PUBLIC NOTICE TAKE NOTICE that the City of Delta intends to adopt the bylaw listed below at its Regular Meeting at 4:00 p.m. on Monday, October 16, 2023 in the North Delta Centre for the Arts, Theatre, 11425 84 Avenue, Delta, BC, and by electronic means as authorized by Council Procedure Bylaw No. 5000. Ladner Village Revitalization Tax Exemption Program Bylaw No. 8331 TAKE NOTICE THAT the City of Delta intends to adopt the ‘Ladner Village Revitalization Tax Exemption Program Bylaw No. 8331’. This bylaw offers municipal property tax exemptions and municipal fee reductions for eligible projects located in the Ladner Village Economic Investment Incentive Zone, as shown on Schedule ‘A’ to Bylaw No. 8331. Goals and objectives of the Ladner Village Revitalization Tax Exemption Program: In Ladner Village, there is a continued need for measures to incentivize redevelopment. Since the adoption of Official Community Plan amendments for Ladner Village in 2021, there are increased height and density allowances that better enable redevelopment. However, at this time only one development has taken advantage of the incentives offered under the current South Delta Revitalization Tax Exemption Bylaw No. 7547. In 2020, the Ladner Village Renewal Advisory Committee recommended that the South Delta Revitalization Tax Exemption Program be amended or replaced to make a wider variety of developments in Ladner Village eligible for incentives. In response, a new Ladner Village-specific Revitalization Tax Exemption Bylaw is proposed to achieve a vibrant, sustainable and resilient downtown core. Projects involving an apartment, townhouse, mixed-use, or commercial development with a construction value of $2 million or more that are located within the Ladner Village Economic Investment Incentive Zone (Schedule A) will be eligible for the following incentives: i. ii. iii. iv.

Tax exemptions of up to three years will be offered to all apartment, townhouse, mixed-use, or commercial buildings with a construction value of $2 million or more; Tax exemptions of up to five years will be offered for developments involving exclusively purpose-built rental housing, secured by zoning or housing agreement and developments involving ownership units or a mix of housing types will be eligible for the three year tax exemption; Municipal fee reductions of 60%, including building and plumbing permit fees will be offered for eligible projects; Municipal fee reductions of 80% will be offered for developments involving exclusively purpose-built rental housing, secured by zoning or housing agreement.

In order to receive a tax exemption, the property owner must be in compliance with Bylaw No. 8331, must have entered into an agreement with Delta, and must be in receipt of a tax exemption certificate issued by the General Manager of Finance. The program is effective to October 31, 2028. This notice is for the purposes of Public Disclosure Only. It is not a tender call or an invitation to submit an offer.

Ladner sisters join protest against exports of live horses PHIL MELNYCHUK

They provide friendship and fun, solace and therapy, so two Delta sisters are asking, why does Canada allow horses to be airfreighted out of the country so they can end up on dinner plates in Asia? Pamela and Jacqueline Green are lifelong Ladner residents and on Saturday joined in singer, song writer Jann Arden’s campaign to stop the export of live horses that are being specifically bred and raised for human consumption. The horses are not old and ready for slaughter, but are young and healthy.

Arden has been campaigning to stop such exports. And while there’s currently a bill in Parliament that would ban live horse exports, it seems to be stalled. “That’s why we need to get more people on board,” Pamela said. She said the horses are shipped out of airports on the prairies as well as Vancouver. “We don’t know what happens to these horses … once they get to Japan,” Pamela said. “We have no idea what is happening with them.” Pamela said that some horses are sent in from the U.S., which bans live exports of horses, then shipped out from Canadian airports, but

According to the Canadian Horse Defence Coalition, citing

Agriculture and AgriFood Canada stats, 1,394 live horses were exported for slaughter in the first six months of this year, 20 more horses than from the same period last year. In 2022, a total of 2,579 live horses were exported, compared to 2,100 the year before. The horses bred for export are large draft horses. Draft horses, such as percherons, though have gentle demeanours. “They’re gorgeous,” said Pamela. “They’re just such lovely, lovely, gentle …. probably some of the gentlest and sweetest … of all the horses. They’ve learned to maybe trust a human and we’re turning on them and we’re putting them on

these planes and we’re doing this to them.” Horses are intuitive, she added. “They know that they’re going to their demise,” she said. The animals also help relieve physical and mental stress for people and are used for therapy. “They promote an overall feeling of wellness,” Pamela said. “I just don’t get why we’re doing this.” In 2018, the Coalition filed a lawsuit against the Minister of Agriculture and Agri-Food, for the way in which horses are transported to Japan. The coalition lost the first round, but has postponed an appeal because the government is moving towards a ban.

