B.C.’s new seniors advocate from South Delta
KinVillage CEO Dan Levitt takes on new role working for the elderly, in April IAN JACQUES
i j a c q u e s @ d e l t a - o p t i m i s t .co m
The new seniors advocate for B.C. is a familiar face to many in South Delta. On Friday, the province announced that current KinVillage CEO Dan Levitt has been appointed as the province’s second seniors advocate. Levitt will replace Isobel Mackenzie when she retires on April 5. “Dan Levitt has championed the rights of seniors for 30 years and with his extensive experience he is an excellent choice for B.C.’s seniors advocate,” said Adrian Dix, Minister of Health, in a news release.
“Isobel Mackenzie became the first seniors advocate in Canada and we thank her for being a powerful, impactful voice. With Mr. Levitt, government will continue to work collaboratively to help seniors throughout the province to live their healthiest, happiest lives.” The Office of the Seniors Advocate is an independent office of the provincial government, which acts in the interest of seniors and their caregivers. The office monitors and analyzes seniors’ services and makes recommendations to government and service providers to address systemic issues in five areas: health care; hous-

“I greatly admire the work of Isobel Mackenzie, and I under-
stand the advocacy needed to advance the rights of seniors and analyze the most pressing issues impacting their welfare,” said Levitt. “My goal is for every senior, their families, and their caregivers, to be able to exercise their agency to access the supports and services they need. As seniors advocate, I will work collaboratively with seniors, government officials and service providers to promote healthy aging.” Mackenzie said it has been an honour and a privilege to serve as seniors advocate. “Our population is aging, and seniors need the ability to live inde-
pendently at home, knowing the programs and services to support them are easily accessible to everyone,” she said. “As issues such as dementia, housing, and elder care become more complex, it’s crucial to advocate for strengthened seniors’ services throughout the province. I know Dan is ready to continue the cause and his efforts will make a difference in the lives of seniors for years to come.” KinVillage board president Lois Wilkinson said Levitt will leave his role as CEO in March. Ladner Village sign sparks heated online discussion IAN JACQUES
A new, blue beacon sign for Ladner Village has sparked a heated debate on social media. The sign, which was put in place on Jan. 24, is part of a new plaza project – a joint project between the City of Delta and the Ladner Rotary Club. Construction on the plaza started in March of last year and was completed in late summer. The project involved infrastructure and electrical upgrades to support new landscaping, seating, and lighting, including the construction of the new beacon sign. According to the city, the new plaza area is a way to enhance the village and encourages visitors to explore Ladner Village in an easy, sustainable manner, while also providing a social space within the plaza. Since the sign went up, several discussions
sparked up on local Facebook groups with hundreds of comments. Most of the comments have been negative citing the look of the sign, its colour, that it is too modern and does not reflect the heritage feel of Ladner Village. “What is really clear to me is that everyone cares a lot about Ladner Village and that, in a way, is what makes Ladner Village such a special place,” said Acting Mayor, Coun. Dylan Kruger. “We are passionate about our community. We are passionate about preserving our community and I love that … that is a huge part of why I ran for office in the first place – to protect Ladner Village, so that is really heartening to see.” Kruger said the city is aware of all the comments and is taking in all of the feedback. “Council approved the concept of the plaza, but we, as an elected body, don’t approve everything
that goes into the plaza, just like we wouldn’t approve all the equip-
ment in, say, a playground project,” he said. “But in saying all of

every person feels they matter and for publicly advocating for the rights of older persons. He will be missed.” Wilkinson said a selection committee will shortly be formed to permanently fill the CEO role for this spring. “It has been an honour and privilege to work with the leadership team, staff members, families, older persons living at and receiving services provided by KinVillage and the board of direc-
tors to advance forward on many fronts for our community and the hundreds of seniors we serve each day,” said Levitt. “I’m so proud of the many accomplishments we achieved as a team. They include beginning construction of 152 units of affordable senior housing, achieving exemplary status with Accreditation Canada and starting the $5-million capital campaign to enhance the Day Program for Older Adults.”

that, I think this is a lesson for us moving forward because this is
a very small piece of a much larger renewal plan for Ladner Village. This is a lesson for us as we deal with the waterfront and the Seven Seas site to make sure that we are touching base with the community, to make sure we are getting it right, that we are protecting what’s great about the village, but also making it better, which is what I think people want us to be doing.” Kruger said there would be discussion at council but would not commit to making any changes to the sign. “I don’t want to be over-reactive in terms of governing based on Facebook comments. “At the end of the day, the village is so much bigger than one sign,” he said. “Signs will come or go, but the village is the people in it, the businesses in it and the historic buildings. This is a small part of a much bigger renewal program.”

