A strike from the fire axe could have been enough to set off one of the old shotgun shells. Fortunately, that didn’t happen last spring when Blake Willson and James Reeve were doing the back-breaking work of digging out invasive plants as part of the restoration of the slope in Fred Gingell Park. Instead, they pulled out a rusty, old shotgun, from somewhere back in time, along with 10 shells covered with plastic. “It was buried about six inches because of all the leaves, and everything over the years. We just hit it with our fire axe when we were digging out blackberries,” explained Willson. “It was definitely a very old gun. It’s in the late stages of decay.” The sawed-off shotgun was found a few steps from the first landing on

the stairway to the beach. The stairway is just below the former site of the house of colourful Tsawwassen resident Pansy May Stuttard. In the mid-1920s, Pansy May leased 27 acres at the south end of English Bluff Road and built a small house on the border. She brought liquor there, which was now legal in Canada, to smuggle into the U.S., according to a 2020 article in the Optimist by Gary Cullen, with the Delta Heritage Society. By the late 1920s, she built what she called a “cabaret” which was a brothel, or as she clandestinely advertised at the time, “a place to bring a girl for a drink and if you don’t have a girl, we’ll supply one.” Pansy May lived in her house at the end of English Bluff Road until about 1936. Then the old house was dismantled and moved to where Fred Gingell Park is today, the

home invasion robbers. Willson said there’s nothing specifically to tie the firearm back to Pansy May. And one questionable part about the find is that the shells were covered with plastic. “Frankly speaking, that’s the only thing that makes it a bit of a question because they didn’t invent plastic bags until

the 1950s,” said Willson. “So, I would have to say, I don’t know enough.” Cullen, who co-wrote a book about Pansy May titled, Lord don’t want me: Devil won’t take me, said it can’t be said for certain where the gun came from. But Pansy May and her partner Elias Roppen, were the only people to

ever live on that property, Cullen pointed out in an email to the Optimist. “I just can’t see how it could not have been connected to her in some way. “Even if it was hidden there for a friend who came back to use it, then (later) hiding it again, makes more sense than some random person hiding it there at some later date,” Cullen said. Delta Police A/Insp. James Sandberg said the shotgun was found in a duffle bag on June 1, and has deteriorated so much it cannot be identified nor rendered safe, so likely will be destroyed. “Without the back story or determining where and how the firearm has been used, or even dated, there is no historical value. Without being able to render the firearm safe, or decommissioning it, we would not be in a position to share the firearm with a museum regardless,” Sandberg said.

Council approves 7.75 property tax increase SANDOR GYARMATI

Delta residents are getting real value for services as the city faces inflationary increases. That’s how the proposed 7.75 per cent property tax increase was described when passed by council on Monday. The property tax amount includes 5.75 per cent for city operational services. There is also a two per cent recreation capital investment levy, which is an amount dedicated to improving the city’s recreation and public facilities. Made public a couple of weeks ago for public feedback, the increase for a typical home assessed at $1.34 million in 2023 would be $208, according to the finance department. Council also approved a $95 increase to the 2024 flat rate utility bill, or 7.5 per cent, from $1,262 for a single-family home in 2023 to $1,357 next year.

As far as the property tax increase, it doesn’t include what other taxing authorities, including TransLink, will charge homeowners. Staff explained how a series of rising labour and material costs beyond the city’s control were factors behind the increase. “These increased prices have impacted Delta’s purchasing power and operating budget in the form of higher costs for fuel, maintenance contracts, insurance premiums and utilities. There has also been a substantial increase to costs relating to E-comm services, which support our emergency services, as well as recently signed collective agreements with increases that are in line with other cities in the region,” a report notes. Building a level of flexibility into the budget will allow the city to respond to the changing economic pressures and com-

munity needs, the report adds. A series of projects is eyed for the parks levy, such as improving track facilities at Delta Secondary, South Delta Secondary and Seaquam Secondary in North Delta. Mayor George Harvie said the levy would also be in place for the following year, giving

the city “a realistic number” for projects such as the Winskill pool replacement. “Overall, do I wish the number was lower? Absolutely. It’s actually going to be one of the lower numbers I hear in Metro Vancouver. I really appreciate the good work staff did and look forward to moving quickly with regards to capital projects. It’s important our residents see what they’re paying for as soon as possible,” he added. Other projects include revitalizing the Ladner Waterfront, advancing the Cromie Master Plan, upgrading Annieville Park, a second synthetic turf field at Mackie Park and looking at a cover for the North Delta Recreation Centre Outdoor Pool. The capital plan includes, among other things, dedicated roads funding for traffic calming and safety improvements for cycling and sidewalk connections, traffic management,

crosswalks, traffic signals/devices and funding towards extreme weather preparedness. Among the projects is the second phase of the 72nd Avenue roadway improvements and a major sewer project on 56th Street, from 12 to 16th avenues. The Delta Police Department is being provided funding for,among other things, additional police members, community safety officers and civilian staff. The 2024 Financial Plan includes also increased resources toward development services, funded from development revenues, in order to achieve provincial housing targets set for Delta. Coun. Jennifer Johal said Delta will be able to invest in initiatives the city has committed to undertaking “to enhance and renew our community.” The city gathered public feedback online from Nov. 22 to 29.

Delta council recently approved increasing the city’s contribution to remain in the Fraser Valley Regional Library system. The budget for 2024 will see an increase of 6.76 per cent, which works out to $276,792, for a total budget of $4,491,599 for Delta. Several funding options were presented. The option chosen maintains existing operations and includes, among other things, an increase in materials purchasing and an additional increase for digital materials purchases, which typically costs more. A staff report notes the primary driver of the proposed increase is the expected settlement rate for the FVRL union contract. The city is also getting a

talk about the possibility of the City of Delta leaving the FVRL was back in 2016, when council ended up voting in favour of a staff recommendation to approve the regional library system’s proposed budget, which at that time had Delta paying an increase of just over three per cent, pushing the city’s contribution to almost $3.5 million. Earlier that year, Delta council members expressed dismay at the budget, pointing out Delta’s portion has gone up by more than 14 per cent over five years -- a more than $500,000 increase. Council subsequently passed a motion to direct staff to look into opting out of the FVRL. A report to council noted staff were satisfied the development of the budget demonstrated a good balance between fiscal restraint and the need to address longerterm needs.

