Despite the challenging times that have transpired post COVID, our community continues to support the healthcare needs of Delta in an unprecedented way. Delta Hospital and Community Health Foundation (DHCH Foundation) had a record year in 2022/23 as we raised over $10M in support of current equipment needs and future growth of our campus. Our major giving program had its most successful year ever. We received several substantial gifts earmarked for future capital projects that will further enhance services at the Delta Hospital Campus of Care. The impact of donor support is transforming healthcare services in Delta.

Residents are urged to protect themselves as respiratory virus activity will be heightened this fall and winter. The Delta Division of Family Practice, along with the City of Delta, pharmacists, physicians and Public Health, will hold flu vaccination clinics for residents of Ladner and Tsawwassen at the Harris Barn (4140 Arthur Dr., Ladner) on Thursday, Oct. 26 and Saturday, Oct. 28. The clinics take place from noon to 6 p.m. Dr. Tiara Rodriguez Nunez, who practises in Ladner, told the Optimist a flu shot is especially important as COVID19 variants are also around, increasing the severity of illness if someone catches both. It can be especially dangerous for the young and the elderly. “If you can prevent getting the flu in the first place, the vaccine is one of the best ways to prevent it, as well as good

hand hygiene, because the flu virus is transmitted through droplets. “In the fall, we always worry about this and even in pre-Covid, we saw a surge in flu cases, especially with vulnerable people like toddlers and babies,” she said. “Then for the elderly, especially if they have underlining conditions, we worry about them as well, especially when they get dehydrated. The people in between, we’d like them to get vaccinated as well so they don’t transmit to these vulnerable populations.” It is recommended that children under nine years, especially those under two years, who have never received the flu vaccine, should have two doses this season. The upcoming vaccination clinics are for the flu only, but it is highly recommended people also book an appointment for COVID19, when available. After Brenda passed away in January 2008, George wished to acknowledge the outstanding care that Brenda had received by Delta Hospital making a gift in memory of his beloved wife. In 2015, George learned about the Diagnostic Services Campaign that the Foundation had just launched. This campaign funded the new Peter C. and Elizabeth Toigo Diagnostic Services Building which enhanced and improved both the laboratory and medical imaging departments at Delta Hospital. He was incredibly proud to be able to assist the Foundation to reach their goal of raising $7.5M toward the project by pledging his support through a generous gift to the campaign. The Foundation team continued to get to know George over the years and thoroughly enjoyed learning about his and Brenda’s happier times, especially the memories he shared of their weekend home on Pender Island. Sadly, George passed away in 2023 and the Foundation lost a very special friend. However, his and Brenda’s legacy will live on through a bequest George made in his will to DHCH Foundation. George truly touched the hearts of all those at the Foundation and will not be forgotten. Delta has largest increase in homeless in the region SANDOR GYARMATI

It’s the biggest increase in the region and likely an undercount of the true picture of homelessness in the City of Delta. According to a report released last week by the Homelessness Services Association of BC, a point-intime count by volunteers earlier this year found 4,821 people in Metro Vancouver identified as being without a home, a 32per-cent increase over the last regional count in March 2020. The latest count, conducted on the evening of March 7 and throughout the day on March 8, also found that 1,461 of the people counted in 11 cities during the 24-hour period were considered unsheltered. While Vancouver and Surrey had the most homeless, the nine other cities all saw increases in homelessness. The biggest increase by percentage was the City of Delta, where the number of people found to be experiencing homelessness went up 159 per

cent from the 2020 count, from 17 to 44 individuals. The number of unsheltered individuals in Delta increased from nine to 27. At a presentation to Delta council earlier this year, the HSABC’s Jonquil Hallgate noted that the counts do not give a full picture of the extent of homelessness. She said the 2020 count was likely a “vast undercount “and that the common practice is to multiply the number of people surveyed on count day by three or four to get a more accurate picture how many are unhoused, adding the numbers also don’t reflect those who don’t want to engage in the survey. A Delta staff report also noted that counts generally underestimate the number of homeless people, since they do not include the “hidden homeless” including people who are couch-surfing and others who are precariously housed. The city’s Poverty Needs Assessment and Action Plan notes that, at a glance, homelessness does not appear to

