Volunteers help stabilize slope in Fred Gingell Park PHIL MELNYCHUK

It’s now all up to nature, now that about 1,000 trees, shrubs, ferns and berry plants have been installed into the slope along the stairs and the Tsawwassen Beach Trail in Fred Gingell Park in Tsawwassen. The provject involving volunteers, the City of Delta and corporate sponsors, took place during two days in October and included planting Douglas fir, big leaf maple, spruce, red alder, sword ferns, Nootka rose, snowberry, thimble berry, salmon berry, flowering red currents and huckleberries. “Over four hard weeks, we put in close to 1,000 plants,” said nearby resident Blake Willson, a retired tree specialist. “It was quite an enormous project.” The project began about eight years ago when Willson began volunteering with the city’s parks department. Under the city’s supervision, he started trimming away blackberry bushes and English ivy from young trees that were trying to emerge out of the underbrush. The pace of the work intensified in the last year or so as volunteers joined in and started digging out the invasive species and preparing for the mass planting in October. With any luck, the area around the stairs will end

the community, Willson added later. It won’t take long for the bare slope, about .4 hectares, to green up. Douglas firs and red alders grow about a metre a year, he pointed out. Willson graduated from forestry management at UBC and has lived in South Delta since 1972. He has also created a database, a process that took several years, for all 1,300 or so tree species that belong in the Northern Hemisphere and has them catalogued on (http://TreeLib.ca). The work on the slope was needed because plants such as blackberry bushes were choking out native plants and contributing to slope instability, said Richard Fristak, urban forestry superintendent with the City of Delta. The newly planted trees and shrubs will improve slope stability, provide a nicer environment for trail users, and provide flowers for pollinators. “The project would not have occurred if it weren’t for the ambitions of the volunteers and the prep work they put in,” said Fristak in a recent letter. Over the past year, a group of community residents known as the Friends of Tsawwassen Beach Trail, led by Willson, spent countless hours removing and digging out blackberries from the slope, Fristak added. “We are happy that the City of Delta was able to support this amazing initiative.” In addition to volunteers and the city, Tree Canada, based out of Ontario, provided all the plants.

Hwy. 17A overpass repairs delayed until new year ing an outcry by local businesses. “By acknowledging the concerns of the Delta business community, government has helped our local businesses as we approach a busy holiday season,” said Rosanne Horner, chair of the Delta Chamber of Commerce. Delaying the $1.4-million project until the new year will allow time to create a communication strategy, which it’s hoped will include additional public transportation options, she said in a news release Nov. 9. Fixing the overpass is crucial and needs “swift action” but timing is critical, she added. “The choices made about transport infrastructure, especially at crucial points like the George Massey Tunnel intersection with Hwys. 99 and 17A, deeply affect local businesses and the thousands of workers commuting daily. Businesses, commuters and Christmas shoppers can relax now that the province has said it’s delaying repairs to the Hwy. 17A overpass. Work was to start last week, including closing the southbound lanes across Hwy. 99, after an over-height truck smashed into the structure on July 18. But Transportation Minister Rob Fleming said that construction won’t start until January 2024. “After hearing of additional concerns about traffic impacts over the holiday season, we’re taking our cue from those most affected by construction and are delaying this work until the new year,” Fleming said, Nov. 9. The work would have shut down a major road into Ladner and Tsawwassen over the holiday season, prompt-

just about traffic; they’re about people’s livelihoods,” Horner said. Due to the concerns, the Ministry of Transportation and Infrastructure, says it has worked with Delta and rescheduled repairs to begin in January. But repairs will take 12 weeks, instead of eight weeks, to allow for construction during winter weather. The work is now expected to be complete by early April, an important timeline identified by the local farming community. Under the initial schedule, work was supposed to begin on Nov. 9. Primerose Greek Restaurant owner Sia Adjudani previously wrote to Fleming saying, “… by starting the repairs on Nov. 9, we lose our busiest month of the year!” He said that 80 per cent of the customers at his restaurant near the Cascades Casino Delta

Delta to make it easier to add childcare spaces SANDOR GYARMATI
sgyarmati@delta-optimist.com
Delta council has approved further amendments to streamline the city’s zoning bylaw including making it easier to establish childcare spaces. The changes are aimed at expanding permitted home occupation operations and allow childcare facilities more broadly across the city. They will be a permitted use in all zones, while in residential and agricultural zones spaces would be limited to a home occupation use. In 2020, council approved a new Delta Childcare Strategy and Action Plan. The strategy includes 24 recommendations, which are grouped into

nership with the Delta School District to explore options for co-locating childcare programs in elementary schools. The city received
a grant through the Community Child Care Planning Program to undertake a childcare needs assessment, which found 80 per cent of survey respondents reported that there is an inadequate supply of childcare services. Coun. Dylan Kruger said the city is “nowhere close” to being on track to meeting its goal and that part of the problem is an onerous rezoning process. “So, taking this very substantial step in allowing daycare in all zones in Delta across our city, I think, is the most momentous thing we’ve been able to do to date in terms of making it possible to achieve additional space, and take that hurdle away from folks. So, I’m very
supportive of this move. I’ve had so many conversations with operators and would-be operators who are looking to set up a daycare operation in Delta and were overwhelmed by the rezoning process. I think this is a very progressive move and should gone a long way in achieving our goals,” he said. A motion put forward by Delta at this September’s Union of BC Municipalities convention requests that the provincial government provide local governments with funding for human resources to coordinate the implementation of municipal childcare action plans and projects developed through New Spaces Funding to support the expansion of childcare.

