Reach Society’s Renie D’Aquila named Citizen of the Year IAN JACQUES

Reach Society’s executive director Renie D’Aquila was named Citizen of the Year Friday night (Nov. 17) at the 72nd annual Business Excellence Awards Gala hosted by the Delta Chamber of Commerce. D ’Aquila’s compassion for others and her willingness to go above and beyond in both personal and professional capacities have resulted in a life of service. “There is always a way we can help children and families who are struggling and even in the most complex situations and that’s what we do,” said D’Aquila. “We want families to know that help is within Reach. I’m humbled and overwhelmed by the generosity of your words. For those of us who volunteer and work in the community, we know that as individuals we gain far more than we give when we help others. I’m so grateful to live and work in such a caring community. I’m honoured to be a part of Reach.” D’Aquila is a long-time South Delta
resident and has three sons together with her husband Rod Lotzkar. Her involvement with Reach Child and Youth Development Society – a nonprofit organization that helps children with special needs reach their full potential – began when her son started attending Reach preschool (then called Delta Association for Child Development). Charitable organizations seek individuals with community values and D’Aquila was a natural fit to join the board of directors as a parent and then in 1999 became executive director. Through her strategic approach and commitment and under her leadership Reach has become a leader in the delivery of services for children and youth with Autism and special needs. Today, Reach serves more than 1,200 children in Delta, Surrey and Langley annually. In 2010, she was instrumental in forming the Reach board to undertake the capital campaign of raising $5.7 million towards the construction of the three-storey, 20,000 square foot Lois E. Jackson Kinsmen Centre for Children near Memorial Park in Ladner.

East Ladner townhouse proposal gets third reading SANDOR GYARMATI

A proposal to build a 56-unit townhouse development in East Ladner moved a step closer to approval following a public hearing at Municipal Hall on Monday. Council voted in favour of granting third reading for a rezoning and Official Community Plan (OCP) amendment at 4726, 4740 and 4752 60B St. and 6100 Ladner Trunk Rd., which includes the consolidation of three residential lots on 60B Street into one parcel. The proposal also includes a land exchange with the city to dedicate a parcel at the rear portion of 4726 and 4740 60B St. for park use in exchange for acquiring city-owned land at the rear portion of 6100 Ladner Trunk Rd for townhouses. That city parcel is currently part of the Holly Park Reserve. An existing pump track at the site would be relocated, while $500,000 would be provided by the developer for park improvements. According to the city, 814 pieces of correspondence were
submitted in support of the project, a dozen expressing concern and 422 in opposition including more than 400 names on a petition. Jeremy Stam, on behalf of Büro47 Architecture Inc., told council that “chronic underbuilding” in Delta since the boom construction years has resulted in the city being named as one of the first municipalities to be given a housing target by the province. He said the “thoughtfully designed” development is ideally suited for “a diverse set of people.” The first speaker from the public was Ben Morrison, a UBC student and Tsawwassen resident who predicted nearby homeowners will come out in opposition, as the case with most proposed new housing developments in Delta. He said no new housing will, in fact, change community character due to “rich incumbent homeowners who come out and complain when new housing is proposed.” The majority of speakers were in support and echoed similar views, including Delta Chamber of Commerce execu-

Several speakers said they supported the Falcons Field Hockey Club, saying they want a new turf field exclusively for field hockey. Mayor George Harvie later noted council was only focused on the townhouse application on its own. Resident Gwen Martin, a 60B Street resident, said the major-
ity of those in support are from outside the neighbourhood, conveying concerns including insufficient traffic calming. She said she is not opposed to such developments, but “proper planning” is required including an appropriate traffic survey. Others in opposition conveyed traffic concerns, while one was in opposition to the land swap as well as the proposed density per lot. Questioning the affordability
of the development, another resident said the number of recent letters in favour made her wonder, asking if those letters are supporting the townhouse development or for a field hockey facility. Coun. Alicia Guichon, saying the pitch by field hockey is raising a lot of questions and creates confusion, was the lone councillor to ask for the application to be sent back to staff for more information.

Two recent fires in Delta have damaged a pair of homes leading to people looking for new places to live just as the weather gets cold and Christmas gets close. At 5:18 a.m. Friday, firefighters rushed to a townhouse on fire in the 5500-block of 48B Avenue in Ladner. Six fire trucks and 24 firefighters responded to the home that was fully engulfed when they arrived, with people possibly trapped. However, firefighters found no one was inside and focused on keeping the fire from spreading and knocked it down quickly. “We contained it to the one unit,” with another unit taking some of
smoke and water damage, said Deputy Fire Chief Dave Wood. “The other two people were able to stay in their house because of our quick response. So, yeah, that was a good save.” However, the townhouse unit was no longer livable for the family that was residing there. Nothing specific has been identified yet but the probable cause is electrical. “Because it was attached to other units, they did a great job of keeping the fire contained to the unit of origin,” Wood said. Another fire broke out at a duplex Saturday at 10:24 a.m., in North Delta, on 116th Street, near 88th Avenue, also rendering that home uninhabitable. “There was smoke
damage throughout,” Wood said. The same number of firefighters and trucks responded, Wood said, adding that everyone escaped and that emergency social services is helping find alternative accommodation. It’s also probably electrical in origin. “When they arrived on scene, they could see smoke was coming from the units. “All the family members were accounted for outside the building,” Wood said. Specific causes for either blaze have not been identified. However, Wood added, speaking generally, at this time of year, space heaters should be plugged directly into the wall and not be plugged into power bars.