The count included unsheltered people who were sleeping outside in makeshift shelters or tents, vacant buildings, vehicles or staying informally with others. Sheltered people are those staying at shelters, transition houses, safe houses or who were in hospitals or police holding cells. be a major issue for Delta. However, hidden homelessness is common in commu-

nities that are more affluent, such as those who may not appear or consider themselves

homeless, but could be couch surfing or constantly in transition. Also, according to that report, research indicates that the point-in-time homeless counts have a margin for error, and that the actual number of homeless in Delta in 2020 could have been closer to 60 people. The report notes that nonmarket housing in Delta, including shelters, transition housing and special needs, is subsidized by the government and delivered through many non-profit agencies, such as Delta Community Living Society, Community Living BC, Canadian Mental Health Agency and others. BC Housing provided 1,013 housing support units in 2019, and anecdotally more than 400 individuals are supported through non-profit run options. Additionally, the Metro Vancouver Housing Corporation provides 89 units in two developments in Ladner for low-income families and seniors.

The City of Delta has been given a new housing target, but now comes the part of determining how parking can be accommodated. The city recently issued a request for proposals for a consultant to study off-street parking in multi-unit residential and mixed-use buildings, as well as limited on-street parking where deemed necessary, to help inform potential changes to parking requirements for new builds. “Delta is currently working on a number of initiatives to increase the development of diverse housing across the city. The outcomes of this parking study would be an important input into

parking rate adjustments and other potential measures to accelerate the delivery of housing supply,” the request for proposals explains. The city’s current off-street requirements include, secondary suites and coach houses providing one space each, and townhouses providing two spaces. Along Scott Road, parking requirements are already reduced by 20 per cent for multi-unit residential and mixeduse buildings with three

or more units, while other parking reductions are considered on a caseby-case basis. The data collection is to include on-street parking within a 200metre walking radius surrounding each building to account for situations where on-street parking is more convenient or is used to accommodate overflow. The city notes the study is the first of what may be a multi-phased project. The City of Delta recently received its growth target from the Ministry of Housing detailing the community’s need for 3,607 units over five years. The province has also provided a guideline to encourage a mix of housing.

The month-over-month price gains seen earlier this year cooled off in the Metro Vancouver housing market due to a seasonal decline in sales and a modest increase in inventory levels. That’s according to the September 2023 market report by the Real Estate Board of Greater Vancouver (REBGV), which notes residential home sales in the region saw a 13.2-per-cent increase from the sales recorded in September 2022, but still 26.3 per cent below the 10-year seasonal average. “A key dynamic that we’ve been watching this year has been the reluctance of some homeowners to list their homes given that mortgage rates are the highest they’ve been in over 10 years,” said Andrew Lis, REBGV’s Director of Economics and Data Analytics, in a news release. Newly listed detached, attached and apartment properties for sale on the Multiple Listing Service this September saw a 28.4 per cent increase compared to the homes listed in September 2022.

The number was also 5.2 per cent above the 10-year seasonal average. The total number of homes listed for sale was 9.2 per cent higher compared to September 2022. According to the REBGV, the benchmark price for a single-detached house in Ladner this September was $1,441,400, almost unchanged from the previous month, while up 6.9 per cent compared to September 2022. The benchmark for a house in Tsawwassen last month was $1,594,500, up three per cent from the previous month, while up 3.3 per cent compared to September 2022. The benchmark price this September for a condo in Ladner and Tsawwassen was $736,400 and $709,600 respectively. Both benchmarks were also up in the four per cent range compared to September 2022. The benchmark price last month for a townhouse in Ladner was $1,008,200, almost 13 per cent higher compared to September 2022, while the benchmark price in Tsawwassen last month was $1,028,300, just over nine per cent higher form the same time last year.