A new lawn bowling green for Winskill Park and renovations to the KinVillage Community Centre in Tsawwassen will be made possible thanks to federal government funding. Last week, Delta MP Carla Qualtrough, Minister of Sport and Physical Activity, announced $885,000 in PacifiCan funding through the Canada Community Revitalization Fund (CCRF) for two public space projects in Delta. The City of Delta is receiving $750,000 to build a new lawn bowling green at Winskill Park. Project work includes removing the old green and installing a new one,
landscaping, and adding lighting and fixtures. The KinVillage Association is receiving $135,000 to renovate the common areas of the KinVillage Community Centre. Project work includes upgrading the activity room, installing automatic doors, repairing walkways, and adding a patio space. “This announcement means more vibrant spaces for Delta residents to enjoy,” said Qualtrough. “Both Winskill Park and KinVillage Community Centre will improve accessible spaces. Guests will soon be able to enjoy the upgraded amenities and build on the great sense of community in our neighborhoods. I look forward to Delta residents making use of
these newly revitalized spaces.” Delta Mayor George Harvie added, “I am thrilled to see this funding from the federal government which helped us create Winskill Park’s new lawn bowling green and fieldhouse. With the support of PacifiCan’s Canada Community Revitalization Fund, the City of Delta and the KinVillage Association are creating recreation opportunities for our community to thrive.” PacifiCan is the federal economic development agency dedicated to British Columbians. Delta farmers ask for provincial help to deal with climate change SANDOR GYARMATI
sgyarmati@delta-optimist.com
The Delta Farmer’s Institute (DFI) and a city advisory committee want the province’s help to protect local agricultural lands. The DFI is requesting a meeting with the Minister of Agriculture and Food and the Minister of Land, Water and Resource Stewardship, as well as financial support, for drainage and irrigation infrastructure improvements necessary to combat the effects of climate change. The Agriculture and Hunting Regulation Advisory Committee passed a motion requesting provincial support for drainage and irrigation measures, following a recent update from DFI members who want to bring provincial attention to the issue. “Our organization represents over 100 multi-generational farmers contributing to the agricultural industry. The annual farm gate receipts of (an estimated) $300 million come from a wide

One of the recommendations in the city’s new Agricultural Plan is to support Delta’s agricultural sector by continuing to maintain and improve municipal irrigation and drainage systems required for climate change adaptation. variety of business operations; field vegetables, potatoes, berries, greenhouses, dairy farms, livestock farms, and specialty product. It can’t be overstated the importance of infrastructure and mitigation planning to ensure the sustainable livelihood for the next generation of farmers and resiliency for local food production,” DFI president Jack Bates
said in a letter to the province. Delta council at its Oct. 23 meeting supported the motion and agreed to also make the request to government. A staff report notes that while Delta has some of the best biophysical conditions for agricultural production in Canada, climate change has emerged as a threat to
the long-term viability of agriculture in the community. “During consultation with Delta’s agricultural sector as part of the Agricultural Plan process, there was a high degree of concern over potential loss of agricultural land to flooding, changes in spring freshet, challenges in maintaining drainage ditches, impacts to crop
viability due to excessive salinity in irrigation water and extreme heat, and erosion of ditches as water levels fluctuate. This past summer, climate change especially impacted Delta farmers,” the report notes. The report also notes that the early freshet this year resulted in the Fraser River salt wedge extending up the river further
than expected, which was then exasperated by drought, impacting irrigation through excess salinity and reduced water availability. Significant costs were incurred to employ temporary measures, including installing pumps and deployment of city engineering staff, costs covered by the City of Delta. “These efforts were successful in providing additional irrigation waters during a critical time and similar efforts may be needed in the future to address the changing climate,” the report added. Thanking engineering staff for coming up with measures “on the fly” to get water through Delta’s farming areas, Coun. Alicia Guichon during a recent council meeting said the department played a big role in salvaging the season. Delta South MLA Ian Paton in the legislature recently commented on issues facing B.C. farmers including, among other challenges, severe weather and its lingering effects.

