B.C. moves to Step 3 of its COVID-19 restart plan

Premier John Horgan on Tuesday confirmed that his government will loosen a range of restrictions on the way British Columbians live, and end the provincial state of emergency as of today (July 1). The move was expected, as Horgan conveyed in late May that his restart plan for the economy would come in steps. The first step went into effect May 25, with the second step following on June 15. One of the biggest changes will be that wearing masks in public settings will be recommended, but not required. “I’m going to be wearing a mask if I’m in touch with a group of people that I do not know, if I’m on a bus, I’m on a ferry, I’m on an airplane,” Horgan said. “These are recommendations, not directives.” Provincial health officer Dr. Bonnie Henry said the mask mandate
was being lifted because masks are the “last layer of protection.” She said that while the mask mandate has ended, wearing a face covering will still help prevent the spread of disease. “We may be seeing less people wearing masks, but right now, we still will expect most people to be wearing masks in those indoor settings when we’re around other people,” she said Other key prongs in what Horgan and the province call Step 3 are: • allowing all indoor fitness classes • allowing some indoor spectators at sporting events • ending size restrictions for indoor and outdoor personal gatherings • increasing capacity at indoor and outdoor organized gatherings • allowing fairs and festivals to operate • allowing Canadawide travel for British Columbians, and welcoming all other Canadians • ending group-size

If the venue can host 500 people, the new capacity limit would be 250. “I believe it’s safe to take the next step forward,” said Horgan. “That means we can go and cheer for our kids at the soccer game, in the

arena, in the gymnasium. We can go to a friend’s place for dinner. We can plan that wedding. We can go to the theater. We can go to a concert. We can engage again in what makes life so important, and that’s the interaction of people together.” Residents remain expected to follow communicable-disease prevention guidance. The fourth, and final,
step in the province’s reopening is slated to go into effect no earlier than Sept. 7. This step would involve the province allowing increased capacity at large organized gatherings, such as at concerts. Workplaces would fully reopen in this phase, and sport competitions would operate in a prepandemic way.

A heat wave paralyzing huge swaths of British Columbia has stretched emergency services in several municipalities to the brink — in one case, Vancouver firefighters have waited 11 hours for an ambulance crew to arrive and transport an elderly person suffering heat exhaustion to the hospital. BC Emergency Health Services (BCEHS) has seen a 25 to 50 per cent spike in ambulance dispatches across the province over the last several days, says Troy Clifford, president of the Ambulance Paramedics of British Columbia. Clifford, who leads the union representing paramedics, says pressure has been building on ambulance crews for months. When the heat wave hit, he says staffing shortages of up to 25 per cent combined with a spike in demand. “There are hundreds of calls waiting to be dispatched right now,” he says. “What we’re facing is an incredible crisis.” It’s a crisis Clifford says could have been mitigated had BCEHS planned for what climate scientists have been saying all along — that hotter, drier summers would become the new normal. “We know we’re going to face floods, fires,” he says. “We should have been planning for it a long time ago. Fire and ambulance crews aren’t the only emergency services seeing an uptick in demand because of the heat wave. RCMP detachments in some of the province’s biggest municipalities have reported a spike in sudden deaths in recent days. In Burnaby, police responded to 34 deaths between Monday morning and Tuesday morning; in Surrey, RCMP spokesperson Sgt. Elenor Sturko confirmed they had recorded 38 sudden deaths over less than 36 hours, far higher than the two to five reported on an average day. From a municipal policing standpoint, Delta Police spokesperson Cris Leykauf said the
department dealt with nine sudden or recently discovered deaths from Monday morning through Tuesday morning, June 29. On average, she says, DPD respond to five to seven sudden death calls a month according to internal department statistics from the past five years. “Police urge people to check on their loved ones, elderly neighbours, those with health issues, and anyone who might be struggling to cope in the prolonged heat wave,” added Leykauf. In Vancouver, a police spokesperson said officers responded to 65 sudden deaths since Friday but that tally is “changing by the hour as people are sadly discovering loved ones.” By Tuesday afternoon,
VPD said it had deployed dozens of extra officers as a massive surge in 911 calls had “depleted front-line resources and severely delayed response times throughout the city.” “Vancouver has never experienced heat like this, and sadly dozens of people are dying because of it,” says VPD Sgt. Steve Addison in a written statement. “Our officers are stretched thin, but we’re still doing everything we can to keep people safe.” On Tuesday afternoon, B.C. chief coroner Lisa Lapointe said since the onset of the heat wave late last week, the BC Coroners Service has experienced a significant increase in deaths reported where it is suspected that extreme heat has been contributory.
“The Coroners Service would normally receive approximately 130 reports of death over a four-day period. From Friday, June 25 through 3 p.m. on Monday, June 28, at least 233 deaths were reported,” said Lapointe. “This number will increase as data continues to be updated. An 18-year-old Calgary teen is speaking out after he and his three friends were detained by Delta Police last week following a report of someone pointing a gun at a vehicle near Tsawwassen’s Centennial Beach. Noel Kene and his friends were in B.C. last week on a camping trip. They had planned an outing to go to Centennial Beach and were on their way there when several DPD officers stopped their vehicle just before 12:30 p.m. on June 24. “The police said someone in a white SUV pulled out a firearm and pointed it at someone in another vehicle,” said Kene, adding officers pulled their vehicle over, with guns drawn. “I asked them why we were under arrest and they said for possession of a firearm. They handcuffed us, read us our rights and put us all in separate police cars. They searched our car, said they didn’t find any evidence of a weapon and we were allowed to leave.” Kene said one of the officers apologized, but he feels it was not a sincere apology. “It felt really condescending,” he said, adding the group is talking about filing a complaint against the department. “Everyone is very upset. I wasn’t worried because I knew we didn’t do anything wrong, but it was a traumatic situation for sure.” Kene said he feels there was some racial undertones to the arrest. “Personally I felt it was like a sick joke. We knew we were innocent,” he said. “I generally do feel it was racially motivated to a degree and also a case of mistaken identity too, but I wonder if we would have been treated differently had we been white. I felt they [the police] were trying to prove we were guilty instead of assuring us
that we were innocent. At that moment it felt like we were considered criminals, not citizens.” Sgt. James Sandberg said police received a call at 12:05 p.m. from a woman claiming someone in an SUV with a white plate with red lettering license plates had pointed a gun at her while she and her young child were driving in their own vehicle. The incident occurred on the road heading into the Centennial Beach parking lot. Sandberg said an officer travelling eastbound on 3rd Ave. at 12:13 p.m. spotted an SUV matching the description of the suspect vehicle westbound on 3rd Ave. “Due to the nature of the complaint, she [the officer] conducted a high risk traffic stop in the 500 block of Boundary Bay Road,” said Sandberg. “This road is the only road open that leads in or out of this area. Two more officers also responded to the traffic stop, while a fourth officer met the complainant at Centennial Beach for a more fulsome interview. “Because of the allegation that a firearm had been pointed at someone, and the belief that it could be in the SUV, police officers treated the report as high risk and drew their firearms. This was done according to officer training, in a calm and controlled fashion.” Sandberg said police arrested the four occupants of the SUV to ensure officer and public safety. He said the vehicle occupants were cooperative throughout the entire process. “The four occupants – all adults - were detained for about an hour and 15 minutes,” he said. “The occupants told police they were departing a rental property, and had gotten lost in the area, and were using a GPS to try and find their way. The vehicle was fully loaded with items that
supported the information provided to police. Because of the large volume of items, police called a specialty trained firearms sniffing dog to expedite the search. Police did find a flashlight with a rechargeable battery pack, which officers thought could have been confused with a handgun. A thorough search of the car and the occupants did not locate a firearm and they were released without charge.” Sandberg said based on the information provided by the complainant, and by the occupants of the SUV, officers are confident the vehicle that was stopped was in fact the one seen by the complainant. “I believe, based on the information provided, she believed what she saw, so this was not a false and vexatious complaint,” said Sandberg. “At no time prior to that stop did we have any indications about the occupants of that car. We didn’t know the gender, the age, or the race of the occupants. I understand how he [Noel] feels and is looking at it through his lens, but I ask that he also reverses that lens and sees it from the side of the police officers. The priority for police in any jurisdiction is priority of life, so the first goal is safety of the police, the public and the subjects in the car. “Officers made all attempts to ensure the vehicle occupants were dealt with in a respectful manner. They were placed into air conditioned police cars to ensure they were out of the heat, and also to help protect their privacy as bystanders were filming the interaction. A dog in the vehicle was also provided food and water, and the air conditioning was turned on to ensure the dog did not overheat,” he said. Sandberg said if the group decides to file a complaint against the department, they are fully in their rights to do so.

