IAN JACQUES ijacques@delta-optimist.comMillions have been raised, butmoreisneeded,asthe Delta Hospital and Community Health Foundationfundraises to helptransformlong-term care in Delta.
Following last summer’sannouncement by Fraser Healththat the health authority would constructandoperate a new200-bed long-term care communityonthe vacant land at the Delta Hospital campus, the foundationcommitted to raising$18.25million.
It launchedits largest
fundraising campaign, “Coming Home,” and has since received a record $5-milliondonationfrom RyanandCindy Beedie, $3millionfromthe Delta Hospital Auxiliary Society,and many additional largegifts to help itgrow closer to its campaign goal.
“I amthrilled to announcethrough extraordinary community support, we have raised just over$13million,” saidfoundation executive-director Lisa Hoglund.
“Ourdonors have shown tremendouscommitment towardsthis transformativeproject.
“Weare inspired by the campaign’s success so far andlookingforward to continued supportfrom ourcommunity to help us reach our goal.”
Delta Hospital’s cur-
rent long-term care facility, Mountain View Manor,openedin1977, and has capacityfor92 olderadults.
Overitshistory, Mountain View has had
only minor upgrades, making the facility outdatedandinsufficient to meettheneedsofthe community.
“Weare workingon a revolutionary care com-
munityfor seniorsonthe Delta Hospital campus, whichis possiblethanks to the Delta Hospital and Community Health Foundationandits generousdonors,”added
“Progressisunderwayaspreparationsfor constructioncommence at the site,promising to redefine seniorliving standards. Thiscommunity willprioritizecomfortanddignityand will soon offer our seniors aproudplace to call home.”
Thenewfacility will be calledthe Beedie Long Term Care Centre and will replace Mountain View.

Butafteratrip to Europe afew years ago, Delta NorthMLAand Housing Minister Ravi Kahlon realized thiscountryisnow starting to deal withwhat Europe has had to dofora long time.
“We’ve beenlucky here,” he told businessleaders, bureaucratsand politicians at Delta Mayor George Harvie’s economicbreakfastFriday(April5) at Cascades Casino Delta.
“Wedonot have (that) same abundanceanymore,” Kahlon said.
Withtheeffectsof climate change, Canada now has to innovate and make betteruseofitsforests, water, and land.
Labourandtalentisnowmobileand can go anywhereinthe world.
“And you can’t say to people all over the world, we want you to comehere, andthen say sorry, we have nohousing,”he said.
Kahlonaddedthat housing repeatedly cameupasa majorissuein Europe.
He addedthat the government’s housinginitiativesarea reflectionthat, “What we’ve been doingforalongtime isnot working. It’s workingfor some people butit’s not workingforalotof peoplein ourcommunities.
“We have to dothingsdifferently.”
He credited Deltathoughfor welcomingthe change in housing policies sayingthat some cities see change as a threat.
Heather McNell,deputy CAOfor policy andplanning, at Metro Vancouver, saidthat according to the Regional Growth Strategy,another million people were forecast to come to Metro Vancouver by 2050. Butthat number could be reached beforethat.
“By far,the biggestdriverforgrowth inthis regionisimmigration,”she said. Butintra-provincial population movementisalso a largefactorwhile
lotsof people landhere thenmove to other partsoftheprovince.
In the last fewdecades, the area had been receiving about35,000 people per year. Butafterthe pandemic, with newimmigrationtargets,inthe last few years morethan60,000 peoplea year have arrived,she said.
McNellalsonoted that one Metro Vancouver initiativeinvolves speedingup rentalhousing by usingpreapproved designsthat developers can usewhen buildingaproject.
Under recentprovincialdirection, Delta has to build3,607newhousing
units withinfive years. Citiesalso have to update theirofficialcommunity plans to allowthree or fourunitsin singlefamilyhomeareas.
Deltaplanning staff have also speeded thingsup.
Delta’s general managerofcommunityplanning Doreann Mayhew, saidthecity wasthefirst to nolonger require public hearings forprojectsthat already comply withtheofficialcommunityplan.
Asa resultofprovinciallegislative changes, staff now have ability to issue development permits,liquorlicences, etc, on behalfofcouncil,whichalso speedsup requests.As well, because of streamlining, building permitsfor single-familyhomesarenow turned aroundaftera week.
Thecity’snewofficialcommunity plan wasannouncedonFriday.
Thecity was required by theprovince to have anew OCP approved by June 30, to allowforsmall-scale housing.
Delta Chamberof Commerce board chair Rosanne Hornerthough asked whylocal governments can’tdecideon whether to allowfourplexesin singlefamilyareas.
But Kahlon saidthat people can still build singlefamily homes, orthey candecide to buildafourplex.“What we’re sayingis,itshouldn’t be the only option. Peopleshould have the option to build two, three,fourunits.”