The City of Delta is reviewing a revised proposal for a ninth cannabis retail store. An application to open a dispensary in an industrial area in a unit at 7550 River Rd. was to go to a public hearing earlier this year, but was put on hold at the request of the applicant. Called 4Twenty Cannabis, the dispensary would have included an 807-square-foot retail storefront and 1,206-square-foot warehouse on the main floor with an 807-square-foot office located within the existing mezzanine. The business was proposed to be open to the

public seven days a week from 10 a.m. to 8 p.m. The application was recently reactivated with a new location proposed. According to the planning department, the new location would be at 7389 River Rd. The revised application is under review and a notification letter will be mailed out to properties near the new site. The regulation of nonmedical cannabis retail stores is overseen by the province’s Liquor and Cannabis Regulation Branch through the issuance of licences. The dispensing of cannabis for medical purposes continues to be regulated by the federal government. The provincial government regulates

and enforces operational aspects including safe and responsible service, store security requirements, promotion and marketing and the distribution of cannabis products to non-medical cannabis retail stores. A proposal must also be supported by the host local government. Dispensaries had been prohibited across Delta, except where approved by council on a case-bycase basis. Eight other cannabis dispensaries have been given approval. Last year, council agreed to impose a moratorium on accepting and any further applications beyond the nine. Richmond and Surrey continue to prohibit dispensaries.

New use for biomass tested at Annacis Island sewage plant SANDOR GYARMATI

A demonstration-scale project for a new use of biomass will be constructed at the Annacis Island Wastewater Treatment Plant in Delta. Metro Vancouver’s Liquid Waste Committee recently endorsed a staff recommendation to approve contract awards of the second and third phases of a new hydrothermal processing demonstration plant, which is to produce low-carbon transportation fuels from wastewater biomass while offering environmental and economic benefits to wastewater treatment. The regional district wants to evaluate the emerging technology before recommending a subsequent scale-up for permanent implementation. Hydrothermal processing converts biomass into biocrude that is then refined into low-carbon transportation fuels. “This emerging technology could revolutionize wastewater treatment by

replacing traditional solids management with an alternative that incurs lower costs, has a smaller footprint, reduces lifecycle greenhouse gas emissions, alleviates the pressures of managing increasing biosolids quantities, and destroys compounds of environmental concern,” a report to the committee notes. Last year, the regional district awarded a contract for a progressive design-build to Merrick Canada. The initial award amount was $1.64 million for Phase 1, the detailed design phase. The contract contained provisions to award Phase 2, fabrication, delivery and commissioning, and Phase 3, operational support and post construction services. esidents in this community are angry – and justifiably so.

Over the past few weeks, my inbox and voice mail have been filled with messages from residents fed up over the traffic nightmare that is the Massey Tunnel and the lack of viable transit options. One resident, copied his email to all three levels of government – Delta council, MP Carla Qualtrough and Delta South MLA Ian Paton – asking, no check that, begging for a solution to the traffic woes that he and fellow residents have been facing. This resident said that is it ludicrous that the overpass, damaged when a commercial truck smashed into it in July, will not be fixed until well into next year. He also states, that in the 21 years he has lived in South Delta, his commute by bus and train has never been worse because of the overpass detours and the Massey Tunnel traffic bottlenecks. Another resident suggested, via a phone call, that the Optimist should deploy a drone over the Massey Tunnel and post daily video footage of the traffic chaos. Well, we won’t be doing that, but I get his point. I spoke with another resident and heard her frustrations with transit. She is a senior and on a tight budget. TransLink is not offering her the service she needs to get to important medical appointments outside of this community. The fares that she is paying have skyrocketed and she doesn’t know where to turn for answers. There is a housing crisis going on, which is a top priority for the province, but transit and infrastructure like the Massey Tunnel and the overpass should be a priority as well.

For me, it was the final straw

spent a little time in the U.S. recently, and when we went out for dinner one evening, I saw something I hadn’t seen for a long time. I was shocked. I couldn’t believe it. I didn’t know what to do … It was a plastic straw. Apparently, there are still many jurisdictions that haven’t banned them. For the most part, they are still pretty common. We spent years doing all we could to reduce the cutting of trees, but it seems paper is the better alternative now. Trees are renewable, but plastic straws don’t grow on, well, trees. But can’t plastic be recycled? I did a little digging – it seems that an article about plastic straws (and plastic bags and can holders for that matter) causing distress and death of marine mammals, motivated governments to

ban them. Paper versions break down before they make it to the ocean. But now, research is showing that ‘forever chemicals’ are required to make the straw strong enough to be able to drink through it. I remember, a long time ago, trying to suck a milkshake through a flimsy paper straw, which promptly proceeded to collapse on itself. The new version holds up a lot better, but it sounds like if