Campfires banned in B.C.
Effective at noon yesterday (June 30), campfires, Category 2 and Category 3 open fires have been prohibited throughout the province. The provincial government says this ban is in effect until noon on Oct. 15, 2021, or until the order is rescinded. The provincial weather forecast calls for recordbreaking high temperatures throughout B.C. this week and follows a spring of lower-thanaverage precipitation in the southern half of the province. These conditions are expected to persist in the coming weeks. The BC Wildfire Service takes these extreme heat conditions seriously. Additional precautions are being undertaken throughout the province, including fire warden patrols, fixed-wing aircraft patrols and an active enforcement presence. “Wildfire prevention
is a shared responsibility. Human-caused wildfires are completely preventable and divert critical resources away from lightning-caused fires,” says the provincial government in a news release. A campfire is defined as any fire smaller than 0.5 metres high by 0.5 metres wide. In addition to campfires, Category 2, and Category 3 open fires, the following activities are also prohibited: * The use of fireworks * The use of sky lanterns * The use of burn barrels or burn cages of any size or description * The use of binary exploding targets * The use of tiki and similar kinds of torches * The use of chimineas * The use of outdoor stoves or other portable campfire apparatus without a Canadian Standards Association (CSA) or Underwriter
Laboratories of Canada (ULC) rating * The use of air curtain burners in Cariboo, Coastal, Northwest, Prince George and Southeast fire centres To report a wildfire, unattended campfire, or open burning violation, call 1 800 663-5555 tollfree or *5555 on a cell phone. Anyone found in contravention of an openburning prohibition may be issued a violation ticket for $1,150, may be required to pay an administrative penalty of up to $10,000 or, if convicted in court, may be fined up to $100,000 and/or sentenced to one year in jail. If the contravention causes or contributes to a wildfire, the person responsible may be ordered to pay all firefighting and associated costs. The City of Delta has also raised the fire hazard rating in the city to high.

A former Delta high school teacher, who was caught in a Surrey Creep Catchers sting, has been banned from ever teaching again. In a recent ruling, the B.C. Commissioner for Teacher Regulation cancelled Simon William Isbister’s certificate of qualification and he agreed he would not apply to teach again. According to the commissioner’s statement of facts, Isbister in November 2017, posted on the “Casual Encounters” section of Craig’s List looking for someone interested in meeting him and another person, having posted a photograph of himself with that other person. He soon responded to another ad posted by someone calling themselves “Lo Lo” who purported to be an 18-yearold female. “This reply stated: ‘U guys seem very nice. My name’s Sierra. I’m turning 13 so please don’t share my pic.’ Attached to this message was a photo of the bottom half of the face of a young female, showing her tongue with a stud piercing. This message from ‘Sierra’ was sent by a person associated with Surrey Creep Catchers.” After Isbister had conveyed initial hesitation,