BC United’s farming MLA is running again in Delta South Ian Paton first elected to legislature in 2017 PHIL MELNYCHUK
p m e l nyc h u k@ d e l t a - o p t i m i s t .c o m
Delta South MLA Ian Paton is trying for a three-peat in this October’s provincial election, announcing Monday he’s in the race. “It’s been an honour to represent the constituents in Delta South since 2017, however my work is not yet done. I have witnessed (B.C. Premier) David Eby and the NDP delay the replacement of the George Massey Tunnel, drive up the cost-of-living for families, and limit opportunities for farmers and ranchers to make a decent living,” Paton said in a release. He was first elected as Delta South MLA in 2017. Paton added in a follow-up interview with the Optimist, that if construction on the Fraser River Tunnel Project hasn’t started and BC United is
elected, the new government could revert to a 10-lane bridge as proposed by the previous Liberal government. “And nothing’s happened. There hasn’t even been a shovel of dirt turned. I don’t even believe this thing’s ever going to happen,” Paton said. He said if the tunnel was a quarter or halfway along, they’d continue with the tunnel. “But if nothing’s happened, I would suggest we’d dust off the plans and go back to the bridge project,” he said. According to the province, the Fraser River Tunnel Project recently completed its process planning phase where interest groups can decide how they want to be involved. The tunnel is supposed to be complete by 2030. BC United leader Kevin Falcon said Paton, who’s shad-
ow minister of agriculture, “is a recognized champion for the agricultural and ranching sector across B.C. “In addition, he’ll continue to fight against the NDP’s reckless decriminalizing of hard drugs and restore consequences for criminal behaviour,” Falcon said. Paton said he’s not worried about BC United MLAs deciding to run for the federal Conservatives, as Ellis Ross from Skeena recently decided. “The NDP are going to have lots of people who are going to retire or decide not to re-run again, as well. Every four years, people decide to drop out or do something different,” Paton said. “Ellis decided he wanted to run federally, so good for him.” He said the party has lots of new candidates for the election.

BC United MLA Ian Paton has announced his re-election bid in Delta South. Paton said he’s also been asked by the federal Conservatives if was interested in running as a candidate but wants to remain as MLA.
“I think I can prefer an hourand-a-half trip to Victoria on the ferry, than a trip every week on an airplane to Ottawa,” he said.

Day parole extended for convicted killer Derek Lord SANDOR GYARMATI
sgyarmati@delta-optimist.com
A 50-year-old man, who was convicted in a gruesome double murder case in Tsawwassen three decades ago, will have his day parole continued for another six months with special conditions. In a recent decision, the Parole Board of Canada, authorized extended leave privileges be continued for Derek Lord. His leave privileges will continue with 14 days at home and two days at a community residential facility. Lord and his friend David Muir were hired in 1990 by Darren Huenemann to kill
Huenemann’s mother and grandmother, Sharon Huenemann and Doris Leatherbarrow, so Huenemann could get a multi-million dollar inheritance. The pair went to Leatherbarrow’s Tsawwassen home and, after being invited in for dinner, bludgeoned and stabbed the women to death. The killers attempted to make the crime scene appear as a robbery. All three were convicted of first-degree murder in 1992. Lord and Muir were both sentenced to life in prison with no chance of parole for 10 years. Huenemann received a life sentence with no
chance of parole for 25 years. After his conviction, Muir, who pleaded not guilty at trial, admitted his role in the murders and has been out on parole for years. He was granted day parole in April 2002 and full parole a year later. Huenemann, who now goes by the name Darren Gowen, was granted another six-month extension of his day parole in 2023. He was first granted six-month day parole in August 2022. Lord was granted day parole in March 2020 and that has been continuing at six-month intervals. Lord continues to claim he is innocent.

Twenty people a year dying in Delta from poison street drugs PHIL MELNYCHUK
pmelnychuk@delta-optimist.com
The number of people, mostly men, who died of unregulated drugs in Delta last year remains at close to the average for the last eight years. According to the latest report by the B.C. Coroner’s Service, 22 people died in Delta in 2023, four fewer than the 26 who died in the Delta local health area in 2022. The yearly average number of deaths in Delta is 19, based on the past eight years. The stats represent numbers for the local health area of Delta, which is identical to municipal boundaries. The B.C. Coroner’s Service unregulated drug death report for 2023, shows a record number
of deaths. Toxic drugs are suspected of killing 2,511 people in B.C., five percent more than last year. “This crisis, driven primarily by unregulated fentanyl, has cost our province dearly in the loss of much-loved and valued members of our communities,” said chief coroner Lisa Lapointe. She said more must be done to protect the thousands of people still at risk. Almost seven people are dying per day in B.C. The report also gave the rate of unregulated street drug fatalities per 100,000 residents. Delta’s fatality rate for 2023 is 18 per 100,000 residents, compared to a provincial rate of 46. However, Delta’s current rate is almost double what it was in 2016 –
Chilliwack with a rate of 55. Nanaimo had a rate of 90 and Kamloops had a rate of 65. Maple Ridge/Pitt Meadows, with a similar population to Delta, had a death rate per 100,000 of 44, while Surrey’s was 38. About 70 per cent of those who died in B.C., were between 30 and 59, and 77 percent were men. And based on toxicology tests, illicit fentanyl was the most common drug found, in more than 85 percent of cases. The report says that overdoses, or unregulated drug toxicity, is the leading cause of death for people from age 10 to 59, accounting for more deaths than accidents, disease, homicide, or suicide, combined. Smoking drugs was the most common form