I use them too much, I’ll start glowing in the dark. Instead of using the straw, I opted for a radical solution – I drank from the glass. Sure, the ice got in the way a bit, but it’s a small price to pay for the good of the environment. And I didn’t get freezer-brain either. Costco has abandoned straws altogether, with the little plastic lid that flips up. Just like a Tim’s coffee. Starbucks just has a little hole, so you only get a sip and not burn yourself. If they can solve it, so can I. So, for me, that was my final straw. Harvest Festival fantastic Editor: I would like to congratulate Barnside Brewery for the fantastic Barnside Harvest Festival. What an amazing event, three days of music, vendors and side shows. Thank you to anyone who helped organize it and the local businesses that supported it.

The event had such great appeal that even our adult children deemed it cool to attend. It was so good to walk to an event that had so much going on. I would also like to thank all the organizers and supporters of the recent wine and art walk in the Village last week. A real pleasure to walk

Trees, trail need some help Editor: We have discovered a wonderful story of local resident, Blake Willson, a retiree, who, for the past eight years, has been volunteering his time landscaping the Park Bluff, next to the Beach Trail stairs. Willson, a plant specialist from UBC, has kept a meticulous database of the plants for the

Bluff and future reference. He has put in hundreds of hours improving and cultivating the slope. He and a group of volunteers have done all of this in preparation for the planting of about 650 plants, shrubs and trees donated by Tree Canada over the next month. These events are made possible through the support of the City

New Requirements for Metro Vancouver’s Non-Road Diesel Emissions Bylaw 1329 Metro Vancouver’s Non-Road Diesel Emission Regulation Bylaw 1329 was amended in October 2021. Some of the important changes that may impact your non-road diesel fleet are highlighted below.

Tier 2, 3, and 4 Registration You can now enter your Tier 2, 3, and 4 non-road diesel engines through Metro Vancouver’s online registration system. Registration, operating periods, and machine labels are required for: • Tier 2 engines as of January 1, 2023 • Tier 3 engines starting January 1, 2024 • Tier 4 engines starting January 1, 2029

Surcharged Engines Previously unregistered (prohibited) Tier 0 and 1 engines are eligible for registration. These engines will be able to operate within Metro Vancouver with an additional 300% operating period fee surcharge.

Delta OKs four-year funding for fields and waterfowl PHIL MELNYCHUK

Council has OK’d a $50,000 contribution to the Delta Farmland and Wildlife Trust so that the group can continue protecting farmland and wildlife. Delta politicians approved a recommendation to provide the funding each year, for the next four years, at its Sept. 25 meeting. The support follows a previous four-year period in which the wildlife trust received the same yearly amount. In the most recent 2022-23 fiscal period, the $50,000 helped pay for programs that set aside areas for grassland, protected soil by planting winter cover crops, and helped farmers deal with the effects of waterfowl grazing during the winter. During this year’s Day at the Farm on Westham Island, also hosted by the trust, about 5,500 people attended, which was a new record. Combined with funding from other sources, the trust was able to set aside temporarily 388 acres for grassland and about 4,000 acres

Area for grassland program in 2022. for winter cover crops and 581 acres for forage enhancement. The Grassland Setaside Stewardship Program improves soils and provides wildlife habitat by temporarily removing fields from production and seeding them with grass or legumes, and then allowing the fields to rest from between one and four years. Two benefits then result, improved soil for farming and more wildlife habitat. Farmers are paid $400 for each acre in the program, although that was increased in 2023-2024 to $500 an acre. The Winter Cover Crop Program entails planting bare fields with crops

that protect the soil from winter rains and wind. Such crops also enhance rainwater infiltration into the soil rather than draining into ditches. Coun. Alicia Guichon said the wildlife trust is a unique program in the Lower Mainland. “It’s hugely important and getting more important, the work that they’re doing to help with conservation efforts, wildlife, in tandem with our farmers,” she said. Coun. Rod Binder added that at the UBCM recently, an Abbotsford city councillor spoke to him about the program. “We’re a bit of the envy of the other farming communities, so I think, well done,” he said.

