There has been a big community outpouring in response to a break-in at the 3rd Boundary Bay Scouts’ Christmas Tree Lot
It was back on Dec. 8 when about a dozen trees were stolen from the lot, located in the South Delta Recreation Centre parking lot The estimated retail value was $1,500 and the incident remains under investigation by Delta Police
In its 51st year of operation, the volunteer-run tree lot is a key fundraiser for year-round programs for about 130 local youth When the Optimist ran a front page story on the stolen trees in the Dec 15 edition, the scouts were soon after deluged with financial support.
“When our lot was open we had people donating at 7a m by QR code! There were drive-by donations and many e-transfers A couple that would normally make donations on the other’s behalf as a gift to each other This year they both wanted to support the scouts,” said Natalie Shantz, a parent volunteer who teams up with Dave Riley to orga-
nize the lot
The donations didn’t stop there, though
The scouts met with the Tsawwassen Rotary Club at its Gift of Light holiday display at Diefenbaker Park where members presented them with a cheque for $1,000
It was Rotarians John Anderson and Tom Smith who saw the article in the Optimist and immediately reached out to president Blake Cowan to see if the club could do something.
“We’re so glad that before Christmas we
are able to give a better impression of our community to these fine young people and let them know that their good work is very much appreciated,” said Cowan.
The South Delta Baptist Church pickleball ministry also came forward with a $1,000 cheque The group features more than 150 adults who play out of the church gym four times a week. Its goal is not only to promote the sport, but also provide financial aid to worthwhile causes in the community.
Don, Steven and Andrew Blacklock from Glustich Inc in Tilbury reached out to the scouts to donate $1,500. The Tsawwassen Boundary Bay Lions Club have also contributed $1,000
The donations add up to well beyond the cost of the stolen trees, but will be put to good use

A youth from Surrey has been arrested in connection to an overnight shooting in South Delta
According to Delta Police, officers responded to reports of shots fired in the 5300 block of 4A Avenue in Tsawwassen around 3:25 a.m. on Dec. 29.
Upon arrival, officers confirmed that shots had been fired into a residence While the home was occupied, the residents were not harmed A youth, known to
the police, was arrested in connection to this shooting event and will be facing several firearms charges. The Youth Criminal Justice Act prohibits the release of information that can lead to the identity of the youth involved
The youth made a brief appearence in Surrey provincial court on Tuesday, Jan. 2. A publication ban is in effect on the release of many details of the case
“Our officers are continuing to investigate,” said Acting Insp. James Sandberg “Although a house appears to be
specifically targeted, the investigators currently believe that this residence and its occupants are a mistaken target.
The occupants are not known to the police and have no apparent connection to organized crime or the youth involved in the shooting
Investigators believe the previous resident of the house was the intended target.”
Officers were on seen for most of the day on Dec. 29 collecting evidence and conducted a door-to-door canvass for video collection and witness identification

City crews getting a handle on pothole problems

City of Delta crews have been busy and have made good progress over the past week filling in potholes left behind due to the recent icy roads and colder temperatures.
While snow was pretty much gone in the Lower Mainland last week as temperatures rose and plenty of rain fell, Delta and other communities had to deal with all the potholes that appeared Caused by freezing and thawing, potholes of all sizes, including larger ones, have greeted drivers throughout Ladner, Tsawwassen and North Delta
Residents had also posted on social media warnings about nastylooking potholes
On Twitter last week, the city said that cold weather, followed by
heavy rainfall, created numerous potholes and city staff were actively working on filling them in over.
In an update this Tuesday, Engineering Director Steven Lan said they continued to have a dedicated pothole crew on regular day shift and an overnight crew working on them as well
Crews by that point have filled close to 250 potholes and continued to respond to any new requests from the public.

