LastNov.27,teacherBrent Sweeneycollapsedwhileparticipatinginaprofessional developmentseminaratthe school.
TeacherCarolLingham called911,whileteacher StephenBurns,whowaswith Sweeneyatthetime,calledfor theschool’sfirstaidattendants.
StaffmemberDinahEstigoy, whohasbasicfirstaidtraining, jumpedintoactiontoassist. WhenfirstaidattendantsteachersRichardHortnessand KatrinaBrandenarrived-they workedasateamproviding CPR.
Branden,whoisthehead oftheschool’semergency medicalresponseprogram, alsousedtheschool’sautomatedexternaldefibrillator (AED)untilthearrivaloffirst
respondersandparamedics. OnWednesday,Feb.28,the teacherswereallpresented withVitalLinkAwardsbyBC EmergencyHealthServices duringaceremonyatthe school.
BCEHSpresentsVital LinkAwardstohonourthe actionsofbystandersata cardiacarrestemergency. Nominationsaremadeby BCEHSstaffandpresentedto citizensthroughoutB.C.
“Wearerecognizingcourage,compassionandtheselflessspiritwhenalifeisquite literallyontheline,”saidBrian Twaites,paramedicpublic informationofficerforBCEHS.
“Today,wearehonouring theseindividualsforbeingour vitallinksinthechainofsurvival.”
RetiredparamedicJeffWatts, whoisthecoordinatorofthe highschoolfirstresponder programintheLower Mainland,whichinvolves27 highschools,nominatedthe teachersfortheaward.

Inthemeantime, they’vemadefriendsin theirtemporaryhomeat theCoastTsawwassen Inn,wheretheywaitand watchandhelpeach otherthroughatough timethatdragson.
“It’sbecomealittle communityofpeople. Everyonehasadifferent storyandwe’resharingstories,”saidAlexis MacPherson.
Awaterpipeinthe firesprinklersystemin herfirst-floorLadner condoburstonJan.13, whenthedeepfreeze descendedonDeltaand temperaturesplungedto -16Cthatday.
She’sbeeninthehotel sinceJan.14andlikely won’tmovehomeuntil
May.Thewaterwent everywhereandshe’ll havetoreplacetheflooringandwallsinhersuite butisstillwaitingfor repairstobegin.
“Whenitcomesto damage,Iusedtothink aboutearthquakes,water breachingthedike…but afterthis,I’verealized thatwaterdamagecan comefromyourpipes, dishwasher,yourupstairs neighbour’shotwater tank,”MacPhersonsaid.
“AndwhenIgetback home,I’mgoingtodo everythingIcantopreventitfromhappening again.”
HercondoinLadner wasjustoneofseveral complexesdamagedby frozen,thenbursting waterpipes.
Almost20residents whoweremadehomelessforthesamereason movedintothehotelin Januarywithsomethen relocatingtoAirBnBs.
“We’reallwaitingand we’rewaitingforworkto getdonebutwe’remaking thebestofit,”shesaid.
ResidentsdisplacedarepicturedwithCoastTsawwassenInnstaff.
Hotelmanagement heldareceptionlast weekforthedisplaced residentssoeveryone couldmeetthestaff.
“TheCoast Tsawwassenmadeusfeel likeafamilyanditfeels likehometous,”shesaid.
“It’snotlikewe’reina war-torncountry,right? It’snicehere,butthey’ve madeitsomuchnicer, andI’vemadesome friends.Andwe’reall happywhenweseeeach
otheratbreakfast.”
MacPhersonsaidone ofthecondocomplexes thathadburstpipeswill nowhavewatersensors inallunits.
She’sgoingtodothe sameforallunitsinher building.Thesensorsare locatednearappliances andsoundanalarmif there’saleak.Someof thosedevicescanalso connecttoacellphoneso peopleareinformedeven ifthey’renothome.
She’llalsohandout someleafletsthatshow otherresidentsinthe buildinghowtoturnoff thewaterintheirbuildingandsuites.
“Prevention.Idon’t wantthistohappen againandnotforanybody,”shesaid.
Thehotelhasbeen flexiblewithbilling,as someresidentstryto sortoutinsuranceand hasalsoallowedthemto bringintheirpets,such
asMacPherson’sparrot.
RobHarjuisalsowaitingforrepairstobeginon hisTsawwassencondo afterafiresprinklerpipe ontheroofburstbecause ofthecoldweather.Five unitsmustberepaired inhisbuilding,aprocess whichwilltakeplaceallat thesametime,althoughit increasesthetimehe’sout ofhishome.Oneinsuranceagenttoldhimthat buildingcodesarenotup totheextremeweather causedbyclimatechange.
Heusedtoworkinconstructionandsaidthaton theupperatticandparkinglevelsofhisbuilding thefiresprinklersystems andpipesaredryand onlyfillwithwaterwhen activatedbutsaidthat otherfloorswithresidentialunitsalsoshouldbe dryinsteadofbeingfilled withpressurizedwater.
“Itmakesnosenseto meatall.Itpuzzlesme whytheinsurancecompanieswouldn’tpressfor this.Sotherearewaysto doit.Theycouldhave avoidedallofthis,”hesaid

