‘Atmospheric river’ hits Delta hard

City crews were kept busy Monday while many residents dealt with flooded properties

City of Delta crews were kept extra busy due to the series of storms that battered the region including the incredible deluge Monday. All of Delta’s pump stations were working at full capacity but stayed operational, while the city deployed all available portable drainage equipment to assist with flood relief efforts in the community. More than 30 pump stations and flood boxes regulate water levels to protect the community. Several residents on Monday had taken to social media asking for pumps or sandbags as their properties were flooded. Phone lines on Monday had become unreliable and many Delta residents were without power for a while, including the Sungod Recreation Centre which was forced to close due to an outage. The city had to close a few lanes for a time but wasn’t forced to close entire roads as had been seen elsewhere, including the closure of a section of Highway 99 in Richmond near the Westminster Highway exit. It finally re-opened for northbound traffic on Wednesday morning. Driving at certain times Monday was

According to Environment Canada,

numerous daily records for daily precipitation were broken across the province during the weekend and into Monday. During this time of year, Delta city crews already undertake necessary temporary flood protection measures,

including sealing off beach access points in Boundary Bay and Beach Grove. With thousands of catch basins in the city, residents are asked to help by clearing leaves from catch basins to help reduce neighbourhood flooding.

Delta council last week approved the city’s new Housing Action Plan. The plan sets out eight strategies, each with short to long-term actions over the next five years, to address the needs identified through Delta’s Housing Needs Assessment. The first strategy is to promote priority housing types through a comprehensive incentives package to create purpose-built market rental, non-market rental, supportive housing, accessible units and other priority and affordable housing types. The second strategy includes looking at city and communityowned lands and working with land owners interested in redevelopment to accommodate priority housing. The strategies also includes introducing tenant relocation and rental stock protection policies, piloting pre-zoning in select areas near town centres, as well as creating opportunities for “gentle density” in order to allow units like duplexes, triplexes, fourplexes, coach homes, detached suites and townhouses in historically single-detached neighbourhoods The strategies also include increasing the number of accessible units and strengthening partnerships and advocacy by working with partners across the housing sector.

Nearly 80 per cent of Delta’s housing stock is owned, with about 75 per cent of the rental stock being provided as secondary suites or rented condos. The amount of primary, purpose-built rental structures in the city only accounts for approximately five per cent of Delta’s housing stock. Meanwhile, planning staff have already identified a number of key short-term actions that will be prioritized over the coming months including, among other things, undertaking a parking study to determine potential parking reductions with a focus on the greatest reductions for priority housing. The city will also draft a development cost charge waiver bylaw for non-profit housing, develop tenant relocation and rental stock protection policies and update Official Community Plan designations around town centres, with a focus on Ladner

Village and the Scott Road corridor in North Delta. The strategy has been in the works for a couple of years and included community consultations as well as the housing needs assessment for the community. Among the findings in that assessment was that many Delta households spend more than 30 per cent of their income on shelter costs and waitlists for the limited supply of non-market housing are increasing. The housing affordability challenges experienced by renters generally require more

intervention than the challenges experienced by owners, the assessment concluded. A staff report notes some key messages that were heard during the final round of public consultation included the need to ensure that development be sensitive to the existing community, concerns about potential impacts to landlords and the need to recognize that affordable housing is needed by all, not just specific groups. Council was told that additional consultations will take place as new bylaws are considered for implementation.

Delta addressing opioid crises locally SANDOR GYARMATI

Proposed further actions in Delta to deal with the ongoing opioid crises will be outlined in an upcoming update of the city’s Social Action Plan. According to a report to council from Delta staff, the crisis has significantly worsened during the pandemic both nationally and provincially and those impacts are being felt at the local level in Delta. In 2019, there were 121 overdose events attended by BC Ambulance in Delta and in 2020 that number increased to 167. In the first six months of 2021, it had already reached 90. Proposed actions on substance use locally are included in the next Social Action Plan to be presented to council by Dec. 6. The report notes the plan, intended to guide

the city’s social planning objectives and interventions, is undergoing internal reviews. The next phase of the update process, planned to start in early 2022, includes engaging residents and seeking their feedback, as community input will be a critical part in developing concrete actions. As far as the opioid crises, the city, this summer, launched its Share Your Story initiative, a collaboration which includes the Delta Police, Delta School District, Fraser Health Authority and Tsawwassen First Nation. The campaign aims to reduce stigma around substance use and empower individuals to share their stories. It builds on Delta’s End the Stigma campaign, which was launched in 2020, as a series of busstop posters to combat stigma and promote community supports and resources available

locally. The BC Coroners Service notes 1,204 people in this province have died as a result of toxic drugs in the first seven months of 2021. It’s the highest number experienced in B.C. from January through July in any calendar year. “The scale of the public health emergency requires an urgent, coordinated and multifaceted health-system response,” said provincial Chief Coroner Lisa Lapointe. The City of Delta has previously urged the federal government to declare the opioid overdose crises a national public health emergency. In a letter last December to federal Minister of Health Patty Hajdu, Mayor George Harvie reiterated a call by the province and other municipalities to recognize the overdose crisis as a national public emergency, and work with the

He noted that, compounded by the COVID19 pandemic, communities across Canada are seeing a devastating increase in the number of opioid-related overdoses and deaths, and the City of Delta has not been immune to those deaths. A Delta staff report to council noted the public health emergency declaration by the provincial

government allowed for the collection of, as well as access to, more robust and up-to-date data on overdose activity across the province, including overdose and fatality data from Fraser Health and the B.C. Coroners Service. The Delta Overdose Community Action Team (DCAT) was established in 2018 as a communitydriven collaborative group, co-chaired by Deltassist and FHA.

