ext year the Optimist will celebrate our 100th year serving South Delta. In this time, the Optimist has gained a reputation as an avid supporter of our community’s charitable and non-profit organizations. Our editorial staff work closely with these groups to make sure their messages are relayed in our stories and event calendars. In addition, many of our staff volunteer time to boards and we have often donated proceeds from advertising features to community ty-minded y organizations. Most importantly, we have also been able to support local charities through the sponsorship of their advertising – both online and in our printed edition.

As the media landscape has changed so has our financial ability tyy to continue these sponsorships. We have needed to become increasingly selective in regards to which organizations we can support. In many cases, we have had to scale back sponsorships entirely. This, inevitably, adds pressure to the organizations to increase their promotional budgets. Unfortunately, in many cases this is not an option and the fundraising initiatives are canceled altogether. The Optimist is reaching out to our readers, those of you who support our local initiatives, to ask for your support. B.C. is beginning its slow and methodical restart by lifting certain restrictions, and keeping others in effect. Outdoor organized gatherings of up to 50 people, seated indoor gatherings for up to 10 and in-person faithbased gatherings are permitted to resume with safety protocols in place, effective Tuesday. Indoor dining at restaurants and bars is allowed with a maximum of six people per party. Gyms and other facilities can reboot low-intensity fitness classes and British Columbians can resume outdoor sports with no spectators. Non-essential travel between health zones remains restricted, and other province-wide COVID-19 protocols – such as mask and physical distancing measures – remain in place. Travel restrictions will continue to be enforced, according to the province. “We have made tremendous strides with

our vaccination program, and we are now in a position where we can move forward with a plan to slowly bring us back together. As we have done throughout this pandemic, we will be closely following the guidance of public health and supporting people and businesses as we take the next steps in putting this pandemic behind us,” Premier John Horgan said in a news release. On Tuesday, the province shared a four-step restart plan to ease people and businesses out of the pandemic, and back to phased-in versions of normalcy. The restriction changes and extensions noted above form Step 1. Step 2 is expected to take effect no earlier than June 15 and when 65 per cent of B.C.’s adult population has received a first dose of a COVID19 vaccine. At present, more than 60 per cent of the adult population has been vaccinated. This second phase will expand seated indoor gatherings to 50 people

From nightclubs to cinemas: B.C. businesses offered path forward with reopening plan TYLER ORTON

B.C. nightclubs, casinos and concert halls have faced 15 months of sitting either partially closed or outright shuttered amid the pandemic. And frequently shifting restrictions have plagued efforts from gyms and restaurants to maintain steady business during the health crisis. But a path forward is emerging for businesses across the West Coast, with the province on Tuesday unveiling a reopening plan that will lean on reaching specific thresholds rather than specific dates. B.C. is presently in the first step of its plan, where 60 per cent of the adult population has received at least one vaccine dose and COVID-19 cases are declining. Indoor dining at restaurants with up to six people is currently permitted as of Tuesday with the lifting of circuitbreaker restrictions introduced in March. “We’ll be monitoring the data and we’ll be giving dates. But this will be based on the data, not the dates, and we’ll be learning as we go,” B.C. provincial health officer Dr. Bonnie Henry said.

The province’s fourstep plan will see as many as 50 people permitted to gather for seated indoor events at banquet halls, cinemas and live theatres as early as June 15. That date is dependent on the province reaching at least 65 per cent of adults getting their first COVID-19 vaccine dose while the number of cases and hospitalizations continue to decline. Restaurants will be able to extend liquor service from the present 10 p.m. cut-off time to midnight when step No. 2 potentially arrives in mid-June. Meanwhile, provincial officials will be engag-

ing in a consultation process to prepare for larger indoor and outdoor gatherings with safety protocols. Intra-provincial tourism would also presumably increase during this period with restrictions on recreational travel being lifted. Henry encouraged British Columbians to take a weekend to explore the province in June, adding she expects Canadians from other provinces will begin visiting the West Coast again in July. But Premier John Horgan said international travel, which would bring in throngs of foreign tour-

ists, will have to wait for federal direction. Reaching step No. 3 will depend on at least 70 per cent of the adult population receiving at least one vaccine dose, while COVID-19 case counts remain low and hospitalizations continue to decline. The earliest date that could arrive, July 1, would usher in no group limits for dining as well as the reopening of casinos, and nightclubs — albeit at limited capacity. Even the directional arrows lining the aisles of grocery stores and retail shops will be lifted as the province implements new

safety plans that are currently under development with sector associations. Offices will also be given the go-ahead to hold larger seminars and meetings within their walls during step No. 3, while summer fairs and street festivals can resume. Step No. 4 could come as early as Sept. 7 but it will depend on more than 70 per cent of the adult population receiving at least one dose, while case numbers and hospitalizations remain low. By then, large concerts will be permitted for the first time since the onset of the pandemic, while teams like the Vancouver Canucks could also see the opportunity to welcome fans into the stands. “We’re confident that we’re in a positive place to prep [a reopening] in a measured way based on data,” Horgan said, in response to concerns the province might be opening up once again too quickly. “If we find that there are parties of 50 or more that are taking place before we get to the next step, you can expect law enforcement will be there to give you a bit of a presence to start on your second step.”

Delta could be included in future rapid transit expansions. That’s according a report to city council by engineering director Steven Lan on TransLink’s development of Transport 2050, a new long-term regional transportation strategy for the Metro Vancouver region. TransLink has taken the feedback from the first phase of the strategy’s development to come up with phase two which is now underway, having just completed public consultation for the second phase. The plan is to establish goals, targets and directions over the next 30 years to meet Metro Vancouver’s transportation needs, also outlining key strategies and actions needed to achieve those goals.