Delta homeowners are being warned that the latest assessed values of their homes may not be in line with how the real estate market is currently looking
The BC Assessment authority is saying that, based on trends in the real estate market as of July 1, 2022, most homes are expected to be up in value with the assessment authority’s soon-tobe released 2023 property assessments
“Most homeowners around the province can generally expect about a five to 15 per cent rise in assessment values when they receive their notices in early January,” said Assessor Bryan Murao in a recent news release “I want to emphasize that assessments are based on July 1 values of this year,
meaning that when similar properties were sold up to and around July 1, those market value sales are used to calculate your assessed value
“Since July 1, we know that the real estate market has changed as interest rates continue to rise and overall sales volume has declined As a result, your next property assessment will likely be higher than what the current market value might be, but that will be the same for everyone. ”
Delta house prices have fallen this year. The latest city property tax increase is based on assessed values as of July 1, 2022, but prices continued to slide since then
Delta council recently approved a 4.9 per cent property tax increase for next year.
For an average residential home with a change in value in line
with the overall Delta average, the increase in 2023 property taxes is approximately $126
That amount doesn’t include what other taxing authorities, including TransLink, will charge According to Real Estate Board of Greater Vancouver (REBGV) numbers this summer, the benchmark price for a single-detached house in Ladner in July 2022 was $1,460,300. That was down from the previous month as prices steadily inched downward over several months, but it was still up 15 6 per cent compared to July 2021.
The benchmark price for a detached house in Tsawwassen in July 2022 was $1,595,700, also down the previous month, but still up 13 6 per cent compared to July 2021

The Delta Police Department (DPD) may expand its non-emergency call taking pilot program to be a 24/7 service and make it permanent
In a pilot project, launched in December 2021, DPD assumed responsibility from E-Comm of answering non-emergency calls between 7 a m and 7 p.m. daily.
Non-emergency calls from 7 p.m. to 7 a.m. continued to be transferred to E-Comm.
In his report to the Delta Police Board on Dec 14, Chief Neil Dubord said the pilot project results indicate that the DPD has provided better service to the community through this in-house, non-emergency call-taking model
His report notes that 7,515 calls for service were generated through DPD staff answering non-emergency calls
between January and November 2022.
Moreover, the DPD has received no complaints about wait times
Saying the program has been working “ exceptionally well” without the need for additional personnel, Dubord said the department is considering several options for 2023 including taking non-emergency calls until midnight or even 24/7
He also said E-Comm has suggested that it takes all of the DPD’S non-emergency calltaking or none of it, forcing the department to take over 24/7 in order to provide the same level of service it’s been able to provide.
“But their intention, at this point in time, that we heard from E-Comm is that 10 o ’clock in the evening, they would shut down non-emergency call taking and either direct people to 911 or direct people to online reporting, which we are
not confident would meet our expectation at this time,” he told the board.
His report says that to ensure standardized and responsive call-taking services for Delta citizens, the DPD has established service standards for E-Comm to answer 88 percent of emergency calls within 10 seconds and 80 per cent of nonemergency calls within three minutes
Things haven’t worked out as expected, he said
“There have been concerns with E-Comm consistently not meeting the established service standards and service levels declining. The DPD has received complaints from citizens about long wait times to speak with a call taker, resulting in callers abandoning the call Multiple meetings between DPD and E-Comm Management have not produced a viable solution,” Dubord said in his report to the board
According to the Fraser Valley Real Estate Board (FVRB) this summer, the benchmark price for a detached house in North Delta in July 2022 was $1,412,500 That benchmark at the time had also been declining over the previous months, but the benchmark was still up 13 per cent compared to July 2021
By November 2022, prices continued to slip as the market was lagging more than usual in Delta and the Lower Mainland, according to the REBGV, which noted last month’s home sale and listing totals lagged below the region’s long-term averages.

As we close the books on 2022 and open 2023, it is a good time to take a few moments to reflect on 2022 and see what could be in store in 2023 here in Delta
There are several key development decisions on the horizon
Starting next week, the city begins the in-person consultation for a proposal to develop the Dunbar Lumber site in Ladner Village There will be two public consultations this month, while residents can also voice their concerns, ideas and thoughts online at: https://letstalk delta ca/
There is also a consultation on several development applications in Tsawwassen with public hearings upcoming Again, get engaged and let your voices be heard
On the environmental front, we are awaiting decisions on the Fortis Tilbury LNG project as well as Roberts Bank T2 – projects that have certainly sparked a lot of conversation in the past year. We have covered both extensively in the pages of the Optimist while residents have expressed support and non-support on our letters pages. I suspect that this chatter will continue in 2023 whether these projects are approved or not.
As COVID pandemic restrictions were lifted in 2022, we saw the return of many much-beloved community events – the May Days festival, Boundary Bay Airshow and Tsawwassen Sun Festival – just to name a few I look forward to these events and others continuing in 2023 They are fantastic events that bring our community together
And bringing our community together even more in 2023 is a responsibility for all of us
There are many major issues that will re-shape our community There will be people that will not be in favour of some of these changes, while others will welcome them with open arms.
Let’s respect the differing opinions and not let those differing opinions divide us Let’s continue to make Delta the wonderful community that it is Happy New Year!