Metro Vancouver to look at future of Centennial Beach concession SANDOR GYARMATI
sgyarmati@delta-optimist.com
Metro Vancouver is going to review the status of the concession stand at Tsawwassen’s Centennial Beach. A recent staff report to the Regional Parks Committee states that since the building’s opening in 2012, the equipment included in the food preparation/food storage areas have required frequent and costly repairs. It has also proven difficult at times to attract contractors to operate the concession given the financial and staffing challenges of the seasonal operation. “As a result, Metro Vancouver is undertaking a study to determine the

best use of the existing space, to help enhance visitor experience and financial viability. This study will include a space planning and business case analysis to explore options for its future use. It is expected that this work will be concluded in the second quarter of 2024. Concession services will remain in place for 2024,” the report notes. The review will be part
of the committee’s work plan for next year when staff report back findings and recommendations. Costing more than $2 million when it opened, the pavilion building houses washrooms and change rooms as well an eatery that has indoor seating for 16 and outdoor seating for 40. The contracted food and non-alcoholic beverage café operates seasonally from mid-April to mid-October, providing service to park visitors. When the facility opened in the summer of 2012, the regional district was finally able to close and tear down an old, dilapidated concession/ washroom building at the beach that stood for many years.

OPINION
Meaningful Remembrance Editor’s Note
D
IAN JACQUES
elta should be proud after the tremendous show of respect to our veterans past and present on Saturday.
Remembrance Day ceremonies in Ladner and in North Delta brought out huge crowds of residents who joined with cadets, youth groups, legion members and politicians for moments of reflection and remembrance. It’s always amazing to see our community come together in occasions like this. I’ll admit that I was a little unsure what the turnout might be this year. Several times this past week, I was surprised to see so many people not wearing Poppies this year and Remembrance Day would not be marked in this community. I’m very glad to see that I was wrong.
Change in plans
Sometimes government will listen to its residents. Last Tuesday, news broke from the province that repairs to the damaged Hwy. 17A overpass would be starting later that week. It was anticipated the work would take eight weeks and would bring with it lane closures and detours that would negatively impact many businesses and services in the area. Late Tuesday evening, Primerose Greek Restaurant owner Sia Adjudani copied the Optimist on a letter to Transportation Minister Rob Fleming imploring government to delay the repair project until January. The restaurant, which is located near Cascades Casino Delta, is right in the direct path to where the repair project would be. It would have meant a significant financial hit for both businesses. The following day, Delta Chamber of Commerce stepped up with a similar letter. On Thursday, the province announced that they would delay the project to January and in the meantime, have meaningful discussions with the business community that would be most affected by the project when it does start. I say kudos to the Chamber and to Mr. Adjudani for their efforts in rallying for this cause.

He was an active, nonsmoking university professor and artist who wasn’t diagnosed until he became jaundice. He was being treated for some digestion issues, but no physician ever suspected that a healthy 48-year-old male would have the world’s most deadliest cancer. After two surgeries, chemotherapy and radiation he bravely succumbed to the disease two years on, leaving behind two teenagers and a grieving family. Today (Nov. 16) is World Pancreatic Cancer Day and to mark the occasion, 35 landmarks across Canada will be lit up in purple, and those who have lost loved ones will honour them by wearing purple ribbons.
Community Comment INGRID ABBOTT
This month Pancreatic Cancer Canada wants to raise awareness about the symptoms of pancreatic cancer so that survival rates can improve. This form of cancer is almost always caught at stage four and 70 per cent of patients will die from it in the first year. Doctors have no idea what causes pancreatic cancer. It is the least funded of all cancers, and the most unforgiving. In 2018 Delta firefighter
Thomas Haydon died of pancreatic neuroendocrine cancer at the age of 36, an extremely rare type of PC. He was too young. For the past four years our community has been honouring him with a fundraiser that warms not only our hearts but also our tummies. Six local restaurants will donate 10 per cent of their profits to pancreatic cancer research on a specified day. I’ve already chosen my menu items. Today I’ll pick up a filet of fish meal from McDonalds in Tsawwassen or Ladner, and on Friday I’ll enjoy a strawberry sundae from Ladner Dairy Queen. On Saturday I’ll get a legendary burger with zoo sticks from Tsawwassen White Spot. Sunday I’ll have a caesar wrap from Chopped Leaf in Ladner or Tsawwassen. Sounds like a great weekend of local eats while also donating to cancer research. I hope you’ll join in.

Libraries foster connections Editor: Re: South Delta libraries can lend air quality monitors (Optimist. Oct. 25) The COVID-19 pandemic underscored for us all the significance of “third spaces” in our community, beyond our homes and workplaces, as we were - for a time - limited from participating with them in person, which for many created a greater sense of awareness of their importance. Where the “first space” is our home/family space, and the “second space” is our work or school space, third spaces are hobby/interest-based clubs, bars, dog parks, gyms, faith communities, seniors/ community centres, playgrounds, online gaming groups, coffee shops,
public libraries, and others. Our local FVRL libraries, serving the residents of Delta and Tsawwassen First Nation, exemplify the essence of these third spaces. Their dedicated staff have updated these libraries into vibrant community hubs that adapt alongside our changing needs and interests over the years. What astonishes me is the multitude of services and community programs they offer, extending far beyond their traditional lending collections. Our libraries are a haven for learning and connection. They offer free classes, hobby groups, and reading clubs for a variety of ages, stages, and interests.