Delta’s police chief is reaching out across the country calling for a new policing model for Canada’s ports, saying it’s a “matter of national security significance that directly impacts the safety and security of our communities and our nation’s economy.” Chief Neil Dubord wrote Nov. 2 to the Canadian Association of Chiefs of Police asking for support for a report commissioned by the City of Delta and Delta Police, which says there’s an urgent need to change the approach to policing of Canada’s ports. Currently, there is no full-time police force, after the Ports Canada Police were disbanded in 1997. Organized crime is using the ports for export and import of contraband and other illegal activities, “that threaten the safety and integrity of our supply chain and the safety of our communities,” Dubord said.
The strategic and economic importance of our ports, “cannot be overstated …” Dubord included the document, Policing our Ports: A Report to the City of Delta, written by Peter German and Associates that was released in September. The report suggests several possible policing models and recommends a $10 surcharge on every container shipped through Canada’s ports to fund them. Dubord said he’s asking for the police chiefs’ endorsement saying the association is a “powerful catalyst” in advocating for needed changes, “to enhance security at our ports.” Dubord told the Delta Police Board at its October meeting that he doesn’t think there is support for a separate ports police, but there was some support for a port patrol done by either Vancouver or DPD, with an investigative element. He said in October there’s been no response from Ottawa.

enie D’Aquila embodies everything that a Citizen of the Year should. She is a tireless community volunteer, and an inspiration for community service and business leadership. D’Aquila was named Delta’s Citizen of the Year on Friday night at the 72nd annual Business Excellence Awards, hosted by the Delta Chamber of Commerce. She is the executive director of Reach Child and Youth Development Society. Her reach and impact is far and wide. She has helped shape the way this community champions for its children. She shows heart and compassion in every person that she helps and interacts with. Everyone who knows her I’m sure will agree, has had their lives enriched by knowing her. I know my life has. Whenever I have spoken with her, interviewed her for a story in the Optimist, or just seen her in action at Reach here in Ladner, I’m inspired by her thoughtfulness, drive and determination to make our community better. Congratulations Renie on this great honour. It is so richly deserved. Business excellence The night marked the sixth awards ceremony that I have attended and covered for the Optimist. Each event has been unique with its choices for Citizen of the Year and the other business awards. This year’s event was one of the best that I have attended. There was a great energy and buzz in the room. Lots of excitement for the award finalists and their friends and family who were on hand to support them. There was a wonderful and diverse list of finalists this year, all showcasing why Delta has such a great business community. The video packages of the finalists was thoughtful and humble and the speeches from the winners were kind and generous. It was certainly a night of excellence and a night of true celebration.
Planning for the future of Town Centre Mall
C
entury Group held a public engagement/information update session this past Tuesday evening regarding the potential development of the Town Centre Mall. Due to publishing timelines for the Optimist, I am not able to chronicle the event in this comment, but I can speak to a video from Century President Sean Hodgins posted online last week, that outlines the major discussion points. A main consideration addresses the form and tenure of the buildings in the proposed development. Will they be strata units, rental, or a combination thereof? Will they be studios and one bedroom or two and three-bedroom units? The choices here, Hodgins notes, would likely be based on decisions made by Delta in relation to its housing needs assessment. Another major point discusses the retail component of the potential development.

What types of shops and services would be best suited in this new urban environment and for the community at-large? Retail will be a huge driver for the success of the proposed development and the public is invited to share their ideas for the ultimate vision. Other main discussion points include the nature of the urban landscape of the site, the architectural look and feel of the buildings, and the new library as an anchor for the community.
Accommodation above retail space has traditionally been a tried and true success in community building over the years and in fact, centuries. Revisiting this simple concept will help to ensure successful retail and amenity for the residents of the new urban neighbourhood. Although far too early to plan building height, in a midrise building scenario (five to 10 storyes) above retail, benefits include blending into established and family-friendly neighbourhoods and being near schools and parks. They also provide enough gentle density to support transit corridors yet can meld into the character of an existing neighbourhood. During this ongoing process, Century Group has clearly indicated that they have ideas on how to proceed, but that they want to hear our ideas as well. Glad the COVID restrictions were in place
Editor: Re: Point Roberts: we have yet to recover (Optimist, letters, Nov. 2). No doubt Point Roberts businesses have suffered due to the pandemic, as have businesses in B.C. and beyond. An exemption regarding cross-border travel between Point Roberts and B.C. probably should be in place. And I can believe that more harm was done to Point Roberts by the restrictions than by the coronavirus, but I would suggest that was because the community was lucky: the isolation that hurt businesses probably prevented illness and perhaps death. I am troubled by the phrases “medically
panic-induced reaction” and “knee jerk panic response.” We should not forget our situation in March 2020: we faced a new, highly-infective fatal disease with no protection other than avoidance, which meant distancing, even isolation for the more vulnerable. People were dying; I lost a friend here in Ladner. (Ultimately over 5,400 deaths have been attributed to COVID-19 in B.C., 10 times that number in Canada, over a million in the USA, and so on.) What were government health authorities supposed to do? As much as I sympathise with all those who suffered because of the restrictions, I am
personally glad they were put in place, along with the vaccination and mask mandates. I am confident that these saved countless lives. And could we reasonably expect governments to perform perfectly as they faced a disease about which we knew virtually nothing? I think that in the situation Canadian governments did at least as well as any in the world. It is easy, now that we have the vaccines, knowledge about masks, etc., to get angry about the down-side of protective measures, but let’s not allow this to be the dominant factor when we face the next pandemic: the priority has to be the saving of lives. Thank-you for sharing your story Editor: Thanks to the older man who shared his father’s and uncle’s war experiences with the folks standing beside him at Remembrance Day Service in Ladner. He showed us,
through tears, photos of his uncle who died on Juno Beach on D Day, another uncle died later at the Falaise gap, and that his father had thankfully made it back home. Somehow it made the
whole occasion much more meaningful to me. It was a fresh reminder, that freedom isn’t free. It was good to see everyone come together in respect for the sacrifice of our soldiers. Daniel Soukoreff