Happy New Year, and welcome to 2023!
We can finally put 2022 behind us, and look forward to the new year ahead
At the beginning of the year, as I prepare to get my taxes in order, I usually get to review what happened so many months ago. Think back to the beginning of 2022 we weren’t still locked down, but pretty close to it I was teaching remotely, about a month away from stepping back into the classroom and seeing people in person Well, almost, we were still all wearing masks.
Interest rates were at all-time lows. Gas prices were stable. We could finally cross the border by land, just fill out an app before coming back or you ’ re in big trouble Get your shot(s) The world was at relative peace
All seems like a bit of paradise when you look back, doesn’t it?
Since then, war has broken out in Ukraine and gas prices shot to new, ridiculously high levels With that increase,
everything else started to go up as well, and inflation took hold To combat inflation, interest rates jumped by four per cent between March and December Food prices have jumped, but wages for many haven’t kept pace
Come to think of it, 2022 was a pretty crappy year, after two crappy years before it. Top it all off with a real Canadian winter, and we should be really looking forward to 2023
So how is 2023 starting off? Well gas prices have dropped a lot, even lower than they were at the beginning of last year I still don’t understand how the pricing works At one point
last week, I saw gas at $155.9 in Richmond, and $170 9 in Tsawwassen. Weird.
We welcomed 2023 with much milder weather, the snow is gone, a little localized flooding, but nothing too serious The King Tide was more of a tourist attraction than anything else, bringing Global TV out to Boundary Bay a couple times, just in case. But nothing happened, so they left
The war continues, but the effect on the world has been absorbed, so we go on with our lives as they bravely fight for their homeland.
So next January, when I start assembling my 2023 taxes, I wonder what I’ll see then? What does 2023 hold in store for us?

We are aware (and have witnessed) that at certain times of the year parking has been a problem due to the attraction of large numbers of ‘birders’ The newly constructed parking area will help to mitigate this, although it is not of suf-
ficient capacity to deal with the problem fully Local residents already know to avoid the area at peak times
The new parking area is not a good solution for locals who regularly use Brunswick Point for dog walking, hunting and bird watching Plus, it adds 2.2 km to access the trail at the end of the road. This surely is not practical for older people and those with hunting or photographic equipment
Our suggestion is to make the parking avail-
able as before, or limit the parking time to three hours, restrict it to Monday to Friday only, or change the signs to ‘Delta resident permit holders only’ and create a parking pass that people could obtain from city hall.
The present situation seems to appease the complaints of a small number of residents at the end of the road and ignores the needs of locals who want to enjoy the beauty of the Brunswick Point trail.

We have had no choice in these matters, however, council have the ability to make choices regarding issues that impact the residents of Delta
It is obvious by this recent choice, to take a piece of property, bought by Delta taxes, spend more tax money on developing the property,
plus $237,000 for this facility, plus the cost of regular maintenance for an enclosed off-leash dog park These are the choices that this council makes as a priority for the use of taxes and a justification for the need to increase our property taxes
Apparently the city’s current capital plan said the community wants the City of Delta to create additional off-leash dog enclosures Council should be making choices for tax income that are absolutely necessary at this time and that benefit most Delta residents, not only a few.

