OnTuesdayafternoon,Ministerof HousingandDeltaNorthMLARavi Kahlonannouncedhousingtargetsfor thefirst10municipalitiesselectedas partoftheHousingSupplyAct.

ThetargetordersforDeltaare3,607 housingunits.

Thehousingtargetsmarka38per centincreaseinoverallhousingtobe builtinthesecommunitiesoverwhat wasprojectedtohavebeencreated basedonhistorictrends.

guidelinesincludemorethan16,800 below-marketrentals.

Tosupportimplementation,the provincewillcontinuetoprovidelocal governmentswithresourcestospeedup approvalprocesses,including$10millionforcontinuedimplementationofthe DevelopmentApprovalsProcessReview, andtheprovince’sworkacceleratingand streamliningprovincialpermittingacross multipleministriesanddevelopinga newdigitalpermittingprocess.

Municipalitieswillbeevaluatedafter sixmonths,andeveryyearthereafter, ontheirprogress.

10,2021sinkingofthe tug Ingenika andtheloss oftwocrewmembers, oneofwhomwasfrom Tsawwassen.

JamesGeoffreyBates inAugustpleaded guiltytoaWorkers CompensationActviolationforfailingtoprovide trainingandsupervision toensurethesafetyof theworkers.Sevenother chargeswerestayed.

Crewmember CharleyCragg,25,from Tsawwassen,andtug masterTroyPearson,58, werekilled,whileathird crewmembersurvived. ItwasCragg’sfirstdayon thejob.

Bates’scompany, WainwrightMarine Services,alsopleaded guiltytothreeother countsunderthe WorkersCompensation Act,offailingtoensure thehealthandsafetyof workers,failingtoprovidesafetytrainingand failingtoprovidesafety trainingonusingimmersionsuits.

Accordingtoajoint submissionbyCrown anddefence,insteadof payingfinestoWorksafe BC,moneytotalling $310,000willbepaid towardsmarinesafety

programs.TheCrown proposedthecompany pay$295,000andfor Batestopay$15,000.

“Insteadofjustfines, we’redoingsomething uniqueforcaseslike thisinB.C.Crownand defenceareworking collaborativelytofind waystoputthismoney towardspreventingsimilarincidents,”saidlawyer GraemeHooper,counsel forBatesandWainwright Marine.

However,thesentencinghearingwas adjourned,butshouldgo backtocourtinJanuary wherethejudgewillhear whatisbeingproposed forthefundsandissuea sentencingorder.

“Itgoeswithoutsaying thattheincidentonFeb. 10,2021,wasatragedyin whichtwomenlosttheir livesandleftbehindfamilieswholovedthemand whoareclearlydealing withunspeakablepain andloss,”Purewalsaid.

Shenotedthevictim impactstatementswere “heartfeltandimportant,”inexplainingwho CharleyandTroywere andhowmuchthey meanttothosetheyleft behind.

Thetugboatonthat night,withthreecrew membersonboard,was towingtheloadedbarge Miller204 intheGardner Canalwhenthetugsank, about16nauticalmiles southwestofKemano

Bay,nearKitimat,in stormywaters.According toaTransportation SafetyBoardnews releasefromlastMarch, badweatherimpacted thetug’sabilitytotow andmaintainspeed,and ledtothevesseltaking onwater.

Themasterandthe twodeckhandswereable toexitthesinkingvessel;however,onlyone wasabletoswimand climbaboardthelife raft.Searchandrescue resourceslocatedthesole survivingcrewmember onland10hourslater. Thebodiesofthemaster andseconddeckhand werealsorecovered.

Thejudgenotedthat Bateshasbeeninthe marineindustrysincehis youthandhadworked intheHoweSoundarea andhadonlyrecently acquiredWainwright MarineServices.Atthe time,hewasnotrunning

theday-to-dayoperationsandwasstillliving inVancouverandhad neverbeentoKemano beforetheincident.

Atthetime,Bateswas balancingthe“legally recognizedresponsibilityof(ship)mastersto makecertaindecisions, withthatofhimbeingan ownerandheclearlydid notgetthebalanceright onthatdate,”Purewal said.

