Hospital Auxiliary Society donates $3 M to foundation IAN JACQUES

The “blue coats” have done it again! On Monday, members of the Delta Hospital Auxiliary Society made a record $3-million donation to the Delta Hospital and Community Health Foundation’s Coming Home campaign. The donation is the latest contribution to the foundation’s $18million campaign for a new long-term care community and is one of the largest gifts ever received from a hospital auxiliary in B.C. The hospital auxiliary society has been providing volunteer services, patient care, comfort and funding to Delta Hospital since 1969. As one of B.C.’s most
successful hospital auxiliaries, it has more than 300 dedicated volunteers who donate nearly 60,000 hours each year, working at the auxiliary’s businesses -- the Dogwood Gift Shop, Courtyard Café, the Delta Auxiliary Thrift Store and Lifeline -- all wearing their famous blue coats and cheerful smiles as they represent the community with pride. “The auxiliary is thrilled to support such a meaningful campaign to build a new care community for Delta’s seniors,” said president Cathy Bayley. “We are truly grateful for the dedication and entrepreneurial commitment of our volunteers that made this gift possible.” The new 200-bed

Delta firefighter victim of fatal UBC parkade crash
Marc Jubinville remembered for his ‘exceptional service and bravery’ IAN JACQUES
Jubinville joined the department on Sept. 27, 2010. He was a firefighter from 2010 to 2020 and was the department’s community liaison from 2020 to present. In this role, he promoted emergency preparedness and fire safety education to Delta residents, businesses, industry, schools, health care facilities and community groups. He worked with and provided support to various volunteer organizations such as Emergency Social Services, Delta Amateur Radio Society, and the Neighbourhood Emergency Preparedness Program. McKintuck said Jubinville played a valuable role in the department’s community messaging, including the dissemination of information through social media, brochures, and other public safety workshops. Jubinville is being remembered for his bravery as a first responder and his presence and camaraderie within the department and throughout the community. “The news of Marc’s passing has been very difficult,” said McKintuck. “Marc was an incredible person to work with. He was enthusiastic, professional, hard working, calm, thoughtful and always positive. He was a dedicated firefighter and colleague, a valuable part of our team, and a member of our family. He will be truly missed. “At this time, we are working with IAFF Local 1763 to provide support to our fire staff and to Marc’s family in every way that we can.” Details on a memorial service have not been released. - with files from Alanna Kelly/Glacier Media

Delta firefighters are mourning the loss of a dedicated 13-year member of the department. Late last week, the department confirmed that Marc Jubinville died in a vehicle crash in a University of British Columbia parkade. Vancouver firefighters and police officers responded to the Thunderbird parkade at UBC at 9:30 a.m. on Jan. 17 after a vehicle crashed through a barrier on the second floor. Vancouver Fire Rescue Services Capt. Matthew Trudeau said there were 10 pieces of apparatus on the scene, noting the structure was damaged from the crash. Firefighters were able to secure the vehicle and extricate Jubinville, but he suffered fatal injuries and was pronounced dead at the scene. There were no other injuries from the crash. RCMP said in an email to the Optimist on Monday that there would be no further updates and that they were assisting the Coroner’s Service. On Friday morning, Delta Fire Chief Guy McKintuck issued a statement on social media on behalf of the department. Mayor George Harvie offered condolences on behalf of council as well. “I am deeply saddened to be informed of the tragic passing of a dedicated member of Delta Fire,” Harvie wrote. “Marc’s exceptional service and bravery in protecting our community are commendable, and his

unexpected passing is a profound tragedy, not just for Delta Fire, but for our entire community.” Flags were lowered to half-mast at fire halls and civic facilities across the community.

Mayor calls for review into gas leak response
FortisBC issues apology after Harvie pens scathing letter to energy company IAN JACQUES
i j a c q u e s @ d e l t a - o p t i m i s t .c o m
The response was unacceptable. That’s how Mayor George Harvie is describing the situation concerning FortisBC on Tuesday following reports of a gas odour that permeated throughout Delta, into Richmond and even into parts of Vancouver. “It is unacceptable that Delta residents and businesses were left in the dark about a very serious gas odour that spread throughout Delta. It took FortisBC over four hours after initial reports before they made a public statement,” said Harvie. “Delta Police and Delta Fire were bombarded with

of Fortis BC to communicate this gas odour leak had a serious impact on our emergency services whose resources should

be dedicated to real emergencies.” FortisBC says their crews responded to reports of gas odour at the FortisBC Interconnect Station in Ladner and were on site at approximately 12:30 p.m. (Jan. 16) to investigate. “As work was being performed on new equipment at the FortisBC Interconnect Station in Ladner, there was a controlled release of gas, not a leak as initially believed,” said FortisBC who issued a revised statement to the Optimist in the afternoon of Jan. 18. “While this was part of planned work, the release contained an elevated level of an odourant, which caused
a strong smell in the surrounding communities. The strong smell was unexpected and, as a result, no communications on this activity were planned. We realize the residual odour was very strong in some areas, but it is expected to dissipate. Further investigation is needed to determine why there was excess odourant.” But Harvie called the delayed notification to residents – more than four hours – an “egregious oversight by FortisBC.” “The stress and panic that this incident caused to both the public and our first responders was completely unnecessary,” said Harvie. “That is why I have asked our
city manager to conduct a full review into what caused the gas odour leak and why it took over four hours for FortisBC to inform anyone about it. FortisBC must be accountable for their delay in response causing confusion and alarm in our community.” In a further response to more inquires from the Optimist, Fortis said the company has been in contact with local First Nations, municipal and emergency officials to provide information on their response. “Public and employee safety is our top priority. We apologize for the disruption and concern that this may cause residents and commuters in the area.”

Delta dodges major traffic jams as snow bomb hits Metro Vancouver PHIL MELNYCHUK
pmelnychuk@delta-optimist.com
Delta drivers fared better in this year’s snow, compared to the snowmaggeddon event from Nov. 29, 2022. Police are saying that everyone did better this year, thanks largely to the timing of the snowfall, which fell overnight and early in the morning on Jan. 17. “We were fortunate with the timing of it,” said A/Insp. James Sandberg, public affairs manager for Delta Police. “It could have been in the afternoon and if everybody had gone to work … then couldn’t get home, we would have been in chaos,” he said. That meant fewer unprepared vehicles on the road, which meant there weren’t blocked roads or icy patches made by spinning tires. DPD also adjusted their shift schedules so an extra eight officers were available and also put a major focus on helping the RCMP’s BC Highway Patrol keep traffic flowing on the Alex
Fraser Bridge. A heavy wrecker also was on standby in the area. Police and public works crews also coordinated their response to bad stretches of road. “In optimizing our response to the recent snow event, the strategic coordination between road crews and the Delta Police proved instrumental in maintaining operational efficiency,” Sandberg said. Residents also did their part by staying off the roads, he said. That allowed crews easier access and faster clearing of the roads. “Community cooperation played a crucial role in minimizing the negative impacts of the snow, allowing us to respond more effectively and ensure the safety of our community,” Sandberg said. “Together, we weathered the storm with resilience and solidarity.” According to Environment Canada, 15 centimetres of snow fell on Jan. 16 with another 10 cm on Jan. 17 and another six cm on Jan.
18, at the Tsawwassen Beach station. The week before, during the cold snap, temperatures dropped to the lowest point of the month, dipping to -12 C, on Jan. 12. Steven Lan, City of Delta’s general manager of engineering, said that based on comments on social media, most people were happy with the city’s response. Fairly accurate weather forecasts this time around allowed the city to brine priority routes in advance and to schedule a full deployment of machinery when the snowfall started. “Given the extensive snowfall on multiple days, the city engaged in a 24/7 response with all available snow-clearing equipment being used throughout the event. The focus was on priority routes to ensure key corridors were accessible to emergency responders, transit, and the public,” Lan said by email. The city was able to do so with basically the same complement of