“It is recommended that staff continue working with DCAT and other partners, such as Delta School District, to support developing a community-driven and evidence-based action plan to address the impacts of COVID-19 on the overdose situation in Delta as well as the needs of Delta’s diverse community groups, including school students,” the report suggested.

Local mayors and First Nations’ chiefs are once again urging the prime minister to take action on local channel dredging in the lower Fraser River. In a recent letter jointly signed by Delta Mayor George Harvie, Richmond Mayor Malcolm Brodie, Tsawwassen First Nation Chief Ken Baird and Musqueam Indian Band Chief Wayne Sparrow, the leaders noted they recognize the Vancouver Fraser Port Authority’s commitment to continue to work with them along with other government agencies and stakeholders towards a long-term sustainable dredging program. While they appreciate the port’s announcement of $1 million in funding for local Delta channel dredging in the coming

year, they are hopeful the contribution will be a catalyst towards the development of a comprehensive, funded longterm plan for maintaining the local channels, wrote Harvie. “This is critical to mitigate the economic, social and environmental impacts that will occur in all our communities if further action is not taken,” Harvie added. The First Nations and municipal leaders had also written to Trudeau earlier this year. This summer, the port authority announced $1 million in funding towards what it says is a near-term dredging solution to support key Delta channels within the Fraser River communities, focusing on Ladner Harbour and Gunderson Slough. The port noted that for 10 years, and as a gesture of good will, it committed

to providing a $7 million interim dredging solution to support the Fraser River communities. As the funding for the program has now concluded, the VFPA is working with government to identify other sources of funding that will provide a longer-term solution to support dredging in the local channels. A Delta report this year noted that preliminary annual cost estimates for dredging the priority local channels, based on hydrological studies provided by VFPA in 2020, has Delta at $900,000, Richmond at $575,000 and the channels upriver of Annacis Island at $250,000. Another report warned that without regular maintenance dredging, the river will soon revert back to the same condition that prompted remedial efforts to restore local channel navigability.

More sidewalks are coming to older Delta neighbourhoods that currently don’t have them. The city is soliciting proposals for an engineering consultant for design and construction inspection services for sidewalk improvements in North Delta and Ladner. Sidewalks have typically been delivered over the years through new developments and capital projects within the Neighbourhood Road Improvements

Program. However, with increased requests for infilling of missing sidewalks, council approved additional funding in its annual capital plan. The Neighbourhood Livability and Safety Improvements Plan was developed in 2021 to improve accessibility and enhance pedestrian connections within the community. The new sidewalks will be installed next to the existing curbs and tie into the existing sidewalks. The design is scheduled to be completed by April 2022 with construction in spring/ summer 2022, subject to council budget approval.

You may not have to worry about paying a fine for an overdue book from your local Fraser Valley Regional Library. Delta council last week endorsed a recommendation to implement a fine-free policy for FVRL libraries starting Jan. 1, 2022. Representing more than 25 community libraries including branches in Ladner, Tsawwassen and North Delta, the FVRL temporarily stopped collecting fines when the library system closed down in March 2020 due to the pandemic. Earlier this year, FVRL staff were requested to bring forward options for the permanent elimination of fines following discussions with member

municipalities. A report to council notes the elimination improves access for lowincome families and individuals, increases borrowing and staff efficiency, while generating a feeling of goodwill. The FVRL board must still vote on approving a permanent policy. Already in B.C., 26 libraries are all or partially fine-free, while the Vancouver Public Library is offering multiple ‘clean slate’ initiatives and seems to be moving toward fine-free as well. The report also notes the fine-free policy would require an additional municipal member assessment increase over four years, and for Delta, that represents an approximate increase of $8,500 annually for a total of $34,200. The FVRL has also

identified some cost savings associated with fine elimination. Over the past few years, FVRL collected approximately $300,000 annually in fine revenue, representing only about one per cent of total FVRL revenue. The report also notes fine revenues have decreased by 40 per cent ($200,000) since 2012, largely as a result of the increasing use of e-books, which cannot incur fines as well as email reminder notifications. FVRL has been fine free for children’s materials since 2010. Council, at its Nov. 8th meeting, also approved another increase for its share of the FVRL budget, a 2.43 per cent hike ($96,549) for 2022 to bring Delta’s cost to $4,075,793.

