoted material to indicate that an incorrect or unusual spelling, phrase, punctuation, or meaning in the quote has be reproduced verbatim from the original and is not a transcription error.’ I saw no error in the words “an ignorant.” Bob Orrick

projects, costing billions of dollars that will fail and just add to congestion. $4.6 billion is being spent to extend the SkyTrain light metro lines a mere 12.8 km, yet for this amount of money, very few cars, if any, will be taken off the road. Light-metro is deemed obsolete as it has proven to be poor in attracting ridership. No one has copied Vancouver’s exclusive use of light metro. The $2.2 billion Canada Line is more of a financial tool to enrich the P-3 concessionaires, SNC Lavalin and the Quebec Caisse de dépôt. Ill built from the beginning, internationally, the Canada line is deemed a classic “White Elephant” and again, no one has
copied building a heavyrail metro as a light metro. One can go on and on, with politically inspired transportation projects, the four lane Patullo Bridge replacement, planning SkyTrain here, there and everywhere, designed solely to benefit politicians at election time. According to Delta MP Carla Qualtrough in a recent story in the Optimist, financing for the tunnel is on a holding pattern. Sure it is, until the Prime Minister calls the next election, then it will be back to shoveling taxpayer’s money off the back of a truck, using multi-billion dollar mega projects as voter magnets and it works almost every time. behind me take the sidewalk so that they can turn right in spite of those ahead of them and instead of stopping at the red light before making a right; so, yes, that old joke has become reality. Inaugural Dine Around Delta starts Friday by Delta’s Community Resilience and Economic Recovery Support Team to help stimulate economic recovery amid the COVID-19 pandemic. A mural program can not only put Ladner Village on the map, but the entire City of Delta. That’s what resident and Delta Mural Society founder Richard Mayer is saying about the possibility of having new murals painted for all three Delta communities. Still looking for additional volunteer board members and about to accept general memberships, the new society’s goal is to have a Deltawide mural program as a way to increase tourism opportunities and help local businesses. The new society is modelled after the Chemainus Festival of Murals Society, he explained. “I’ve been talking with the City of Delta and numerous people the past five years and the vision we have is a community-wide mural program. It’s to have murals that are done in a mindful, tasteful way and what the community would like to see,” he added. The local murals
would focus on the themes fishing, farming, Indigenous culture as well as nature and wildlife. One site being considered is the historic Ladner Fishermen’s Hall, which is a former train station on the historic Port Guichon wharf. Also working with the Delta Fishing Heritage Society, Mayer hopes the City of Delta will be able to host an upcoming Global Mural Conference, once it becomes a member of the Global Mural Association. South Delta artist Gary Nay last summer painted a colourful mural on a side wall of the Telus building facing 48th Avenue, a project commissioned by the city which Mayer described as a wonderful step for the village. A mural program was also among the ideas the Ladner Village Renewal Advisory Committee had put forward, saying it would add more vibrancy for Ladner Village. They’ll be right back where they started unless they work together with other communities. That’s how Mayor George Harvie summed up the lack of ‘anything’ happening when it comes to trying to get senior government to the table to come up with funding for an ongoing dredging program for the Delta river channels. During council’s discussion last month on port-related issues, Coun. Lois Jackson lamented how there’s been no action despite
lobbying efforts on the issue, saying nothing will happen at all unless the city continues to press. Harvie agreed but noted “a good plan of attack” will be to reach out to the Tsawwassen First Nation, Musqueam Indian Band as well as the City of Richmond to have a united voice to convince government to have an ongoing program. A report to council noted the final phase of an eight-year dredging program involved the removal of 6,000 cubic metres of sediment at the entrance to Deas Slough between Dec. 12, 2020 and Jan. 14, 2021. With that, $10 million
in provincial, municipal and Vancouver Fraser Port Authority funding has been fully spent. “Over the last several years, there has been a significant effort at both the staff and political level to find a long-term solution to the dredging issue. There have been numerous meetings with federal officials in Ottawa and provincial officials in Victoria, as well as meetings with ministers and staff at UBCM, resolutions and policy papers,” the report notes. “Despite this, there has been little progress made in identifying an agency to be primarily responsible for manag-
ing and funding local channel dredging. In the meantime, the natural sedimentation processes of the Fraser River are continuing and, after this year’s freshet, the local channels will have received another significant deposit of sediment.” The report adds that the latest dredging effort should ensure that the channels around Ladner remain navigable for at least two-to-three years. However, there are some specific high points, including Canoe Pass, which may become problematic sooner. Council asked staff to report back on how Delta should proceed.

