Liberal Carla Qualtrough re-elected in Delta Incumbent MP heading back to Ottawa in Liberal minority government IAN JACQUES
i j a c q u e s @ d e l t a - o p t i m i s t .c o m
Liberal Carla Qualtrough is heading back to Ottawa. With 180 of 181 polls reporting, Qualtrough has 20,553 votes, Conservative Garry Shearer has 16,561 votes, and the NDPs Monika Dean has 9,015 votes. Political newcomer Paul Tarasenko of the People’s Party of Canada is in fourth place with 1,243 votes, followed by Jeremy Smith of the Green Party with 1,184 votes and Independent candidate Hong Yan Pan (also known as Melody Pan) with 364 votes. Across the country, the Liberals will form a second consecutive minority government as they are leading or elected in 158 ridings, Conservatives are leading or elected in 119 ridings, the B.Q. leading or elected in 32 ridings, the NDP leading or elected in 25 ridings and the Green Party in two ridings. These numbers could change in the coming days once Elections Canada has tabulated
all of the mail-in ballots. As of print deadline Wednesday afternoon, the mail-in ballots had not been counted yet for Delta. According to Elections Canada, voter turnout in Delta was 62.8 per cent, higher than the national turnout which was just a little over 58 per cent. The 2019 election saw a voter turnout of 67 percent across the country. Qualtrough told the Optimist she was thrilled with the result and is looking forward to once again representing Deltans in Ottawa. “This is quite an emotional victory for me. It has been a tough 18 months for Delta and for our country. I’m just thrilled, honoured and touched that I can continue to do this,” she said. She said even though it is a minority government once again, the mandate that the country has given the party is clear. “What immediately comes to mind, as much as this is a minority government, there is a clear mandate to move forward with the

of thermal coal out of DeltaPort – so as much as it is feels the same, it’s different because we had a different agenda in 2019 before the world
was turned upside down with COVID and now we have put our post-COVID plans to Canadians and they liked what they saw, so that’s what excites me
to really dig in on those things,” she said. When asked if this election was worth it, now that the results are similar to the last election in 2019, Qualtrough said absolutely. “In terms of the vision that we put forward for Canada moving forward, Canadians have embraced that,” she said. “They have asked us to do these hard things. I like to solve big problems and there are a lot of them that we are facing. I’m excited to get going.” As for as the campaign locally, Qualtrough said she missed the in-person engagement. “There were candidates who I saw only seen in person once or twice during the campaign. I missed the events and the people in the audience asking their spontaneous questions,” she said. “The level of engagement wasn’t as it has been, but we had more than 50,000 conversations in other ways – more one-on-one, and we really leaned into that ground game.”

KinVillage welcomes new CEO IAN JACQUES
i j a c q u e s @ d e l t a - o p t i m i s t .co m
Following the retirement of Donna Ellis earlier this month, KinVillage has welcomed a new CEO to help lead now and into the future. Dan Levitt took over as CEO effective Sept. 7. Prior to joining KinVillage, he was the Executive Director of Tabor Village in Abbotsford, where he shepherded the enhancement of social, spiritual, and care needs for more than 300 seniors. Leading a team of more than 400 employees and volunteers, he inspired them with a commitment to continuously improving quality of life. During his tenure, Tabor raised more than $5 million from its community for a capital campaign to redevelop a campus of care including a new complex care centre of living for older persons. Levitt succeeds Ellis who led KinVillage as its CEO for the past 11 years. Ellis has been instrumental in developing KinVillage’s strategic directions and future vision that defines a multi-phase, multi-year master plan renewal and expansion of its housing, care programs and wellness services in response

When the master plan is completed over the next 20 to 25 years, KinVillage will more than double the number of homes provided for older adults and younger people with disabilities, from 310 to almost 800 suites. “KinVillage has had the privilege of working over the past decade with Donna Ellis who has been instrumental in confirming our place as a leader in seniors care, housing, and wellness in the community and region,” said KinVillage board president Dennis DesLauriers. “We are delighted to welcome Dan Levitt to continue providing leadership excellence, especially as we move towards a new era of prolonged growth and redevelopment.” KinVillage is currently planning the North Court redevelopment, a 152suite building, as the first phase of its master plan. It will significantly increase the level of affordable housing that KinVillage provides and begin addressing the growing waiting list of those who want to live there.

Canada Votes 2021 CONTINUED from P1 As for priorities, Qualtrough said number one is the Massey Tunnel replacement project as well as affordable housing issues. “Number one is to get some certainty around the George Massey Tunnel replacement. Not just the funding but also the process,” she said. “What does the environmental process look like from the federal stand-
point, so really nail down the process and how we can commit to an actual dollar figure and really give Delta some certainty. The other, and I have had lots of discussions with the mayor on this, is Delta’s housing action plan. We need to ensure that Delta gets its fair share in terms of housing support.” On a regional level, with the Liberals poised to gain two seats in Richmond, Qualtrough
says there is an even greater opportunity to collaborate on issues that will be beneficial to both communities. “With Mayor [Malcolm] Brodie being open to collaboration there was some of that, but yes, absolutely there can be greater discussions around environmental issues, especially when it comes to the Fraser [River],” she said. Shearer, noting he was disappointed in the
results, said it’s clear with the outcome this was an election that should not have been called during the pandemic. “Most people, in the middle of summer are trying to enjoy time with their families, and then we are in the election campaign and to get people’s attention at the doors… that was the last thing they wanted to talk about,” he said. “We ended up with what we ended up with because people didn’t

have time to access what was being offered, what the options were and said I can’t make a different choice and do what we did before, so here we are back to where we were at the beginning $610 million later and that’s really unfortunate. “The positive thing for me is that I got out to speak with a lot of people, had some great conversations and learned more about my community. I look forward to continuing those discussions and continue to work with our business community to make Delta a better place.” Shearer said through his work as executive director of the Delta Chamber of Commerce as well as with Rotary, he has built fantastic relationships. “I don’t know in what capacity I will be involved, but I still have relationships with many in the Chamber who encouraged me to run for office,” he said. “I have a significant role with Rotary, which I will continue to work and just be available to be called upon when there is work to be done.” He said he also hopes to continue to work on behalf of the Conservative Party in the riding. “It’s fresh from the election and I haven’t had time to reflect. I know we are going to have discussions here in Delta and some of the relationships I have created within Delta. I have some ideas, and will discuss those and see where that takes us here in Delta.” Dean, who entered the political field for the first time, said she had a great experience. “I was happy to see some gain in the vote share and picking up momentum, so seeing things grow in Western Canada. Getting my feet wet and dipping them into the political scene… everything for me went better than expected,” said Dean. “I was terrified at first, but even people who were not
voting NDP in Delta were supportive and kind. I enjoyed connecting with every single resident. A lot of really supportive messages and emails coming in the whole time. The whole process for me has been really fun, but also very confidence building and empowering, so I really did enjoy myself.” Dean said she has not ruled out running again. “Not saying no for sure, it is really seeing where I am at in my personal and professional life, so the future is bright for sure,” she said. Dean added that she wants to continue working on behalf of the party to strengthen their position in Delta. “I was Randy’s campaign manager in the last election. With this election and meeting supporters and people from the NDP in Delta, I definitely got a taste of it and met a lot of people, so certainly want to get involved more with the riding association,” she said. In Student Vote Canada results, students elected Dean as MP. In Delta, 24 schools cast ballots in Student Vote, with Dean garnering 1,655 votes and 31 per cent of the popular vote. Liberal Carla Qualtrough was second with 1,443 votes and 27.08 per cent of the popular vote; Conservative Garry Shearer with 917 votes and 17.21 per cent of the popular vote, Jeremy Smith of the Greens with 748 votes and 14.04 per cent of the popular vote, Independent candidate Melody Pan with 343 votes and 6.44 per cent of the popular vote and Paul Tarasenko of the People’s Party of Canada with 222 votes and 4.17 per cent of the popular vote. “I loved the result. I shared it and tweeted it. It gives me hope,” said Dean. “It’s the swell of people reading and learning about the NDP and believing in the things that I do. With the youth vote that way…I think we are going to be alright.”