Ladner Business Association meets new Delta city manager SANDOR GYARMATI

Members of the Ladner Business Association had an opportunity to hear from the City of Delta’s new manager at the association’s weekly meeting last week. The Oct. 5 meeting at the Kee Cafe in the McKee House Seniors Recreation Centre was also a first chance for Donny van Dyk, recently hired by the city, to talk about his experiences as city manager for the City of Penticton, a position he held for the past five years, and what he hopes Delta can accomplish as changes and challenges lay ahead. Noting he is excited to be moving to Ladner, van Dyk remarked he is also looking forward to work for a mayor and council that are working together to try to achieve a common goal and a common vision. “I think there’s a great team at city hall and there’s a great team on council as well,” he said. Van Dyk said Penticton had also been going through

He later noted that Delta’s Official Community Plan will need to be refreshed, so that sustained growth does not have to come slowly project-by-project. LBA members got to ask questions including Mike Owen, a member of the Ladner Sediment Group, who wanted to know how Delta can address a series of issues including dike upgrades and dredging.

Owen also wanted to know how riverfront homeowners and businesses can get permits for dredging in a more timely manner. Van Dyk, who said he understands riparian issues well and that an area of Penticton had similar challenges, responded that the city will have an even more “aggressive effort to advocate” to not only the group of statutory decision makers but also “all the bosses up the chain.”

On hand for the meeting, Coun. Dylan Kruger agreed, saying the dredging issue has been an ongoing one for decades and it will be helpful to have fresh ideas and perspectives that van Dyk can bring. Architect and planner Brian Hart asked how can Delta expect to fulfill a housing mandate by the province to add 700 homes a year for the next five years, when the city has no capability to even process that

many requests and that finding enough builders will be a challenge. Van Dyk assured that the city is indeed capable. He also said during the question-and-answer session that the city needs to be more strategic in adding new infrastructure to meet its targets. Asked how the city can adapt to changes including an aging demographic, van Dyk responded that the city needs to embark on a more formal community engagement process when it comes to planning future growth and change, something that’s worked in Penticton. He added such a process of engagement could result in less adversarial responses to proposed projects. Previous to his role in Penticton, van Dyk, originally from Terrace, was at Enbridge where he worked in various roles in community and Indigenous relations, government affairs and finance. Before that, he served in the B.C. municipal public sector where he held the position of chief administrative officer for the District of New Hazelton.

Delta boosts price of fun and fitness GOT

The increasing cost of having fun and staying fit has one Tsawwassen resident wondering about the logic of Delta’s higher rec fees that kicked in this month. New fees for 2024 took effect Oct. 4, and will see increases across the board. Delta council gave final approval to the new fee schedule in August. But Bob Lait says the higher fees could discourage people from staying fit. “Everything is just skyrocketing, pricewise, as you know,” Lait said pointing out that a jumbo box of Cheerios now costs $11.99. Annual fees for seniors jumped from $450 to $540 a year in 2024, with another increase in 2025, raising the yearly seniors’ amount to $630, a 40-per -cent increase from 2023. Single-use tickets for adults are climbing from $5 in 2023 to $5.75 in 2024 and then up to $6.50 in 2025. The increases took effect Oct. 3. Single admissions for seniors, 60 to 74 years old, go from $3.75 set in 2022, to $4.50 in 2024 and $5.25 in 2025. Lait says he’s talked

Ladner Leisure Centre pool reopened Monday, Oct. 9, after repairs. to other seniors who say they’re going to be reducing their visits to Winskill Aquatic and Fitness Centre. To save money, he managed to buy a strip of 100 tickets before the increase took effect and will save $50 over the course of next year. The extra $90 for a yearly pass in 2024 for seniors is a 20-per-cent increase. “How do you justify a 20-per-cent increase and you don’t get anything more for that?” he asked, adding the amount is not onerous for him and that he’s just trying to speak for those who are finding the increases a tough adjustment.