Delta firefighters are hoping to spread the word about a Healthy Snack Program for schools that has seen demand increase while costs keep going up. In a presentation to Delta council on Jan. 8, members of the Delta Firefighters’ Charitable Society provided an update on the society’s Healthy Snack Program, which sees firefighters organize and deliver snacks to designated schools. This will be the fourth year of the program, created in cooperation with the Delta School District. The program initially started at six North Delta schools, but now it has expanded quickly to more than 30 schools throughout the city. Funding for the program comes primarily from Delta firefighters’ pay cheques as the society has a payrolldeduction program in which members donate every pay period. According to the society, total contributions through donations, firefighters have donated around $100,000.

Warren Balzer and Josh Clarke told council their goal is simple in that no child should attend school without adequate nutrition. The snacks go to children identified as needing them, some going to school without a lunch or having eaten breakfast. In 2020/21, almost 900 students utilized the program, and by 2023/24 that number is projected to have grown to around 1,500. Meanwhile, the annual cost has grown from $5,520 to $94,500. They noted they have reached out to the community and received some generous donations as the costs are “pretty much maxing us out.” Hoping to get the word out for more donations, they said they expect costs to only increase. They are also looking for connections including businesses that may be interested in helping out as well as fundraising ideas. Thanking firefighters for their efforts, Coun. Jennifer Johal said she hopes the community acknowledges the positive impact for classrooms and recognizes that the program can’t run on its own. The charitable society was created and authorized in September 1994.

high-traffic periods. Of those cameras, currently fewer than 40 are equipped to identify and ticket speeding vehicles. In North Delta, there are four intersection cameras: Nordel Way and Scott Road, Scott Road and 80th Avenue, Hwy. 10 and Scott Road and Nordel Way and 84th Avenue. None were added in Tsawwassen or Ladner, including such busy intersections as Hwy. 17 at 56th Street, or Highway 17A at Ladner Trunk Road. The engineering department, when they were installed, noted camera locations were selected by ICBC based on frequency of angletype crashes. Delta had no input in the selection process.

Should the City of Delta be able to install more red light cameras throughout the city, at its own cost? A recent letter to council from City of Victoria Mayor Marianne Alto, copied a request to the provincial government to install speed and red light cameras at all locations in Victoria where there were more than 20 casualty crashes from 2018 to 2022, or allow B.C. municipalities to install speed and red light cameras at their own cost and then collect fines. The letter sent to other municipalities asks that they also submit the request to the province
for their own communities. The letter notes that the province has stated most crashes happen at intersections and the cameras are proven to be effective at reducing side-impact, head-on and pedestrian crashes. They are located where red light running and high-speed cause serious crashes. The letter was acknowledged by Delta staff, but not discussed by council. Back in 2018, the province announced that red light intersection cameras would be operating 24/7 at 140 intersections in B.C. that had some of the highest crash rates. Cameras had previously only been activated for six hours a day during

I
t takes a village … and that is certainly the case in this community.
Last week’s snowstorm saw the best in many of us out there. My Facebook feed was flooded with messages. Neighbours helping neighbours navigate the snow by offering rides to those who needed it or willing to go out and pick up groceries for those who were snowed in. There were multiple offers of people – especially young people – offering to shovel sidewalks and driveways. We received a letter from a resident (posted on our website) in which they thanked two Good Samaritans who helped dig out their vehicle. And here at the Optimist, a huge thanks goes out to all of our drivers and carriers who braved the elements to get our paper delivered on Thursday. I posted a note on Facebook and the response was overwhelming with praise for our carriers. Even our carriers chimed in saying they would do their best to ensure delivery of the paper would be on time. The City of Delta engineering department did a fantastic job clearing and maintaining our roads. It was a tough job, but they passed with flying colours. I can’t say the same for many of the other communities in the Lower Mainland. Following the snowstorm and the cleanup, which has certainly been aided by the rain and warmer temperatures, the neighbours helping neighbours effect continued Sunday night and into Monday when news of a transit strike broke. Once again, many have stepped up posting on social media their willingness to offer rides to those who were stuck without a way to get to work. It is times like this when my faith in humanity is restored a little bit. We can agree to disagree on many issues, but when the chips are down and someone needs a helping hand, that hand is always extended.
The pitfalls of home ownership
B
aby Boomers are not moving out of their homes and that is a problem for millennials and other generations. Most boomers own their own homes and 67 percent of them are mortgage free. Boomers are living and working longer and although most of them are empty nesters, there is no need for them to go anywhere. This is a factor in the housing shortage. A couple living in a threebedroom, two-bathroom home with a yard have worked hard to achieve the Canadian dream and many enjoy tending to their tomatoes and lawns and are still able to look after general home maintenance. The extra unused space is likely used for yearly events where family and friends can enjoy accommodation and hospitality at the family home.
Community Comment MIKE SCHNEIDER
This luxury comes at the expense of new entrants attempting to enter the singlefamily market because little in the way of that housing is being built in South Delta. For those who do want to downsize, housing choice is minimal and though living square footage and lot size are decreased by downsizing, the price for a new home is more akin to “sideways sizing.” The benchmark price for
a single-detached home in South Delta is in the $1.5 million range. Depending on the home configuration, development costs, especially today, are high and those costs contribute to the sticker shock of new homes. In marketing surveys, the typical ask amongst potential downsizers is for a new three-bedroom and den home (townhome) which, if development costs can be squeezed, can be bought for $1.3 million, plus GST, which doesn’t leave a whole bunch of cash or the ability to pay off a mortgage for the $1.5-million homeowner. For good or ill, the idea of what home ownership is, an idea that has been woven into our collective psyche for decades, is unravelling. The yearning for the picket fence is a dream that has been hamstrung by overly lofty expectations.