What’s up with all those sirens? It’s a question that pops up frequently in our local social media groups. I get the curiosity and I get the concern, especially in a smaller community such as South Delta, but why is when it comes to these emergency situations, that everyone instantly needs to know what is going on? Speculation and comments can lead to false information running rampant in our community, which is disconcerting and hurtful to someone who is involved in or knows someone involved. Case in point, about a month ago, there was a medical incident outside a coffee shop in Tsawwassen. Police and paramedics were called and a medical tent was put up by police. The question was asked what was going on? We asked the question as well – directly to our media contacts at Delta Police, which is our job, and they confirmed it was a non-suspicious, sudden death. That didn’t stop the speculation, however, as someone posted that it was a homicide. This was a tragic day for that person’s family, friends and loved ones and it didn’t need to be exasperated by the rumour mill. These posts and questions about sirens is also not lost on the police. Media spokesperson Cris Leykauf and I have talked extensively about this. Here are a few words she recently shared: “Generally speaking, police need to respond appropriately to incidents as they are described to us when they are called in. Sometimes that requires lights and sirens, and multiple police cars. However, not infrequently, once the investigation begins, police sometimes find that what was called in doesn’t necessarily match the facts and circumstances that are determined to be present. There can be a wide range of reasons for this – people might think they saw or heard something, misunderstand the circumstances of what they witnessed, be experiencing a mental health crisis, be experiencing the effects of drugs and alcohol, or on the flip side people might downplay the seriousness of what occurred for any number of reasons.” Wise words for all of us to remember when we hear the sirens. And the next time before you post, know that our first responders are responding to a potential crisis. Let them do their jobs. And if you need to know, they will let us know when the time is appropriate.

his past Saturday, a statement was made on the Southlands. The Southlands community’s latest offering, “The District Flats”, a 34 unit condominium project sold out in one day. Excited buyers lined up a day early and spent the night with their future neighbours to get in on the opportunity the next morning. The Real Estate Board of Greater Vancouver recently noted that housing supply has never been lower. Housing diversity is needed but not available, especially in South Delta. There clearly has to be motivation to increase supply and diversity of housing type. In Ladner, a decades long undertaking may finally produce an opportunity for the creation of new housing form as a part of the “Ladner Village Revitalization” initiative. The undertaking consists of two components. The first is the “Ladner Waterfront Redevelopment Strategy” and the second is the “Ladner Village Official Community Plan (OCP) update”. Currently, the riverfront is

virtually inaccessible. Chain link fences and warning signs share the street scape with over-run, decaying buildings that bleakly mask unbelievable potential. The city owned Seven Seas site is a blight that desperately needs attention. The current planning for the Ladner Village plan has been undergoing considerable study for the last three years and three rounds of public consultation have taken place to date. Changing the Ladner OCP is supported by the Ladner Business Association and the Delta Chamber of Commerce. Key takeaways from initial

public consultation show that there is strong public support for changes to the Official Community Plan. Seventyfour percent of respondents support density increase in Ladner Village and sixty-six percent support an increase in building heights. Current zoning is preventing developers from engaging to revitalize Ladner Village. Vacant lots and potential development sites will continue to mar many street scapes. If the waterfront is ever going to reach its true natural potential, zoning will have to change to prevent further decline in the village. Allowing for zoning changes in a new OCP in certain village areas would allow for 4-6 story buildings, which would incentivize developers and visionaries to create a robust and active walkable community which will support businesses that are currently suffering. The potential to integrate several types of housing form in the revitalization plan is immense as is the promise of economic stimulus and general public amenity.

Seeking a border solution from my MP The following letter was sent to Delta MP Carla Qualtrough with a copy to Delta Optimist Dear Ms. Qualtrough M.P Delta: As residents in your riding, my family and I supported and voted for you during the past election on the basis that your inspirational life-narrative and accomplishments were far more impressive by an order of magnitude than any of your opponents. Indeed, we truly had to hold our nose in voting for you as a Liberal candidate on the basis of your party leader’s plethora of unforced political errors, broken promises, ethical lapses, and last but not least calling an absolutely unnecessary election in the middle of a pandemic.

But for you, as a candidate, we would never have voted for the Liberal Party ‘ticket’. On the basis of the above, I am hoping that you might advocate on behalf of me and all of your constituents who have a need, on the basis of accessing a recreational watercraft and/or residence in Point Roberts USA, for a less onerous return-to-Canada requirement upon the re-opening of the US Border. Indeed, the proposed requirement of mandatory and costly-testing even for the fully-vaccinated is unnecessarily onerous, almost punitively so, that serves no substantive purpose with respect to protecting the Canadian public from the COVID virus. This is not just my

opinion but also the opinion of our Premier, who critiques the proposed testing for fullyvaccinated as “unnecessary”. Given the unique geographical location of Point Roberts, an exception to the proposed re-entry requirements would not be unreasonable and an appropriate application of regulatory discretion. As a postscript, I am realistic as to the prospects of any accommodation that the government might extend to us constituents as the prevailing public perception is that the Prime Minister has considerable difficulty in providing such consideration unless it serves his immediate personal or political preferences. Editor: Re: Article on Massey Tunnel Replacement; 21 October 2021 et al Our MLA Ian Paton complains that the NDP’s business case for the new Massey Tunnel must be hiding something because it contains redactions. Isn’t that why information is routinely redacted from official documents? BC Transport Minister Rob Fleming in turn

explains that these redactions are made to protect the integrity of the bidding processes for the subsequent contracts for the tunnel installation. Sounds like good business to me. During the previous Liberal government’s term, when Christy Clark was so keen to get the bridge of her dreams built, I couldn’t even get to see a business case assuming there was one -

let alone a redacted one. I was constantly given vague reassurances that the bridge is so much better than a tunnel. So, I can’t understand Ian Paton’s gripe that some sensitive information has been redacted from the tunnel business case. Might it be because he has no other way of justifying his stubborn support for Christy Clark’s bridge? Chris Stanton

