Retiring paramedic recognized for 30 years of service Ladner’s John Baril was a geologist when a first aid course changed his life forever MARK BOOTH

After 30 years of emergency calls, including more than a decade in his hometown, John Baril plans to be spending plenty of time enjoying B.C.’s wilderness. “My wife and I are going away on a couple of camping trips and I’ll just be pursuing my mountaineering passion,” he smiled during a recent interview with the Optimist. The Ladner resident completed his final full-time shift as a paramedic with B.C. Emergency Health Services (BCEHS)/B.C. Ambulance Service on July 5. His supervisors Robert Whincup, Manager of Patient Care and Delivery (Cloverdale-Boundary) and Dave Leary, Paramedic Unit Chief Ladner Station, marked the occasion with a special plaque presentation, recognizing his 30 years of service. “It’s been nice to have somebody like John that does his work here, lives locally and provides that hometown feel,” said Leary. “Being a paramedic, it can be tough, it can be trying and it can be stressful. But it’s a very rewarding job.” Baril was in his late 20s

and living in the Yukon as a geologist when the company he worked for was looking for a volunteer to take a first aid course. It proved to be a lifechanging experience.

“Something clicked in my brain when I did the course. I had a really excellent instructor and I just suddenly fell in love with this whole first aid thing, to the point where I asked

myself maybe I’m in the wrong profession,” he said. Some rough times for the mineral market made Baril’s decision to leave behind his geologist career after six years

even easier. He joined B.C. Ambulance in 1992 and eventually ended up at the Ladner Station where he has worked for the last 12 years. He has also raised his family here with his two boys coming through Delta Secondary. “I have met a lot of nice people through the years, but the reality is we are so understaffed that we don’t actually spend a lot of our time here. We probably spend a lot more time in Richmond and Surrey. Those two areas in particular. We’re actually all over the place,” he added. The last few years have been particularly challenging from the ongoing opioid crises to attending calls amid the pandemic and wearing additional PPE gear for added safety, not knowing what situation he was walking into. “We have got used to it but it’s been a real tough go,” said Baril. “Like anyone that denies COVID is a thing I can tell you it’s definitely real because we are the ones that have been transporting everybody. We’re going into a metal box (ambulance) with somebody who is coughing and in those early days we didn’t know much about it.”

68-year-old Ladner kayaker nearly wins 715 km race on Yukon River MARK BOOTH

At 68, Pat Jones not only completed a 715-km kayak race on the Yukon River, she nearly won the whole thing. The Ladner resident is back home after an astonishing performance at the 22nd edition of the Yukon River Quest. The world’s longest annual kayak/ canoe event from Whitehorse to Dawson City attracts paddlers from around the world to race on one of North America’s greatest rivers. Jones overcame what was considered treacherous highwater conditions to complete the trek in 55 hours, 46 minutes and 34 seconds, finishing just over two hours behind 39-yearold winner Mirjam Fleming (53:43:02) in the women’s solo kayak category. The performance earned her the second place prize of a silver canoe pendant with six gold nuggets. When the event was first held back in 1999, it was just for canoes then expanded to kayaks and eventually stand-up paddle boards as well, with individuals, tandems and teams competing. Including men, Jones was eighth overall in solo kayak, 14th among all solo competitors and 43rd overall. Not bad for the oldest competitor to finish the race. Kayaking has become a big part of Jones’ life as her way to stay active due to hip replacement surgery and bad knees limiting her other options. She is typically out on the waters of Ladner Harbour with her husband who built her a wharf at a slip they rent on the waterfront. Her first attempt at the Yukon

and had to pull out the race,” explained Jones, a longtime educational assistant at Delta Secondary before retiring. With COVID putting the race on pause for two years,

Jones was ready to try it again, although it nearly never happened after her partner had to pull out at the last minute. She decided to still head to Whitehorse on her own and then got a huge boost when 2018 solo kayak winner Erin Giesbrecht, agreed to be her support crew. “A bad thing turned into an amazing thing,” Jones chuckled. “I wouldn’t have done so well without Erin. She was just amazing!” Also known as “The Race to the Midnight Sun” the event is held at a time of year when there is essentially 24 hours of daylight. Competitors must complete the race in under 85 hours and basic survival equipment is required. There are six check points and two mandatory stops at Caramacks (304 km into the race) and Minto Resort for a combined minimum of 10 hours. Jones needed an early twohour stop at Big Salmon just to catch-up on her sleep after being kept awake the night before the race by construction across the street from her accommodation. She thrived the rest of the way, reaching speeds up to 22 km/h, even with a few harrowing moments. “When I left Minto, the fog was so thick I couldn’t even see 100 metres in front of me and almost ran into a barge ferry,” Jones added. “There were also long stretches that you could not stop because of the flooding of the river being about four feet high among the trees on the shore.” She is already making arrangements to return to the Yukon for the 2023 race.

Delta Police have released several surveillance videos hoping the public can identify the person responsible. The suspect appears to be a Caucasian male between the ages of 50 and 60-years-old wearing all black with a blue neck and face covering. Police investigation continues and so far an arrest has not been made. “Quite randomly I met the minister from Ladner for tea when she

learned of the vandalism,” added Hayward. “There is such a perception that churches can be closed-minded and exclusive, but we stand together when one of us makes this effort to be public in support of people who are usually excluded, so it just feels really important every time that happens because this is not the first time that we have had to stand together and speak up. “Part of it is just being public and having a voice. The more public I get and speak out when something like this happens to a neighbouring community, the more vocal I get, the more push back I get and the more nasty comments I get on social media. But it is worth it and worth it particularily for churches and faith groups when it is part of our calling to be welcoming of people, so there is no excuse for

us to stay silent.” In a post on its Facebook page, Ladner United Church has offered thanks for all the support from the community. “Love always wins is not just a saying, a quip, or a quote. It is very real and love is very much alive within the community of South Delta and beyond,” said Ladner United. “Pride flags are replaceable, but the members of our LGBQT2S+ community are not and we do not tolerate any action or otherwise that would make them feel unwelcome or unsafe in the world. We will continue to show our love, appreciation and support. “We had seven new Pride flags donated over the last few days from members of the Ladner community. A new flag is hanging proudly outside as we continue to celebrate Pride Month.”