One of the actions identified for phase two is having faster and frequent rapid transit. Lan’s report notes Transport 2050 has provided two potential rapid transit networks. One would be more focused on underground and aboveground rapid transit, including the Canada Line and SkyTrain, with a more limited expansion of the network of approximately 200 kilometres. The second network would be focused on road-based rapid transit, such as light rail and rapid bus, which would be less expensive and provide a greater network expansion of approximately 400 kilometres. “For Delta, both proposed networks have identified Scott Road between 96 Avenue and 72 Avenue as being serviced by future rapid

transit. TransLink has also identified a separate category of improved services as Express/ lnterregional Services that would link various Delta communities in Tsawwassen, Ladner and North Delta. These linkages are likely to include future service along sections of major corridors, such as Nordel Way and 64 Avenue in North Delta; Ladner Trunk Road in Ladner; and 56 Street in Tsawwassen,” the report notes. “Connections along the major provincial highways, such as Highway 99, Highway 17 (SFPR); Highway 17A; and Highway 91 are also envisioned. Recent discussions with TransLink staff have indicated that the express/interregional service frequency would be quite fast and frequent and envisioned to be in a separate transit lane.”

The City of Delta maintained a strong financial position at the end of December 2020. That’s according an audited financial statements report by the finance department recently presented to council. The financial position, calculated as assets less liabilities, a net asset position is an indicator of cash available for future expenditures. The report notes the city’s net financial assets increased by $10.7 million to $163.3 million as of Dec. 31, 2020. The reserves and surplus totaled $167 million, comprised of $53 million in unappropriated surplus which includes $33 million general and $20

million in utilities. Also included is $22 million in statutory reserves, $45 million in funds set aside to complete current capital projects and $47 million in non-statutory reserves. The report also notes general operating revenue over expenses resulted in a positive variance of $8.9 million due to unanticipated provincial grant funding for COVID-19 restart as well as building permit and application fees being higher than budgeted. An external auditor also conducted an independent examination of the financial statements. Council last week also gave final approval to this year’s tax rate bylaw, which sets a 2.9 per cent increase to the city’s portion of the property tax bill.

The increase works out to $70 for the average home. However, people whose homes saw an increase in assessed value last year that was greater than the average increase in Delta, will be paying more. Combined with the $27 increase in the 2021 flat rate utility fees, the overall increase in Delta charges for the average residence is $97. A separate report to council notes that in addition to city services, as well as inflationary costs, the budget also provides additional funding for enhanced sports field maintenance, housing planning studies, community resilience and economic recovery initiatives and emerging needs for vulnerable Delta residents.

The City of Delta finance staff last week released a report on the remuneration and expenses of each member of council as well as senior staffers. The Community Charter requires municipalities to report publicly the remuneration and expenses for the preceding year annually by June 30. According to the report, Mayor George Harvie made $160,840 in salary. For the fiscal year ending Dec. 31, 2020, Harvie also had a car

allowance of $16,728 for a total remuneration of $177,568. He also had $1,026 listed in benefits and $3,213 in expenses. He earned considerably more in total remuneration as city manager in 2017 at $316,318, not including expenses. He ran for mayor in 2018. Meanwhile, as far as the councillors, Lois Jackson and Jeannie Kanakos had a base salary of $66,887, while Dan Copeland, Bruce McDonald and Dylan Kruger earned $68,172 and Alicia Guichon earned $67,182. Each councillor also had $10,368 in car allowance for their total remu-

neration, while each also had $441 in benefits. Their expenses ranged from a low of $100 for Guichon to a high of $350 for McDonald. Four years ago, councillors got a base salary of $63,177, while the mayor, who was Jackson at the time, earned $136,599. The latest financial report also lists the total remuneration of Delta staffers with current city manager Sean McGill on top at $340,286, followed by community planning director Marcy Sangret at $268,690, then parks director Ken Kuntz at $254,098 and engineering director Steven Lan at $254,078.

A new Delta Police team targeting gangs and gang affiliates has begun to use Axon body-worn cameras as a tool to help increase officer safety. Since January DPD has been conducting a limited-use pilot project with body-worn cameras, and was primarily using the cameras during officer training. The pilot was scheduled to conclude at the end of May, however, increased violence during the ongoing gang conflict caused the Delta Police Board to approve an additional use for the cameras during its meeting this week, and to extend the pilot until September. “In Richmond we saw alleged gang members actually shoot at police officers following a homicide at the airport,” said Delta Police Board chair Mayor George Harvie.

“We wanted to make sure we were doing everything we could as a board to help safeguard both our police officers and the community. This conflict calls for swift action, so we decided to expand the pilot project.” This decision by the police board marks the first time in B.C. that a front-line patrol police team will be using bodyworn cameras on a regular basis, according to the vendor, Axon. The eight cameras, which cost approximately $8,600 total, were purchased under the existing police equipment budget. Police officers using the cameras follow restrictive guidelines on their use. Because of this, there is not expected to be significant amounts of video, and Delta Police will manage digital storage requirements without additional funding, say DPD. announced it is developing infrastructure to manage digital evidence, and is currently working on a program to manage the digital evidence and infrastructure required. “The team using the cameras has a mandate to intercept potential gang activity, and interact with those involved in the gang conflict,” added Chief Neil Dubord. “We want to do everything we can to reduce the risk of violent behaviour by gang members.” Academic studies of body worn cameras show they reduce the use of force by and against police, by affecting the behaviour of individuals who are aware of the recording in progress. “We must keep our officers safe in order to keep the public safe,” said Dubord. DPD said this past week officers have come into contact with a number of known gang members and affiliates, and

seized a sword, drugs and cash related to drug trafficking. Investigations are ongoing. “Early feedback from the public and the restaurant staff and patrons indicate that this high visibility approach is needed and welcomed,” added Dubord. In addition to helping reduce the risk of violence towards officers, DPD hope the use of body worn cameras will accomplish four key objectives: * Increase public trust and confidence * Increase officer accountability and transparency * Improve evidence documentation * Resolve complaints about alleged officer misconduct. DPD say the cameras will be used in accordance with policy and provincial standards, with oversight from the Delta Police management team.