An expensive PCR test to return home is keeping Canadians away from Point Roberts. Since the U.S. border re-opened for nonessential travel on Nov. 8, it’s been just a trickle of B.C. cars heading through the Boundary Bay crossing. Most of them are vacation property owners that showed up for COVID-19 testing at the Point Roberts Fire Hall on Nov. 10, one of two days each week the service is offered. The tests are returned, via Bellingham, 24 hours later and a negative result is required to get back to Canada. Around noon on Nov. 10, the Optimist spent close to 30 minutes at the border and watched one car with B.C. license plates travel into Point Roberts. It wasn’t a whole lot different from when the U.S. crossing initially opened up. “An Associated Press reporter from Seattle waited at the border from 8 a.m. to 9 a.m.

For the past 20 months, Calder and Point Roberts fire Chief Christopher Carleton have pleaded to governments on both sides of the border to recognize the community’s unique geographical location and how it’s dependent on Canada. “It the military mindset of the border patrol people,” added Calder. “It’s a one size fits all with no exception for anybody. Doesn’t matter how much sense it makes.”

Delta council recently approved more funding for Project Pickle. The approved $12,000 funding request will be matched by a grant from the Delta Agricultural Society, while the program received $54,000 from the Delta School District and $5,000 from both Vancouver Fraser Port Authority and Century Group. Project Pickle is a local educational program run by Delta resident and Optimist community columnist Mike Schneider. The program has been teaching students about food and farming since 2012. A report to council notes that since 2012, the program has expanded to include “young farmers” in 71 classes in the school district, plus an additional 25 classes that have continued to offer the same programming without direct involvement from

Project Pickle. Through Project Pickle, the students learn to plant, harvest and eat food that they grow themselves. At the same time, students are taught the timeline for the process of food going from farmto-table, and the career opportunities throughout the supply chain, the report notes. The program uses underutilized schoolowned lands to expose students to the process and steps involved in turning a seed in the ground into food on their plate, from the actual planting through to the hospitality industry that eventually prepares and serves the food. The COVID-19 pandemic has already affected the learning opportunities for many of Delta’s students, the report notes, adding the program will likely continue to include outside learning as an important aspect of the education of Delta students, and

Project Pickle expects to grow its work as a result. “Project Pickle intends to introduce the programming in to every school in Delta eventually,” said Schneider. “I am unable to attend to all schools wishing to participate purely from the sheer number of schools and classes involved. This being the case, I am developing a manual for educators so that they can participate without my direct involvement. To this end there are four schools that are offering the programming without my supervision. This is accounting for approximately 25 classes. “Outside learning will be an important part of learning in the Delta School District and Project Pickle will continue to grow as a result. The teaching opportunities on the school farms are immense and some very creative educators are embracing aspects of food and farming in to the regular curriculum.”

GCT Deltaport Expansion - Berth Four Project Public Comment Period & Virtual Information Sessions GCT Canada Limited Partnership is proposing to expand the existing GCT Deltaport Container Terminal, a container storage and handling facility located in Delta, British Columbia. The GCT Deltaport Expansion - Berth Four Project would include the addition of a fourth berth on the east side of the Roberts Bank Causeway. It would also include increased land-based container storage and handling facilities, a short sea shipping berth, the expansion of the intermodal rail yard along the causeway, and dredging to provide safe access for ships. Comments Invited The project is subject to a federal impact assessment under the Impact Assessment Act and a provincial environmental assessment under British Columbia's Environmental Assessment Act. The Impact Assessment Agency of Canada (the Agency) and British Columbia's Environmental Assessment Office (EAO) are working cooperatively to provide a single review process for the project that meets the requirements of both jurisdictions. The project’s federal impact assessment has been referred to an independent review panel that will be appointed at a later date. The provincial environmental assessment will rely on the information collected throughout the review panel process and the panel’s impact assessment report. The public and Indigenous nations are invited to review and provide comments on the draft provincial Process Order, the draft Joint Guidelines and the draft Joint Assessment Plan for the assessment of the project. The comment period starts November 10, 2021, and ends December 23, 2021, at 11:59 pm Pacific Standard Time (PST). Comments received will support the Agency and the EAO to prepare the final Joint Guidelines and final Joint Assessment Plan for the project, as well as the provincial Process Order, which will be provided to GCT Canada Limited Partnership to inform the next steps in the process. The draft Joint Guidelines outline the project-specific factors that are proposed to be considered in the assessment and provide direction to the proponent on the information and studies required in its Impact Statement / Application. The draft Joint Assessment Plan outlines the assessment process including participation opportunities, general timelines and roles and responsibilities of participants for each phase of the process. The provincial Process Order sets the scope, procedures, and methods of the provincial environmental assessment. Comments only need to be submitted once to either the Agency or the EAO to be considered in both the federal and provincial assessment processes. Santa’s coming to town in a week, and everyone is invited to join him in the Ladner Village for an evening of giveaways, gingerbread cookies and live music. On Thursday, Nov. 25, from 6 p.m. to 7:30 p.m., the Ladner Business Association (LBA) will host their annual Christmas Tree Festival inperson at the corner of 48th Ave. and Delta St. in the Village. Following last year’s event shifting online due to the pandemic, the LBA Festival’s Chair, Jan Salvador, says she is excited to kick off the holiday season surrounded by a cheery atmosphere. “Just seeing some happy kids and the smiles on their faces when they see Santa arrive (is what I’m looking forward to) ... there’s nothing like the absolute joy in children’s eyes when they see