he asked if Sierra had “played with many older guys.” Sierra responded that she had with “a couple” and Isbister replied “Lucky them.” Isbister then said he was nervous and could get in trouble meeting a young girl. Sierra responded “ummm. i dunno, I guess ya.” He would go on to ask if she was on Kick and when she responded she was not, he asked for her phone number to text her. A few days later he contacted Sierra again, asking if she had changed her mind, if she was receiving his texts, and if “tonight still works for you.” After further exchanges, Isbister wrote, “Mostly, I’d love to just meet you. I’m very intrigued, but also kind of nervous.” Sierra asked if the other person knew about the proposed date and her age and he responded “no, not entirely.” After more exchanges and an initial attempt to meet not working out, Isbister arranged to meet the supposed girl on Nov. 27, 2017 at a Surrey Tim Hortons in the late evening. As he was ordering a beverage for Sierra, who was supposedly on her way, a member of the Surrey Creep Catchers
approached Isbister and called “Simon! Simon! What’s up?” The man followed and video recorded a 15-minute interaction with Isbister in which Isbister said he wanted to meet Sierra because he was worried about her, but also acknowledged Sierra’s profile stated she was 18, but that she told him she was still 12. On Nov. 28, 2017, Surrey Creep Catchers posted the video on its webpage under the name “Simon.” On Aug. 23, 2018 an anonymous caller contacted the school district to inform the district the man in the video was Isbister. The district suspended him a few days later and the following month he resigned. In October 2018, he signed an undertaking not to teach in any role or position requiring authorization under the Teachers Act. In October 2020, the commissioner considered the matter, noting Isbister’s conduct spanned several days and showed a pattern of persistence in meeting with Sierra, as well as that his understanding he could “get into a lot of trouble.” The commissioner noted, “Isbister’s conduct was very serious misconduct that undermines the public confidence in the education system.”

The province should be working with the Tsawwassen First Nation to develop a new pedestrian overpass. Delta South MLA Ian Paton in the legislature last week put forward that request to Minister of Transportation Rob Fleming for the province to look at constructing an overpass at 52nd Street and Highway 17, noting pedestrian safety should be the top priority. Paton said before the mall at the TFN was constructed, the highway was five lanes in width. It is now nine lanes after the expansion and widening of Highway 17. He also said the roadway was 35 metres in width at Highway 17 at 52 Street, but it is now around 60 metres. “Of course, I need not mention the amount
of traffic that attends this mall now and the amount of traffic that is racing to get to the BC Ferries terminal,” added Paton. Paton asked Fleming to look into the situation and respond. It’s an issue that had been previously pushed hard by the City of Delta, but seems to have died on the vine over the last couple of years. Former transportation minister Todd Stone noted that, following the mall’s opening, ministry staff conducted engineering evaluations and no safety issues were observed, contrary to concerns Delta had been raising. “These assessments found that pedestrian volumes were lower than the forecasted volumes, which were considered when the business case was undertaken to address the merits of
a pedestrian overpass. In addition, staff did not observe pedestrian overcrowding on the traffic islands or any other pedestrian related safety concerns,” Stone said in a previous letter to Delta council. A business case commissioned by the ministry, looking into whether an overpass was needed, found such a structure, estimated at roughly $5 million, offered no significant benefit and was not justified. According to Delta’s engineering department, that conclusion was incorrect, considering how pedestrians trying to access two large shopping malls have to cross an increasingly busy Highway 17. The department also noted pedestrians trying to cross at night are placed at even further risk, while ferry traffic exacerbates the situation.

Living on the rural edge has its challenges
W
e live in one of the greatest places on earth. Surrounded by farmland, there are so many open spaces where others have buildings and industry. We have little to complain about. Every once in a while, one gets a reminder of how close we are to nature, and how we have infringed on it as well. I had one of those reminders on Father’s Day. We took advantage of the warm (not too hot) weather and had family over for the first time in a long time. It was special, since it was the first time since I can remember when my kids, nieces and
nephews could not only see their grandparents, but give them a hug as well. It was shaping up to be a perfect, almost post COVID-19 day. Our dog was excited too. Moka is a tiny little thing, almost 14-yearsold, but still has a lot of pep to her. She was outside greeting everyone, but then disappeared for a moment. The next thing we knew, she was in a woodpile, and she wasn’t alone. A raccoon was there, and as we found out later, she was there with her cubs. After a lot of screaming and a few things thrown to distract the raccoon, our dog emerged, and not unscathed. Traumatized, she ran into the house,

with the family following her. We were able to contact Tina Gemienhardt from the Tsawwassen Animal Hospital. She had a look at our pup, and took her for an examination. The next day she performed surgery to deal with a broken jaw and a few punctures
and scrapes. A little over a week later, Moka’s well on the mend, thanks to Tina. As I tell my neighbours to keep an eye out, they have shared stories of their raccoon encounters. One had a raccoon enter her house and steal her strawberries right off the kitchen counter. Another had one face-to-face in his shed. Pretty bold. As I looked up the term for baby raccoon, the post said ‘besides cute?’ Sure, they are cute, until they kill. They are wild animals, scavengers that can be deadly. Feed them at all and they will never leave, just have more babies and call your yard, or your neighbour’s yard, home. Their feces can be fatal to animals
and humans alike. That doesn’t sound that cute to me. We were very lucky. We thought we had lost our companion who was only trying to protect us, as much as a 10 pound dog can. Want to feed an animal? There’s lots of ducks at Centennial beach. Just don’t feed raccoons, because they will take much more than you will give. Reconciliation and the ugly truths we must face MARY POLAK