A lot of people just don’t want to pay another 20 per cent, he added. And some people just can’t afford to buy lots of tickets in order to get discounted fees. “I would think that the physical and mental benefits of exercise to us seniors would be of greater importance to our city than a 20-per-cent increase. Please reconsider this increase,” Lait said in a letter. Delta Parks, Recreation and Culture general manager Trent Reid said the fees were based on current operating costs for the facilities and as part of an effort to return gradually to pre-pan-

demic rates. Increases for rentals or facility bookings were based on the 2022 Consumer Price Index, plus one per cent. Assuming usage remains the same as last year, the higher fees should bring in $200,000, which will spare having to use money from property taxes. So far, feedback on the higher fees has been minimal, said Reid, noting that user groups were notified and that there have been no comments since the new fees were approved in August. He received two inquiries about facility rental increases.

The indoor pool at the Ladner Leisure Centre reopened on Monday. Parks, Recreation and Culture Director Trent Reid told the Optimist last week that renovation work is in the final stages, however, work will continue on the exterior siding of the building for the remainder of this month. The city earlier this year announced that effective March 27, the aquatic centre at the leisure centre would be closed until October for mandatory roof repairs. The city had to accommodate user groups at other facilities. Delta city staff last year discovered an issue at the Ladner facility where an outside section of the swimming pool chamber roof, specifically the soffit, had detached from the building.

A report to council noted staff initiated an immediate assessment of the damage and potential causes for the failure The city hired a roofing contractor to remove the debris and temporarily secure the building envelope. Council would go on to approve a $4,561,906 construction contract to repair the upper floor envelope of the leisure centre’s natatorium space. The work would consist of exterior envelope replacement works, encompassing the upper level wall and glazing assemblies of the pool enclosure, a pressure plate barrel shaped roof as well as a number of separate membrane roof assembles. In addition, mechanical work, including the expansion of existing supply air ducting within the pool space and the introduction of UV water treatment systems, were to be included in the overall project scope.

Council OKs plan to kickstart CABINET REFINISHING building in Ladner Village CELEBRATING 30 YEARS REFINISHING CABINETS!

Delta council has given the OK to a new set of tax incentives intended to grow more development in Ladner Village. Third reading was given to a revitalization tax exemption bylaw at council’s Sept. 25 meeting. One of the incentives includes reducing the threshold value amount for any new condo, townhouse, or commercial building construction from a previous $5 million, down to $2 million, in order to qualify for an exemption from any increase in property taxes for three years. For any development that involves only pur-

pose-built rental housing, the exemption from tax increases is for five years. As well, builders will get a break in paying municipal fees, such as for building permits, with an 80-per-cent discount for projects that are exclusively purpose-built rental housing. The city also has other incentives to encourage building in Delta’s historic village such as sparing builders from having to make community amenity contributions which help pay for parks and rec facilities. Another measure could be a bylaw that reduces parking requirements for new buildings which are considered a “significant incentive to

development,” given the costs of including parking in a new building. An earlier report cited one proposal in Ladner Village, as an example of how the incentives would work. That project is a six-storey mixed-use building. Under the same incentives offered in a previous program, the developer would save $245,156 in taxes over three years. As well, there would be a savings of another $257,000 in municipal fees over that period. The report from Sept. 25 notes that while the exemptions reduce revenue for the city, they’ll be offset by more tax dollars that will result from future new development.

he province has announced the housing targets for the first 10 cities, one of which is Delta, that were selected a few months back as part of the Housing Supply Act. Delta has been ordered by the province to create 3,607 housing units within the next five years. Guidelines for these housing units include a recommended number by size (one, two, three-bedroom), of rental versus owned units, below-market rental units and units with on-site supports. These are ambitious targets. But some in our community don’t want any part of it. Letters to the editor have been negative and there’s push back against the province. There also is an ongoing theme amongst residents in North Delta that this council is somehow punishing those residents, while South Delta residents get a free pass. That is not the case. Council recently granted third reading to a project on Ladner Trunk Road on Sept. 26, and have several other South Delta housing applications on the books and/or getting ready to come to council for review. The province has ordered Delta to hit these housing targets. And if it doesn’t, then the province will step in. We are in a housing crisis. Housing needs to be built in all our communities. The bigger question we should all be asking and pushing the province on for more clarity is infrastructure. As Delta hits these housing targets, where is the money for the infrastructure to support all these new homes? Where are the transit improvements for both North and South Delta? Where are the rec facilities, pools, ice rinks and the like? It’s all fine and dandy for the province to have these aggressive targets for housing, but you need the infrastructure in place first, to support it.