The City of Delta has issued a request for proposals for an experienced and certified firm to supply and install 390 trees and 216 shrubs at various locations in the municipality this fall. The trees and shrubs of various types and sizes will have to be watered and maintained by the successful proponent for a full year from installation. The city in its request for proposals notes its preference is that its plans be followed exactly, however, given the nature of tree supply, proposals are permitted, with preference given to those that most closely reflect the city’s vision. The trees and shrubs were carefully chosen for their size, height, hardiness and aesthetic value. In some cases, the trees are being planted adjacent to overhead lines, so siting is a key consideration, the city notes. City council this summer endorsed an engineering department recommendation to give away 500 suitable trees to residents this year. The trees will be delivered to people’s homes with

To ensure the trees are not later resold, the city will collect a deposit on each tree, then return that once the tree has been planted. The program is similar to a program earlier this year when the city offered 100 free trees under its Urban Forest Strategy. Approved by council a couple of years ago, the strategy identifies a short- to medium-term plan (2020-2030) for “achieving a robust and sustainable urban forest in Delta.” The strategy, part of a package of tree enhance-

ment and protection measures, lays out an action plan with specific targets to increase the number of trees in urban areas and along major roadways. “The proposed actions in this strategy represent a significant increase in tree planting in the City. The number of specimen trees planted annually is expected to triple compared to current planting efforts,” the strategy document explains. A tree provision program for private property owners would see about 1,000 trees provided annually by the city to residents at an estimated annual cost of $75,000.

Delta council is going to make it a rougher ride for speed demons in school zones once more speed bumps and raised crosswalks are installed on nearby roads. Politicians approved a school-zone traffic calming plan aimed at increasing driver awareness and compliance to the 30 kilometre-perhour speed limit, at its Sept. 25 meeting. The program originates out of Delta’s Vision Zero Strategy from 2020 which is focused on reducing traffic fatalities, serious collisions, improving connections

to schools and helping seniors and vulnerable road users. “I’m particularly happy to see this as my former role as a school trustee,” said Coun. Daniel Boisvert, chair of the transportation advisory committee. Even at the meeting that night, many people spoke about safety around schools and this is a project that will enhance that, he added. Coun. Dylan Kruger said traffic safety measures have to be based on data and on where the most accidents and injuries are happening and starting at school zones is important. “It is critical that we

protect school zones and keep them as safe routes to school for kids walking or biking,” Kruger added later. ”If parents feel safe letting their kids walk to school, that means less cars on the road, which only enhances road safety.” Staff have reviewed all school zones in Delta and found that there are traffic-calming measures such as raised crosswalks, speed bumps, or both, at nine elementaries. However, to increase safety further, speed bumps, raised crosswalks and driver feedback signs are being proposed for 19 other schools. The cost will ring in at about $200,000.

The front yard on 10A Avenue in Tsawwassen was a busy place Wednesday as efforts continued to complete a big Halloween display. Friends and family were helping out trying to put the finishing touches to the project, but it was missing one person who was the driving force behind it. Kelly MacPherson, 58, who loved handicrafts, died Oct. 10 after a fiveyear battle with cancer. She, along with her sister Jodi, for the past four years have been decorating their home for Christmas, Valentine’s Day, Easter and Mother’s Day. This year, for the first time, they started a Halloween display. “She wanted it done before she passed,” said sister Jodi MacPherson. We had everything done except the horse, she added. Jodi added she’s not a craftsperson but helped with the displays to help make her sister happy. One weekend, about 25 people were working in the yard. “She loved to do crafts and she loved to put it on display for people to see and enjoy,” said her aunt Kerry Bibbs. The display uses mostly recycled materials to make the spooky effects. Kelly, who made beautiful front-yard display for Mother’s Day, was helping right up until about three days before she died. She made the tin man, Frankenstein, as well as the witches, that are some of the highlights of the display.