Newtreeprotectionbylaw coming for City of Delta SANDOR GYARMATI
sgyar ma ti@de lta - o ptim ist .c o m
Delta council will be considering a new urban forestry strategy and proposed amendments to the city’s tree protection bylaw within the next weeks. That’s according to staff in a response to a recent letter writer conveying concerns about tree removal procedures and suggesting a tree cutting moratorium be implemented for the Sunshine Hills neighbourhood until a bylaw is considered. Council last year directed staff to look at updating the cities tree bylaw following increasing complaints about lots being clear cut of big trees to make way for new houses. Some of the proposed changes include requiring more replacement trees when larger trees are cut down and having more
large replacement trees, where feasible. Removing a large diameter tree could result in a two-for-one replacement of big trees. One of the biggest changes would be the addition of a “significant trees” category. Significant trees are defined as having “significant value to the community because of special characteristics such as size, age, uniqueness of species, uniqueness of ecosystem, or heritage or landmark value.” The bylaw is part of a new urban forest strategy being developed by the City of Delta. The strategy includes increased planting initiatives by the city that will be funded through greater contributions to a tree reserve. Delta last updated its tree bylaw in 2015 to allow one tree to be cut without an arborist’s report, or
outside of an emergency, every 24 months instead of one each calendar year. Some of the other changes included requiring five replacement trees for every tree cut or damaged without a permit or contrary to a permit, and removing the maximum $2,000 permit fee to ensure applications for a large number of trees being cut pay their fair share. The amended bylaw also provided council with the ability to reject applications for 24 months for properties where trees have been cut in violation of the legislation. The previous revision of the tree bylaw before those changes was in 2006. A report to council two years ago noted an analysis based on 2016 aerial photos showed increases in the tree canopy in all three Delta communities from the 2004 baseline.

Delta resident Koshik Chand won the $1 million guaranteed prize in Lotto 6/49.
Lotto winner will take family to Fiji It has been a while since Delta resident Koshik Chand has gone back to Fiji, but after winning the $1 Million Guaranteed Prize in the Lotto 6/49 draw on July 10, he plans to pack his bags soon. “I came to British Columbia in 2009 to develop my career,” explained Chand. “I never thought that I would win, but I’ve always wanted to go on vacation back to Fiji to see my family.” Chand purchased his

new home for his family and perhaps donate some of his winning to charity. So far in 2021, B.C. lottery players redeemed more than $62 million in winnings from Lotto 6/49. Lotto 6/49 is a nationwide lottery game drawn on Wednesdays and Saturdays after 7:30 p.m. (PST). Anyone can win, and #YouCouldBeNext! Watch some amazing lottery winner stories online. Cops for Cancer ride kicks off in Delta MARK BOOTH
m b o o t h @ d e l t a - o p t i m i s t .c o m
It was only day one of a 500-kilometre journey and already it resulted in a widerange of emotions for Bianca Boyce. She is joined by Terra Schmuland and Grayson Hawkins as Delta Police constables on the 20-team Cops for Cancer Tour de Valley Team that kicked off the 2021 edition on Monday in their hometown. An official send-off in North Delta was followed by a reception and barbecue lunch at the Delta Police headquarters in Ladner. The team then headed to Tsawwassen for more stops before pedaling its way back north to complete the Delta leg. Further rides will continue over the next four days in Chilliwack, Abbotsford, Langley and Surrey, averaging more than 100-kilometres each time. Cops for Cancer, which was launched in 1994, sees law enforcement and emergency services personnel cycle hundreds of km to raise money for pediatric cancer research and

There are four tours taking place throughout B.C. that have collectively raised over $48 million since its inception. Joining the DPD trio on the Tour De Valley teams are offi-
cers from Chilliwack, Hope and Surrey RCMP detachments, the Surrey Police Force, along with BC Sheriff and BC Correction officers. They have all been doing endurance training since the spring.
“This is super exciting and the training has been awesome,” said Boyce. “The last couple of training rides we actually got to do a little interaction with kids. Honestly, going from riding by ourselves
and having to pump ourselves up, then going to ride to the schools and having the kids out there. Literally, I have cried multiple times already and we are not even halfway through the day. It has been amazing. “I had never been on a road bike in my life. I have done a couple of spin classes. The clipin shoes and having to balance and stuff, it’s a complete first time for me. I’m definitely now a lot better.” The Valley team was welcomed by Delta Deputy Chief Michelle Davey who is a twotime past participant herself. “This cause is near and dear to the policing community’s heart. You are making a difference in the kids’ lives and their parents as well. It resonates with them and they find it so powerful and meaningful that you are willing to put yourself out there to fundraise and to get on a bike and ride 100 kilometres a day. That’s hard. It’s a lot of work,” said Davey. To donate to this year’s ride visit the Tour de Valley donation page via the Canadian Cancer Society at support.cancer.ca.