About 80 percent of the fatal overdoses happened indoors, with 47 percent inside private homes and 33 percent in other residences, including social and supportive housing, SROs, shelters, and hotels, with 19 percent happening outdoors. City dealing with pothole problems SANDOR GYARMATI
s g y a r m a t i @ d e l t a - o p t i m i s t .c o m
Delta crews made good progress during the last week repairing potholes all over the city. While snow is gone as temperatures rose with plenty of rain falling, Delta had to deal with the aftermath of potholes nobody enjoys driving over. Caused by freezing and thawing, heading into last weekend crews repaired close to 200 potholes scattered around all three communities. Engineering director Steven Lan told the Optimist that the highest concentration was on Annacis Island and likely related to the heavy truck traffic combined with recent winter weather conditions. Potholes are reported on a complaint basis and also by staff as they see them. He noted the city had a dedicated paving crew on a day shift that was solely focused on potholes, supplemented by an overnight driver when they were not dealing with snow and ice issues. Mainroad Group is responsible for filling in potholes on provincial highways.

The City of Delta on social media recently showed this photo of ‘Hotbox’, a machine which can transport four tonnes of hot asphalt. Unlike temporary patches, the permanent fixes are a game-changer in maintaining city roads, according to the city.
The Ministry of Forests has applied to the Ministry of Environment and Climate Change Strategy for a permit to use Btk (Bacillus thuringiensis var. Kurstaki), commercial formulation Foray 48B, to eradicate an establishing spongy moth (Lymantria dispar; formerly referred to as gypsy moth) population in a 203-hectare parcel in Tsawwassen (see map). Three aerial applications are planned in each area between April 1 and June 30, 2024. Btk has been approved for the control of spongy moth larvae in Canada since 1961. Copies of the permit application and map of the treatment area may be viewed at gov.bc.ca/spongymoth/news. Check the website regularly for information on upcoming virtual information sessions. A
newly installed blue beacon sign in Ladner Village has caused quite the stir in the community – and not in a good way. Last Wednesday, Jan. 24, the City of Delta placed the sign in the Village Plaza – the final piece of a beautification project between the city and the Ladner Rotary Club that started last March and was essentially completed in late summer. The sign drew immediate reaction on social media last week – specifically in a post on the Ladner’s Landing Facebook page, which at last glance, had more than 600 comments. Other posts have also popped up on other Facebook pages. The consensus is the sign is out of character for the village. No one likes the blue colours or the lettering and it does not represent the heritage and historic feel of the village or the community. I couldn’t agree more. The sign misses the mark in so many ways. Whoever came up with the design should really give their heads a shake. This is a sign more suited for a college or university campus, hospital or near a Skytrain station in downtown Vancouver. It does not belong in historic Ladner Village. Not only do I have a problem with the sign, I also take issue with the horrible lack of communication from the city. In our story on the project published in the May 25, 2023 issue of the Optimist, all we were told in a joint press release from the Ladner Rotary Club and the City of Delta, was there would be a lighted beacon sign. No where does it describe the look, nor are there any renderings on the city’s website. The city has had two council meetings this month – two opportunities to provide a report and or an update on the project and that this beacon sign would be placed in the plaza. Some residents likely still would be upset at the look of the sign, but at least we would have some context and notification instead of, out of the blue, this sign just pops up. Bad choice of sign and bad communication. When you add it all up, the City of Delta gets a major failing grade for this.
Say goodbye to the singlefamily detached home
I
remember when we bought our house in Delta. It was an era of nine percent interest rates and relatively stagnant prices. We sold our first house for just over what we paid for it. That was a long time ago. In the years since, the population has grown substantially, building has expanded rapidly, interest rates are comparatively low (even though they don’t feel that way) and we don’t have enough living space for everyone. I’ve enjoyed my neighbourhood, my neighbours, the space my kids had to play in the yard and the size of house that lets me hide away when I want to. Like many people, the value of my house has increased, and I look to the eventual downsizing as part of my retirement.
Community Comment BRAD SHERWIN
But who is going to be able to afford this place, given what I want to get for it? Enter the province’s new legislation, Bill 44, which will allow for multi-unit housing on lots over 280-squaremetres (roughly 3,000-square-feet). Municipal zoning bylaws must be updated by June 30 to allow for this. Sure, our neighbourhoods are going to get a bit more crowded. We’re going to see more homes
torn down and new, multi-unit structures built. It’s a field day for developers and home builders, if there are any around with time on their hands. It’s also a big issue for the City of Delta to manage. We have a road system designed for roughly what’s in place. Add that many more people, that much more transportation, we’re going to need a few more roads. Sorry, a bike lane on 56th Street may not be in the cards. As much as people hate change, this may be a good solution. I get the value out of my house, and our kids may be able to buy a home of their own where they grew up. It’ll be much smaller, but it will be a more affordable roof over their heads. Goodbye single-family detached home. It was good knowing you.