“She just didn’t want to quit. When she had some energy, that’s what she’d put her focus into,” Bibbs said. But Kelly knew she didn’t have much time, which is why they started on the display so early. The project also gets support from the neighbours who sometimes drop off items that could be turned into works of art for the display. Kelly worked several years with BC Ferries and also used to be a flag person. “She had a big smile and an infectious laugh,” said Bibbs. Kelly’s daughter Shaylene, her mom Pat, and four siblings, Tara, Michelle, Michael and Jodi, and nephews, Matt and Brodie, all helped out with the display.

Delta Music Makers invite you to a 40-year celebration The well-known concert band, that started in humble beginnings in 1983, the Delta Music Makers Community Band, has not only performed more than 250 concerts in Delta, but also, has travelled the world. Audiences will be thrilled with many different genres of music: Broadway show-stoppers, exciting music from the movies, up-tempo concert marches, sophisticated solo features, stimulating ballads and folk music, plus fullband features that will knock your socks off! Fright Fest returns to the North Delta Rec Centre on Tuesday, Oct. 24 from 4 to 8 p.m. and Thursday, Oct. 26 from 4-8 p.m. at the Ladner Community Centre. At both events, there will be various food trucks, marshmallow roasting, a haunted house, digital photo booth, face painting, Halloween crafts and a spooky story time. On Thursday, Oct. 26 from 6:30 to 8:30 p.m. enjoy Scooby-Doo 2: Monsters Unleashed at the North Delta Centre for the Arts. Admission is $5 and includes a bag of popcorn.

In South Delta, on Oct. 26 from 6 to 8 p.m. at the Discovery Centre, sign up for tarot card reading. Tap into your mystical energy and allow the cards to help answer a burning question that you may have. Each session is 20 minutes. Here are the five most important points in creating a good ad:

Flu & Covid shot season has started and all BC residents are eligible for a free shot. Booking is done online through “Get Vaccinated BC” or call 1-833-838-2323 to book your appointment. The “high dose” flu shot is available in some locations but is NOT free for seniors. The reason for this is there is NO difference in protection rates between the regular flu shots and the “high dose” shot in those over 65 not living in a care home. ark Pinckard just keeps breaking

records. The Boundary Bay masters track and field athlete brought together a team of runners from across the country to break the men’s 60, 4x800m world record at the Canadian Masters Track and Field Championships this past summer in Langley. The previous record was held by a team from Australia in a time of 9:29.53. Pinckard and his teammates Chris Deighan, David Guss and Greg Athayde ran 9:16.90. Over the past few years, Pinckard shattered a 19-year-old Canadian record in the 800m at the B.C. Masters Outdoor Track and Field Championships at Bear Creek Park. The former record belonged to renowned B.C. Athletics Hall of Fame member Harold

chance of beating that time,” Pinckard recalled. “So in conjunction with the meet, I called guys from across Canada that I knew from competing and from the running community and David, Greg and Chris jumped on board.”

He plans to rehab and rest some injuries this fall and will begin training in January. ANTONSEN, David Todd May 9, 1972 - October 6, 2023 It is with great sadness we announce the passing of David Antonsen on October 6th, after a long battle with Hodgkins Lymphoma. David loved Tsawwassen and lived here for most of his life. He worked in construction for many years running his own company White Knight Stucco. He retired from the construction business and opened, with the love of his life, Janae, Twisted Scissors Hair Studio. He especially enjoyed spending time with Janae, his daughter Hailley and his two Pomeranians. Best known to his friends as “Whitey”, Dave’s smile could light up any room and we will miss him. David is survived by his loving wife, Janae, precious daughter Hailley, his parents Ed and Delores Antonsen, brother John (Connie) and family, sister Sonja Byers (Murray) and family, Janae’s mom Cindy Whitman and family, her dad Rod Whitman (Glynis), and many friends and relatives. “Don’t cry because it’s over, Smile because it happened” We would like to thank all the medical persons that provided care for David all these years, especially the B.C. Cancer Agency and the BMT Unit at VGH. Any donations in his memory can be sent to the BC Cancer Foundation or the Leukemia Lymphoma Society. A Celebration of Life will be held on October 29th from 1:00 -3:00pm at Beach Grove Golf Club, 5946 12 Ave, Delta.