When we hear a politician was proud to take the high road, he has gone low. When a prime minister says he has a clear mandate, it is anything but. Notwithstanding what he said and was said about him Monday, more likely today Justin Trudeau is salving his wounds, looking for culprits, and perhaps gazing in the mirror to find one for his Seinfeld Election – a show about nothing – that nearly self-sabotaged his leadership and took the party with it. The eerie election result was a tape loop, a time trip transporting us back five weeks, the Groundhog Day of votes without the romantic movie ending. If there is any high road – as his mother repeatedly insisted Monday night he had travelled – it is Trudeau’s to find. His campaign had to sow division to galvanize his following, and it was sad that he chose confused and fearful – or blithely
unconcerned – Canadians on an issue as threatening as the pandemic as his hill to live and die on. It was a successful wedge in salvaging his government, but it effectively set the stage for Trudeau’s sunset if he cannot heal what he has injured. If there is any clear mandate, it’s to get to work, to use the same intensity of self-preservation he displayed in the final three campaign weeks to tackle the tasks of the fourth wave today and the runway toward record spending ahead. The homework has quickly piled up while he was electioneering. Trudeau ran on his record of managing the first, second and third waves of a ceaseless coronavirus. He could do worse now than to demonstrate compassion than to demonize the opposition about the pandemic emergency in Alberta. The enmity with a contrite Premier Jason Kenney needs to be set aside to save lives, and Trudeau needs to treat the crisis there as if it were happening in his
home province. Trudeau asserted that he needed this election because of parliamentary dysfunction. He was never believed, but there is nothing that can be done now about the $610-million vanity play except to apply accountability to a prime minister. Conservative Leader Erin O’Toole warned repeatedly Monday in his concession speech that another election is coming in 18 months – indeed, Trudeau suggested so only a few days ago. But the prime minister who insisted last April no election was coming this fall now needs to commit to cross-aisle collaboration, the “Team Canada” approach O’Toole said was planned but never executed on the pandemic. To that end, Trudeau needs to develop a new narrative for a minority government with staying power. There was no new mandate needed in 2021 and there is nothing on the horizon to offer yet another opportunistic tilt at the windmill. The focus
that Trudeau found in his early coronavirus leadership has to be the basis of this narrative. It would also help if he stopped throwing around money and find ways to be frugal, if that is at all possible. The NDP’s Jagmeet Singh gained a couple of seats in the Commons, but he has to be careful not to overreach. His 27 or 28 seats in a 338seat chamber are not a national endorsement for everything he espouses. He can push a progressive agenda – it seems even Conservatives were comfortable with that – but he is young enough that he will be around when the bills need to be paid and when he learns there are not enough Canadian billionaires to plunder. Trudeau will need to have one of those long walks in the snow that his father took in 1984 to deliberate on his leadership, but he has hardly lost the nation yet and needn’t make his decision soon. But there will be pressure in his party to signal if he is going to fight to stay – and it would be a fight, even if
many who would oppose his leadership are there because of his leadership. What he will find in due course is that many of his ambitious plans eventually start costing money, that the money has to come from somewhere, and that the somewhere is almost always someone. In politics that is when larger numbers no longer like your objectives but find them objectionable, when your campaign is less about laying out a vision than defending it. Trudeau got a taste of that over the last five weeks, but it is nothing like what he would face next time. The prime minister got a trillion-dollar free pass in the pandemic. Next election we could be counting nickels and dimes. He wriggled free of folly this time, but it’s hard to see if he would have that much of a fight in him next time. Or if his party or the country would approve. Kirk LaPointe is publisher and editor-in-chief of Business in Vancouver and vice-president, editorial, of Glacier Media.
There’s a lot of work required to pull off an election
M
onday’s election was a little like when I had to replace my water heater… one day I had hot water… then I gave someone a bunch of money…and then I had hot water. Regardless, being able to execute a safe election, even in a pandemic, is an incredible accomplishment. Most people don’t understand what it takes to do this in 338 electoral districts across Canada. I didn’t either, even though I have worked in elections since 2009, until this one. This time, I was on the inside, as the training officer for South Delta. I worked in the office with
all the recruiters, poll operations managers, the people who looked after sorting all the materials, updating the electors’ lists and any number of other requirements. Just figuring out and arranging for the polling place you went to, took a lot of time, and coordination. This doesn’t happen by magic, it’s a lot of hard work by a lot of people who, frankly, don’t really get paid all that well. The stress, the hours, the pressure is incredible, yet all these people come together for a short period of time to make democracy happen. You had to wait for 45 minutes? ion on how the country is run without fear of reprisal or injury. Election Day started at 6 a.m. for these people, and for many it didn’t end until 2:30 a.m. I don’t know how many people I trained to be information officers (who met you at the door),
registration officers (who looked after your ID issues and pointed you to the right place) deputy returning officers (who gave you your ballot and made sure it was counted) and central poll supervisors (who made sure everything was safe and efficient). It was more than 100 people, and maybe close to 200. I met so many great people. Even more impressive were the 16-year-olds who came in to be part of it, even though they couldn’t vote themselves. Mind you, a day off from school and some money in the pocket isn’t a bad trade… I started training folks Aug. 31 and ran three-hour sessions, most days two
back-to-back, all but five days. I think that must have been the worst part for them, having to listen to me for three hours. The CPSs had to do three sessions. Compare that to having to stand in line. Thanks to all who worked the polls, but a special thanks to those who worked in the District Office, tirelessly and unselfishly, to make Election 44 happen. Please don’t say elections don’t matter. To these people they do. Very much so. PUBLIC NOTICE OF 2021 TAX SALE
TsawwassenBeachaccesscelebrates 17thanniversarythiscomingSunday
Pursuant to Section 647 of the Local Government Act, Public Notice is hereby given that the following properties will be offered for sale by Public Auction at 10:00 a.m. Monday, September 27, 2021 in the Council Chamber at Delta City Hall, 4500 Clarence Taylor Cresent, Delta, BC V4K 3E2, unless the delinquent taxes and interest thereon are previously paid.
Editor: This Sunday, Sept. 26, is the 17th anniversary of the official opening of the Fred Gingell Park stairs, and public access to Tsawwassen Beach. It is hard to believe that it has been around long enough to be a fixture in Tsawwassen. After a lengthy COVID closure, thankfully the stairs and trail were reopened on May 28 and the public usage has never been greater. The beach trail is one of the most popular and used public amenities in all of Delta, giving a great route down to one of the most beautiful western beaches in Canada.
It has varied and regular users from the community including grandparents with young grandchildren, high school and elementary students, even professional athletes working on team training, adults of all ages making it integral to their fitness and health, families, friends and Tsawwassen visitors. It is interesting now to think back and remember the opposition and bitter controversy that surrounded gaining this access, and this resource, and how it divided the community for a time. Happily, that is now just a memory for some, while most users today
are not even aware that it was a very big deal. Politics is always temporary, community prevails. We encourage everyone to get out on the trail and celebrate the 17th anniversary; build up a sweat, go for a walk on the beach, and never take for granted that you can do this freely. For those who work to enhance and help progress in the community, please use the Fred Gingell Park beach stairs as a marker and encouragement to be patient, be persistent, and never give up. Choices come with consequences when it comes to COVID-19 rules Editor: I too am an active senior who strives to maintain and improve my health. For several years I have attended classes at the Ladner Leisure Centre, in step aerobics, muscle max, spin and yoga. I was sad to see the cancellation of our classes during COVID, but certainly understood that it was necessary to do so. Our classes have once again resumed and are
open to anyone who shows proof of COVID vaccination. It’s wonderful to be back in an active, supportive and safe environment. I think the Parks and Recreation department of Delta has done a great job of reopening. My thanks goes out to the planners, staff and instructors. Mr. Frey laments in his letter to the editor (Optimist, Sept. 16) that he is unable to participate in his fitness classes due to his personal deci-
sion to refuse the vaccination. All choices we make come with consequences. My choice to vaccinate allows me to resume my fitness activities. His choice stops him from doing so for his safety and the safety of those around him. I am thankful that these regulations are in place. I hope Mr. Frey reconsiders his decision so he can get back to the programs he’s missing. Phyllis Hamilton
A more ethical approach needed
Editor: The recent announcement by the British Columbia Nurses Union (BCNU) that nurses working with the public do not need to be vaccinated against COVID-
19, as there is already a nursing shortage, floored me! I pride my nursing education as being science-based and humanitarian, not on the need to further cull
the vulnerable population to reduce the nurse shortage. There certainly are more creative approaches to deal with the nurse shortage that are ethical. Sharon Stunder

The City of Delta will be applying for federal dollars to help pay for even more electric vehicle charging stations. Council recently endorsed a staff recommendation to apply to the Natural Resources Canada Zero-Emission Vehicle Infrastructure Program to help fund charging stations for Delta’s municipal fleet. Delta’s fleet includes 80 light duty vehicles, 24 of which are hybrids. A staff report notes that stemming from Delta’s Electric Vehicle Strategy and the action in that strategy to develop an
“electric first” policy for the fleet, the five-year plan is to purchase oneto-four electric vehicles each year to replace combustion engine vehicles at the end of their duty life. Existing public charging stations at municipal facilities can be used to charge Delta fleet vehicles in the short-term. However, dedicated fleet charging is required as additional electric vehicles are added to the corporate fleet. The proposed fleet charging project would include 10 Level 2 electric vehicle charging stations located where fleet vehicles are parked overnight.
The report notes the exact locations of the charging stations will be determined following a fleet assessment and facility assessment, which are planned to be completed by the end of 2021. Delta currently operates 10 Level 2 charging stations at public facilities and installation has begun on another 20 stations. About half of the 2021 stations have been installed and completion of all 20 stations is expected by next month. The city also recently applied for funding to install an additional 20 Level 2 stations and a DC Fast Charge station at public facilities.

