DPD working with Europol on cybercrime investigation

A Delta Police officer is heading to Europe this month to advance a local ransomware attack investigation. In a news release issued last week, DPD said it is unusual for one of their officers to travel overseas for an investigation, however, there has been an enormous surge in this type of crime in the past two years. DPD has doubled its cybercrimes team, and is investing in enhanced training for these officers. Earlier in 2021, the
computer network of a mid-sized Delta business was compromised, likely through known Microsoft Exchange Server vulnerabilities. Months later, the network was encrypted and the company received a ransomware demand. “Microsoft issued patches in March, but this served to put cybercriminals on notice,” says cybercrime investigator Const. Dustin Classen. “Unpatched servers remain vulnerable to unauthorized access. Once access is gained, cybercriminals can install further malicious
software to maintain access, copy intellectual property and in ransomware attacks, encrypt the network, making it inaccessible to the victim company unless a ransom is paid.” In this case, the victim company was able to restore their network from backups, and cooperated with police, providing them with copies of malware and other data used to investigate the offence. Classen shared this information internationally with other law enforcement, including Europol. Europol is
European Union’s law enforcement agency, focused on terrorism, cybercrime and other serious and organized forms of crime. That sharing of information was valuable, revealing links between the Delta file and numerous international files. Classen then joined an international working group as the Canadian lead investigator. The organized crime group has had significant impact, and is suspected in the theft of millions in cryptocurrencies. Classen will be travelling to the Hague,
Netherlands, to meet other Europol investigators to review the investigation to date, go over data and identify next steps. “This is an invaluable opportunity for Const. Classen and the DPD, to help build capacity, skills, and also form links and expand partnerships with international policing agencies,” said Insp. Heath Newton, who heads up DPD Investigation Services. “He’ll be working with international experts in cybercrime specifically ransomware attacks, in order to provide future
crime prevention tips to the public as well to discuss evidence of ongoing cybercrime investigations in Delta” Europol has deemed an in-person meeting necessary to develop investigative strategies and coordinate a prosecutorial strategy. Classen will be adhering to all COVID-19 requirements during his trip. The National Cybercrime Coordination Unit (NC3) is responsible for Canadian expenditures to attend this gathering of international partners looking at cybercrime trends.

Stigma blocking those needing help for drug use: Delta report

It’s a hidden problem. That’s according to a recently released draft of the city’s new Social Action Plan regrading mental health and substance issues in Delta, which notes overdoses are taking place in homes or workplaces, with a high concentration of suspected overdoses and addictions in the construction and trades sectors. “This presents unique challenges in developing city-wide interventions and support systems for residents who need help accessing resources,” the report notes. The report also states that there is a problem of stigma, which can have a tremendous effect on people with mental health issues or those using drugs, and their ability to seek help. “The language we use about mental health and substance use can have a direct and profound impact on reducing stigma,” the report states. The report notes there are long waitlists at government agencies for Delta residents who need mental health help, particularly for children and youth, as well as limited funding available for prevention-based resources for families. The draft Social Action Plan also notes, “In the last decade, there has been a tenfold increase in overdose fatalities in Delta. In 2020, there were 20 overdose deaths in Delta - a situation that mirrors many other Metro Vancouver municipalities with overdose deaths reaching historic highs.” As far as overdose calls attended by BC Ambulance Service, “In 2020, there were 167 overdose events attended by BC Ambulance Service (BCAS). From January to June 2021, there were 90 overdose events attended by BCAS in Delta, signaling a continuing upward trend in the overdose rate.” As of November 2020, there were 16 “Take Home Naloxone” sites in Delta, while 310 clients were dispensed Opioid Agonist Treatment at Delta pharmacies