him,” says Salvador. Santa is scheduled to arrive by firetruck around 7 p.m. to light the Christmas tree. Though there won’t be gingerbread decorating this year to keep the event more COVID-friendly, there will be individually-wrapped gingerbread cookies available for kids. The colouring contest will also still be running, but instead of children all colouring together at the event, the LBA has made the colouring sheet available on their website and in select stores throughout the Village to do beforehand and bring to the festival. There will be prizes for winners, courtesy of Neighbourhood Plumbing & Heating. Children are also encouraged to bring their letters to Santa and drop them into the mailbox created by Warner Brothers, who is one of many event sponsors, as a thank

you for the filming they’ve done in the Village through the year. Live music will be provided by Tony Barton and the Delta Youth Theatre. “If you’re new to Ladner, and you’ve never been before, we invite you to come out. It’s a great community event. We have so many people who have moved into Ladner and Tsawwassen areas in the last couple of years, so, because this is the first tree festival that we’ve been able to have in-person for two years, there’ll be lots of people that this will be their first time,” says Salvador. Project reaches fundraising goal A campaign to provide vital housing to women fleeing violence, refugees, seniors and others in need has reached its fundraising goal thanks in part to a donation from a group of maritime employer companies. The group of waterfront companies, largely operating south of the Fraser River, informally called South of the Fraser Maritime Employers, will donate $36,000 toward the new affordable housing project, capping an impressive fundraising effort steered by women leaders in the community. The group is comprised of Ceres Terminals Canada, DP World Fraser Surrey, Global Container Terminals Canada, Western Group, and BC Maritime Employers Association. The facility, which will be operated by Habitat Housing Society, a sister organization of Options Community Services, will be constructed in Surrey. Once complete, 70 per cent of the complex will offer below-market housing rentals,

starting at $375 per month. “Options Community Services is one of the most respected not-for-profit organizations in the South Fraser region. We couldn’t be prouder to answer their call and support their critical work building affordable housing for women, youth and others at risk of homelessness in our communities,” said Jennifer Perih of Global Container Terminals on behalf of the group. The fundraising campaign, called Women of Options, raised more than $1.5 million through the efforts of 50 women in the community. “For more than 50 years, Options has been working hard to help the residents of Surrey, Delta, White Rock and Langley, and it became the obvious choice for our five organizations to come together to support more meaningfully,” said Perih. “In making this donation, we hope to encourage others to consider ways they can support those who may be struggling in their communities.”

New scholarship for high school graduates For students graduating from high school in B.C. going onto university or other post-secondary institutions, Steven and Susan Rubin have established the Masonic Educational Endowment Fund through the Delta Community Foundation. The $1,800 scholarship will be open to Canadian high school students and landed immigrants, of three years or more, who wish to attend a postsecondary institution in Canada or Israel. Steven, a 32nd Degree Mason, has dedicated his life to helping people better themselves and their business. In 2014 at the

age of 66, Steven met his wife Susan, who is retired after a 25-year career as a school teacher and who was involved in several youth programs in the community. When the pair met they instantly had a common bond and similar goal in mind. “Susan and I are extremely excited to announce the creation of the Steven and Susan Rubin Masonic Educational Endowment Fund to provide scholarships for students to pursue their academic dreams,” said Steven. “We are happy to be able to provide another avenue to turn to for

Ladner and Tsawwassen residents interested in learning more about seamanship, first aid and saving lives out on the water are being called to volunteer with Royal Canadian Marine Search & Rescue’s (RCM-SAR) Station 8 in Delta. There are three types of volunteer positions, with each one having slightly different prerequisites, but notably, you do not need to have a boating background to join. One of the biggest reasons Station 8 Leader Rob Gibson recommends volunteering with them is the overwhelming sense

of being able to give back to your community. “We’re really trying to gain more female members. We have some ladies that are involved, but we’re totally open to anybody that wants to join. It’s not just an old boys club, and there’s a real diversity amongst the members’ ages ... lots of walks of life, lots of different occupations,” says Gibson. Training looks a bit different depending on what volunteer position you’re aiming for, but to become a crew member who will be actively responding to emergencies on the water, you will be expected to participate in and complete the mandatory training and requirements before