MITCHELL, Garth July 21, 1943 − October 7, 2023 It is with great sadness that we announce the recent passing of Garth at the age of 80. He passed peacefully on October 7th with his family by his side. He is survived by his wife of 57 years, Maureen; son Robert; daughter Laura; son−in−law Kevin; granddaughters Haley, Emma and Alison; and brother Terry (Colleen). After graduating from the University of Manitoba, Garth spent the next 9 years serving with the Royal Canadian Navy. It was there that his values, work ethic, and decision−making skills developed to successfully prepare him for his 35−year career as a president and CEO of many major Canadian retail companies. From 2000 − 2002, he was chairman of the Retail Council of Canada, and in 2003, he was awarded with the Retail Hall of Fame Award. His exuberance for life was contagious. He was a man with a strong moral compass, a respected leader and mentor to all family and friends. His thoughtful guidance, generosity of time and resources and his wonderful sense of humour are traits that will never be forgotten. Golfing with his buddies brought so much enjoyment to his week, but his happiest moments were when he was spending time with his beloved family. Heartfelt thanks to the wonderful nurses, Tess, Susie, Jenny, and Hanna, at Jim Pattison Outpatient Care Centre. He was so grateful for the kindness, care and gentleness that he received from you all. Honouring Garth’s wishes, there will be no funeral nor memorial. The family will have a private celebration of life at a later date. In Garth’s memory, please consider giving blood or making a monetary donation to Canadian Blood Services.

Nicky passed away peacefully at Delta Hospital on Wednesday 11th, October. She had been ill for much of 2023. Nicky was born outside London in May, 1942, the first-born daughter of Bob and Iris Stowell. To keep his family safe, Bob moved them to Helmdon in Northants. The family moved to Bromley, Kent, soon after the war. Nicky’s sister Julie was born in 1947. In 1964, after completing her training as a physiotherapist, Nicky moved to Sydney, Australia, where she lived and worked for two years. Returning to London in the late 1960s, she secured a senior position at Barts Hospital. In 1975, she was on the move again, this time to Vancouver. She worked at VGH and then with the Home Care division at the South Health Unit in Vancouver. She met her husband Cliff at a Toastmasters convention in 1984. They were married eighteen months later during the first week of Expo 86. Nicky was a skilled toastmaster, a voracious reader and a keen gardener. She loved sacred music and was a member of many choirs through her adult life. Possessed of a great sense of humour, she was an entertaining storyteller. Nicky was a great travelling companion. She and Cliff enjoyed trips to Thailand, Kenya, Jamaica, Australia as well as an annual holiday to the UK. Nicky was predeceased by her father Bob, her mother Iris and her brother-in-law Mike Taylor. She is survived by her husband Cliff Caprani and her sister Julie Taylor. She will be greatly missed by those who knew and loved her. A Celebration of Nicky’s life will be held at St. Anne’s Anglican Church in Steveston, 4071 Francis Road, Richmond, BC. on Saturday, 25th November at 2:30 sharp. It will be live-streamed for those who cannot be there in person. This will be a joyful event: no sombre attire, please. In lieu of flowers, please make a donation in Nicky’s name to the Delta Hospital Foundation.

Jean leaves behind her children, Cheryl, Trevor (Anita), Jeff (Cheryl) and Laura (Jeff). She will also be dearly missed by her grandchildren, Angus, Emily, Nathaniel and Sarah. Jean was always the person to offer an opinion, stop and smell the roses or just talk to people to see what they were doing. That sense of curiosity continued until her passing. We wish all those who knew Jean to remember her fondly for her interest in the world around her. We will miss our mother and grandmother.

We often said Verna set the bar for us to reach the lofty goals she set for herself, but sometimes laughed that we weren’t sure it was possible. Her kindness, sense of humour, wisdom, and the genuine love she had for her people, were legendary. The family home was a gathering place where everyone was welcome and the coffee pot always full. Those of us left behind to honour her are her three kids, Brian, Sharon, and Donna, as well as seven grandkids and seven great grandkids. Her husband Ken passed in 2014.