Pride flag at Ladner United focus of vandalism again SANDOR GYARMATI

The Delta Police Department is asking for the public’s help to identify a suspect responsible for another reported act of hate at Ladner United Church. Over the past year, Delta police have investigated several incidents of mischief that have targeted the church and, more specifically, the Pride flags that are displayed in the church’s windows. On Nov. 27, police received another report of mischief that occurred overnight where a lone suspect approached a window where a Pride flag was displayed and, using a glass-breaking tool, shattered the window before running away, according to a news release. The suspect is thin and fit-looking, wearing jeans and a zip-up jacket with the hood up. The suspect had unique reflective material placement on the two-tone jacket.

Both wrists, the middle of the back, and the zipper on the front of the jacket, all have reflective material. The general description of the suspect fits the general description of the suspect involved in previous mischief incidents. The DPD also notes it is investigating it as hate crime, as the common denominator of the mischief is a symbol celebrating a marginalized part of the community. The targeting of the Pride flag is hate, the DPD says. Police are urging the community to view the video to help identify the person responsible for the crimes. n last week’s (Nov. 30) edition of the Optimist, community columnist Brad Sherwin talked about his Christmas light display – or lack thereof according to his neighbours who were in the Christmas spirit a lot earlier than Mr. Sherwin. But at least Brad responded, and I give him credit for that. I, however, can’t say the same for many of our residents out there who, in years past, have dazzled us with their light displays and festival spirit of the holiday season. I have been asking for residents to submit information on their displays for weeks now. So far, my list is far from a list. I have a total of three submissions. So, hence why I’m making this last-minute plea to our community to ensure that the Optimist holiday Christmas light display tradition does not fizzle out. Submitting is easy. All you need to do is send in your name, address, a little bit about your display (the inspiration behind it, how long it took you to put the display up, how many lights – whatever details you like) and of course a highresolution photo or photos of your display. Send all that information via email: ijacques@delta-optimist.com and you are all set to be a part of our list that we hope to publish in the Dec. 14 edition, although, we may extend things a week to allow for a bit more time. And if you are looking for some inspiration, why not head down to Tsawwassen Springs and stroll through their Festival of Lights, or head over to the Southlands and see their wonderful Christmas display? The Ladner Rotary Club elves have also been busy and have decorated the Delta Hospital as well. Tis the season and I hope to see your submissions soon!

The homeless are living among us, but we just can’t see them

I

’ve been going to a lot of thrift stores recently, something I try to avoid, so I’m not tempted to buy things I don’t need. I’m on a Christmas party committee for the garden club and we need stuff. It’s late afternoon and as I enter the thrift store, I notice a shopping cart parked out front containing someone’s assorted belongings. That’s unusual I think, especially here in Tsawwassen. Inside, there’s a very enthusiastic woman trying on lots of warm clothes, shoes and boots. She asks me what I think of a navy winter coat she’s considering buying. “I love it”, I reply. The staff are patient and respectful and she leaves with some great used clothes. I learn from the clerks that she’s homeless and sleeps in our public facilities nearby

where she can find warmth and shelter. During the day she’s on the move with her buggy. I know that because I saw her the next afternoon crossing an intersection. A little bit of research and I discover how shockingly out of touch I am about the homeless in our community. In March, a point-in-time count found 44 people are

homeless in Delta, that’s up from 17 in 2020, and that’s only the reported people. The woman in the thrift store put a face to homelessness and it was an ah-ha moment for me. I noticed she had no socks, so I bought a pair from the Run Inn and left them for her next time she comes into the thrift store. It’s a very small gesture towards problems I can’t solve. This month, consider donating to Deltassist, the United Church Extreme Weather Shelter, the food bank, or a local charity. In the spirit of the holiday season, helping those who need a hand is the most satisfying gift of all. Ingrid Abbott is a freelance writer who is thankful for the consistency of a warm bed at night.

Where was the discussion on Delta’s library budget? Editor: I tuned in online for the Nov. 20 council meeting and the “debate” about the approval of $4.5 million of taxpayer money to pay for services provided in a contract with the Fraser Valley Regional Library. However, there was no debate and while Coun. Rod Binder, who is assigned to represent the City of Delta on the FVRL board made remarks, he did not address issues which were brought to the attention of the

mayor and councillors. While the annual inflation rate in Canada declined to 3.8 per cent in September 2023, (3.1 percent in October) why is the FVRL budget increasing by 6.76 percent? What additional services is the FVRL providing the Delta libraries that warrant a 75 per cent increase over the inflation rate? Information should be provided by the FVRL as to the level of satisfaction by Delta residents/ taxpayers in the services

they provide. Two serious errors were made regarding the Nov. 20 council meeting. The correspondence was not made available to the viewing public and the minutes of the meeting are not an accurate recording of what took place. If we expect citizens to be engaged with the business of our community, it is necessary for our elected officials to take them seriously when issues are brought to their attention. Evelyn Funk

Budget survey meaningless Editor: I would like to tip my hat to the Optimist editor, Ian Jacques, for his editorial (Nov. 30) on the increased property taxes. The survey that Delta wanted its citizens to fill out was meaningless. The only thing they provided was reams of numbers and no written explanations as to why certain departments had such substantial increases, and there were many

substantial increases. This lack of transparency and limited time for comment leads me to believe the budget was a foregone conclusion and council was just going through the motions. As for the special levy of two per cent for rec facilities, that should have gone to referendum. As Mr. Jacques pointed out, Delta council should be actively going to the provincial government to

fund those improvements. This council seems to take for granted that the taxpayers of Delta just represent a limitless pot of money, but I guess that shouldn’t surprise me, as this is the same council that increased the mayor’s salary by 13.5 per cent and councillors’ salaries by 18.5 per cent, with no public consultation. Tax increase is unacceptable