The City of Delta could soon resume public consultations on a pair of proposed off-leash dog parks. A recent update to council from the parks and recreation department notes staff will soon
undertake a public consultation process for dog off-leash containment areas at Mackie Park and Pebble Hill Park. Those consultations are pending the city’s 2021 budget approval. Consultations began last year, but ceased with the removal of funding when the COVID-19 pan-
demic compelled the city to revise its financial plan. A 2020 report notes the city continues to see a strong desire in the community to develop fullservice off-leash dog compounds in the two locations, including receiving resident petitions. The two compounds would include separate

With farmers’ market season fast approaching, BC Liberal Agriculture Critic and Delta South MLA Ian Paton is urging the government to include non-food vendors at these popular events. Crafters and artisans, who produce non-food items, are not currently permitted to sell their wares at farmers’ markets due to current public health orders. While Paton says he is fully supportive of measures to keep people safe during the COVID-19 pandemic, he wonders how a farmers’ market is much different than a department or grocery store. “These types of stores have been able to operate with guidelines such as physical distancing,
mask-wearing and the provision of hand sanitizer – so why not all vendors at outdoor farmers’ markets?” said Paton. “Unless the Minister [of Agriculture] has heard otherwise, my understanding is that market organizers have been diligent in implementing the health measures needed to keep shoppers and vendors safe. It seems that we should be allowing non-food producers to sell goods like flowers, clothing, beauty products, jewelry and home décor items as they have done safely and successfully in the past.” Paton notes the pandemic has brought numerous challenges for businesses of all kinds. Luckily, farmers’ markets are one way that B.C. farmers, ranchers, fishers, producers and processors
are still able to share their food products with British Columbians who increasingly want to purchase local goods. Non-food vendors are being excluded from this opportunity, and many of them likely don’t qualify for the government’s Small to MediumSized Business Recovery Grant Program. Without support, they may be forced to close their operations for good. “Many markets also rely on non-food vendors to remain viable,” added Laura Smit, executive director of Vancouver Farmers’ Markets. “Stall fees from flower farmers and artisans offset the operating costs of farmers’ markets; without them, the markets themselves could be in jeopardy. These non-food vendors make a valuable contribution not only to
these markets, but to our communities and to our economy as well.” Tracey McKnight, comanager of the Ladner Village Market said B.C. farmers’ markets are catalysts for community access to B.C. farmers, growers, and artisans. “There are ways to continue these connections in a safe manner, which we feel is so important for our communities,” said McKnight. Paton has written a letter to Agriculture Minister Lana Popham. “If we are going to encourage British Columbians to buy local, you can’t get more local than a farmers’ market,” added Paton. “I urge the government to allow the return of non-food vendors to B.C. farmers’ markets for the coming season.”

The federal government has invested $16.9 million to improve worker safety and strengthen the food supply chain in B.C. On Friday morning, Delta MP Carla Qualtrough, the Minister of Employment, Workforce Development and Disability Inclusion and Surrey Centre MP Randeep Sarai made the announcement on behalf of Minister of Agriculture and AgriFood Marie-Claude Bibeau, via a virtual Zoom presentation. The funding will assist 117 food processing companies in the province. “The COVID-19 pandemic has brought on many challenges for
the food processing industry,” said Qualtrough. “We are here to support our essential food workers, who continue to provide Canadians access to a secure food supply. Through the Emergency Processing Fund, we are giving businesses the support they need to keep their employees safe and our food systems running strong.” According to the federal government, with this funding, recipients are adopting measures to help keep employees safe. This includes making adjustments to enable social distancing, purchasing reusable personal protective equipment (PPE), increasing cleaning, improving air circulation within their facilities and developing employee training. These improvements help producers and proces-
sors supply Canadians with the food they need during this unprecedented time. The announcement was made alongside Earth’s Own Food Company, a health food and beverage manufacturing company in Delta, which is receiving up to $2,638,210. “This program has allowed us to rapidly adapt our new installation in real-time to respond to the elevated health needs and requirements of the COVID-19 world,” said Jeremy Switzer, plant manager at the Annacis Island plant. “Additionally, the program enabled us to significantly improve our sanitizing and temperature monitoring protocols and processes onsite to further support our robust COVID-19 mitigation strategies.”