Letter to Delta Neighbours and Editor People of Delta may have heard of the Falcons Field Hockey Club, or know of someone associated with the club. In fact they have may know that the club has had amazing success in the past building a strong club through the 70’s and 80’s at times providing the national and provincial teams with the lions share of players. Locally, the club has had great success because it had a field that supported all levels of players and was able to keep those important members locally to train and continue the legacy of a premium club. Since the late 80’s the club has lost it shine because the lack of support to build a home field that recognizes the unique needs of field hockey as a sport. Recently Mayor Harvie and his team has given the club new hope to build a field that allows field hockey to rebuild and regrow our membership again. This new opportunity is being offered as part of a land swap and development at Ladner’s Holly Park. This proposal needs the support of the community who will use this fields well as the delta neighbours who support the clubs plight. Without your input council may not understand the need or recognize the broad support out in the community for this proposal. Please take a moment to email the mayor by Nov.18,2023 outlining why you support the land development proposal at Holly and why a Field Hockey Turf should be part of that proposal. Send your emails to mayor-council@delta.ca. If you have the time please also come out for the open Council meeting at Delta City Hall Nov 20, 2023. 4pm.We thanks you for your support in advance.

Springs legal action against ALC remains in limbo SANDOR GYARMATI
sgyarmati@delta-optimist.com
Legal action between the owner of Tsawwassen Springs and the Agricultural Land Commission (ALC) remains unresolved as an application is back on the books to build more
townhouses at the site. In 2019, the Tsawwassen Golf and Country Club filed a petition, under the Judicial Review Procedure Act, against the commission in B.C. Supreme Court over the commission’s denial a year earlier of an application for an
Agricultural Land Reserve (ALR) exclusion for a site immediately west of the current development. In an update last week to the Optimist, the ALC said the judicial review hasn’t been cancelled, but it hasn’t been heard yet, either. “The petitioner put
evidence before the ALC that the presence of random sub-soil fill on the property, the small size of the property, its proximity to residential developments, its isolation from agricultural lands, and its poor access are all reasons why the property is unsuitable

CITY OF DELTA REPORT
A townhouse development that required ALC approval was rejected by the commission five years ago. for both soil-bound and non-soil-bound farming,” the petition stated when it was filed. Following a public hearing in 2017, Delta council granted preliminary approval for an application to build another 60 townhouses, a tennis court and other amenities at the 2.55-hectare (6.3-acre) site, which is in the ALR, but was not actively farmed. The luxury townhouse plan would have seen the three-bedroom, threebathroom units built in 15 buildings. The site was owned by another individual when the original Tsawwassen Springs housing application was put forward more than a decade prior, but the owner wasn’t interested in selling at that time. The property was later sold. The development plan for the site included splitting a property on Springs Boulevard into two lots, one of which would have had the townhouses, while the other would have been consolidated with the golf course. The lot with the new
homes would be excluded from the ALR, while the other lot would have received non-farm use status, both requiring ALC approval. The requests were referred to the ALC in July 2017, but in May of 2018, the commission only approved the non-farm use application, denying the ALR exclusion. Council at the time granted an extension of the city’s preliminary approval to keep the application active while an application was made to the ALC for a reconsideration, which was also denied. The City of Delta recently notified the public that an updated application has been made to build additional 60 townhouses and that application is associated with an “existing application.” The city has begun gathering feedback on the application for an ALR exclusion to remove a portion of the property from the farm reserve. The application will require another OCP amendment as well as ALC and Metro Vancouver approvals.

School board approves whistleblower policy SANDOR GYARMATI
sgyarmati@delta-optimist.com
The Delta School Board, at its Nov. 7 meeting, approved a new “whistleblower” policy for the district. Secretary Treasurer Nicola Christ explained that districts are required
to undertake steps, including implementing a policy, procedures and a disclosure form, as well as provide all employees with training, no later than Nov. 30. The legislation comes into effect for school districts Dec. 1. School districts are also required to complete an
annual report within six months at the end of a reporting period, beginning with the first report for the period of Dec. 1, 2023 to June 1, 2024, which is due by Dec. 31, 2024. The Public Interest Disclosure Act (PIDA) came into effect on Dec. 1,
2019. Its intended purpose was to establish “whistleblower” protection for employees in the broader public sector. “Its purpose is to provide a mechanism that allows current and former employees within the BC public service to raise serious or systemic issues of