Editor: I agree with you that the city needs to reassess the proposed 7.75 percent property tax (Optimist, Nov. 30). This is unacceptable given inflation, the carbon tax, rising costs of shelter, fuel and food, all in the face of a budget surplus. Considering the above, why would the city propose a higher tax rate? Either they are out of touch, or just don’t care about the citizens. Honestly, I believe it’s the latter. In addition, the community centre just raised it rates for

a 20-unit day pass. Kind of smells like double dipping. I’m not suggesting that the city not collect property taxes. What I’m suggesting is holding taxes steady, instead of increasing the rate. The flat-rate utility tax has increased by five percent since 2005. Ours has gone from $500 then to $1,200 now, it’s increasing exponentially and in a couple of years will be $2,000. Maybe the city should retract the 10 percent pay raise they granted themselves. R. Smith

It’s time for Tsawwassen town centre to grow to new heights Editor: As a Tsawwassen resident for the vast majority of my 55 years, and being in the construction industry since graduating from SDSS, I have seen a lot of what I like and don’t like about other communities in the Lower Mainland. Now that the City of Delta has had its hand slapped for not doing its fair share of development, it’s time to have a look at what we want progress to look like. I am speaking only of Tsawwassen, as that is where I know every cherished single-family neighbourhood. In my opinion, growth needs to happen around our town core. The town centre mall

needs to go up higher (six to 12 storeys) than we currently allow and the OCP needs a quick and direct amendment to rezone current streets close to downtown — like Hunter Road, Malvern and Malibu Place and others — to a much higher density, to lower the pressure on our surrounding neighbourhoods going from singlefamily to multi-family. A lot of us like our typical Tsawwassen lot sizes and want to keep our neighbourhoods that way. I believe secondary suites are definitely needed and possibly coach houses. I have worked with Century Group and the Toigo family’s companies, directly and indi-

rectly, over the past 30 years on a small scale. We should be proud to have local developers who are shareholders in the community taking pride in projects that they have to answer to in their neighbourhoods. We have all seen what Century has done with Southlands and we have to believe they’ll put the same passion into the Tsawwassen Town Centre Mall redevelopment. Let’s see if mayor and council have the courage to make some major changes to the OCP to reflect what we want Tsawwassen to look like 20 years from now. Delta councillor says time to reimagine food, drink at Centennial Beach SANDOR GYARMATI

A Delta city councillor and member of Metro Vancouver’s Regional Parks Committee says the currently closed concession at Centennial Beach is an asset that can operate yearround. Dylan Kruger is hoping a new business can operate the café owned by the regional district, which has been leased to a series of operators since it opened with high expectations back in 2012. “It’s a beautiful building that opened over 10 years ago, but we just find it totally underutilized. One of the reasons I asked to be on the Metro Vancouver parks committee was to raise this very issue. We’ve got this gem here at Centennial Beach and I’m coming here more and more with my young family and in beautiful peak hours, but the concession stand is closed,” he

said. Centennial Beach is municipally-owned land that is leased to Metro Vancouver to manage as part of Boundary Bay Regional Park. Costing more than $2 million when it opened, the pavilion building houses washrooms and change rooms as well the eatery that has indoor seating and outdoor seating. The contracted food and non-alcoholic beverage café operates only seasonally, from mid-April to mid-October. “Wouldn’t it be nice to have a food and beverage model that allowed us to get a burger and a drink, alcoholic or nonalcoholic, and enjoy this great asset that, unfortunately had had a lot of challenges securing a quality operator. We’ve heard many times from residents and visitors to this park that it’s a missing piece for us,” said Kruger. The regional district is now undertaking a study to deter-

mine the best use of the existing space, to help enhance visitor experience and its financial viability. Concession services will remain in place for 2024 as the current operator still has a lease for next year. Kruger said he believes the concession can attract locals and visitors with a bistro-style eatery, which could be open not only for longer hours but also throughout the year. In addition, local businesses have indicated an interest in setting up food trucks or stands at certain areas of the beach during the summer, however, the current operating agreement has an exclusivity clause preventing other food, desserts or beverage businesses. Kruger noted Centennial Beach will likely have a pilot program next year allowing responsible consumption of alcohol, which would be made all the better with more choices.

This past summer, Metro Vancouver’s Regional Parks Committee passed a motion requesting that staff report back on the feasibility of a pilot project that would allow for the consumption of alcohol in specified areas of select regional parks in 2024. Delta Coun. Dylan Kruger, a committee member, recently told the Optimist that Centennial Beach, part of Boundary Bay Regional Park, is one of the few ideal areas that the regional district could

allow alcoholic consumption. It would also be a great extension of the City of Delta’s successful program which allows responsible drinking at select parks in select areas and times of day, he said. “Since it’s come in, we’ve has zero serious incidents, and Delta is not in isolation. Vancouver, North Vancouver, Coquitlam and many other cities across the region are doing this,” he said. Council earlier this year gave the thumbs-up to expanding the number of city parks that can have designated areas for public consumption of alcohol to 21 sites. The program was also expanded from summer to year-round with drink-

ing allowed between the hours of 11 a.m. to dusk. “So far, Metro has not had this, but, in fairness to them, most of Metro Vancouver’s parks assets are more natural forested ecosystems where it wouldn’t be appropriate, but, there are a few key spots that would make sense - Centennial Beach in Tsawwassen and Derby Reach Regional Park in Langley. People are probably doing it anyway, but it’s much safer if you allow for responsible consumption,” Kruger added. Metro staff recently completed research to understand how other jurisdictions are addressing the trend and determined that the current Regional Parks Regulation Bylaw would require amending to allow for general public