A shortage of lifeguards will impact a pair of City of Delta swimming pools. The Parks, Recreation and Culture Department has issued an advisory to the public that due to staffing shortages, capacity at the Ladner Outdoor Pool is being reduced to 60 patrons and the pool at the Ladner Leisure Centre will close at 5 p.m. on Sundays. These are supposed to be temporary measures, according to the city. “We have done our best to adjust schedules for the least disruption to pool hours and lesson availability and

are actively working to recruit additional lifeguards to allow for the safe return to full pool capacity. Thank you for your patience as we remain committed to providing safe access to all of our five pools this summer,” the department notes. Deputy Director Trent Reid told the Optimist that no other hours of operation adjustments for the other pools are currently planned. City staff have been adjusting and modifying work schedules to keep both swim lessons and hours of operation at the current capacities for months now, all due to the shortage of available qualified lifeguards, said Reid.

Delta is not alone in the lifeguarding situation as it is both a regional and national issue, said Reid, adding there is no question that the COVID pandemic has significantly contributed to the current situation as, throughout the pandemic, pools were closed to all users and the lessons/ certifications required to become lifeguards were not available. Delta has been promoting hiring of lifeguards through its website, social media and message board since 2021 with some success, while also pursuing other concepts to encourage those interested in lifeguarding in Delta to become certified.

Baseball group proposes new facility at Ladner’s Cromie Park

A major new addition is being proposed for a Ladner park. The City of Delta wrapped up consultation this week on a proposal by the Ladner Minor Baseball Association (LMBA) for a new indoor training facility at Cromie Park. The facility is proposed to be situated at the southern edge of the park, between the existing baseball diamond and the current allweather field, which is intended to be converted into a third diamond in 2023. The project scope includes a 10,175-squarefoot facility with a 9,000-square-foot turf surface, six retractable batting cages, two interior washrooms, a meeting room and storage area as well as landscaping of

adjacent areas. A recent letter to area residents notes the facility would have multiple turf-based sport uses in addition to baseball, such as soccer and softball. The proposal, which still has to go to council for approval, would see Delta provide $150,000 in funding alongside $1.4 million contributed by the LMBA. Under the 20-year deal, all buildings would be owned by Delta at the completion of construction. A lease would be granted to LMBA who will be responsible for the maintenance and operation of the facility’s interior. The city would retain responsibility for maintenance of the facility’s exterior. As far as the facility’s use, the LMBA would be responsible for booking the facility for use by

other Delta-based sport and community groups. The association would have the sole discretion to allocate and book the facility, while Delta would have access to any remaining hours that may be available at no cost to the city. The LMBA would also be entitled to collect all revenue associated with its operation of the facility and Delta would retain revenues related to its use of the facility. A new master plan in the works for Cromie Park includes, among other things, new baseball facilities, a relocated and enlarged parking lot, retention of the existing path connection to Ladner Elementary as well as general park improvements such as a community gathering space under the shade structure near the pickleball courts, seating and a small playground.

Delta council has voted in favour of a staff recommendation to award a $597,671 contract to replace the washroom facility at Ladner Lions Park. The replacement has been designed with four universal single-occupancy stalls, with accessibility features and robust construction materials to minimize damage from vandalism, a Delta staff report notes. The condition of Delta’s public washrooms had undergone an assessment by an external consultant retained by the city. The condition assessment provided information on the life expectancy and/or proposed capital expenditures that may extend the use of the washrooms. Many of the park

ollowing our coverage of the Progress Pride Flag pole outside Delta City Hall in Ladner being cut down and vandalized and the Pride Flag hung outside the entranceway to Ladner United Church being vandalized – for the third time in recent years – my inbox has been full of comments. Many outraged by these incidents, but some saying that our coverage, and specifically my column in the June 29th edition of the Optimist was way off base. One reader, who shared his thoughts, said this was not a hate crime and how dare I characterize it as such, saying all I was doing is trying to “sell newspapers” with my headline and commentary. Another reader who sent in a letter, not related to the Pride flag vandalism, took a shot at Delta students who recently created an anti-racism video. He stated in this letter that Delta is a very welcoming community and there was no need for the students to create such a a pointless video. If the vandalism of two Pride Flags in our community is not a hate crime I would like to see what these folks consider a hate crime. The fact that we have opinions in our community who think these acts of vandalism are not a hate crime and that there is no racism in our community is very troubling indeed. Now more than ever we need to continue to have conversations about acts of hate, racism and bigotry that are being felt in Delta, call them out and find ways to combat these incidents. I applaud all who are standing in solidarity with the LGBQT2S+ community, with the Ladner United Church and the City of Delta. I applaud the students of our community for their courage to stand up and to speak out. If you think hate and racism doesn’t exist here in Delta give your head a shake!

I always thought dogs were loyal

I

’m a dog person. They are protectors, they are companions and they will sacrifice themselves for you at the drop of a hat. I have a tiny little dog that ran into a wood pile to try and scare off a raccoon. Unfortunately, the raccoon didn’t want intruders, and my dog suffered the consequences. But she still ran in, all in the name of making sure we were safe (even though we were, but I don’t tell her that after what she went through). But last Friday, another dog decided to take a day off and leave me fending for myself. Thanks Fido. Yes, I was caught up in the big outage, my phone disconnected from the rest of the world. No calls in or out, no service outside of a Wi-Fi zone. Good God, it was like 1998 all over again. There were many more important services that were affected – emergency services, interact, websites, the works. Handmade signs everywhere saying ‘cash or credit only, no interact.’ For some people,

this is a real problem – lots of people only use interact to not overspend using credit cards. I can’t remember the last time I paid for fuel at a gas station with cash. Ever since we moved to pay before filling, I haven’t stepped through the door to pre-pay my purchase. And cash? What’s that? Luckily, I’d squirreled away a couple of bills in my wallet for just such an occasion. I think they’ve been there for a while, as I still had a couple paper bills in there, collecting dust. I think the biggest impact on me was a trip to West Van. When I was ready to head

back to South Delta, I had to choose – Lions Gate or Second Narrows? In true modern fashion, I don’t guess, I use Google Maps. Except this time, I can’t. I was paralyzed, unable to gather the information I’d relied on to get myself off the North Shore in the least amount of time. Time to choose. Choose wisely, lest you be stuck on a congested road for goodness knows how long….and you chose wrong. Well, on the bright side, it gave me a chance to chat with my wife. Ironically, she’s the one always telling me to put my phone down. Maybe Fido wasn’t letting me down at all, just reminding me that I shouldn’t be looking at a screen all the time. Thanks Fido. I feel so terribly sorry for you that you are filled with such hate and anger against your fellow human beings, that you

feel it necessary to sneak around in the middle of the night, dressed like a ninja so you can’t be identified, and perform such a destructive act against people that have done you no harm. Sorry that you are so ashamed of yourself that you can’t even show your face, but I can promise you something, we will

continue to fly that flag, practice inclusion, and love for all of mankind, even you. As often as you try to tear the flag down, we will replace it. Crushed by heron vandalisim