Imagining what a new Town Centre Mall might look like

wo weeks ago, I attended Century Group’s public information session regarding the redevelopment of the Town Centre Mall. The open house-style meeting was well-attended and informative. The crowd on hand generally represented the demographic of Tsawwassen and was mostly of an over 50 group. The story boards were vibrant and the attendees were given the opportunity to select their favourite architectural styles, housing form and retail choices by placing stickers and stars on their preferred designs and retailers. I thought this was a clever way to garner public opinion on what the future of the Town Centre may look like. It was interesting to hear the commentary from the participants as they made their selections. The event had the feel of a mini public charette reminiscent of the

Southlands design charette all those many years ago. The Southlands community is thriving now and is continuing to be built out. Although the process was difficult and was a divisive issue, the ultimate compromises and collaboration between the City of Delta and Century Group have proven to create a beautiful community built around farming and food. This collaboration was ultimately rewarded with several major Georgie Awards earlier this year, a feat that Century

Group and the City of Delta should both be proud of. There is no reason to believe that teamwork could not replicate this success at the Town Centre Mall. It appeared to me that many in the crowd were downsizing candidates and although there were fewer younger people, there were several looking at what first-time home purchases may look like. I know there is broad interest amongst young people in the prospect of a revitalized town centre. In speaking with one interested potential young buyer recently, the height of any buildings on the site is of no consideration whatsoever. He and his peers are only interested in housing choice, period. Ida Tarbell, the writer and journalist who chronicled the Rockefeller family and Standard Oil famously said that, “Imagination is the key to the future. Without it, none exist - with it, all things are possible.”

Critical infrastructure needed before housing Editor: I find it absurd, even immoral, for the provincial government to impose (new) 3,607 housing units in the next five years on to the City of Delta. For the mayor and city council to support this is to ignore this city’s current lack of adequate medical care for the residents living here. Why aren’t our civic leaders, as, or more

vocal, about adding to the social services required for our current population? We only need to look at the problems in any number of U.S. cities which are dealing with increasing population, because of many factors, to realize that unless adequate medical care and social services precede population growth, they will never catch up. There are too many

people living here now without doctors. Residents here wait too long for medical procedures. Services for our elderly and vulnerable population take too long to materialize, if they do at all. Our representatives need to step up and own these issues. It is wrong to ignore these critical issues and just add housing. Rick Burdett

Housing directives are flawed Editor: Re: Delta ordered to create 3,607 housing units in the next five years Premier Eby’s housing directive demands that these be completed units, not just units approved by city council. It makes no allowance for factors beyond the city’s control, such as: the

effect of interest rates, the rising cost of building materials, availability of construction labour, the actual, not merely estimated, demand for different housing units. If the number of units completed doesn’t hit the target, what then? More heavy-handed directives?

It is possible to foresee the province ordering cities to reduce development cost charges. This will, of course, require substantial increases in property taxes. Premier Eby’s housing directive is badly flawed. We should tell him so. C. Campbell