You will no longer have the hassle of bringing your own bag or paying for a paper bag when grabbing a bite at a local drive-thru restaurant. That’s thanks to the B.C. government’s SingleUse and Plastic Waste Prevention Regulation which comes into effect Dec. 20, limiting the use of plastic shopping bags, disposable food service

accessories, oxo-degradable plastics, as well as food-service packaging made of polystyrene foam, PVC, PVDC, compostable and biodegradable plastics. To better support businesses and industries to source alternative products, the government has adjusted the roll-out of some items under the regulation until July 15, 2024. There will be a charge at of least $2 for each new reusable shopping bag

and at least 25 cents for each new recycled paper shopping bag. The Ministry of Environment and Climate Change Strategy explained there will be several exemptions including paper shopping bags used for drivethru or delivery orders containing food or beverages prepared by the business operator. However, a grocery order delivery will still be required to charge a

fee. People will also not receive items like cutlery and condiments unless they need them. Delta council this week voted in favour of a staff recommendation to repeal the city’s current plastic ban bylaw in favour of the province’s tougher regulations. While the option remains for municipalities to retain their singleuse items bylaws, staff recommended repealing the bylaw to limit confu-

sion for businesses and the public, a report to council notes. “One key difference that will be of interest to residents and businesses is that the regulation provides an exemption from the mandatory bag fee for drive-thru and restaurant delivery services. At the time of adoption of Delta’s bylaw, there was no provision by the province for this exemption and it has led to a number of concerns from

the public, especially with respect to the fee for paper bags at drive-thru restaurants,” the report explains. Delta’s bylaw, which primarily focused on plastic bags and foam containers, was adopted in December 2021 and came into effect after a sixmonth transition period. The city continued to focus on education and awareness, rather than enforcement, for compliance.

BC Hydro last week announced that it has increased the number of chargers at its electric vehicle (EV) fast charging site at the South Delta Recreation Centre with the addition of three new 100-kilowatt charging units. The updated location now has four fast chargers to support electric vehicle adoption in the community and adds to BC Hydro’s growing network of more than 160 public fast chargers in B.C. “B.C. has one of the largest public electric vehicle charging networks in Canada, but running out of power with no place to charge up, especially on longer trips, can still be a worry for people,” said Josie Osborne, Minister of Energy, Mines and Low Carbon

Innovation, in a news release. “Together with BC Hydro and other partners we’re continuing to expand our public charging network to reduce range anxiety and encourage more drivers to make the switch to an EV powered by B.C.’s clean electricity,” added Osborne. The South Delta site originally opened in November 2019 with one 50-kilowatt charging unit which can add 50 kilometres of driving to an average EV in about 10 minutes. This week, three additional 100-kilowatt charging units were brought into service which can add 100 kilometres of driving to an average EV in about 10 minutes. BC Hydro last year began looking to further expand its network of public fast charging stations and identified the South Delta Recreation Centre site

as an ideal location for another. Delta council then agreed to amend a licence agreement with BC Hydro to use additional parking stalls at the facility to install and operate up to three additional fast charge stations. Meanwhile, the city currently has its own network of about 30 Level 2 charging stations at civic facilities, but not a fast charger yet. The city has issued a request for proposals for a contractor to install more city-supplied EV charging stations. The work involves assembly and installation of 21 public charging stations and 10 city fleet charging stations. Delta this year received a $200,000 investment through Natural Resources Canada’s Zero-Emission Vehicle Infrastructure Program, which includes

$150,000 to support the installation of one EV fast charger and 20 Level 2 EV charging stations at public facilities, as well as $50,000 for 10 Level 2 EV chargers at three of Delta’s fleet facilities. In addition, the province is also contributing $25,000 for the first fast charger under the CleanBC Go Electric Public Charger Program. During an update to council earlier this year on Delta’s Electric Vehicle Strategy, which was endorsed by council in 2020, it was noted that fast charging stations come at a significant cost compared to Level 2 stations. Mike Brotherston, Manager of Climate Action and Environment, said a plan was in the works for a North Delta fast charge location, and it was hoped provincial government funding will help offset the higher cost.

Delta council on Monday (Dec. 4) unanimously approved sending an application to build another 60 townhouse units at Tsawwassen Springs back to the Agricultural Land Commission (ALC) following a public hearing. Following a public hearing in 2017, council granted preliminary approval for the application to build the townhouses at an undeveloped site, which is in the Agricultural Land Reserve (ALR), but was not actively farmed.

The development plan included splitting a property on Springs Boulevard, one having the townhouses, while the other would have been consolidated with the golf course. The lot with the new homes would be excluded from the ALR, while the other lot would have received non-farm use status, both requiring ALC approval. The commission only approved the non-farm use application, denying the ALR exclusion. The application has since been revised, but must still get ALC approval.

At Monday’s public hearing, applicant Ron Toigo explained the revisions he said should satisfy the ALC, including an offer to place several acres of farmland in Mission, which is not in the ALR, into the farm reserve. He also noted the revised application will also address traffic concerns including proposed speed humps on Springs Boulevard. A Delta civic report notes an agrologist report indicated that the site is unsuitable for soilbased agricultural uses. Under the original application the owner proposed a

voluntary contribution for agricultural capital works in the amount of $500,000 to be used towards drainage and irrigation improvements. The owner has since increased that amount to $1 million. The proposal includes directing the funds to the city who would consult with the Delta Farmers’ Institute as to how to use the funds to benefit agriculture. Several residents who reside at the development spoke at the hearing, noting they were not opposed, but had concerns, including the current development lacking indoor amenity meeting space.

During council’s discussion following the public hearing, Mayor George Harvie said he is a resident of Tsawwassen Springs and knew exactly what he was buying into when he purchased his unit, adding that while he was strata president, owners made it clear they wanted to avoid additional costs. Prior to hearing, Harvie read a statement that he received a legal opinion which confirmed neither he, nor Coun. Dan Boisvert who also lives at the development, were in a conflict of interest in considering the application.