Hospital thrift shops become a dumping ground accepted, but that doesn’t stop junk from showing up at all hours. Plenty of furniture is also being discarded even though the designated store has been closed since the fire. “On the whole, the public has been really, really respectful and really good. It just seems in the last month or so we are getting furniture, beds and sideboards. I don’t know if it’s people moving or that there was no spring clean-up this year, but it’s been an ongoing thing of late,” said Thrift Shops Coordinator Joanna James. “I’m a total environmentalist and one of my things as coordinator is cutting down our garbage, which means educating the public and not giving us chipped plates, broken glasses and dirty clothes that we have to put in the gar-

Thousands of dollars that could be going to new medical equipment are instead being paid to a disposal company to remove “garbage” being dumped at the Delta Hospital Auxiliary’s thrift shop operation in Ladner Village. It’s a problem the non-profit volunteerbased society has had to deal with for years and there’s been an uptick of unsellable items of late. The auxiliary is a champion contributor to Delta Hospital, having recently donated more than $500,000 from its operations. A fire back in December resulted in the donation drop-off area being temporary moved across Delta Street. There are currently two designated days donations are

espicable. That’s the best way I can describe the spate of illegal dumping across our community, and the most recent case, is probably the most despicable yet. Last week (online) and in today’s (Thursday) print edition of the Optimist, we published a story where we spoke with Delta Hospital Auxiliary Thrift Shops coordinator Joanna James who says that thousands of dollars are being needlessly spent by the Auxiliary to clean-up the garbage and unsellable items that are being dumped at the thrift shops operation in Ladner Village. This illegal dumping, sadly, has been going on at the thrift shops for a number of years and this isn’t the first time that we here at the Optimist have put out a “friendly reminder” of why this is so wrong. But now that the Auxiliary has put a dollar figure on the clean-up and disposal efforts, my level of frustration and disappointment has reached another level. This is so wrong on so many levels. Two weeks ago our front page story featured the Auxiliary and its $515,000 donation to the Delta Hospital and Community Health Foundation – money raised through its thrift shops and its other hospital-based operations. The Auxiliary, all volunteer-based, has raised millions over the years to pay for medical equipment and provide health care support to our hospital. The volunteers work hard and sacrifice for the good of our community. Many of the volunteers represent generations of Delta families, pioneer families in fact, who have played a part in building our community. They should be thanked for all their efforts. Whoever is doing this illegal dumping, just stop. Take your items to the landfill, or hire a disposal company to pick up your unwanted items. When someone dumps at the thrift shops, you are in fact, dumping on these wonderful volunteers. I can’t think of a more heartless and despicable act than that.

Getting a COVID-19 vaccine is a matter of trust

I

got the AstraZeneca vaccine last month and I’m glad I did, however, I think I got the booby vaccine. It’s like checking out at the supermarket, you’re in a rush and try to gauge which line will move the fastest, but you always choose the slowest one, which I call the booby line up. My husband, who also got AZ, thinks we will all turn into zombies one day. Jokes aside I feel a little bit like a guinea pig because the science on COVID-19 vaccines are constantly changing and it makes me anxious. I got my vaccine at a pharmacy in Richmond when the virus was at its peak in Fraser Health, and because my daughter told me my age group was getting extremely ill from COVID. My biggest concern around the AZ is the rare cases of blood clots, sometimes fatal. Epidemiologists told me to watch for symptoms in the first week, then it was two weeks, then it was 28 days. I admit I did not like being on the blood

clot watch, it’s a horrible feeling. As a child I lined up for measles, diptheria, polio, and chicken pox vaccines. The small pox shot created a scar on my left arm the size of a dime. That scar is a reminder of the seriousness of infectious diseases and the development of remarkable life-saving vaccines. In those days we never questioned the safety or efficacy of vaccines, they had been developed and tested for years, and thankfully most of those killer diseases are under

control globally. Today getting a COVID-19 vaccine is really an issue of trust…trust that we are doing the best for our own health and for the greater good of everyone. I’m confident with three more months to go before my second dose science will guide me to either mix or match for shot number two. It was heartening to read the BC Centre for Disease Control stats that show South Delta has one of the lowest rate of infections in the Lower Mainland. That’s credit to your vigilance in following health guidelines and your willingness to get vaccinated. A pat on the back for us all. Dr. Bonnie Henry’s mantra has expanded to be kind, be calm, be safe and be vaccinated, so go get the Pfizer or Moderna jab and bring your kids so we can all have a beautiful summer, we deserve it. Politically unpopular thoughts about racism Editor: In its May 20 issue, the letters page of the Delta Optimist devoted three out of five letters to Canada’s incendiary national preoccupation with the subject of racism. Thoughts about racism in a country endlessly apologizing for its socalled “genocidal” colonial past, indulging in the self-flagellating exercise of atoning for its real and perceived historical wrongs, accusing itself of “systemic racism”, and the Prime Minister having announced to the world the “distinction” of Canada as the first ‘postnational’ country, claiming: “There is no core