As a non-Indigenous person, I must acknowledge that I will never fully understand the intergenerational trauma caused by the residential school system and the other culturally genocidal assimilation tools used against the people indigenous to these lands. This fact was seared onto my soul years ago over a few heart wrenching days spent in the company of survivors and their families at a healing camp on the grounds of a former residential school at a place called Lower Post. In the course of its work, the Truth and Reconciliation Commission supported many such gatherings across the country. If the name Lower Post conjures up an isolated and lonely place, you would be right. Located in the northwest quadrant of British Columbia just below the Yukon border, it is surrounded by the natural beauty one expects from B.C.’s back country. But apart from the Liard Hot Springs a couple of hours away, it is an otherwise unremarkable place. There I sat in the healing circle flanked by others invited to bear witness to the telling of truth and
the sharing of deep, unimaginable pain. Each of us represented an institution: the Civil Service, the Clergy, the RCMP and me, BC’s Minister of Aboriginal Relations and Reconciliation at the time. We held tiny bundles wrapped in cloth, a traditional symbol representing our commitment to remember what we were about to hear and to tell the story as witnesses. Looking back, I doubt any one of us could ever forget. One by one, Elders and Chiefs alike told the truth and shared their pain. I couldn’t help seeing them as the frightened, innocent little boys and little girls who had suddenly found themselves far from their homes and even farther from their own world. We listened to the older brother who recounted hearing the screams of his younger sister while she underwent the abortion of a priest’s child. He wept openly now because he couldn’t save her then. We listened to the 80-year-old grandmother disclosing for the first time the daily rape and sexual touching she was subjected to. She cried too because that little girl had her innocence stolen forever. We listened to story after story of beatings and soul-destroying punishments inflicted by those
who were supposed to love and care for them. Then, it was time for us to respond. But how? A voice from the chair beside me said the only thing that could be said: “I’ve lived in Canada all my life. I’ve always been proud to be Canadian. But today, I am ashamed – deeply ashamed.” Silence followed and then the grandmother spoke again – stronger now. “Thank you – I always thought I was the one who should feel ashamed.” The sharing continued, the power of the truth as evidenced through tears and wails and hand holding and embraces between strangers. But it was out – the truth was out. Over the next few days there was more pain, more anguish but also the beginnings of hope and healing. At the close of the camp, we gathered together around the sacred fire. The telling of the truth had been the first step on what would be a long journey – a lifetime journey for those wounded yet brave survivors. The Truth and Reconciliation Commission didn’t just make recommendations to governments and institutions. It spoke to all Canadians. Its findings made us all witnesses to a story that must be told. It made each
Mary Polak one of us responsible for truth and reconciliation in our own circles and throughout our own communities. But make no mistake, the truth must come first. The ugly, distasteful, unimaginable truth. We must look at it and see it in the cold light of day. And don’t ever say it’s too hard to look – too awful. Tired of hearing about Point Roberts
Editor: This subject has been in the news ad nauseum, for more than 15 months: Point Roberts, Point Roberts, Point Roberts. Enough already. I’m tired of hearing about the myopic navel gazers, who are only concerned with themselves, their families, and their properties, who can’t see the Canadian forest for the American trees, and who are lobbying to have the Canada-U.S. border opened right now. The fact of the matter is that the Canada-U.S. border remains closed for an entirely legitimate reason. The Canadian government is right to prioritize the health and safety of its own citizensCanadians- because that is their mandate. I, for one, am glad that the border is still closed to non-essential travel, until 75 per cent of us are fully vaccinated (with the exception of fully vaccinated Canadians returning home). I don’t expect to get my second dose, for at least another month. After 15 months of diligently following “the rules,” I don’t want to get sick from a potentially life-threatening disease, when we are so close to the finish line. (The border will probably be opening within a couple of months anyway.) If the last remaining grocery store in Point Roberts is going to close, because it is not profitable, then that is not a Canadian problem, to be solved by Canadians. That is an American problem, to be solved by Americans. A. Cameron
Stay off the bike lanes
Editor: So letter writers are telling cyclists to stay off the sidewalks (Optimist, letters, June 17). Good idea. A very good idea. But there’s a hitch: as a cyclist I’m forced out of bike lanes by citizens walking two-abreast in
them with or without their family pets and with or without their children while ‘professional’ dog walkers use them as if their packs of canine charges are incarnations of those ineffectual bicycles symbols that city crews paint in them. Often, the sidewalk goes unused. Why? English Bluff is a good example. It has bike lanes on both sides. Let the sun shine and what happens? The walkers and their retinues take to the bike lanes and woe betide the cyclist who reminds them that there’s a sidewalk. When city painters refreshed bicycle symbols along English Bluff’s bike lanes recently, I was sorely tempted to give realism to their work by adding images of joggers, walkers, and dogs—a sarcastic touch that would be lost on those who can’t distinguish a bike lane from a sidewalk. Time to speak up about B. Bay Park
Editor: Most of Tsawwassen’s Boundary Bay Regional Park is undisturbed wildlife habitat, inaccessible for humans, consisting as it does, of marshland, dense vegetation and briar patches. That is not enough for Metro Vancouver’s Parks Department. Signs have been sprouting in currently accessible areas, reading: “Keep Out. No dogs or humans. Wildlife Habitat.” The long-term goal is obviously to exclude human access from almost the whole park, begging the question: What are we getting for our tax dollars? Editor: Re: June 17th letter to MP (Optimist, letters) Most of us will agree with the writer that the innocent children who were buried in Kamloops are the victims of bad decisions. Right from our first Prime Minister on through the years both religious groups and politicians have made decisions that have punished First Nations people. But I feel that the writer is really wanting to “dump on” the Liberals. During the pandemic, corporations like West Jet or Air Canada have been given a bail out, but she fails to mention the millions of dollars that have been sent to people who lost jobs, had to stay at home to provide child care, small business owners, renters, university students who got some money to supplement what they could earn in part-time work so they would have money to continue their education and a one-time grant to seniors. And who in the Cabinet was in charge of these programs? Carla Qualtrough worked tirelessly to provide this help to millions of Canadians. Speaking of poor service to First Nations I would point out that Stephen Harper was the Conservative Prime Minister through three terms and didn’t fix the drinking water problem either. It didn’t just start when Liberals were elected. Having seen Carla in action I am very pleased and proud to have her as my MP. Mary Begin

With the potential closure of Point Roberts’ lone grocery store now just days away, Washington State governor Jay Inslee has expressed his frustration in the lack of progress at the federal level in getting the Boundary Bay Border Crossing reopened. The border has been closed to nonessential travel for more than 15 months and International Market Place owner Ali Hayton says time is running out for her store that was built and staffed to handle a steady flow of Canadian customers, especially in the summer, the months when many are spending time at their vacation homes. Having lost hundreds of thousands of dollars, she says the store could close for good on July 15. The store and the tiny peninsula community’s plight, had the attention of Inslee during his regular state address on the handling of the COVID19 pandemic. “I will be talking to that community about the nutritional needs and logistical needs in the next few days. How to make sure there isn’t real logistical problems that can’t be met for the people of Point Roberts,”
he said. I’m disappointed that the federal governments have not been able to agree to re-open this border. I’ve been grievously disappointed. I’ve expressed that position in a number of ways and as forcibly as I can. “The people of Point Roberts should be recognized. I have been worried about them and doing everything I possibly can to solve their problem for months now.” Inslee also wanted to make it clear the border re-opening is completely out of his hands, as well as B.C. Premier John Horgan. Inslee says he will just continue to urge the executive branch and congress to re-open the border as soon as possible. “The premier of British Columbia cannot solve this problem and I cannot solve this problem. We are going to continue to be as aggressive as we can to urge this border to get open. It’s obviously most acute for Point Roberts. With these numbers of vaccinated people, I just can’t see no reason why we can’t, at least for vaccinated people, get this border open. It’s very disappointing to me,” Inslee said. Inslee’s frustration was echoed last week by Washington State Congresswoman Suzan
DelBene who sent a letter to U.S. Secretary of State Antony Blinken calling on the Biden administration to reach an agreement with the Canadian government to grant the Point Roberts community an immediate exemption to current border restrictions and reopen the border crossing. On Monday, Point Roberts Chamber of Commerce president Brian Calder continued his passionate campaign for what he now describes as a “ghost town” by sending a letter to US President Joe Biden and Prime Minister Justin Trudeau. “We have been pleading for help for months. Our community does not have the necessities of life to be left in isolation for so long,” he wrote. “There is no resident doctor here, no dentist, no pharmacy, no hospital and no department store to buy basic goods. For months, residents have been denied access to Canada for critical medical appointments with their doctors. Community volunteers, who have stepped up to provide care to isolated seniors and help maintain absentee owners’ properties, are frustrated and exhausted. Community morale is at an all-time low. We need help and we need it now!”