A solution to parking battles Editor: The parking problems associated with the new focus on fast “gentle density” could be ameliorated by using lawn areas for permeable parking. Long gone are the days when kids were allowed to run around and across all the front yards in their
neighborhood, leaping over shrubs in a wild game of tag. With watering restrictions, grass is not such a desirable ground cover anyway, since it becomes unsightly for a good chunk of the year. Why not require pavers, brickwork, cobble-
stones, clover with plastic grid, or even gravel/ crush with flower beds, wherever gentle density is going in? Use the space for parking as well as rainwater management. Wouldn’t neighbourhoods benefit from fewer parking battles? Aimee McKinney
Housing plan needs rethink Editor: A letter to the editor in the Jan. 14 edition from D.C. Shaw states that “[t]he residents of Tsawwassen do not want the landscape of our beautiful Tsawwassen turned into a concrete jungle” and further suggests that we “[k]eep to three or four buildings maximum three storeys,” with respect to the anticipated proposals for redevelopment of Tsawwassen Town Centre Mall. I do not recall giving a proxy to Shaw to speak on my behalf. Having said this, I do believe residents of Tsawwassen are fairly unanimous . . . that we need to avoid a Central Surrey or Brentwood-style “concrete jungle” building
scenario with relatively massive concrete-andglass structures having limited visual appeal and poor coordination with commuter and other infrastructure. Additionally, suggesting that we should limit redevelopment to a few three-storey buildings is laughably unrealistic. Tsawwassen does need a rethinking of its housing strategy. Our limited supply of housing is tailored to single-family homes on large pieces of land, generally occupied by families of three to five people. Options for first-time home buyers, buyers not wanting the “burden” of land ownership and maintenance, and empty nesters looking to
downsize are extremely limited. This needs to be addressed. A higherdensity town centre can provide these options. It would be beneficial to the community if an over-arching plan for the entire town centre area was considered. A cohesive, long-term redevelopment approach for the four commercial corners of 12th Avenue and 56th Street, including future commercial space, city amenities including our library, and residential options similar to those for “master planned” communities could ensure we don’t end up with a hodgepodge of development. I think now is the time for this vision to be determined. Mark Schoeffel

Application for Pesticide Use PESTICIDE USE PERMIT APPLICATION # 738-0037-24-24 Applicant: British Columbia Ministry of Forests, 200 –10470 152nd Street, Surrey, B.C., V3R 0Y3, Phone: 1 866 917-5999.

Housing development is about needs, not wants Editor: There are a lot of active developments in Delta, the region, the province, and the country. These has been the subject of a lot of discussion, especially in the face of recent government mandates regarding solutions to our housing crisis. I read a lot of opinions in the Optimist, for and against the mandates, and the projects, big and small, being developed and proposed in Delta. I would like to make one thing clear in this conversation: housing is about needs, not wants. NIMBY opinions about the scale of the projects we’re seeing, or about the mandates to build more housing, seem to view all this development
as a way to invite more people into our communities. As much as I would like to argue we should be so welcoming, that is not what this is about. The hard truth is that more people are coming, and we need to build more housing for them. The really hard truth is that more people are already here, and we need to build more housing for them. What we have is a market so unaffordable that families who should be able to buy, have to rent, and those who could only rent, struggle to do so. There is a large portion of our community who can only find shelter from substandard, often
illegal housing offered on Craigslist or Marketplace. Even there, many of us just bounce from teardown to tear-down, never getting to feel stable enough in our housing to really settle in. The fact is, we are woefully far behind on desperately needed housing. The nostalgic feelings of a privileged few who want to live in a dystopian reality, where our community remains a suburban sprawl, affordable and accessible to only a fortunate few for the sake of a picturesque little village just outside the big city, should not ,and cannot morally get in the way of the critical needs of so many for the essential right of housing. Jason Roberts
This is a preventable problem Editor: A letter writer in the Jan. 18 edition of the Optimist, suggested that horizontal beams be placed over bridge approaches. Wow is this rocket science or what? Finally, a wise, low-cost solution to an expensive problem. Why not include the idea of electronic beams with warning lights or sirens
powered by solar panels at roadside? Large fines and licence restrictions do little to curb the ongoing opportunity for people to make mistakes, careless or otherwise. This is a preventable problem. Presently, we the taxpayers, pay for bridge repair, costly traffic disruption and unemployment costs. Dave Hobson
Time to rein in trucking in B.C. Editor: The recent spate of overpass strikes by over height commercial vehicles is simple to explain. The provincial government, abetted by the federal government, have let commercial vehicles use our roads and highways to subsidize the trucking industry and like all heavily subsidized
industries, the owners get greedy and push the envelope to . . . where highway overpasses are being struck regularly. It costs a lot of money to transport “oversized” loads and if one can cheat a bit, maybe by a few centimetres, larger profits can be made and if not, the penalties are small, and insurance
pays the rest. It is time to rein in the trucking industry, as there are too many cowboys operating commercial vehicles, cutting corners and fudging the rules. If an oversize truck hits an overpass without permit, seize the truck and load and invalidate any insurance. D. M. Johnston

A day in the life of Chief Zane: a lesson in courage and community In the bustling heart of our community, a remarkable event unfolded as eight-year-old Zane stepped into the shoes of Delta Police Chief Neil Dubord for a day, a dream come true for a young hero with a heart full of courage. The opportunity to be chief was offered as a silent auction item at a local fundraising event. As Chief Zane assumed the role of “Police Chief for a Day” alongside Dubord, the department witnessed a heartwarming display of unity and inspiration. From chairing meetings, to touring the inner workings of the police department, Chief Zane embraced the responsibility with infectious