Health-care system stable Editor: Over the holiday season, I had a health scare that forced me to avail myself of the health-care system. The week before Christmas, I awoke with what felt like chest congestion, a fever and aches and pains. Naturally, I self-diagnosed myself with the flu or a cold, and tested for COVID, but called my GP for an appointment anyway. Yes, I fully understand I am lucky to have a GP. I was able to see him the day following, where he listened to my heart and was concerned enough to send me in
for an ECG and some blood work. The following day he called me in the afternoon to advise me I either had, or was still having a heart attack and to get to the ER in Delta as quickly as possible Upon arrival, I was admitted immediately and ultimately transferred to the cardiac unit at Royal Columbian Hospital. Fortunately, I was able to have surgery before the end of the year and remarkably, the procedure and the recovery have been aligned with the expectations I was given. Once discharged, it
was truly amazing to see the team of people that we engaged and referred to handle my recovery. I am truly appreciative of the fact I have a GP and was able to be fast tracked into the system, however, it has been extremely pleasing to see the level of care available to us here in B.C. and the team of experts that make, what was a serious surgery, be something matter of fact. Let’s remember this before we become so critical of a system that has become overloaded through no fault of its own. Kevin Davis
Failing in our overdose crisis Editor: The B.C. government has earned an F for failing to solve the overdose crisis. Government ministers can certainly talk a great story, but they have no ability to execute any of their plans because they really do not know how to solve this problem. So what’s the solution? The overdose crisis was announced in 2016 and the results are almost 14,000 deaths in B.C. alone, most due to fentanyl found in 85 per cent of deaths.
Why not let private industry solve this problem? Another solution is to re-open or build a facility like the former Woodlands or Riverview, in Coquitlam, to start housing and treating drug addicted people, but with a twist. Let private industry run it. Let them make a profit, so it’s not a drain on public money and just maybe they could solve this problem. Let’s face it, so far nothing else has worked, so why not give it a shot? Barrie McDonald

Province announces some petty cash for farmers for today’s extreme weather PHIL MELNYCHUK
pmelnychuk@delta-optimist.com
Some new money to help farmers adapt to climate change is welcome, but may have limited effect in Delta. The Extreme Weather Preparedness for Agriculture Program offers a total of $2 million to farmers in B.C., with a $50,000 maximum for each applicant and project. The aim is to help producers prepare for extreme heat, wildfires, and flooding through projects such as improving cooling systems for barns, improving heat and shade protection for livestock and crops, and preparing farm buildings to withstand wildfires. “To me, it’s good news for all farmers,” said Peter Guichon, a director of the Delta Farmer’s Institute. “Something is always better than nothing.” But a major issue for Delta farmers is drought. “Our biggest thing is irrigation water,” he said, adding that the weather forecast was for the mountain snowpack to be wiped out this week, as the weather warms up with lots of rain. “Already, the snowpack