you’ll be allowed out on rescues. When describing an ideal candidate, Gibson highlights those with “a desire to work with others, be on the water [and] a desire to learn and grow and improve their skills.” He points out how there is a time commitment that applicants should be aware of, as they’ll have to do a fair amount of training to be officially brought on board, as well as regular meetings and about 10 hours of training through the month. I went to the mall in Langley recently and it took me 20 minutes to find parking because the mall was packed with people rushing in and out with their errands and shopping lists. As I was watching all the people, I wondered why we live such busy lives. People often say that they are “overscheduled,” and that they are so behind and trying to catch up. Why are we constantly busy and overcommitted? Jesus’ disciples shared our problem to a certain extent. Mark 6:31 says that the disciples were so busy that “they had no leisure even to eat.” To these busy people, Jesus does not say, “well done, hard-working friends!” He actually says, “Come away by yourselves to a desolate place and rest a while.” The disciples had just returned from a thrilling assignment to share God’s king-

dom with many people. Despite their physical and emotional exhaustion, they were excited to report back to Jesus about all that had happened, but Jesus slows them down and tells them to rest. Why would he kill the momentum like this? If I were Jesus, I would commend the disciples for working overtime for the greater cause. Thankfully, Jesus is wiser and he

cares deeply about his friends. He knows that running on empty is unwise. He understands our need for rest. Are you overcommitted and always running behind? Do you need to hear Jesus’ words to slow down and rest a while? Reggie McNeal warns that we can become “a casualty of a struggle that is as old as humanity—the drowning out of eternity by the screams of temporal concerns.” We ought to heed this warning and slow down as we head into a busy season. Pete Scazzero states that “an emotionally healthy disciple slows down to be with Jesus, goes beneath the surface of their life to be deeply transformed by Jesus, and offers their life as a gift to the world for Jesus.” I pray that you will be properly rested and saturated with the presence of God so that you can be a gift to others.

Tsawwassen aspiring actress stars in upcoming short film selected for film festival DANI PENALOZA

Sarah’s Song – a short, post-apocalyptic film tackling trauma and the struggle to face the vicious world – was just selected by a Toronto horror film festival, with Tsawwassen’s Sabrina Valana in the starring role. After graduating last year from the American Academy of Dramatic Arts in New York, the young, aspiring actress, plays the role of teenager Sarah in the film that is making its debut at the Canadian horror film festival, Blood in the Snow, this month. The 21-year-old South Delta Secondary grad says she is thrilled to have landed the role and can hardly wait to see where else her blooming acting career will take her. “I’m not one of those

people that are like ‘I want to make it to Hollywood!’ If I could be on Broadway and be performing for the rest of my life, that would make me so happy. Just to be able to tell stories and work with other creators, other artists that live and breathe to tell stories or re-enact the life of someone else,” says Valana. Having emerged from the two-year program at her “dream” school, she says she’s learned so much about herself and what the world of being an artist looks like. “They train you to be a human being that investigates what it means to be a human being,” she says. Getting a start in New York has been a dream of Sabrina’s since childhood, and she still vividly remembers all the sirens and horns of the bustling city life.

“I knew that there were people that wanted to chase their dreams as hard as I did, [and they were] just, like, walking alongside me, bumping my elbows, being next to them – being in a place where people wanted something as badly as I did, it pushed me harder to do my best,” she says. Valana thanks all of her loved ones for supporting her to chase her dreams and says that she’s working with her agent to audition for as many opportunities as possible. Sarah’s Song has been accepted into several festivals, she says, but so far, only the Blood in the Snow Film Festival selection has been announced on the film’s Instagram page at @sarahsong_film. The film is expected to be released on Dec. 15 this year, reads IMDB’s webpage.

New documentary explores the intersecting identities of being gay and South Asian Emergence: Out of the Shadows explores how culture plays a role in self-discovery and self-acceptance DANI PENALOZA

Coming out is not an easy journey for anybody to take, but particularly for folks within a conservative, traditional South Asian family. Emergence: Out of the Shadows, directed by Vinay Giridhar and produced by Alex Sangha captures exactly this – the complex, painful but resilient journeys of three gay South Asians and their families coming to terms with their sexuality. As a Sher Films feature documentary, the project was created as an exten-

sion of the non-profit charity for LGBTQ+ South Asians and their friends and families, Sher Vancouver – which was founded by Sangha back in 2008 in North Delta. “We also wanted to talk about different topics of bullying, and racism, and homophobia and the struggles we all face within the community because we are not only queer, we’re also a visible minority. So, we have intersectional types of oppression, and discrimination and unique challenges – some of which you’ll actually get to witness in the film,” says Sangha, who also

shares his own story as a cast member in Emergence. The documentary centres around Kayden Bhangu, Jag Nagra and Sangha’s individual stories of self-discovery and self-acceptance. Significantly, the interview-driven Emergence also includes parents’ perspectives. “There’s hardly any films about the reactions of the parents … The parents also are going through their own struggle, and their own journey [of acceptance] and their own sort of coming out experience,” says Sangha.