TSAWWASSEN
*March 3, 11:17 p.m., 1300 block 56th Street: A store employee contacted police to report that an unidentified male came into the store and used foul language towards a staff member. The male departed the store through the entrance only door, causing the door to come off of the track. Police viewed the video footage in store and noted that there was no intent to damage the door or knock it off the track. On behalf of the staff, police advised the male that he was no longer welcome at the store due to his belligerent behaviour. *March 6, 4:17 p.m., location withheld: Complainant reported that two youths were jumping off of a roof
and onto a trampoline and was worried they were going to get hurt. Police attended the residence and spoke with an 11-year-old, who stated that she and her friend were home and they were jumping off the roof and onto the trampoline earlier in the day. Police observed that the roof was approximately four feet above the trampoline. The youth advised that no one was hurt and she was not going to continue doing it. Police phoned the youth’s father and advised him of the situation. The father advised that he was thankful for police attendance. *March 6, 8:55 p.m., 5500 block 1st Avenue: Police received complaints of youths gathering in a nearby park. Police attended and the youths dispersed, while yelling profanities and continuing to create noise. Police stopped a cyclist after he attempted to flee. The cyclist was issued a violation ticket for “ride cycle after dark without lights” and “cycle without required bicycle helmet.”

*March 4, 9:37 a.m., 4800 block Delta Street: Complainant called police to report a belligerent male at her storefront. The male had already left the business when police arrived. Police spoke with an
employee, who stated that the male’s behaviour had made her uncomfortable, as he was angry about high costs. There was no criminal offence, but the employee requested police speak with the male and advise him that he is refused service at their business locations. Police spoke with the male, who understood his behaviour was inappropriate and accepted he was no longer welcome at the business. *March 5, 1:58 a.m., 5400 Ladner Trunk Road: An officer observed a vehicle make a turn contrary to posted signage. The officer attempted to pull over the vehicle, but the driver did not pull over, and instead continued and turned into a nearby parking lot. The driver fled on foot, and was arrested without incident after a short foot pursuit. The driver performed poorly on a Field Sobriety Test. His vehicle was impounded and the driver was taken back to the police station for a further testing by a Drug Recognition expert. The investigation is continuing. *March 6, 7:55 p.m., 4800 block Delta Street: Police did a computer search of a vehicle, which showed that it had inactive insurance since Sept. 6, 2020. Police initiated a traffic stop and identified the driver. The vehicle
was towed to the owner’s residence and the driver was issued a violation ticket for “drive without insurance.” *March 6, 7:58 p.m., Ladner Trunk Road and Highway 17a: A BMW vehicle OnStar reported a motor vehicle incident. Police arrived on scene and spoke to the driver, who explained that there was no crash, but that he had lost his key fob in Tsawwassen. The car had shut down without the key fob in the car after he had been driving for five minutes. Police attended the scene and went back to the last known location of the keys. Police dug through a trash can and located the keys in a discarded McDonald’s bag. Police returned the keys to the driver, who was very appreciative. *March 7, 1:08 p.m., 5000 Bridge Street: An employee at a nearby business reported that a male and female were sitting on the front steps and blocking the front door of their business. Police attended and located the male standing near the front of the business with a female. The male advised that he was using the stairwell of the building to stay dry as well as use the business Wi-Fi. Police advised the male of the complaint who moved on with the female without issue. The complainant was advised to phone police if further issues arise.