Beyond the serious aspects of the day, Chief Zane brought a touch of lightheartedness by recording a public safety message for use on social media, demonstrating a keen understanding of the importance of community outreach. Watch for
Chief Zane’s messaging on the department’s social media channels in the coming months. Chief Zane’s message will reinforce the idea that community safety is a shared responsibility. In a heartwarming gesture, Chief Zane and Chief Dubord enjoyed a corporate lunch at McDonald’s, reinforcing the bond between our law enforcement and the community they serve. A new year Q & A with BC United MLA Ian Paton PHIL MELNYCHUK
pmelnychuk@delta-optimist.com
Another year has come and gone, so it’s time to ask the politicians what they’ve been up to for the past 12 months. Question: How would you describe 2023? What has been your most challenging issue? Answer: 2023 has been challenging with BC United. We’ve got an excellent caucus of 26 of us that are extremely talented and smart with their critic roles. It’s been a bit of a challenge with the name change, so it’s important that we get to have people realize that it’s the BC Liberal party that it was. The challenge is trying to get B.C. back on track with our natural resources and getting forestry and mining and agriculture back up and running and creating a good economy and creating jobs for people in this province. Question: As shadow minister for the Ministry of Agriculture and Food, what is the most pressing issue for B.C. farmers? Answer: I’ve always said in my speeches in the last couple of years, the three Fs that are really hurting farming in B.C. – feed, fuel, and fertilizer, and you can throw in labour shortages … we’ve called for axing the carbon tax for farmers
immediately. We called for getting rid of the provincial tax on fuel at gas stations. The carbon tax is costing people in this province a lot of money because of the transportation costs involved in agriculture.
Question: How will Delta evolve in the next 50 years?
Question: How can B.C. better prepare for wildfires that seem to be a regular occurrence every summer? Answer: … we’ve got to expand our forestry industry where we’re clearing out trash from clearcut forestry so there isn’t that kindling, the stuff that catches on fire so easily, with lightning strikes. And we better ramp up our local emergency response units throughout B.C. and encourage and finance our volunteer fire departments and local emergency response units to get on to fighting fires. Question: Would BC United remove any of the NDP government’s housing measures? Answer: We voted against almost all of the housing legislation that came through. It’s just the way it was rammed through, it never gave us a chance to debate these things or look into them. We voted against the fact that you can take a single-family home in Ladner or Tsawwassen and tear it down and replace it with four homes. It doesn’t even have to go to public hearing, which is very undemocratic. People are very upset about that. And they haven’t thought about the infra-
FILE PHOTO
Delta South BC United MLA Ian Paton is running in the Oct. 19 B.C. election. structure. Do we have enough parking for all these cars? Question: Do you think renaming the BC Liberal party to BC United was a good move? Answer: Absolutely, I do. I’ve spent countless hours door knocking in all my past election campaigns and we were always confused with the federal Liberals … there’s probably 22 out of the 26 of us with BC United, are probably card-carrying federal Conservatives anyway … The reason we used the name United, and it was overwhelmingly voted on by our members in B.C., that we want to feel inclusive to everyone, no matter who you pray to, who you happen to love, what your faith is, what the colour of your skin is. We’re a united party and we want it to be that way and include everyone. Question: Are you running in the next B.C. election?
Answer: Absolutely. I think we’re making some sort of a formal announcement when I get back on Jan. 29. … I’m excited. (BC United leader) Kevin Falcon just motivates me so much with the direction he wants us to go. He certainly has a lot of confidence in me, in my background in agriculture, to move forward with that. There’s just so much common sense comes from Kevin Falcon and the ideas we have moving into this next election. Question: How has B.C. changed since you were elected (in 2017)? Answer: Things have changed for the worse. The NDP has brought in legislation and I think it’s 29 or 30 new taxes since I was elected in 2017. The carbon tax keeps going up. There are so many taxes I can’t even remember them all … I want to see agriculture thrive in this province. And businesses, unfortunately,
we’re seeing businesses are leaving B.C. because of high tax rates and trying to compete with other provinces and states in the U.S. with the carbon tax. A lot of people are moving to Alberta and I’m seeing this as a discouraging trend here in B.C. Question: Would BC United merge with the Conservative Party of B.C. in order to defeat the NDP? Answer: That’s going to be something we’re going to be discussing at great length in an upcoming caucus retreat. I think Kevin Falcon has suggested, as well as (Conservative leader) John Rustad, that they’d be willing to talk to each other about it. It just boggles my mind that John Rustad, who was with us, desperately would like to defeat the NDP, but by doing what he’s doing, he’s simply creating the possibility of votes being split between BC United and the B.C. Conservative party . . .
Answer: I hope Delta evolves in the next 50 years by using the common sense of what we’re bringing forward with the BC United Party. . . . . We have a lot of pressure on our highways and our railway lines … it’s so frustrating for me because I was such a huge proponent of the $100 million that had already been spent to have the bridge underway and the NDP killed it and the bridge would have been open a year and a half ago . . . I just want to see Delta retain our nice, open farmland pieces and build density around the inner cores of Tsawwassen and Ladner. Question: As a serving MLA for two terms, what is your proudest achievement? Answer: The fact that I’ve been able to travel to all parts of B.C. with my agricultural role … all these areas where I get a chance to sit and talk to farmers and ranchers. It’s gratifying when I come away from meetings with them and they go, “This guy gets it. He understands it,” because I was born and raised with agriculture and was a dairy farmer myself for a great part of my life … I get such gratification out of people coming into my office, knowing that they probably didn’t vote for me, but once they get to know me and know my staff, we do everything we can to help them out.

Pandemic loan program deadline passes with no extension Delta Chamber of Commerce board chair Rosanne Horner said CEBA was successful PHIL MELNYCHUK
p m e l nyc h u k@ d e l t a - o p t i m i s t .c o m
The pandemic is over and so is the early payment-discount plan for businesses that had to take out a loan under the government’s Canada Emergency Business Account program to survive. Loans were extended through Canada’s banks to businesses that were struggling with the effects of COVID-19 restrictions that hurt business. If businesses repaid their loans by Jan. 18, they would earn forgiveness of $10,000 for a $40,000 loan and $20,000 for a $60,000 loan. Up to one-third of the loans could be forgiven if the outstanding amount was repaid by Jan. 18, otherwise the debt converts into a three-year loan, with five per cent annual interest. As well, loan holders that submitted a refinancing loan application by Jan. 18, but required a grace period to finalize the payout of their CEBA loan, could still qualify for partial loan forgiveness if the outstanding principal of their CEBA loan, other than the amount of potential debt forgiveness, is repaid by March 28. On Jan. 17, Prime Minister Justin Trudeau said the government extended the deadline twice because of the challenges faced by businesses in the wake of COVID-19. But now, “we do have to wrap up pandemic programs,” he said, at a news conference in Saint John, N.B., according to a CP report. Delta Chamber of Commerce board chair Rosanne Horner said the program
was successful. “Most businesses (76 per cent) that took the loans, are on track with their repayments, according to recent data from the Canadian Chamber of Commerce’s Business Data Lab,” Horner said. “That said, we fully acknowledge that in Delta, and elsewhere across Canada, there are businesses that will not be able to repay the loans.” She added that some sectors have been more affected than others, including hospitality and tourism, which are still recovering and that perhaps the government will consider targeted programs for those. “However, a blanket forgiveness program is unrealistic, and not fiscally responsible for the government and ultimately taxpayers,” Horner said. Chamber executive-director Jill McKnight added that she’s heard of local businesses repaying their loans and that no one has contacted the chamber saying they can’t repay the loans. Restaurants Canada has said that more than half of restaurants are operating at a loss or barely breaking even, as the sector was disproportionately affected by pandemic lockdowns. Canada Emergency Business Account loans were available from April 9, 2020, to June 30, 2021, and provided $49 billion in interest-free, partially forgivable loans of up to $60,000, to nearly 900,000 small businesses and not-for-profits to help cover their costs during the pandemic, said the Department of Finance Canada. – with files from CP

Tax-saving letter arriving soon for Delta homeowners
Declaration letters should be delivered to all homes by the end of February Delta residents should keep an eye on their mail in the next few weeks to ensure they received their tax exemption declaration letters, so they don’t get dinged by B.C.’s speculation and vacancy tax. Those letters will tell people how to file their declaration online, attesting to the government that the home they’re living in is their principal residence. While more than 99 per cent of B.C. residents will be exempt, every homeowner must file the declaration by the deadline of March 31. “The majority of property owners who use their unit as a principal home, rent it out for more than six months of the year, or meet other exemption criteria, do not have to pay the tax,” said a release from the Ministry of Finance. The speculation and vacancy tax was implemented to encourage owners to either rent out their homes or sell them in order to reduce the number of homes sitting empty during a multiyear housing crisis.
If a property isn’t exempt, Canadian citizens or permanent residents will have to pay a tax of .5 per cent of the assessed value of the house. If homeowners are foreign owners, they must pay a two-per-cent speculation and vacancy tax. Declaration letters should be delivered to all homes by the end of February. If letters haven’t been received by then, people can contact 1-833-554-2323. The fastest way to file a declaration is online, following directions in the letter, but people can also declare by telephone. When a property has more than one owner, each person on title needs to make a separate declaration, even if the other owner is a spouse or relative. Delta homeowners also recently received assessment notices showing the value of their homes based on the market from last July 1. According to BC Assessment, the value of the typical single-family home in Delta dropped by two per cent from the previous year, to $1.4 million. However, condos and

the Boundary Bay neighbourhood up by one per cent. The finance ministry said that more than $81 million has been raised in 2022 by the speculation and vacancy tax for affordable housing projects.