AccordingtoStatistics Canada’scrimeseverity indexfor2022,Deltafalls belowtheaveragefor B.C.of100,withacrime severityindexof60,while theCanadianaverageis 78.
Acrime-severityindex isbasedonthe numberandseriousnessof offencesreportedto police.

TheB.C.government’s PoliceResourcesin BritishColumbiareport saysthattheaverage crimerateformunicipal policedepartmentsin 2022was58,withDelta noticeablylowerat40.
Thecrimerateisthe numberofCriminal Codeoffencesreported, (excludingdrugsand
trafficoffences)per1,000 people.
Theaveragepopulation-per-officerratiofor municipaldepartments inB.C.is582,withDelta’s ratioslightlylargerat587.
Thatpopulation-perofficerratioislowerthan othernearbycitiessuch asAbbotsford(776)or NewWestminster(734) butthatcanbeattributed tothecity’slowerdensity andlargegeography.
Whenitcomestothe numberofcasesper officer,Delta’snumber standsat24,whilethe municipalaverageis34.
Onlytwootherpolice departments,Central Saanich(21)andPort Moody(18)havelower caseloads.
Whenitcomesto costs,theaveragepolicingcost-per-capitaof populationinDeltais $393,whichisbelowthe averageforB.C.of$455.
Thepointcouldbe madethatDPDisover staffed,butA/Insp.James Sandbergnotesthat Deltahasalowercrime rate.
“Althoughwe’re cheaperthanaverage, (that)turnsintoalower crimerate,soarewe overstaffedorarewe
actuallystaffedappropriately?”hesaid.
He’dliketoseethe crimerateaslowaspossible,andsaysit’samatteroftryingtoprovidea levelofservicethatmeets communityexpectations. Policecouldprovide minimalserviceatlower costandwatchthecrime rateincrease,orfollow theoppositeapproachas well,headded.
However,policing costsarecheaper,per taxpayer,inothercities.
Abbotsford’spolice costpercapitais$355, whileCentralSaanich policeis$272and NewWestminster’sis $356.WestVancouver police’scostpercapita isthesameasDeltaat $393.
Forcomparison however,Victoria,with almostanidenticalpopulationasDeltaof115,000, hasahigherpolicecostper-capitaof$553,comparedtoDelta’s$393.
However,Deltahasa lowercrimerateanda lowercaseloadperofficerthanVictoria,where there’smorecrime, Sandbergpointedout. Victoriahasacrimerate of100.
TheCityofDelta, alongwithseveralother LowerMainlandmunicipalities,hasbeenturned downforfederalfunding tohelpfast-tracktheconstructionofnewhomes.
TheGovernment ofCanadahasbeen announcinggrantsfrom theHousingAccelerator Fund(HAF)forhundreds ofcommunitiesacross thecountrytohelp localgovernmentsbuild 100,000newhomes.
It’sa$4billioninitiativethatcitiesapplied forlastyear,outlining howthefundingcould assistinplanning,zoningupdates,technology,
streamliningthepermittingprocessandother changes,allrequiredto speedupthedeliveryof newhomes.
Atotalof87B.C.communitiesappliedand severalreceivedfunding.
Delta,whichwasoneof thefirst10municipalities tohavebeengivenatargetfornewhousingunits bytheprovincialgovernment,wasinformedlast weekitsapplicationhad beenrejected.
“Deltacouncilhas alreadytakenconsiderablestepstoaddressthe housingneedsofour community.Deltaisat theforefrontofcities inourregioninterms ofexpeditedapprovals, andwehaverecently
embarkedonahousingforwardupdatetoour OfficialCommunity Planwithatimelinethat wouldlikelyseeDelta beamongthefirstcommunitiestosatisfythe province’snewregulatoryrequirements,”said Coun.DylanKruger.
“It’sdisappointing thatthishardworkwill notberewardedwith neededfederalfundingforinfrastructurein ourcommunity.Federal fundingthroughtheHAF programwouldhavesupportedourefforts,helped addressstaffcapacity, andcontributedtowards planningforcritical infrastructureupgrades neededtosupport growth,”headded.