The City of Delta has indicated its interest in joining a Metro Vancouver pilot project to explore pre-approved building plans and offsite construction to streamline the delivery of rental housing. That’s according to a staff response to a letter to council from Mayor George Harvie, on behalf of the regional district in his role as chair to member jurisdictions, in an effort to identify municipalities interested in join-

ing upwards during the past decade. It currently requires 22 months of construction on average for an apartment project to be completed, in addition to time required prior to the start of construction for planning approvals. Off-site construction, including prefabrication, building component parts off-site, panelized construction and modular construction, can reduce project delivery times, as well as reduce costs by 30 percent, the report notes. The report adds there

are many benefits to offsite construction using prefabricated components, including mass timber used in modular applications, while they have potential to significantly accelerate construction schedules. The use of building components prefabricated offsite in factories or warehouses can also create significant efficiencies and eliminates costly delays, as they can be manufactured in advance and rapidly assembled on site, minimizing disruption in established neighbourhoods.

The city will review its zoning regulations in response to recent provincial legislation that will allow more small-scale housing units on singlefamily detached lots. parking if it is an open carport-style, the resident noted in their letter. For single-detached dwellings, Delta’s zoning bylaw requires a home without a secondary suite to have at least one parking space in an enclosed garage, while a home with a secondary suite to have at least two parking spaces in an enclosed garage. The province recently announced legislation on allowing small-scale, multi-unit housing on single-detached lots. According to staff, that prompts a need to update the current zoning regulations, and that update will include a review of parking requirements. A staff report in 2020 noted that, regardless of the design of a secondary suite parking space, it is difficult for bylaw inspectors to enforce tenant parking requirements. “While staff continue to require the owners to identify a designated off-

street parking space for their tenant, there is no requirement for the tenant to occupy that space nor for the owners to park within their garage. Where there are suites on any given street (whether authorized or unauthorized and whether occupied by a tenant or family), drivers will find parking spaces on their property or on the street which are most convenient to them,” the report noted. The city, meanwhile, has amended regulations to reduce parking requirements for purpose-built rental apartments, projects along Scott Road and apartment visitor parking. The city also recently issued a request for proposals for a consultant to undertake a study of offstreet parking utilization in multi-unit residential and mixed-use buildings within Delta, to help inform potential changes to parking requirements for new developments.

If the closure to non-essential traffic of the world’s longest undefended border bothered you, the Border Policy Research Institute wants to hear from you. Based at Western Washington University in Bellingham, the institute has launched a survey asking people to share their stories, experiences and anecdotes from when the Canadian-U.S. border closed in 2020/21, because of the COVID-19 pandemic. Some stories have been told, but others have not, the institute says on its website. Some of the impacts caused by the closure were family separation, disruption of care, lack of access to essential goods, and job and revenue losses. To hear the untold stories, the institute launched a short survey Nov. 27, open to those

with both U.S. zip codes and Canadian postal codes. Point Roberts Chamber of Commerce president Brian Calder is urging members to take the survey and has added it to the chamber’s website. “With everyone contributing, it will show the extent to which our citizens suffered during that time,” he said. “I believe that the border lockdown caused Point Roberts more significant and long-term damage than the Covid virus did.” Canada closed its borders to all but essential crossings on March 21, 2020. That hurt business and prevented many Canadian owners of Point Roberts properties from visiting. Calder pointed out there was no support from either Canadian or American governments for Point Roberts. He said that residents could only catch a boat once a week to Bellingham when the border

was closed. Meanwhile, the ArriveCan app that people were supposed to have on their phones to confirm vaccinations “caused more difficulties and suffering for citizens of both countries than it ever solved or helped,” he said. Cellphone signals from Point Roberts were picked up by Canadian cellphone networks, leading to repeated robo calls from ArriveCan telling Point Roberts residents they had to isolate for 14 days. Meanwhile, border and customs officials were making medical decisions determining who couldn’t and could cross the border. Calder said the shut down also led to a long-term drop in border crossings, noting numbers are still down 35 per cent from pre-pandemic times and people are now only crossing to buy gasoline and use postal services.

In the event of another shut down, he suggests that Point Roberts residents should be allowed to pass through Canada at will to get to the U.S. mainland. As well, Canadian owners of Point Roberts properties should be allowed to get to their homes without special testing, while U.S. mainland trades and service personnel also should be allowed access to Point Roberts. Similarly, Point Roberts residents should be allowed to go to medical and veterinary appointments in Canada, while school kids from Point Roberts also should continue attending school in Blaine, or Canada. Calder said that both federal governments must recognize that Point Roberts is “inextricably” tied to B.C., “and that will not change.” Researcher Andréanne Bissonnette is leading the study and said the project focuses on the experiences of people along

the border. “Our project is transnational and cross-country: we want to collect, archive and map stories from all along the border, from residents of both countries,” she said by email. The survey is part of a larger project on the impact of COVID-19-related travel measures that were implemented. She pointed out that the two countries are not doing any studies that will try to find any “lessons learned” from travel measures that were put in place during the pandemic. “Our goal with these research projects is to carry those stories forward in the hopes of shaping better policies in the future, as there will be events that will tempt both countries to react with restrictive border policies, likely with little regards to the impacts to borderland communities,” Bissonette said. The study will be complete by next spring.