Community More junk, and a message in a bottle, found in rich wildlife habitat along the Fraser PHIL MELNYCHUK
pmelnychuk@delta-optimist.com
Strange things can be found on the banks of the mighty Fraser River and the shores of the Pacific Ocean where the morning mist lingers in the marshes and secretive creatures’ flit about in the rushes and burrows. For instance, last fall’s cleanup crew with the B.C. Wildlife Federation, found two messages in bottles, among with the usual haul of junk and debris. Inside one bottle was a wedding photo, with the image of the bride or groom crossed out, along with some spices. And inside another bottle, was a message from a mom of a Chilliwack student, asking the finder to contact her if the bottle was found. But mostly, the shoreline cleanup, which ran from September to
December, retrieved bits of old boats and docks, old barrels, discarded fishing gear, plastic, Styrofoam, and old tires that could have been used during the recent snowstorm. During last fall’s effort, the Fraser River tidal marsh cleanup crew started in the south arm marshes of the Fraser River estuary, and included shorelines of Kirkland, Barber, Gunn, Deas, and Westham islands, along with several unnamed islands, with the cleanup finishing at Sturgeon Banks. “Everybody uses the area, but very few people stop and clean it up,” said Neil Fletcher, director of conservation and stewardship. He said it’s the type of work for which there’s no end, but the habitat is critical, so it’s important to keep it clean, and to remove the micro plastics before they degrade

further and to remove objects that are prohibiting plant growth. Picking up debris from wilderness areas means bushwacking every day through areas that people usually don’t go through and pushing through dense vegetation, marshy land and climbing over slippery logs and dealing with hornets’ nests and keeping an eye out for coyotes. It’s not easy work, especially when the weather doesn’t cooperate, but this year, instead of venturing out in the fall, a new crew of four, will start the cleanup in March, when there’s not as much vegetation, which should make it easier to get around and spot debris. In a previous year, the crew found a huge, Styrofoam mascot bunny, along with dozens of medical masks, as the pandemic wound down. Within three months,

tonnes of debris that was forecast to be collected by 2025. The cleanup is a collaboration between the B.C. Wildlife Federation, Tsawwassen First Nation, and the South Coast Land Management Program. Nature Trust B.C. and Ducks Unlimited helped with site access while the cities of Delta and Richmond also helped in the campaign. The federation is hiring
a new crew for this year’s cleanup. The work was also sped up thanks to Mad Props Marine managers Jeremy and Kaileb who provided equipment to recover debris in areas that are only accessible by boat. And Two Guys Disposal supplied bins for debris storage and managed the sorting and disposal of the garbage once the bins were filled.

Something fishy going on here MARG CUTHBERT
Fr i e n d s o f S e m i a h m o o B ay S o c i e t y
On the very beach you walk on, it’s important to know - forage fish are laying eggs! Firstly, what are forage fish? Here in the Salish Sea, herring, Pacific sand lance, surf smelt, anchovy and capelin are small schooling fish species which feed mainly on zooplankton, microscopic animals in the water column. These fish are called ‘forage fish’ because hundreds of species of larger fish, seabirds, and marine animals ‘forage’ directly on them, including all the salmon, rockfish, ling cod, Marbled murrelet, Great blue heron, loons, Rhinoceros auklet, Tufted puffin, orcas, and minke and humpback whales. From their eggs to larval juveniles and adults, the biomass of forage fish on our West Coast fuel a marine food chain. Forage fish populations are therefore vital to sustainable commercial harvest-
ing of larger species and are harvested to a limited extent themselves, including by First Nations. Boundary Bay shorelines provide critical spawning habitats for Pacific sand lance and surf smelt. Eggs, about 1mm in size, incubate within the small gravel and sand grains near the highwater mark. Herring spawn on blades of eelgrass. Why care about forage fish? The marine food web partially relies on our care and protection of spawning habitat for forage fish. Altering shorelines, including by the building of seawalls, deprives shoreline spawners of critical habitat. What are we doing? In 2023, building upon a 2007 forage fish habitat survey, Friends of Semiahmoo Bay Society and community volunteers were on the shorelines of Boundary Bay collecting gravel samples and sending them for lab analysis to look for the presence of fish eggs. Working with the Coastal Forage Fish Network, and with Fisheries

Know your osteoporosis risk
Bone is living, growing tissue that changes as a person ages. Although healthy bone can naturally diminish as a person gets older, seniors are at elevated risk of osteoporosis, a bone disease marked by rapid bone deterioration. Osteoporosis occurs when bone mineral density and bone mass decrease, or when the strength and structure of bone changes. Bone is constantly being broken down and replaced. When a person has osteoporosis, creation of new bone cannot keep up with the loss of old
bone. Osteoporosis can make bones so brittle that even a seemingly innocuous movement, such as coughing, bumping into something or bending over, can cause bones to break, says the Mayo Clinic. These breaks commonly occur in the spine, wrist, or hip. Osteoporosis affects people of all genders, ages, and races. However, white and Asian women, especially those past menopause, are at the highest risk. Osteoporosis is known as a silent disease because bone weakening
is undetectable. Subtle signs, such as a stooped posture, a curved back or if someone seems to be getting shorter, may indicate osteoporosis. Breaking a bone is often the first sign of the disease. There may be ways to prevent osteoporosis or alleviate its symptoms. A nutritious diet and regular exercise are essential for keeping bones healthy throughout life. This includes getting enough calcium through foods and possibly supplementation. Individuals should work with their doctors to get

Healthy bone can naturally diminish as a person gets older, and seniors in particular are at elevated risk of osteoporosis. the right amount of calcium, as too much from supplements may cause kidney stones. Vitamin D also works in concert with calcium to produce strong bones, and many people are deficient in vitamin D. Exercise also is needed for strong bones. Strength training with weightbearing and balance exercises enjoyed regularly throughout life can
help maintain healthy bones as one ages. Additional lifestyle issues can increase risk for osteoporosis. These include long-term use of certain medications like glucocorticoids and adrenocorticotropic hormones to treat various conditions. Proton pump inhibitors, cancer medications and antiepileptic medicines also may increase risk for osteo-
porosis. Heavy alcohol consumption and smoking also can contribute to osteoporosis. Osteoporosis is not something to take lightly. A bone-density test can indicate if bones are weakening and if intervention is necessary. However, measures should be taken early in life to prevent osteoporosis in the future. -Metro Creative