Changes are coming for Ladner’s Cromie Park SANDOR GYARMATI
sgyar ma ti@de lta - optim ist .com
A new master plan for Ladner’s Cromie Park was recently presented to the Parks, Recreation and Culture Commission. Following consultations this year with residents and community sport organizations on changes for the park, the parks and engineering departments collaborated on a final draft of the proposed Cromie Park Master Plan. The master plan features new baseball facilities, including a new field house and revitalization of the existing allweather field as a baseball field, a relocated and enlarged parking lot and other park improve-
ments including a community gathering space under a shade structure near the pickleball courts, as well as a small playground. A report to the commission notes community sports organizations had conveyed a number of ideas at the Mayor’s Sports Summits. The report notes an important feature of the proposed master plan is a batting cage at the south end of the park. The Ladner Minor Baseball Association has put forward the idea of a baseball-specific training amenity in the park to help support their efforts to deliver baseball to the community year-round. Depending on the outcome of the proposed master plan,
that idea may come forward in the future, depending upon the scope of the amenity and arrangement proposed by the association, the report notes. As far as the consultation with neighbourhood residents, the report notes one collective response from a number of residents on both 42A Avenue and 42B Avenue focused on the traffic flow to and from the park. While the residents were generally supportive of the increased use of the park, they were hoping that some traffic management solutions could be incorporated to the design. The final design put forward features one vehicle access area to the park on the mid-block of 49th Street.

Delta thriving for more inclusive parks & rec participation SANDOR GYARMATI
sgyar ma ti@de lta - o ptim ist .c o m
A high demand for services is straining Delta parks and recreation staff’s ability to meet the evolving needs of children with disabilities in the community. That’s according to a staff report to the Parks, Recreation and Culture Commission on the city’s recreation support for persons with disabilities, which notes Delta encourages people of all ability levels to participate in programs. Ad hoc requests for services in programs such as day camps, preschool and before and after school care are now more frequent, making the ability for staff to provide volunteers to support children one-on-one less feasible, leaving the instructor to manage the child. The primary challenge is in sourcing consistently available, qualified volunteers who can provide support on a regular basis, the report notes. “Over the past several years, Delta has applied for and received grant funding to support hours for two Summer Support Workers. These staff are hired to provide full time program support to children with disabilities in registered day camps; however, as funding is limited, the hours end by the fall. In addition, as these two Support Workers provide one-on-one support for children, Delta is only able to provide this high level of support for two
children in each week of summer camp. Other children requiring support are partnered with one of Delta’s Accessibility Support Program (DASP) volunteers,” the report notes. The report also explains that while some individual activities and group programs can be tailored for specific interests and needs, and adaptive equipment is available for some activities, the number of programs available that are specifically adapted is limited. By developing partnership agreements with community organizations, the report suggests, Delta may be able to utilize external funding for additional hours for one-on-one support workers and the further development of adaptive programs and recreation services. “In addition to providing a more diverse spectrum of adaptive programs and services, relationships with community organizations will help staff to be more informed, responsive and flexible, and meet the changing needs of children and families of all abilities,” the report adds. “This fall, through a partnership with the North Delta Football Club and the North Delta Baseball Association, a new weekly Adaptive Multi-Sport Program will be offered to children with cognitive or physical disabilities that will introduce and develop skills, instill confidence and most importantly, encour-

age children to enjoy the full benefits of participation at a level that is structured to their abilities.” The report states Delta staff meet quarterly with the Lower Mainland Municipal Accessibility Committee, attend meetings with the InterMunicipal Volunteer Leaders Committee and, as requests for support increases, staff will continue to liaise with other municipalities and community agencies on how
to best offer support and services. “Following council’s direction through the Mobility and Accessibility Committee to create and enhance programs to meet the needs of people with disabilities, staff will continue to investigate and implement support, opportunities and levels of engagement for children and adults to live and play with dignity and as full and equal participants in the community.”

Delta council recently voted in favour of allowing the temporary storage of thousands of shipping
The application was for a temporary use permit, which would allow an outside shipping container storage yard at 9250 River Road. containers on a vacant property on River Road. The application was for a temporary use permit, which would allow an outside shipping container storage yard on the north portion of a property at 9250 River Road, as well as a couple of unaddressed parcels, for a period of three years. The owner is proposing to have 780 TEUs (20-foot-equivelent units) at ground level for storage, plus 60 TEU slots at ground level for pre-trip storage and washing. At full capacity, up to 4,160 TEUs would be stored on the site. The containers would be visible from River Road and Highway 17. The outside storage of shipping containers is not permitted as a principle use in Delta’s industrial zones, but the marine terminal zone and properties within 800 metres of a controlled access highway are exempt. Shipping containers are permitted as an accessory use to other warehousing, distribution or transportation-related uses. Rezoning of land to a site specific zone to permit the outside storage of shipping containers may be considered on a caseby-case basis. A report to council notes the properties on River Road were formerly used as a landfill, called Meadowland Peat Landfill, and are bisected by a railway that effectively creates two sites. This 10-plus acre site was recently used for outside steel storage, but is now vacant and undergoing improvements to expand the net useable area. The report notes a soil deposit permit application
has been submitted for those improvements and the owner, who also owns the Ocean Trailer site at River Road, has indicated that they ultimately plan to develop the site to a higher and better use, but as a former landfill site, it requires more time to settle before it is practical to develop. The report also notes the owner has identified a market demand for outside shipping container storage from the announcement that Delco Container Limited Partnership at 7664 80th Street would be closing their container storage business. The owner estimates that Delco represented approximately 25 percent of the container storage and repair capacity in the Lower Mainland and over 50 percent of the capacity in Delta. In their view, this reduction in container storage capacity would impact warehouse and distribution businesses in Delta and further exacerbate congestion at river crossing points in the region, the report states. An owner from one of the adjacent industrial conveyed opposition and a number of concerns, including the shortage of land available for industrial development and that more container storage on River Road would exacerbate existing traffic problems. The city attached a number of conditions to the temporary use permit including the site having no more that 4,160 units at any one time and stacked no greater than six containers high, as well as a fire hydrant being installed at the frontage of the property.

Will it be a little easier to find a place to rent in Delta? Metro 2050 forecasts indicate that over the next 30 years, Metro Vancouver will receive an additional one million residents for a total population of 3.8 million by the year 2050, which means 500,000 additional housing units will be needed. Creating new rental housing to help meet the growing demand poses one of the biggest challenges. That’s according to Metro Vancouver as it gathers feedback on a draft version of Metro 2050, a long-range planning document submitted to Delta council. Gathering community and public feedback on Metro 2050 until Nov. 26, the draft document notes that the regional growth strategy focuses on encouraging growth in urban centres to “frequent transit development areas,” and that most of the housing and employment growth will occur in those key areas. Apartments are projected
to make up more than 50 per cent of future growth, followed by multi-attached units. Single-detached housing will grow, however, that growth will be minimal as locations for additional housing are exhausted. The draft strategy also notes a diverse and affordable housing stock is critical to accommodating growth and supporting the region’s population, but communities across the region are experiencing significant housing pressures paired with accelerating housing costs in the rental and ownership markets. High demand as well as high land and construction costs make the delivery of new rental units that are affordable to low and moderate income households challenging, particularly in proximity to transit. “Lower income households earning less than 80 per cent of the Regional Median Household Income, who make up the majority of renters in the region, are being forced to look further afield for housing that is affordable and meets their needs. Additionally, there is a shortage of permanent,