Four Winds Brewing and the Runinn Delta hosted the annual third annual Winded 5km fun run and walk at the Southlands in August. More than 200 runners and walkers lined up for a perfect day of racing along the new Southlands Blvd and back to the Red Barn where refreshments and food were provided by Fourwinds Brewing and Newmans Fine Foods. “It was a great day for a race,” said Kevin Ridley of the Runinn. “We were glad to bring this race back after the pandemic and we were so lucky to have great sponsors.” The race route was made possible with the help of Christine Grange, Southlands Destination Manager. “We were so happy to have this event

at Southlands Tsawwassen in August,” said Grange. “Southlands Grange is all about supporting the local community and this event did just that.” Mark Schoeffel, senior investment advisor at iA Private Wealth (Tsawwassen) raised more than $4,000. “iA Private Wealth is committed to providing support to causes and organizations that focus on improving the quality of life for Canadians,” said Schoeffel. “As a parent and long-time resident of Tsawwassen, having worked in South Delta since,1996, I am proud to be a part of the group that organized this event.” Four Winds Co-owner Adam Mills shares, “Winded is all about celebrating community spirit, a balanced lifestyle, and raising money for admirable local charitable organizations. NewgreenforLadner Lawn Bowling Club Club thanks the City of Delta for their support The Ladner Lawn Bowling Club has a brand new bowling green thanks to a grant from the City of Delta. On Tuesday, Oct. 3, Mayor George Harvie joined club members to officially open the new green, which was recently replaced by the city. “I am pleased to see the completion of this important replacement project at the Ladner Lawn Bowling Club,” said Harvie. “I am proud to support projects that keep our vibrant community of all ages active. I look forward to the many additional years of lawn bowling this new bowling green will provide to club members and our community.” The club approached Delta council in 2021 seeking support for the lawn bowling green replacement. The previous greens were installed

in 2013 and had reached its end of life, making the replacement a necessary endeavour in order to ensure the continued use of the lawn bowling space. “This was all through a grant of assistance from the city,” said club president Garry Parenteau. “It has taken about three years from conception to completion as we worked through the details with the city. We are absolutely thrilled. We had reached a point where we couldn’t afford this project, so when we went to the city, they listened to our story and offered to help. This is amazing. We are super grateful to the City of Delta. This is good now for another 10 to 12 years.” While work was being done on replacing the green, club members took the opportunity to refresh their clubhouse with new paint and a fix-up.

The South Delta Meals on Wheels Society (MoW) has been serving the communities of Ladner and Tsawwassen since the early 1970’s, and 2023/24 continues to be a productive year of service for its volunteer board members and drivers. The overall year has been steady, with trained volunteer drivers delivering nutritious, ready to eat meals (for a reasonable cost) to those in the community who may not be able to prepare meals for themselves. Meals are prepared by the talented kitchen at KinVillage and

are delivered on an alternating daily schedule to clients in Tsawwassen and Ladner. MoW is potentially able to help anyone unable to prepare meals, it is not just a service for the elderly. MoW is able to work with clients to customize/personalize meals, a feature greatly appreciated by current clients. An informal check-in with clients is also enjoyed, as sometimes clients are isolated and enjoy seeing the friendly face of a volunteer driver. Do you care for a family member and are con-

cerned about their meal plans while you are away on vacation? MoW could assist you and help provide your loved one with meal continuity. Hybrid meeting technology enables Rotary clubs to increase awareness The $33,500 in funding will help the six clubs purchase OWL 3 hybrid meeting units Local community service and global humanitarian relief has been enhanced for the Rotary clubs in South Delta and Richmond thanks to federal funding. The $33,500 in funding will help the six clubs purchase OWL 3 hybrid meeting units to enable members to meet in person and involve speakers or other members online with a projector and screen at a meeting venue. The funding comes from the Government of Canada’s one-time $400 million post-COVID Community Services Recovery Fund, partly administered through Community Foundations of Canada and, in turn, the Richmond Community Foundation as announced recently.

The project is one of nearly 5,500 across Canada which the Community Services Recovery Fund has supported. “This OWL hybrid meeting technology could not have come at a better time,” said Peter Roaf, assistant governor for the four Rotary clubs in Richmond and two in South Delta. “For members who are tied up or travelling or who need more flexibility about when they can meet, we can bring them into our club and committee meetings as we work together on projects for our communities and our world. We can also use the OWLs to collaborate with other clubs.” Federal Minister of Families, Children and Social Development Jenna Sudds said commu-

nity service organizations are at the heart of communities like Richmond and South Delta.