Editor: Re: Canada Day heron vandalized (Optimist, letters, July 7) I was crushed, humiliated and extremely angry to hear about this cowardly act on Canada Day. I personally know “The Heron Decorator” and it was he that let me know what had happened and showed me the pictures of this disgraceful act. He, and his wife, are

devastated. This decorating has been going on for many years by him. He enjoyed doing it and I know the community looked forward to what decorations would come next. The Heron Decorator spent many hours sourcing appropriate decorations (that were not offensive) and many more hours secretly decorating, under the cover of darkness, to

give our community a smile every time we drove past it. Because of this cowardly act “The Heron Decorator” is at a crossroads whether his ‘community greetings’ should continue. Beach access should be for everyone Editor: We were recently enjoying our first beach day at Centennial, Boundary Bay Regional Park. Because one of our friends is in a power wheelchair we went to

the end of the blue accessibility boardwalk and set up on the side while she remained on one side of the boardwalk. A couple came walking down passing her and the young man told her off about being in the way.

A Pesticide Use Permit has been issued for the purpose of eradicating invasive intertidal cordgrasses (Spartina spp.), which are designated as Provincial Noxious Weeds under B.C.’s Weed Control Act. Treatment areas will be restricted to infestations of Spartina on cobble beaches, salt marshes and intertidal mudflats (at low tide) located in Boundary Bay, Robert’s Bank, and Burrard Inlet, but treatment may expand over the course of the permit period to include sites at Sturgeon Bank and Sea Island. The total area for this herbicide treatment is a maximum of 10 hectares annually, spread across approximately 12,488 coastal hectares. Pesticide applications will consist only of the herbicide product called Habitat Aqua (active ingredient: imazapyr) PCP #32374, which will be applied to selected sites using backpack sprayers or mounted sprayers. Pesticide applications will complement existing and ongoing mechanical removal methods. This is the fourth Pesticide Use Permit established by the provincial government for treatment of Spartina spp. in this region. The previous nine years of herbicide treatments have shown a significant decreasing trend in the overall abundance and distribution of these noxious weeds. This pesticide use may occur during the months of May to November, from July 15, 2022 to May 31, 2025. Yes, it’s good enough to drink. A City of Delta annual staff report on drinking water quality for 2021 concludes that, based on the testing results from this year’s program, Delta’s drinking water met the provincial requirements as outlined in the BC Drinking Water Protection Regulation. The report notes staff conducted approximately 1,264 water sample tests from Delta’s drinking water distribution system, which were obtained from 34 sampling stations distributed throughout the city. Samples were tested on-site for temperature, turbidity and chlorine residual, while an additional sample was sent

to Metro Vancouver’s laboratory where it was tested for turbidity, chlorine residual, heterotrophic plate counts, total coliform bacteria, and E.coli. In addition, tests for metals, vinyl chloride and disinfection by-products were conducted at a number of distribution system sampling sites of the regional district’s water supply. Detailed physical and chemical analyses were also performed on Delta’s own artesian well water sourced from North Delta’s Watershed Park, which is another source of drinking water that is part of the city’s system. Of the samples taken, none tested positive for E.coli or total coliforms. The report also notes that in spring

2021, Metro Vancouver increased the target pH range and alkalinity of calcium carbonate as part of the regional district’s Corrosion Control Program. The program is intended to increase the alkalinity and pH of water to protect copper pipes and hot water tanks. The changes do not impact the taste or smell of water and are in compliance with the Guidelines for Canadian Drinking Water Quality, the report adds. Delta’s water system services an area of approximately 18,100 hectares including North Delta, Tsawwassen, Ladner, Tilbury, Annacis Island, Deltaport, Boundary Bay Airport and the BC Ferry Terminal in Tsawwassen.

Delta council recently gave approval for a memorandum of understanding between the city and the Tsawwassen Amateur Baseball Association to install two new baseball scoreboards at Winskill. The association wants the first installation of a scoreboard for Ray Carter Field, located in the southeast corner of the park this year. A second proposed scoreboard is to be installed in 2023, adjacent to the ball diamond immediately north of the Winskill Aquatic & Fitness Centre. However, a report to council notes that both parties agree the installation of the second scoreboard will only take place once pending decisions are made on the future of the Winskill Aquatic & Fitness Centre. The association is aware that the decision may necessitate a delay

Council has approved a MOU with the Tsawwassen Amateur Baseball Association for two new baseball scoreboards at Winskill Park. in the installation of the second scoreboard beyond 2023. The association will be responsible for the purchase and payment of the scoreboards, including all control systems, and will provide for usage of the scoreboard system for any other local community organization seeking the space for their community activities.

Both the city and the association are to invest approximately $40,000 each for the two scoreboards. The association has also requested that seasonal advertising be available to provide a source of annual revenue for the not-for-profit organization. The city has not made a decision yet on that

request, only noting that avenue can be considered in the future, outside of the memorandum of understanding. “For awareness, some form of advertising has been permitted on a seasonal or event basis for community not-for-profit sports groups utilizing the City’s recreation centres, fields and ball diamonds,” says a staff report.

A proposed habitat restoration project in South Delta has local farmers and the city seeking answers. At its June 27th meeting, council discussed a staff report outlining concerns about Ducks Unlimited Canada’s plan for the Alaksen National Wildlife Area, which encompasses federal Crown lands located at the north end of Westham Island, and would involve flooding properties currently in the Agricultural Land Reserve. The project, which is also within the George C. Reifel Migratory Bird Sanctuary, is to increase fish and waterfowl habitat to recreate estuarine marsh habitat, remove invasive plants and restore native vegetation to improve the overall habitat quality. The two fields to be converted into marsh have not been farmed since the late 1980s and have been managed as old field habitat. The project would involve the construction of approximately 780 metres of new private dike along the southeastern edge of the fields to provide flood protection to the surrounding lands prior to breaching the northern perimeter dike to allow inundation of water into the fields.