wrongdoing for investigation, without exposing those employees to any risk of retaliation,” according to a Policy Toolkit report for school districts by the BC Public School Employers’ Association (BCPSEA). The first phase of PIDA applied only to ministries of the provincial government and to independent offices of the legislature. It did not apply to school districts. It was to eventually expand to other sectors, but was delayed due to the COVID-19 pandemic. The Ministry of Attorney General later advised the BCSPSEA that the provincial government was committed to expanding the coverage of PIDA to school districts. The Policy Toolkit notes that an employee can make a report to their supervisor or a Designated Officer at a school district. They are also permitted to make a report under the Act directly to the Office of the Ombudsperson of British Columbia. Reports can be made anonymously, but the school district may not be obliged to investigate an
anonymous report made under the Act unless the report provides sufficient detail to conduct a fair investigation. The BCPSEA recommended that school districts develop a reporting form that will assist employees who wish to make a report and will elicit necessary detail to enable the report to be investigated. The policy also “does not displace other mechanisms set out in School District Policy for addressing and enforcing standards of conduct, disputes, complaints, or grievances, including issues of discrimination, bullying and harassment, occupational health and safety, or disputes over employment matters or under collective agreements.” As far as making a report available to the public or the media, the report notes that in the ordinary course, PIDA provides employees with the right to make a report to their employer or the Ombudsperson, but it does not authorize them to engage in public disclosures.

Delta looking at more school zone traffic calming SANDOR GYARMATI
sgyarmati@delta-optimist.com
The City of Delta has issued a request for bids for the construction of large-scale school zone traffic calming project. The work will include, among other measures, installing speed humps, raised crosswalks and driver feedback signs in school zones throughout North Delta, Ladner and Tsawwassen. In total, 37 individual features will be added to streets around schools. In a presentation to council last month, Engineering Director Steven Lan outlined a

Every school day, unless otherwise posted, a 30 km/h speed limit is in effect in school zones from 8 a.m. to 5 p.m. number a measures his department may explore as it looks to create a new approach to imple-
ment neighbourhood traffic calming. The approach will be based on neighbour-
hood engagement, rather than individual complaints, he explained. Lan also noted current speed limits may not meet neighbourhod expectations, so a lower speed limit on streets may have to be considered. Lan said the information that will be gathered in upcoming community engagement will be insightful and help the city in come up with a new plan. During council’s more recent discussion last week on a pair of neighborhoods traffic calming projects, Lan reiterated the city may look at new speed limits.

The City of Delta has issued a request for bids for the construction of a new traffic signal at the intersection of River and Berg roads. Construction of the project, which also includes upgraded street lighting and crosswalks, is to commence as soon as possible after the contract is awarded at the end of November. Work is underway, or schedule to soon commence, meanwhile, on a series of intersection improvements across Delta. Those sites include Cliveden Avenue at Eaton Way, 10 Avenue at 53A Street, 48 Avenue at Bridge and Garry streets, 75A Avenue at 115 Street, 112 Street near Devon Gardens Elementary School, 1 Avenue

at 55A Street, Arthur Drive near Sacred Heart Elementary School, as well as Ferry Road at River Road. Part of the city’s Crosswalk, Streetlight and Traffic Signal Improvements Project, the upgrades include construction of crosswalks and traffic lights to enhance pedestrian safety and accessibility. Safety measures are also planned for the intersection of 47A Avenue at Garry Street. That plan includes converting the existing two-way stop at that intersection to a four-way stop, as well as installing temporary curb extensions. The city this year also issued a request for bids for the design and construction inspection services
for four more crosswalk improvements and two traffic signal improvements. The crosswalk improvements will be located at 6 Avenue at Milsom Wynd and 62 Street at Holly Park Drive, 112 Street at 88 Avenue, while a new crosswalk will be added for Nicholson Road at Chateau Wynd. The traffic signal improvements are coming to 12 Avenue at Ferguson and Hunter roads as well as 116 Street and 75A Avenue. A number of other sites are eyed for eventual crosswalk or traffic signal upgrades as part of local roadway improvement projects including at 3 Avenue in Boundary Bay. -Sandor Gyarmati

How should I prepare my home for the Winter ?
My jaw hurts! Is there a way to address this pain with a non-invasive treatment that won’t cost too much?
Winterize Your Hose Bibs: Winterizing your home’s hose bibs is an annual maintenance task that should be completed before the freezing temperatures roll in. Failure to winterize your hose bibs can lead to burst hose bibs and water pipes inside your home. Keep Your Pipes Warm: Maintain a minimum temperature of 18 degrees throughout your entire home. Exposed water pipes, especially those in unheated areas like basements and crawl spaces, are prone to freezing. When a pipe freezes, it can prevent your water from flowing or even cause a pipe to burst. Have Your Heating System Serviced: As the temperatures begin to drop, your heating systems (fireplaces, boilers, furnaces) will begin to work hard to generate heat for your entire home. It is essential to have all your heating systems serviced each year so that any ticking time bombs can be rectified before they become emergencies. Change Your Filters Regularly: Dirty filters lead to reduced airflow, increasing the chances of a burnt-out heat exchanger and other parts that could abruptly shut down your unit.
Riverside Dental has the answer for you with the help of shockwave treatment. This is a non-invasive therapeutic treatment that involves delivery of acoustic shock waves into bone or soft tissue where discomfort is present. Over a couple of short sessions the waves break up scar tissue that has formed over time and promotes healing in the area.