On Monday,council, afterhearinga staffpresentationonthefeedback gathered during the recentcommunity consultation, sent the amendments to a public hearing, which will be heldon Monday, April 22, at DeltaCity Hall, beginning at 3 p.m.
Prior to the public hearing, thecityishosting two, in-personquestion-and-answer sessions forcommunitymembers to drop-inand speak with staff.
The sessionsare scheduledfor April17 at theLadner Community Centre, and April18 at the North Delta Recreation Centre, from 6
to 8 p.m., bothnights.
To be approved this June,theupdated OCPis in response to theprovince’s mandated housing targetfor Delta,which had beenidentifiedas oneofcommunities with thegreatest need,as well aslegislation requiring cities to allowsmall-scale housingon single-family lots.
Majorelementsof thepreviously approved Delta Housing Action Plan have beenincorporatedinto the OCP, simplifying land-usedesignations,andproposing wheregrowthshould be concentrated andwhat building typesshould be considered.
Thecommunityinput gathered foundthat the majority ofLadner and North Delta residents who participated inthe surveys was generallyin favouroftheproposals, whileit wastheopposite whenit came to Tsawwassen.

Picturedatlast week’s Mayor’s EconomicBusiness BreakfastwithMayor GeorgeHarvie, Doreann Mayhew, Delta’s general managerofdevelopment, told councilthecity needsanewOCPapproved by Juneto meet theprovince’smandatetoallowsmall-scalehousingon single-familylots, as well as to meetthegovernment’s mandatedhousingtarget for Delta.
OCPasa livingdocument, staffalso outlined some key recommendationsthat were incorporatedinto theproposed plan, basedonfindings from theengagement process.
Thoseincludedevelopingneighbourhood servicingplans to addressinfrastructure needs, a planfor expanding public servicesand amenitiesand recognizingcommunity character. A report notestheplan
proposes, generally,up to six storeysinurbancentres, with someopportunitiesforup to 24 storeys in Tsawwassenand North Deltaincluding 32 storeys along Scott Road. Rentalandnon-market housingcontributions will be encouraged inall projects over six storeys
and will be expectedfor projects18 storeysor higher.
Thehighestdensities would be alongdesignated transit-orientedareas, including within 400 metresofthe Scottsdale Exchange in Surrey.
Staffnoted details, such as setbacks and heights, still must be worked outas part of the zoning changes, adding that the community can stillprovidefeedback on futuredevelopments.
Mayor George Harvie saidhe will waituntil afterthe public hearing beforeconveying his opinionsontheamendments.
In acitynews release Tuesday, Harviethanked stafffortheireffortand thecommunity’s participation.
“We’re looking forward to the publichearing process to understandif the resulting recommendationsfor managing growth addresstheconcernsofthecommunity and balancetheneed to addhousing with our shared interest in responsibledevelopment,” he said.