A report to council notes staff have reviewed the project from an environmental perspective and have contacted Delta Farmers’ Institute (DFI) to obtain further comments. The DFI has expressed opposition to the project as currently proposed. Noting Delta producers have partnered for more than 25 years with bird and environmental advocates through the Delta Farmland & Wildlife Trust stewardship programs, DFI president Jack Bates in a letter to the city said farmers’ concern is the immediate and longterm environmental impacts and associated costs with introducing the river flow to the fields on Westham Island and the lands beyond the properties. “Maintaining effective drainage and preventing salinity encroachment on farm fields is on-going work and must be collaboratively planned and properly managed. For the proposed project there is the additional responsibility to fund and oversee an extended and/ or compromised dike system,” wrote Bates. “We appreciate working with the City of Delta to improve the current drainage and irrigation on the Island, and recognize, just as importantly existing dikes need upgrading. With the effects of climate change including extreme weather patterns, mitigation and thoughtful

Flood protection and water management are key components for sustainable farming.” According to the Canadian Wildlife Service, flood protection for the areas agricultural production would remain the same or better than the current situation. The Canadian Wildlife Service is conducting an impact assessment but Delta staff have requested that the city be included in a consultation process.

To date, the city has not been directly asked for comments on the proposal. Council was told that civic staff were only made aware of the project by correspondence farmers received from Environment Canada. The information is still at the preliminary stage, without a detailed design. Council agreed to request more information and also ask the Canadian Wildlife Service to make an in-person presentation at a future council meeting.

Ladner townhouse proposal gets third reading

An application to construct three new townhomes on small vacant lots on 48B Street in Ladner Village has moved a step closer to final approval, but won’t get the final nod from council until privacy issues are addressed. Council at a June 28 public hearing agreed to grant third reading to the rezoning and subdivision proposal by Jeremy Stam of BURO47 Architecture Inc., on behalf of a numbered company which is listed as the owner, for the three-unit development located to the southeast of the intersection of 48 Avenue and 48B Street.

The three-storey units would be fee simple, which would result in no strata required. Council agreed to move the application forward to allow the applicant to work with city staff to review the design to address privacy concerns raised by the one area resident who spoke on the application at the hearing, a neighbour owning a heritage house. Final approval wouldn’t be granted until the issue was addressed. Coun. Lois Jackson was the only one to vote to deny the application, saying the proponent should go back to the drawing board. The property is currently zoned Apartment Residential, which means

the property would be downzoned for the three townhouses. A report to council notes that since the only adjacent property has a heritage house listed on the Delta Heritage Inventory, the opportunity for a lot consolidation to accommodate a more conventional townhouse development under a standard townhouse zone, or an apartment under the existing zone, is limited. The site was the subject of a previous threeunit strata townhouse proposal which was considered by council in 2018 and denied following a public hearing. Since that time, the ownership of the property changed.

The City of Delta wants to develop an age-friendly action plan focused on supporting seniors. At the June 27 council meeting, civic politicians endorsed a staff recommendation to apply for a $25,000 grant to the BC Healthy Communities (BCHC) Age-friendly Communities Grant Program to help Delta develop a plan, aimed at better supporting older adults age-in-place, living active, socially engaged and independent lives. The grant program is delivered by BCHC in partnership with the BC Ministry of Health. Grants are offered in two funding streams with a first phase involving planning, while a second phase involves projects. Delta applied for a grant for the first phase. If the grant application is successful, the city will retain a consultant to complete an age-friendly assessment and develop an age-friendly action plan, consistent with the goals and objectives of Delta’s Social Action Plan. A report to council notes population aging is a major issue that is impacting all communities. By 2031, an estimated 25 per cent of the province’s population will be over the age of 65. Delta has a high proportion of seniors, with 20.5 per cent of the popu-

lation in 2021 being aged 65 and over, up from 18.7 per cent in 2016, according to the latest Statistics Canada data. In comparison, for Canada, the proportion of seniors was 19 per cent in 2021. According to the draft Delta Social Action Plan report, between 2006 and 2016, the most significant population increase in the city was among those between 65-and-84 years of age. While Tsawwassen has a higher proportion of those aged 65 and over compared to Ladner and North Delta, North Delta accounts for more than 42 per cent of all senior residents in Delta, according to that report. Meanwhile, since 2013, income has decreased by 6.3 per cent for B.C.’s seniors, while close to nine per cent of seniors in Delta live in poverty, comparable to the provincial average poverty rate for seniors. That report also notes older residents increasingly prefer to stay in their own homes in their own communities and municipalities and the not-for-profit sector plays an important role in enabling seniors to agein-place. The report also notes that a large proportion of Delta’s low-income seniors is concentrated in North Delta, including up to 22 per cent in select neighbourhoods. Seniors living on limited incomes have been affected by increased

A former large-scale cannabis greenhouse in East Ladner is back in business selling vegetables and looking to house its workforce. Delta council last week agreed to support an application by a greenhouse operation at 10250 Hornby Dr., owned by a numbered company and operated by Darvonda Nurseries, for temporary migrant farm worker housing. The application to house on-site up to 72 migrant farm workers will be forwarded to the Agricultural Land Commission where final approval is required. The workers would be hired through the Seasonal Agricultural Worker Program. The greenhouse is currently used to grow bedding plants and vegetables. It contains four large greenhouses, two irrigation ponds, a farmhouse, a home plate for migrant farm worker housing and accessory farm buildings. City staff have confirmed that the proposal meets Delta’s zoning bylaw regulations and that the proposed number of workers can be accommodated on-site in the two pre-manufactured housing units. An amenity space is also proposed to the west of the housing units and an accessible soccer pitch exists to the east.

