Planned site preparation work this week for a new playground project in Ladner’s Lions Park has been put on hold. Following a flood of emails to City of Delta staff, the Mayor’s office and comments on social media Thursday night (Aug. 26), Delta council, during a special meeting of council Friday morning, passed a motion to stop any work on the project and have staff provide a detailed report on the project to council at a meeting this month. The report will also be shared with the Parks and Recreation Commission for their comments and recommendations to council. The motion, made by Mayor George Harvie, was passed with only Coun. Lois Jackson opposed. Jackson said she was in opposition because she was unclear on the project and was upset that the item was put forward in
what she described was an unusual council meeting with no details on the project. “Everyone seems to be running this organization by things on the Internet and what people are saying. I don’t have that, I don’t follow that. We are here at an unusual meeting of council with no paperwork. This is quite untoward and I’m very surprised that you have brought this forward Mr. Mayor,” she said. “I have difficulty with this process.” City manager Sean McGill said the issue was brought up last Thursday night on social media and subsequent emails were received by staff and council Thursday night and Friday morning. “The motion is clear from the mayor that we halt the project and get the information that council and you, Coun. Jackson are looking for,” said McGill. “Issues were raised by emails I received this morning, the mayor received and the comments were the

ground is over 20 years old and I think there were some design concerns that came up in response to public notification and I appreciate the willingness of staff and council to take a second look at this,” he said. “That is why we are here…to listen to community concerns and make the best decision we can for everyone in our community and not to shove construction down people’s throats, so I’m supportive of the motion and glad we can take a second look.” Harvie said it is important that local government listens to people. “There is a problem here that it seems we moved forward with the contract without real consultation with the community,” said Harvie. “We should not be putting park structures in that do not meet the acceptance of the neighbours and residents who are using it. They were very vocal, but very polite and I’m looking forward to the staff report and making this right.”

The federal Liberals used Wellington Point Park in Ladner as the backdrop for a campaign promise regarding the environment Monday morning. Delta Liberal candidate Carla Qualtrough was joined by North Vancouver Liberal candidate Jonathan Wilkinson, Richmond Centre Liberal candidate Wilson Miao and South Surrey-White Rock Liberal candidate Gordie Hogg to announce a pledge for Canada to ban the export of thermal coal. Saying the Stephen Harper Conservatives “effectively buried their heads in the sand” when it came to climate change, as well as taking shots at Conservative leader Erin O’Toole, Wilkinson noted his government over the past few years has developed a real plan for the reduction of greenhouse gas emissions including the carbon tax, incentives to purchase electric vehicles as well as investing in green infrastructure. Also commending a series of measures announced by Liberal Leader Justin Trudeau, Wilkinson said his government is also committed to the phasing out of the use of coal as well as the export of thermal
coal, both from Canada as well as U.S. thermal coal that goes through this country, no later than 2030. “With so many affordable and cleaner options available, the use of coal to produce electricity simply must come to an end, and we must show leadership both domestically and internationally. I know here locally this is an important issue given the amount of coal that moves through Delta,” said Wilkinson, who served as the most recent federal environment minister. Qualtrough said the communities of Delta and Surrey are highly concerned about their environment and want continued bold action by government. “The issue of the production and transportation and export of thermal, or dirty coal, is very alive in Delta and South Surrey…we are committed to phasing out the production of thermal coal in Canada by 2030 and Canada is a cofounder of International Powering Past Coal Alliance. Ending thermal coal production is necessary,” said Qualtrough. “Showing international leadership is necessary, but, very quickly, the question turns to why are we still exporting thermal coal from Canada, why are we still shipping it

Delta parents will find out this week what specific COVID-19 safety plan will be in place as schools will open their doors to children on Tuesday, Sept. 7. That’s according to the school district which is still reviewing provincial guidelines. In a letter to parents last week, superintendent Doug Sheppard said a Delta safety plan will be shared later this week. The letter notes that with the B.C. population highly immunized, there is now greater community protection against COVID-19 and, as a result, schools can return to closer-to-normal operations with students back in class full-time. However, there will continue to be communicable disease prevention measures in place. Many of the measures were in place at the end of the school year in June including a requirement for all K-12 staff and visitors, as well as students in grades 4-to-12, to wear
masks indoors in schools and on school buses. Delta Teachers’ Association president Susan Yao said local teachers have questions about the return to school, including why K-to-3 students are still not included in the mask mandate. She also said teachers want to know why children not yet eligible for a vaccine are not included in the mask mandate, adding it is particularly troubling because of the rising Delta variant and overall rising of the fourth wave of the pandemic in B.C. “Delta educators and staff need to be safe. Teachers want health and safety protocols for themselves and their students, so we strongly encourage parents to send their children to school with masks and a commitment to wear them as much as possible,” she told the Optimist. Sheppard noted the Delta community has the highest COVID-19 vaccination rate in the Fraser Health region, but they also anticipate there will continue to be COVID-19
exposures in schools. He also noted that according to the BC Centre for Disease Control, with most people 12 and older immunized and effective prevention measures in place, exposures are less likely to lead to further transmission. The province last week noted that in the 2020/21 school year in Fraser Health, 87 per cent of school-associated cases were acquired through community/household transmission, and not from the school setting. However, the return to school may be bad news for children, according to the BC COVID-19 Modelling Group, an independent group which includes experts in epidemiology, mathematics, and data analysis mostly from UBC, SFU and UVic. The group’s latest troubling report predicts children will be disproportionately affected in this latest wave, noting children under 10 are just nine per cent of the population but 36 per cent of the unvaccinated population.