LIVING THE GOOD LIFE
What seniors should know about prediabetes Most seniors recognize that routine visits to their physicians are an important component of preventive health care. Annual physicals are important for everyone, but they’re especially important for individuals 65 and older who may be more vulnerable to disease and various other health conditions than younger adults. For some, the day they receive a prediabetes diagnosis also marks the first time they’ve heard of the condition. Since so many seniors are affected by prediabetes, it can behoove anyone to learn more about it. What is prediabetes? Prediabetes is a serious health condition characterized by higherthan-normal blood sugar levels. When a person has prediabetes, his or her blood sugar levels are not yet high enough to indicate type 2 diabetes, but that could change if prediabetes patients do not
make changes to prevent such a progression. How common is prediabetes? A 2023 study published in the journal Diabetes Care indicates that 464 million individuals across the globe had impaired glucose tolerance (IGT) and 298 million had impaired fasting glucose (IFG) in 2021. Each of those conditions are hallmarks of prediabetes, cases of which the study indicates are expected to rise significantly by 2045. What causes prediabetes? When a person has prediabetes, the cells in his or her body do not respond normally to insulin, which is a hormone produced by the pancreas that enables blood sugar to enter cells, which then use it for energy. The pancreas then makes more insulin to get cells to respond, but eventually the pancreas cannot keep up, resulting in a rise in blood sugar.
How can I determine if I have prediabetes? The sheer volume of people who have prediabetes but are unaware that they do begs the question of what individuals can do to learn if they have the condition before they develop type 2 diabetes. Recognition of the risk factors for prediabetes is a good start. Anyone who has any of the following risk factors to speak with their doctor about having their blood sugar tested: *Being overweight *Being 45 or older *Having a parent, brother or sister with type 2 diabetes *Being physically active less than three times per week *A history of diabetes during pregnancy (gestational diabetes) or giving birth to a baby who weighed more than nine pounds *Having polycystic ovary syndrome *Being African

how important it is that older adults recognize their risk for the condition. -Metro Creative

The double-barrelled, twin-trigger shotgun found buried deep in history along the steep banks in Fred Gingell Park will stay silent. Volunteers working on the restoration of the slope last June found the rusty gun buried near a tree, part way down the slope. Included in the find were several plastic shotgun shells. “The gun is going to remain a mystery, I guess,” said local historian and author Gary Cullen. He co-wrote a book about the former pioneer resident of the home that was located just metres from the buried shot gun. Pansy May Stuttard lived on the lot above after a lifetime of skirmishes with the law. Cullen co-wrote the book, Lord don’t want me: Devil won’t take me, said it can’t be said for certain where the gun came from. Stuttard lived there until 1955, but the house remained vacant and abandoned until 1966, Cullen said. It’s possible her associates still used the place, Cullen said. Stuttard died in 1963 in Cloverdale at age 89. In the mid-1920s, Stuttard leased 27 acres at the south end of English Bluff Road and built a small house and lodge on the border.

The double-barrelled, twin-trigger shotgun found buried deep in history along the steep banks in Fred Gingell Park will stay silent. She brought liquor there, which was then legal in Canada, to smuggle into the U.S., according to a 2020 article in the Optimist by Cullen. Later, she moved to the lot which is currently Fred Gingell Park. “So some of her outlaw friends could have been hanging out there. Who knows what they could have been up to,” said Cullen. “It could have been somebody else who brought it there thinking it was a good place to hide it. Who knows.”
Volunteers turned the gun over to Delta Police. The shotgun was then cleaned up but there was no serial number on it and no name or date on it. He said he doesn’t know what will happen to the shotgun, adding that it may have a shell stuck inside, saying it may be destroyed. “It’s pretty much a mystery. The fact it shows up on her property and no one else had ever lived there. It’s got to be somehow, something tied to her, some how or another,” Cullen said.
Sunny day meant easier day for annual census of birds in Delta PHIL MELNYCHUK

Some nice West Coast weather brought out the birds, as well as the people who watch them, Dec. 17 during the 67th annual Ladner Christmas Bird Count. “We noted a higher diversity of birds this year compared to past years, due to the pleasant weather conditions on count day,” said Yousif Attia, one of the compilers for the count. He said many noteworthy species spotted this year included the yellow-billed loon, the American avocet (for the second year), as well as a whimbrel, ancient murrelet, sora, Bohemian waxwing, rusty black-

bird, and Lapland longspur. Attia said that warmer temperatures this winter usually results in changes in bird abundance and diversity. “Many birds that would typically travel farther south, can
find food farther north, which is part of a long-term trend we are noting across Canada,” he said. “Despite this, results suggest that some groups of birds are still declining across North America. Many steps can be taken to help birds, with those steps listed in: https://www.birdscanada. org/you-can-help/guide. Thanks to a team with access to a boat, other species that were normally missed from land were observed. The perspective from the water allowed a team of 11 youth birders to see a yellowbilled loon, a rhinoceros auklet, as well as both the ancient and the marbled murrelet.
Some of the other species observed were the Eurasian widgeon, which is distinct from the American widgeon. For those not fond of the Canada goose, there was the cackling goose, though people might prefer the mute swan to both of the former, as well as the trumpeter swan. Other birds spotted include the common merganser, the hooded merganser and the redbreasted merganser. Those aren’t to be confused with a ruddy duck, five types of grebes, a long-billed dowitcher, a spotted sandpiper and a bufflehead duck. Birds Canada, BC Nature, and Delta Naturalists Society helped support the annual count.

different structures. For example, when I went to Los Angeles with my son, we explored several attractions like Universal Studios, the Griffith Observatory, the Petersen Automotive Museum, and a Clippers game. While exploring these exciting attractions,
I decided to push my seven-year-old son’s bedtime a bit later than usual. This is because we were sojourners rather than citizens of Los Angeles. The bible teaches us that we are sojourners. Our permanent home is in God’s kingdom, and our earthly life is—in a way—like that of a traveller. Our citizenship is permanent and everlasting in heaven (Heb. 11:13-16), but our lives as sojourners is so short compared to eternity. We are like “a mist that appears for a little time and then vanishes” (Jas. 4:14), which is why it’s not surprising to hear that we ought to make the best use of our time while we are here on earth (Eph. 5:16).

I never realized that January is such a popular time for travel. I suppose it makes sense considering the seemingly endless rain clouds we get this time of the year. Currently, I have friends who are travelling in all sorts of cool places: some are in Hawaii, some in Mexico, some in Southeast Asia, and I even have friends who are hanging out with penguins in Antarctica! It’s interesting that we behave differently when we travel compared to when we are at home. Knowing that this is not our permanent home, we try to make the best use of our time to explore the new city. I tend to be a structured person who likes to stick to routines, but when I travel, I adapt

Islanders take steps to map out their future IAN JACQUES
i j a c q u e s @ d e l t a - o p t i m i s t .c o m
The Delta Islanders began to map out their future on Saturday night (Jan. 13) selecting seven players during the U17 BC Junior A Lacrosse League entry draft at the Langley Events Centre. New general manager Logan Schuss had the sixth overall pick in the first round and selected Jeff Burns, of Maple Ridge. Two picks later at number eight, Schuss selected Kenyan Whitney, from Richmond.
In round two, the Islanders had three selections with picks two, six and eight. They selected Kayden McIntosh, from Maple Ridge, Ty Bikic from Maple Ridge, and Colby Quilay, from Richmond. In round three, Delta had one selection and drafted Keihin Blackson, from Mission, with the third pick of the round. Their last pick of the draft was the second selection in the fourth round and Schuss picked Tatain Hand, from Maple Ridge. “Another huge day for Delta Junior Lacrosse as