Given the reduced farm plate area tied to the current application, staff do not anticipate any impacts to the longterm agricultural viability of the lands resulting from the proposal, a report to council notes. Despite an existing migrant farm worker housing covenant on title that permits up to 106 migrant farm workers, there are currently no migrant farm worker dwelling units on-site as the previous farm worker housing was removed by the previous owner. The greenhouse for a time was owned and operated by Ontario-based Canopy Growth Corp., a large-scale cannabis producer with global interests. In 2020, as part of a series of costcutting moves, Canopy abruptly shut down the 1.7-million-square-foot facility, which was set to become one of the world’s largest indoor cannabis grow operations. About 500 jobs were suddenly lost when Canopy shuttered its operations in B.C. Canopy Growth had earlier spent millions to retrofit the greenhouses and later many millions more to acquire the remaining interest that it didn’t own in a joint venture called BC Tweed. A large fire heavily damaged the vacant facility later in 2020. Canopy Growth early last year confirmed in a regulatory filing with

It’s a good step but there’s also some pretty major gaps that need to be addressed. That was the message from Police Chief Neil Dubord during a Delta Police Board discussion last month on no enforcement coming to B.C. for people carrying small amounts of certain street drugs. Dubord commented on the announcement last month by Carolyn Bennett, Federal Minister of Mental Health and Addictions and Associate Minister of Health, that B.C. will be granted a three-year exemption under the Controlled Drugs and Substances Act to remove criminal penalties for those who possess a small amount of drugs for personal use. The exemption will be in effect from Jan. 31, 2023, to Jan. 31, 2026. The province says it will work with a broad range of partners to implement the policy change, including the federal government, health authorities, law enforcement, people with lived and living experience, Indigenous partners and community organizations to establish public health and public safety indicators in order to monitor and evaluate the outcomes. The province explained that the substances remain illegal, but adults who have 2.5 grams or less of the certain illicit substances for personal use will no longer be arrested, charged or have their drugs seized. Instead, police will offer information on available health and

social supports and will help with referrals when requested. The BC Association of Chiefs of Police (BCACP) is pleased the exemption was lowered from an originally proposed 4.5 grams, Dubord said. He told the police board that Delta Police have already not been “very aggressive” when it comes to charging for simple possession, particularly in circumstances when there’s no drug dealing involved. He said officers understand the issue of addiction and the role police have in pointing people to the right resources for assistance. “We still believe the backup services, for those facing addictions, we don’t have this area of resources available in a timely fashion to help people look after their addition needs or their social needs, whatever that may be, so, we’ll continue to work certainly as a Delta Police Department senior management team and the BC Association of Chiefs of Police to look for those support mechanisms,” he said. Dubord later noted that while some people will be able to avoid criminal charges for possessing small amounts of certain drugs, which is a good first step, that lack of services and supports need to accompany what he says is a good first step. He also acknowledged the role of police officers is evolving to include being front-line social workers to help people find the right resources. B.C. is the first province in Canada to receive an exemption from

Health Canada. During the board’s discussion, Dubord agreed there’s still a gap when it comes to the issue of people abusing prescription medications, saying the new exemption only

focuses on street-level drugs such as cocaine. Deputy Chief Harj Sidhu said the issue has been discussed as well with College of Physicians and Surgeons of BC, but that will be deal with

separately. As far as prescription drug abuse, Sidhu said it is a serious issue in Delta that can be seen in some calls for service including construction accidents. The goal of the new

exemption is to focus on street-level drugs, harm reduction and helping remove the stigma, said Sidhu. However, the issue of safe supply is also one that has to be addressed.

A vital fear

Proverbs 9:10 says, “The beginning of wisdom is the fear of the Lord, and knowledge of the Holy One is understanding.” This verse teaches that the fear of God is foundational to true wisdom, and all other types of wisdom are worthless if not learned in light of it. It’s important to define what the Bible means by “fear” in this context. The Hebrew wording of fear of the Lord is two words - Yirat Yahweh. Fear of the Lord, or reverence of the Lord. The same words are used for children in Leviticus, saying you ought to revere your father and mother. The word translated “fear” means respect, reverence, or awe a person feels in the presence of greatness. In order to develop the fear of the Lord, we must recognize God for who

Proverbs 1:7 says, “The fear of the Lord is the beginning of knowledge, but fools despise wisdom and instruction.” This verse gives us some added insight to explain that there is a

sharp contrast between the wise life and the foolish life. A wise person fears/reverences/obeys the Lord whereas a fool despises God’s instruction and cannot be told what to do. The fear of God and wisdom are linked, which means we cannot possess wisdom if we recreate God in our own image. Without the fear of the Lord, we make final decisions based on our faulty human understanding. When we incorporate the fear of the Lord into every moment of our lives, we make decisions based on His ultimate wisdom and we live with the amazing knowledge that the Creator of the universe is intimately involved in our every move. This leads to living an amazing life. We should nurture a healthy “Fear of the Lord”.

Delta has a strong and proud farming history Delta is known for its farmers’ markets throughout the summer months, but did you know that farming in Delta dates back to the 19th century? As summertime is here, we often look forward to the many farmers’ markets, fresh fruits and vegetables, and picnics in the park. With events like the Ladner Village Market and the farms centralized around Ladner it’s no wonder this is where the farming in Delta began back in 1868. Two brothers, Thomas and William Ladner, started developing the land for some of the first major Delta farms in the late 1800’s - to which the area is now named after.

Since then, Ladner became a major centre for agriculture in the Delta area and continues to be today. Founded in 1888, the Delta Agricultural Society hosted the first agriculture show in 1893. Throughout the 20th Century, Delta farming continued to grow and expand across what we now know as the communities of Tsawwassen and North Delta, with a central hub in Ladner. Most farms had to support a lot of hay and pasture for their animals as they did the major grunt work of hauling and transporting products to the surrounding communities. At first, Delta farms were mostly grains, dairy, and beef, but later

expanded to vegetables, grains, and hay. Many farms first started out growing multiple crops of their own, but over time, regulations created more need for farmers to sustain their financial livelihood by choosing one main crop for their farms as their focus. Further improvements to technology and transportation, and the exciting addition of connections like the George Massey Tunnel, Deas Island Tunnel, Tsawwassen Ferry Terminal, Hwy 99, and the Alex Fraser Bridge have added to the success and growth of Delta farms. Today, Delta farms continue to provide fresh produce to communities across the country and