Aswell,both WainwrightMarineand Batesagreethattheyhad nosystemsinplaceto conductsafetytraining andtherewasnothingin placetocheckiftraining wasbeingupdatedand ifnewhireswerefollowingprotocols,thejudge noted.

AndwhileBateshad onlyownedthecompanyforsixmonths,such problemsclearlyexisted beforehand,however hedidn’ttakestepsto

andthatBateshasagreed todo100hoursofcommunityservicebecause it’smeaningfultothe families,eventhoughhe couldpaythefine.

LastMarch,inareport ontheincident,the TransportationSafety Boardissuedseveralrecommendationsaimedat enhancingthesafetyof smallertugs.

Charley’smom, GenevieveCragg,said inaninterviewwiththe Optimist shewashoping thatBateswouldspenda weekendinjail.

“Hesaidadaynever goesbythathedoesn’t thinkofthatnight,”the judgesaid.

Canada’snewestofficialholiday istheNationalDayforTruth andReconciliation,tobe observedonSaturday,Sept.30.

TheNationalDayforTruth andReconciliationaroseasoneofthe 94callsforactioninthereportissuedby theTruthandReconciliationcommittee, andisadaytohonourallofthechildren whonevermadeithomefromresidential schools,andthesurvivorsofthoseschools.

Thisincludesthemulti-generational impactsontheirfamiliesandcommunities.

Therewere140federally-runresidentialschoolsthatoperatedfrom1867to 1996,sotheimpactoftheseschoolsran verydeep,woundingthepsycheandthe soulofourIndigenouspeoplesovermany generations.

ThedayisalsoOrangeShirtDay,an Indigenous-ledcommemorationwiththe theme,“EveryChildMatters.”

Thepurposeofthisdayistoraise awarenessamongstallCanadians,both Indigenousandnon-Indigenous,ofthe impactsoftheresidentialschoolsystemon individuals,familiesandcommunities.

Itcannotbeoverestimatedasitis amajormigratorybirdcrossoverfor millionsofbirdsfrom20countriesand threecontinents.Birdsstopforcritical refuelingduringmigrationsthatcanbe morethan2,500kilometres.

Nearlytheentireworld’spopulationofWesternSandpipersstopshere, andmorethan35shorebirdspecies, manyendangered,relyontheestuary throughtheyear.

Inaddition,theestuaryistherearingareaforthelargestrunsofPacific salmon,whicharevitaltothesurvival ofoursouthernresidentkillerwhale population.

Theproposedexpansionofthe RobertsBankterminal(RBT2), althoughapprovedbythefederalgovernmentinspiteofitsownscientists’ assessmentthatitwillbeanunmitigateddisasterforwildlife,hasyettobe approvedbytheprovincialgovernment.

Considertheeffectofpouringmore than270acresofconcreteintothe middleoftheestuary.

Inadditiontothemassiveincrease ofunderwaternoise,lightandenvironmentalpollution,thephysicaldecrease inthesizeoftheestuarywillpresent insurmountableproblemsforwildlife.

Thehabitatcompensationstrategies proposedtodatehavebeenextensively analyzedbyexpertsandwillnotstop thisdestruction.

TheRotaryClubofTsawwassenhas onceagainrecognizedcommunity workandachievementwiththisyear’s PeaceBuilderAwards.

TheRotaryClubPeaceBuilderAward ispresentedeachyeartohonourthe UnitedNations’InternationalDayof Peace.Theawardrecognizestheefforts ofindividuals,groups,ororganizations residing,operating,orcontributingto theTsawwassencommunitywhoare activelyfosteringapeacefulcultureand activelycounteringracism,violence, discrimination,bullying,corruption, andotherfactorsthatcontributeto peace.

Thefirstawardpresentedatthe Sept.21ceremonyatRotarySquare, wastoPaulMaddenforhisdedication totherestorationandmaintenanceof KinVillage’sCourtyardGarden,which transformedintoatranquilsanctuary forotherresidents.

MaddenmovedtoKinVillage’scare homeashiscareneedsgrew,however, thistransitionoccurredduringthepandemicwhenfamilyvisitswererestricted,andhealthcarestaffworemasks, makingitachallengingadjustment.

Withthesupportofthecarehome staff,Maddengraduallyadaptedand discoveredtheCourtyardGarden’ssignificance.