The Extreme Weather Preparedness for Agriculture Program offers a total of $2 million to farmers in B.C., with a $50,000 maximum for each applicant and project. is down 50 to 60 percent from normal.” That means farmers will be hoping for rain next growing season. The money for the extreme weather preparedness program will be delivered through four streams, wildfire preparedness, flood preparedness, extreme heat, and innovation. The money comes from Sustainable Canadian Agriculture Partnership, funded by both the province and federal governments to improve innovation and resilience in agriculture. The program doesn’t mention drought. Guichon said the last five or six years have been dry even though there were good crops last year. One of the issues farm-
ers face is being able to move water to the fields to grow crops. He said previously there have been ongoing issues with the irrigation canal system that was built during the construction of the South Fraser Perimeter Road. He explained that the canal was built on soft soil, and, over time, the upward displacement of the canal bed has resulted in a major capacity constraint in the irrigation canal. However, earlier this month, the City of Delta received $2 million from B.C.’s Agricultural Water Infrastructure program. The funding will be directed towards upgrades along the South Fraser Perimeter Road irrigation canal, including a culvert upgrade under
Ladner Trunk Road and 72nd Street. Additionally, the funds will contribute to the construction of the West Ladner Irrigation Pump Station. Another problem is beavers building dams in the ditches and blocking the water flow, Guichon said. “They’re persistent. They build the dam up, Delta comes in and cleans it out with a backhoe … and three days later, it’s all back in there again. I know that’s happened numerous times,” he said. A ministry spokesman said that other programs are available to help farmers with drought, such as the Beneficial Management Practices program that helps build reservoirs, wells and irrigation systems. Two new programs introduced this past year for drought are the Agricultural Water Infrastructure Fund and the Emergency Planning and Preparedness Fund, each funded for $20 million. There are also riskmanagement programs to help farmers deal with events such as drought, as well as recovery programs.

Council approves coach house application SANDOR GYARMATI
sgyarmati@delta-optimist.com
Delta council last week approved an application by a Tsawwassen homeowner to add a coach house above a garage, but pointed out such applications, in just a few months, will not be required to come to them for consideration. Following a public hearing on Jan. 22, approval was granted for the Official Community Plan amendment, rezoning and development variance permit, to allow for the addition of the coach house at a singlefamily property located on the corner of 66A Street and 1A Avenue. The 905-square-foot dwelling unit above the existing garage would convert the accessory structure into a 1,357-square-foot coach house. The existing single-detached house
would remain on the property. Neighbouring homeowners spoke in opposition of the application, saying they would lose their privacy and natural light for their garden, as well as the densification being too small for the lot. However, council disagreed, also having staff comment that new provincial housing legislation will require cities to amend their OCPs so that such lots will be able to have accessory dwelling units, such as detached garden suites or coach homes, without having to go through the current process. The applications will only be required to go through the building permit process and not go to council for approval. The Housing Statutes (Residential Development) Amendment Act (Bill 44) will require munici-
pal zoning bylaws be updated by June 30, 2024, to permit small-scale, multi-unit housing on all lots currently zoned for detached single-family or duplex use. Currently, Delta’s OCP and zoning bylaw allow for secondary suites, including suites in duplexes, but they generally do not allow other forms of accessory dwelling units except through rezoning and, in most cases, OCP amendments. For single-family lots over 280-square-metres, up to four housing units will be allowed. The lot at 66A Street is around 500-square-metres. Coun. Dylan Kruger noted the “massive” new pieces of legislation will fundamentally change the responsibilities of Delta’s elected officials as well as the city’s responsibilities when it comes to development approvals.

Students flocking back to Delta International Student Program
School district years earlier placed emphasis on getting students from a variety of nations, rather than focusing on just a few SANDOR GYARMATI
sgyarmati@delta-optimist.com
The Delta School District’s lucrative International Student Program continues to make a strong comeback. Program director Karen
Symonds, who provided the board of education an update this week, told the Optimist that, as of Jan. 1, 2024, there was a headcount of 630 students. That compares to the 593 at the same time last year. As far as where most
applications come from, China has taken over the top spot. That doesn’t mean they are the most represented students in the program, however, as they still have a high level of student permit refusals from government.
As far as students in the classroom, the top countries represented this year are Germany, Brazil, Japan, South Korea, Italy, China and Spain. Symonds said the district has seen lots of growth from the coun-

DELTA SCHOOL DISTRICT IMAGE
The school district has seen an uptick in the number of international students studying in Delta for just a semester, as well as students who stay multiple years to graduate here. tries the program has focused on to attract students, particularly Japan, Mexico, Chili and Taiwan. The district is continuing to focus on attracting students from places like Hong Kong and Turkey, while also hoping to get more from Taiwan and Mexico. During the pandemic, the Delta program in September 2020 fell to a low of 350 students. The all-time high prior to that had been approximately 800 foreign students. The program also proved to be an important revenue generator for the school district with the biggest grossing year prior to the pandemic generated almost $12 million, with a net contribution to the budget totaling over $7 million. In 2020/21, that revenue dropped by half, but the following school year started to see a bounceback. The net revenue for 2022/23 for the district was $4.79 million, which included 569 full-time students. The district is projecting 617 full-time
students this year. The school district has been successful in promoting Delta as a safe community that’s close enough to Vancouver but not part of a big city, as well as the school district’s consistently high graduation rates. The school district also runs its own homestay program, a big selling point to parents wanting to ensure the quality of where their children will be staying. “The fact that we run our own homestay program is really a big draw. Our educational consultants, when recommending places, they see that the standards of care of students is very high. And, of course, when they’re here, they’re very well supported by our team and given a wonderful experience by the teachers in our schools,” said Symonds. She added the school district could always use more homestay homes in the community and encourages residents to inquire.