into the United States. With the rise in technology and better access to roadways and neighbouring cities, Delta farms can maintain their impact and sustain the demand for their products. Many farms have now moved more towards newer crops since their humble beginnings in the early years of farming. Many farms now grow berries, greenhouse produced products, or use other technologies to help support their farms. Our beloved Delta farms are still thriving today and we have a significant role to play in sustaining our farming heritage by supporting local farmers. The past, present and future come together at the new Douglas J. Husband Discovery Centre. Officially opened to the public in April 2022, the space is warm and inviting as you walk through the doors and are immediately immersed in a cultural and heritage space showcasing everything that is Delta. The goal of the City of Delta in creating the Douglas J. Husband Discovery Centre, named after former Mayor Doug Husband who passed away in 2020, was to create a state-of-the-art building that honours Delta’s history and culture, combining spaces that are inclusive, supportive and reflective of

the diverse and evolving community of Delta. Replacing the former Delta Museum and Archives, the new cultural centre features several interactive experiences for visitors to learn about and celebrate the many layers and facets of Delta. The various kiosks will enable visitors to customize their tour to discover various artifacts. “Right now we are utilizing two systems. We have Carousel where it basically tells you stories about the physical artifacts in the space. And then we have a system called Trail, which is almost game like,” said Robert Sullivan, Cultural Services Manager with the City of Delta. “You get an RFID card, tap in

your station, pick a name for your team, it asks you questions and then the system sends you from station-to-station. Different groups can do this at the same time. With Trail we are only the second museum in the world to have this.” The Douglas J. Husband Discovery Centre is located in Ladner just south of City Hall. Free parking is available on site. Hours of operation are Monday to Friday from 9 a.m. to 5 p.m.; Saturday from 10 a.m. to 6 p.m. and Sunday from noon to 5 p.m. Note these hours are in effect for July and August. Reifel offers sanctuary to the birds The George C. Reifel Migratory Bird Sanctuary, located 10 kilometres west of Ladner on Westham Island, is an ideal spot for birds on the Pacific Flyway to rest and refuel. The 300-hectare (850acre) reserve consists of managed wetlands, natural marshes and low dikes in the heart of the Fraser River estuary. Almost 300 species of birds have been sighted at Reifel over the years. Many species are resident year-round or visit during the summer to raise their young, while others spend their winters at the sanctuary.

A yearly highlight is the arrival in fall of thousands of snow geese from Wrangel Island, which are a sight to behold as they feed in the marshes and farm fields surrounding the sanctuary before heading back to Russia when winter is over. In spring, many western sandpipers pass through the area and often frequent the shallow ponds of the sanctuary. Owls, sandhill cranes, chickadees, warblers and many other species can be found by walking the trail network. The resident mallards are always friendly, par-

ticularly if you’ve picked up a bag of seed, or two, from the gift shop. In terms of vantage points for bird watchers, a 10-metre high observation tower in the northwest corner of the sanctuary provides an excellent view of the shallow ponds and intertidal marshes outside the dikes. The sanctuary has been managed by the B.C. Waterfowl Society for more than half a century. I love Delta, specifically Ladner, because it’s a family-oriented community and the people are friendly. Ladner is a quaint, charming town that offers something for everyone. It’s location on the Fraser River is ideal for boaters and the Millennium Trail and Deas Island offers an exceptional walking and biking experience. My family and I have lived here my whole life. Every day, I love walking into town, browsing through the stores and picking up a specialty drink. I can even walk to my part-time job! On weekends, my mum and I enjoy long walks together on the Millennium and Spirit trails. I especially love attending May Days and Ladner Village Market. I appreciate the beauty of the trees, the wide-open green spaces of farmland, berry picking on Westham Island and the wildlife all around us. I am lucky enough to have plenty of wildlife in my backyard and I look forward to feeding my feathered friends every day.

Free admission and even free parking. The Boundary Bay Airshow returns this Saturday, July 16 after a two-year pandemic pause and provides an affordable and fun afternoon for the entire family. Presented by the City of Delta and Alpha Aviation, the Boundary Bay Airport gates open at 11 a.m. with the airshow taking flight from 1 to 4 p.m. There will be limited paid parking ($10 credit card only) available at the airport while a complimentary shuttle will be running from Paterson Park in Ladner every 20 minutes, starting at 10:45 a.m. Air show producer Donna Flynn says everyone will be guaranteed to get through the gate.

“If people go directly to Paterson Park they are totally good and if our on-site paid parking fills up then they will be told to go to Paterson,” said Flynn. “We will also have bike racks at the main entrance. So if people want to ride their bikes to the show they can do that but they will not be allowed to take them through the gates. There are just too many people and too many children on the grounds.” Once through the gates, there will be plenty to do and see on site. Besides watching the scheduled air performances, there will be static displays, community booths, a family fun zone and the opportunity to meet the pilots at autograph tents. The Erickson Aircraft Collection will provide an up close and person-

al experience with vintage Second World War planes including F4U, F8F, P47 and P40. The Museum of Flight will also be back with pilots available to answer any questions. “We have a lot of different vendors and sponsors that are coming on site,” said Flynn. “Some of the local flight schools will also be putting some of their aircraft on so if there are people interested in pursuing flying this is a great place for that.” Eating and drink options will be plentiful with 30 food trucks on site. Spectators are encouraged to bring their own water bottles, ear protection (if necessary), a chair or blanket to sit on, sunscreen, hat and sunglasses. Not permitted are pets, patio umbrellas, alcohol, tents and cigarettes.