The City of Delta has announced the dates for a pair of public information meetings on a proposed major redevelopment proposal in Ladner Village.
The Dunbar Lumber site at the corner of Bridge and Elliott streets is proposed to be transformed into a six-storey, mixed-use project The new development includes a courtyardstyle building with com-
mercial space and parking on the ground floor, parking on the second floor and residential on the remaining four levels
Having been revised since it was originally submitted last year, the proposal by Headwater Living Inc includes 129 condo units
The first meeting will be held next Wednesday (Jan 11) at the Ladner Community Centre (4734-51 St ) main hall, from 5 to 7 p.m.
The next meeting is scheduled for Tuesday,
Jan 17 at the Ladner Community Centre’s multi-purpose room, also from 5 to 7 p.m.
When the application was submitted last year, it required an Official Community Plan amendment, however, that’s no longer the case, as council has since approved major changes to the Ladner Village Area Plan. The changes include allowing increased density and building heights up to six storeys in certain parts of the village area.
It means the proposed development would adhere to the revised OCP, so a public hearing would not be required The province recently introduced a series of measures aimed at cities being able to further streamline their development approval processes for housing projects Council recently approved the public consultation process for the Dunbar site application, one that won’t include a public hearing Coun. Alicia Guichon voted in opposition, saying the city still has the option to hold public hearings for rezoning projects that comply with the OCP, and residents likely had an expectation one would be held for what will be a “flagship” redevelopment for the village.
She told the Optimist that all opportunities to hear from the public would benefit new councillors as well as making sure the residents felt heard on the OCP change for such a pivotal project Guichon, who also
voted in opposition to the OCP amendments last December, said she acknowledges six-storeys is permitted under the new OCP, but her biggest concern is the design, which needs a heritage feel that blends with the unique character of the area
Encouraging residents to learn more about the project and attend the
information meetings to provide input, Guichon said, “A six-storey building can be designed in such a way that it doesn’t look like it’s six-storeys. Let’s do this right”

We are five days into the new year, and many of us are thinking of new goals as we get into 2023 We should remember not to leave God out of our plans
All these years we have observed various changes, but God remains the same and His promises remain the same. We should never make the mistake of thinking that we can go into the New Year alone without God. Without His presence, we will be wandering into the wilderness of 2023 lonely and anxious
This reminds me of the Israelites’ attitude on their pilgrimage to the Promised Land God decided to abandon them because they had become stiff-necked and rebellious Moses clearly understood the predicament of continuing on the journey without God He
sought God and he was relentless in petitioning God to go with them.
‘The Lord replied, “My Presence will go with you, and I will give you rest” (Exodus 33:14)
The presence of the Lord was unique and powerful because it made the Israelites distinct from those nations around them If God was not with them they would have remained lost and wandering in
the wilderness
As we venture into 2023 let us ask for God’s presence to go with us so that we can overcome anxieties and fears. Yes, there will be times when we will feel like we will not make it but we should take heart knowing Jesus will never leave us nor forsake us for he says ‘ And surely I am with you always, to the very end of the age. ’ (Matthew 28:20)
God’s presence will make 2023 bearable He knows our fears and anxieties and He knows us personally by name and He cares for our needs We wouldn’t want to venture into 2023 without Him Let us remember this wonderful promise of His presence in Exodus 33:14 “My Presence will go with you. ”

A decorated former National Lacrosse League player, that now calls Tsawwassen home, is thrilled with the opportunity to make a difference with Canada’s official national summer sport in his own backyard Garrett Billings has made a major impact at all levels of the game
He came through Langley Minor Lacrosse and helped the Burnaby Lakers win the Minto Cup, playing alongside Ladner’s own Gary Bining. He also thrived in the field version of the sport, earning a full-ride scholarship to NCAA powerhouse University of Virginia where he won a national championship
He then was selected sixth overall in the 2009 NLL Entry Draft by the Toronto Rock where he enjoyed five outstanding seasons that included earning First Team All-Pro status for three consecutive years from 2012 to 2014 when he compiled a whopping 315 points Billings went on to play for New England, Vancouver, San Diego and Buffalo before retiring in 2020
Now with a young family, the 36-year-old has taken on a role with the Delta Minor Lacrosse Association (DMLA), overseeing grassroots player development.
He can’t wait to get to work right here at home
“Delta has such a great history with lacrosse There are some great players that have come out
of here like (Vancouver Warriors stars) Logan Schuss and Mitch Jones as well as others around the league My belief is you have got to build it up right from the bottom Get our numbers up and make our program super tight,” said Billings “My goal is to just get those grassroots programs really dialed in, so
when your kid signs up to play lacrosse, it’s the best experience in sports he or she has ever had. It has them talking to all their friends too.
“I think lacrosse is so unique There’s no other sport where you are just so connected to another person that plays a game, whether they’re on the
other side of the country or the continent It seems like you are one degree of separation from anybody that plays lacrosse
That’s really cool I think it’s an amazing opportunity for the kids and Delta to be a part of”
DMLA is already taking advantage of year-round play at the Delta Sport Court in Ladner by holding free weekly box lacrosse skill sessions.
The association is also making a big effort to bring new players on board
They have partnered up with the Warriors for a program that will see pro players visiting schools for an introduction to the game The stops include: Cliff Drive Elementary (Jan. 9), Ladner Elementary (Jan 16), Hawthorne Elementary (Jan 23), South Park Elementary (Jan 30), Sunshine Hills Elementary (Feb 6) and Holly Elementary (Feb 13)
Those presentations will coincide with Billings hosting a pair of free Try Lacrosse Days at the Ladner Sport Court from noon to 2 p.m. on Jan. 21 and Feb 18
“No equipment is required All they have to do is show up and I will teach them how to play lacrosse,” assured Billings.