Council last week approved an application to build a 48-unit market rental apartment building in Tsawwassen. Located at 1467 56 St., at southwest corner of 14B Avenue and 56 Street, the development will include 51 residential and five visitor parking spaces, with 34 per cent of all parking spaces to be provided as “small care” spaces. An initial proposal for the site received preliminary approval by council last year but had since been revised to reduce the required parking, which the planning department noted would improve the economic viability of the project to deliver rental units. In December 2022, council approved zoning amendments to reduce parking requirements for purpose-built rental apartment buildings. Meanwhile, another application is in the works to build a 56-unit purpose-built rental apartment building in Ladner. That complex would be located at 4501

Arthur Dr., the site of the former Delta Lodge seniors’ care facility which is now vacant. It remains to be seen how many new purposebuilt apartment buildings will also be constructed in Delta. The Canada Mortgage and Housing Corporation reported that the city’s vacancy rate was 1.3 per cent, whereas a healthy residential rental market typically has a two-tothree per cent vacancy rate. Rental apartments comprise only about five per cent of the city’s overall housing stock. The city’s Housing Needs Assessment, which guided the creation of Delta’s Housing Action Plan, found that the majority of Delta’s purpose-built units were constructed prior to 1980 and, while some new developments are starting to become available, not much had been added over subsequent decades. Among the further housing actions the planning department will be bringing forward to council for proposed policy changes is density

bonusing for affordable housing as well as purpose-built rentals. A recent staff report notes that the incentive is a tool available to local governments that allows for the provision of additional density in exchange for certain municipal objectives, such as the delivery of key housing types. The report also notes that in response to the B.C. government’s housing target mandated for Delta, and to support new units that better reflect the province’s guideline on recommended unit types, additional focus would be needed on market rental units, below-market rental units, including belowmarket units with on-site supports, and units with three or more bedrooms. “Many of these unit types are less feasible for developers to construct and typically are not realized through the market alone. Rather, they require governmental intervention through policy requirements, incentives, site specific negotiations, and/or targeted investment,” the report adds.

The City of Delta has already been forging a path to create more secondary suites, a type of affordable housing the B.C. government recently promised will become more available in communities through legislation. Housing Minister Ravi Kahlon recently announced that among the dozen pieces of legislation the province would table to help tackle the housing crises one of them includes making secondary suites legal throughout the province, as well as a pilot financial incentive program to help eligible homeowners build suites. Delta over the past couple of years has been making several zoning and Official Community Plan (OCP) changes to pave the way for units, one of the strategies outlined within the city’s Housing

Action Plan. The actions outlined in the plan are based on the findings of the Delta Housing Needs Assessment, which did not have encouraging numbers when it comes to the availability of affordable rental housing in the city. The assessment found that about 80 per cent of Delta’s housing stock is still owned, with about 75 per cent of rental stock being provided as secondary rentals, such as suites in detached homes or rented condos. The city currently has more than 2,800 dwellings with a secondary suite occupancy permit, with approximately 75 percent of the authorized suites located in North Delta. “Secondary suites facilitate low-impact densification as they can be integrated within mature neighbourhoods with limited visual impact on the street, which helps retain

neighbourhood character while providing more rental housing options as well as provide mortgage helpers for landowners,” a staff report noted. Three years ago, even before the action plan came into being, council approved amendments including eliminating the requirement for a minimum lot width of 49-feet (15 metres) for a house to be eligible for a suite and allowing suites on properties that can fit three on-site parking spaces regardless of parking configuration. Council earlier this year also approved an amendment that would allow the addition of secondary suites in duplexes, following changes in the BC Building Code. In 2019, the Building Code had been amended to change the definition of a secondary suite including the floor area allowed in a suite and the type of building that could contain

The changes include permitting secondary suites in duplexes. A planning department report noted that that while Building Code changes allows for the possibility of suites in

side-by-side duplexes, row houses and townhouses, provided that there is vertical fire separation between a dwelling unit and its associated secondary suite, up-down duplexes, apartment buildings, stacked townhouses and other arrangements where units are above one another are still not permitted to contain secondary suites. Council this year also approved a planning department recommendation to remove the minimum 33-square-metre floor area requirement for a secondary suite as well as removing the maximum 90-square-metres for a suite. Those changes also included amending the percentage distribution of a secondary suite within a single-detached dwelling from no more than 40 per cent of the gross floor area of a dwelling to less than 50 per cent of a dwelling.

A man from Delta has been granted compensation of $1.2 million for injuries he sustained in a car accident on the Alex Fraser Bridge. Much of Michael James Smith’s award is for loss of income, as he

was a plumber and firefighter before the frightening incident that left him unable to work due to chronic pain and cognitive impairments. On July 24, 2018, Smith was driving on the bridge connecting Delta to Richmond when a trailer truck in the opposite lane crashed into the con-

crete median between the lanes. Concrete was knocked into Smith’s lane and his truck “suffered a significant impact,” according to the Supreme Court of B.C. ruling on Nov. 27. At fault was truck driver Benjamin Hoekstra, who made such admissions in court. However, Hoekstra’s

Burns Bog Conservation Society elects new board

The Burns Bog Conservation Society celebrated its 35th anniversary with a successful Annual General Meeting in November. Derek Zeisman, a former Delta resident and founding member of the Society, was re-elected to a fourth term as president. “I’m thrilled to be reelected,” said Zeisman, a legal officer with Global Affairs Canada. “This AGM was an especially important milestone for us, with the Society celebrating 35 years of hard work to protect and preserve Burns Bog for future generations. “I really appreciate the membership’s confidence in my leadership, and all the hard work of our board of directors since our last AGM. It’s been

2022/23 school year. The total secondary school population stands at 7,103, up 142 students from the previous year. In total, the district has 15,730 students, up 152 from the previous year. The school district, during its budget consultations this past spring, had an early enrollment projection of around 100 additional students this