She had been diagnosed with terminal

cancer about three weeks ago and was told she had only days or weeks to live. Her words to Ruth turned out to be prophetic. Heaven was closer than she thought. She is now reunited with Kevin. In my line of work, I

am often confronted with death when asked to officiate memorial services. Each time I get that call I am forced to think about heaven and eternity. Trying to wrap my head around either makes my head hurt. Our finite brains are not made to comprehend eternity, and yet there is something in our hearts that longs for it. “If there isn’t life after death how does my life on earth have meaning?” I grieve the loss of Kevin and Diane deeply. The Bible says, however, that I don’t need to grieve as if there is no hope. Because Jesus died and rose from the dead, he offers us a chance for eternity with Him and our loved ones. That gives our life on earth meaning.

Learning to recognize signs of a electrical problems in a home is a key component of home fire prevention. Dimming or flickering lights: Light fixtures do not typically draw a substantial amount of power, so dimming or flickering lights is not often indicative of an issue with a fixture. Dimming or flickering lights could indicate that the circuit the lights are on is overburdened, most likely by large appliances sharing the circuit with the lights. If dimming and flickering lights are a problem, homeowners can speak to an electrician about moving the fixtures to another circuit or installing a new line specifically for major appliances. Odours: Odour emanating from an outlet, fuse box or breaker panel should be reported to an electrician immediately. The odour, which some homeowners indicate smells like fish, could be a result of an overheated circuit. Odours can sometimes travel through HVAC systems as well, so homeowners should take note and call an electrician even if their outlets do not smell. A football-filled Sunday for South Delta Rams Last Sunday, the South Delta Rams football club hosted an action-packed day of football to celebrate Thanksgiving. From the youngest U8 tykes to the seasoned junior/bantam team, players displayed their football skills in front of a spirited home crowd. However, the day held special significance as tribute was paid to coach John Kidd, a beloved figure within the Rams family, and a dedicated coach of the junior/bantam team. Each game kicked off with heartfelt words and a moment of silence in his honor, accompanied

by newly introduced helmet decals bearing his initials. The games themselves were a showcase of teamwork and talent. The atom green and atom gold flag teams secured commanding wins, while the peewee team celebrated their first touchdown of the season. The junior/bantam team fought hard, earning a well-deserved victory. Looking ahead, the Rams are eagerly anticipating its Spring Flag season. Registration will open in late December. Delta Pacer volleyball standout helps Team BC reach podium at 16U Canada Cup MARK BOOTH

The Delta Pacers enter the upcoming high school senior boys volleyball season with plenty of promising talent including one player who significantly padded his resume over the summer. Simon Tate enjoyed a leading role with Team B.C. Red & Blue that produced a bronze medal at the 16U Canada Cup in Niagara Ont., back in July. B.C. swept Quebec to clinch its spot on the podium after being edged 3-2 by Saskatchewan in the semis.

Tate, a 6-foot-6 middle, became the first DSS player to wear provincial team colours in six years following an extensive evaluation process that culminated with a 48-player Volleyball B.C. High Performance Camp earlier this summer at Thompson River University in Kamloops. The week-long event concluded with the 14-player roster being named. Tate then spent another week practising with his new teammates before heading east. Two other DSS players, Jimmy Bryson and Sawyer Anderson, were also in contention to make the team.

“There was a lot of hard work that went into it. Obviously, every practice you are having to give 100 percent, just training with the best players in B.C. and you are getting really good coaching too,” said Tate. It was a significant achievement in a promising career that began to accelerate when Tate played club with Element Volleyball after his Grade 9 season at DSS. It was a smooth transition given Pacers volleyball coach and athletic director Andrew Robson also happens to be one of the Delta-based club’s founding coaches. “He told me at the time I should

Dolphins shine on provincial and national stage The Winskill Dolphins Swim Club wrapped up their 2022/23 competitive season strong with multiple medal performances at both provincials and nationals. Naomi Mynott won a total of 13 medals with three gold, eight silver, and two bronze across both events, placing second overall at provincials and fourth overall at nationals for her age group. Zach McLeod won a total 11 medals with five gold, four silver, and two bronze across both events, placing second overall at provincials and third at nationals for his age group. Kelly Qi and Abby McLeod also won silver

medals at provincials in the 400 individual medley and 1,500 free respectively with Abby achieving her first Canadian Trials time. The Dolphins sent 13 swimmers to provincials, including many swimmers qualifying for their first time, and placed 13th overall in B.C. Led by coach Judy Baker, a small, but mighty team of five swimmers, Mynott, the McLeods, Qi and Jeremy Slinn represented the club at Nationals and placed 13th out of over 250 teams in the junior category. This was an amazing performance against teams with much larger groups at the event.