Residents raise more concerns about trees Concerns over trees at Stahaken Park Reserve were brought to the City of Delta’s attention by residents last week. The city was contacted on Jan. 11 with reports of clear cutting occurring in the green space at 1184 Walalee Dr. Staff attended the following day to investigate the forested property, which is connected to land owned by Tsawwassen First Nation. Engineering director Steven Lan told the Optimist that the nature of the work looks to be consistent with wildfire prevention to remove deadfall and fuel loads and has primarily occurred on the TFN side. No tree removal has taken place and staff have reached out to TFN and are awaiting a reply, he said. Elsewhere, the city recently also had to deal with trees which had fallen on municipal property in Tsawwassen. In November 2023, staff concluded a tree risk assessment for the southeast corner of Terrace Park Reserve, near the intersection of Timbervalley Road and
Greenland Drive. The assessment identified 14 alder trees for removal, which was undertaken in early January. However, two trees came down before the scheduled removals due to the windstorm last Thursday. Lan noted staff arborists qualified in performing assessments inspect all parks and facilities on a two-year basis, while street trees are typically assessed on an asrequested basis. In 2023, the urban forestry department received 1,403 service requests to prune, remove, inspect, plant and water trees. Tree removals and replanting on city-owned properties is ongoing elsewhere, including the Chesapeake Trail in Ladner recently. That trail, located in the vicinity of 5900 Ferry Rd., was cleaned up in a project that included the removal of several trees with others reduced and modified. Crews can also be seen throughout the city in recent weeks planting new trees in parks and other municipal areas. It’s part of Delta’s Urban Forest Strategy, approved by council three years ago, which identi-

fies a short-to mediumterm plan (2020-2030) for “achieving a robust and sustainable urban forest in Delta.” The strategy, part of a package of tree enhancement and protection measures, lays out the goal of 40 per cent urban tree canopy coverage,
with specific targets to increase the number of trees in urban areas and along major roadways including boulevards, medians and other rightof-way areas. Based on prior experience through the Urban Reforestation Project, an estimated 300 trees could

28-year-old Connor is determined to have a down payment for a condo in ten years. Here’s how he’ll do it: 1. RRSP Withdrawal Connor plans to continue to make annual contributions to his RRSP. Connor received a small inheritance from his grandmother, so he already has accumulated around $30,000 in his account. When he is ready to purchase his first home in 10 years, he plans on withdrawing $35,000 from his RRSP using the Home Buyers Plan (HBP). 2. Tax-Free Savings Account Withdrawal The annual TFSA contribution limit for each individual is set at $7,000 for 2024. Connor is planning on contributing this amount annually for the next ten years. Fortunately, investment earnings in a TFSA grow tax-free for life and when he is ready to purchase his first home, the withdrawals will be tax-free. 3. First Home Savings Account Withdrawal Connor is allowed to contribute up to $40,000 for a first home purchase for a period of 15 years into his new FHSA. His monthly contributions of $200 will be tax-deductible from his income. Luckily, he’ll pay no taxes on any investment earnings or withdrawals used to purchase a qualifying home. Waiting for his parents to move out is not an option. Although saving for a home means living with his parents and using his 12-year-old Toyota, Connor is determined. By using all three types of investment accounts, he estimates he will have a decent downpayment for a condo in 10 years. Provided, of course, he doesn’t tire of his dad’s beef casserole and his mom pretending she can sing opera.

The Red Door Housing Society recently submitted a new application for the site on Ladner Trunk Road at 55B Street, a proposal that would see 146 units replacing the existing complex. The proposal for the new five-storey building requires a rezoning and Official Community Plan amendment. The application has the support of BC Housing through the Community Housing Fund. continual improvement.” The society on its webpage notes, “We look forward to sharing the details of the revised development proposal and the steps we’ve taken as an organization to improve our operations in response to feedback shared by the community.” A key change from a previous proposal is an increase in the building’s setback, resulting in the loss of four units from what had originally been proposed. The society notes the redevelopment will “more than triple the number of affordable homes on the site, to 146 units, to accommodate low-income families, seniors and persons with disabilities – bringing urgently needed nonmarket housing to the community.” The application still has to come to council for consideration to send it to a public hearing.