What tire pressure should my tires be adjusted to? Maintaining your tire pressure is a simple, but important step in keeping your vehicle in top running condition. A correctly inflated tire will maximize tread life, fuel mileage, and keep you and your family safe. Every vehicle has a specific tire pressure which is displayed on the driver’s door jamb, glove box, or in your owner’s manual. Never rely simply on the maximum pressure rating on the tires sidewall. This pressure should be checked and adjusted cold - when the vehicle had been sitting overnight, or driven less than a few kilometers, and with a good, trusted pressure gauge. Appointments are booking up quickly - reach out to Delta Mobile Tire for your next mobile tire service!

Pictured left to right; Sarah Gallop, Gracen Johnson, Dylan Kruger, Howard Smid, Tamara White, and Kathleen Higgins at housing forum held last month in Ladner.
Forum helps stir up ideas to combat housing crisis Comprehensive zoning reforms expected to be confirmed by the province in the coming weeks, are a step in the right direction to address the generational housing crisis, but the delivery of small-scale housing developments will likely remain stifled without further measures. That was one of the key takeaways of a special event hosted at Ladner United Church last month by Small Housing BC and Deltans for People-Oriented Places (DelPOP), where attendees from across the public and private sphere gathered to explore best practices towards collectively addressing current housing challenges. Under the expected new legislation, homeowners across B.C. will be allowed to build up to four homes on a traditional single-family lot, giving homeowners and small-scale developers the chance to create secondary suites, duplexes,
fourplexes, infill rowhouses, or other multihome projects. However, as raised by attendees at the Ladner event, the changing of the zoning bylaws alone will not be enough to stimulate many existing housing projects from small scale developers, with barriers such as high interest rates, onerous planning requirements, amongst other factors, remaining a key stumbling block. Kathleen Higgins, who demolished her family home of more than 30 years in favour of developing two duplexes to provide homes for her adult children and their growing families outlined: “If we are to see more people gently densify their homes or lots, we need to make it easier and cheaper. For example, we’ve asked Delta for pre-zoning, pre-approved plans and a reduced, or at the very least, deferred fees and deposits for those who build their
own small principal residences. We also want a way for homeowners in older houses to be matched with first time buyers so that they can work together to redevelop the land containing the older house.” In order to see tangible delivery of new housing stock in the form of gentle density projects, policymakers at a local level need to go above and beyond the basic requirements outlined in the provincial legislation said attendees. Delegates also heard from local citizen-developers, including Sarah Gallop, Howard Smid, and Jeremy Stam on their experiences of getting their gentle density projects delivered, as well as from Delta Coun. Dylan Kruger, housing advocate Gracen Johnson, Small Housing executive director Tamara White, and DelPOP co-founder, Norm Van Eeden Petersman. -Submitted

“I am the good shepherd. The good shepherd lays down his life for the sheep.” (John 10:11). Sheep and shepherds are not really familiar images to most of us, but to the ancient audience to whom Jesus first spoke these words, they were highly familiar images. People knew how valuable sheep were to the shepherd, so Jesus uses shepherding imagery to communicate how precious people are to God, and how God feels when they go astray and suffer. The Bible offers no guarantee of an easy life. Psalm 23 describes a journey through the valley of the shadow of death. Death indeed casts a long shadow over

us as we move through life, but the gospel says that we are not moving alone. Jesus Christ, the Good Shepherd, who died and rose for us, is moving us through the dark valley
to the promised land. We must listen to his guiding voice, for as we move, other voices speak to us as well - voices of criticism and voices of despair telling us that we are unholy, unworthy, that God is distant, angry, and out to get us. These are the words of God’s enemy, whose mission it is to harvest hopeless and despair, resignation, and apathy. We must not heed such pernicious words. In times of temptation and trouble hear and listen instead to the Holy One who speaks these words: “Do not fear for I have redeemed you; I have called you by name, you are mine.” (Isaiah 43: 1-3).