Speaking to the Optimist on Monday, Kahlon clarifiedwhat the provinceis requiringcities to doastheprovince continues to addressthe housingcrisis.
Q:Whatis required to be completed by cities with regards to OCPs?
A: Legislation requirements saythat local governments must allow forsmall-scale, multihousingunitsas wellas identifyingdesignated bylawsfortransit-oriented areas by June30. We have askedalllocal governments by theendof the year to update their housingneeds reports. By law,allcommunities by Dec. 31,2025, must have their OCPs and zoning bylawsupdated.
Q:Concerns have beenexpressed by residents aboutthetimeline to complete Delta’s OCP being rushed.Whatare yourthoughtsonthis?
A: Fromtheprovincial side, we arecertainlyurginglocal governments to update their OCPs and zoning bylawsas soon as possible, because we knowthehousingneeds aregreat within ourcommunitiesacrosstheprovince. Thelegislation has
deadlinesinplace, but we know many communities are gettingtheir OCPs and bylawsdone. Kelownahas just gone to council with their OCP. Deltais having thisconversation.
Many communities are goingthroughthis process. Someare ahead ofthe game becausetheir staffis working overtime and someare alittle slowerand may be at the endofthe year, butI suspectmostcommunities aroundtheprovince will have their OCPs updated by theendofthe year. Thisisanimportant process. I attendedoneof theinformation sessions. Icertainly have been following alotofthe discussionsonline.
My family attended many oftheinformation sessionsandthey really appreciatedthe mayor showing upandtaking questionsfromindividualsin North Delta The challenge forlocal governmentsis you have somewhoare opposed, but you also have many peoplewhounderstand that we need housing in ourcommunities, so that’s the balancecities must find.
Q:AsMLA for North Delta, what isthe feedbackyouare getting with regards to Delta’s OCPprocess?
A: Thereare some peoplewho have concerns around towers. Thereis anunderstandingthat we have to allowsmall-scale, multi-unit.
I have heard from some peoplewhoare upsetthat thereareno
publichearingsfor some projects. My response to that isalwaysthe same: anyprojectthat fits with what thecommunityplan says,shouldnot have a publichearing. Alotof peopleare supportive becausetheyunderstand theneed forhousing.
If we don’tfind waysto cut someofthe redtape, we won’t be able to build thehousing that is so desperately needed in our communities
Whether we want our community to change or not,it has been changing for40 years. The building structures perhaps haven’t been changing, butwho canafford to livein our community has been changingthat entiretime.
A sign of ahealthy communityiswhen we have kidsandfamilies growingupand stayingin ourcommunities.I have too many peers whoare struggling to findhousing, so I just feeltheurgency andtheneed to provide that type ofhousing.
Q: Overall,is Deltaon therighttrackwithits OCPprocess?
A: Deltaistakingthe housingcrisis seriously.
I toldthe mayorthat althoughI appreciate the work theyaredoing, now that we have introduced legislation,that Delta createsa policyaround tenant displacement as wellas someinclusionary zoning policies, so that we canensure there areaffordableunits being built,especiallyin our biggerprojects. This will addresshousingand affordablehousing.
ConservativeleadervisitsDelta’sindustrialheartland

Poilievre told workers duringabrief stopthat thetaxleads to a$1,000 a daycostin natural gasfor theplant, andthat raisingthe carbontax, results in galvanized products instead being madein China, usingmore pollutingcoal.
“Andthen we losethe jobs to them,andthey emitmore pollutioninto the atmosphere, acounter-productive policy,” Poilievre said.
Poilievre went through severalpre-campaign pointsin rapidfirefash-
ion, saying Canada has themostexpensivehousingintheG7 becauseit hasthefewesthomes.
He said Canada has the second-slowest building permittimes intheOrganizationof Economic Development and Cooperationand that itcosts$1.3million in government permits for eachhome builtin Vancouver.
A Conservative government would requirecities to speed upandlower thecostsof building permitsand requirecities to increase the numberof building permitsissued by 15 percenta year,or risk losing federalfunding, he said.
Offeringtaxwrite-offs fortravelcostsfortrades people willenticemore people to those jobs,he added.

isneeded, such as roads, bridges, and tunnels Peopleneed their vehicles to get to work, he said.
“We’re going to streamline, cutthe redtape and gettheseprojects built,” he said.
He saidhe wouldnot commit to funding a new policeforce to protect
Canada ports.