Metro Vancouver’s draft long-term strategy states Metro 2050 would encourage policies and actions that expand rental housing supply, mitigate or limit the loss of existing purpose-built rental and non-market housing stock and protect renter households.
affordable and supportive housing units to meet the acute housing needs of vulnerable populations including those experiencing or at risk of homelessness,” the report states. Recommending a number of strategies for a diverse mix of housing types for a range of household incomes, the report
notes Metro Vancouver will assist member jurisdictions in developing housing strategies or actions plans, as well as monitor and report on their progress. Already having passed zoning changes, which will make it easier for more homeowners to have a secondary suite, the City of Delta is currently undertaking its own housing action plan. In the works for a couple of years, that plan is to come back to council later this year for approval. A staff report two years ago notes ownership is not always an option for low and moderate income households, making the availability of purposebuilt rental housing important. “The Canada Mortgage and Housing Corporation (CMHC) reported that Delta’s rental vacancy rate in 2018 was 1.3 per cent, whereas a healthy residential rental market typically has a two per cent to three per cent vacancy rate,” the report notes. “Very little purpose-built rental housing had been added over the last 10 years and Delta’s purposebuilt rental stock comprises
only five per cent of the overall housing stock, much of which is non-market. Meanwhile, Delta’s average rental price saw a five per cent jump in 2017, as available vacancies continue to become less affordable.” The report also notes Metro Vancouver’s projected housing needs for 2016 to 2026 estimate that Delta will need to introduce 800 new rental units over the next 10 years, 640 of which should serve households earning under $50,000 annually. The report also notes the waitlists for short and longterm supportive housing in Delta have doubled in the past five years. What’s more, a large component of Delta’s rental market are secondary suites or the renting out of individually owned condos or townhouses, but secondary rentals cannot be considered secure longterm housing options nor are they necessarily affordable, the report adds. Short-term rentals such as Airbnb may also place additional strain on the secondary rental market.

Ladner author releases new Whistler guidebook
Ladner’s Dave Doroghy is going travelling again. Doroghy, along with his co-author Graeme Menzies, have released 111 Places in Whistler That You Must Not Miss. The guidebook invites Whistler’s local residents, long-time vacationers, and even first-time visitors to find unique places, enjoy unusual experiences, and meet inspiring people throughout this storied region of B.C. Doroghy and Menzies were both working at the 2010 Winter Olympic Games in Vancouver when they met. “Many of the Vancouver Olympic venues were in Whistler,” says Menzies. “So there’s a lot of great sports history here. We tell you where to take the best gold-medal selfies!” The guidebook takes readers to the site of the original Rainbow Lodge at Alta Lake, where the first notion of Whistler as a destination was created by local visionaries Alex and Myrtle Philip in 1914. The original lodge
is no longer standing, but today, Journeyman Lodge carries on the magic of Whistler. It’s a four-hour hike each way, and guests are thrilled to get away from cellphones and Wi-Fi for a few days.
Dave Doroghy will be signing his new book at Blackbond Books in Ladner on Saturday.
Farm. For locally grown refreshment, the Beer Farm brews lagers, ales, and more with the barley and hops. Doroghy and Menzies found intriguing stories and strange places in the Whistler area too. Visitors and locals alike can take an elevator down an abandoned mine shaft at the Britannia Mine

Life Church in Ladner summer camp kids concluded the last day of camp by preparing “manna” bags. Each bag consisted of one bottle of water, one bag of large chips, and one nutritional snack bar. All contents of the “manna” bags were donated by the families of those kids who attend summer camp. This year, 100 kids attended, and more than 150 “manna” bags were prepared. Life Church turns the “manna” bags over to Food on The Corner for them to distribute in Vancouver’s Downtown East Side to the homeless and hungry.

NorthDelta Lionsseeking newmembers fromLadner
Interested residents invited to meeting at Ladner Legion The North Delta Lions Club have been heeding calls for help in Ladner since the Ladner Lions folded several years ago. Now, the ND Lions are looking for help themselves, from Ladner residents interested in committing to community service. Only three of the Lions who transferred from Ladner in 2014 remain in the 30-strong ND Lions and the club is hoping to attract men and women of any age to come aboard and continue the volunteer work that is aimed at supporting people and charitable organizations in need. The Lions are encouraging locals to come to a regular business meeting at the Ladner Legion on Tuesday, Sept. 28 at 7 p.m. Anyone who is interested in what Lions are all about and how you can become involved is invited to attend. “Like service clubs around the world, our membership is aging and it’s a struggle to find new members interested in serving,” said ND Lions secretary Gary Kingston. “But the volunteer work can be very rewarding and the camaraderie is wonderful. “The Lions International motto is ‘We Serve’ and, at a local level, we are keen to do that in any way we can. From simple things like a street clean up to organizing a parade and festival to raising money for organizations that do so
much good in our community, there are always opportunities to make a difference.” Lions International, a non-political service organization, has been around for more than 100 years and has 46,000 local clubs in more than 200 countries with a total membership of 1.4 million. In Ladner, the Lions contribute to the South Delta Food Bank, OWL Society, the Boys and Girls Club and many other organizations. The club also awards $1,000 in scholarship money to Delta Secondary students and raises funds in Ladner through a Christmas Tree Chipping operation, serving pancake breakfasts at May Days and the Quilt Walk and Car Show and cooking burgers at the GVRD Landfill Open House. While the pandemic curtailed many activities during the last 18 months, the club did manage to stage a very successful Easter egg drive-thru at Sungod Arena in April and is planning a Spooky Halloween drive-thru in October. It is also hoping to re-establish the Lions Family Day Parade and Festival, a 50-plus year institution in North Delta, in June after a pandemic-enforced twoyear hiatus. Some of these events can potentially be run in Ladner as well, so come and join us and make your input count.
The North Delta Lions are encouraging locals to come to a regular business meeting at the Ladner Legion next Tuesday, at 7 p.m.

Talking politics can be divisive in social circles, at workplaces, and even around the dining table. Many people run away every time someone brings up politics and others think talking politics means, “Let’s fight.” With the results of the recent federal election, some people are excited, others are disappointed, and some others may even be indifferent. No matter how you are processing the results of the election, I encourage you to remember a biblical command: We are to pray for our nation. Jeremiah 29:7 says, “But seek the welfare of the city where I have sent you into exile, and pray to the Lord on its behalf, for in its welfare you will find your welfare.” Whether you voted for this party or that party, the bible’s call on us to seek the welfare of our nation and to pray for it remains the same. We

ought to work together in serving others in our country and focus on navigating through the immense challenges we face coming out of this global crisis. Romans 13 exhorts us to “be subject to the governing authorities. For there is no authority except from God, and those that exist have been instituted by God.” If you did not vote for the current government, you may struggle
to embrace this teaching. Nonetheless, God is inviting you to trust him and move forward with confidence. God never promised that living obediently to his commands would be easy. He did, however, promise that trusting him would be the best way for us to live. As Christ followers, we are to count others more significant than ourselves and love sacrificially as our Lord Jesus exemplified. It can be difficult to love like Jesus when we are living among people who think differently and have different values. This is perhaps why politics can be so divisive. However, the beauty of Jesus’ love is that he loved all people; even those who did not think or talk like him. I encourage you to love like Jesus and work together with others in our community to serve God and his people.