This holiday season, help build a new long term care community for Delta’s seniors. Leaving home isn’t easy under any circumstance. But imagine how tough it must be to leave your home for the very last time. Ladner residents, Cliff and Sheila Cox faced this daunting transition. They loved their close-knit community, where they easily made friends and relished visits from their children and grandchildren. Delta was the perfect place to put down roots after years of travel and adventure. Yet, after 54 years of marriage, both Cliff and Sheila had to surrender a lifetime of independence for a new life in others’ care.
First was Cliff. In 2015, he moved into Delta Hospital’s long term care facility, Mountain View Manor, while battling cancer. Sadly, he passed away less than two months later, only days before Christmas. Then, three years later, after suffering a stroke that left her unable to live independently, Sheila also moved to Mountain View Manor. The staff went above and beyond to brighten Sheila’s days. But their tireless efforts to provide comfort and care could only go so far. Sharing a room with three other residents felt strange and often uncomfortable for Sheila, especially when her children and grandchildren would visit. The city has received an application to revise a previously approved condo development on Hunter Road in Tsawwassen. Council last year gave final approval for a 40-unit, four-storey market condo complex for 1219 Hunter Rd., which required an Official Community Plan (OCP) amendment and rezoning. A planning department report notes that economic and housing needs have changed since the project was approved, resulting in the same property owner coming forward with a new application for a 68-unit, six-storey building. The complex would include 34 market housing units and 34 rental housing units. The latest OCP amendment would exempt the property from the Tsawwassen Area Plan, which limits a building height in the area to four storeys or 56-feet, whichever is less. Delta Police applied a proactive, multifaceted approach in the days before Halloween this year, resulting in a quieter spooky night than in 2022 when fireworks mayhem and madness broke out in Tsawwassen. “This year, I’m happy to be able to report that there was a notable turnaround in the Halloween that happened in South Delta, for sure,” Chief Neil Dubord told the Police Board at its Nov. 15th meeting. Police set up at strategic points, reached out to kids before and did public safety messaging. “Thanks to the Delta Police Department’s strategic planning and execution in collaboration with the City of Delta, Delta Fire Department and Delta school district, the evening was marked by community safety and enjoyment,” Dubord said. Police also enforced bylaws and
liquor laws and confiscated booze and fireworks as part of their approach. They also used their Quick Response Teams, so they were able to get to trouble spots quickly. During the evening, police seized a long machete and imitation handguns. Still, about 140 complaints came in that night, mostly about noise and fireworks with most between 8 and 10 p.m. “The positive outcomes of these efforts were evident in the minimal disturbances and property damage …” and no reported fireworks injuries, said Dubord. That resulted in good feedback from the public, though he noted that disturbances are inevitable during large public events. “This year’s enhanced response to Halloween reflects the team’s ongoing commitment to community safety and well being,” he said. Several complaints also came in about fireworks from Diwali celebrations.

Help build a new long term care community for Delta’s seniors.
The city is ready for the upcoming winter season. Engineering director Steven Lan recently provided council an update on Delta’s 2023/2024 winter season and flood preparedness, which will follow last year’s plan when it was updated and approved. The snow and ice control policy outlines priority and secondary routes where prewetting, salting, sanding and snowplowing are carried out as long as poor conditions exist, while Delta’s independent weather forecaster (Weathernet) provides an annual outlook for the winter season, allowing the engineering department to prepare for snow and ice operations. A staff report notes that this year’s forecast indicates the region may experience warmer winter temperatures than the last three years. As such, the Lower Mainland may experience less snow events compared to the last three year. The report also notes that the Ladner works yard is fully stocked with 1,300 metric tonnes of salt. The North Delta works yard is also stocked to full capacity with the same amount. A contract with Mainroad Contracting
guarantees up to an additional 2,500 metric tonnes of road salt for this season which, in conjunction with what’s currently available in Delta’s sheds, provides a total salt availability of 5,100 metric tonnes. That amount should be sufficient as historically, Delta has used up to 4,500 metric tonnes of road salt during extreme winters, but uses between 2,500-and-3,000 metric tonnes in an average winter, the report notes. In addition to road salt, engineering operations continues to make its own salt brine. Salt brine is used to pre-wet the priority routes in anticipation of snow and/or ice events. The city has two specialized brine trucks that can be used to apply the salt solution as and when required. Steps have been taken to ensure staff coverage during the holiday season. Staff have implemented a night shift truck driver seven days a week to reduce response time for snow and ice control from Dec. 1, 2023 to March 2024. When not salting or brining, the night driver will provide routine inspections on major roads and overpasses while performing other duties. Meanwhile, the city’s emergency response protocol line was updated.
It’s a direct phone line for police, fire and ambulance to request sitespecific snow clearing to provide access during emergency situations. Salting trucks will divert from their regular duties to assist with emergency services requests. The “Winter Road Conditions” phone line (604-952-3820) is available for the public which has a voice message, updated every four hours during a snow storm event, with the current weather situation and Delta’s response levels. As far as who is responsible for the various Delta routes, the engineering the province is responsible for Highways 17, 17A, 91 and 99 including the George Massey Tunnel and the Alex Fraser Bridge. Provincial jurisdictions are looked after by a contractor, Mainroad Contracting. Delta crews look after the west side of Scott Road in North Delta and the City of Surrey is responsible for the east side of Scott Road. When it comes to Ladner Trunk Road, Delta crews look after the section between Highway 17A to Highway 91 in both directions. The province’s contractor looks after Highway 10 from Highway 91 to Highway 1.

Delta to see assess its risk vulnerability SANDOR GYARMATI

The City of Delta has issued a request for proposals for a consultant to conduct a comprehensive hazard and risk vulnerability assessment. The goal for Delta is to enhance disaster prevention and mitigation, preparedness, response and recovery efforts. The analysis is to identify and assess potential hazards that pose a threat including climate change and atmospheric hazards such as extreme heat, cold spells, rainstorms and drought incidents that are already increasing in frequency and severity, increasing the risk of wildfire and other hazards. Among other things, the assessment is to include human activity that has the potential to cause widespread injury, property damage, social and economic disruption or environmental degradation. An assessment was
conducted in 2006 but significant changes in emergency management have occurred since then, so the previous report is now outdated, according to the city. The city also notes that it is anticipated that an updated Emergency Program Act (EPA) will be passed by the B.C. government this year, incorporating new regulations for emergency management plans and requirements for assessments to consider the impacts of climate change. Earlier this year, Delta’s various departments, along with the police and fire services, conducted a large-scale emergency exercise to test the local coordinated response to a major earthquake that would result in all telecommunication and power becoming unavailable. The drill was part of an overall a large-scale emergency preparedness training exercise in B.C, with a simulated alert sent to Exercise Coastal
Response 2023 (CR23) participants. The exercise included nearly 200 participating organizations and began four days into the simulated earthquake event, involving a large population and complex infrastructure, including major bridges, ports, airports, railways and highways.