identity, no cultural mainstream in Canada!” Tearing at the very fabric of a country’s traditional values, a case could be made for the politics of social engineering, a.k.a., legislated multiculturalism, having given rise to “racism” (where-none-wasbefore), promoting and perpetuating “racism,” based on a systemic culture of “society victimizing itself,” thus calling for the kind of “corrective action,” often resented by both the so-called “victims” and the folks that are accused of doing the “victimizing.” Meanwhile, “whiteguilt” society is racially cleansing itself, with

statues and monuments being toppled all over North America and street names being changed and books being burned and “free” speech requiring the seal of racial approval. All life is now seen and judged through the looking glass of “race,” thus consciously racializing every social phase of human relations. Absurdly, for the government in Ottawa having officially condemned ourselves for being guilty of “systemic racism,” any declaration to the contrary that Canada is not a racist country is running the knee-jerk risk of coming to be viewed itself as racist. Editor: I am fortunate enough to have one amazing neighbour, Alana Hurford. Recently employed at the Delta Hospital, her efforts in the administrative role as PPC nurse helped our family and many others through the hospital system. This spring, that wasn’t enough. She wanted to

tackle COVID-19. She signed up to work with Fraser Health to do more COVID testing. That recently turned into overseeing the massive pop up vaccination clinics in Surrey. I see Alana leaving in the wee hours of the morning and returning well into the evening…. 12-to-14-hour days. The goal has been to vacci-

nate 1,000 people a day. One long day two days ago, she and her staff pushed the effort and vaccinated 2,200 people in one day. Alana is a resident of Ladner and she treks into danger zones each and every day, to help keep us safe. She is my hometown hero and a Class A Health Professional. Tara Wells

Thrift shop appreciates the support Editor: I have volunteered/ worked at Delta Hospice Cottage Charity for the past 17-plus years, doing whatever was needed but mostly ‘culling.’ Culling is the process by which the good, the bad and the unusable items are sorted and recycled - a separation of the wheat from the chaff. It doesn’t take much to figure out the ‘story’ behind specific donations when culling. Boxes of miscellaneous items on summer weekends? Garage sale left-overs.

Furniture drop-off at end of month? Moving day. Books and educational games at end of June? Retiring teacher. Bags of small toys? Kid has been told to clean his room. From time-to-time, an assortment of carefully wrapped china, linen, small treasures, jewelry, and clothing still on drycleaner hangers - the trappings of another era - arrive together. That’s the ‘story’ that makes me stop and think....of the parent or friend who passed away....of the hands that sorted and

wrapped the remnants of a lifetime...of the closing of another chapter... of the tears and hurting hearts. Perhaps you can see yourselves in this note? If so, I hope there is comfort knowing that your loss is recognized, even if by a stranger. Thank you for thinking of Delta Hospice Cottage Charity at such a difficult time. The erosion of accessible parking for people that use mobility devices VINCE MIELE

In the mid-1970s (handicapped) accessible parking spaces began to appear in the Lower Mainland. They came about because a group of people that used wheelchairs and drove their own cars found they were unable to independently get their wheelchairs out of the vehicle because the parking spots were too narrow. As such wider spaces were introduced in the BC Building Code and a decal of sorts was developed to identify a ‘qualified disabled driver’. However, because these spaces were usually the closest to the door of a store or a mall, others with various conditions began advocating for their group and that they be allowed to use them as

they had a reduced respiratory system, a heart condition, an amputation of a lower limb etc. As such criteria expanded and legitimate decal (now placard) holders grew, people using wheelchairs found it more and more difficult to find an empty accessible parking space. In recent years, the design of vehicles changed as did the design of wheelchairs, including motorized wheelchairs and mobility scooters. Many individuals that use a wheelchair for day-to-day mobility now drive a van with a side loading ramp. So once again we had to advocate to government for change in the design of accessible parking spaces because the existing spaces could not accommodate the vans with side ramps. Now more and more

municipalities are introducing enhanced accessible parking bylaws that include “Van Accessible” spaces. They are specially marked with added wording to show they are wider for vans with side ramps (or lifts). The placement of these spaces can also be a barrier if parking lines are improperly marked, such as placing an accessible space directly in front of a curb cut or wheelchair let down. Once a vehicle parks there, it makes the curb cut unusable for someone in a wheelchair preventing them from accessing the establishment. People that must use a wheelchair for their mobility often feel frustrated and sometimes angry when they see someone with a legitimate placard pull into an accessible space and “walk” into the

mall when there was an empty ‘regular’ parking space right beside or close to the accessible one. Having a placard doesn’t mean you have to park in an accessible space. These spaces are also sometimes used to leave empty grocery carts in. This also creates a barrier for someone that needs that space. Signage is not maintained with post signs removed and pavement markings faded...more erosion of access. Many municipalities have imposed a level of fines for those abusing these spaces and some private developments will have vehicles towed if they don’t have a valid placard displayed. It’s a well-known fact that these placards are coveted, so much so that counterfeit placards have been found dis-

played in vehicles checked by the authorities. The City of Delta has recently enhanced its accessible parking bylaw to better reflect today’s needs for people with more severe disabilities. This includes ‘van accessible’ spaces to accommodate side ramps and a more detailed description of what an accessible space must include. As we approach National AccessAbility Week – May 30 to June 5, 2021 we ask that citizens and residents keep in mind who these spaces are meant for, and respect that intent. Beach Grove speed group making more progress IAN JACQUES