Freshwave Ministries continues to serve South Delta A South Delta based, non-profit organization, Freshwave Ministries, has been serving those in need since 2010. Monday finds volunteers preparing hot soup, sandwiches, fruit, coffee, and desserts to serve 100plus less fortunate people in Vancouver. Fifty extra supper bags are filled with food and buns for our extended alley ministry. After picking up and sorting donations of clothing, linens, blankets, hygiene products, shoes, books, and more, volunteers stock their clothing trailer. In addition to food and clothing, recipients receive groceries from donations that we receive. Tuesday to Sunday, finds volunteers working behind the scenes to pick up and organize dona-

tions, buy needed groceries for Monday‘s prep, maintain vehicles, and manage board of director’s responsibilities. In 2014, Freshwave Ministries was successful in starting a monthly ‘outreach’ coffeehouse called The Wander Inn Café. Freshwave is most grateful to Lighthouse Church for allowing the use of their building. The Café, usually held on the third Saturday of the month, welcomes all people, and offers live music, beverages, goodies, and a great evening out. Entrance is by donation. In 2023, Freshwave extended its service in South Delta by coming alongside All Saint’s Anglican Church and assisting with their monthly community meal. As well, Freshwave vol-

unteers ensure that our clothing trailer is available to those who attend the meal. Freshwave Ministries, governed by a board of directors, is an incorporated, non-profit organization. We are most appreciative to Cedar Park Church who allows them to use their commercial kitchen, storage, and parking spaces for our bus/trailer. Seniors with Parkinson’s disease keep punching it out at the Odd Fellows Hall on Ladner Trunk Road every Thursday morning. But there’s also room for more seniors who are battling the condition with boxing coach Carm Fulford starting a second class on Tuesdays. So far, only a few people are interested so he needs another half a dozen to get the class going in the new year. Fulford has been teaching boxing for the past five years at South Delta Recreational Boxing. Every Thursday at 11 a.m., no more than 12 seniors, to ensure personal spacing, most of whom are living with Parkinson’s, put on their gloves and go through a non-contact workout. Every lesson is planned out in advance, he points out. “It’s heavily orchestrated, big time.” In addition to the physical workout,

there are also mental challenges such as performing a combination of punches, learning footwork, and working with the focus pads. Those are targets that the coach holds in each hand which seniors punch in different combinations. “That’s what they love more than anything else, the focus pads,” said Fulford. “It’s a social event as well. They all know each other. They look forward to it … and they love it. “The only thing that stops them is their physical deterioration. It’s the same group that I’ve had for five years,” Fulford said, who is a Level 3 boxing instructor with more than 30 years of boxing experience. Jeff Imbach, 78, who has Parkinson’s, has been training for the last four years, and says the drills and punching combinations keep his mind active and help maintain flexibility. “Parkinson’s just tends to drag you down after a while,” he said.

Even the smallest gesture of kindness can have big meaning for women going through tough times, probably even more so when that gesture comes from a stranger. Margaret Wong is trying again this year to offer that to women and kids in Delta who are fleeing domestic violence. This Christmas, she’s trying to assemble enough small gifts to put together 150 Christmas Shoeboxes, for the residents of Azure Place, a transition house for women and kids. “Every box is packed with love and hope and I’m hoping to pack 150 boxes this year for Azure Place and the sister houses. I believe with the generosity of the South Delta residents, this can be achieved,” Wong said. She said the effect of prolonged COVID, increased interest rates and rising living costs have been challenging for many “and the needs are greater than ever.” Her aim is to put the

shoeboxes together for women and children either at risk or facing abusive relationships and domestic violence. “These Christmas Shoeboxes will uplift their spirit with a message of hope, care and encouragement,” Wong said. Wong, a local realtor, is also teaming up with local fitness instructor Lynn Cheng who teaches at Ladner Leisure Centre and McKee Seniors Recreation Centre. To help fill those boxes, donations of scarfs, hats or mittens are being collected. Also needed are donations of: • nut-free chocolate, candy, gum, or other sweet treats • tea or hot chocolate mix • shampoo and conditioner, body wash and lotion, sleep mask • toothpaste, toothbrushes, hand sanitizers, reusable masks • cosmetic makeup wipes, lip balm, nail polish etc. • gift cards for coffee or food or a retail store, transit tickets • journals, stationeries, pens, games, colouring books

The 23-year medal drought at the boys’ volleyball provincials is over for Delta Secondary. The DSS senior boys capped off an amazing season beating Kitsilano 3-1 to win the bronze medal at the AAA boys volleyball provincials at Oak Bay Secondary on Saturday. DSS opened power pool play on Wednesday with 2-0 losses to Kelowna and Yale and

a 2-1 loss to Kits, which placed them fourth in their pool when the playoffs started Thursday. Delta toppled Reynolds 3-0 in the round of 16, setting up a quarterfinal match-up against host Oak Bay, which Delta won 3-0. That sent DSS to the semifinals Friday night where they lost 3-0 to the eventual champs from Kelowna. “It was a huge accomplishment for the program,” said head coach Andrew Robson. “I know

for myself and for a lot of the boys, we were down after the semifinals, but the boys did an excellent job of wrapping their heads around playing for bronze and what the significance of that is, winning a medal at provincials. I think the turnaround was really good and just really proud of the boys. “We had some big moments. One of those was winning the quarterfinal against Oak Bay in front of their fans and a packed gym. That is something I will

always remember. This was a total team effort. Everything we talked about all year really came to life and made it possible. This is the first time in 23 years we have had a medal at provincials. We went there trying to win gold, but to win a medal … super proud of the boys.” Robson said winning a medal at the provincials was a major goal of the team at the start of the season. “I think some of the conversations we had were about some of the

teams of the past who were really good, but just couldn’t get it done, so the goal for these seniors was to leave their mark as a team that did get it done,” said Robson. “That will be big for future generations. We have 10 to 11 guys who will be returning, so they have seen this and taken this all in, so hopefully that will bode well for next year. Our seniors played really well. Their leadership was second to none and they certainly made their mark on the program.