Community rallies behind Ladner family Malcolm Cameron’s charity run goes Saturday as he battles a rare early form of Alzheimer’s MARK BOOTH
m b o o t h @ d e l t a - o p t i m i s t .c o m
The community is behind Malcolm Cameron’s courageous battle every step of the way and they will prove it on Saturday along the Boundary Bay dyke. The inaugural Malcolm’s Run For Alzheimer will take place at 9:30 a.m. with the 10-km loop going from Beach Grove Elementary to 72nd Street and back. It is a fundraiser for the Alzheimer’s Society of B.C. and to create awareness for the disease that has dramatically changed his life. The run also coincides with World’s Alzheimer’s Day which was on Tuesday. The longtime Ladner resident was a pastor and counsellor in his hometown for years, including the South Delta Baptist Church, Delta Family Services and Delta Hospice, until being diagnosed with Young Onset Alzheimer’s. It’s an uncommon form of dementia that affects people 65 and under that can difficult to detect. Cameron was in his mid-50s when he began noticing subtle changes that initially were believed to be stress related. “I think we have people in our lives who have been effected by Alzheimer’s or some form of dementia. Typically it’s
your grandparents or whatever, not your husband who was in his 50s when it started. When you still are earning a living, living life and have young adult (children). It is a unique time in life to be facing this,” said Cameron’s wife Sandy. “The diagnosis process was long because it came at a time of life he was dealing with grief after the loss of his brother to cancer and stresses at work too. All of that mixed in made it easy to explain away things. Even our (general practitioner) believed it was just complicating factors. It was a long road and we really had to push to get a diagnosis because he needed support. It was still there and getting worse.” Cameron remains physically active and one of his passions is running. That’s why his friends thought the Saturday fundraiser was a perfect event. “I wanted to support people who are living with this diagnosis,” he said. “When it started, I knew something was going on but I just didn’t know what were these changes, so I have kind of ridden with it for a long time. I would say I am comfortable with it now and I just want to push ahead. I have always run and still love it.” Unfortunately, Cameron can no longer be by himself at home. Sandy’s job with Trinity Western University requires

Sandy and Malcolm Cameron are grateful of the community support since Malcolm was diagnosed with Young Onset Alzheimer’s. Money was raised for him to attend a program in Vancouver and a run is taking place on Saturday in his honour along the Boundary Bay dyke that will raise money for the Alzheimer’s Society of B.C. her to spend some time at the Richmond and Langley campuses during her work week. They were getting some help from their daughter but she has now left home to attend UBC Okanagan. The family’s best option was Malcolm joining Paul’s Club, a Vancouver-based social and recreational program for men and women living with Young
Onset Alzheimer’s. It opened nine years ago and is the first of its kind in Metro Vancouver. Although it receives some government funding, the cost to attend can be a financial challenge. This is where friends and the community have stepped up in a big way, raising nearly $40,000 so far through a Go Fund Me page. Cameron has been attending
two times a week since August. “What an amazing thing they are doing. We thought he better start in August and he has loved it since day one,” added Sandy. “It’s been such a gift for us and we are so thankful to everyone.” To participate or donate in Cameron’s run on Saturday go to the Alzheimer’s Society of B.C. website.
Earthwise Society’s learn in the garden series returns Fall is the perfect season to spend time outdoors. The mornings are cool and crisp, afternoons are warm and sunny, and the gardens are bursting with bold displays of fall colors. As the temperatures are cooling down, Earthwise has been busy planning their fall Learn in the Garden series as a continuation of their popular summer education programs. This engaging workshop series will explore a variety of topics geared at new and seasoned
gardeners alike. The series kicks off with a Hot Composting workshop this Saturday from 1 to 2 p.m. This work and learn program, held at the Earthwise Farm, will teach you all about the process of hot composting. Learn about the benefits of this method and why it allows for faster production of larger amounts of nutrient-rich compost. Come ready to get your hands dirty. If you are curious about how you can start saving seeds from
your garden this year, join the Earthwise experts on Oct. 2 from 1 to 2 p.m. to learn how to save the seeds from your best performing fruits and vegetables. Save some money, preserve some unique heirloom varieties, and share your seeds with your family and friends. For those who love to get creative, you won’t want to miss the third workshop, held on Oct. 6 from 11 a.m. to noon. Participants will dive into the autumn season with some fun fall trivia, and make their own
beautiful fall table centerpiece right in time for Thanksgiving. Centrepieces will use a “pumpkin” vase and fresh fall flowers harvested right from the Earthwise Garden. The cost of this workshop is $15 per person to cover the cost of supplies. Space for this workshop is limited, so register early! Fall is a critical time for our local pollinators, and it’s important to know how to keep them fed over the cooler months. In the final workshop, participants will explore the
Earthwise Garden for inspiration and learn what they can do in their own gardens over the fall to create a colourful landscape that will attract and feed beneficial pollinators. The Fall Pollinator workshop will be held on Oct. 14 from 1 to 2 p.m. Registration is required to attend these workshops. Unless otherwise indicated, workshops are by donation. It wasn’t exactly the momentum-building performance the South Delta Sun Devils were hoping for as they get set to jump into the teeth of their conference schedule, starting Friday in the provincial capital. The Sun Devils closed out exhibition play with a 21-7 loss to the Terry Fox Ravens in front of a good size crowd on a sunny Saturday in Tsawwassen. South Delta now turns to its regular season schedule, starting with the No. 2 ranked Mt. Doug Rams at Royal Athletic Park. “They probably have five guys that are 6-foot-4 or taller and all are around 300 pounds,” said Sun Devils head coach Ray Moon of the Vancouver Island powerhouse. “We are going to be dealing with a lot of size.” Moon was hoping his team would be heading to Victoria with a second straight solid performance under its belt after a 34-13 win a week earlier over South Kamloops in the season opener. Instead, the Ravens scored on the game’s opening possession and had their way with the hosts for much of the afternoon thanks to a balanced attack that produced more than 300 yards in total offence. Quarterback Owen Sieben attacked the Sun Devils’ perimeter with a pair of touchdown strikes while Alex Gagnon added another 100 yards on the ground and had the other major. A one-yard quarterback sneak from Kenny Scott gave the hosts some hope but they struggled to extend drives while the Ravens dominated the time of possession. South Delta had just one offensive series the entire fourth quarter. “Some of our key players had really poor games,” said Moon.

South Delta’s Jesse Mitran is swarmed by a trio of Terry Fox Ravens defenders in Saturday’s 21-7 loss in Tsawwassen to close out non-conference play. “It’s one thing losing your footing but you have to be in a position where you don’t have to rely on stuff like that. It was something we worked on this week at practice. We knew they had speed and, if they got an edge on us, that we would be in trouble. “On special teams we weren’t blocking, offensively we weren’t maintaining our blocks, our running backs were running too high and receivers weren’t catching. It would be a much shorter list if you asked me what we did right today. “Maybe they were a little full
of themselves after a nice victory last week after a year-and-a-half off. This might be the slap in the face that wakes them up.” It was only week two but South Delta’s limited roster was already apparent. Standout running back Jesse Mitran, who rushed for 173yards against South Kamloops, didn’t take an offensive snap in the first half. Instead, he played exclusively at linebacker as one of several two-way starters. “He was a little bit nicked and we were saving him too,” admitted Moon. “We do have two

other running backs although one of them is still learning the game.” That happens to be Joshua Cloete who moved to the area with his family from South Africa earlier this year. The 6-foot-1 224-pound senior has a rugby background and his athleticism has already earned him a starting spot on defence. The Devils’ roster has also been bolstered by a trio of international students from Mexico, Great Britain and Germany. None have played American football before.