It was important to both director Giridhar and Sangha to present these stories in a holistic, “human” way so that anybody can watch it and understand the impact that culture has on being open about sexuality. “It’s a human story about love, and about rejection and about acceptance. And also, about the mental trauma, psychological trauma that people can go through … It’s a really emotionally gripping and emotionallytouching story that any human being who has any degree of compas-

sion can relate to,” says Sangha. Emergence: Out of the Shadows will be the second documentary put out by Sher Films, with the first one being the award-winning My Name Was January. And so far, Emergence has been accepted at eight film festivals. Social justice film production is one of Sher Vancouver’s 10 programs that works toward helping reduce alienation and discrimination against folks dealing with issues related to sexuality, gender and coming out. I mentioned last week the importance of keeping your catch basins cleared and all of your drainage running smoothly. We have a Vac-Truck that we use for yearly maintenance work on our customers buildings to make sure all their catch-basins are clear. The other thing to think about is, Sump-Pumps. If you have an area that is below grade and lower than the city’s storm system, you will have a sump-pump. This will pump water back up to a height above the City lines so that it can then be fed through them by gravity. Anytime you have an underground parkade, you will have a sump system of some kind. People often neglect these pumps and think these areas stay dry by magic.

There can be a lot of damage done to cars and property in a flooded parkade and it can happen very quickly. We even had a customer’s elevator shaft filling up with water. Have your Sump Pumps and system tested. Test the High-Water Alarms. Check the Electrical. Clear the grates that the Sump is in. Make this part of your annual maintenance and hopefully when you do need the back-up, it won’t let you down.

Come paint a little house at Little House this Friday Phoenix Society invites the community to come paint a little house at Little House. This free community event will involve craft time, and an invite to the Delta community to join in creating a community art installation. Wooden ‘Little House’ cut-outs will be available to be painted and will be used to create a lasting mural. Complimentary meals will also be served out of the Phoenix Flame barbecue food truck during the event, which runs

on Friday, Nov. 19 from noon to 5 p.m. at Little House located at 5061 12th Ave., Delta. “We hope you’ll join us as we create a lasting art installation in the community,” says Debbi McKenzie from Little House. This event is celebrating Little House’s merger earlier this year with Phoenix Society. Little House provides enhanced support to individuals struggling with substance use and their families. It didn’t take long to understand how much last week’s big win by the Delta Pacers at the South Fraser Grade 8 Boys Volleyball Championships meant to their head coach. Andrew Robson broke down in tears while telling his players how proud he was of them for delivering the Ladner school its firstever South Fraser banner following an impressive straight-set (3-0) victory over the Pacific Academy Breakers. The triumph culminated a perfect twoday run at the eight-team tournament held at the new Grandview Heights Secondary school in South Surrey. Robson is not only a DSS teacher, but a grad himself who has poured endless volunteer hours into the program to help take it to the next level and ultimately attempt to deliver the school its first provincial volleyball title. That also includes coaching the senior boys team and running the locallybased Element Volleyball Club, an essential ingredient to having success at the elite level. “I think (this win) is a product of guys who have worked hard in previous years. A product of being their younger brothers. It’s also a product of the club system,” said Robson. “It doesn’t happen if we don’t have the guys who came before that paved the way. I’m going to tear

A trio of Tunnel Town Curling Club members are getting ready to represent B.C. at the 2021 New Holland World Juniors Qualifier Nov. 22-27 in Saskatoon. Connor Deane, Meredith Cole and Keira McCoy have earned the opportunity to represent their province by helping their rinks win a special U21 B.C. Championships held two weeks ago in Kamloops. The three have since been busy fundraising for the trip. The nationals are a one-time tournament created to allow for seasonal COVID-19 disruptions, and will determine the two Canadian highperformance teams who will go to the 2022 World Junior Championships, slated for early March

in Sweden. No funding is provided by Curl B.C., leaving it up to the teams to fund raise the best they can in a very short period of time. “We have been doing 50/50 draws every night at Tunnel Town. It’s a great club that has always been supportive of us,” said Deane. “That was pretty special getting my first (world qualifier win) with Meredith and Kiera who I pretty much started curling with.” Deane, who skips his team, capped a perfect run in Kamloops with a 10th end 5-4 win over Team Deng. His rink also features Joshua Miki, Mack Ellis and Brenin Moore. “We have a great group of guys,” Deane continued. “We came together last year but, of course, everything got cancelled due to

COVID.” Cole and McCoy are members of Team Bowles, that also includes Emily Bowles and Chelsea Taylor. Their road to victory included going 3-1 in round-robin play then defeating Team Wilson, before an 8-5 win over Team Hafeli in the final. Bowles has taken over as the team’s skip with Jensen Taylor now focusing on school. Following the World Qualifier, the team’s will revert back to their normal 2021-22 schedule that includes the 2022 B.C. U21 Championships, slated for at the end of January in Comox. The winner will move onto the U21 Nationals in March that determines which rink will represent Canada at the 2023 U21 World Championships.

REMEMBRANCES OBITUARIES STANDERWICK, Ryan Cameron

Fond memories linger every day, Remembrance keeps them near.

HAAF, William (Bill) Frank It is with great sadness that we announce the passing of William, known as Bill on October 29th at the Delta Hospital at the age of 82, with his loving wife Louise by his side. Bill battled MDS the last year before peacefully continuing his journey.

Born in Fox Valley, Saskatchewan on October 25, 1939, Bill was the youngest of 6 siblings. Predeceased by parents Frank and Maria, sisters Rose and Helen and brothers Tony, George and Joe. Bill leaves behind his wife of 34 years Louise, sons Terry (Cindy) Chris (Shelly) and 5 beautiful grandchildren, Hayley (Brad), Keeley, Kyle (Georgia), Emma and Kennedy.