Aimed at addressing longstanding inequities that lead to financial insecurity, hardships and social exclusion faced by persons with disabilities, a bill introduced by Delta MP Carla Qualtrough was tabled in the House of Commons last week. The legislation is to establish the framework for a new Canada Disability Benefit. Qualtrough, the Minister of Employment, Workforce Development and Disability Inclusion, said the Canada Disability Benefit would supplement, and not replace, existing federal and provincial-territorial supports with a goal of lifting hundreds of thousands of persons with disabilities out of poverty. A news release notes stakeholder engagement has already started with
the recent launch of an action plan, a public survey that asks Canadians how the Government of Canada can build a barrier-free country. Engagement activities will continue through the summer and fall. The legislation also recognizes the leading role that provinces and territories play in providing supports and services to Canadians with disabilities and the importance of engaging with them in developing income and other supports, the news release states. The federal government also notes it committed in the 2020 Speech from the Throne to develop the first-ever Disability Inclusion Action Plan. It would include, among other things, a new Canada Disability Benefit. “When the pandemic
struck, Canadians with disabilities were hit hard. Many experienced job loss and financial pressures, which increased existing financial insecurity and hardship. By proposing to create the new Canada Disability Benefit, the Government of Canada is responding to the unique and vital needs of persons with disabilities,” said Qualtrough. “This supplementary income benefit would help people to rebound and to fully participate in all aspects of our society and economy. It would address the longstanding financial hardships experienced by persons with disabilities predating the pandemic, and would be an investment in the realization of a fully inclusive society. Canadians with disabilities continue to be at the centre of our country’s inclusive recovery.”

FortisBC Alternative Energy Services Inc. (FAES) has applied to BC Utilities Commission (BCUC) for a small increase to the annual cost of service rate for its thermal energy service to the Delta School District. The forecast cost of service for the school district for 2021/22 is $1.119 million. That will still be lower than originally expected, according to FAES. In a 2019 decision handed down by the BCUC, the school district was ordered to pay FAES a more costly rate for the energy system that was originally intended to save the district money. A utilities commission
panel determined “it is just and reasonable” for FAES to recover the costs of providing service to the district. Several years earlier, the district entered into a deal with FAES that saw the replacement of conventional natural gas boilers with new technology at 19 sites, including schools. Fortis provided the district with a market rate rather than a cost of service rate that would have been higher. However, in 2018 Fortis applied to the utilities commission to not only switch the school district to the higher rate, which was about $1 million more annually, but also get a back payment of almost $4 million. A school district sub-
mission to the BCUC noted it would mean an increase to the school district’s budget of about $1 million a year for the next 15 years. Someone familiar with the deal when it was devised told the Optimist the cost of service rate was expected to be lower than what Fortis later sought because more customers were expected to sign up to be part of the thermal energy initiative. That interest never materialized, which left the school district on the hook to pay much more than anticipated. When it approved the original deal, the utilities commission wrote that it was concerned about the cost risks the district was assuming.

ext year the Optimist will celebrate our 100th year serving South Delta. In this time, the Optimist has gained a reputation as an avid supporter of our community’s charitable and non-profit organizations. Our editorial staff work closely with these groups to make sure their messages are relayed in our stories and event calendars. In addition, many of our staff volunteer time to boards and we have often donated proceeds from advertising features to community ty-minded y organizations. Most importantly, we have also been able to support local charities through the sponsorship of their advertising – both online and in our printed edition.
As the media landscape has changed so has our financial ability tyy to continue these sponsorships. We have needed to become increasingly selective in regards to which organizations we can support. In many cases, we have had to scale back sponsorships entirely. This, inevitably, adds pressure to the organizations to increase their promotional budgets. Unfortunately, in many cases this is not an option and the fundraising initiatives are canceled altogether. Police issue advisory after This year break-ins in Beach Grove IAN JACQUES

Delta Police have issued an advisory to residents in the Beach Grove area of Tsawwassen following a string of thefts from vehicles and break and enters. DPD are investigating 13 separate reports made to police on June 24 from residents on Enderby, Duncan and Compston streets. Police believe the incidents are likely related as they all occurred between midnight and 8 a.m. “One commonality officers have found is that a thief or thieves would enter an unlocked vehicle, or occasionally break into a vehicle, then use the garage door opener to access the garage of the residence,” said DPD spokesperson Cris Leykauf, who added that it did not appear that the suspect/s attempted
or gained access to the living quarters of any residences. A road bike, an electronic bike, a laptop and a backpack are among the items reported stolen. A barking dog woke up and alerted one resident to the theft from his open garage. The resident contacted police who attended and did patrols of the area and surrounded streets, but did not see anything suspicious at that time. “Fortunately in most of the incidents, vehicles were simply rummaged through, though a number of garage door openers were also taken,” added Leykauf. Residents who had garage door openers stolen were advised to disconnect or deactivate the garage door opener, if it could not be re-programmed right away. Anyone who may have witnessed suspicious
behaviour in the area during the very early hours of June 24 is asked to contact Delta Police at 604-946-4411. Those in the area with CCTV/security cameras are requested to review footage, and advise police of anything noteworthy, if they haven’t yet been in contact with police. Residents with security cameras are also asked to consider registering for the DPD Community Watch Program, so police are aware of areas which might have video available. Thefts from vehicles are typically crimes of opportunity and police advice that locking car doors is one of the best forms of prevention, as is ensuring the vehicle is empty of all valuables – or even possessions that look like they might have value.