SDSS field hockey finishes ninth at provincials IAN JACQUES

The South Delta Sun Devils girls field hockey team finished its season with an impressive ninth-place finish last week against tough competition at the provincials in Chilliwack. SDSS was grouped with Okanagan Mission and Winston Churchill in round robin play – a tough grouping according to head coach Neil McLennan. Both games were tight contests with the Sun Devils battling to a 2-2 tie with Churchill and a 2-1 loss to Okanagan Mission. Only the top two teams from each group advanced to the championship playoffs, meaning the Sun Devils would drop into the consola-
tion playoff bracket as they only had one point from round robin play. They impressed on the consolation side with a 5-0 win over Sardis, a 2-0 win over Eric Hamber and a 3-0 win over Maple Ridge. Early in the season, SDSS played invitational tournaments – the Friendship Cup in September, Bridgman Cup in Victoria on the Thanksgiving long weekend and finally the Golden Pumpkin the third weekend in October at Tamanawis Park in Surrey. “We used the tournaments as an opportunity to learn to play together, play against some of the best AA and AAA schools and build ourselves as a team,” said McLennan. “The results from these events were
quite good…some wins, loses and ties, which was fine as predominately we were just looking for good competition.” Between these tournaments, SDSS had league games against Surrey schools winning all their games to claim the top seed at the Fraser Valley championships, where SDSS beat Panorama Ridge on Oct. 26 to claim the Fraser Valley title. “All in all it was a good season,” he said. “We proved that we were a good team and while we maybe cannot take on the major powerhouses of the province, we can play the game very well. We improved during the year and got better and better as the season progressed which was fun to watch.”

Tsawwassen’s Brendan Guraliuk and Sara McManus helped their national field hockey teams to successful results at the recent Pan Am Games in Santiago, Chile. The men’s team won a thriller against USA 3-2 to claim the bronze medal. Guraliuk opened the scoring in the game, banging in a rebound from a
penalty corner. “We had a good bit of pressure at the start. We played really well and get a good feel of the game. To get that first goal and to capitalize early puts us on that front foot for the game,” Guraliuk said. “We wish we were playing for the other medal, but today, when we were a little low, we were able to fight and dig deep and re-build our tempo.” The mid-fielder now has 31 caps under his belt with the national team.
The squad went 3-0 in pool play with wins over Brazil (2-0), USA (2-1) and Trinidad and Tobago (4-0). Canada lost 3-2 in penalty shots in the semifinal against Chile who went on to lose the gold medal match to Argentina. Canada is hoping to keep this momentum going as their continue down the road in qualification for the Paris 2024 Olympics. On the women’s side, Canada lost 2-0 in the bronze medal game to Chile,
while Argentina beat the USA in the gold medal match. Canada went 2-0-1 in pool play with wins over Cuba (7-1) and Mexico (5-0) with a 2-0 loss to Chile. McManus, a defender, scored once in the tournament in the win over Mexico. McManus now has 206 caps under her belt with the national team. Canada’s fourth-place finish propels the squad to the next stage of Olympic qualification.

South Delta stifles Seaquam in wild card playoff win IAN JACQUES
i j a c q u e s @ d e l t a - o p t i m i s t .co m
A stifling second half defensive effort and just enough offence propelled the South Delta Sun Devils to a 24-6 win over the Seaquam Seahawks in the opening round of the BC High School football playoffs last Friday afternoon at Burnaby Lakes. Seaquam broke through with a late score in the second quarter to lead 6-0 at the half. South Delta received the second half kickoff and had their best drive of the game getting the ball all the way to the five-yard line, but some negative plays and a penalty drove them back and they had to settle for a Deigo Altorre field goal to make the game 6-3. After a defensive stop, the Sun Devils got the ball back and carried that drive into the fourth quarter where Dominic Dumas connected with Dawson Sjoberg on a 14-yard TD pass to put the Sun Devils up 10-6. Running back Ryan Roberts domi-
nated the second half with a 25-yard TD run and 153 yards rushing overall. Cameron Trolland finished the scoring with a 45-yard TD run. The defence was led by conference all-stars Oskar McPhie with four tackles and an interception and Josh Groenewold with six tackles and a fumble recovery. Morgan MacCubbin was all over the field with nine tackles, while Darius Hanna had six tackles. Head coach Ray Moon said Carson Graham will pose a different challenge than Seaquam did. “Carson is 80 to 90 per cent pass. They are not as big as Seaquam, but they are quick, and they have a hurry up offence and don’t huddle at all,” said Moon. “They try and catch the defence off guard with their quick play and pace. The plays themselves are straight forward, it’s just having your guys ready for that hurry up offence. We will have automatic calls on defence that you set up for, so they are not dictating the play to our defence. The other way to stop

they were bigger than us, but they had a few injuries,” said Moon. “In the second half we executed really well and made sure we didn’t give up any big plays. JV Sun Devils blast Rutland in wild card playoff IAN JACQUES