A new leadership group is to be formed to identify flood mitigation priorities and evaluate options to reduce the risk in the region. A recent Metro Vancouver status report on the Fraser Basin Council’s Lower Mainland Flood Management Strategy Leadership Committee notes the Lower Mainland Flood Management Strategy (LMFMS) initiative, which was completed this year, is a comprehensive multiyear effort aimed at developing a regional strategy to reduce the risks associated with Fraser River and coastal flooding. It’s also to increase the flood resilience of B.C. Lower Mainland communities. The initiative was over-
seen by the multi-government LMFMS Leadership Committee with secretariat, facilitation and technical support from the Fraser Basin Council (FBC). The Leadership Committee has focused on completion of the LMFMS initiative through the development of the Pathways to Action for Flood Risk Reduction and Resilience (PTA) report. With the release of the PTA report in summer of 2023, the work of the Leadership Committee is now complete. The PTA report is seen as a key document as it reflects the consensus recommendations for action by First Nations, local, provincial and federal government contributors. One of the key recommendations for early action in the PTA report is the establishment of a new leadership table, comprised of First Nations, local, regional, provincial and federal government representatives, to build on the previous work of the Leadership Committee. “One of the first areas of focus for the new leadership table is to take immediate steps to assess high priority critical infrastructure and essential services in the Lower
Mainland, the most flood-vulnerable region in Canada, working within the broader context and direction of the United Nations Declaration of the Rights of Indigenous People, and related provincial and federal legislation. The assessment will serve to identify mitigation priorities and evaluate options to reduce risk and increase resilience for these priorities,” the report notes. Meanwhile, as far as ongoing flood risk reduction initiatives in the City of Delta, staff provided an update to the Agricultural and Hunting Regulation Advisory Committee including the city having received a $2 million grant from the provincial government to assist with raising a portion of dike near the Boundary Bay Airport, between 72 and 88 streets. Preparation for the project is to commence soon and the city plans to use fill material obtained from large construction projects in order to reduce dike raising costs. As far as dike improvements on Westham Island, staff have been granted permission to complete dike maintenance and minor filling on the top of low-lying portions of the dike in the area, which will minimize

the risk of over topping during high tides. Staff noted that that dike maintenance differs from dike raising, which may require seismic analysis. The city will also continue to work with Inspector of Dikes to find “innovative and costeffective solutions” for raising the dikes, such as the recently completed Living Dike Pilot Project and upcoming Boundary Bay Dike Construction Fill Pilot Project. If the pilot projects prove to be a success, there is an opportunity to expand them, according to staff. During a recent council discussion on the province’s British Columbia Flood Strategy Intentions Paper earlier this year, a precursor to an upcoming provincial flood strategy, Engineering Director Steven Lan noted the estimated cost, so far, for 67-kilometres of dike raising and seismic improvements by 2100 is at more than $1.9 billion, with the first phase alone, excluding seismic improvements, tabbed at $350 million. The city currently has $6.5 billion in private property and public infrastructure protected by Delta’s diking infrastructure, while the estimated damage by a major dike breach is anywhere from $1 billion-to-$3 billion, according to a Delta report, adding about 53 per cent of Delta’s land mass is vulnerable to flooding. The Fraser Basin Council recommends establishing a long-term funding program to support implementation of the LMFMS, with senior level government financial support clearly needed.

The cost to repair the Hwy. 17A overpass has jumped by about $300,000, given the possibility of weather delays in construction. Work was to have started earlier this month on fixing the southbound part of the overpass after it was badly damaged July 18 when an overheight truck smashed into it while driving southbound on Hwy. 99. However, following an outcry from local businesses and politicians, the Ministry of Transportation and Infrastructure delayed the project until January, so as not to interfere with the busy Christmas season. According to the ministry, the department is now budgeting $1.7 million, instead of $1.4 million for the project. And although the structure was built in 1959 and is now 64 years old, it won’t be retired. The cost to replace the Hwy. 17A overpass entirely would be “significantly higher” said the ministry. “No replacement or reconfiguration is
planned, and the crossing recently underwent improvements (extending and widening the Hwy. 99 northbound off-ramp to the Hwy. 17A intersection) as part of the Highway 99 Tunnel Program,” the ministry said Nov. 16. That overpass and the Hwy. 99 crossing at River Road has been a concern of Delta politicians since a River Road interchange was omitted when the $4.1-billion Fraser River Tunnel Project was announced. However, the ministry said it’s “currently studying the feasibility of a River Road crossing over Hwy. 99.” The ministry said it’s still talking to the federal government about funding for “this important project” as well as for “potential additional infrastructure that would benefit local communities.” Coun. Dylan Kruger said the province has a request for proposals out for the tunnel project and if the overpass is not included, it won’t be part of the tunnel. He expects the ministry will have a business case study for the River Road interchange by the end of the year.

The City of Delta has issued a request for proposals for the supply and installation of a new drinking fountain at the new off-leash dog enclosure at Paterson Park. A drinking fountain is also to be installed at the off-leash area in Delview Park. The enclosure at the Paterson Park designated off-leash area opened late last year, following a $237,0000 contract having been awarded for the project. The enclosure did not alter the existing boundaries of the designated dog off-leash area, but provides an enclosed
portion of the area for dog owners who wish to have their pets in a safe, fenced space. The city recently issued a request for proposals for a contractor to build an off-leash enclosure at Pebble Hill Park in Tsawwassen. The existing dog offleash area at that site was established in 2010 and is within a BC Hydro transmission right-ofway. The off-leash area is not fenced and has relied on signage and natural boundaries. Meanwhile, the city this summer gathered public feedback on options for enhancements to the existing off-leash dog area at North Delta Community
Park, including improving the safety of the area by implementing a barrier fence between the existing off-leash area, north of the North Delta Recreation Centre, and the adjacent parking lot. The parks department will incorporate the community input into a proposed detailed design to be unveiled later this year. The city currently has just over a dozen designated off-leash areas for dogs, including designating space at the North 40 Park Reserve in East Ladner for commercial dog walkers with more than two dogs (to a maximum of four) that are allowed off-leash at a time.