Rotary Club of Tsawwassen IPad donation impacts Reach kids Due to the impact of COVID-19 on in-person services, Reach has been working hard to maintain contact with its vulnerable families to assist with children’s challenging behaviours and work with parents to develop strategies to continue their child’s Individualized Education Plan (IEP) within their homes.
The team quickly developed an integrated approach to remain connected and offer telehealth virtual services to provide direct support to their families. To conduct therapeutic services virtually, it is necessary to equip families so that they can continue interventions in their homes with the guidance of Reach
staff. Essential for such communication are iPads. Staff use iPads to deliver remote services to observe sessions and coach families. Staff need one iPad and each family needs two: one for observation and one for the parent(s) to use to teach the child. This shift to virtual service provision created a dramatic increase
in expenses associated with program operations. Many of the Reach families do not have access to the technology needed to communicate virtually nor the resources to purchase any. “For parents with a child with neurodiversity or extra needs, this time is especially difficult and it is critical that we maintain contact to provide
support services,” said Reach executive director, Renie D’Aquila. Although Reach is currently able to provide in-person services when possible, many families still require virtual services as the pandemic persists. A $6,300 donation received from the Tsawwassen Rotary Club has enabled Reach to purchase additional iPads
to ensure families continue to receive the critical support they need to foster their child’s optimal development at home. “We are incredibly grateful to Tsawwassen Rotary for this impactful contribution to Reach to ensure our services continue as needed during these extremely challenging times,” said Reach development manager Kristin Bibbs.

Due to COVID-19 it will be a “drop-off and pick-up” tax clinic. Reach Society counselling program expanded Mental Health has been affected in an unprecedented way by the coronavirus pandemic. COVID-19 has exacerbated pre-existing anxiety in children and youth with needs. Examples would be worries about going into the community, losing friends or catching the virus. Challenging behaviours experienced by children with developmental disabilities have also increased due to stress caused by the pandemic. This has created many referrals as parental ability to cope is being severely tested. To address these needs, Reach Child and Youth Development Society counsellor Yvonne McKenna welcomes Miriam Elfert and Kelly MacGregor to the counselling program. “So happy to have a team,” said

Typically, about 40 paces between stands and a quarter of a mile for the route is a good distance for smaller children. “Along with the pages, fun physical literacy actions can be displayed encouraging children to hop to the next station, or find items along the way. The first display stand will include a map of the walk, instructions, and links to social media for updates, as well as recognition of the project partners. The remaining display stands will include the deconstructed book pages, arrows and actions the viewers are required to take.” The city will install approximately 21 weather-resistant display stands that will be provided by the Rotary clubs.

The seventh Annual RunGo Dash for Dogs is now underway as a virtual race series with 100 of the pledges going to the Ladner-based BC & Alberta Guide Dogs. Participants can complete five voice-guided virtual routes from any location, with or without a dog. Each route highlights a stage of Guide and Service Dog training from puppy to graduation; “Puppy Pen 2K”, “Puppy Explore 5K”, “Puppy Focus 5K”, “Puppy Skills 10K”, and “Graduation 3K”. Runners
can choose to do any number of the routes or complete all of them to complete the 25K Challenge before race finish on March 25. “BC & Alberta Guide Dogs is celebrating its 25th Anniversary this year, so we wanted to have some fun with the number ‘25’,” said race director Craig Slagel. “We also wanted to give a glimpse into how a little puppy becomes a Guide or Service Dog, so it’s been great to incorporate messages from training staff and volunteers into