Pride flag vandalism being investigated as a hate crime IAN JACQUES

Delta Police are investigating the latest vandalism to the Pride flag at Ladner United Church as a hate crime. Just a week after officers raised a new pride flag outside the church following another incident of vandalism, DPD
received a report on Aug. 25 of the flag being vandalized yet again with the damage suspected to have taken place overnight between Aug. 24 and the morning of Aug. 25. “This is disturbing. We are still investigating the previous incident of the Pride flag being defaced back in early August,” said Acting S/Sgt. Mike Whiteley in a short video Delta Police have released on its social media platforms. “Let me be clear, this is being investigated as a hate crime. Although the vandalism was directed at a physical object, this has a real impact on people in our community. The flag that was vandalism was hung up only a week ago by two of our officers. We know this crime is not indicative of our community. We have great support in our community which has been shown recently at our Pride Picnic.” Whiteley said police are taking a number of investigative steps and ask that anyone with information contact police at 604-946-4411 or Metro Vancouver Crime Stoppers at 1-800-2228477. DPD spokesperson Cris Leykauf told the Optimist that DPD have spoken with Ladner United Church about installing surveillance cameras outside the church. In a post on its Facebook page last Friday, Ladner United said, “It’s hard to put into words the emotions we’re feeling, but sadness, frustration, and anger come to mind. Anger might not seem like an appropriate response as a church, we’re stereotypically supposed to be “nice” and happy, but seeing hate perpetuated over and over again against the pride flag and LGBTQ+ community of Delta is an issue of justice and righteous anger is a valid response. “We are angry for the
harm this causes to the queer community. We are angry for those whose safety is being threatened. We are angry that someone out there thinks it’s okay to threaten and hurt others. We are angry.” The church goes onto say that they won’t let the anger take over and bring us to places that are unhelpful or unloving. “Instead, we’ll use that anger for the flourishing of life, for supporting the Delta Pride Society and the LGBTQ+ of Delta. We’ll use our anger to keep going. We will persist,” said Ladner United. “We’ll be hanging a new flag in the coming week and, for now, we proudly have a Pride flag hung in our front window -- a donation from the Delta Police Department. “A big thank you to the Delta Pride Society, who has shown so much love, shared in some tears, and has donated money for the new flag. We are so grateful for the work you do in this community.” In a post on its Facebook page on Tuesday, the Delta Pride Society said it “stands with our LGBTQ2S+ community and allies. We are here to support, educate, encourage and have compassion on this community. Always. We are disheartened by the hate crime which took place at Ladner United Church. Their Progress Pride flag was defaced only a week after replacing the previous flag which was also defaced. This community is so much better than this. Any forms of hate must be called out and stop. Now. “We thank the Delta Police for their continuing efforts and incredible support - from their investigation to physically hanging the flag at Ladner United Church! We love our community! Let’s come together to show that All Are Welcome Here!

Masks now required again in all City of Delta indoor facilities

Whether it’s visiting city hall or watching your child’s swimming or skating lesson, masks are now required at all City of Delta’s indoor facilities. Following an updated order from the provincial health officer, which went into effect Aug. 25, all people 12 and older are required to wear masks in an indoor public setting, regardless of their vaccination status. In Delta this includes city hall and all its recreation and culture facilities, when not engaging in physical activity. “Yes, the public including parents as well as children 12 and older are required to wear a face mask when in a Delta facility, unless they are exempt from doing so,” said city manager Sean McGill.

Masks are also now mandatory at malls, shopping centres, coffee shops, retail and grocery stores; liquor and drug stores; restaurants, pubs and bars (unless seated); on public transportation, in a taxi or ride-sharing vehicle; areas of office buildings where services to the public are provided; common areas of sport and fitness centres when not engaged in physical activity; common areas of post-sec-
ondary institutions and non-profit organizations; and inside schools for all K-12 staff, visitors and students in grades 4-12. Masks are not recommended for children under the age of two, but are encouraged for children aged two to 12 in public settings. Children older than 12 must wear a mask in a public indoor space, unless they are exempt. There are no plans to return to limited capacity at city pools and fitness areas which was dropped last month. “At this time there are no plans to limit numbers of patrons. However, we will continue to monitor the updates and guidance provided by Public Health with respect to any additional restrictions that may impact limiting the number of participants or physical distancing requirements,” McGill added.

often receive letters, inquires and comments about our local government. Sometimes it is positive, sometimes negative and sometimes it is a call to action for us to look into an issue, which was the case with an inquiry to our Facebook page last Thursday night. A Ladner resident expressed concern over a sign she saw posted by the City of Delta in Lions Park about the start-up of prep work for a replacement of the playground. She was upset at the current design plan and why no consultation was made with area residents who frequent the playground. Her inquiry to me, then made it over to the Ladner’s Landing Facebook group and a healthy debate ensued. Mayor, council members and staff were then flooded with emails, mostly negative, on the subject. Instead of ignoring the emails, a special council meeting, was called to deal with a few emergency items and the Lions Park matter was added to the agenda. Mayor and council decided to halt the project in order for staff to prepare a review of the plans. So in less than 24-hours, council reacted swiftly to concerned residents and through this review and consultation with residents, will get this right. This is the type of action we should expect from our elected officials. But one councillor, former Mayor Lois Jackson, voted against the mayor’s motion to halt and review the project. Jackson took issue with what she described as a hastily called meeting, as well, why the city was being run by in her eyes, people on social media. Social media has its positives and negatives for sure, and in this case, it was positive as an important issue was brought to the attention of our elected officials and dealt with in a timely manner. Might I suggest that Coun. Jackson get with the times and engage more on social media with the residents of this community? For any elected official, to be accountable to the public, this is a good place to start.
Another election, another opportunity to have your say

ust like last year’s provincial election, we are going to the polls later this month, but this time on a federal level. It seems that elections are an annual event, be it federal or provincial. I always remember being in high school and having election signs being loaded into the front lawn by the grad class of that year. Wasn’t really that nice for the candidates to deal with, but a grad prank was a grad prank. Thankfully, grads don’t do that anymore. The first election I participated as a poll worker was the provincial in 2009. It has become a habit. I’ve worked in each provincial and federal election since. I’ve been a support worker, a poll station returning officer, and a central poll supervisor. You’d think I’d remember how to do everything by now, but each time I’m thankful for the training I get as a refresher before election day. For all the bluster and controversy in the U.S. - warranted or not - our system in Canada is incredibly effective, yet at the same time quite simple. Bring your ID, you are