“We can’t wait to see what the future holds for them as they join us in our new direction.
“Congratulations to the players and their families for being selected and welcome to our club.” Riley Alexander, from Maple Ridge, was selected as the first overall pick by the New Westminster Jr. A Salmonbellies who made four of the first five selections of the draft. Six rounds of picks took place, with eight players per round, for a total of 48 players selected from B.C.’s 17U minor clubs on the Lower Mainland and Vancouver Island. A series of trades beginning Jan. 12 impacted the draft order
in later rounds. The schedule for the 2024 season will be announced in the coming weeks. Before the draft, the Islanders announced the acquisitions of three U.S. university players. They included: Jimmy Grieve from Fairfield, and Luke Grove and Max Neeson, from Albany. “We are extremely excited about adding these young men to the Islander family. They bring size, speed, and a high compete level to our club, and we can’t wait to have them join us this season.”
Pink Zebras will be out in force calling fouls on cancer Get ready for “Pink Zebra sightings” at a basketball court near you. Local BC Basketball referees Mike Craig, from Tsawwassen, and Karn Dhillon, from Ladner, have spearheaded the Pink Whistle - Call A Foul on Cancer campaign since 2009. The officials are showing their colours for the 15th annual campaign, which runs from Jan. 29 to Feb. 23. The referees will continue to wear pink whistles and pink lanyards, plus black-and-pink stripes during games in that four-week period. Four Winds Brewing has chipped in with the launch of a special beer called Pink Whistle, which will be launched in the weeks ahead. Proceeds from beer sales will be donated to the campaign as Four Winds invites
customers to come “wet their whistle.” Four Winds staff will be wearing pink whistles and pink lanyards for the month as well. These “zebras” have raised more than $215,000 in their first 14 years. The goal, as always, is to raise awareness of cancer and funds for the BC Cancer Foundation. The goal this year is to surpass the quarter million-dollar mark ($250,000). There are several ways to donate: * Cash and coins through the donation buckets at games * Cash donations via e-Transfers to: pinkwhistlelegacyfund@gmail.com * Credit card/debit card donations via the BC Cancer Foundation donation site at: http://tinyurl.com/5yanam8u. - Submitted

Fond memories linger every day, Remembrance keeps them near.
HOLBROOK, Jacklyn Rose February 15, 1937 − December 24, 2023
CHRISTIAN, Warren Lamont March 15, 1951 - January 18, 2024 It is with great sadness we share the passing of our beloved Warren, who most knew as “The Chicken” or “Joe”. Predeceased by his father and mother George and Winnie, daughter Paige, grandson Brodie, and father-in-law Mike. He is survived by his everything Brenda, son Dustin, daughter Shelby, son-in law Jamie, brother Eric (Colleen), mother-inlaw Iris, and grandchildren Isabelle, Charlie and Beckett. Warren was born and raised in the lower mainland, but his work and hunting led him throughout BC and some of the Yukon. He fell in love with the Cariboo Region and would eventually make 100 Mile House his home. He had a diverse history of work, stemming from farming, fishing, plumbing and pipefitting, where he forged many lifelong friendships with each person he met, along with his childhood and adolescent years. Some of Warren’s closest friendships developed through his passion of hunting that started as a young boy. He loved to share his stories, but never his secret spots. His love of the outdoors led to countless hours riding around with family and friends on ATV’s. We will miss his infectious laugh, his million dollar smile, and his overly loud presence in every room. He’s finally free to climb that mountain again. As per Warren’s request, there will not be a service. In lieu of flowers, please consider a donation to the BC Wildlife Federation or the BC Cancer Foundation in his honour. A final thank you to my mom, Brenda who dedicated her life to his final years. She was his companion, caregiver and all around everything.
CYRA, Lavern Denis July 3, 1938 - January 16, 2024 It is with great sadness that we announce the passing of Vern Cyra on January 16, 2024 at the age of 85. After lengthy illness, he passed away peacefully at Delta Hospital with family by his side. Vern is survived by his loving wife of 60 years, Annette, and his children Todd (Sharon) and Rochelle. He was loved by his five grandchildren, Braeden, Shay and Kolby; Dylan and Julia. Vern was predeceased by his mother Rachel, his father Gus, and his siblings Evelyn, Irene, Melvin and Arthur. Vern was born in Last Lake, Alberta in 1938. His family then moved to Penticton, B.C. and eventually settled in Boundary Bay, Point Roberts. He graduated from Delta Secondary School in 1956 and married his love Annette in 1964. Vern’s passion for horses led him to Paterson Park in Ladner where he owned and trained several Standardbred racehorses. His pride and joy was ‘Westshore Rusty’ and after countless sacks of grain and bales of hay, Rusty went on to win many races and awards at Cloverdale Raceway. Vern’s favourite past times also included spending time with Annette while maintaining their beautiful yard. His lawn very seldom had a blade out of place! Most recently he enjoyed working on his 67’ Mustang and attending weekly car shows with friends. Vern’s love and devotion to his family will never be forgotten. He will be greatly missed. There will be no service as per Vern’s wishes. In lieu of flowers, those who wish to, please donate to the Delta Hospital or the Union Gospel Mission.
With heavy hearts and a wealth of fond memories, we announce the passing of our dear mother and grandmother, Jackee Holbrook, on December 24, 2023, at home. Born on February 15, 1937, in Vancouver, BC, she grew up in New Westminster before firmly planting her family roots in Tsawwassen, a place she adored for its sun− soaked days, beaches, and family gatherings. Married 63 years, Jackee leaves behind her husband, Len, and a cherished family: children Brenda (Geoff) Woodburne, David Holbrook, Lisa Bethel, and Stanley Holbrook, along with five grandchildren: Raistlin, Sarah, Nick, Emily, and Aleisha. Jackee wore many hats. A Brownie leader, Tupperware representative, Hostess extraordinaire, the endearing title "Gramma Jackee," a grandma to many. Her joys were found in the simple pleasures of home, tending to her garden, and relishing summers spent swimming in the pool. Our family discovered our love for BC through travel and camping adventures. Len and Jackee traveled the world together, with a special fondness for Kona Hawaii, a place they frequented nearly every November since the 70s. Jackee was a devoted mother and grandma, always there for her children. Her laughter echoed through family parties, get−togethers with anyone willing to share a moment, and in open invitations to friends. Jackee’s vibrant spirit illuminated every room she entered. For all those who remember her, we invite you to join us for a Celebration of Life on Saturday, January 27, 2024, from 12:00pm to 3:00pm at Kirkland House, 4140 Arthur Drive, Delta, BC. In lieu of flowers (though Jackee did adore them), consider making a donation to BC Children’s Hospital or a charity close to your heart. Let’s commemorate Jackee with a celebration as lively and warm as she made life for all of us.