Craving and wanting more 1 Peter 2:2–3 (NIV): “Like newborn babies, crave pure spiritual milk, so that by it you may grow up in your salvation, now that you have tasted that the Lord is good.” Ruth and I had our nephew over for lunch on Monday. We had roast beef, roasted potatoes and carrots and a luscious salad. Ruth has numerous food sensitivities (a friend of ours calls them gentle particularities) so we also made gravy with gluten free flour so she could fully participate in the meal. This was sort of a big deal for us. Because of Ruth’s allergies we often don’t eat the same thing. It was so unique for us to be

sitting down and sharing a meal that we could both enjoy. We couldn’t stop saying, “This is sooo good!” It made us want to put the effort into doing more meals that we can both
enjoy together. We craved more. The “pure spiritual milk” that Peter refers to in the verse above is the goodness of God. He says that once you have had a taste of God’s goodness it will leave you craving more of Him just like a newborn baby tasting its mother’s milk for the first time and then longing for more. God is good! Sometimes we don’t see His goodness because we are distracted by________. Fill in the blank. It may take putting in the effort of sitting down with Him and asking Him to reveal Himself to you. I promise you it will leave you craving more.

Julia Lacasse in charge of Formula student EV race team, working for Tesla PHIL MELNYCHUK p m e l nyc h u k@ d e l t a - o p t i m i s t .c o m
Julia Lacasse was bitten by the motorsport bug early, decided to pursue it as a career and is now leading a team that’s developing an EV Formula 1-style racing car. The graduate of South Delta Secondary is on a student team that every year makes a race car from scratch to show off their automotive engineering skills and to enter into international competition. Last year, the OK Motorsports team, based at UBC’s Okanagan campus, finished 36th out of 120 teams in the Formula SAE competition in Michigan, and placed fourth out of the Canadian teams that were competing. The team is skipping the 2024 competition so it can switch gears from its MK iV internal combustion-powered model and develop a Formula student electric race car. “This year and next, we are attempting to build our first electric car, but we are heavily restricted by funding,
and we are asking for a bit of help from communities to support this project,” said Lacasse. OK Motorsports is trying to raise money to buy a test bench, to allow fine tuning of the EV Formula student car they want to enter in the 2025 International FSAE competition. Lacasse said she grew up around the automotive industry and decided to pursue it. Her dad was an auto mechanic who has an old AC Cobra that’s fun to drive around. “There’s just something about it that I have the itch for, that I just love being around it and being around people who think the same,” she said. While in high school, auto tech teacher Emil Jurica encouraged her to stay with her interest while her first automotive job was at Randy’s Tirecraft in Tsawwassen where Randy Scott also was supportive. Lacasse graduated from SDSS in 2019 and enrolled in mechanical engineering at UBC Okanagan. “I think when I started

complete her degree, Lacasse knows what her career goal is. “I want to work in the automotive field, particularly in the motor-
sport industry,” said Lacasse. “Ultimately, it would be awesome to be in the motorsport racing industry.” Currently, she’s in the

middle of a practicum at Tesla’s main engineering office in the San Francisco area. That’s an eight-month stint after which she’ll do a final year of study. Lacasse says it’s been a lot of hard work, and as a female, she probably has to prove herself more. And having already been in the auto field for years, she’s used to being the only woman. “But it’s really nice when you do have women that are just as passionate about it, (motorsport),” she said. “It’s a little bit harder … for people to just take what I say, right away. I kind of have to prove myself a little bit more, but I will say that a lot of the people that I have been surrounded with, have been super encouraging.” Donors who want to help are asked to go to the UBC crowd-funding page at: http://tinyurl. com/285csntn. BARBER, Margaret Rose December 3, 1923 − January 26, 2024 It is with profound sadness that we announce the passing of our beloved mother at 100 years old. She was predeceased by her soulmate Earle Barber, daughter Julianne and son−in−law Ken Berube. She is survived by her daughters Bette and Tina (Roy); grandsons Lucas (Molly), Daniel (Sarah), and Spencer; granddaughter Laura; and great−granddaughter Margo. Margaret grew up in the small town of Lenore, Manitoba, and married the love of her life, Earle. With his job in the Canadian Air Force and later with Foreign Affairs, they enjoyed travelling to various countries overseas. Margaret was a loving wife, mother, grandmother and great−grandmother. She was fiercely independent and resilient with a wonderful sense of humour, and she never hesitated to stand up for what she believed in. Her longevity was truly a gift to us all, and we feel fortunate that we were able to celebrate her life at her 100th birthday party so that she could feel and hear about the love we had for her. We miss her immensely. We would like to thank Dr. Adriana Wong for her kindness and care of Mom over the years, as well as the many staff members at Augustine House with whom Mom shared numerous laughs. A private family gathering will be held at a later date.
May the Sunshine of Comfort Dispel the Clouds of Despair

We feel Family Day weekend is a fitting occasion to honour the importance she placed on family.