The draft report on Delta’s Social Action Plan asked, ‘How do we support our residents who are using drugs and experiencing addictions? and 15 Opioid Agonist Prescribers in Delta. The report also outlines actions already in place to deal with the problem by the city, police department, school district and community partners, including the Delta Overdose Community Action Team (DCAT). DCAT was established in 2018 as a community-driven collaborative group, co-chaired by Deltassist and Fraser Health. Some of the goals and actions outlined in the action plan includes the city improving community awareness about mental health and harm reduction services and programs available to Delta residents, as well as supporting and enhancing community capacities to address the needs of those affected by mental health or substance use disorders. Among the other potential actions for the city is working with members of DCAT and business associations on organizing a forum for all service providers to better understand the challenges and opportunities of the mental health and substance use supports service provision in Delta. Meanwhile, the Delta Police Department is being provided funding through the city’s budget for a new Police Community Advocate position, aimed at providing support services to
vulnerable residents coming into contact with police. The goal is to divert individuals out of the criminal justice system by connecting them with proper treatment, services and resources to promote behavioral health that may not be readily available. According to the latest numbers released Dec. 9 by the BC Coroners Service, an increasingly toxic and volatile illicit drug supply in B.C. has claimed at least 201 lives in October and 1,782 lives in the first 10 months of 2021. October is the first month in which 200 lives were lost to illicit drugs in B.C., while the lives lost between January and October already represent the highest number of deaths due to drug toxicity ever recorded in the province in a calendar year. More than 8,300 people have died as a result of drug toxicity since the public health emergency into substance-related harms was declared in April 2016. The City of Delta this year launched its Share Your Story initiative, a collaboration which includes Delta Police, Delta School District, Fraser Health Authority and Tsawwassen First Nation. The campaign aims to reduce stigma around substance use and empower individuals to share their stories.
It builds on Delta’s End the Stigma campaign, which was launched in 2020, as a series of bus-stop posters to combat stigma and promote community supports and resources available locally. The City of Delta had previously urged the federal government to declare the opioid overdose crises a national public health emergency. In a letter last December to federal Minister of Health Patty Hajdu, Mayor George Harvie reiterated a call by the province and other municipalities to recognize the overdose crisis as a national public emergency, and work with the provinces to develop a comprehensive plan. He noted that, compounded by the COVID-19 pandemic, communities across Canada are seeing a devastating increase in the number of opioid-related overdoses and deaths, and the City of Delta has not been immune to those deaths. A previous Delta staff report noted the public health emergency declaration by the provincial government allowed for the collection of, as well as access to, more robust and up-to-date data on overdose activity across the province, including overdose and fatality data from Fraser Health and the BC Coroners Service.

Delta council voted in favour of proposed Ladner Village Official Community Plan (OCP) amendments following a public hearing Tuesday night. Speakers gave their thoughts via Zoom and in-person on the changes aimed at revitalizing the village and waterfront. The amendments are to encourage redevelopment by allowing higher density including new buildings up to six storeys, depending on the location. Council heard opposition primarily about the height allowance. They also heard from residents and members of the business commu-
nity in favour, including those saying local businesses are desperate for the changes and that more affordable housing options are needed. Those who spoke in favour outnumbered opponents by a wide margin. Yvonne Anderson, chair of the Delta Chamber of Commerce, told council Delta needs healthy businesses that can attract and retain employees. It was a similar message repeated by others in support, one saying the plan is an important one, but also still appears conservative. Another speaker said creating vibrant neighbourhoods requires courage and vision and bowing to “Saturday morning
urban planners” would not make for good leadership. Patricia Cleave, a member of the Ladner Village Renewal Advisory Committee, said it’s a long-term vision for a viable and sustainable village, and that not every building would be allowed to go up to six storeys. Noting there are many people and families in Ladner being pushed out due to housing costs, another speaker in favour said the charm of the village could still be maintained. Saying the city should listen to the concern of residents, opponent Gary MacKinnon said it appears the committee had been led from the start to a pre-determined

recommendation. Also saying three storeys is more suitable, while allowing four would be a bonus for developers, he said the plan does not address traffic and parking needs. Community planning director Marcy Sangret later explained each redevelopment application would be required to conduct a parking and traffic analysis. Another resident at the hearing noted the waterfront proposal looks like a good one but six-storey buildings would detract from the area. Resident Vicki Huntington asked why there must always be a struggle to preserve Delta’s heritage, saying Ladner Village is a charming, quant and historic place. Adding there has already been a lot of densification in surrounding areas of Ladner, she said a vote in favour is a “vote for cultural negligence.”
Later in the speakers’ list, Delta Chamber executive director Jill McKnight said change is inevitable whether the OCP is approved or not, so what’s needed is a well-thought out, full community plan. Another resident warned Ladner Village is headed to becoming a ghost town and without vitality the village won’t survive. Speaking on behalf of the Ladner Business Association, Valerie Miller said a survey of members found overwhelming support. Another speaker, expressing concerns, questioned how many businesses took part in that survey. Saying residents were left mostly out of the consultation, resident Bev Yaworski claimed the recommendations were based on “incomplete, biased research”. Resident Brian Webb, saying he helped gather a
petition with almost 600 names, said they are not opposed to the plan, but are simply asking that maximum building heights be limited to four storeys. A speaker in favour said council should show courage in the face of fear mongering and disinformation and that leaving things as-is would be “devastating.” Also in favour, Jack Bates noted the Surrey CO-OP grain tower at eight-to-nine storeys in height had been in the heart of village for decades before coming down. He warned “what stays the same dies”. Coun. Bruce McDonald, who chaired the committee, said during council’s discussion following the conclusion of the public hearing, that the village was described as a fading area when he was first elected in 1987. The city is working on a new long-term plan for parks and rec facilities. A report by city manager Sean McGill to the Parks, Recreation and Culture Commission notes while the parks the department has an existing work plan, as well as developing indi-
vidual master plans for major parks, a missing link between the overall city plans and the departmental plans is a departmental parks, recreation and culture strategic plan. He noted that in recent months, staff have begun the creation of such a document, provisionally titled The Parks, Recreation & Culture Foundational
Plan. However, more community consultation and analysis is required. “Through a detailed analysis of the current state and future needs, the Strategic Plan will identify a vision, priorities, and detailed actions to support the department’s efforts to serve the community across all PR&C service
areas over the next 15 to 20 years. It will also align the department’s policies, plans, and strategies under one governing plan, which can then be operationalized through an updated PR&C Work Plan,” McGill explained. The plan is to be developed through extensive public consultation to ensure the current and
future needs and aspirations of the community are considered. McGill added that council and the parks and recreation commission will be updated and consulted throughout the process as well. Taking two years to complete, the final document will allow staff to update the department’s
work plan to identify and implement short-term actions at council’s direction. The cost of the undertaking is estimated to be around $200,000. Mayor George Harvie, meanwhile, recently held another Sports Summit to discuss user group needs throughout the city and their ideas.
Delta cannabis dispensary gets preliminary approval