given a ballot to vote for the candidate and party of your choice. No one, and I mean no one, will ever know how you voted. It’s impossible, unless of course you write your name on your ballot. Don’t do that. What I have enjoyed about working the election is the people I meet. You are put on a team for a polling place, and everyone works together to make the election safe and accessible for anyone who is qualified to vote. If you are a Canadian citizen over the age of 18 on election day, you are eligible to vote. Haven’t registered? No problem as that can be taken care of at the polling location.
With COVID, things will be a bit different. You’ll need to wear a mask in the polling place, not only to protect the people voting and working the polls, but because it’s a provincial order to wear a mask indoors. You may also be voting at a location you aren’t used to, so it’s important to check your voter’s card carefully, or go to the Elections Canada website. Unlike the provincial election, you have to go to the correct polling place in order to cast your ballot. And while you are on the website, consider signing up to work the election. There is a big demand for people, it’s a short training session and a long day, but it’s an opportunity to make a little extra money, and you get to participate in delivering democracy. No SkyTrain extension seems dull-witted Editor: With regard to the eight-lane replacement proposed for the existing Massey Tunnel, Minister Fleming, the Minister of Transportation and Infrastructure is quoted as saying in your recent story, “the province has concluded future rail is not warranted for this transportation corridor.” They have concluded that there is a need for bike and pedestrian walking capacity. Evidently they do not realize where exactly the present tunnel actually is. To not provide for an extension of the SkyTrain from No. 3 Road in Richmond to south of the Fraser River seems dull-
witted. Not only is substantial housing occurring in Ladner, Tsawwassen First Nations and the old Spetifore Lands, but the Vancouver Landfill area provides extensive parking potential for both residents and for tourists not wishing to drive into downtown but would be most willing to avail themselves of access to the extensive, convenient, efficient investment governments have made in the environmentally acceptable transportation that the SkyTrain offers. I trust that saner heads will prevail. The federal government, as a potential
investor, and the environmental assessment process should illuminate the nonsense of not expanding our extensive, existing train assets that would relieve undeniable congestion at the Oak Street Bridge if a tunnel without provision for SkyTrain or similar light rail to the south side of the Fraser on Highway 99 is ignored -for now, but prior, of course to the next provincial election. Vancouver might also help by applying a congestion charge to all vehicles heading into the downtown part of that city, based on the successful experience in the City of London. Robin Gardner
Editor: I am just writing to acknowledge the opening of the road through the Southlands from 56th to Boundary Bay Road. For those who have taken it you will, I am sure, know why this acknowledgment is deserved. What a great addition to our community.
As a long-time resident of Boundary Bay, to be able to traverse this area through farmland up to South Delta Secondary and the neighborhood around Diefenbaker Park without having to go the long way through Beach Grove, is awesome. And given the number of bikes and runners doing
the same this past week there are many who are enjoying it as well. Thanks to Century Group for opening this up and for the mayor and council for supporting the overall Southlands development which is starting to really come together. Michael McPhie
Editor: Re: New EV chargers coming to Delta (Optimist, Aug. 19). As electric vehicles become more commonplace in the future, I hope that most if not all
chargers and the spaces they occupy will be fully wheelchair accessible. The federal government should make it a requirement that to access the $8 million in grants, the applicants
(including Delta) must give assurances that the chargers will be accessible and inclusive for persons with disabilities who will also be moving to EVs. Vince Miele

Editor: In reference to The Optimist article on June 11, titled Delta aims for fair allocation of pickleball courts based on a Delta council staff report, Delta Pickleball Association (DPA) would like to clarify that it does not support court allocation for all organized pickleball groups being no more than 50 per cent of the available court time at each site at any
point in time. We do support the Delta Park Board’s allocation of 50 per cent of available court time over the course of a week. There are times when it makes sense for this very social sport to have a group with more than 50 per cent of the courts at one time, but we want to ensure that all pickleball players, including the public, have reasonable access to courts.
With more than 500 members and growing, we believe that we represent most of the pickleball players in Delta, but realize that there are other pickleball players that do not wish to join our association. A new overpass is opening in Delta, part of a major highway project that has reached the halfway mark to the finish line. That’s according to the Ministry of Transportation and Infrastructure regarding the Highway 91/17 Upgrade Project, a series of roadworks aimed at increasing highway efficiency and provide an easier commute for residents and better travel reliability for commercial vehicles. In its latest update, the ministry says the upgrade project has reached 50 per cent completion and is on track for completion in spring 2023. The project involves a combination of safety and capacity improvements to Highway 91, Highway 17 and the Highway 91 Connector. The ministry notes an
upcoming major milestone is the opening of the Highway 17 River Road Overpass. The first new structure of the project will fully open in late September 2021 and will eliminate travel delays for Highway 17. When this new structure opens, the temporary lane shift on Highway 17 will cease and Highway 17 will revert to its pre-project alignment, the ministry explains. The full Highway 17/ River Road interchange is scheduled to open this fall, creating a more direct connection between Highway 17 and River Road. Components of the project include improvements at the Highway 91 at Nordel Interchange. Intersection upgrades at the Highway 91 Connector at Nordel Way include a combination of direct-access roads and additional turning lanes.
There’s also going to be a new interchange at Highway 17 and Highway 91 Connector (Sunbury) and improvements to the River Road connection. The ministry also notes that additional project components that opened this summer include a new exit from Highway 17 westbound to River Road and a new ramp from the Highway 91 Connector westbound to access Highway 17 eastbound. Meanwhile, the province says it has a detailed environmental plan to protect and maintain the integrity of Burns Bog. The ministry says the design-builder is required to develop construction management plans based on best practices to avoid or minimize potential construction-related environmental impacts, including air quality and dust control, soil erosion and sediment control, and protecting vegetation, wildlife and aquatic

The ministry says it also performs strict environmental monitoring to ensure all commitments are being followed, and it will continue after the project is finished to make sure long-term environmental protection measures are successful.

In December 2020, the realigned section of the Delta Nature Reserve boardwalk opened. The highway upgrade project is part of the $260-million Highway 91/17 and Deltaport Way Upgrade Project by the province. Funding partners
include the Government of Canada, the Province of British Columbia and the Vancouver Fraser Port Authority. The $5.2-million 27B Avenue upgrades component of the project is already complete and was funded by the Tsawwassen First Nation.