Jean loved being around horses in her childhood and even rode a horse to school. After moving to BC, returning to the farm to visit family was always a favourite pastime. After the kids were grown, Jean studied to become a nurse at Douglas College. Aside from being the valedictorian at her graduation, Jean was proud to work during the opening years of Eagle Ridge Hospital in Port Moody. After raising their family, and a career as a nurse in Port Moody, Jean (and Bill, previously deceased) retired to the Sunshine Coast in 1988. Jean had many interests including quilting, sewing and being out in the boat that Bill built.

Our dear mom left us on June 25, 2023, after 93 years of living life to the fullest. She put her love, care and consideration unconditionally into everything asked of her, and in the end, declared she was happy with her life and ready for the next adventure. It was wonderful to witness.

Verna was a bright spark to the end, and is missed in so many ways. Her cherished legacy is the unconditional love she so gracefully shared, and we miss it, and her, every day.

PAYTON, Sheldon Fredrick January 18, 1941 - October 4, 2023 It is with great sadness that we announce the sudden passing of Sheldon Payton on October 4, 2023. Shell will be missed dearly by his wife of 60 years, Marie, their children Alison and David, and grandchildren Kathryn and Matthew. He is survived by his siblings Bob, Lucille, and Marilyn. Shell was born and raised in Quill Lake, Saskatchewan. He was the eldest child of Eric and Violet Payton. He fulfilled his dream of a career in the RCMP from 1959-1990, and loved his time serving in Alberta, Saskatchewan and BC. He held a variety of roles that required a range of education, including forensics and commercial crime. Later, he served as the regional manager of the BC Liquor Control Licensing Branch. He was a lifelong learner and always enjoyed a new challenge. Shell was known as a strong, kind, and comforting man with a great sense of humour. His family meant the world to him. He was a dedicated and supportive father and delightful Papa to his grandchildren. He was a Blue Jays fan and was fascinated by all types of aircraft. He loved to read about history and politics and enjoyed lively discussions about them. The family would like to extend their heartfelt gratitude to all the staff at Delta Hospital and ICU at Burnaby Hospital, for the exemplary care and overwhelming kindness during his brief stay there. MILLS, Carol Jane In Loving Memory of Carol Mills Carol Mills, a beloved wife, devoted daughter, cherished sister, nurturing mother, and adoring nana, departed from us at the age of 63, creating an irreplaceable void in our hearts. MATER, Fredrick William January 11, 1940 - September 28, 2023 With sad hearts we announce the passing of Fred Mater. Fred grew up in Lake Cowichan and moved over to Vancouver, eventually settling in Tsawwassen to raise his family with his wife Sharon. Fred was active in the community coaching several sports teams as well as running a small business. Fred and Sharon relocated back to Vancouver Island for several years but ultimately returned to Tsawwassen where they enjoyed life long friends, grandkids, golf and watching sports. Fred was an avid reader who loved to discuss politics, current events, speak Spanish, enjoy scotch and take as many road trips as he could. We would like to extend our gratitude to all of the staff at both Delta and Surrey Memorial Hospital for all of their dedication, care, and little jokes they shared with Fred over the last few months. Fred will be lovingly remembered and missed by his family and friends. WERNER, Udo G. August 23, 1947 − October 2, 2023 We are saddened to announce that with his wife and two daughters by his side, Udo lost his long battle with cancer. Udo was born in Stuttgart, Germany, emigrating to Canada at 9 years old. An outstanding athlete from an early age, he eventually earned his 3rd degree black belt in judo, winning many judo tournaments and representing Canada in the 1972 and 1976 Olympics, as well as the 1973 World championships. When he retired from competition, he joined the Burnaby Buffaloes Rugby Club, where he made many lifelong friends and created some of his fondest memories. Those who knew him were met with unwavering kindness and generosity − always putting others before himself. He will be dearly missed by his wife Kimm, daughters Brittany (Connor) and Danielle (Stefan), granddaughter Romy, sister Cordy (Dieter), in−laws, many nieces, nephews and friends. We would like to thank the medical staff at Delta Hospital, Fraser Health, and the Irene Thomas Hospice for their kind and respectful care.