Delta’s first cannabis store located in a retail zone has moved another step closer to reality. Following an afternoon public hearing, council at its regular meeting on Monday, gave third reading for an application to open a non-medical cannabis
dispensary at the Delta Shoppers Mall at 8077 Scott Road. Earlier this year, Platinum Projects, on behalf of Inspired Cannabis Co., applied to rezone a 2,740 square-foot commercial retail unit at the North Delta shopping plaza. That application was put on hold by Delta until the city finished
dealing with an application by Seed & Stone to open a private cannabis dispensary at 616 Chester Road, located on Annacis Island. Council would go on to give the green light for the Annacis Island outlet. At the public hearing, Harp Hoonjan with Platinum Projects said they’ve been working as
consultants for Inspired Cannabis Co. seeking appropriate sites in commercial hubs for dispensaries, including several in Delta. The location chosen is seen as ideal with its easy access and central location, he said. He also described the owners of Inspired Cannabis as having family values and wanting to
become part of the communities they serve. The application must still get approval from the provincial government before final Delta approval is granted. Across the street on Scott Road, the City of Surrey continues to ban cannabis stores. It’s the same story for the City of Richmond. Delta is also review-

hese past few weeks have been pretty special for young athletes in our community. A pair of stand-outs from South Delta Secondary – Taylor Katsube and Sophie Gower signed scholarship letters to take their athletics to U.S. universities with Katsube going to Maine for field hockey and Gower to Duke for rowing. Former SDSS star quarterback Michael Calvert led the Langley Rams to a Canadian Bowl junior football title and on the volleyball court, last weekend the SDSS senior girls capped an incredible 56-3 season finishing second to Riverside at the AAAA provincial championships. Delta Secondary’s senior girls also balled out on the volleyball court with a seventh-place finish at the AAA provincials – their first appearance at the championships in more than a decade. These are all tremendous achievements and accomplishments at the best of times, but in the middle of a pandemic, even more so. We have all endured so much over the past year and a half as we have shifted and navigated through the ever-changing COVID-19 pandemic, and the youth of our community are no exception. They have been through a lot as they have tried to maintain school life in person or online, while also chasing their post-secondary dreams through sports. Last year, high school sports was virtually non-existent with the exception of some small, intermural opportunities. No tournaments, no travel, no championship aspirations. And try getting in front of university scouts to showcase your talents and earn a scholarship when you have no video clips to speak of. I can only imagine what these athletes have had to go through. It’s been a monumental task I’m sure, but they have all persevered, they have sacrificed and worked hard for their success and deserve to be recognized for their achievements. My hats off to all of you. Congratulations. What a great way to end 2021!
Looks like Omicron is this year’s Cousin Eddie
C
hristmas is full of traditions. Some people bake, others wear ugly sweaters, some go overboard with the lights. Me? Christmas movies. It’s a Wonderful Life, A Christmas Story, Elf, Lethal Weapon (well, it’s set at Christmas…). But one of our family favourites is Christmas Vacation. There are so many iconic scenes in Christmas Vacation. I think many families can relate to the trials and tribulations of the Griswold family in one way or another. I still can’t control my laughter when the power metre spins out of control as the miles of Christmas lights finally ignite. But the one part that comes up, destined to ruin Christmas, is Cousin Eddie showing up in the motorhome. Well, this year, it seems that Omicron is our Cousin Eddie. Here to ruin everything. Just when we thought things were getting a little better, we were all getting vaccinated and holding our own, the motorhome comes careening around the corner and causes mayhem again. Sounds like the vaccinations may help a bit, but there are