RANTA, James May 13, 1943 − January 16, 2024 ENGLAND, Charlotte Mary (nee Hind) April 19, 1921 - January 19, 2024 Charlotte passed away well into her second century leaving behind memories of a life she filled full every day. Her spirit and example will be missed by many. Charlotte passed away peacefully of old age in her apartment at Amica, West Vancouver. She was with family and supported by Amica’s kind and caring staff. She is predeceased by her husband Leslie England and her brothers and sisters, Mary Beatrice (Bea), Ralph Ridley, Sarah (Sally) Dorothy and Joseph William (Bill). Charlotte was born in Weyburn, Saskatchewan, a child of the depression who never believed in buying anything new or at full price. Her joy when she lived in Ladner, BC, was the Delta Hospital Auxiliary Thrift Shop, where she volunteered for decades. World War II was a deeply tragic time of her life when her high school friends from her birth town Weyburn left for war, many never to return. Charlotte drove a tractor in the Weyburn parade, demonstrating that women could do the jobs the men had left and then took a train to Montreal contributing to the war effort by working in a munitions factory. Post war saw her graduate as a Registered Nurse from St. Paul’s Hospital in Vancouver, where her graduating class became lifelong friends. She later graduated from Ottawa University with a Bachelor of Arts. She retired from nursing at age 70. Charlotte married Les England, a war veteran from Weyburn who was studying law at UBC. Charlotte and Les had eight children: Louise, Margaret, Lorraine, Ron, Joseph Allen (1956), Paul (Nancy), Sarah (Francois) and Elizabeth (1967). Grandchildren Tom, Dan and David; Taylor; Emily and Mathew; and Gessienne and Galileo as well as great and great-great little ones. Charlotte was not one to waste time on domestic chores when you could be travelling or playing golf - or both! There are not many corners of the planet she hadn’t seen and if there was a golf course, she was on it meeting the locals and hearing their stories. I am sure that if there are fairways and golf greens in the hereafter - Charlotte is working on getting her next Hole-in-One. At Charlotte’s request there is no memorial service; Catholic Mass to be held in Weyburn followed by interment at Hillcrest Cemetery on an anniversary of her birthday - her favourite day of the year.
After continually beating the odds over again, James Lawerence Ranta passed peacefully on January 16, 2024. Predeceased by his parents, Lawerence and Pauline Ranta, and his cherished younger brother, Robert. Missed by his wife, Penny; children Krista (Luke) and Brock (Ashley); and beloved grandchildren Connor, Evalina, Weston, and Lachlan. He is also survived by Stark, Rachel, Asher and Wyatt; his sisters Patsy (Keith) and Susan; and brother John (Carmen). His amazing dinner banter will be missed by many nieces, nephews and friends. James was born and raised in Vancouver, BC. Number 1 in the Ranta family sound off, he fondly remembered his childhood being split between roaming the streets of Point Grey and stealing cars in the farm fields of Crystal Water Beach, Point Roberts. Never far from the water, James loved sailing and reminisced about his summers spent operating fishing boats in Bella Coola. James graduated from UBC with a double Masters in Agriculture and Business, setting him up for a career overseeing Agricultural loans with the Royal Bank. He would always say he felt so lucky to have combined his greatest passions and never felt that he worked a day in his life. When not pouring over the stock market in his free time, he loved volunteering in the community with the DPD, and purchased a large fleet of old police cars to "tinker" on. His weekends were spent in the garage taking apart and putting back together these prized possessions. In the early 2000s James and Penny purchased a vacation home in Vernon, which quickly became his favourite place to be. James spent the rest of his summers perched in his chair, watching the sailboat races down Lake Okanagan. He was pretty sure this was heaven. As James would tell you, one day in February of 2003, a young man would enter his world and, at 5 minutes old, raised his little hand and waved him over. Legend has it the two had a conversation in which it was decided that they would remain the best of friends for the rest of time. In this moment, James Lawerence Ranta took on his proudest title of Grandpa Jim. As big Grandpa Jim he was always on the phone problem solving with his grandchildren when parents dared say no, or needs were misconstrued as wishes. He attended every practice, watched over every recess, and cheered loudly from every sideline. He would often remark that this was the happiest time of his life. And while our world has lost our number one fan, we know he will still be cheering loudly from beyond, surrounded by a number of cats that have been patiently waiting at the rainbow bridge for his arrival. The family would like to thank the amazing staff at Northcrest care home for providing dad with the best care over the last year. At James’ request a celebration of life will take place in Vernon this summer. In lieu of flowers, please consider making a donation to your local SPCA.
RUTHERFORD, Jack October 28, 1931 − October 24, 2023 With great sadness we announce the passing of Jack Rutherford. Born in Vancouver, BC, he is survived by his wife of 71 years, Shirley; children Sandy (Jeff), Brian (Cathy), Leanne (Trevor), and Jan (Peter); eleven grandchildren; thirteen great−grandchildren; sisters Ruth and Patricia; sister−in−law Mabel; brother−in− law Harvey; and numerous nieces, nephews and cousins. Jack enjoyed sailing, fishing, gardening, golfing, badminton, artistic aspirations and other hobbies. He was a trickster cracking jokes right to the end. Cheerio−30, Dad! A Celebration of Life will be held on Saturday, April 20, 2024, from 2−4pm at Kin Village, Tsawwassen.

MARKETPLACE Free WACOWICH, Cécile 1943 - 2024 Cécile was a country girl from Saint-Robert, Quebec. She was a loving and generous sister, wife, mother, aunt, teacher and spiritual friend, known for her kindness and contagious laughter. Her ability to love unconditionally came from her good Christian parents and from being the youngest of 13 children. Her family and friends take comfort in her sudden passing, knowing that she was ready to meet Jesus Christ, her saviour, and be reunited with her beloved husband Conrad. Cécile leaves behind her daughter and son-in-law Shirley Ann and Paulo, her grandchildren Cassandra and Nicolas, her sons and daughters-in-law David and Liz, Mathieu and Adriana to continue in her footsteps, bringing love, joy and laughter to those around them. Juan Pablo, A Chihuahua Larger Than Life With a heart as fierce as his namesake from “The Bachelor,” Juan Pablo, the indomitable Chihuahua, left us on January 20th. At the ripe age of 16, he maintained his sass until his very last bark. Juan Pablo, affectionately known as “JP” to his closest confidants, ruled his home in White Rock with an iron paw and a disdain for most people. His hobbies included sunbathing, commandeering the best spot on the sofa, and judging everyone silently with his piercing, yet endearing gaze. Despite his diminutive stature, JP’s presence was anything but. He was known for his spirited yaps, which he doled out generously to friends and foes alike. His audacity knew no bounds - a true Chihuahua through and through. JP is predeceased by his best friends, Sydney and Baxter. The three were inseparable, fondly known as “the three amigos,” they shared countless adventures and naps in sunlit spots. He leaves behind his grieving mother, Joan, his brother Brock and sister-in-law Lauren, his devoted auntie, Judith, and his faithful dog walker and companion, Heather. JP’s bond with his best friend Mary was unbreakable, always by his side when he needed her most. He also leaves behind a circle of friends at Pacific Pointe and Findleys, who fondly remember his stroller bar visits, bending the rules to accommodate his “charismatic” presence. Juan Pablo wasn’t just any pet; he was a tiny titan, a four-legged friend with the soul of a wolf and the body of a particularly small teddy bear. His adventures and mischievous antics will be remembered by all who had the pleasure of knowing him. As we bid farewell to our furry friend, we’re reminded of his unwavering spirit. He may have been small, but his legacy is as large as his attitude. Juan Pablo, you may have left this world, but your paw prints remain forever in our hearts and on our freshly cleaned floors. There is no service by JP’s request, but in his memory, donations to the care and welfare of animals would be a fitting tribute to his spirited life. Rest in peace, little Bachelor. May your heaven be filled with endless treats, sunny spots, and no vacuum cleaners.