Delta Police have noticed an increase in boaters on Delta waterways, likely in part due to people starting new hobbies during the COVID-19 pandemic. “There seems to be more new boaters out there, and we want to make sure that those individuals are aware of boating safety practices, and also aware of what rules they need to follow,” said A/Sgt. Brad Coutu. The local department doesn’t have a boat, but DPD regularly partners with other agencies – at times for educational outreach, enforcement or
as required for investigations. Police were recently down at Captain’s Cove Marina, and took the time to speak with many boaters and users of the marina, handing out Transport Canada Safe Boating Guides. One of those boaters was local resident Jason Leigh and his seven-yearold son Ayden. Leigh said he was impressed that the officers took this initiative to provide a safety check for his boat and offered some tips for a safe season on the water. The officers also posed for photos with his son, which was also appreciated.
“People aren’t necessarily aware of what safety equipment is required, or that the driver needs to have a valid pleasure craft operator card,” added Coutu. “And the other issue that comes up is impaired driving – legally you are not allowed to operate a boat while impaired.” Police also took the opportunity to ensure that boaters returning to land from a day out on the water were either sober, or had a designated driver arranged to pick them up. DPD plans to continue this educational outreach, along with enforcement as required, throughout the summer.

Complaints about off-leash dogs in Delta prompt reminder SANDOR GYARMATI

Just go to a designated offleash park. That’s what Hugh Davies, Delta’s Manager of Property Use and Compliance, is reminding residents as more people seem to have gotten themselves four-legged friends during the pandemic, but not everyone is following the rules. The Optimist recently received a complaint from a resident about someone allow-
ing their dogs to roam off-leash at Ladner Harbour Park, while dogs can frequently be seen running free at other places such as Memorial Park. “People complain about quite a few of the parks about dogs off-leash. In the summer, we have park patrols and they have issued quite a few warnings to people about their dogs being off-leash. For the most part, people are cooperative,” said Davies. He noted the city has several off-leash dog areas includ-
ing the popular North 40 Park Reserve in East Delta, however, some people still prefer to let their pets run off-leash at community parks where the animals are required to be onleash. He said it’s frustrating for residents who want to enjoy a park with their families and don’t want to be bothered by somebody’s loose dog approaching them. “It’s been ongoing for a while. Particularly during the pandemic, a lot of dogs have
been adopted, and so there’s a lot more people out there walking dogs. Every once in a while you have some dogs that are not well behaved,” said Davies. “The phrase a lot of owners quote is ‘don’t worry, he’s friendly.’ But people don’t care if he’s friendly or not, they just don’t want a dog running up to them, particularly when they have children around. The public parks are shared by everybody and not everybody likes dogs.” Following an uptick in
complaints, the city is adding additional patrols to make sure people aren’t allowing their off-leash dogs to disturb the wildlife in the foreshore area of Boundary Bay. Delta council recently approved a staff recommendation to construct another new off-leash compound, this one at Mackie Park in North Delta. The city is also planning to add an off-leash enclosure at Pebble Hill Park in Tsawwassen. That proposal still has to go to council for approval.

Spin-a-thon in Tsawwassen raises thousands for Cops for Cancer
Give ‘cheers’ to Delta Hospital The Delta Hospital and Community Health Foundation is inviting the community to take part in their ‘Cheers to Delta Hospital’ event from July 1 to Aug. 31. This fundraiser for Delta Hospital will also give hospital staff a much-needed morale boost and support local restaurants/breweries. Everyone is invited to participate and show their support by visiting one of 10 local host establishments and ordering their special ‘Cheers’ drink of choice. The drink can be enjoyed at the host location or it can be taken ‘to go’ to your home, backyard, or a ‘cheers’ friendly local park. Partial proceeds of these beverages will go to support the hospital. The Foundation encourages participants to post pics on social media and use the hashtag #Cheers2DH to show the hospital staff that our community is here for them.

More than $9,000 was raised at the June 9th event in support of the Cops for Cancer Tour de Valley team. DPD constables Jeremy Pearce, Terra Schmuland, Bianca Boyce and Grayson Hawkings were joined on the stationary bikes by fellow officers including Chief Neil Dubord and Deputy Chief Michelle Davey for the day-long event. Pearce, who is the veteran on the team, said the day exceeded their expectations. “The goal was $5,000 and we raised just a little over $9,200,” said Pearce. “We had tremendous support from our Delta citizens and local businesses. Thrifty’s and Town Centre Mall were just incredibly supportive – we could not have these events without them.” The annual ride sees law enforcement and emergency services personnel cycle hundreds of km to raise money for cancer research. The DPD officers will be joined by fellow officers from Chilliwack, Hope and Surrey RCMP detachments, along with BC Sheriff and BC Correction officers. The goal is to collectively raise $250,000 with various fundraising activities already underway. Tour de Valley is one of five charity rides held across the country, all to raise money for
the Canadian Cancer Society’s childhood cancer research. Tour de Coast is the other B.C. team and is joined by Tour de Rock, Tour de North, Tour de Golden Horseshoe and Pedal for Hope. Pearce said another fundraising event is in the works for later this summer. While that is being organized, all four officers will be doing their own personal fundraising, as well as training and preparing for the ride in September.
“This [the ride] is one of those experiences I highly recommend for any police officer to do just once,” he said. “It’s such a humbling experience to meet the people involved – our junior riders – who have been impacted by cancer and their families. This is also a way to incorporate our community policing goals and initiatives as well. “It’s a way of being visible in the community, talking with people and interacting with the public.”