lots of breakthrough cases regardless. Omicron spreads like nothing we’ve seen yet, and in just a few short weeks has everyone in a panic again. Sports teams are cancelling games as players test positive. People are getting stranded in foreign countries. Quarantine hotels are coming back, conditions worse than ever. Just like Cousin Eddie, as soon as he shows up, things start going wrong. He did the same in Vegas Vacation – here comes Eddie, there goes Clark’s luck at the tables. But maybe, just maybe, there will be a silver lining. So far, most cases of Omicron have been mild, if not asymptomatic altogether.
Hopefully this is a weaker strain of COVID, pushes the Delta strain aside, and signals the end of this nightmare. It seems that we can’t hold back the tide any longer, that trying to hold this at bay won’t work. COVID might win, but win with a weaker version of itself, and burn itself out. At the end of Christmas Vacation, when everyone felt they were at the threshold of hell, it was Cousin Eddie who inadvertently saved the day, and made Christmas happy for everyone. We all seem destined to get this thing. Hopefully it will be the milder version. Hopefully if we can get it, stay out of hospitals, keep the border with Point Roberts open, and just get over this damn thing. Maybe this is the strain that will peter out the whole pandemic, for good. Now that would be a real Christmas present. Thanks Cousin Eddie. Thankful the trees were saved Editor: Re: Community Comment (Optimist, Nov. 18) With all respect, Ms. Abbot’s otherwise timely article used the community response to the Beach Grove Golf Club development submission to suggest that Beach Grove residents were against townhouse development. A petition, which was
presented at the public hearing for the development proposal, was complex, but clear in its main concern - the changing of the community plan to take away heritage, treed green space. It asked the developer to consult with the community (as Southlands did) so that a more appropriate space could be found for their development should they wish to proceed.
It’s likely the number of Beach Grove residents who would not like townhouses would have the same ratio as the rest of Tsawwassen, and that most would prefer in-fill housing to the destruction of green space. Personally I like townhouses, but am thankful that the trees remain on 16th as we are on a flood plain. Mac Savage

Say no to cannabis application Editor: I have received a planning application notice from the City of Delta. This is for a cannabis shop to be sited in the middle of Tsawwasssen. My first reaction was why on earth do we need a shop selling cannabis in our town? I am sure there is a demand for this
product or are the people hoping to create one? The opening times of this shop are proposed to be seven-days a week from 9 a.m. to 11 p.m. Not even the pub has opening hours that long. To give you an exact location, it will be sited where the old Toys n Tech shop was. I hope that the sensible
people of Tsawwassen will totally oppose this application and make their feelings known to the City of Delta. For your information the file number for this application is LU009276. I am all for supporting the small business owner, but this is a step too far. Ivor Hewitt

When should amber alert be used?
Editor: A question for the Delta Police - with these two horrific incidents involving Tsawwassen and Ladner women in quick succession, why is it that the amber alert system hasn’t been used at all? In both circumstances
a quick reaction and widespread awareness provides the best chance for a positive outcome, yet we find out about these serious incidents in some cases days later. The alert system wasn’t used for the flooding to warn the community, and now again these
two sad events where effective technology is left un-used. I encourage our law enforcement to start using the technology available to help mobilize the community so we can all do our part to help find those in need. David Wesley

DPD recover $45,000 in missing packages, uncover theft ring Delta Police have recovered $45,000 in missing packages and the investigation continues into an undercover theft ring. In a news release issued Friday morning, police say they seized a range of consumer goods, from high end
electronics, to a new mattress, to children’s goalie shin pads, after executing a search warrant on Dec. 8. In early November, DPD received a report from a delivery service of suspicious activity and missing shipments from a distribution
facility in Delta. An investigation by the DPD’s Crime Reduction Unit (CRU) revealed an alleged internal theft ring involving multiple delivery contractors. Stolen items would then be listed on Facebook Marketplace for resale. CRU’s investigation,
including covert surveillance, led to a residence in Surrey where it was believed stolen goods were being stored and sold. On Dec. 8 CRU, with assistance from the Patrol Support and Violence Suppression Teams, executed a
search warrant at the residence. Many new items were seized including high-end consumer electronics, appliances, sporting goods, and apparel. “We know supply chains have experienced significant disruptions, in between the pandemic and then the floods. If people’s orders can make it through those hurdles, then those packages should get to their homes,” said Police Chief Neil Dubord. “I’m very pleased and proud that our officers
were able to secure enough evidence to shut down this theft ring, and recover the stolen deliveries. It was a job well done!” Two males were arrested during the warrant execution and later released pending further investigation. The investigation continues as police process the seized property. Charges of theft and trafficking property obtained by crime are expected to be forwarded to Crown Counsel in the near future.

A 13-year old Delta student, who wanted a community where everyone can feel like they belong, is the overall winner of The Harmony Initiative Society (THIS) 2022 Calendar contest. The contest was a partnership between THIS, the Delta Police Department, the Delta Police Foundation and Delta School District. The contest was also supported by the City of Delta and
Tsawwassen Mills. Randi Cunningham’s prize-winning drawing shows how Delta is a very diverse community with many different industries and people from all walks of life. She is the grand prize winner of a new Apple iPAD. “I think the artwork delivers a message to the community, one of kindness and caring and that we all belong,” said THIS cofounder Warren Flandez in
his remarks to the winners at a small ceremony last week. “The calendar also offers an opportunity for budding artists to be seen.” The calendars are on sale for $10 with all proceeds going to the Boys and Girls Clubs of Delta. Calendars can be purchased at the Delta Police Headquarters building in Ladner and the Public Safety Building on 84 Avenue in North Delta. They are also available at