Tsawwassen’s 10Avenue to undergo more safety enhancements The City of Delta will undertake a series of additional traffic calming measures along 10A Avenue in Tsawwassen. A resident from the avenue two years ago submitted a petition, representing households located between 53A and 50B streets, conveying concerns about excessive traffic speed and volumes. The petition requested a road severance and traffic calming measures such as speed humps to divert traffic. The avenue had already undergone enhancements in 2017 through a neighbourhood road improvement project, which included road paving, curb extensions, curb and gutter, drainage improvements, new concrete sidewalk and ornamental street lighting. That project cost approximately $2.5 million. A staff report notes that speeds and traffic volumes along 10A Avenue were measured, and the data indicated that speeds were gen-
erally at or below the posted speed limit of 50 km/h. Traffic volumes have varied and are reflective of changes noted during the pandemic. A review of historical crash data from 2016 to 2020 was also conducted. Those findings indicated that there were five recorded crashes, according to ICBC claim data, and none were attributed to speeding, the report notes. Staff subsequently met with the petition writer on-site and deployed a speed reader board on 10A Avenue on a rotating basis for driver education. The enhancements include the installation of delineator posts and painted medians, which are intended to further narrow the roadway resulting in reduced speeds, as well as conversion of the existing marked pedestrian crosswalk to a raised crosswalk that will serve to improve pedestrian visibility and lower speeds. Also including speed reader boards, the project is anticipated to cost around $30,000.

20 days of giving begins at DSS Students at Delta Secondary are once again looking to collect food (including pet food), gifts, toiletries and gift cards to create hampers for local families in need to help them enjoy the festive season. The 20 Days of Giving Campaign, which has been happening for more than 21 years, runs from Nov. 20 to Dec. 15. Last year, students raised an incredible $19,345 including food items, toiletries, and gift cards and in doing so, they helped to make the holiday season memorable for 26 local families. This year, students have the admirable goal of creating hampers for 30 local families and supporting
the local food bank. “As always, this campaign emphasizes the positive impact we can have when we come together as a community,” said teacher Colleen Blatz, organizer of this initiative since 1999. If you are interested in participating in this year’s 20 Days of Giving Campaign, please drop off donations of food or gifts to the drop box outside the school: from Nov. 20 to Dec. 15 from 8:30 a.m. to 3 p.m. Monday to Friday. Historic Ladner Village becomes pretty as a picture when it’s all lit up for the Christmas season. The yuletide season formally begins on Thursday, Nov. 23 when the Ladner Business Association (LBA) holds its 2023 Christmas Tree
Festival. Located at the corner of 48th Avenue and Delta Street, the occasion marks the start of the festive season in the village that itself resembles a Christmas card. Start time is 6 p.m., with the event running
until 7:30, however, Santa lights the big tree in Westham Square at exactly 7 p.m., so make sure you’re watching when all the lights come on. The evening features a colouring contest with prizes, a drop off for letters to Santa, a photo

experience again this year. This year marks the 11th year for the Christmas Tree Festival. The night will feature live entertainment provided by Tony Barton and the Delta Youth Theatre. There are not many Christmas events in Delta

LBA Breakfast with Santa is a wonderful Christmas tradition Meet Santa and enjoy breakfast on Dec. 2
Christmas shopping can get tiring so, a good way to start the day is to have Breakfast with Santa. This year’s Breakfast with Santa, hosted by the Ladner Business Association (LBA) takes place Saturday, Dec. 2, from 8 to 11 a.m., in the Ladner Community Centre (4734 - 51st St.). Live music, face painting and photos with Santa, who arrives at 8:15 a.m., will be part of the fun. The tradition has been
going on for 35 years and will involve local politicians such as your MP, MLA and city councillors, serving up pancakes. There’s no need to register online, but there is a cost of $5 at the door for the breakfast, or $7 if you want ham with your pancakes. “This event is not possible without the tremendous support of local volunteers and the business community who share their time in organizing
the event, decorating the hall, preparing breakfast and of course clean-up,” said the LBA on its website. Between 20 and 30 volunteers will be helping out to ensure everything goes well and pancakes continue to be produced. New LBA president Richard Wischnewski noted there are new members on the LBA board who want to make the best out of the events. -Optimist staff

Shop local this Christmas in pretty as a picture Ladner Village If you’re tired of seeing the same old stuff in the big malls, the little village in Ladner may be the place to check out. Ladner Village offers a variety of shopping from unique-in-the-world antiques, to the latest consumer goods, to everything in between. Many shops and services can be found in the village, along with a range of tasty places to sip coffee, quaff cold beer, munch on delectable food or grab the latest book, all within a few steps of each other. But apart from the easy way to fill your Christmas wish list without worrying about parking, is the healthy stroll that’s all part of a shopping expedition. The Fraser River is just steps away so shoppers only have to walk a few blocks to the west and they can relax on the Fraser River waterfront. “It’s just that hometown community feel,” said Richard Wischnewski, president

The LBA has existed since 1978 with many of its community events becoming annual traditions. “Our advocacy with local government ensures that the interests of our members are considered. And our involvement in other aspects of the
community, such as having a float in local parades, promote our members and helps Ladner to thrive,” the association said on its website. Contributing to the community is important for Alviene Wilkins, owner of Vinca’s Kitchen. “I’m always aware that I’m here only because the community is supportive,” she said. She donates to fundraisers and provides a scholarship at Delta Secondary, “because those are the people that shop here.” “Everybody I think in our area, Ladner, Tsawwassen, North Delta … people are focusing on shopping local.” Larger stores have customer service, but not to the depth available at Vinca’s because staff are very familiar with the products, she added.

Vinca’s Kitchen is in the process of expanding to include a real kitchen, opening next year, and offering baking and cooking classes taught by local experts. At Black Bond Books, they have worked over the years to represent the community and hire local people who are bookworms themselves. The excellent staff can be a huge help with Christmas shopping if someone comes in with a list of people for whom they’re trying to buy gifts. All the shopper has to do is

tell the staff a bit about the person they’re buying for and staff can find a good book. “We just love putting the right book into the right hands,” said manager Holly Morgan.
People can also order online via the store’s website then pick up their book at the store with no shipping charges. They also have signings by local authors. “There’s always something

I don’t know if you ever followed the American television series Touched by an Angel. It premiered on CBS on Sept. 21,1994 and ran 211 episodes during nine seasons, the final episode being on April 27, 2003. The series is about three angels: Monica, Tess, and Andrew who are dispatched from heaven, to inspire people on earth who are having difficulties, and remind them that God loves them, and hasn’t forgotten them. (Luke 1: 39-55) gives us the story of an angel that was sent by God with a message to Mary that she was going to conceive of the Holy Spirit. After receiving this message Mary burst into song because she