approaching and yelled to his audience, “Behold the Lamb of God who takes away the sin of the world.” Those who receive this good news find freedom. The sting of death is gone and way to eternity is made open. Good news indeed! The vision is further fulfilled in those who continue to deliver the good news. If you have received joy in Christ then don’t be stingy and selfish: let others know. I’m sure someone near you could use a little good news right about now. It isn’t about standing on street corners and preaching doom and gloom either. It is about letting realities of how the good news has changed you become known to others. She projected we will be into post-pandemic life by this summer. Wow! We keep saying that it will surely come soon, but when an authority figure like her says it, then it seems doubly good. It reminded me of the prophet Isaiah. He was not the Provincial health officer like Dr. Henry, but he was the Chief Spiritual Officer. He regularly delivered bad news and called people to change their behavior, but it wasn’t a COVID-19 virus they were battling, it was the SIN virus: more viral and even more deadly. Four South Delta artists celebrated International Women’s Day this past Monday by being featured in a book release that recognizes Canadian women who lead by example in the every-day pursuit of success, happiness and achievement. Jan Rankin, Kathy Swift, Donelle Clarke and Mary Painter are included in Pursuit-365, a book co-authored by 365 women from the West Coast to the Maritimes. The idea took shape a few years ago, when the founder of Fresh Magazine, Shelly Lynn Hughes was asked to speak at the UN in New York along with a delegate of fellow female Canadian Entrepreneurs. With COVID-19 putting a stop to all travel over the last year and a half, Hughes was inspired to publish the book, with each day of the year featuring one woman’s story. It’s a statement of what women can do when they collaborate generously and share their stories. The project features Canadian women of all ages, backgrounds, life stages, and interests revealing their personal journey in 365 words. Contributors include musicians Jann Arden and Bif Naked, along with Mobina Jaffer, Canada’s first Muslim senator and Iranian-Canadian human rights activist Nazanin Afshin-Jam. A gallery owner approached Rankin and Swift about the project last summer. Rankin then brought Clarke and Painter onboard too. “The whole premise behind it is there are of course 365 days in the year and there are 365 women from Nova Scotia to Vancouver Island and each one of us have our own page in the book with 365 words. So Pursuit-365 takes on several different meanings,” explained Rankin. “We each have our own story to tell about our own experience with something. Something that may be pivotal, transformation, inspiration in our lives, that kind of thing. “When you get 365 people there are some who are glamourous, others who are highly influential like Bif Naked and Jann Arden and then there are other people like us. It’s a real diverse

She is the founder and organizer of For the Love of Art In South Delta - an annual art event held at Harris Barn. Swift has been studying and practicing water-based mediums since 1988 with a focus on the joy of creating – and the question “What IF?” Her work is included in private collections across Canada, the United States, and abroad. Clarke is a retired nurse and former Director of Care at Nurse Next Door in Tsawwassen. These days she is running a small business making handmade, one of a kind artisan jewelry. Painter is an artisan metalsmith who creates hand crafted jewelry and decor
from precious and semi-precious metals and stones. She credits her creative inclination to the legacy of her late mom Daphne Mavis, whose talents spanned many artistic mediums from lapidary to pottery. Her mom is honoured in the name of her business: Mavis and Mary Creative Arts. Each woman used the talents of local photographer Radina Droumeva for their book portraits. The digital release of the book is now available through Amazon.ca. A soft cover printed edition will also be distributed through 65 Indigo stores sometime in April or May. Throughout the year, all 365 coauthors also have their own day where they are featured on Fresh Magazine’s digital platform with a photo and bio. Most chose their birthday with Rankin first up among the South Delta coauthors on March 22.

Homeowners who prefer all-natural cleaning solutions rather than chemicals can use a solution of white vinegar, baking soda and salt to make a safe cleanser, according to The Spruce. Seabrook steps away from hockey
Injuries end Tsawwassen defenceman’s career at 35 with plenty of accomplishments MARK BOOTH