TOOB food drive set for Saturday
Deltassist operates an Emergency Food Cupboard as a stop gap for residents in Delta who are in need of assistance. Unfortunately, this year the Cupboard is bare, because the need is greater than ever and the Deltassist Christmas Hamper program, which would normally supply them, is not operating due to COVID restrictions. The TOOB recently made a cash donation
to help replenish food supplies and is stepping up to again to help fill the need, by holding a Food Drive to benefit Deltassist this Saturday, Dec. 18 at the South Delta Recreation Centre parking lot from 10 a.m. to 3 p.m. Bring your donation of non-perishable food items in the trunk of your car and TOOB volunteers will lift your donation out and add it to the growing supply. You don’t have to get out of your car and
there will be no person to person contact. This is your chance to share a little Christmas cheer with some folks who are less fortunate. Uplift Canada: back where it all started Earlier this year, the youth-led, registered non profit organization, Uplift Canada, was founded by Tsawwassen’s Maggie Larocque. Uplift Canada Foundation upcycles donated clothing and directly relocates them to local shelters around B.C, and soon to be across Canada. After only one year of operations, this community initiative has saved more than 5,000 pounds of clothing from the landfill and has instead repurposed these items into a usable resource for those in need; ultimately connecting and uplifting members of the community, and keeping clothing out of the landfill and into the hands of those that need it most. Not only this, but Uplift Canada has
expanded their executive team to include young academics from across the country. From University of British Columbia student leaders, to McMaster University in Ontario to McGill University in Quebec, this initiative’s youth involvement, empowerment and possibility are vast. Uplift Canada is set to launch their Quebec branch next month (January 2022) as part of their sustainable scaling plan across the country, in order to bridge the gap of consistent, monthly giving to shelters across Canada. This is just the beginning for this Tsawwassen-started NPO in its intentional, nationwide impact. Uplift Canada’s December Monthly Pick is our very own Tsawwassen commu-
nity—back where it all started, and during the season of giving no less! The Accepted Items List, as part of their Intentional Giving Initiative, is included on their social media channels and website (IG: uplift_canada // upliftcanadafoundation.org). Guy and Leah DuHamel – 539 Erin Place, Tsawwassen The Duhamel’s are on our list again this year. They told us it took them a few days to set up the lights this year in between the raindrops. They enjoy lighting up their garage because it lets them play around with colours. Their garage is certainly a highlight of their display.
told us. “I’ve got the usual crowd favourite inflatables, colour changing trees, lasers pointing to tree canopies to replicate “colouful shimmering stars.” The display took six full days to unpack from my storage locker, test and then setup. I had an electrician upgrade my electrical service and add a few outdoor outlets with enough wattage/amps to ensure no breakers pop this year (hopefully anyways). Never was much into counting number of led lights but I know there’s a lot! “As I am on the downslope of English Bluff Road hill I will not take offence if visitors wish to walk down the driveway to get a better look at the full display. Just mind your step for slippery areas. Who knows, if I’m home and in the yard, you will get a warm welcome and maybe a candy cane. The full display will be on every day from 3 p.m. to midnight until Jan. 4.”

The Lockhart home at 5542 49th Avenue in Ladner. called our house the gingerbread house. There are many nicer displays in Tsawwassen for sure and it is fantastic to have a list of all the decorated homes.” Scott Mitchell - 4859 13th Avenue, Tsawwassen “My dad spends hours each year putting together his light display,” writes daughter Michelle in her submission. “As another year passes with COVID and new variants, he would like to send Christmas joy to everyone in the neighborhood. He wants to thank everyone for keeping our community safe.” Douglas Forst – 218 Centennial, Tsawwassen “This is our second year for lights on Centennial Parkway. It takes three to four days and a lot of climbing around to put it all up,” said Forst. “We add more every year. Stuff needs
maintenance too, had to spend a couple of days fixing lights and fans for all the stuff. It’s just a fun hobby.” Kathleen Carswell - 5275 Camaro Drive, Tsawwassen “Camaro Drive has a very high percentage of resident participation in brightening up the winter street and a few keep adding to their displays each year,” said Carswell. “We do have many cars and people walking by enjoying the colours and displays in our neighbourhood.” The Anderson’s - 1351 Beach Grove Road Star Wars themed Christmas, complete with Rudolph AT-AT, and a snow-speeder pulled by Tauntauns. “We enjoy making our displays so much for Halloween, that we’re not ready to take it down just yet,” said Heather Anderson. “It took us three
months to build - though only two to three days to put the Christmas lights up.” Meiric Preece - 5374 46 Avenue, Ladner It is a cul-de-sac worth a visit for sure as Meiric and Kathy Preece and his neighbours Bob and Eileen Matheson, Rick and Paulette Wyenberg, Brenden and Lindsay Maxwell and Peter and Beatriz Freudenriech go all out to create a wonderful, festive experience. “My lights and ornaments extend into my neighbours’ property and they both add lights to complete the display,” said Meiric. “The neighbours on each side of them also put on a good display and the five homes together in the half culde-sac are worth a visit. I built the star this year and added a lot more lights. It took me three weeks to get everything up.”