A Note from Our Publisher Matt Blair | Delta Optimist
Welcome to our annual Readers’ Choice Awards! These awards are always a highlight of our year at the Optimist. As you may recall, we published ballots in print and online throughout the summer. You, our loyal readers, cast your votes, recognizing the best businesses, restaurants, people and places in South Delta. This year we had hundreds of voters and over 12,500 individual votes to tally. While our contest may not qualify as a scientific survey, the level of participation from our community does lend credibility to the outcome, as do our strict rules on how we count and qualify ballots. Each ballot must have contained a minimum number of categories voted on – and only one ballot per person was accepted. I want to offer my sincere congratulations to the winners for the 2021 Readers’ Choice Awards. They are most deserving of our recognition as the best in South Delta. But, don’t take our word for it; please visit and support these businesses and decide for yourself. Thank you all of those who participated in this year’s poll and congrats again to our winners. Please enjoy this keepsake special publication as a token of your commitment to our community.

Tell us what keeps you in South Delta?
Tell us what brought you to South Delta?
Being born and raised in South Delta, I feel very fortunate to be able to live and work in this community. By far, the friendly and supportive nature of the South Delta community is what keeps me here. The involvement of the people in community events and initiatives, the willingness to support local businesses and nonprofits, and the welcoming energy you feel as you walk through town are the characteristics that I am proud of and hope will continue for many years to come.
Both my wife and I grew up in smaller towns and we were looking for somewhere in the Lower Mainland where we could capture a similar feel for our kids and ourselves. I was already working for the Delta Fire Department, so I just kept driving my wife out to visit South Delta on weekends until she agreed to move there from Vancouver in 2004. We have lived here ever since.
Tell us about your role with the LBA and now the Chamber of Commerce?
29 years. Fire Chief.
Executive Director | Delta Chamber of Commerce
After many years of volunteering with the Ladner Business Association (LBA) for various events and initiatives, I joined the board of directors in 2012 and became LBA president in 2017. In the coming weeks, I will be moving to the Delta Chamber of Commerce as the executive director where I look forward to building further relationships with the business communities of Tilbury, Annacis Island, North Delta, Tsawwassen and the TFN. In this new role, I will take an active role in promoting the growth and prosperity of local business through advocacy, networking, educational opportunities and connections. By working together, with our members, partners and affiliates, the Delta Chamber of Commerce will continue to build on the successes of businesses within Delta. What is your favourite aspect of South Delta? The supportive nature of our community and the people who make up the community. There is a rich blend of history, stories, perspectives and visions for the future. We have seen this community come together to support one another and when we work together it demonstrates the incredible strength this community has.
Delta Fire Chief
How long have you been with Delta Fire? What is your favourite aspect of South Delta? I appreciate a lot of aspects of South Delta but my favourites are likely the sense of community here, and the natural beauty and many outdoor recreation opportunities. What makes the South Delta community unique? The distinct character of the two South Delta communities, with their coastal and river attributes, combined with North Delta and Tsawwassen First Nation close by, with agricultural areas and Burns Bog in between, and the City of Vancouver a short drive away together make our City quite unique. Any words of wisdom? Respect and be kind to your neighbours and community, particularly during these challenging times. And as the fire Chief I of course want to remind everyone that smoke alarms save lives. Please make sure you have smoke alarms in your home and that the batteries are changed twice a year.

Tell us what brought you to South Delta?
Tell about how you came to South Delta?
Delta Police Inspector | Head of Frontline Patrol
I have lived in South Delta since 1970 when my family moved here from Ontario. I grew up in Ladner, attended elementary and high school, played minor baseball and hockey, and volunteered in Delta. I liked what South Delta had to offer, and chose to remain. How long have you been with Delta Police? I’ve been a police officer for the Delta Police for the past 26 years. I’m currently the Officer in Charge of the Patrol Services Section. If you’re a Delta resident and have an interest in policing as a career, we’re hiring, check out joindpd.ca! What is your favourite aspect of South Delta? It’s a fantastic city to live, play and work in, and offers a great balance for people lucky enough to live here. What makes the South Delta community unique? South Delta still has a small town feel and strong sense of community despite its close proximity to Vancouver. I’ve found when people grow up in South Delta, they may move away for a period of time, but they seem to return here to raise their families. Any words of wisdom? Delta is literally one of the safest communities in Metro Vancouver, or for that matter in B.C. We have occasional issues with prolific offenders, and violent crime but as long as you take standard precautions, like locking your doors, not leaving valuables in your car, you shouldn’t have too many problems. If you do have problems, the Delta Police are here to help.
Executive Director | Delta Hospital and Community Health Foundation
I am a life-long Ladner resident. I moved away for periods of time but was always drawn back to Delta. My husband and I are happy to be raising our two kids in Ladner. How long have you been with the Delta Hospital and Communtiy Health Foundation? I have been with Delta Hospital and Community Health Foundation since 2012 and in the Executive Director role since 2016. It is an honour to lead a small but mighty team who are passionate about our hospital and community. What is your favourite aspect of South Delta? South Delta is an awesome community that still has small town charm even though it is so close to the city. My favourite part of our community is how our residents and businesses continually give back – true philanthropic spirit. What makes the South Delta community unique? The people – definitely the people. Over the years I have come to truly appreciate our community’s sense of pride and passion for those things that are important to them. I feel a great sense of calm knowing that our community is so committed to one another’s well-being. Any words of wisdom? Not a single day goes by that I don’t find myself feeling lucky to live here. I think we all need to remember how fortunate we are and embrace others regardless of their beliefs, race or gender. Our community is evolving and I believe the changes are providing us with an even richer and more vibrant community to call home.

Closing thoughts... What makes the South Delta community unique? While Delta is within commuting distance of a big city, there is a moment when everything changes as you come out of the tunnel and start driving through the farmland or along the Fraser River. The clouds may lighten, the rain may stop and you can feel like you have been transported a hundred miles away. We see the snow geese resting in the fields, farmers planting their crops, a fishing trawler heading west on the river and multiple generations of families coming together to support each other.
Sushi Restaurant: Sapporo Kitchen
Any words of wisdom? As our community grows, there will be changes, and with those changes come opportunities to learn, to work together and to build exciting new relationships for future successes in the generations to come.
Thank You Delta!