LYNDON, Laurel Alayne Alayne Lyndon aged 78 years, passed away peacefully on October 31, 2021; sadly missed by her loving husband Robin of 52 years. Survived by nieces and nephews, as well as many relatives and life long friends. Alayne was many years with Delta Credit Union in Ladner and other branches. She is predeceased by her father Russel and mother Grace. A celebration of life will beheld at 5 Star Catering (The Clayton) at 188 Street and No. 10 Hwy in Surrey. In lieu of flowers, donations may be made to the BC SPCA and/or a charity of your choice.

He had many hobbies; bowling, golfing, carpet bowling, travelling, woodworking and puzzling, but his favourite hobby was spending time with family and friends. You would often see Gramps rain or shine at one of his 5 grandchildren’s sporting events cheering on the ones who put the biggest smile on his face.

Bill loved to travel. Multiple times a year you would see him and Louise jump on a cruise ship or airplane and travel around the world. Once a year Bill and Lou would always end up in Hawaii, Bills favourite place for a bowl of rice at Fatty’s.

Bill always liked a good party. A Hawaiian themed Celebration of Life will be held Friday, November 26th at 2pm at the Delta Golf Course. 11840 Ladner Trunk Road, Delta, BC. Covid 19 protocols will be in place. Double vaccination will be required and checked at the door. The Course will require masks to be worn while not seated at your table. In lieu of flowers, a donation in Bill’s name can be made to the Delta Hospital Foundation or the Canadian Blood Services at blood.ca

O’NEILL, Sylvester Jerome Sylvester Jerome O’Neill passed away peacefully after a brief but courageous battle with cancer. Sylvester was born March 05, 1936 in Perth, Ontario, and passed away October 30, 2021 in Ladner, BC. Sylvester was a very active member of Alcoholics Anonymous for over 30 years, and helped countless men and their families learn to live one day at a time.

He will be deeply missed by many, but especially the two boys that kept him young, Eric and Jackson. A Celebration of Life will be held Sunday, January 28, 2022 at 1:30pm in the rear hall of Sacred Heart Church (The River Group, 3900 Arthur Dr, Delta.

Ryan grew up in Tsawwassen where he graduated from SDSS in 2013. After high school, Ryan applied his skills and love of carpentry learning framing from a local company. He incorporated Grizzly Carpentry in 2016 and obtained his red seal in carpentry from BCIT in 2018. The love of nature and the outdoors drew him first to Squamish in 2015 and later to the Sunshine Coast in 2019. An avid outdoor enthusiast, there was no activity that Ryan would not attempt but he loved downhill biking, skiing, snowboarding, dirt-biking, paddleboarding and kayaking. Ryan was strong-willed and kind with a loving and generous heart. He never waited to be asked for help but would simply do what he knew needed to be done giving freely of his time and resources. He lived with passion, integrity, courage and compassion and fierce independence. He was dedicated, selfless and hardworking. He left an immeasurable impression on every soul he touched.

Bill was a gear box mechanic with Canadian Airlines for 25 years, often travelling around the world for work before retiring in 1998.

Bill was very handy and could build anything out of a scrap piece of wood. A very patient man, you would often see Gramps doing another 1000 piece puzzle like it was 5 pieces listening to his music and just relaxing.

With heavy hearts, the family of Ryan Standerwick announce his passing in the early hours of October 19, 2021 in the waters off Cooper’s Green, Halfmoon Bay, BC at the age of 26 years. The youngest child of Mark and Lisa Standerwick, he is survived by his brother Evan (Lauren), nephew Judah, grandparents Tom and Evelyn Standerwick, and uncle Alan Standerwick. He leaves behind a large extended family of uncles, aunts and cousins, many as close as brothers and sisters. Most of all he leaves behind Coda, his beloved Australian shepherd.

Few knew the darkness he faced when alone or the impossible standards he set for himself. Prone to periods of depression, Ryan was selective in whom he shared or discussed the struggles he endured. He had received medical help and treatment in the past but his independence prevented him from realizing the full benefit of such treatment. It is impossible to prepare for the harsh reality of losing a loved one, especially a child at such a young age. For Ryan to end his life in this manner is unbearable. The lives of those who loved and knew Ryan will be forever altered. We live with hope and lean on the sustaining grace of God and love of our Lord Jesus Christ. Ryan grew up knowing the truth of Jesus and, as with others, we are confident that Jesus heard his cry. A memorial service will be held at 1:00 p.m. Saturday, November 20, 2021 at South Delta Baptist Church at 1988 56th Street, Delta, BC. This was brought home to me all through COVID as we saw our health care works, the ambulance workers and police grapple with the pandemic - and we see it again. It seems we are experiencing one thing after another! Yesterday we had landslides and floods covering communities, breaking highways and we know one woman was killed. We feel for the family of that woman and all those evacuated and homeless. We ask “why?” There may be environmental reasons for these events, but it does not help to hear this when we are ‘stuck in the mud and do not know what to do next.’ But “you are stronger than you think, and you will get through this too.” Let the emergency responders and volunteers help you. It is OK to ask for help! Other sources of help could be the Crisis Line and local churches. Love and peace.