It started with my husband and myself making wood candy canes for everyone on the street many years ago.” Adam Lockhart - 5542 49 Avenue, Ladner “I am submitting our home for the light display on behalf of my husband Adam. It took him a couple of weeks to get everything out slowly throughout all the rainy weather but he was a trooper,” says Adam’s wife Taylor. “He’s slowly been collecting Christmas lights for over a decade. Fun fact, we have two sheds in the backyard and one is a dedicated “Christmas Shed” to store everything! We are very excited, as this year will be the first year our daughter Gemma will be able to see and understand all the lights at just 15/16 months old, she is now our inspiration to keep

adding more lights year after year.” Evan Pighin - 4923 44B Avenue, Ladner Since moving to Ladner a few years ago, Evan has been inspired by his dad Owen and his big display in Tsawwassen to also go all out with new ideas and strings of lights each year. The set up took about two
weeks. He set up a sparkling waterfall of lights, lights on the roof and thousands of other twinkling lights. Neil and Cathy Carter - 4964 54th Street, Ladner Cherry Lane is decorated with pink blossoms in the spring, but at Christmas time, it’s the Carter’s residence that sparkles and dazzles with

delight. “My husband [Neil] tells the neighbours that it has been a 15-year tradition to hang an extra string of lights ‘for my wife’ every year,” said Cathy. “He takes great pride starting late November to position each light with perfection and dedication and in doing so he truly does embody the glowing and festive spirit of the season.” Chris and Tammy Davies – 6199 45 Avenue, Ladner “As our house is on the corner of 62nd Street and 45th Avenue, we are able to spread our festive decor across both sides,” said Tammy. “Each year as a family we take two days to set up our yard. We break out the Christmas music and festive drinks and chat with anyone that stops to say hello and thank us for doing all the work. That is our inspiration behind it all, we light up the neighborhood and put smiles on peoples’ faces, that makes it all worthwhile. “This year we have added a
Grinch-themed photo op area where you can take a seat on the bench and take a memory. We have had many families enjoying it as well as furry friends. Quiz Night returned to KinVillage last month. The number of teams was limited due to COVID-19 restrictions, however, the eight teams that competed had a fun and a highly entertaining evening. Categories ranged from Canada to dog breeds to space and resulted in a tight finish with the top three teams only five points apart. Coming out on top were the “Food 4 Thought” team of Jenn McGregor, Robin Turner, Gary Porter and Heidi Schaub with a total of 67 points. Pastor J. D. Greear says that our culture tends to celebrate the warmest festivities during the coldest time of year. When you think of the word, “Christmas,” the imagery invoked may be a warm, living room scene with a family gathered around watching a movie while the fireplace gives off warmth and the Christmas tree lights up the room beautifully. It could easily be a dining room scene with the turkey dinner and lots of laughter around the table. The aroma of constant baking and hot apple cider fill my imagination when I think of Christmas celebrations. Whatever the case, I find it ironic that our culture celebrates the warmest things during the coldest time of year. We also spend much energy (and money) on lighting up our community with bright lights during the darkest

time of year. Why do we do this? I wonder if it is because we innately have a propensity to cast out darkness and usher in light whenever possible. Perhaps God created us to desire warmth and brightness rather than a cold, dark world. Whenever we experience brokenness in this world, we hope for a better day — a brighter day. Whenever we are
reminded that our world is filled with darkness and coldness, we often escape to an imaginative world where goodness always wins and where there is perfect peace. This is perhaps why our culture celebrates stories of Christmas miracles, Santa Claus, and the magical world of the North Pole. But what if the hope for a better world doesn’t have to be a fantasy? What if it could be real — and even reasonable? The bible says that God sent his Son “to give light to those who sit in darkness and in the shadow of death, to guide our feet into the way of peace” (Lk. 1:79). I encourage you to explore what this might mean for you; that the Light of the world came into our darkness. Our community has been experiencing much pain in recent weeks and in the past year. We need light. Jesus can be your light.

South Delta restaurants raise record total for cancer research The generosity of eight local restaurants has raised a record total for the B.C. Cancer Foundation. In recognition of November being Pancreatic Cancer Awareness Month, the Ladner and Tsawwassen locations of McDonalds, Dairy Queen and Chopped Leaf, along with the Tsawwassen White Spot and Ladner Panago, each donated 10
per cent of total sales on their designated day. This year’s campaign raised $16,076.19, over $3,000 more than the 2020 total. It also pushes the three-year total to more than $36,000 raised locally for pancreatic cancer research. The initiative was launched in 2019 in honour of Ladner resident and Delta firefighter Thomas Haydon who lost his battle to Pancreatic
Neuroendocrine cancer in 2018 at the age of 36. The Delta Firefighters Charitable Society is also a big supporter of the program. Helping push this year’s efforts was the Ladner and Tsawwassen Dairy Queens selling special edition firemen cakes with 50 percent of the proceeds going to the campaign. Purple paper ribbons were also sold for $5 each.