Giving Tree Project receives grant from Port Authority
The Delta School District has received a $7,000 grant from the Vancouver Fraser Port Authority for its Giving Tree Project. This generous grant from the Port Authority, as well as a recent $4,000 grant from Delta Foundation, will enable the school district to move ahead with plans to purchase and install three-foot posts next to the cedar trees planted at every school and district site. The posts will showcase the design of the Reconciliation Post commissioned and created by Karl Morgan, local Tsawwassen First Nation carver, for the board office in 2019. Visitors to any of the district schools or sites will be able to access
the QR code on the post which will take them to an educational video to explain the significance of the cedar trees and the Giving Tree project. “We hope to hold a ceremony in the fall at the school board office to unveil the new post by the five new cedar trees there if the provincial health orders allow it,” said Diane Jubinville, District Vice Principal, Indigenous Education. “This will be another opportunity to celebrate the success of the Giving Tree Project implemented this year and continue to demonstrate the District’s commitment to Reconciliation. We are extremely grateful to the Vancouver Fraser Port Authority for its generosity with this grant.”

I am a naturalized Canadian citizen, meaning that I did not acquire Canadian citizenship by being born in Canada. Rather, my family immigrated here and chose to make this our home. I love Canada and I regularly pray for our beautiful country. However, in recent weeks, it has become difficult to express my love for our country without coming to terms with some of the shameful parts of our history. As we continue to discover more burial sites and remains of children that suffered under the residential schools, I have been asked this question several times: “Is it appropriate to celebrate Canada Day this year?” I cannot answer this question for everyone—this is going to be a personal choice for all Canadians. I believe it is appropriate to grieve and mourn with the

Indigenous communities that are grieving. I also believe we must listen to our Indigenous friends and find a way to be better neighbours. God calls us to be good neighbours, and we have failed in this regard, so we must lead the charge in becoming good neighbours for everyone in our nation. However, grieving looks different for each person. Just because someone has a Canada flag up, it
does not mean that they are insensitive to the national tragedy that we are processing together. Conversely, just because someone is not celebrating Canada Day this year, it does not mean that they do not deeply care about our nation. We sometimes hastily pass judgment on others when they do not express grief or love in the same way we do. When they look different, we tend to judge rather than seeking to understand. One of my mentors recently reminded me of an important truth: Seek to understand before judging others. The bible also warns against judging others (Matthew 7:1-5). As we celebrate Canada Day this year, let us choose to be gracious to one another and seek to stand in unity rather than to be divisive. Our country needs healing and unifying, so let’s pray toward that end.

Earthwise Garden offers habitat for wildlife South Delta region has a high level of biodiversity thanks to its wide variety of ecosystems
As the weather warms up, our gardens can offer a muchneeded escape from the modern world. While urban gardens are places of beauty and refuge, their ecological value should not be underestimated. The South Delta region has a high level of biodiversity thanks to its wide variety of ecosystems, and is home to a large number of native and atrisk species. The Earthwise Garden, located at 6400 3rd Ave at Southlands, demonstrates how everyone can play a role in wildlife conservation and habitat stewardship. Earthwise Society runs several wildlife awareness programs that support habitat conservation and benefit species at risk, both by creating or protecting habitat, and by promoting public awareness to encourage individuals to become actively involved in stewardship projects that improve habitat for local wildlife. The Earthwise wildlife awareness programs involve monitoring, maintenance, enhancement, and the protection of wildlife, all of which can result in tangible wildlife conservation benefits. Public demonstration gardens like Earthwise show the
importance of creating habitat corridors for local wildlife in the midst of urban settings. Habitat corridors can be created in neighborhoods when home gardeners grow flowers that offer an abundance of pollen and nectar for bees and butterflies, or plant trees and shrubs to provide habitat for birds and other creatures. Taken together, these simple gardening actions support local wildlife species, many of which are threatened by habitat loss due to urban growth. Outbuildings on farms and other properties also provide important habitat for wildlife. For years, the white barn located at the Earthwise Garden has provided critical nesting sites for at-risk species. A breeding pair of barn swallows has nested in the rafters over the last month and hatched a hungry brood. The barn has also been a safe haven to a pair of breeding barn owls for many years. This barn owl pair now have two more healthy owlets, to add to the 18 that have been recorded successfully fledging from this nesting site over the past six years. The nesting birds are carefully monitored by a dedicated team of Earthwise volunteers, supported by wildlife biolo-

For years, the white barn located at the Earthwise Garden has provided critical nesting sites for at-risk species. gists. “I have been lucky enough to be part of the Earthwise Barn Owl and Barn Swallow monitoring program for several years now,” says volunteer Dave Robinson. “This has been a most rewarding experience for our group of volunteers.” Outside the barn, the garden itself has been home to a wide variety of other birds. Recently
a nesting duck was discovered carefully hidden in a vegetable garden, where she successfully hatched three healthy ducklings. A robin’s nest, hidden by foliage, shelters eggs ready to hatch. Rufous and Anna’s hummingbirds can be seen at the Earthwise garden year round, attracted by flowers that bloom almost year round. The Earthwise Garden,
which is open daily, provides habitat for a range of other animals and visitors are welcome to stroll along the meandering paths, sit on the benches, and observe nature. Tina Johal’s latest book I am Ajooni: Yes, That’s Me!
Tsawwassen author Tina Johal doesn’t want any children, including her own, to feel limited by stereotypes or societal expectations when dreaming about their future. Tackling the gendered expectations put onto girls and women, Johal’s second published children’s book, I Am Ajooni: Yes, That’s Me!, is about a young girl brainstorming what her career could be. And the options are
endless for her main character, Ajooni. “A lot of [young girls] will not think about becoming a pilot, or a race car driver – certain things like that. I’ve purposely included those kinds of occupations in there so that I could encourage my daughter and other women to disregard traditions or beliefs that hold them back from achieving any of their dreams,” says Johal. Thinking about her own youth, she reflects on how stereotypes and societal norms influenced
her to question whether the career paths she was considering at the time would be a good match for a woman, a wife or a mother. She is hoping that other children won’t fall into that trap, as she wants everyone to feel empowered to follow their hearts. “This is a book that I’d like to pass onto my children so that they can be inspired by it and know that there are no limits and that they can reach for the stars,” she says. At the end of her book, Johal has included a
template drawing page where children can draw what they would like to be when they grow up. She also has it available to be printed off her website’s “Kids’ Corner” section and hopes that parents will send in their child’s completed drawings to her email at tina. johal@gmail.com to be shared across on her website and social media. Field hockey standout taking her career east