DeltapolicesaidinaFeb.27press releasethatamanwasarrestedafterhe brandishedametalpipeandawrench andthreatenedofficerswhowerepresenttokeepthepeace.
OfficersattendedaTilburybusiness forareportthatanunwantedformer employeehadreturned.
Amanrespondedtoofficersbypickingupametalpipeandwrenchand aggressivelyadvancingtowardofficers. Attemptstode-escalatethesituation werenotsuccessfulandaconducted energyweapon(Taser)wasutilizedto safelysubduethesubjectandprevent harmtothepublicandthepoliceofficersonscene.Thesubjectwassubsequentlyarrestedwithoutfurtherincident.Themanwasprovidedamedical
assessmentanddeterminednotto havereceivedanyinjuries.Likewise, therewerenoinjuriestoanyofficers involved.
MichaelGadd,a53-year-oldmanof nofixedaddress,hasbeenchargedwith onecountofutteringthreatsandone countoffailingtocomplywitharelease condition.

“AllDeltapoliceofficersaretrained incrisisinterventionde-escalation techniquesaswellasintegratingcommunications,assessment,andtactics (ICAT),”saidpoliceinthenewsrelease.
“ICATisanenhancedde-escalation programthathasbeenproveneffectiveovertimewiththesaferesolution ofmultiplecriticalincidentsincluding thiseventfromFeb.22.Oneofthekey principlesofICATistousetimeand distancewhenappropriate,toslowthe situationdown,allowingofficerstocreateresponseoptionswithsafetybeing theprimaryfocus.”
TheCityofDeltasays itisworkingtoreplace thetwo-laneboatlaunch onFerryRoad,inLadner.
Thecurrentboat launchislocatedatthe endofFerryRoad,north ofAdmiralWay,adjacent totheCaptain’sCove Marina’sworkyard.
Theworkwillinclude removaloftheexisting boatrampandassociated features,installationofa largerboatrampandriprapprotection,dredging, aswellasanextensionof thefloattoincreaseboat capacity.
Accordingtothecity twoyearsago,theexisting concreterampandfloatingdocksectionswere approachingtheendof theirservicelife“and completereplacement
isrequiredtoensurethe continuedfunctionofthis importantcommunity amenity.”
Thecitysoughtproposalsfromqualified engineeringfirmsor individualswithrelevant experienceinmarine engineeringtodevelop designdrawingsforthe completereplacement.
Oncethepreliminary designwasfinalized, DeltaobtainedapprovalsfromtheDepartment ofFisheriesandOceans. Bothprovincialapproval andthefinaldesignwere alsorecentlycompleted.
Thetenderforacontractfortheconstructionofthereplacement isanticipatedforthis March,withacontract awardedthefollowing month.
Thecityalsonotes theboatlaunchistobe
closedinmid-September withconstructiontotake placeuntilJan.31,2025.
Meanwhile,thecity recentlyissuedarequest forproposalsformarine structuralengineering firms,orindividuals,with recentrelevantexperienceinthedesignofboat rampsystemstoleadthe preliminaryanddetailed designofareplacement boatlaunchrampat WellingtonPoint.
LocatedonRiverRoad WestinLadner,thatboat launch’swoodenfloat systemwasreplacedin 2022andincludedthe installationofnewpilesto restrainthefloatsystem.
Acompletereplacementoftheconcrete rampisrequiredtoensure thecontinuedfunctionof theimportantcommunity amenity,accordingtothe requestforproposals.

LastTuesday,astheDelta Secondaryseniorboysplayedtheirfirstgame oftheSouthFraser3AbasketballchampionshipsatNorthDeltaSecondaryagainst ClaytonHeights,afewparentsonbothsides gotintoitwiththeofficials.
Thehecklingturnednastyprettyquickly withfoullanguagehurledatthereferees thatwassobad,theofficialshadnochoice buttostopthegame,clearthegymandban allspectatorsfromfurthergamesthatweek involvingDeltaSecondary.
Asitturnsout,itwasonegame–thefollowingnight.
Thereisnoplaceforabuseofofficials atanytime,fromanyone,inanysport,yet instancesliketheoneatthegymatNDSSare sadlyalltoocommonplace.
Ihaveseenitmanytimesinouricerinks andonoursportsfields–andnotjustinthis community,butinmany,manyothers.
BCHighSchoolSportshasstrictpolicies, includinganathletecodeofconductand aspectatorcodeofconductwhichreads: “Attendanceatthisevententitlesyoutoenjoy anexhibitionofskillsdevelopedbyathletes inaneducationalsetting.PleaseberespectfulandencouraginginyourapproachtoALL athletes,officials,coaches,andfellowspectators.”
Clearly,theparentsinvolvedfailedto rememberthiscodeofconduct,andtheofficialswerefullywithintheirrightstosuspend themfromwatchingfurthergames.
DeltaSecondarywassentaletterfromBC HighSchoolSportsandprincipalJohnPavao inturn,sentoutalettertotheteamandall theparentsofferinguphisdisappointmentin whattookplace.
Noparenthasanyrighttoengagewithofficials.Theparentsaretheadultsandshould besettinganexamplefortheirkids.
Parentsshouldbeinvestedintheirkids. Theyshouldbeinvestedintheirextra-curricularactivitieswhetheritisinhighschoolor otherminorsports.
Cheer,supportandencourage,butyelling atofficials,hurlingprofanityatthem,and threateningthemiswayoffside.