A dominant season came ever-so-close to a golden finish for the South Delta Sun Devils at the B.C. AAAA Girls Volleyball Championships in Nanaimo. The senior girls team concluded its best campaign in seven years with a heartbreaking five-set loss to the Riverside Rapids in Saturday’s title match at Dover Bay Secondary. It marked the second time this season the teams have met in a tournament final with the Sun Devils prevailing at last month’s Red Serge Classic that was hosted by Riverside. This time, the Port Coquitlam school persevered, overcoming a 2-1 set deficit to pull out a 25-17, 15-25, 23-25, 26-24, 15-9 victory. South Delta had reached championship point in set four (24-23) when the Rapids reeled off three unanswered points to extend the match. It was only fitting the deciding set featured plenty of momentum swings in a terrific final battle between the province’s top two ranked teams. The Devils opened up a 3-0 lead and Riverside came roaring back to take an 8-5 advantage. That’s when head coach Dan Burgess called a timeout and his girls responded with four unanswered points to make it 9-8. It was the Rapids’ turn to regroup and they came out of their own timeout to play flawless defence and score the match’s final seven points. “I think we shanked one of them and another free ball we misplayed but the other five (points) we were going at them,” said Burgess. “I was really proud of the girls. They

I really think we were playing fearlessly that whole match and that’s what they needed to do to beat Riverside. “Riverside is lot like us. They are going to dig balls and they are going to hit. They are also going to serve really hard. It’s kind of like playing your mirror image in a way. Being philosophical, somebody decided a long time ago volleyball would be a best-of- five and the last match would be up to 15 and at some point it has to end. That was the end and it just so happens we were not at the right side.”
South Delta finished the season with a 56-3 record and Riverside responsible for two of those defeats. The other was at the Camosun Tournament on the Island to eventual B.C. AAA champion Mt. Doug. Burgess noted that record is better than the 2014 championship team that finished 48-8 overall and featured a number of players that moved onto the university level. He praised his Grade 12 players that didn’t get the opportunity to play senior last year due to COVID, led by twins Kate and Jane McDonald. I think next year we are going to have a team of studs. But we are going to miss that McDonald leadership and we are going to