It’s the end of a playing career for the most decorated hockey player ever to come out of Delta. Tsawwassen’s own Brent Seabrook has stepped away from the game following 15 seasons as a member of the Chicago Blackhawks. The 35-year-old was attempting to return from recent surgeries. “Over a three-month period from December 2019 to February 2020, Brent underwent successful surgeries on both of his hips and his right shoulder,” said Blackhawks team physician Dr. Michael Terry. “He has worked extremely hard to recover from those surgeries but has a long-term issue with his right hip that is preventing him from playing professional hockey. “We have tried all available conservative treatments, and nothing has worked well enough for him to live life as an athlete. We support his decision to prioritize his long-term physical health.” Seabrook’s career with the Blackhawks included being a threetime Stanley Cup winner. Each time he was honoured with a parade in his hometown by the City of Delta. He was also a member of Canada’s Olympic gold medal team at the 2010 Winter Games in Vancouver. The South Delta Minor Hockey Association product helped the Delta Ice Hawks win their first-ever Pacific Junior Hockey League title in 2001 when a limited number of 15-year-olds were allowed to play junior “B.” He led the PJHL playoffs in scoring that year and was named the league’s rookie of the year. He went on to play for Lethbridge of the Western Hockey League before being selected 14th overall by the Blackhawks in 2003 NHL Entry Draft. He also won gold for Canada at the World Junior Championships. “I am so proud to have played my entire 15-year National Hockey League career in Chicago with the
Blackhawks,” said Seabrook in a written statement. “It was an honor to play the game that I love, with teammates I love, in front of fans I love, in a city that my family and I have grown to love. “After several surgeries, countless hours of rehab and training to get back on the ice at the level of my expectations, it will not be possible for me to continue playing hockey. This is what is best for me and my family. “The love and support of my wife, Dayna, and my kids, Carter, Kenzie and Dylan has meant everything to me. My parents, Gary and Suzanne, and my brother Keith, have been behind me every step of the way and are my foundation. “I’m thankful for all that the Blackhawks have done for me and my career. This organization drafted me as an 18-year-old kid out of western Canada and this team became my family away from home. In addition, I’m thankful for the Blackhawks medical and training staff for always putting me in the best position to succeed on the ice. Over the past 15 years, I’ve played with and for some incredible teammates and coaches. I thank each and every one of you. It was an honor to wear the Blackhawks sweater and go to battle with you night in and night out. I loved being your teammate.” Seabrook’s decision concluded what had been a roller-coaster journey to try and resume his career. He felt good coming off the surgical procedures but hadn’t recovered to the point of returning for last summer’s playoff bubble in Edmonton. Instead he continued his rehab that was on course until a setback in December. “The Monday before Christmas I woke up and I couldn’t walk and I had no idea why. It was a weird thing,” he said. “I had been skating with NHL guys back in Kelowna and was excited to come to training camp. I didn’t do anything to suggest I hurt anything.” Seabrook did go to Chicago and continued to consult with doctors, trying to get to the point where he was healthy

enough to re-join the team for practices at least. There was no real improvement with skating being a continuous battle. He knows further surgery is down the road which will help him with life after hockey. “My doctors have talked about hip replacement. Don’t know if that’s tomorrow, 10 years or 20 years from
now,” he added. “The plan is to manage it with doctors and try and live a great life. I want to go skiing with my kids and coach my kids. My wife is a big snowboarder and she is getting into skiing, helping my three year old daughter ski. I have an active family and have been active my whole life. I want to continue to do that stuff.”

Now they turn 13 and that milestone got missed. “We are starting virtual meets through an honest system which will at least give them something to look forward to until hopefully by September.” Baker’s impressive work has also been recognized. Swimming Canada has invited her to be part of the 2021 Olympic Program Select Coaches Group and the 2021 Olympic Program Female Coaches Group. Among the perks is having access to virtual presentations of top swimming mentors from around the world. Baker is also among a select group of coaches invited to attend the Olympic Trials in Toronto. The 58-year-old NAIA Hall-of-Famer returned for her second stint as Dolphins head coach while continuing the same position she has held with the Winskill Otters Masters Swim Club.

It’s been over a year since they tested their progress in the same water against other top swimmers in the province, but that doesn’t mean the Winskill Dolphins aren’t making waves at the provincial and national levels. The Tsawwassen-based club has been recognized by Swim BC and Swim Canada for its coaching and promising group of swimmers. Heading the list is Calvin Slinn who has been invited to the Olympic Trials in May to compete in the 1,500 metre freestyle. The 17-year-old continues a tradition of Winskill athletes being considered among the best in the country, including alumni Markus Thormeyer who has already been given pre-determined status to Canada’s team headed to Toyko this summer. In addition, Slinn is joined by his younger brother Jeremy