Recognizingitsneedforspecial attention,hewillinglyembracedthe roleofitscaretakeramidstthechanging lifestyle.

Bycombiningaspectsofconventionalcriminaljusticewiththeprinciplesof Indigenouscommunityjustice,Tegart’s workenhancedthebondbetweenlaw enforcementandtheIndigenouscommunity.

“Iamhonouredanddeeplygrateful toreceivethisaward,”saidTegart.

“Thisrecognitionisnotjustforme, butourentireteam,whoremainscommittedtoservingTFNwiththeutmost respectforIndigenoushistory,traditionsandculture.Together,wecontinuetobuildaprogressivemodelhonouringTFN’sheritageandvalues.”

Gagaballisafastpaced,high-energysport playedinanoctagonal pit.

Thegameisplayed withasoftfoamball,and combinestheskillsof dodging,striking,runningandjumping,while tryingtohitopponents withaballbelowthe knee.Playersneedto keepmovingtoavoid gettinghitbytheball.If theballtouchesastudent

belowtheknee,theyare out.Thelastoneinthe pitwins.

Earlierthisyearthe OrphanedWildlife RehabilitationCentre (OWL)receivedacall fromavolunteerworkingattheDeltalandfillwhohadfoundan

injuredbaldeagle. Unfortunately,thisisnot anunusualcall.Another volunteer,MartinVassil, goesoutlookingfor injuredeaglesandhas rescued70baldeagles fromthelandfilloverthe years.

Wesentavolunteerto

pickuptheinjuredbird, andwhenitarrivedatthe centre,wefounditwas afemalesufferingfrom twobrokenwingsanda brokenlowerjaw.

Abloodtestrevealed shealsohadelevated levelsofleadinhersystem.Withsuchadreary

diagnosis,theoddsof asuccessfulrehabilitationwerestackedagainst her.However,atOWL, wealwaysgivethema chance.

TheU.S.–basedMobile HealthcareAssociation hasproudlyannounced DeltaresidentRobin Gardnerasthisyear’s InnovationAward recipient.Theaward recognizesGardner’s contributionstoadvancingmobilecaredelivery, particularlytounderservedcommunities.

Gardnerhas workedcloselywith theProvincialHealth ServicesAuthorityfor manyyears.Hewasone ofthetwostafffrom PHSAtotransformthe legacyunitsofthemobile carehospitalvehicle usedatthe2010Olympic GamesinWhistlerintoa

provincialcareprogram.

“Thecareunits embracemedicalcare, dentalcare,visioncare, andmentalhealthcare,” Gardnersaid.“Wewill seemoreoutreachto mobilecarefortheir useacrosstheprovince wherethepopulations thatdon’treceivecare butshould.”

Itwashisvisionand dedicationtoexpanding histeachingonaglobal scalethatearnedhim thisaward.

JanePallan,the formerdirectorofthe choirsince1982,led thechiortoperform atvariouslocalcare facilitiesinDelta,White Rock,Richmond,and Tsawwassen.They initiallypracticedat Pallan’sresidence,later relocatingtheirrehearsalstotheLadnerUnited Church.

DrusillaHarding,the choir’seventorganizer andachoirmember,has

beenwiththegroupfor morethan20years.

“Ilovesinging,and beingabletosinginthe homeswasverysatisfyingbecauseofthejoy itbringstothosewho areunabletosingordo muchelse,”Hardingsaid. “Musicjustbrightens theirday.”

However,withJarvis planningtotakeleave thisyear,Westonhasalso

consideredretirement.

Firstandforemost,I viewthisdayasadayto payrespecttothevictims andsurvivorsofresidentialschools,butalsoto Indigenouspeoplesufferingfromtheimpacts ofcolonizationand racisminCanada.And itisanuncomfortable, butnecessaryplacefor Canadianstobein.

Thisisn’tancienthistoryeither.Itwasonly whenIbecameamother thatIfullyunderstood whattheharmofhavingyourchildrentaken awayfromyouwould

be.Ithinkitwouldbe myundoingasapersonifthathappenedto me.Thishashelpedme understandthemultigenerationalimpacts thatarestillunderway inourcommunities.And asuncomfortableaswe arewiththisinformation,knowingitwillhelp usactinawaytoensure thatthesecomplexand outstandingissuesare understoodandresolved.