The Junior Varsity Sun Devils scored early and often building up a 28-7 halftime lead and cruising to a 42-13 win over Rutland in the opening round of the BC High School Football playoffs last Thursday (Nov. 9) at Cloverdale Athletic Park. Next up is GW Graham from Chilliwack who beat Centennial 21-13 in their opening round playoff game. The game with GW is set for this Thursday, Nov. 16 at 2 p.m. at Minoru Park in Richmond. Quinn Sjoberg opened the scoring last Thursday catching a four-yard TD pass from Damian Dumas. Dylan Lappin made it 14-0 with a 12-yard TD run to end the quarter. David Christian made it 21-0 after catching a 14-yard pass from Dumas. Rutland got on the board with a fiveyard TD pass to make it 21-7, but South Delta upped the advantage to 28-7 as Sjoberg scored his second TD of the
game – this one a 25-yard pass from Dumas. Sjoberg caught his third TD of the game in the third – a 45-yard pass from Dumas. Then Will Jollymore scored on a three-yard run to make it 42-7. Rutland scored a TD late in the third to close out the scoring. Dumas finished 9/11 with 173 yards passing and four TDs. Lappin rushed for 94 yards and one TD while Sjoberg led the receivers with 102 yards and three TDs. “It was a solid win for sure,” said head coach Scott Martens. “GW Graham is known to be big and physical and they will have size on us, so we will have to be sound in our defensive responsibilities, because if we get out of shape, we will be in some trouble. “This won’t be the first time we are up against a team that is bigger than us. STM was bigger, Mt. Boucherie, and so was Centennial. We are used to being a smaller, athletic team that flies around on defence and executes our game

“It’s nice to be at Minoru versus Cloverdale,” he said. “It’s a nice surface and a place that we haven’t played in a long time, but hopefully that will be a regular place we play playoff games in the future.”

Sports Records set at Otters Masters meet First competition in three years On Sunday, Nov. 5 at Richmond’s Watermania, the Winskill Otters Masters Swim Club held their first swim meet after a three-year absence. Normally the Winskill Otters Masters Swim Club holds their popular masters swim meet every year, but the pandemic saw their annual meet, Ottermania, cancelled for three years straight. More than 132 entrants attended the meet, with 15 individual events and both 400 metre freestyle and 400 metre medley relays. “Swim meets are a key part of training,” said head coach Judy Baker. “Setting training goals

Those metrics are front and centre with swim meets. “It is great to have the meet back for training, and as we all know from the isolation of the pandemic, the social side of these events is so important, too. Many people in masters swimming have known each other for years and reconnect at the meets. It was super to be up and going again and seeing our friends again.” Club president Nicole Federucci remarked, “We were really pleased with
the meet. Nine individual club records were beat. We had a full house and it was fantastic to be back.” Winskill Otters Masters Swim Club has operated at the Winskill Pool in Tsawwassen since 1987. With a focus on fun, fitness and friendship, the club provides a welcoming environment for adult members of all ages with professional coaches for both competitive swimmers and non-competitive swimmers. It holds three practice sessions per week and participates in masters swimming meets throughout the year. -Submitted

Coming EvEnts Call for Vendors
MEGGY, Alan
Crescendo Operatic So− ciety is seeking vendors to sell their goods at their Christmas Market. Visit their website to fill out an application form. crescendooperatic.org
We are sad to announce that Alan passed away on November 5, 2023 in Langley, BC. He leaves behind to mourn, his brother Robert and family, sister Anne and family, extended family in England and Wales, and many many friends - in particular, his “Monday group”, who were steadfast and caring throughout his illness.
HALL & MEETING ROOMS for RENT
Alan graduated from Delta Secondary and then on to BCIT, graduating in the computer science field. His career in computers spanned 45 years of great innovation and change, and he thrived with the intellectual challenges of that innovation. He lived in Tsawwassen for a number of years, but the sea called to him and he moved onto his boat, living onboard in Richmond and then in False Creek for 20 years. He found community at Spruce Harbour Marina. He was an independent individual who lived his life his way. His quiet and soft-spoken manner hid his remarkable intelligence, an adventurous spirit and intense curiosity about the world. He had a passion for exploring hidden corners. Not for him the major tourist sites; he would be found on a dusty path in a small village in Africa, on a one lane mountainous road in northern Pakistan, backpacking the Chilkoot Trail, anchored in a quiet bay in northern BC. Alan was a lifelong boater who loved the sea, but mountains were also special to him. He climbed the tallest mountains in three continents: Kilimanjaro (Africa), Elbrus (Europe), and Aconcagua (South America). He hiked to Everest base camp three times, he was a regular on the Grouse Grind, twice in a day. His annual weekend trips to Anvil Island in Howe Sound were legend. After retirement, his love of the outdoors continued and he spent many weekends with friends cycling and camping. He will be greatly missed, but he lived a full and rich life. The family thanks the Village staff for their care, and also the caregivers of Just Like Family, most especially Emilio. His “Monday” friends provided a spark of joy in his last years, and we are grateful. A Celebration of Life will be held at a later date. For any who wish to attend, please reach out to family for the details. If you so wish, donations may be made in his memory to the Alzheimer’s Society of Canada.