In addition to the multiple medals from Mynott and Zach McLeod, Abby McLeod also achieved seven personal best times at the nationals. The McLeod’s, both recently names to Swimming Canada’s National Development team for their age group, also went on to swim in the Canadian Open Water Festival featuring both a three km and 10 km distance with the 10 km distance serving as a qualifying event for the 2024 World Aquatics Championships in Doha. Abby won gold in the 3km distance for the U15 category and Zach placed second in the U18 age group and sixth nationally in the 10km distance.

Fond memories linger every day, Remembrance keeps them near.

On September 19, we lost a beloved spouse, relative, and friend who contributed to our lives in his own special way. John fought a tough defense against an overwhelming opponent that doesn’t follow the rules. He ended this final game on his own terms and way before we were ready. John leaves behind his wife Jennifer, sister Jennifer (Syd), brother−in−law Rick (Sharon), nieces, nephews and many friends in Canada and England.

“Cheers to Joel!” He could never pass a craft brewery without giving its ware a try! Forever missed by family and friends.

John was a coach, friend and mentor to many young South Delta Rams football players, teaching them a game he truly loved. Tributes have been coming in, and the following is just one of them: Coach John was more than a coach. He was a mentor and friend to all of us. His dedication to our football club and the impact he had on our players was immense. Let’s honor Coach John’s legacy by supporting one another. Cheers, John. Hope your new local is to your liking! Will miss you always. Rest in peace. In his memory, donations may be made to South Delta Rams Football club (southdeltafootball@gmail.com) and the Canadian Cancer Society.

In Loving Memory of HUNTER, John (Jack) Thomas We are very sad to announce the passing of Jack Hunter. Dad passed away peacefully on October 1, 2023, in Delta, B.C. He is now reunited with Mom and their cat Benjii. Born in Winnipeg on February 7, 1931, Dad was an only child to John and Mary Hunter. Dad married Mom in 1953 and transferred several times until finally reaching the West Coast in 1968. Along the way, Scott (Tammie), Terri (Dave), Teddi, and Brent (Yumi) were born. Many of those years they lived in Richmond, then Ladner, and finally in Tsawwassen. Both Mom and Dad worked for ICBC with Dad retiring in 1992 after a heart attack, and Mom soon retired too. They enjoyed curling, bowling, boating, RVing, and for many years went south to Mesa, Arizona for the winter. Dad was an avid woodworker, teaching many their first woodworking project of making pens. But most important of all was family. Both Mom and Dad instilled in us a sense of respect, honour, and commitment within our lives and our family. We will continue to uphold these family values that were so important to both of them. Dad also leaves 9 grandchildren (Ryan, Jason, Gerard, Devon, Terra, Kyla, Ashley, Jacqueline, and Jenna), and 13 great grandchildren. There is no funeral, as per Dad’s request.

FROESE, Wesley Stuart May 23, 1967 - October 17, 2020 Not a day goes by that we don’t think of you and miss you. We see you everywhere we go and feel you with us each day. Our little brother Wes, loved his family dearly and his friends! Wesley enjoyed a variety of music. Two songs that come to our minds are The Moody Blues, “Nights in White Satin” and in church one day he announced his favourite song, “Holy Holy Holy”. He was an avid bike rider and took many bike trips, camping along the way in the great outdoors. Hunting with Dad was also his passion. We know we will see you again as we are comforted knowing you are forever with the Lord. Joshua 1:9 Have I not commanded you? Be strong and courageous. Do not be afraid; do not be discouraged, for the Lord your God will be with you wherever you go.