OFFICE OPEN BY APPOINTMENT DAVIDSON, Lorna (Watt) April 17, 1930 - January 15, 2024 Mum passed peacefully at Delta Hospital in her 93rd year following a short illness. She was born in Aberdeen Scotland. She immigrated to BC in the 1950’s, moved back to Scotland and came to Tsawwassen in 1964. She has been a long-time contributing member of our community. She is survived by her only daughter Lyndsay Irene, and several of her nieces, nephews in Scotland, her nephew Chuck (and Marcy) Watt in BC. She was preceded by her husband Alexander Monroe. She worked as a book binder, she modelled fur coats, she also worked as a cashier at the South Delta Senior Secondary School cafeteria. Mum and dad enjoyed cruising around the world. They spent many winters away at ocean Side California. She loved her friends; she enjoyed lawn bowling at Tsawwassen Lawn Bowling Club and golfing as a member of Beach Grove Golf Club. She spent her last year living at the Waterford in Tsawwassen. Forever in our hearts. No funeral by request.
HAHN, Joan Arlene (nee Fox) Joan Arlene Hahn went home to be with her Lord and Saviour Jesus Christ on Monday, November 27, 2023, at Valleyview Care Center in Brandon MB. It was just a few days short of her 84th birthday. Joan was born on December 6, 1939, in Ottawa ON, to John (aka Jack) and Alma Fox. She was the youngest of 3 girls. Mom grew up in Ottawa and graduated from Nepean High School with a diploma in Business Studies. She spent her entire working career as a bookkeeper for various businesses in Ottawa and finally in BC at Kekinow Native Housing before retiring. She moved to the greater Vancouver area in her early 50’s because “you don’t have to shovel snow”. She lived in Maple Ridge, Richmond, Vancouver and finally Tsawwassen before moving to Manitoba to be with her daughter as her health declined. She enjoyed doing crafts, ceramics, crocheting, sewing, quilting, and loved hosting friends and family for meals and celebrations. She adored being a grandma to her 3 grandsons. She was a great pet lover, having many dogs and cats over her lifetime. She always had a heart for the lonely and became a fast and steady companion of many “who just needed a friend”. She was active in many churches during her lifetime and was a strong Christian, seeking to follow her Saviour. She was an active member of Ladner Baptist Church until moving to Manitoba.
SHANNON, Jack Garfield Born September 10, 1960 at Williams Lake, BC. Most of Jacks growing up years were in the South Okanagan. As a young man Jack drove truck. She is survived by her daughter Mary Ann Black (Steven), son Vernon Godmere (Claire) and grandsons Robert Black, Jack Godmere and Hunter Godmere. The family would like to thank the wonderful staff at Valleyview Care Center in Brandon, MB, for their excellent care and support during her time in care.
SCHWARZ, Karl H. March 30, 1932 − January 14, 2024 On the morning of January 14, 2024, with his family by his side, Karl Heinz Schwarz passed away peacefully at his residence at The Waterford in Tsawwassen, BC. Karl’s story begins March 30, 1932, in Mannheim, Germany. At the age of 22, Karl’s adventurous spirit brought him to settle in Sept−Iles, Quebec, with his wife Margarete following close behind. The next 11 years saw the arrival of their three children, Georgia, Sonia, and Arnie. Looking to advance his career, Karl moved his family to Montreal, Quebec, and five years later was their final move to Tsawwassen, BC, in 1970. Karl worked as a master electrician and foreman at Westshore Terminals until his retirement in 1996. While Karl’s children were young, he was actively involved with Delta Soccer Association, coaching boys and girls soccer. One of his finest accomplishments was the installation of lights at Brandrith Park in Tsawwassen. In his lifetime, Karl had many hobbies, including hunting, fishing, gardening, travel and creating beautiful jewelry. Karl also enjoyed the game of table tennis in which, through competition, he won many trophies in singles and doubles. Karl is survived by his loving wife of 68 years, Margarete Schwarz (nee Schlupp); his three children Georgia (Randy) Carlson, Sonia (Bryan) Zuk, and Arnie (Val) Schwarz; six grandchildren Justin (Sherry) Krem, Katrina (Trevor) Springman, Carlynn (Ryan) Hinds, Tyler (Crystal) Schwarz, Jamie (Paula) Schwarz, and Cassie (Michael) Colistro; as well as six great−grandchildren. The Schwarz family would like to thank Dr. T. Martin and all the staff at The Waterford for all their compassionate support and care through the years.

Suicide? We are hearing in the news about the number of people wanting to commit suicide. This is an important question: Is it your life that you want to end or is it ‘the problem’ that you want to end? The problem, right? So, do not give up on yourself... ever! As my wise mother once said...”You are stronger than you think!” The world may be against you but...stand strong, ‘force yourself’ to think in positive ways; our thoughts are so controlling. And if you would like someone to talk with... call the new Canadian Suicide Helpline at 988. You are valuable. With warm regards, Leslie.