The Always 30 in Beach Grove group is continuing its speed awareness campaign with the recent release of an online survey of area residents to get key input on speeding and whether more needs to be done by the City of Delta. The ‘Always 30 in Beach Grove residents’ group was started in November. The self-funded campaign is designed to serve as a reminder to drivers to respect the community’s speed limit of 30 km/h. “With an absence of sidewalks, bike lanes and street lighting, pedestrians and cyclists

are required to share the roads with cars and trucks. Therefore, vehicle speed is important,” said Steve Simpson, founder of the group. “We are grateful for the City of Delta mandating a 30 km/h speed limit to all of Beach Grove, but unfortunately, the pace of life of some who transit through our neighbourhood causes them to speed.” It was with this in mind that the first phase of the project came to pass last year - an awareness campaign that would allow residents to visibly show their support for slowing down vehicles travelling through their community. Each one of the 120 households who signed up displayed a lawn sign

and put up $20 of their own money. The next step was a large sign campaign on major thoroughfares aiming their message at vehicles coming into and through Beach Grove. As these signs are on public property they required, a special one-year bylaw permit that was granted by Delta. The erection of the first large sign was attended

by the Always 30 in Beach Grove campaign team, as well representatives of the City of Delta and Delta Police. The third phase was the survey, while the last phase was to prepare a report directed to the City of Delta and the Beach Grove residents that, aided by the study, crystallized concerns and formed a list of specific requests to the City that

Mamas for Mamas Vancouver is launching a fundraising campaign to help feed needy families this summer. With members across the region, including Delta and Richmond, the campaign is donationbased with all funds being used to purchase gift cards to both Superstore and Walmart. Mamas for Mamas will then coordinate the donation of the gift cards to needy families

throughout the Lower Mainland by working with school principals in various communities. Tsawwassen’s Andrea Delf, who is branch director for Mamas for Mamas Vancouver, says the need is great in every community. “The low income pockets here in South Delta don’t even compare to some other areas of say Vancouver, but we still have a lot of needy families in our community,” she said. “There are a lot of families who rely on schools for food. They send their kids to

when that is taken away [in the summer], some families really struggle.

The families will be handpicked by the principals of the school and we also will be supporting some of our clients.” Delf said the numbers they have received from some of the schools in the Lower Mainland indicate 40 per cent of their students are in need of food support. “Those numbers are really hard to hear,” she

said. “I had the idea for this myself, because we see the struggle when school is not in session, so I called a number of schools and talked with principals and school counsellors about this and how much these families need this support.” As part of the campaign, Mamas for Mamas are also doing a giveaway where everyone who donates a minimum of $50 will be entered into a draw for an Apple Watch. A group of dedicated and creative volunteers have ensured the COVID-19 pandemic isn’t going to completely wipe out the 125th edition of Ladner May Days. Memorial Park won’t be buzzing with activity like it always is this weekend, but there are still plenty of ways to enjoy and commemorate a special anniversary for the popular free fair. A year ago, the pandemic initially struck a little over two months before May Days and organizers had no choice but to cancel the 2020 event. They weren’t going to let it happen again this year. From online presentations, to commemorative T-shirts and even an official May Days beer, the 125th fair has plenty to offer. “We really wanted people to realize we are still here and we are still thinking about what we can do for May Days weekend,” explained committee

“Everybody has really tried. The businesses that have gone in have really got together and did something.” While some virtual presentations will be launched all at once and be available for viewing throughout the weekend, others will have designated times and require registration including Mike Critter’s. The COVID-19 pandemic didn’t get in the way of Delta Secondary celebrating the 125th edition of the Ladner May Days. Typically, the fairgrounds at the adjacent Memorial Park would be buzzing this weekend with activity and DSS students would be actively involved, enjoying the festivities, especially the

graduating class. “Our grade 12s haven’t had the opportunity to experience a lot of events that typically happen in the past and this year’s grad council has been working hard to find ‘new activities’ and ‘grad honouring events’ to recognize the graduating class while continuing to build school spirit and community,” explained DSS principal John Pavao. “Every year, we put a float in the May Days parade and

generate a lot of school spirit celebrating being from Ladner and the history of the event.”

It was just before the winter break when the 2021 DSS grad council organized a holiday event

where each learning cohort came down as a group for cookies, hot chocolate and photos with Santa. “It was a great COVID friendly school event that helped provide a sense of community for each learning group,” said Pavao. This time the grad council came up with May Days themed activities. Besides creating a video float submission for the May Days Virtual Parade this weekend, additional mini-floats were added where learning cohorts were invited to receive Pacer sunglasses and a

treat, while a lucky winner from each cohort got to participate in a pie-in the face contest. “We’re bringing a little of May Days and fair type atmosphere into our school,” Pavao added. “(Vice-principal) Mike Annandale and I are taking turns in the ‘hot seat’ at our ‘Pies for Principals’ booth. We are also doing a decades’ spirit week, encouraging staff and students to dress up in the assigned decade day. The first week of June we will be doing a Grad Spirit Week with a special celebration for our graduating students on June 4.”

The fair has teamed up with Barnside Brewery to create ‘Pioneer Pilsner’ in tribute to the 125th anniversary of May Days. The product features

Ladner grown Copeland Pale Malt and Triple Pearl hops. It was during a brainstorming session among the Ladner May Days committee early in the January when the idea came up off a special anniversary beer. Ladner-based Barnside, opened in 2019 by a couple of longtime Ladner farming families, was a

natural choice. “I have known the Harris and Malenstyn families my whole life,” said May Days committee member Lynne Ellis. “They jumped right in and I let them tick off all the stuff they are good at.” Ellis then reached out to local artist Gary Nay to use

his artwork of Ladner Village and another local company, Indalma Creative, put it all together for the labelling. Six-packs are currently available at Speed’s Beer and Wine Store, Ladner’s Landing, the B.C. Liquor Store at Ladner Centre and also at Barnside Brewery.