Therearemanythat cantakeaction,includingnotjustgovernments,companiesand academia,butalsoindividuals.Iurgepeopleto thinkabouthowtheycan contributetoIndigenous Reconciliation.Youcan

educateyourself,you canvolunteerforan Indigenousledorganization,youcandonate moneytoacausethat alignswithyourvalue system.Youcanadvocate

governmentsforchange. Youcandomorethan yourealize.

Sincetimeimmemo-

rial,theTsawwassen Peoplehaveoccupied andtravelledtheriversandlakesofcoastal BritishColumbia,from PittLakedowntoNew Westminster,tothe TsawwassenandPoint Robertspeninsula,followingtheoutflowof theFraserRiverinto theSalishSeaandon toGaliano,SaltSpring, PenderandSaturna islands.Theselandshave provideduswithnourishment,medicines,culture, andcommunity.

Duringthe19thcentury,ourtraditionalterritoryandthelandswe occupied,wereconfined toacolonialreserve of490acres.Sincethis

time,colonizationhas continuedtoimpact everyaspectofourlives throughthestructures andcontrolsithasestablished.TheIndianAct wasusedtoseparateus fromourcultureand identity,anditprohibited

ourabilitytoself-govern ourlandsandourselves, frompracticingourtraditions,andexercisingour rights.Thisisthetruthof ourPeople.

Thenegotiationofour Treatywasanimportant milestonetoremoving

ourNationfromunder thecontroloftheIndian Act,andtowardsbeing abletoself-governas wedetermine.Modern Treatiesareanimportant toolofreconciliationthat helpaddressthepastand currentharmscaused bycolonialismandthe IndianAct.Itisthrough thisavenueofreconciliationwecontinuetoredefineourrelationship withthefederalandprovincialgovernmentsand continueourjourneyof healing.

GrowingupinEastYork, Toronto,Keshen’sdancinglife ledhertomeetherhusband inadancehall,andtheirlove storylastedformorethan65 years.Together,theyhavefive children,towhomKeshen dedicatedmostofhertimeto nurture.

Anincrediblehusband,father,son,brother,brother-in-law,uncle,friend….Don Michael(Mike)HeatonpassedawayatVernonHospiceHouseJuly29,2023, surroundedbyfamily.Hewas58.MikewasbornApril3,1965,inVancouverbut grewupinTsawwassen.PebbleHillElementaryandSouthDeltaSecondaryis wherehemadelife-longfriendships,onandoffthesportsteams.Mikeenjoyed baseball,rugbyandfootball,butfoundsolaceinthegreatoutdoors.Hisloveof divingstartedatanearlyageandtheoceanbecamehisplayground:fishing, crabbing,underseaexploringfueledhisdivingcareer.Mikecouldbefound outdoorsmostweekends,atTsawwassenBeach,theLadnerRodandGun CluborWesthamIsland.Beinganavidoutdoorenthusiast,hecouldwintv survivalistshowswithatarp,canofbeans,andhisrifle!

InPrinceRuperthemetSonjaandembracedbecominganinstantdadtoher2 girls.Adivinginjuryendedhiscareer,andshortlyaftertheymarriedandstarted theirlifeupnorth,theyaddedsonJJtothemix.Mikesettledintobusyfamilylife, madeclosefriendsandhostedmanydinnerparties.Hetriedhishandatcharter fishingandlovedgoingoutintheharbourjiggingforhalibutandpullingtrapsfull ofDungenesscrab.HeandSonjastartedtoenvisionthefutureandwereblindsidedbya thyroidcancerdiagnosis.Hecontinuedrehabilitation alongsidea myriadofsurgeries,radiation,and scans.Besidesmedicalappointmentsknife making, andleatherworkfilledhisdays,asdidfamilytripsthroughoutBC.The northcoastprovidedamplespotstocamp,huntandfishbutintime,adrier climatewasnecessary.UponmovingtoVernon,Mikefeltphysicalrelief.He startedtrapshootingagainattheNorthOkanaganTrapandSkeetCluband wouldtakevisitingfamilyandfriendsupthere.HisworkwiththeVernon CanadianMentalHealthAssociationwasextremelyfulfilling.ThelatestjoyMike foundwasfishingupatOyamaLakeLodgebutunfortunately,henevermadeit backupthereinMay,when“thefishwouldreallybebiting!”.