May we be touched by his love and compassion during this Christmastide. May some of the people we will encounter during this Christmas, somehow turn out to be angels through whom God will visit us. Mateo Mazari named 2023 Delta Idol Finalists performed Nov. 18 at the North Delta Centre for the Arts
Delta has a new musical idol. On Saturday night, Nov. 18, an eager crowed packed into the North Delta Centre for the Arts to witness Delta’s youth compete for the title of Delta Idol 2023. Through inspired performances, finalists between the ages of 16 and 18-years-old, made it difficult for the judges to decide who would win the crown. Song selection was unique, including a variety of genres from pop, hip-hop, pop folk, musicals, and even an original song. Every single performance was entertaining and heartfelt. Congratulations to our 2023 Delta Idol – Mateo Mazari! Mateo charmed the judges and audience to claim the crown. Phenomenal performances earned Zoe Rapos the first runner-up and Kristie Lind the second runner-up. Thank you to our judges Rani Reddy, Dan Lonsdale, and Jordy Matheson, as well to all of the incredible singers who auditioned and competed! Thank you also to Studio Cloud 30 who sponsored the grand prize of a $500 certificate for Mateo to use on services of his choosing at the studio. -Submitted

The 2023 Ladner Carol Ships are floating towards you. Beautiful lights, decorated boats and the songs of the season highlight one of Ladner’s favorite Christmas traditions. The Ladner Carol Ships will sail into Ladner Harbor for two nights - Friday, Dec. 1 and Saturday, Dec. 2 at 7 p.m. The decorated boat parade and caroling takes place at the government dock at the foot of Elliott Street. Alistair Milne, who coordinates the caroling weekend, said many Christmas carolers have been singing at the event for more than 45 years. This year, the carolers will be Voice Club, on Friday night and the award-winning band KickDrive on Saturday night. Milne will also have a special Christmas story to share. There will be candy canes and hot chocolate for all. “This is when Christmas bursts out. It’s a warm, festive experience,” said Milne. “It’s so great to share the birth of Jesus. There is a lot of emphasis on Santa Claus and gifts and that’s fine, but

DSS boys win Fraser Valley volleyball championships Team will be ranked third for provincials in Victoria next week IAN JACQUES

The Delta Secondary senior boys claimed the Fraser Valley volleyball championship on their home court last week, but that is just the first step in their journey. Seeded number one at the tournament, DSS beat McMath last Wednesday night and then beat Steveston London from Richmond Friday night to win the banner.
Liam Froude and Arshaan Bilga were named tournament all-stars while Macin MacDonald was named tournament MVP. DSS will now be seeded number three when the provincials start Wednesday (Nov. 29) at Oak Bay Secondary in Victoria. “Super proud of the boys. A lot of work has gone into this over the whole season and in previous years for that matter,” said head coach
Andrew Robson. “We talked about it all week that you don’t know how often you will get to be a number one seed and host a tournament like that. We had an opportunity to play well, have fun and that’s what they did. It was a full team effort and I can’t say enough about the whole group. They all contributed and made it all possible.” Robson said the play of the whole squad has been getting better and better throughout the season.
“It was a unique year in that we had a few guys coming back, but a few Grade 10s that played significant roles as well, so it’s been fun to see them all come together in the past two and a half, three months and culminating with the South Fraser championships,” he said. Robson said he is happy with the number three seed for the provincials. “We have been as high as two this year. I think
all the teams that are ranked in the top four all won their zone championships, so it didn’t make sense to switch up the ranking at all and with the format of the boys’ volleyball provincials, they do a power pool, so in theory seeds one through four are very similar,” he said. “We have a chance to take the one or two seed if we can win a few games in our pool heading into bracket play. We are thrilled with the three seed and we

JV Sun Devils advance to football playoff semifinals IAN JACQUES

The Junior Varsity Sun Devils have advanced to the final four of the BC High School Football playoffs. South Delta opened up a big 33-0 lead in the third quarter winning 33-22 over GW Graham from Chilliwack in the quarterfinals last Thursday (Nov. 16) at Minoru Park in Richmond. The Sun Devils will now meet Lord Tweedsmuir (Surrey) in the semifinal. They beat Notre Dame 35-13. The other semifinal will feature Vancouver College against WJ Mouat. College beat New West 46-13 while Mouat won a wild shootout 47-33 against St. Thomas More. South Delta’s semifinal game is slated for 2 p.m. Thursday (Nov. 23) at Minoru. “It was a big win for us,” said head coach Scott Martens. “We didn’t have the ball as much as they had almost twice the amount of offensive plays that we did, but we made those possessions matter.” After South Delta’s second score to go up 13-0, GW Graham had a long drive that got them inside the Sun Devils five-yard line with about 90 seconds to go, but the defence kept them out of the endzone on three consecutive plays, which ended the half.
“It was inspired play by the defence who executed the game plan perfectly,” said Martens. GW Graham got the ball to start the second half and within a few plays Jarred Brown intercepted a pass and took it back for the score. A quick three and out with a block on the punt and South Delta had another short field and it only took one play to score. The score quickly was at 26-0, another interception by Quinn Sjoberg another short field and a score made it 33-0 heading into the fourth quarter. “GW Graham’s offensive line dwarfed our defensive line, but it was that d-line along with our line backers who ended up dominating the line of scrimmage and was the key to our success today,” said Martens. “GW Graham was able to score three TDs in the fourth, but the game was well out of reach and we were getting some valuable playing time for our young guys.” Quarterback Damian Dumas was seven for 12 for 129 yards passing and two TDs. He also rushed for 80 yards on 10 carries with a pair of TD runs. Quinn Sjoberg led the receiving core with 71 yards and one TD, while Dylan Lappin caught 46 yards and one TD. Sjoberg and Brown each had interceptions on defence with Brown running his back for a score.