The City of Delta will be formulating its own ban on plastic bags. A motion put forward by councillors Dylan Kruger and Jeannie Kanakos at last month’s council meeting, and to be discussed at the next meeting of council in September, would see city staff looking into the steps necessary to come up with a bylaw banning single-use plastics. Various civic advisory committees and Delta’s business community would provide input. The B.C. government recently announced municipalities throughout the province can now move more quickly to prevent plastics from polluting their communities. Under new rules, local governments can institute bans on plastic bags and certain single-use plastics without provincial approval. The province has

amended a regulation under the Community Charter to allow local governments to ban single-use plastics, including plastic checkout bags, polystyrene foam containers and plastic utensils, which includes stir sticks. Previously, municipalities required ministerial approval to implement a plastics ban. More than 20 municipalities in B.C. are developing bylaws banning single-use plastics, the province notes. Under the previous

regulation, bylaws were approved for the municipalities of Esquimalt, Nanaimo, Richmond, Rossland, Saanich, Surrey, Tofino, Ucluelet and Victoria. The City of Delta, however, had been waiting for the regulation to change before moving forward with a ban. This change by the province is part of the CleanBC Plastics Action Plan. The province also notes it is expanding the number of products to be recycled through residential recycling programs by adding milk and milk-alternative containers to the depositrefund system effective February 2022, and more single-use items to the packaging part of the Recycling Regulation effective January 2023. It is also piloting new projects to use reclaimed plastic waste in new manufacturing through the CleanBC Plastics Action Fund.

Delta residents will find that admissions to parks and recreation facilities will be equal to or better than the previous rates. That’s according to the parks department as council recently approved a new fee structure. Single admissions have represented the biggest sales volumes, followed by the onemonth and the 10 and 25 punch pass options. The updated bylaw reduces the number of options, but retains the most popular single admissions, a timebased 30-day monthly pass, an annual pass, as well as introduces a new flex pass, which provides 20 visits within one year to replace the punch pass. Both the time-based
and flex pass offer a further discount over single admissions. The updated bylaw also sees no change to the Delta Families First Policy with preferred or free access to Delta residents. The bylaw includes a premium for non-Delta residents and commercial businesses. A staff report notes that most Delta residents (approximately 95 per cent) will see a benefit, however, a few (less than five per cent) who purchased three and six month passes previously, may experience a small increase in cost in choosing one of the alternatives. The new bylaw also includes three types of fee categories: Child and Senior, Youth and Adult, as well as Super Seniors who get free admission. Super Seniors were,
for those previously age 85 and above, but it’s now age 75 and above. The family category has been removed to reflect the value of the new single admission rates for one or two adults and their children, which is less expensive than the previous family rates. Alternatively, the new flex pass is offered at a significantly lower price per visit for Delta residents, the report notes, pointing out that pass is also good for 20 visits. A special fitness-only rate for the North Delta Recreation Centre has been added as a way to incentivize use of that facility. Meanwhile, the proposed rental fees for facilities remain the same, but in some cases they are slightly lower in order to assist community groups to return to their activities.

The purpose of “The Corporation of Delta Official Community Plan Bylaw No. 3950, 1985 Amendment Bylaw No. 8051, 2021” is to exempt the subject properties from the maximum permitted residential provision of 120 units per hectare under the Medium Density Residential designation in Schedule B.3 Ladner Area Plan in order to allow a maximum density of 153 units per hectare.

The purpose of “Delta Zoning Bylaw No. 7600, 2017 Amendment Bylaw No. 8052, 2021” is to rezone the subject properties from Apartment Residential 20 (RA20) to a new RA180(R) Apartment and Townhouse Residential Rental Zone in order to allow a two-phase, 198-unit non-market housing development for seniors, families, and inclusive housing for persons with intellectual disabilities. Phase 1 would include 130 seniors housing units in a four-storey apartment building on the north portion of the site. Phase 2 would include 68 family housing units in a 48-unit four-storey apartment building and a 20-unit three storey townhouse building on the southern portion of the site. For Phase 1, there would be three rent classifications: rent geared to income (50 percent of units), affordable market rentals (30 percent of units), and lower market rentals (20 percent of units). For Phase 2, rent classifications, rates and a housing operating agreement would be confirmed at a later date. The development would have 15,627 m² of floor area, indoor and outdoor amenity areas and under building parking area accessed from Evergreen Lane. The purpose of Development Variance Permit LU009058 is to: • vary section 13.45.5 of “Delta Zoning Bylaw No. 7600, 2017” setback provisions for the entry structure, balconies and patios and eaves and gutters for the Seniors Housing Phase 1; and vary setback provisions including: entry structure and stairs and walkways for the Family Housing Phase 2.

Community invited to experience the new Southlands Drive at Bike-In Before Southlands became Canada’s largest agri-hood, Century Group’s president Sean
Hodgins decided the best way to introduce the project to the community was to have people ride over
Local politicians and city staff enjoyed a ride down Southlands Drive in a farm tractor driven by Century Group President Sean Hodgins to mark the official opening of the road. to the imagined Market Square on bikes for an up-close and personal show and tell. In 2013, the first Southlands Bike-In was held when it was just the barn and few pop-up tents. “In those first years, everyone met at Tsawwassen Town Centre and cycled down 56th Street and came into Southlands,” Hodgins said. “We needed to get people into the mindset that this was something we could make part of the community.” Eventually, the BikeIns had to pause for a few years as servicing work and construction began on the Southlands site. Now, to celebrate the opening of Southlands Drive and its adjacent 4-metre pathway, the Bike-In has returned and will be held this Saturday, 10 a.m. to 2 p.m.. This new access road and multi-use path connects Upper Tsawwassen with Boundary Bay, Centennial Beach, and Southlands’ Market Square. Southlands commemorated the opening of the road with a ribbon cutting by Mayor George Harvie and Hodgins along with South Delta MLA Ian Paton, Coun. Dylan Kruger, and Liberal candidate Carla Qualtrough. “While the event on Sept. 4 is being held to celebrate the opening of Southlands Drive, we
actually made the decision to close the road to vehicles during the festival and are reserving the new road for visitors on bikes and on foot during the event,” Hodgins said. Market Square at Southlands, the site of the event, will remain accessible to vehicles from Boundary Bay Road and there will be plenty of public parking for everyone. There will be activities and food for everyone to enjoy. Downlow Chicken Shack, will join the event with a food truck, and a beer garden will be hosted by Four Winds. The family-friendly event will also include activities for the kids. Southland’s weekly Saturday Farmers’ Market will be running as normal. Southlands recently completed Red Barn is also available for visitors to check out. “We are thrilled to celebrate the opening of Southlands Drive by inviting the community to bike in with us,” said Southlands Destination Manager, Christine Grange. “Southlands Drive will be an integral part of connecting Southlands with the broader Delta community and we are excited to welcome visitors to experience our farm to table lifestyle and see the transformation in our community.”