An impressive line-up of performers is ready to hit the Delta skies for the return of the Boundary Bay Airshow on Saturday. The pandemic put the popular free event on hiatus for two years, but it was easy to convince performers to come back to Delta says show producer Donna Fryer, whose Chilliwack-based Showline Air Shows oversees events throughout North America. “Because this is a longstanding event, we’ve been able to pull together what we have done in the past,” explained Fryer. “It’s pretty exciting for me to be producing something that is free to the public. We’re just thrilled to be back.” One of the new performers to the air show circuit is aerobatic pilot

Mike Tryggvason who will be in his Giles 202. His father is Canadian astronaut Bjarni Tryggvason who passed away in April at the age of 76. “Michael is one of our younger performers. We’re glad he is going to be here with us and we will also help celebrate his dad’s life,” said Fryer. Vicky Benzing is known as the fastest woman in Reno for good reason. She will be performing in her 1940 Boeing Stearman, providing spectators an aerial display of power and grace in the spirit of vintage. “In a day where we are trying to get women more in the forefront, Vicky is a leader in that,” continued Fryer. Utah aerobatic pilot Brad Wursten will be performing in a MX Aircraft MXS-R, one of the most highly-sophis-

ticated planes in the world, complete with a carbon fiber airframe that weighs 1,100 pounds. The Lycoming engine has 385 HP and can reach a top speed of 300 mph with a roll rate of 420 degrees per second. Boundary Bay welcomes back Brent Handy who is now the lead pilot with the Northern Stars Aero Team where he will be joined in the air by wingmen Todd Farrell and Greg Hume-Powell. Combined, the former Royal Canadian Air Force pilots have more than 50 years of flying experience. It was in 2019 when Handy founded the Northern Stars along with long-time friend Farrell. Their formation aerobatic routine combines discipline and precision with adrenaline-filled, heartpumping tumbles, torque rolls, and loops. The Yellow Thunder

Wings and wheels at airshow The Langley Area Mostly British Car Club is, under the umbrella of Alpha Aviation, providing the opportunity for car enthusiasts to display their vintage vehicles during Saturday’s Boundary Bay Airshow. The Wings and Wheels event will showcase rare

British and American classics. The oldest car is a 1924 Vauxhall. Also on display will be a 1939 MG Tickford, 1950 Triumph Mayflower, 1951 Thames pickup, 1957 Studebaker, and 1966 Corvette Coupe Stingray as well as 24 other vintage vehicles.

The Western Command Military Vehicle Historical Society will also display a Second World War Lynx armoured car, 1950 Dodge M37, 1950 M38 Jeep, a Canadian Forces Iltis and a M1025 MNNWV Special Forces GMV. -Submitted

A great summer so far for Ladner pitcher MARK BOOTH

Nevada Johnson’s summer is just getting started and she already has earned a prestigious Indigenous award and a national team tryout. The 18-year-old fastpitch standout was among six athletes recently named as a Fraser region recipient of the 2021 Premier’s Awards for Indigenous Youth Excellence in Sport, reflecting Johnson’s Northwest Territory Métis Nation heritage. The honour also makes her eligible for the Premier’s Provincial Award that will be announced later this year. The Delta Secondary graduate had an all-star leading role in the UBC Okanagan (UBCO) Heat capturing the Canadian collegiate championship last fall, capping an outstanding freshman season. “I didn’t even know I was Métis until I was in high school because it was something my grandma never really talked about,” said Johnson. “So I got my status and my parents encouraged me to look at all the Indigenous scholarship opportunities that were out there. I was actually introduced to the Premier’s Awards by some of my UBCO teammates. My coaches (Joni Frei and Michelle Webster) are also Indigenous and they really encouraged me to celebrate the culture. All were huge factors in helping me get this (award nomination process) rolling.”

It’s been an impressive stretch for 18-year-old Ladner pitcher Nevada Johnson including an all-star performance for the Canadian collegiate champion UBC Okanagan Thunder and being invited to the senior national team tryout camp in Ontario. Johnson also happens to be on the radar for Canada’s senior national team. The promising pitcher is fresh off a trip to Brampton, Ont. where she was among 32 athletes invited to the five-day national team selection camp. The all-expenses paid experience was

earned thanks to her strong showing at a regional ID camp. Although she wasn’t named to the final roster, she returned home with new found confidence in her game, proving she belonged among the best players in the country. “I feel so lucky and fortune to have

that experience. It was fantastic,” she reflected. “By the time it was finished I think I had conversations and developed relationships with every player at the camp. Coaches (Kaleigh) Rafter and (Jenn) Salling did such a good job with making it not feel intimidating at all for someone like me with no senior or junior national team experience. “It not only reassured my ability as a player but also my passion for the game and how much I love it. I’m willing to keep going and pushing this as far as I can and I am not going to stop until physically I can’t do it anymore.” Johnson played for the Pacific Elite tournament team that won silver in the Gold Futures Division at the recentCanada Cup International Softball Championship at Softball City. She now re-unites with her 2003A Surrey Storm teammates for the stretch run of her youth career that will conclude at the U19 Nationals later this month in New Brunswick. Her father, Gord Johnson, has been a major influence, coaching her as she came through the South Delta Invaders rep “B” program before taking her game to the rep “A” level in her Grade 11 year. “I loved playing with my friends but I was just ready for the next step,” she added. “(Going to the Storm) was the best thing I could have done and, honestly, I should have gone up earlier. It’s just such a nice group of people and we have gelled so well together.”

Dolphin swimmers off to provincials after 31 medal haul in Richmond

Winskill Dolphins collectively won 31 medals at the recent Summer Divisionals in Richmond.

The Winskill Dolphins head to this weekend’s Provincial Summer Swimming Championships at UBC with plenty of momentum after a dominant performance at the recent Divisionals earning 31 medals. Led by senior swimmers Bodey Iverson (five medals), Caitlyn Fowler (four medals), and Sophie Raffai (six medals), the Dolphins had 12 golds including a couple of hard fought wins in relay events. Other highlights included Isabel Rapier (silver), Tiffany Ho (gold), Kyla Marshall (gold) and Matias Raffai (gold) all reaching the podium in the 1500m distance event. Zach and Abby McLeod took home gold in the 200m breaststroke for their age group.

Provincials require another level of qualification and for the second time this year Jeremy Slinn, Kelly Qi, Naomi Mynott, Rapier, Iverson, Zach McLeod, Fowler and Abby McLeod have qualified and will lead the Dolphins. They will be joined this time by Sophie and Matias Raffai. Head Coach Judy Baker and assistant Duco Schuurman Hess are hard at work preparing the swimmers for this weekend. At the Winter Provincials back in March, the Dolphins won 23 medals and with representation across age groups they expect another strong showing at UBC. -Submitted

FREWER, Aline Elizabeth Betty (nee Russell) 1922 - 2022 On June 26th our Mum, Betty passed away just 22 days short of her 100th birthday. She left as she lived: In Peace and in Grace, never complaining. Now she is free and safe in the arms of God, again with daughter Christine, husband Phil, and many other loved ones who passed before her. She will be deeply missed, and always loved by all who knew her, especially her family: Terry (Joanne), Christine (deceased), Trevor (Susan), Tim (Mary), Pat (Sue Lynch), Vicki (Giles), and grandchildren Sean, Beau, Leyla, Jean, Danielle, Nikole, Bridget, Ty, Rose, Paige, Francesca, Brooke, Alicia, and Megan, plus 7 great grandchildren and extended family in BC, Ontario, Arizona and Washington.