Mikewaspredeceasedbyhisfather,DonLeoHeaton.Heissurvivedbyhiswife Sonja,daughtersPaigeandTaylor(Ken)andhissonJJ;hismotherRosalie, sisterRodonna(Darrell),brotherJeff(Jill,IzzyandGabi).

ThefamilywouldliketogivespecialthankstoPastorDavidHunter,Dr.Barbara Campling,Dr.GurpreetNagra,andthecompassionatestaffatVernonHospice House.

BillwasborninBelfast,NorthernIreland onAugust31,1925,toDavidand Elizabeth(neeForbes)Gilmore.In1929, thefamilymovedtoWinnipeg,Manitoba wherealongwithhisolderbrotherSam, Billspenthiselementaryandhighschool years.

BillservedintheRoyalCanadianAirForceasanavigatorfrom1943untilshortly aftertheendofWWIIin1945.HecontinuedhiseducationattheUniversityof ManitobaandthentransferredtoMcGillUniversitywherehegraduatedasa miningengineerin1950.ItwasinMontrealthatBillmetRoberta,hisfuturewife of65years.

Throughouthislife,Dadoftensoughtoutandacceptedthechallengesprovided bynewopportunitiesinhischosenprofession.Theseopportunitiestookhim fromAtikokan,OntariowithSteepRockIronMinestoAsbestos,Quebecand BaieVerte,NewfoundlandwithJohnsManville,andStewart,BCwithGranduc Mine.Dad’slastresidentminingassignmentwasChiefEngineeratLornex MiningCorp.(nowHighlandValleyCopper)nearLoganLake,BCwherehealso servedasthefirstmayorofLoganLake.In1974,hejoinedWrightEngineersLtd. (laterFluorDanielWright)asManageroftheMiningDivision,responsiblefor directingmajorengineeringprojectsinNorthAmerica,Australia,Fiji,andthe Philippines.HelaterbecameVicePresident,Mining,responsibleforthe directionandcoordinationoftheminingdepartment.Thesedutiesincluded consultingfieldtripstotheUdokanCopperDepositinChitaDistrictinEastern SiberiaaswellastripstoChinaasamemberofanearlyteamofconsultants invitedtoconsultonminingactivitiesthere.

Dadalsopursuedanearlyandlife-longpassionfortheartsfocusing onpainting andsketching.Hecompletedmanyworksnowproudlyhangingonfamilywalls andparticipatedingalleryshowsthatallowedhimtosharehispassionforthese artforms.GolfingandswimmingwithacommunityoffriendsinTsawwassen werefavouriteretirementactivities.Additionally,fromanearlyageDadwas fascinatedwithaviation,aninteresthepassedontosonDavid.Fromhis childhoodmodelbuildingdaystohisAirforcecareerandbeyond,thisinterest continued.Dadbuiltandflewremotecontrolledmodelaircraftwellintohis80’s withthesupportofmanyfriendsattheLadnerRCflyingclub.

Dadwasheldinveryhighesteembyhiscolleagues,friends,andfamilyforbeing akind,thoughtfulindividualcharacterisedbyhisintegrity,humility,goodhumour, patience,andselflessness.Hisservicetohiscommunitythroughvolunteering withHospiceandVictimServicesaretestamenttohiscommitmenttoothers.

Ourfamilywill beforevergratefulfortheexampleDad(Grandpa)setforus.His gentlewisdom,lovingguidanceandforwardthinkingmadehimanexceptional fatherand(Great)grandfatherinspiringustoappreciatetheimportanceofa lovingandsupportivefamily.Hewasneveronetomissoutonagoodlaugh, muchlikehismother,andweallholdfondmemoriesof“losingit”inlaughter withhim.

DadwaspredeceasedbyhiswifeRobertain2017andhisbrotherSamin2022. Heissurvivedbyhisson David(Anita)andhisdaughterLesly(Bruce);hisseven grandchildrenandsixgreatgrandchildren,andmanyfriendsandrelatives.