Tsawwassen’s Brandon McMillan concluded 2022 by helping his Swiss hockey team produce one of its biggest wins in franchise history
McMillan’s Ambri-Piotta captured the Spengler Cup with a 3-2 shootout win over Czech-based Sparta Prague on Saturday in Davos, Switzerland.
It was the club’s first championship of any kind since the 2000 International Ice Hockey Federation’s (IIHF) Continental Cup in 2000. Ambri-Piotta has never won the National League Championship and last captured the Swiss Cup in 1962
The 32-year-old forward from Tsawwassen took his professional career to Switzerland’s National League after an extensive stint in Russia’s Kontinental
Hockey League (KHL) where he played seven seasons on three different teams, including three years with Riga Dynamo
The South Delta Minor Hockey product enjoyed a standout junior career in the Western Hockey League with the Kelowna Rockets, winning the Ed Chynoweth Cup back in 2009 A year later, he played for Canada at the World U20 Championships, compiling
eight points in six games while earning a silver medal
After being selected in the third round by Anaheim in the 2008 NHL Entry Draft, McMillan played 91 games over three seasons with the Ducks before two more NHL stops in Arizona and Vancouver.
He then took his career overseas, spending a year in Germany with Ingolstadt before heading to the KHL

She moved to Tsawwassen in the early 1960’s to raise her two daughters, Cathy and Zena Workng at the Pilar’s Inn front desk when the hote first opened and after at the Tsawwassen Inn
Mom was known for her classy and fashonable stye

Christmas Eve was always a celebrated event at Mom’s house, with fond memores filed wth ove and magc for everyone, especialy the grandchidren Santa Claus woud always drop by Marlene is reunted with her brother Gordon Brett who passed away earler this year on May 27th

Born n Hannover, Germany on February 3, 1947, Barb immgrated to the UK at the age of 5, landng n Swansea Wales After marryng Aan and startng a famiy, the alure of a new adventure saw the family mmigrate to Canada in 1979 setting down n Ladner In 2010, Barb and Aan relocated to Cumberand to reax and enjoy retrement
To say that Barb oved anmals would be an understatement There was never a time when cats or dogs were not part of her mmediate famly Barb s predeceased by her husband Alan, and mother Hega, and survived by her brother Tony, sister Christine, daughter Amanda, son Alan (Pia), and grandchidren Ryan Lucy and Megan

In recent years, Word Cup soccer hed his focus And in the last few months, Downton Abbey repeats were a source of calm and reassurance
He s survived by his ssters, Judy Kicup (Gerry) and Shar Bender; his nece, Kristine Silva (Daryl); and his great nece, Cerra Siva and great nephews, Tyer and Jaxon Slva
We mourn him and grieve his loss

Mel was born n Vancouver and grew up n Ladner, attending Ladner Elementary School and Deta Secondary School, where he began his interest in muscal theatre, even producing his own pay
After hgh school, he attended Dougas Colege and eventually moved to Toronto where he work shopped one of his plays with James Doohan of Star Trek fame In 1991 he made the move to London, England, where he spent the rest of his life While there, he earned a masters degree in muscal theatre at Godsmth Unversity He worked many years in the theatre business there, including his most recent job at stage door for the Duchess Theatre n the west end, while also wrtng severa books on muscal theatre, famly hstory and one on his adventure in oning the circus in Tawan He wrote the music for a producton of “A Little Princess” and for “O! Pioneers” both of which were produced off Broadway in New York severa years ago
Mel was a gentle soul who loved cats, trans, wrting, family and wil be sorey missed by his ssters, Beverley Beese (Bil) and Mariyn Atkey, as wel as hs nece, Erin Beese (Chrstan Zuger) and nephew, Chrstopher Beese (Sarah Rivest) and many cousns