The South Delta Sun Devils quest for a AAA boys provincial championship ended last Friday in North Vancouver. The Sun Devils dropped a 22-12 quarterfinal game to Carson Graham bringing their season to a close. Carson Graham opened the scoring with a 1-yard TD run and converted a two-point convert to go up 8-0 after the first quarter. South Delta answered back in the second quarter as Ryan Roberts scored on a 15-yard run. The two-point convert failed and South Delta trailed 8-6 at halftime. Celyan Vermeulin scored his second TD of the game in the third quarter for the Eagles. The two-pointer failed, and Carson had a 14-6 lead after three. Vermeulin scored his third TD of the game – this one on a 26-yard pass. Again, the two-point conversion failed,
and it was 22-6 for Carson. South Delta scored on a two-yard run from Dominic Dumas and failed on the two-point conversion and that finished the scoring. Dumas finished with 110 yards passing and rushed for 37 yards while Roberts rushed for 94 yards. “It’s disappointing, but we gave them a fight,” said head coach Ray Moon. “It was back-and-forth and a real battle. Defensively we had two interceptions, we partially blocked one punt and blocked another one. Carson had a couple plays that we had trouble stopping in the second half.” Moon said the offence had trouble getting going all day. “The kids gave it everything they had, but we fell just a little bit short this time, but I’m proud of all of them,” he said. “It took us a bit longer to gel during the season. We just fell short in the New West game, which I think we should have had. Then we beat Centennial, Terry Fox and both games

DANE, Bonnie Elizabeth Anne (née Brett) GEIER, Martha Mueller Martha Mueller Geier passed peacefully, in her sleep, on November 9, 2023. Our beloved mother was welcomed into her heavenly home just 20 days short of her 97th birthday. Born on November 29,1926 in Karamurat, Romania, to Walburga and Maximillian Mueller, the oldest of eight siblings.
ROGERS, Sylvia L. October 13, 1928 − November 1, 2023 On the morning of November 1, 2023, Sylvia Lillian Rogers passed away peacefully in her sleep. Sylvia was predeceased by her husband Geoff on March 8, 1985, and leaves behind Jacqueline Kaltenbach (Greg), Wayne Rogers (Barbara), Sherrie Busswood (John) and Michele Dolinski (Martin). Sylvia was also grandmother to Nicole Klassen (Dan), Geoff Rogers, Crystal Rogers, Parker Busswood (Jessica) and Devon Busswood and great−grandmother to Avery Busswood. Sylvia was born on October 13, 1928, in Kent, England. She married the one and only love of her life, Geoffrey Alan Rogers, on August 25, 1951, and they emigrated to Canada with their firstborn, Jacqueline, in 1957. They raised their family in Richmond before Sylvia eventually relocated to Ladner. Sylvia had a terrific sense of humour − quick−witted to the very end. She was a talented gardener, seamstress and knitter. She loved anything to do with the royal family, crosswords, reading and her beloved Coronation Street. She enjoyed her cuppa tea, scotch and potato chips. Dad used to say he would find a nice big cloud in heaven and wait for her. Almost 40 years later, it gives us comfort to think of them on that cloud together again. Our family would like to extend our deepest gratitude to the amazing staff at Mountainview Manor who looked after Mum with kindness and compassion the last 10 years.