Tsawwassen author releases latest crime novel

One thing the COVID19 pandemic has afforded Tsawwassen author Ian Kent is a lot of free time…and it’s that free time that has allowed him to pen his latest novel. Vengeance is book number three in his Jake Prescott Series. In this adventure, Prescott and his staff try to take some welldeserved time off, a monster from their past awakens, triggering the murder and mayhem memories of the past year. At that time, they had learned that someone, or some organization, was trying to eliminate scientists or anyone highlighting the global warming crisis. The first two books in the series are Catalyst

and Reaction. “This is now my fifth book overall,” said Kent. “I just released it and it was put up on Amazon, but we have pulled it back so we can do a few tweaks and edits and then we will put it back out.” Besides the Jake Prescott series, Kent has written two historical novels in what he calls his Westcoast series – Westcoast Bounty and Westcoast Legacy. Westcoast Legacy is an exciting account of strong willed Margaret Manson who leaves an established life in Scotland and strikes out on an unknown adventure in Fort Victoria and B.C.’s rugged west coast, and tastes forbidded love while battling the hardships of nature, society and local natives while planning an expedition to investigate rumours of

I can do the research and everything has already happened, so all you have to do is report on it,” he said. “I’m up to chapter 14 or 15 so it is moving right along and it’s also a lot of fun. With the pandemic, I haven’t been able to travel, so what else are you going to do.” Kent also keeps his travel story section (Travel Tales) up-to-date on his website with a new story

Delta adding more electric vehicle charging stations SANDOR GYARMATI

If you own an electric vehicle, you could soon be paying for a charge at a Delta-owned charging station. At a recent Climate Action and Community Livability Advisory Committee meeting, staff noted Delta now has 10 public electric vehicle (EV) charging stations throughout the city. Staff have seen a steady increase in use of EV charging stations, with some locations more utilized than others. Currently Delta’s EV charging stations are programmed to automatically turn off after two hours of charging to encourage turnover and make the stations available to others. Several other municipalities in the region are

charging fees for use of EV charging stations and Delta staff will bring forward a similar fee structure to council for consideration, the committee was told. The proposed fee could be in the $1 or $2 per hour range. Delta council last summer endorsed a new electric vehicle strategy aimed at removing barriers to electric vehicle ownership. The strategy, among other things, includes requiring up to 100 per cent of parking stalls in new multi-family buildings to provide an energized electrical outlet capable of providing Level 2 or higher electric vehicle charging, requiring one energized electrical outlet capable of providing Level 2 electric vehicle charging in all new single-family homes and require up to 100

to provide an energized electrical outlet capable of providing Level 2 or

higher charging. A report to council at the time noted Delta’s Community Energy and Emissions Plan states that one important way to achieve the city’s greenhouse gas emission reduction targets is by increasing the availability of electric vehicle charging in the city, which promotes the purchase and use of electric vehicles. Council earlier this year approved a staff recommendation to install additional new dual-point Level 2 (240 volt) electric vehicle charging stations throughout the community, using a grant from the federal government. There are also a number of privately-owned Level 2 charging stations located in commercial areas available to the public. Other government agencies operate public Level 2 stations at

Boundary Bay Regional Park, Annacis Research Centre, Delta Hospital and the Alaksen National Wildlife Refuge. BC Hydro operates a DC Fast Charge station at the South Delta Recreation Centre, which effective May 1, is now charging a fee. According to the province’s recently released 2020 annual zeroemission vehicle (ZEV) update, a record number of British Columbians have switched to electric vehicles (EVs) with more than 54,000 light-duty EVs registered in B.C. The province explained that the annual ZEV update tracks British Columbia’s progress respecting its zeroemission vehicle targets, and the 2020 update is the first report required under the Zero-Emission Vehicles Act, which was implemented in 2019.

A large-scale cannabis greenhouse in East Ladner will be undertaking an innovative new energy plan, reducing its reliance on natural gas. The Pure Sunfarms operation, owned Village Farms, has renegotiated its landfill gas supply agreement with the City of Vancouver where landfill gas has been used in a cogeneration system for the greenhouse since the early 2000s. A recent Delta staff report to council notes Village Farms wholly owned subsidiary, Village Farms Clean Energy Inc., intends to decommission the existing cogeneration system and construct a facility to process landfill gas similar to a future FortisBC system at the landfill. “The end products

will be renewable natural gas which will be sold to FortisBC and carbon dioxide which will be used in the greenhouse. This project will require BC Utility Commission, Agricultural Land Commission, Metro Vancouver and City of Delta approvals and involve new equipment at both the landfill and greenhouse sites,” the report notes. In a news release last fall, Village Farms noted the renewed and extended landfill gas contract enables the operation to transition to a more attractive long-term business model based on the conversion of landfill gas to high-demand renewable natural gas (RNG), which will also generate food-grade liquid CO2, significantly reducing Village Farms’ and Pure Sunfarms’ reliance on natural gas to produce CO2 in their operations.