In Loving Memory of BROWNE, Randy February 16, 1953 - October 4, 2023 Randy Browne (70) passed away peacefully on October 4, 2023 with his family by his side. More than anything Randy loved Bass fishing and the Canucks. He stayed true to his team no matter what! Randy also enjoyed watching the B.C. Lions, a cold beer and of course music (which should be played loud ). He was most content in his little boat cruising down the Fraser River. Predeceased by his stepson Regan. Survived by this wife of 43 years, Dora, his son, Rylan, and, in Australia, his brother Wayne, sister-in-law Ann, nieces Elizabeth and Rebecca and nephew, Greg. RITCHIE, Dudley FRY, Grace Hazel May 23, 1935 - August 1, 2023 Grace passed away peacefully in her home after living for several years with the debilitating aftereffects of stroke and surgery. Determined and brave, she fought to retain as much of her independence as possible with the help of neighbours, friends and family whom she dearly appreciated and loved. Born in Corbridge, Northumberland, England, and growing up during the Second World War, life was challenging. However, in her teens, always social, Grace joined and thrived in the Girls Training Corps, the local Theatrical Society where she painted the sets, and the Young Farmers Club. In 1953, at the age of 18, she started work at Barclays Bank in Hexham, Northumberland and at her request was transferred 6 years later to a Barclays branch in central London where she remained in banking for a further 6 years. After leaving banking she joined British European Airways which led to her emigrating 2 years later to Canada in August 1967, and eventually settling in her beloved Beach Grove in 1980. Her main hobby away from work on weekends and holidays was with the Women’s Royal Naval Volunteer Reserve (the Wrens), serving a total of 6 years on a number of vessels in Northumberland 1956-59 and in London 1959-62, where she had many happy times and adventures. A world traveller, Grace loved working for the airline industry and spent years with Japan Airlines, Canadian Airlines and Air Canada where she made life-long friends. She led a fully-occupied retirement, travelling the world, arranging and driving ex-wartime Wrens to monthly luncheons, walking the dyke in Beach Grove, entertaining, attending Bard On The Beach, and, being a talented artist, painting. Grace loved nature, was fascinated with modern architecture and had an enquiring mind until her passing. Thank you to Delta Stroke Recovery Society for the happy times Grace had with you prior to Covid, to Delta Assist, to Dr. Sarah Hood for her encouragement, and to friends and neighbours. Grace is survived by her brother Wilfred, sister-inlaw Margreth, nieces and nephews. A gathering will be held in celebration of Grace’s life on Tuesday, October 24th at 12 noon at the King residence, 214 66 Street, Delta, BC (Boundary Bay, Tsawwassen).

It is with sadness, but great appreciation for a life well-lived, that we announce the death of our dear father, grandfather, and great-grandfather Dudley Ritchie. Dad was born in Montreal, Quebec, on All Saints Day, November 1, 1927 and died in Ladner, BC, on September 25, 2023 at the ripe old age of 95. Dad’s career as an Anglican priest was immensely fulfilling for him. As a young lad, he left Quebec and moved alone, out West to work at lumber camps on BC’s coast before attending The Anglican School of Theology on the UBC campus. Dad was ordained a priest in 1953 and as the new Rector of St. George’s Church in Rossland, BC, he was invited to a Christmas party where he met and fell in love with a very attractive young lady in a white knitted dress whose name was Shirley. Six months later they were married in the same church. Dad and Mom had 61 years of wedded bliss before Mom died in 2015. Dad’s career took him from churches to jail to businesses and back to churches. In his spare time, he made significant contributions to the fabric of church communities, volunteer organizations, an investment club, a woodworking club and his very popular Bible study group which he led until two weeks before his death.

Love’s greatest gift is remembrance

Another life-long priority for Dad was keeping his body and mind fit. Even at 95 he was golfing twice a week, swimming twice a week, going for daily walks, doing his own shopping, cooking and gardening, and reading the Globe and Mail cover to cover. After Mom died, Dad was blessed with the friendship of Liz Macdonald. He was grateful for all the travel experiences they shared together. Dad is survived by his eldest daughter, Melanie (Bill); son Mark (Martha); and daughter, Cynthia (Fritz); seven grandchildren William, Elizabeth, Victoria, Christopher, Michael, Stefan and Tristan; and three great-grandchildren Alexandra, James and Emma. A memorial service for the wonderful life of a remarkable man will be held at 2:00 pm on Saturday, October 28, 2023 at All Saints Anglican Church, 4755 Arthur Drive, Ladner, BC.