It is with great sadness that we announce the passing of our Joanie, a wonderful mother, grandmother and great-grandmother. She leaves behind two daughters, Valerie (David) Williams in South Africa, and Jacquie (the late Gordon) Sim, 5 grandchildren and 7 great-grandchildren, as well as a brother and sister in England. Joan was born in London, England and experienced many hardships during the war, even though that presented her with the opportunity to meet Jack Phillips, her beloved handsome soldier. They married on Christmas Day in 1941, and had two daughters. They moved to South Africa in 1948, where they made a new and exciting life for themselves, where sadly, Jack passed away in 1971. Joan moved to Canada in 1978, where she joined a tour company as a guide, and became really good and very knowledgeable in her travels. Joan was a lady ahead of her time, with a fine brain (she was brilliant with figures), a sharp mind and a great sense of the ridiculous. She would dress up or join a parade at the drop of a hat, showed her artistic ability in a number of ways, enjoyed board games and was a whizz at cribbage. She was a great lawn bowler and received her colours for British Columbia. She loved fish and chips, and would always say yes to a “cuppa”. She met and married Ed Oakley at the grand age of 80, and they went on many wonderful trips, both to Arizona and overseas, before Ed passed away in 2011. Sincere thanks to the caring staff at KinVillage and The Waterford. No service will be held due to Covid restrictions, but donations could be made to any Children’s Charity in her memory.

Dave passed peacefully at home in Tsawwassen, BC, on March 2, 2021, surrounded by loved ones. He was born in Winnipeg, was educated at Isaac Brock and Daniel McIntyre schools and worked for the CPR for forty years, he retired in 1995 as a member of the transportation department in Vancouver.
Bob, the youngest of nine siblings, was born in Vancouver in May 1924. He lived most of his life in Vancouver, Richmond, and Tsawwassen, with a brief period in Calgary, during WW2, where he met his wife of 68 years, Mary Eleanor Wyckoff. They married in Vancouver in 1946. He trained as a wireless operator before going to Britain. The war ended before his first assignment. On returning home he worked with Vancouver General Hospital’s purchasing department. Most of his career was as a purchasing agent or office manager for scientific supply companies. For his final job, he started a hospital group−purchasing program for the BC Hospital Association. During the early years, he and Eleanor lived on Sea Island where they raised their family. They loved outdoor activities like hiking, canoeing and family camping trips, and Bob was heavily involved in Scouting, finally becoming a Richmond Dist. Commissioner. In later years they enjoyed travelling; their many trips included three memorable trips to Australia to visit Eleanor’s distant cousins, and two to the UK tracing his family roots. Two years after Eleanor’s death in 2014, Bob moved into independent living in Tsawwassen. A street accident on his scooter in late 2019 began a slow decline, and he ultimately passed as a direct result of isolation policies to address Covid−19. Bob is survived by sons, Ken (Gail) and Steve; grandchildren, Cara−lyn (Garrett) Field and Jered (Robyn); great−grandchildren, Kaileen and Bryn Field; and brother−in−law, Ron (Toni) Wyckoff. He was predeceased by his sister, Florence; brothers, Ernie, Dick, John, and Ted; and half−siblings, Evelyn, Philip, and William. A memorial will be planned at a future post− pandemic date. In lieu of flowers, donations can be sent to the Delta Hospital Auxiliary, or the Union Gospel Mission. Online tributes and condolences can be made at http://www.myalternatives.ca/ (obituaries).
Dave was predeceased by his parents, Sam and Marjorie MacMillan; his stepmother, Pearl; his first wife, Brenda MacMillan; and son−in−law, Greg Knight. He is survived by his second wife, Deanne Sandhurst MacMillan; brother, Bruce (Heather); four children, Amelia Rigby (Rick), Patti Yake (Gary), Grant MacMillan (Cristina), and Keith MacMillan (Shannon); as well as four step−children, Geoff Sandhurst (Corinne), Tannis Young (Ross), Heather Knight, and Sean Sandhurst (Karoline). His pride and joy were his 12 grandchildren, who range in age from six to 25 years old. Dave loved gathering with people and sharing a good laugh, from time at Falcon Lake Manitoba, to the backyard pool at his home in Tsawwassen, BC. His home was welcoming to all who came. When he wasn’t at home, he loved travelling with Deanne exploring many countries and cultures. Dave loved sports, he played hockey in his youth (won a city championship) and later coached his sons. He was an avid golfer and gardener (especially tomatoes). Dave was a community leader, a proud member of the Kinsmen Club of St. James/ Assiniboia and Ladner/Tsawwassen. He was honoured with a Life Membership. In lieu of flowers, please donate to a charity of your choice. A Celebration of Life will be held when we can gather and share his life together.