Longtime South Delta Secondary field hockey coach Neil McLennan will never know what his talented graduated class could have accomplished in their final season wiped out by the pandemic. He isn’t surprised to see one of them land at a perennial powerhouse school back east. Natalie Anderson will be continuing her career at the University of Toronto this fall, following what has been a steady stream of BC talent to the Blues program in recent years, including 2019 SDSS graduate Eve Carrothers. In total, 13 of U-of-T’s 24-player squad in 2020 were from the west coast. Some advice from her former Sun Devil teammate and some desired academic opportunities
were enough to convince Anderson to head east. “I was looking at a couple of other schools in Canada as well but Eve says she loves it there and I just liked the sound of Toronto and going to a big city,” smiled Anderson who will initially study math and physical science before focusing on a specialty program. “I wanted to try something new. It’s a little intimidating but I’m excited.” If the big move goes as well as Anderson’s field hockey career in recent years, then she will be excelling on and off the pitch. The multi-sport athlete came through the Falcons community program and also did competitive gymnastics and rep soccer. It wasn’t until she got her first taste of high school field hockey in her Grade 9 year that
her career began to flourish. McLennan has always relied on players of all ages to be one of the top programs in the province for decades. “Once I started playing high school I felt like I was playing real field hockey,” Anderson recalled. “I felt like I loved the sport at that point and because I hadn’t played (at a high level) my whole life I felt like I was constantly getting better. I was getting to know a sport that I didn’t really get to know earlier.” Anderson stepped back her gymnastics to the recreational level and the field hockey opportunities continued to come including time with the Team BC program. McLennan wasn’t surprised to see her flourishing, initially as a defender and later in midfield too. “You can tell she is

got better and the decision making got better and better every year. That’s why this year would have been interesting to see what these girls could have accomplished.”

Predeceased by parents, brother and beloved husband. She is survived by her loving son, sister and a myriad of friends and extended family.
Ashley marched to the beat of her own drum and kept family and friends entertained with her humour and educated with her vast curiosity, travels and reading. She will be sorely missed by family and friends. Till we meet again. Thank you to the Irene Thomas Hospice for making her last few days peaceful and comfortable. A celebration of life will be held in Ladner November 2021 (Covid permitting).

GRENDUS, Lorne Frederick It is with great sadness we announce Lorne’s passing. He succumbed to a difficult battle with cancer at 76 years of age. He will be lovingly remembered by his wife Cathie of 51 years and his children; Shelley (Mark), Jason, Noel and his two granddaughters Jamie and Jodie. Lorne also left behind the families of his 5 brothers, 6 sisters and was predeceased by his parents and 2 siblings. Lorne was a hardworking and dedicated plumber who ran his own business for over 40 years. He avidly planted his vegetable garden every year, which had great success. Lorne enjoyed giving away the excess to friends, neighbors and family. When he was not tending to his garden, he loved to watch football.
It is with great respect, admiration and excitement that we announce the 60th Wedding Anniversary of our parents, Joy and Norm McLeod.

Joy and Norm were married on July 7th, 1941. They have 2 children; Allison and Scott, 3 granddaughters; Sarah, Madeline, Isabelle and a son-in-law; Jonathan Berry ry. y Together they have made many places their home in Ontario and B.C., including Thunder Bay, Woodstock, Milton, Lambeth and for over 35 years, Tsawwassen. Norm spent almost all of his career in the heavy vy y equipment business start rting t off fff as a junior part rts t person with Timberjack Tii in Woodstock, Ontario in the early 1960’s. Over time, with lots of hard work and a natural sense for how to run a successful business, he acquired Williams Machinery ry y Ltd. in the early 1980’s. Once his business was well positioned as one of the leading forklift ftt dealerships in BC, Norm sold the business prior to his retirement in 2007. Throughout the years, Norm has always looked out for the well-being of his family and close friends. He has considered his family to be the most import rtant t part rtt of his life and has meaningfully and generously loved, cared for, and support rted t every ry y one of us. Norm is also an avid walker, and his rigorous and dedicated fitness routine impresses us all!
TKACHUK, Bob June 2, 2021 It is with deep sadness that we announce the peaceful passing of Bob, surrounded by his family, at the Irene Thomas Hospice at the age of 73. Bob was a member of the RCMP and over his 30 years of service, he spent his time in various postings in Saskatchewan and the Lower Mainland. Bob married his high−school sweetheart, Anne− Marie and moved to BC, where he and Anne raised their two children, Jamie and Ryan. In his earlier years, Bob enjoyed nothing more than barbecuing for friends and family, and many a great time were had out in the "greenhouse" at their home in Tsawwassen. He also enjoyed coaching and supporting his children in their various sports endeavours over the years. Bob is survived by, and will be deeply missed, by his wife of 51 years, Anne; his daughter, Jamie; and son−in−law, Sean (Sadler); his son, Ryan; and daughter−in−law, Krista; his sister, Joan; and brother−in−law, John; and many more family and dear friends. Bob was an amazing "Bopa" to his three grandchildren, Kaitlyn, Colton, and Josh. We wish to extend our thanks to the caring staff at the Irene Thomas Hospice and Dr. Paul Klimo for his excellent care of Bob over the past five years.
Joy began her career as a registered nurse. Soon aft fter t marriage, she selflessly changed her focus to support rtt Norm’s career and their two children. She has spent years solving small and big problems, coordinating family members, ensuring every ryone y is healthy, and making home feel safe, warm, and inviting. Joy shows her love for her family and friends by always being there when needed. She loves fashion and style and knows how to decorate anyt ything! t She also enjoys learning and talking about diff fferent f experiences and cultures through reading and movies. Joy usually has something interesting up her sleeve and over the years has provided endless support rt, t fun, gatherings, games, and books to her children and grandchildren. Together, Joy and Norm have faced all of the ups and downs of life together and their commitment to each other has carried them through the years. They have never avoided a challenge and have a love for family, close friends, and lots of laughs. They are an extremely generous, thoughtful, warm, and stylish couple that we are grateful to have as our parents. They are also surrounded by many people that love and care for them and we wish them many more years together in their beautiful Tsawwassen home and community.