JV Sun Devils drop provincial final to Van College IAN JACQUES

A tough second half and a couple of turnovers at the wrong time proved to be too much for the Junior Varsity South Delta Sun Devils to overcome, as they dropped a 38-21 decision to the Vancouver College Fighting Irish in the AAA JV provincial final Saturday at BC Place. The Fighting Irish scored on the opening drive of the game for a 7-0 lead, but the Sun Devils answered on a nice drive of their own capped off by a oneyard run by quarterback Damian Dumas and it was 7-7 after the first. Dylan Lappin made it 13-7 South Delta early in

the second quarter after he caught a nine-yard pass from Dumas. SDSS failed on the two-point conversion. Van College answered back with a pair of scores and led 20-13 at the half. SDSS put together a nice drive to open the second half, but an interception swung the momentum back to Van College who scored on a 47-yard catch and run to increase the lead to 26-13. On the ensuing kickoff, South Delta failed to cover the ball and Van College recovered. Moments later, they were in the endzone again for a 32-12 lead after three quarters. Van College scored again mid-way through

the fourth, but the Sun Devils didn’t quit as Jarred Brown caught a 17-yard touchdown pass from Dumas. Brown ran in the two-point conversion to close out the scoring. Dumas finished 18/40 for 195 yards passing and two TDs. He also ran for 123 yards and one TD. Quinn Sjoberg led the receivers with 69 yards on eight catches while Brown made three catches for 45 yards and one TD. Dumas was named one of the top players in the game. “They’ve given their heart and soul to the program this year,” said head coach Scott Martens. “We started two-a-days in August, so most kids

are still on vacation, and they are doing four hours a day getting prepared for the season, so the commitment from Aug. 21 to Dec. 2 was phenomenal. “I told them, if you bring this kind of work ethic and attitude to the rest of what you do, you will be successful. Today, we weren’t ultimately successful in our end goal, but we just didn’t make the plays when we needed too.” This was the first provincial final for the JV program. Martens said this kind of experience will only make the program stronger moving forward. “Hopefully, this is a learning experience, and we move on to bigger and better things in the

SDSS senior girls finish fourth at volleyball provincials IAN JACQUES

Dan Burgess knew it would be a tough task and he was right on the money. The head coach of the South Delta Secondary senior girls’ volleyball team said he was pleased with the team’s effort after they dropped the bronze medal final 2-0 to Yale, Saturday afternoon, to finish fourth in the AAAA provincial championships. South Delta opened power pool play on Thursday in the top pool at the tournament with a 2-0 win over Okanagan-Mission. The Sun Devils then dropped a 2-0 match to Yale and a 2-0 match to Riverside to place them third in pool A when the round of 16 playoffs started Friday. South Delta toppled North

Peace 3-0 to move on to the quarterfinals where they played a familiar opponent – Earl Marriott – who they beat just a week earlier to capture the South Fraser Championship. SDSS beat them again to clinch a spot in the semifinals Saturday morning against Riverside from Coquitlam. Riverside won that match 3-0 which pushed the Sun Devils to the bronze medal match. Kelowna won the title beating Riverside in the final. “Our goal was to be top five, so our win against Earl Marriott in the quarterfinals was huge,” he said. “I think we played our best volleyball on day two. Today (Saturday) was tough. It’s a doubleedged sword playing in front of home crowds and playing on your home court. At the

end of the day, it feels like we lost, but we came fourth. When you look at the game scores … except for a tough second set against Riverside, we lost all the sets by just a few points, so that’s a serve here or a net point there and all of a sudden you are on the right side of some of those points.” Overall, Burgess said he is happy with the season. “We had an incredible group of girls. We probably have a couple that will move on to post-secondary. Just the general sportsmanship and the love on this team was just extraordinary all the way from our touring trip to Hawaii, right here until the end,” he said. “The tournament has been exceptional. We had a lot of people step up from our school and Seaquam as the main host was amazing.”

With heavy hearts, we announce the peaceful passing at home of Helmut with family at his side. GREEN, James January 6, 1951 - November 27, 2023 It is with profound sadness that we announce the unexpected passing of James Edward Green on November 27, 2023 after a brief struggle with cancer. Jim was predeceased by his father Edward, mother Diane, brother Bob, and sister Mary Jane. Jim leaves to mourn his wife Brenda of 36 years and his elder brother Richard, nieces Sarah and Miranda, and nephew Zachary. Jim was born and raised in Burnaby, BC where he attended Moscrop High School then Vancouver Vocational Institute graduating with a diploma in cooking. He met Brenda, they married a year later, and moved from Richmond to Beach Grove in Tsawwassen, BC where they made their life, down sizing in 2021 to Tsawwassen Springs. Jim’s airline career spanned 40 years beginning in 1972 as First Cook at the then CP Air Flight Kitchen at YVR. He went on to hold various positions in Catering, Commissary and In-Flight Service at CP Air, Canadian Airlines and Air Canada before retiring in 2012. He travelled on, and managed the on-board catering for six Team Canada Trade Missions led by Jean Chretien. He proudly displayed personal letters of thanks from Mr. Chretien recognizing his contribution to the Trade Missions. He also handled several Federal Election Campaign Charters for John Turner, Brian Mulroney and John Chretien. Jim loved all forms of travel. When not on a road trip in his MGB or Mustang, he was on an airplane - usually to HNL for the weekend which he did more than 50 times. His business career too, took him all over the world. Railways were also his passion, and he travelled on many. One of his hobbies was model railroading and in his shop in Beach Grove he painstakingly built a large display. He also enjoyed volunteering with the Tsawwassen TOOBs. In retirement, Jim and Brenda travelled extensively seeing Thailand, Hawaii, Dominican Republic, the UK, Turkey, Cabo San Lucas and Puerto Vallarta many times before finally settling on the beaches of Ixtapa/Zihuatanejo, Mexico where they stayed some 30 times in their home away from home Las Brisas. Jim loved people. He had a wonderful smile, a sharp wit and a great sense of humour. Jim was humble, funny, kind, and his honest genuine demeanour made him friends all over. A celebration of life will be held at a later date. In lieu of flowers, donations can be made to BC Cancer Agency or the Delta Hospital Foundation in Jim’s memory.