Vancouver and FortisBC, meanwhile, have signed an agreement for the installation of a system to clean the landfill gas so that it can be injected into the natural gas pipeline as “renewable natural gas.” FortisBC issued a design-build tender for the work which closed in February. That facility is expected to be operational in late 2022 or early 2023. The City of Vancouver notes that when the new project is complete and fully operational, the facility will reduce emissions by 12,500 tonnes of CO2 annually, equivalent to taking about 2,600 cars off the road every year. Landfill gas is created during the decomposition of organic waste. Given the environmental impacts of landfill gas, it is important to collect as much gas as possible

from the landfill, the Delta report notes, adding that a target efficiency of 75 per cent is set out in the BC Landfill Gas Management Regulation. Overall, landfill gas collection efficiency was 78.2 per cent for

December 2020, and 70.1 per cent for 2020. “A trend of increasing collection efficiency was observed in the last part of 2020 as new landfill gas wells were connected and landfill closure work was completed.

Vancouver has been successful in obtaining a grant through the provincial CleanBC program to make further improvements to the landfill gas collection system which will be initiated in 2021,” the report adds.

Well, I don’t know about you, but whenever I read about fire and burning in the Bible, I get a little excited, or at least pay closer attention. Things are about to get very interesting. I like fire and always have enjoyed watching a fire and how the flames dance and interact with one another. There is a peace and a calm with watching a fire. Fire is also necessary for life. As devastating as a forest fire can be, there are many seeds that rely on fire to begin germination. Fire provides heat, comfort and means to cook and prepare food for our enjoyment and nourishment. While there are these and many other benefits to fire, fire is dangerous and wild too at the

same time. Fire has the potential to burn deeply with scars that never heal, destroy buildings, vegetation and can end life. So, it is not surprising that on the other hand, fire in the Bible can lead us to believe that what is cast into the fire of no use and will be destroyed. Or even worse, that which is cast into the fire is in some way evil or bad. There is, I believe another interpretation to fire. For me, whenever I read about fire in the

United Way Healthy Aging connecting seniors through new digital project United Way Healthy Aging has launched a year-long Digital Learning Pilot Project that aims to increase digital literacy among seniors and older adults in B.C. When the pandemic forced everyone into social isolation, many turned to technology to stay connected. This is true for seniors as much as for anyone. Research shows that device ownership and usage among older adults has grown markedly and 65 per cent of Canadians over 65 now own a smartphone and 83 per cent of them use it daily. As the rate of seniors and older adults using technology increases, so does their need for education, training and other technology resources.

The Digital Learning Pilot Project will address this gap. This one-year pilot project is comprised of two funding streams: Active Aging Plus (AA+) and ITech Packages. Twenty-nine non-profit service agencies in B.C. have received AA+ grants to promote digital learning and develop virtual activities for older adults in their communities. Here in Delta, the agency that has received a grant is the Earthwise Society. The ITech packages are kits of five tablets from Best Buy Canada (along with technical support from Geek Squad) and data plans. United Way Healthy Aging has delivered ITech packages to 20 community agencies who will make tablets and

accompanying services available to local seniors. Overall, the Digital Learning Pilot Project represents over a $500,000 community investment.

“It’s important for people to maintain their independence and stay connected as they age, and digital technology has such an important role to play,” said Kahir

Lalji, Provincial Director of United Way Healthy Aging. “Devices, data and the right skills are increasingly necessary for seniors, like all of us, to carry out the daily

activities of our lives – things like banking online or ordering groceries. “Today, we use apps to download and read library books or play card games, and technology is essential to staying socially connected. More and more community centres are developing virtual programs for seniors so they can join from home when they can’t get there in person.” This pilot is unique because of its supported learning approach. Local service agencies from across B.C. will receive support and training from United Way Healthy Aging and HelpAge Canada, a national charitable organization supporting seniors in Canada and around the world.

The Village Clinic in Tsawwassen is trying to do its part to help those struggling with the financial burden of health care due to the COVID-19 pandemic. An initiative that started in January, Village Clinic has been offering a free health clinic every last Friday of the month. “We have had some amazing patients so far who wouldn’t be able to afford integrative medicine otherwise,” said Dr. Heli Mcphie. “It was a perfect storm

really…partially because of COVID and because naturopathic medicine is a pay for service and often out of reach for a lot of people. I think naturopathic doctors sometimes get a bad rap and there is this idea that it is terribly expensive, and it is, but I just thought, I wanted to give back to this community. Some of my patients couldn’t come at all because of COVID. They lost their jobs or their benefits because of COVID, so we created this. It is a year-long initiative. “It’s truly designed for young students and families, and those

Physiotherapist Travis Wolsey has been recognized by his peers for his outstanding work. The Tsawwassen resident is among the recipients of the Canadian Physiotherapy Association’s Medals of Distinction. The award recognizes more than 100 individuals from across the country who have had a significant and meaningful impact on the physiotherapy profession from 1920-to-2020. The Medals of Distinction were developed in response to overwhelming demand from the CPA membership for a unique recognition of the association’s 100th anniversary in 2020. COVID-19 put the celebration on hold for a year. “On behalf of the CPA’s Past Presidents’ Council, I am honoured to recognize over 100 CPA Medals of Distinction recipients,” said Viivi Riis, President of the Canadian Physiotherapy Association. “They represent leaders, role models and innovators whose impact on the profession over the last century cannot be understated. As we look ahead to the next 100 years of physiotherapy driving the health and mobility of Canadians, we must take this moment to reflect on the path paved for us by our leaders in the profession, and celebrate the leaders still to come.” Wolsey, a UBC graduate and former football standout, put his Human Kinetics and Physical Therapy degrees, along with various diplomas, to work when he launched Sungod Sports Orthopaedic and Physiotherapy Clinics. A historic season for Delta’s Evans Junior forward becomes first player in UConn history to earn Div. 1 All-American status MARK BOOTH