On August 28th, 2021, at the age of 86, Don passed away in Ladner, British Columbia, after a brave battle with lung cancer. He was born and raised in Yorkshire, England with 5 brothers and one sister, all predeceased. His sense of adventure and determination brought him to British Columbia with his wife and children in 1975, where he has resided ever since. Don had many passions in life, including and photography, computers, fixing anything everything but until the end, woodworking was his pride and joy. Known by many as “Mr. Quando”, he also loved to sing, and did so every day. He was never without a song, or a whistle and his sense of humour was sharp, never missing an opportunity to put a smile on someone’s face. Don is survived by his wife Sheila, daughters Julie and Christine, son Terry, grandchildren Melissa, Jordan, Mitch and Sarah and two great-grandsons, Brodan and Jonathan. Also grandchildren (Sheila) Chris, Jenny, Steffi, Natalie and Stephen. He will be forever in our hearts. A service for Don will be held on Saturday, September 25th, 4pm at Delta Funeral Home, 5329 Ladner Trunk Rd, Delta, BC.
GOUNDREY, Mark R. May 26, 1971 − September 14, 2021 It is with heavy hearts that we announce the loss of Mark in the early hours on Tuesday, September 14, 2021, after a 7−year long battle with FTD− a rare form of Dementia. Mark was born at Richmond General Hospital on May 26, 1971, and resided in Steveston for many years before moving to Ladner. He attended Lord Byng Elementary, Hugh Boyd and Steveston Secondary Schools and loved the game of lacrosse. He began playing with the Richmond Lacrosse Association in his early years, and later played with the Ladner Pioneers Senior "B" team where he was so proud of being a part of winning the Presidents’ Cup in 1998. Mark is survived by his loving wife of 25 years, Jodi; children, Taylor and Maddie, who brought him so much pride; his parents, Phil and Gloria; elder brother, Darren (Andhra); younger brother, Kyle (Teresa); Jodi’s parents, Darlene and Klaus Schneider; brother−in−law, Cory (Hazel); and sisters−in−law, Suzanne (Peter), Monica (Jason), and Christina (Fab). He had numerous nieces and nephews, aunts, uncles, and cousins, and a multitude of great friends including those at Shaw Communications where he was last employed, and also within both the Ladner and Richmond lacrosse communities. All those who knew Mark will miss his constant smile and sense of humour but are comforted by the thought that he is now in a better place where he can eat his favourite hot wings, washed down with a cold Kokanee. He loved to share his steak and eggs with the boys on Sundays at the Sundance, also washed down with a cold beer. It is hard to find the words to express the gratitude felt by the family for the amazing care given to Mark for the past five and a half years by the staff and caregivers at Delta View Campus of Care (or as Mark called it "the homestead"), except to say that they truly are angels in disguise. The kindness they showed towards Mark and his family will never be forgotten. In lieu of flowers, the family requests donations be made to the B. C. Alzheimer’s Association with the hope that the funds can be used to research the cause of FTD, which will hopefully lead to either a cure or treatment of this insidious disease. A celebration of Mark’s life will take place on Saturday, September 25, 2021, at 3 PM, at the South Delta Baptist Church, 1988 56th Street, Tsawwassen.
HENDERSON, Duncan Duncan passed away on August 26, 2021 after battling serious health issues for a short while. Duncan loved and was dearly loved. He was truly a gentleman and friend who loved life, always going the extra mile for his friends. He never spoke a harsh word and was grateful for everything, never taking anything for granted. He leaves behind his bridge partner and dear friend, Mary, and many, many friends and acquaintances. He loved sports, particularly baseball, cars, bridge and poetry. He lived life simply and simply lived. A private celebration of life will be held at a later date. In lieu of flowers or donations, do an act of kindness in his memory. Be a good friend, acting graciously and kindly with everyone you come in contact with. “To be loved is to know happiness and contentment… To give love is to know the joy of sharing oneself.”
JONES, Georgette Maria October 7, 1942 − August 31, 2021 Georgette Maria Jones, fondly known as Gee, passed away from heart failure on August 31. Gee was an adventurer, travelled the world, loved meeting new people, trying new cuisines, exploring the history and architecture of a country. Her father was an executive with Bata Shoes and was transferred from Prague to Jamaica where she was born. She later relocated to London attending secretarial school, and began working at Covent Garden Royal Opera House honing a profession that she loved and exemplified. Later moving to Toronto, she worked at Queens Park in the Ministry of Education spearheaded at that time by Dr. Bette Stephenson, then to the Ontario Court House in Toronto as a Judge’s assistant. Her journey in life captured many interesting stints from running a hobby farm, moving to Victoria then Vancouver, working at the Parks Board in Stanley Park and volunteering at the Vancouver Symphony. Her friends knew not to call her while Wimbledon was on! She loved life, her circle of friends, opera and classical music. Her later years found her in Tsawwassen, BC, impatiently waiting out the pandemic with the hope to begin her travel plans again. Gee represented grace and dignity and was a true renaissance woman of her time! She will be dearly missed. Donations to the Vancouver Symphony welcome.

COOPER, Alan John January 7, 1931 - July 24, 2021 On Saturday, July 24, 2021, Alan John Cooper, succumbed to pneumonia after many years of living with dementia and Alzheimer’s disease. Alan is survived by his wife of 58 years, June; daughters Pam (Russ) Aldrich, Colleen McCann, Kelly Cooper and Leslie (Doug Watson) Varga; grandchildren, Toni, Shanalee, Ben, Chloe, Lane and Mary; great-grandson Riley; and dear sister Pat Clutchey. Alan was predeceased by parents John (Spud) Cooper and Ellen Cooper, stepmother Winifred Cooper, brother-in-law Ed Clutchey, son-in-law Gord Farrow, son-in-law Fred Walcott, and grandson Fred Walcott Jr. Alan grew up in White Rock, BC, and left high school early to work in the woods, logging, on Vancouver Island. He spoke fondly of his days on Cowichan Lake and Cayacuse, and the Gilchrist family who treated him like their own son. He joined the Canadian Armed Forces four days after his 18th birthday in 1949, and would continue to serve until 1957, being stationed in Germany and then Japan. He was a veteran of the Korean War, and a very proud member of the Korean Veteran’s Association of Canada, and Richmond Unit #47 while still living in Tsawwassen.
Many thought Alan would remain a perpetual bachelor, but when he met the love of his life, June Westaway, he was hooked. His work in construction throughout BC would take the newlyweds first to Terrace, then Prince George, and finally found them in Tsawwassen in 1971 where they stayed for 27 years. Alan made a name for himself in the BC construction industry working for Ben Ghinter Construction in Prince George, Hemlock Valley Construction in North Vancouver, living and working in camp on the construction of Tumbler Ridge in the early 80’s, and working as Purchasing Agent for Progressive Contracting in Richmond. He found his place with Progressive Contracting arriving early to the office, with his radio abuzz all day from men in the field needing supplies. Everyone knew they could count on ‘Al’ to get them what they needed. He worked for Progressive until his retirement in 1998. In retirement, Alan and June followed family to the Cariboo, where they lived in Bridge Lake, McLeese Lake, and finally Forest Grove near 100 Mile House. The snow was deep in the winter, but summers were dry and perfect for him to drive his prized ‘78 Camaro. Unfortunately, Alan was diagnosed with dementia which progressed and he entered long-term care at Fischer Place/Mill Site Lodge in February of 2020. The pandemic cut him off from family for many months, but thankfully June was able to start visiting again. The forest fire threat to 100 Mile House forced the evacuation of Alan’s care home and he ended up in Salmon Arm, where he developed pneumonia and was placed on palliative care. The family would like to thank the ‘100 Mile nurses’, who were evacuated with their residents, for their loving care of Alan in his last days. They would also like to send a heartfelt thank you to the hospice volunteer, Jen, who sat with Alan all night until he passed. Your care and kindness will never be forgotten. We will miss you and love you always Alan, Dad, Grandpa, Papa, ‘Red’, ‘Coop’. “Good night! good night! as we so oft have said Beneath this roof at midnight in the days That are no more, and shall no more return. Thou hast but taken thy lamp and gone to bed; I stay a little longer, as one stays To cover up the embers that still burn.” - Henry Wadsworth Longfellow A family celebration of life will be held at a future date, once we are all together again. In lieu of flowers, a donation to the Royal Canadian Legion Poppy Trust Fund would be appreciated. Online condolences can be made at deltafuneral.ca Delta Funeral Home 604.946.6040
Audrey passed away three days before her 92nd birthday. She was predeceased by her husband Charles and son John. Audrey will be lovingly remembered by her daughter Janet, son-in-law Peter, granddaughter Erin (Bryan), grandson Chris and great-grandson Nolan. Born in Wallasey, England, Audrey and her husband raised their family in Richmond, B.C. In her later years, Audrey resided in Tsawwassen, B.C., where she was an active member of the lawn bowling club and enjoyed many new friendships. A talented seamstress, Audrey was the fashionable one of the family, often creating beautiful clothing and costumes. There will be a family gathering to celebrate her life.
She will be greatly missed.

The 60’s gave us some great songs like, “All you need is love,” and “What the world needs now, is love sweet love.” What wisdom! If you agree that these words are still relevant today... then love yourself, love your neighbour and trickier still... love your neighbour as yourself. You decide how, but love is a verb, it is concrete, something that can be observed in small to large ways. Love and peace.