A month ago, the Delta Pacers were nowhere to be found on the provincial girls volleyball map. They certainly are now. The Pacers wrapped up a memorable post-season with a seventh-place finish at the B.C. AAA Girls Championships in Vancouver. Passed away peacefully at the Irene Thomas Hospice on December 10, 2021 surrounded by her family. Maria was born on September 9th, 1938, in Dortmund, Germany; she immigrated to Montreal, Canada in 1959 and moved to Vancouver in 1980. She survived by her two sons Norbert (Anita) and Peter (Vicki), her grandchildren Torsten (Delaney), Christina (Alex), Trevor, Chris, and Aurora (Darren), her great-grandchildren Kayden, Malcolm, and Audrey, as well as many friends in Germany, USA, and across Canada. She had a love of baking, which she shared with everyone around her. Maria will be remembered as a dedicated wife, mother, and grandmother who always put others before herself. In lieu of flowers, donations to the Delta Hospital and Community Health Foundation would be greatly appreciated. https://www.dhchfoundation.ca/ A funeral mass will be held on Friday, January 7th, 2022 at 10:00 am at Sacred Heart Church (3900 Arthur Drive, Delta) in Ladner.
Gail Amundsen and Murray Church, age 61 and 67, from Point Roberts, WA, passed away suddenly on November 25, 2021. They leave behind their children Hailey and Dawson, and extended family across Canada. Murray was born in Calgary, Alberta and raised in Winnipeg. He is survived by his mother Margery and by his three younger brothers; Alan, David, and Robert. Murray loved to visit Margery in Kelowna whenever possible. He had an entrepreneurial spirit, spending many years working in medical sales while also starting his own businesses. He always kept the room entertained, telling jokes or showing off one of the new gadgets he had bought. He was an active member of the Point Roberts community, always wanting to get to know his neighbors and join them in their hobbies. Friends and family will miss his caring nature that always had him going above and beyond for others. Gail grew up in Calgary, Alberta with her sisters Linda and Beth and brothers Larry and Patrick. She spent many years as a radiography technician before taking time off to raise her children. Her adventurous spirit was always pushing her to try new things including beekeeping, surfing, hiking, and bike racing. She was an active member of her community garden, always willing to take on the undesirable task without complaint. As a marathon runner, you would often see Gail out running or at a fitness class with her Winskill Warriors. Her calm, caring, and adventurous presence will be deeply missed by her children, siblings and friends alike. Gail and Murray met in Vancouver in the late 80s and moved to Point Roberts to raise their family shortly after. They were married in Point Roberts 31 years ago surrounded by their family members at Lily Point. While Point Roberts was their home, they were often travelling with friends and family, visiting Dorothy Lake in Manitoba, exploring waterfalls in Costa Rica, beaches in Thailand, and castles in Europe. After completing their dream home in early 2021, they were taking advantage of everything Point Roberts had to offer and living their life to the fullest. Their greatest joy in life was their children and they were so proud of their professional and educational accomplishments. The outpouring of love and support has been tremendous, and the family appreciates hearing and continuing to hear any stories or memories with Gail and Murray. HIRSCH, Shannon Neil April 16, 1958 - December 4, 2021 The family is very sad to announce Shannon’s sudden and premature passing in Tsawwassen, B.C. at the age of 63. Shannon is survived by his dear children Max and Maya, his siblings Molly Hirsch (Eric Elkin), Esther Hirsch (Marvin Bernstein), Lillian Hirsch (David Friedman), Jeff Hirsch (Liz Murray), his nieces and nephews and their children and by many dear friends. He was predeceased by his parents, Max and Tonia Hirsch, and his beloved wife Georgia Rumball in 2016. It is hard to capture Shannon in a few words. Outwardly tough and often bombastic, those who got to know him quickly learned how sensitive and kind-hearted he truly was. He was gregarious and fierce, stubborn and loving, profane and gentle, and above all else devoted to his family and friends. One could not find a more loyal and steadfast friend. In a time of crisis, there was no one better. He instantly made friends with everyone he met. Everybody ate when they came to his house. Shannon was known to all as an amazing cook and social host. Check your phone - you probably have some photos of Shannon’s cooking sent by the chef himself. He had a lifelong love of animals. His dog Whiskey was his great companion. Millie the cat was a close second. He was taken from all of us much too soon and he will be sorely missed. A graveside service was held in Winnipeg, December 12, 2021. TAKE NOTICE THAT FortisBC Energy Inc (“FortisBC”) of 16705 Fraser Highway, Surrey, BC, V4N 0E8 applies to the Metro Vancouver Regional District (“Metro Vancouver”) pursuant to the Greater Vancouver Regional District Air Quality Management Bylaw 1082, 2008 for a new Permit.
Her last couple of years were difficult with her failing health and Covid restrictions; which left her unable to connect with friends, along with going out and in to town, doing a little shopping, chatting along the way in the comfort that Ladner gave her. It’s been her home since 1958; when she, husband Tony and her three little boys arrived here from the Netherlands. She devoted a lot of time helping raise money for charitable organizations such as the Variety Farm Training Center, now Delta Community Living Society, the Delta Hospital Foundation, and her Church, Sacred Heart. She was the youngest in her family and the last survivor of that early 20th century generation. Very much loved by her nieces and nephew, like a big sister to them. Lucy leaves behind three sons, two grandchildren and three great grandchildren. We will all miss her dearly. Rest In Peace Mother Funeral Service will be at Sacred Heart Church, 3900 Arthur Drive, this Friday, December 17th at 10:00 AM.
FortisBC is requesting a new permit with term to June 30, 2032 and a reduction in authorized air contaminant emissions as follows: · Decreasing Nitrogen Oxides (NOx) by 8.4 tonnes/ year · Decreasing Sulphur Dioxides (SO2) by 1.5 tonnes/ year · Decreasing Volatile Organic Compounds (VOCs) and Combustion Particulate Matter (PM) by 0.1 tonnes/ year for each air contaminant Central to the facility is a 46,000 m3 LNG storage tank and associated liquefaction equipment that is capable of generating 1510 m3 of LNG per day. Pipeline grade natural gas enters the facility at which point the pressure is increased through an inlet compressor unit. From there, the natural gas is sent through a series of treatment systems removing background sulfur, carbon dioxide, water, mercaptans, and other hydrocarbons that would otherwise freeze during the liquefaction process. The treated natural gas is passed to a cold box unit where it is liquefied and sent to the LNG storage tank. The byproduct streams are sent to the incinerator for thermal combustion. Note that this application covers only emissions from current operations at this site. This application is not intended to authorize emissions from any future expansion plans at this site. Gene was born in Taishan, Guangdong and immigrated to Vancouver, Canada in 1952 with his mother and sister to be reunited with his father. He grew up in East Van, went to Van Tech High School, was a graduate of the Vancouver School of Art and raised his family in Tsawwassen.
Gene is mourned by Camilla his loving wife of 43 years, son Trevor (Lisa), daughter Veronica (Jeremy), sister Carole (Clarence), sister-in-law Carolyn (William), brother-in-law Martin (Mary). Gene is remembered by his nephews and nieces as a favourite uncle. He was their “cool long-haired hippie, artist, free spirited uncle”. A Celebration of life with be held at later date. The family is thankful for the flowers and kind messages received. In lieu of flowers, donations can be made to the Red Cross for the BC Flood victims or to the Heart and Stroke Foundation, in Gene’s memory.