Natures Notes: A silent Invasion DAVID HOAR

As summer advances, we are treated to a changing spectrum of flowers growing along roadsides and in our parks. Large patches of tall pink flowers blooming
from June to fall have traditionally been Fireweed. This plant is an early colonizer of recently exposed land and was one of the earliest plants to appear in areas devastated by the Mount St. Helens eruption. Even in urban settings, Fireweed will colonize
vacant lots, as it did in London during the Blitz in the Second World War. How it arrives is no mystery. A single stalk may have 100 flowers, which become a seed capsule with hundreds of minute seeds, each equipped with its own silky-hair parachute to carry it wherever the wind blows. Fireweed also spreads by underground rhizomes creating large swaths of pink which attract bees and other nectar-lovers.
Following forest fires, huge patches of Fireweed help stabilize the soils and persist until trees move in to restore the landscape. These areas can provide a beekeeper with a bonanza that the honey bee turns into delicious, sweet, clear amber honey. There is however, a new pink of later summer making its mark on our local landscape. The European Purple Loosestrife first appeared in the Great Lakes area in

the early 1800s and has moved steadily westward. It spreads both by seeds and by regeneration of plant stalks, making it difficult to eradicate. Loosestrife displaces native species and gradually fills in wetlands; however, its flowers produce nectar and attract many species, including bees. Unfortunately its honey is dark and “ill-tasting,” so as summer advances and Fireweed flowers fade, the quality of honey in
areas invaded by Purple Loosestrife sadly declines. Plants evolve in concert with their insect populations, usually resulting in biological balances. Having an interloper in our local environment like the “New Pink” will have consequences. The “Flowering Plants in Delta” brochure being produced by the Delta Naturalists Society lists 53 species and, of these, more than 40 per cent are introduced.

Earthwise welcomes back Heirloom Tomato Festival It’s the height of summer, and the warm sun has yielded ripe, juicy tomatoes of all shapes, sizes and colours. After a year’s hiatus, Earthwise Society will once again be hosting the Annual Heirloom Tomato Festival to celebrate the beauty and diversity of the heirloom tomato in all its glory. This year’s Tomato Fest, on Saturday (Sept. 4) from 11 a.m. to 3 p.m., will feature a colourful array of heirloom tomatoes, whose seeds have been carefully saved and handed down through the generations. Sporting rich shades of purples, greens, yellows and reds, dozens of bold and unique tomato varieties will be available for guests to discover. For those who would like to venture beyond the tomato, this year’s festival will showcase a range of specialty heirloom vegetables, some of which you might have never seen before. Music School wraps up South Delta Jazz Festival Event was made up of one online week and two weeks of in-person workshops & performances DANI PENALOZA

Though it required a lot of planning and adjusting along the way, the Delta Community Music School successfully held their South Delta Jazz Festival both virtually and inperson this year. With the first week of the festival and workshops being strictly online, some participating students then went on to perform for a camera inside of the beautifully restored Southlands Red Barn in the second and third week. “We find, when you’re teaching music lessons, there needs to be that performance element, because that’s kind of the reason that we learn songs, learn music – you want to share it, you want to perform it … So to have just music lessons, without performance, it’s kind of missing something, right?” says Stephen Robb, Delta Community Music School’s music
director. Compared to their usual one-week festival and workshop in July, the school bumped it to August this year because they needed a larger space to accommodate for COVID-19 precautions during their two weeks of in-person performances. Throughout the pandemic, the music school has mostly been online with the exception of some classes being offered in specifically COVID-prepared studios. “Luckily, we have large studios that have windows. So, we put fans in and we were running in-person lessons in the winter with the windows open, and fans running and HEPA filters running. It was kind of cold and uncomfortable for the few people who were doing in-person stuff,” says Robb with a chuckle. But most instructors taught online and have continued to teach online only. Robb anticipates that

For those who participated in the second and third week of the festival, in-person performances were recorded in Southlands’ Red Barn to be edited and can be eventually viewed on the Delta Community Music School’s YouTube channel. the school will continue in an online direction for the time being, but says that himself and the board of directors have regular COVID-19 meetings every two weeks to assess and reassess the ongoing situation. “For a lot of the stu-
dents, [being online] has worked really well, I have to say. We’ve had some real successes that way … So that’s been an encouragement, the fact that the technology does work. We’ve had to adjust our teaching methods, and there’s a lot more
planning that goes into doing anything online, [compared to] when the person’s sitting next to you or across the room from you,” says Robb. Despite the obstacles, teaching online has helped the school develop a plethora of resources
and recordings that can be used even after the pandemic passes. To watch some of the performances from the South Delta Jazz Festival this fall, keep an eye on the Delta Community Music School’s YouTube channel.

The impressive, musicallytalented Christy Hung from South Delta just secured a regional and national gold medal from the Royal Conservatory of Music in Level 8 winds, despite the flute not even being her main instrument. Hung recently received an email from the Royal Conservatory of Music – which is one of the largest, most respected music education institutions worldwide – announcing her achievement. “I was totally not expecting it since there’s so many good flute players, and I was so ecstatic when I got it. My parents were so happy for me.
They support me so much, and I couldn’t have done it without them,” says Hung. Hung’s National Gold Medal indicates she achieved the highest mark in the country for her discipline and a practical mark of 90 or higher on her Level 8 flute exam, while her B.C. and Yukon Regional Gold Medal indicates the highest mark in that region. She has been playing the piano since Grade two, which she says is her main instrument, and then also picked up the flute in Grade five. Hung took her Level 8 Winds exam in January. Because of the pandemic, she recorded herself playing and then sent it off to an examiner, which is a very different experience from playing
live in front of somebody, she says. “[With playing live], you get one shot and it’s all or nothing, but if you get to record it, you get a lot of takes – as many as you want,” she explains. The pandemic has also meant significantly less in-person performances for Hung. “I haven’t performed in so long. The last competition I had, it was only judges [watching], so there was no live experience, and I haven’t had that in, like, a year and a half. So, going back to performing will be very difficult,” she says. Hung plans to participate in some virtual festivals in the future and looks forward to returning to in-person performances so she can be wellpracticed again.

We will be imperfect as we go, struggling with sin along the way. But let us take heart in knowing that through his life, death, and resurrection, Christ has done all for us already!