For a season that nearly never happened, Jonny Evans sure made the most of it. The 24-year-old became the first player in the history of the University of Connecticut men’s hockey program to earn Division One All-American status. The junior forward was also named team MVP after leading the Huskies in scoring with 29 points, including 14 goals in 23 games. He was nominated for the Hobey Baker Award, presented to the top player in NCAA men’s hockey. The North Delta Minor Hockey product and Delta Hockey Academy alumni headed back east last fall not knowing what to expect due to the COVID-19 pandemic. All classes were done online for the entire school year, but there was hope some form of a hockey season could still take place after the pandemic resulted in a premature end to the 2019/20 campaign. “It honestly was crazy. We had a bad ending to my sophomore year when COVID ruined it. All the guys were kind of upset and we parted ways with an extended summer at home,” said Evans. “I stayed home as long as could but I wanted get out there to train and skate even if there was no season. It was an opportunity train with (UConn strength and conditioning coach) Moe (Butler) because she is great to work with and I can also be on ice whenever I want.” The Hockey East Conference schedule finally proceeded in late November and Evans would go on to produce his historic season. It was a 10-point

MENAGE, Claudette Marie November 3rd, 1937 - May 15th, 2021 It is with great sadness that we announce the loss of our dear and close friend Claudette, who passed away suddenly at the age of 83. Claudette was born in Hoey, Saskatchewan and moved to Edmonton with her family. In 1966 she moved to Vancouver and worked for 23 years for Canadian Airlines in the accounting department. In her youth she played Senior A softball, volleyball, and basketball. She liked many sports, and upon retirement took up the sports of golf, lawn bowling, and 5 pin bowling. She was predeceased by her two brothers Andre and Roger Menage, and survived by her siblings Guy (May), Monique (Johnnie), Micheline (Alexander), Elaine (Allen), as well as her adopted sister Pat. She leaves many other family members and good friends that she met during her journey here.

No matter where he lived in Canada, Tom was a child of Alberta. He was born in Calgary, AB, and spent his early years there. After graduating from Lakefield College School, he attended several universities including Bishops, Sorbonne, and McGill. Completing his education he graduated with his MBA from the University of Western Ontario. His long career in the brewery industry culminated as President of Molson’s Brewery for Western Canada. Never one to completely retire, he started Monarch distilleries and was successfully importing spirits into four provinces, before his true retirement in 2006. As part of his volunteer work he was President of the Alberta 4H Club, President for the Chamber of Commerce in Edmonton, raised money for the Commonwealth Games in Edmonton, and served on several boards including the Calgary Flames and the Glencoe Club. He was well-liked for his sharp wit and his sense of humour.

He is survived by his wife Jackie, and his children, Cherylyn Cameron (John), Tom Sterling (Sylvie), Alan Sterling, John Sterling, Tara Mackenzie (Allan), his stepdaughter Jennifer Balfour (Harry) and 15 grandchildren and two great-grandchildren.

Joy was born in Winnipeg, MB, January 24, 1928, died in Delta, BC, May 15, 2021. She is predeceased by her husband Jack, parents Harry and Beth Garrett, sister Marcia, brothers Edwin and David, and daughter-in-law Leanna. Joy is survived by her loving children John (Sandy), Rob (Ronnie) and Barb (Kim), grandchildren Steven, Allison (Cam), Meghan (Wes), Chloe (Dave), Lauren, Brianne (Jamie), Evan, Melanie (Luke), Vanessa (John), Myles (Chantelle), Bryce (Ashlyn), and Naomi (Adam). And great-grandchildren Sienna, Jacksen, Logan, Austin, Madelyn, Everleigh, Owen, Gavin, Max, Hazel, Easton, Alice, Paisley, Aspen, and Welles.

Joy met the love of her life Jack, over a pool table in Calgary when she was 18. They were married in 1949, and enjoyed 63 years full of fun and adventure, which took them across the country to live in London, ON, then back again to their forever home of Tsawwassen, in 1968. Together they enjoyed curling, lawn bowling, playing bridge, and travelling the world. Jack and Joy operated their store “Suzy-Q” for 28 years, becoming well-loved business owners in Tsawwassen. Afters Jacks passing in 2012, Joy remained active with all her friends and family playing bridge, lawn bowling, volunteering at “Unique Boutique”, and going to the Symphony. Her last trip was to Mexico in 2019, with all her kids and friend Marg where she enjoyed her first margarita! Joy was a pillar of her family and enjoyed spending time celebrating birthdays, holidays and life achievements with them. She was always positive, encouraging, and uplifting to everyone around her.

Claudette will always be remembered for her quick wit, cheeky teasing and her love of life. Not many people can say that they were truly loved, but she was, and we thank God for allowing her into our lives. We will miss her deeply. Online condolences may be made at www.deltafuneral.ca

CURRIE, Patricia “Joy”

STEVENS, Neil Neil Stevens passed May 16, 2021 after living a full life as a husband, father, grandfather, and great grandfather. He was born on June 25, 1929 to Russell and Bessie Stevens in Wetaskiwin, Alberta. Neil graduated from Prairie Bible Institute in 1948. Later in life he became a Prosthetic Technician and worked for many years at Pentlands Orthopedics Products. Neil met his wife Margaret in Three Hills, Alberta, and they were married on September 8, 1950 at Mount Pleasant Baptist in Vancouver. They remained married until June 2014 when Margaret passed away. Neil was the father of three children, Kathy, Graham, and Mark. He had six grandchildren and 11 great grandchildren. He was described by all family as being kind, generous and loving. He will be greatly missed.