Born in Duncan, in her 20’s she delivered milk to support the war effort. With husband Phil she raised a family of five children. She worked with Dr Archie Herstein, later also in the clothing business. Continually a volunteer, at various times with Children’s Aid Society, her Churches, The Arthritis Society, Delta Museum and more. She was delighted by children and nature; especially birds. Loved summer camping and winters in Cabo. Always appreciative and considerate of others, people said they felt better just being around her. Known for her delightful giggle, propensity skinny dipping, poetry and a good cup of tea.

It is with unbearable sadness and grief that I announce the passing of the love of my life, husband and best friend Wes. He passed away peacefully at home with me by his side on his 65th birthday, after a 10 month battle with cancer he was determined to win. Wes is survived by his loving wife Sheree, brothers Willis and Wendel, nephews Brad and Ryan (Chantal), nieces Kim and Angela, great niece Addison and great nephew William. And our fur babies Sammy and Gus. Predeceased by his parents Roy and Betty and brothers Wayne and Warren. We were able to celebrate our 40th wedding anniversary on August 29 with family and friends. Wes graduated from Lord Byng high school and achieved his certificate in interior design from BCIT. Wes was an amazing builder and designer. He loved what he did and turned many houses into beautiful homes as he did ours. He was that guy if someone needed a hand he was there. His passions were RVing with friends, having gone to Napa and Sonoma many times. Bryce, Zion and Grand Canyons. Countless trips through BC, Washington and Oregon. (It’s all about the wine). He loved curling and golf and excelled at them both. I would like to thank all of our family, friends and neighbours for their love and support through this very difficult journey. Special thanks to Sue, Tom and Michele, Ray and Julie, my brother Michael (Kari) and my sister Michelle (Dorian).

It is with great sadness we announce the passing of our dear mother, May Yuk Mah, who was guided home to Heaven on June 20, 2022, at the age of 92. May was born in Edmonton, AB. Predeceased by both parents, Katie (nee Schurek) and Tong Choey Mah, husband Henry Mah and son−in−law Alan Webb. Survived by her older sister Violet Chan; daughter Elaine Webb; son Richard Mah (Pat); grandchildren Joshua Mah and Alyssa Habchi; great−granddaughter Stella Habchi; nephews Anthony Chan (Kathy and Andrew), Allen Chan (Jennifer and Aneisha, Jaelyn, Willow) and many nieces and nephews from Edmonton and Vancouver. May was a Licensed Practical Nurse for many years in Ottawa, ON, and Richmond, BC. She was married in Edmonton and raised her family in Red Deer, AB; Sea Island, BC; Ottawa, ON; relocating due to Henry’s career in the Canadian Air Force. Retiring back on the West Coast, she and Henry were able to travel to a lot of places in the world by air, trailer and motorhome over the years. She also enjoyed being involved in The ’Trefoil Guild’ (Retired Brownie/Girl Guide Leaders), and upon moving to Ladner, attended and volunteered with Ladner United Church and Delta Hospital Auxiliary. We are forever grateful for the many care workers, peripheral staff at Waterford and Augustine House Residences, and the many nurses and doctors at Delta Hospital who contributed to our mother’s care. A Celebration of Life will be held on August 20, 2022, at 1:00 pm at the Ladner United Church, 4960−48 Ave, Ladner, BC.

A private celebration of life will be held in August. In lieu of flowers, donations to the BC Cancer, Diabetes, any animal rescue or charity of your choice. Wes, I love you and miss you with all my being. Love Sheree

Debra passed away peacefully at the KinVillage Care Centre in Tsawwassen, BC. She is survived by her husband William Rawnsley, sisters Emma Pouce Coupe, Margaret Bowman and Marilyn Pouce Coupe, sister-in-law Lori Wokely, brother John Pouce Coupe, niece Elaine Jungen and numerous other family and friends. Debra spent most of her life in Vancouver, Prince George and Ladner. She worked as a chambermaid and house cleaner in the lower mainland. She loved nature and the wildlife of BC and the art classes at KinVillage. A service was held for her at the Doig River First Nation Reserve, 45 km north of Fort St. John. She was buried near her birthplace in the Pouce Coupe cemetery at Peterson’s Crossing.

OBITUARIES MacGREGOR, J.W. (Lance) Lance was born in Powell River on May 28, 1947, and he passed away on July 5, 2022, after a yearlong battle with lymphoma cancer. Lance is survived by his wife, Helen, his sons Rob (Tamara Leslie) and Tom (Lexy), his grandchildren Ty and Nate (and their mother Caitlin Duffus), Liam, Aidan, Sophia Leslie and Brooke. Also survived by his brother Don (Carol) of Richmond. Predeceased by his brother Barry, father James, and mother Florence. Lance spent his childhood wherever the Canadian Air Force posted his father, including Vancouver and Holberg, BC, Falconbridge, ON, Beausejour, MA, and Syracuse, New York. He returned to Vancouver in 1969 to attend UBC and graduated with a Bachelor of Arts (Political Science) in 1973. He went on to a successful 32-year banking career at CIBC where he held several management positions. After retirement in 2005, he became the family “go to” guy in between several contract positions with CIBC. He always made time to answer the call to help move, renovate, paint, garden, or babysit. Lance loved his family, his pets (cats and dogs), and most sports, particularly golf, fishing and hockey. He coached both hockey and baseball and was an active volunteer in the Richmond Minor Hockey Association where he served as Head Coach for a time. But wow, did he love golf! He was a true student of the game and was an active member at Marine Drive Golf Club, Beach Grove Golf Club, and Kings Links by the Sea over a 50-year span. One of the highlights in his golf career was winning the 2011 PNGA Men’s Senior Team Championship with his good friend Steve Berry. He was skilled in club repair and never turned anyone away who showed up at the garage needing a new grip, shaft or some other adjustment. His putter collection will live on as the envy of many.