In the era of the COVID19 pandemic, there has been, quite rightly, an emphasis placed on good hand hygiene. But when the Scribes and Pharisees criticized Jesus for allowing his disciples to eat without first washing their hands, it had nothing to do with concern for hygiene. Rather, the enemies of Jesus launched their attack on moral and religious grounds. They pointed sharp fingers and ask Jesus: “Why do your disciples not live according to the traditions of the elders, but eat with defiled hands?” (Mark 7:6b) When Jesus replied to this criticism, he teaches us an important lesson about the nature of sin: it’s what’s on the inside that counts. Jesus teaches that it is from within our hearts that sin arises: “for it is from within, from the human heart, that evil intentions comes: fornica-

Labour Day
Unions and their random acts of kindness After being with the Building Trades for most of a decade, I’ve had the unique privilege of seeing what we can accomplish when we work together. There are many big things we do that make their way into the public; like the big infrastructure projects we build or community benefits initiatives. There are so many small acts of kindness our unions have done in just this past year; like calling through their retirees list just to check in and make sure our older members are doing OK. It’s a business manager personally dropping off Red Seal certificates so each apprentice can still receive the recognition so important to this rite of passage into journey status. It’s the leaders in our unions participating in an intensive Be More
Than a Bystander training program so they can make our worksites safer for tradeswomen. It’s the apprentice coordinator who noticed an apprentice was struggling and personally drove them to addiction services. It’s the many, many scholarships given out and the thousands of union masks distributed to keep members safe. It’s the members of our women’s committee, Build TogetHER, instantly responding to a call for help to support women with high levels of violence, homelessness, poverty and addiction on the Downtown Eastside. And then there was the time we called a food bank to say we were donating $15,000 to help care for families over the holidays and the person on the other end broke
down in tears because the donation was so needed. That donation was just one of many our affiliates made last December as our unions gave generously all across B.C. When Labour Day events were cancelled last year due to COVID, our unions organized a construction vehicle convoy through the Lower Mainland from Delta to New Westminster to Burnaby to Maple Ridge to celebrate the labour movement and demonstrate our resiliency in these challenging times. A parent group in New Westminster found out and for block after block, families gathered on picnic blankets and children waved at our members as we drove by. Labour Day This Labour Day, let’s ensure every worker has the protection they’ve earned This summer reminded all of us of the importance of workers - and not just because of the pandemic. We’ve all witnessed the dedication of workers fighting fires, caring for heatwave victims, and just showing up for work in extremely difficult conditions. It also reminds us that workers deserve the basic protections that help ensure you can go home safely at the end of your day, earn a decent living and build a better future for your family. But those protections are always being challenged, whether it’s by economic changes, misguided political ideologies or employers (not all, but many) cutting corners for short-term profit. Here are some of the most important protections we’re working to safeguard: Paid sick leave: Nobody should ever have
to choose between staying home when they’re sick and being able to pay the bills, but 53 percent of B.C. workers and 90 percent of low-wage workers don’t have access to paid sick leave, because provincial laws don’t require employers to offer it. Paid sick leave can help stem the spread of infectious diseases. And when workplace transmission is prevented, it means a better bottom line for businesses, too. The BC government will bring in paid sick leave by next January, and they’re conducting a public consultation about what it should look like. You can share your thoughts with them online at engage. gov.bc.ca/paidsickleave — but don’t stop there. Join our campaign for permanent, universal paid sick leave at www. futureforall.ca/sick_leave. Workers’ compensation: It’s been clear for years that B.C.’s work-
ers’ compensation system is broken. Drastic changes and cuts by the old BC Liberal government stacked the deck against injured workers. While we’ve seen some welcome reforms under the NDP, they don’t go nearly far enough. The Patterson Report clearly identified sweeping changes needed to create a truly worker-centered Workers’ Compensation Board. Every day of delay puts workers and their families at risk. Protection for gig and precarious workers: Many workers can’t count on even the most basic employment standards — like the minimum wage, Employment Insurance, the Canada Pension Plan, and access to worker’s compensation — because employers misclassify them as “contractors.” With our economy shifting toward app-based gig work and temporary and part-time employment,

The right to organize: The evidence is clear: Unions are the single most effective factor in increasing workers’ standard of living and reducing income inequality. They level the playing field with employers on issues like workplace safety, harassment, pay and benefits,
and many more. But often when workers try to organize, they face major barriers — including grossly unfair tactics from employers. We can tackle one of the biggest barriers by certifying unions in a workplace when the majority of workers there have signed union cards, which helps prevent employers from manipulating the certification

Celebrate what is working and change what is not Happy Labour Day! Welcome to the weekend that marks the end of summer “vacay”— if you were lucky enough to have any, and back to classes for students and educators. Here we go with those butterfly feelings again — anxiety mixed with excitement. I saw an ad for backto-school the other day - cheerful parents sporting their masks while stocking up on new school supplies. Yes, the kids are going back to routines and educators will assume the task of keeping them busy learning and being social and safe. Yes, we are still in pandemic times and behaviours and choices have to take into account safety protocols - wearing masks, sanitizing, keeping interactions
more at a distance, keeping to smaller groupings, although not necessarily so for schools with their rather large groups. It’s time to consider the systems we have in place and celebrate what is working, and change what is not. Incremental changes can help us build and re-think our communities and how we do things. What can we do? Get vaccinated and encourage others to do so. Keep wearing masks and encourage others to do so, including children in Kindergarten to Grade 3. While this is not required by Provincial Health, it is encouraged, but teachers in K to 3 want to be as safe as their colleagues in grades 4-12. On a larger scale, the time of political action,
the upcoming federal election, is here to rally the cry for greater access to vaccines for the wider world, among other urgent changes. Why is the Canadian government not pressuring for the lifting of vaccine patents when all of humanity is in danger? Plans for “booster” vaccines come when a huge swath of the planet still has not received a first or second dose. With the rise of the Delta variant, the importance of vaccinations is clear. Without these, the risk of additional variants is greater and could come “home” to us. Ask candidates what they support, the profits of big pharmaceutical companies or the well-being of people? Tigers roar to BCPBL Bantam Prep title Delta defeats White Rock 3-1 in championship game to cap impressive league debut MARK BOOTH