Andsofar,vandalism hasn’tbeenaproblemat theothercupboardsin NorthDelta,sheadded.
“Peoplearegenerally goodtonothurtthings,” shesaid.
Thecupboardismaintaineddailybyvolunteers whocheckforexpired, openedorinappropriate items,andissanitized andstocked.Itismeant toaugmenttheresources alreadyavailableinthe community,suchasthe SouthDeltaFoodBank, whichisalsospreading thewordaboutthecupboard.
TheCityofDeltahas kickedoffits16thAnnual EarthDayPhotoContest, invitingresidentstocaptureourbeautifulcity throughtheirlens.
Thisyear’stheme, NaturalAreas,encouragesparticipantsto exploreandcelebratethe uniqueecosystemsfound throughoutDelta,includingtheDeltaNature Reserve,theFraserRiver Estuary,Watershed Park,BoundaryBay,and somanymore.These naturalareasplayavital roleinsupportingnative speciesandbiodiversity, makingthemessentialcomponentsofour community’secological health.

ItiswithgreatsadnessandheartachethatweannouncethepassingofPeter FrederickMould.Hepassedawayattheageof84athishomeinLadner surroundedbyfamily.Peterpassedawaypeacefullyaftertheadministrationof MAIDduetohavingterminalprostatecancer.
Peterwaspredeceasedbyhisparents,FrederickandWinnifredMould,his spouseof56years,MargeMould(December24th,2019),brothers-in-lawRon HickeyandPhilPodovenikoff,andsister-in-lawIlenePodovenikoff.Peteris survivedbyhissonsDarinMouldandJasonMould(Shannon),hisbrother Michael(Unice),grandsonNoah,sister-in-lawKayHickey,nieceRhonda Noviello(Peter),nephewBrianHickey(Sylvia),andhispartnerAnnStirling,and manyclosefriends.
PeterwasborninVictoriaonAugust29th1939andistheolderbrotherof Michael.Peter’sfatherwasamechanicandSuperintendentatNational Motors inVictoriaforover40years.Peterworkedatthemillwhilegoingtohighschool andthenworkedatBCHydroafterhighschool.WhileworkingatBCHydro, PetercompletedhisCMAaccountingdesignation.Peter’struepassionwas realestateandhewastheVicePresidentofCenturyGroupinTsawwassenfor 25yearsfrom1975until2000.
Peterplayedmanysportsgrowingupincludingbaseball,golfandwaterskiing andhelpedcoachJason’sbaseballandsoccerteams.
Peterbelievedingivingbacktothecommunity.HewastheChairmanofthe BuildingCommitteefortheconstructionoftheKinsmenRetirementCentrein 1975.HewasamemberoftheKinsmenorganizationformanyyearsandmany charityprojects.
PeterandMargeenjoyedtravellingandadventure.Margewasknownasthe “Time-ShareQueen”asshewassosuccessfulatmakingtradestofabulous resortsaroundtheworld.Theytravelledto77countriesduringtheirlifetimeand havemanygreatstoriesandmemories.InMay1964aftertheyweremarried, theysoldeverythingandembarkedonatwoyeartriparoundtheworldand theysailedonthebrandnew“PandOcruiseshipCanberra”fromVancouver viathePanamaCanaltoLondon,England.InLondon,theyboughtavanand drovethroughScandinavia,Europe,NorthAfrica,Asia,MiddleEastandIndia.In India,theyboardedacruiseshipthattookthemtoAustraliaandtheytravelled andworkedinAustraliafor10months.TheythentravelledtoAsiaandJapan andbacktotheUSAandCanada.
Inrecentyears,PeterandAnnhaveenjoyedmanyvacationstoMexicoduring thewintermonthsandtripstoVancouverfortheJazzFestivalandVancouver Island.Theyledanactivelifestyleandwenthiking,biking,andwalkingasmuch aspossible.
ThefamilywouldliketothankDr.JasonKasonfortheexcellentadviceandcare whilePeterexperiencedprostatecancerformanyyears.

JoyandTonyweremarriedfor55years.Throughout theseyearstheyweredeterminedtomakeand provideagoodlifeforthemselvesandtheirchildren.