Martha Mueller married Jakob Geier on February 27,1954, living in Klosterlechfeld, Germany briefly, until they departed for Canada in September of that year. Bravely, they arrived suitcase in hand, pennies in their pockets, as new immigrants; who, with strength and courage, faced many obstacles and built a life in Richmond, BC, Canada. Together, she and Jakob had four children, Paul, Renate, Monika and Frank, whose nurture and support became her central focus, expanding to include their spouses and her grandchildren. Jakob preceded her in death, in May of 2000 and Martha remained devoted to her family, her church, and her cherished friends from the little German village in Romania. For many years she cared for her own, and eventually other children; creating a home filled with love, the delicious smells of baking, and a freezer full of food for a rainy day. Her life was a living example of dedication, hard work, and her simple pleasures included tending to her rose garden, singing the sound of music, dancing in the kitchen and, particularly, chatting with her close friends over the phone. She was our devoted mother, grandmother, great grandmother, sister, and, for countess more, a beloved friend. Martha is survived by her four brothers, three sisters, her four children and their spouses, seven grandchildren, eight great grandchildren, plus one great great-grandchildren, and numerous nephews and nieces. All of whom she loved and made a difference for. And all of us will miss her deeply. Funeral Mass will be held on Friday, November 24, 2023 at 11:00 am; Sacred Heart Church, 3900 Arthur Drive, Ladner, BC. A reception will follow in the Parish Center to celebrate her strength, her spirit and heart she generously shared with those that had the pleasure to know her over her many years of life. Bonnie passed away peacefully on Wednesday, November 15th in the comfort of her home. She is predeceased by her parents Gertrude and Thomas Brett and her older brother Michael. Her spirit is carried on by her loving husband of 53 years, Stephen, their children Laurine and Roger, and two granddaughters, Emily and Elizabeth, as well as a plethora of friends and family spread across the globe. Bonnie left us the way she lived: peacefully, gracefully, and with Steve’s hands in hers. Bonnie was kind, elegant and generous. She was a particularly gifted hostess, always meticulous in her approach to table décor, including her matching, seasonally appropriate serviettes at even the most casual of family dinners. The home that she shared with Steve was the landing point for their children and grandchildren. It was safe and warm. In the spring, the driveway was pink with cherry blossoms, and in the winter, her father’s wooden choir boys greeted all who entered. Their home had an extraordinary collection of her father’s paintings, countless photos of friends and family, a phenomenal array of Royal memorabilia, and the fridge served as a testament to their world travels including Newfoundland, where they visited their granddaughter Elizabeth; Denmark, the birthplace of her grandmother Laurine; visiting family and friends in England and Hawaii, which was their all-time favourite holiday destination. Bonnie attended Kerrisdale Elementary in Vancouver and went to high school in Trail and Kamloops. She lived all over, making friends wherever she went, including Calgary, Prince George and Kamloops, before settling in Tsawwassen, where they lived for the past 39 years. She worked for BC Tel for 28 years and received multiple awards to commemorate her innate prowess for customer service and management. Indeed, Bonnie excelled at service in all realms. She was a dedicated member of the P.E.O. Sisterhood, carrying on her mother’s legacy as a founding member of Chapter BD. She was a regular volunteer with the Tsawwassen Boundary Bay Lions Club and the Tsawwassen United Church. She also carried on her father’s legacy through her lifelong appreciation of art. Her piano abilities were laudable, having studied at the Royal Conservatory of Music. She was a dedicated member of her church choir, and, in her retirement, she became an usher at The Arts Club, which enabled her to take in as much theatre as possible, often bringing along her family so as to instil within us a similar love for the arts. Above all else, Bonnie was a fiercely loyal and loving person. She was unparalleled in her ability to remember minute details about everyone she crossed paths with. The greatest joy in her life was connecting with others. She maintained decades-long close relationships globally. Talking with her on the phone was always (at least) a one-hour commitment, but one that was sure to make your day, week, and month better. We will miss you forever, Nanny. You have always been our reason, our strength, and our joy. Although it seems impossible to go on without you, we will carry on in your name, making sure to keep the table beautiful and the house warm. The memorial service will take place at 1:30PM on Saturday, November 25th, at the Tsawwassen United Church, followed by a reception where a sample of her fancy sandwiches will be available. The service will be livestreamed and recorded, details will be available through the church. In lieu of flowers, donations can be made to P.E.O. WALDEN, Frank Courtleigh June 30, 1929 - October 4, 1923 Frank Walden passed away quietly on October 04, 2023, predeceased in 2019 by his beloved wife Virginia. He leaves his son Chris (Karen), daughter Jane (Michael) and youngest son Doug (Marsha), grandchildren Jessica, Shanleigh, Laine, Johnathon, Ross and Claire, and great-grandson Bennett. He is survived by his younger siblings Chester, Joan and Mona, and was predeceased by his brother Don and parents Ken and Mary. Frank’s early days were in the Peace River country, Alberta. He learned to hunt, played hockey on frozen rivers and lakes, and mastered the delicious art of making ice cream. His family eventually moved to Summerland and then Kamloops, where he met the love of his life, Virginia Dalgleish, at high school. Their romance spanned seventy years. Frank joined the Royal Canadian Navy, but the war ended shortly after his naval training was completed in Halifax. He graduated with a Bachelor of Arts from UBC and had a great way with words, learned from his father, who was a schoolteacher for many years. In Vancouver, he entered the work force as a reporter and subsequently covered politics from Victoria, ultimately rising to become night editor for the Vancouver Sun. In the mid-seventies, Frank left the newspaper business and joined a public relations firm, eventually buying the company and forming Walden Public Relations Ltd. By retirement, he had worked with many of British Columbia’s business and political leaders - writing speeches for BC premiers and luminaries, helping the forestry industry polish its reputation, and expanding to become one of the preeminent PR firms in Canada. He served as President of the UBC Alumni Association and ghost wrote a published novel. Frank and Virginia had many dear, long-time friends and, together, they were excellent hosts and knew how to party! Frank enjoyed many Friday lunches with friends, clients, and colleagues at the Sylvia Hotel. He had the driest sense of humour and was an old-school gentleman always. He relished a good cigar and a spicy joke. Frank and Virginia traveled widely and had an appreciation for history and exploring the world, often with friends and family. They made regular visits to Hawaii, the Uk and European continent as well as treks to Egypt, Central America, and the Caribbean. they instilled the joy of travel in the children, including a crosscountry train trip to Expo 67, magical visits to Disneyland and Oregon beaches, a Mediterranean cruise, Australia, as well as many happy drives in the paneled station wagon to visit family in BC and Alberta. Frank was an athlete throughout his life - as a star basketball player in high school, a sturdy defenseman for the Arbutus Club hockey team, a spirited competitor at the curling rink and badminton court, a dedicated runner for 35 years and cyclist into his 80s. Most importantly, Frank was a fun-loving and dedicated family man. Family dinners involved meticulous questions about the kid’s day. Advice and support were always provided. Frank was a good-natured chauffeur for soccer games, band practices, 6am hockey, and special events such as the Grey Cup. Many rainy days were spent watching from the sidelines or waiting in a cold car for practices to end. He enthusiastically shared in the joys of fishing and boating at Shuswap, crabbing at Tsawwassen Beach, skating at Lac Le Jeune or tobogganing down a snowy Kamloops hill. But it was Frank’s example that spoke loudest. He was a keen writer, as is Chris; his artistic talents have been amplified in Jane; he was a trusted business advisor, as is Doug; and his athleticism in sports and love of good food were gifted to his grandchildren. He welcomed the chance to take grandchildren to White Spot for post-game meals or dip an amaretto cookie in Chris’s mascarpone cheesecake or leave fresh apples behind to inspire Karen to make a pie. And every family dinner was finished with ice cream (for the grandkids, of course). It was a long life, well lived. Frank was a superhero to his family and he is sorely missed.

It is with sadness that we announce the passing of our husband, father and grandfather John McDonald. John was born in Surrey, BC, the youngest of 4 siblings, at the home his father and mother built on 162nd Street. John attended Tynehead School and later North Surrey Secondary. Late in high school, John started a career with Woodward’s department store, where he worked for 37 years, mainly selling furniture and carpets. After working at a few other places for several years, John settled into retirement. He was always busy with some-thing like being the Treasurer of the Delta Ladner Rod & Gun Club for almost 40 years. Retirement bought him more time to spend with Fran, the love of his life, and more time to spend doing things that he loved. Gardening and taking care of that big yard always kept him busy, whether it was pruning the trees during the winter, tilling and planting the garden in the spring, tending it and harvesting its bounty during the summer and fall. John also enjoyed his bees. Dad was one of Ladner’s best authorities on mason bees. He had them by the garden and at numerous places in the Lower Mainland. His love for being out on the water also bought him lots of joy. Being with family and friends crabbing out Canoe Pass or fishing at Sandheads were some of his favourite times spent. He also enjoyed his annual trip to Sheridan Lake in the spring. John enjoyed time with family, especially when his grandchildren were around. Sometimes it involved him and Fran travelling north to see some of them. He introduced them to all kinds of wonders and loved spending time with them in the yard, on the boat or even just playing a game. He truly had a soft spot for little ones. John is survived by his wife of 58 years Fran, son Mark (Kim), daughter Maureen (Darrel), and grandchildren Brianna, Josh, Andrea, Tim, Zoey and Avarie, along with a very large extended family. Dad didn’t want any big service or celebration, he’d rather if you would stop by and have coffee or tea and a visit with Fran or Mark or Maureen. In lieu of flowers, a donation to the South Delta Food Bank, the BC Wildlife Federation or the charity of your choice in his memory would be appreciated. We’d like to thank everyone that has touched our lives during dad’s journey over the last year and for all of the help and support you’ve offered. It’s truly been appreciated. Tight lines and calm seas Dad.