It’s not how you start your season but rather how you finish. Just ask the Delta Tigers. Nearly 11 weeks after opening the 2021 campaign with an 8-0 loss to the White Rock Tritons, the Tigers returned to South Surrey Athletic Park to defeat the hosts 3-1 on Sunday to win their first-ever B.C. Premier Baseball League Bantam Prep championship. Since that mid-June defeat, the city’s top team of 13-to15-year-olds just kept getting better, culminating with the weekend playoff triumph that saw Delta win four of five games, including a 10-3 Sunday morning triumph over the North Shore Twins in the semi-finals. The title continues an impressive run by the program that included B.C. Minor and Baseball B.C. 15U provincial championships in 2019 before transitioning over to the BCPBL and having the 2020 season wiped out by COVID19. “The kids have worked hard. There have been some ups and downs but that is what life is like coaching 13-to-15-yearolds kids,” smiled head coach Cam Frick. “We had a great season. I think our pitching depth showed today and we
got some clutch hits.” Ladner’s Macin McDonald had seen limited work on the mound this season due to injury, but showed why he was one of the team’s top pitchers with a strong performance in the final before North Delta’s Ezra Murti was equally effective in relief. The Tritons actually outhit Delta 6-3 but were thwarted by some superb defence, highlighted by a sixth inning double play after three straight singles had cut into a 3-0 lead. A Murti strikeout ended the threat. “I told the guys this is the best defense I ever seen at this level of one solid game. We turned two double plays on them and both our pitchers were great,” continued Frick. “That was a great pitcher we faced from White Rock too. He shut us down early on in June a couple of times. We had some great swings and great at bats today.” Delta opened the playoff weekend at Winskill Park Friday with a hard-fought 4-2 win over Abbotsford Cardinals behind the pitching of Mutri, North Delta’s Jake Fehr and McDonald who picked up the save. He also had three hits, including a home run, while Tsawwassen’s Finley McConnell and Dryden Fuoco had two hits each. The win set-up Saturday morning’s game with

Frick of his pitching strategy in a tournament-type format. “The first game was tight facing a couple of good pitchers on Abbotsford. All three of our pitchers pitched well. Saturday we were in a spot where we had to beat Okanagan. We decided to use one of our best pitchers in McConnell. We got to burn him there and he pitched the whole game and that was huge. We got lucky enough to be in a spot where we could then rest some guys Saturday night. Taylor then threw a great game this morning.” Frick had high praise for

It’s happening. A full 44-game Pacific Junior Hockey League regular season starts Tuesday night for the Delta Ice Hawks when the White Rock Whalers visit the Ladner Leisure Centre at 7:35 p.m It will be the Hawks’ first game in front of fans since February 2019 after COVID-19 resulted in the 2020-21 campaign being nothing more than a handful of cohort exhibition games, in empty arenas, before the league was shut down for good last November. The team is winding down a busy pre-season with three more games this week as general manager and head coach Steve Robinson prepares to trim his roster for the opener. “We have been going pretty hard since August 15 so the frequency of the skates and the fact we have been really busy feels like we are ramping up for something. Of course you can’t help to be a little gun shy with

What the line-up looks like on Tuesday compared to later this month could be substantially different thanks to the PJHL starting its season so early. Robinson will be waiting
on up to seven players that will be attending upcoming BCHL camps that could make their way to Delta. “This is the tightrope we walk in this league. It’s the earliest to start yet the most trickled down to (level of junior). It is super counterintuitive for sure and definitely
makes it more of a challenge but it’s the same for every team in the league.” What isn’t the same is the Ice Hawks knowing their season is going until mid-April. B.C. Hockey is expected to announce soon Delta will be hosting the 2022 Cyclone Taylor Cup Junior “B” pro-
vincial championships. The Hawks will host the champions from Kootenay, Vancouver Island and PJHL leagues in a four-team tournament. With just five players slated to return, Robinson is borrowing a blueprint from former coach Darren Naylor by attempting to load up on 17-and-18-year-olds that are still aspiring to reach the next level. “It’s the one year bounce (to junior ‘A’) and trying to find as many of those kids as I can and that’s going against the conventional wisdom of (loading up on) 20-year-olds,” he said. His most intriguing signing is 19-year-old forward Alec Scouras who is expected to be named team captain. The South Delta native put up big numbers at the academy level, captaining a West Van team that featured current WHL phenom Connor Bedard. After playing in the BCHL with Cowichan Valley last season, Scouras has decided to focus on his studies at SFU and play for his hometown team.

Born in Warsaw, Poland on April 8, 1934, she immigrated to Canada in 1959 where she spent the remainder of her years. Alina spent most of her life in the hospitality industry, and enjoyed vacationing in warm places, gardening, and entertaining with friends. She is survived by her loving family - her husband of 49 years Andrew; daughters Bernadine and Christina (Tomislav); and three grandchildren Ema, Luka and Niko. A funeral mass will be held at 11:00 am on Tuesday, September 7 at St. Joseph the Worker Parish in Richmond, BC, with a small reception to follow in the family’s home. It is with great sadness and a heavy heart to announce the passing of Margot King (Hinphey).
Beloved wife of the late Bob King, Margot is survived by her children. Deirdre (Bill), John (Chantel), Louise (Paul), Niamh (Brent), Ailish (Greg), 10 grandchildren, her brothers, Liam (Mary K), Colm, brother-in-law, John (Beryl), 4 nephews and 2 nieces. Our beautiful mother fought cancer with courage and grace. We are blessed to have had her for as long as we did, as a mom, gran, sister, aunt, cousin, niece and friend. Her presence would light up a room; it was her glow, her smile, her gentle touch. She loved to entertain, made friends easily and people didn’t forget her. She was an incredible mother and teacher who inspired everyone who knew her. “Mom, there are no words to express how much you are missed. Your memory will live on in all of our hearts forever. We Love you.”

Ellen Johnston (nee Murach) peacefully passed away at home on August 21, 2021 surrounded by her family and friends. Born in Germany, Ellen immigrated to Canada with her family in 1952. Knowing as a child that she wanted to be a teacher, she had a 30 year teaching career and taught in Vancouver at David Lloyd George for 27 years until retiring in 2005. Ellen and her husband Mike moved to Ladner in 1993. Ellen volunteered with the Delta Hospital Auxiliary for 21 years; 8 years as Thrift Shop Coordinator and 8 years with Lifeline, making many dear friends throughout those years. Predeceased by her parents Max and Hildegard Murach, and her husband Mike in 2019. She was much loved and will be greatly missed by her daughters Kerris Huston and Katrina (Cyrus) Huston, her sister Gabie (Peter) Stojak, her stepdaughters Barbara (Rob Sprague), Jenny (Omar Jacobo), Kristy Johnston and grandchildren Brandon, Andrew, Isaiah, Maddie and Noah. No service as per request. Donations to the Delta Hospital Foundation or the Delta Hospital Auxiliary in her memory would be greatly appreciated.
TROTMAN, Douglas James F May 12, 1965 − August 24, 2021 With family and friends at his side, Doug passed away at home after a 3−year courageous battle with ALS. Though his body was weakened, Doug’s mind was sharp and concern for others was his focus. Born in Toronto Ontario, Doug grew up in Tsawwassen, graduating from SDSS in 1982. Following high school, Doug attended and played hockey at Briercrest College in Saskatchewan. Doug had a long career in the scaffolding industry, at different times running his own company or managing Sky−Hi Scaffolding. In addition to countless commercial buildings and industrial plants, Doug built much of the grandstands during the Molson Indy and scaffolded the copper roof of the Hotel Vancouver during a renovation. One of his favourite projects was designing and helping fire departments build ’portable’ training towers. He retired in 2018. The last five years he has loved living in his float home at Canoe Pass and valued being a member of that community − he was very grateful for neighbours who lent him a hand as his body failed, and stopped by this week to say farewell. Doug was a "doer". Whether travelling the globe, going on a local hike or bike ride, playing hockey, exploring from a boat or going on a road trip, Doug loved and sought adventures − He lived life fully. To know Doug was to have been helped by Doug. Whether it be a building project, an errand, a drop− off at the airport or somewhere 8 hours out of his way, he was keen to say ’sure, no problem.’ Doug is predeceased by his mother, Joan. He is survived by his adult children, Megan and Mark; father, Jim (Carol); sister, Laura her children, Zach, Emma, and Liam; and brother, Rob (Cheryl) and their children, Sydney and Hunter. He leaves behind many friends who supported him so much these past years. As per Doug’s request, there will be no memorial service. Instead, perhaps next time you see Mt. Baker (one of his favourite views) or hear ’Take it To the Limit’ you can think of him and smile. In lieu of flowers, a donation can be made to the ALS society in Doug’s honour.

BEARS, Dale John Dale John Bears was born in Prince Edward Island on February 22,1938 and passed away August 19, 2021 at the ripe old age of 83 years. Predeceased by loving wife Betty. Survived by children Cindy (Richard), John (Jayne), Craig (Andrea), Susan (Ken) and Rita. Also by his 10 grandchildren Courtney, Melissa, Jessie, Amy, Brittany, Spencer, Thomas, Trent, Megan and Katelin, who were his pride and joy and his 5 great grandchildren who he adored.
Dad was a loyal Union Iron Worker Local 97 for 50 years. He was a mentor and coach of baseball and hockey to many, and a proud Legion member and community volunteer. He loved to travel with his wife Betty, especially to Vegas at least twice a year for thirty years. Thank you to all the nurses and staff at Fraser Health, and to our wonderful doctor of 50+ years, Dr. David Kason, and our amazing new doctor, Dr. Tiara Rodriguez Nunez for all the patience, support and understanding they gave to dad and our family. And as the song goes, dad would say “I DID IT MY WAY”. A celebration of life will be announced at a later date.

Victor McConnell and Jewel Winnifred Stewart, Kamie grew up in Vancouver, BC, with her older sister and brother, Vicki and Paul. This was a family built on love and faith, and every day of her life she knew she was a gift from God. Beginning at the age of 3 months, Kamie survived four open heart surgeries, countless trips to the hospital, and most recently four years of cancer. She met each health challenge with hope and courage, and blessed us with her determination to never, ever give up. Her faith in God’s goodness and grace superseded any “bad” news, knowing that He was blessing her with quality of days and extra time with both her beloved son, Jayden, and husband, Mike. Kamie’s life was built on the foundations of faith, compassion and love and her relationships with family, friends, and work colleagues bore witness to this over and over again.
Kamie is predeceased by her parents, great nephew Auden McConnell, many special aunts, uncles and cousins. She is survived by her son Jayden; husband, Mike; sister Vicki (Holden) and brother Paul (Patty); step-children Melissa, Jill, Kyle; nieces and nephews Shanna (Brad), Sharalee (Ian), Sharisse (Aaron), Audrey (David); Perry (Emily) and Nathanael; and many treasured great nieces and nephews. You loved us well, sweet one, and you gave each of us the treasure and privilege of loving you. Thank you, Kamie. Until we meet again.
The challenge is on! September is a month of ‘new beginnings.’ Could we make a pact with one another to commit to being positive, kind, and helpful to everyone around us? To display empathy for those who struggle in some way and to stand up for what is right. Let’s show others how to think, speak and act. September 5, 1931 − August 25, 2021 It is with deep sorrow that we announce the passing of William Alexander Lowe − "Sweet William", on Wednesday, August 25, 2021, at 7:03 AM at the Delta Hospice, at the age of 89 years. Born September 6, 1931, in Victoria BC, Bill passed away after a courageous battle with Bone Cancer. He leaves behind his wife, Dorothy Lowe; son, Tod Lowe (Erin); granddaughters, Taylor and Sydney Lowe; brothers, Jack and Bob Lowe; and sister, Mary Lou Marshall; in addition to many cherished cousins, nieces, and nephews. Bill was predeceased by his mother, Mary Goodacre (Bowker). Bill was known as a very hard worker and was well respected in the Kitchen Cabinetry Industry for more than 30 years in both BC and Washington State. A devote lover of horses and horse racing, he enjoyed visiting horse race tracks whenever possible. Bill was a long−time member of the Masonic Lodge, as well as past president of the Richmond Lions Club. During his free time, Bill could often be found out on his boat fishing or crabbing while enjoying a cold Budweiser and a cigarette. In lieu of flowers, donations can be made to the BC Cancer Society in Bill’s name. There will be a private service held on September 8, 2021, at 1 PM at the All Saints Anglican Church in Ladner, BC. Written condolences can be sent to 305−1118, 55th Street, Delta, BC, V4M−3J8. May you now rest in peace and without pain.