Butmoney savedfrom changes to guncontrol and reductionsin bureaucracyandconsultants will be used to bring in scannersand more frontline CBSA officers at Canadian portsand borders to stop gunsmugglingand exporting of stolen cars, Poilievre said.
However, the party hasn’tdecidedon whether Canada’s portsshould have a dedicated police force.
“We haven’t made a decisiononthat yet,” he said.
Poilievre saidthat (if a Conservative government iselected) cabinetministers will be bannedfrom anyinvolvementinthe
World Economic Forum while Canada will ban andexpelmembers of the Islamic Revolutionary Guard Corps.
“We’re going tocut back on foreign aidthat endsupinthe handsof dictators, terroristsand multinational bureaucraciesand we’ll putthat moneyinto rebuilding ourmilitarywho stand on guardfor ourfreedom,” Poilievre said.
As forthemedia, Poilievre saidthat the federal government has already damaged journalismthroughthe Online News Actwhich requires digitalmediagiants to compensate Canadian mediaandwhich has resulted in Metablocking Canadiannews from being posted on Facebook and Instagram.
“It’s beenadisaster,”he said.

According to thedraft OCPdocument released by the city,2,234 residents participated in openhouses,providedcomments,andwroteletters.A residentcopied me onanemailhe sent to council where he stated that Delta must slow down the processand get more residents engaged.Didthis resident ever stop to thinkthat residents areinfact engagedand many are happy withthe processandthat the engagement doesinfact reflectthis?

Housing Ministerand North Delta MLA Ravi Kahlon spoke at the Mayor’s EconomicBreakfast last Friday and wascertainlyencouraged by where Deltais at withits OCPprocess. He reiteratedas much in a follow-upinterview withmeon Monday.
He stated that what we have beendoingfora long timeisnot workingand we have to dothingsdifferently. Change isinevitableand somein ourcommunity need to start realizing that.

Delta Fire and Emergency Services hada busy Sunday afteranalarm at lumber mill in North Delta was called in at about1 a.m.
A security guardnoticed the firein a stackoffinishedandwrapped wood productunderacovered structure at Acorn MillonAlaska Way.
Dep. Chief Dave Ayton said seven trucks and29firefighters responded to theblaze. In addition, three trucks from Surrey Fire Department assisted.
“That fire, due to the nature of the building, largeindustrial building, poses challenges, so it’s very labour intensive,” said Ayton.
Crews were on sceneuntil about11 p.m., Sunday Causeof thefireisn’t known. Ayton saidit tookalongtime to put outtheblaze. Heavy equipment had to pull apartthepile so that thefire could be put out. Some other equipmentalso was damaged, butthemill itself was saved.

In anews release on Tuesdaymorning, theCBSA announced that Bryce Cameron McDonald has been chargedfollowing an investigationopened earlierthismonthin relation to theimproper importationoffirearm parts.
TheCBSA says that on March16,investigators executed a search warrant at McDonald’s
residence withassistancefromthe RCMP Integrated Emergency Response Team. During theexecutionofthe warrant,theaccused was arrested and released pendingfurtherinvestigationand several prohibiteditems were seized,including:five firearms, eight, overcapacity magazines, two auto sears(adeviceused to convert pistolsinto fully automaticfirearms), andonebrassknuckle knife.
The chargesinclude:
*fivecountsof possessionofafirearm without alicence;
* twocounts of possessionofaprohibited device withoutalicence;
*onecountof possessionofaprohibited weapon withouta licence;
*fivecountsof possessionofafirearm contrary to a prohibitionorder;

City counciltrying to address pickleballnoise complaints

Councilon Monday agreed to the move,deferring staff recommendationsfor sixmonths until theeffectof softer paddles can be assessed. The parks department willalsoconsultthe DeltaPickleballAssociation,hoping to encourageplayers to make the switch.
A staff report recommendedthat the numberofpickleballcourts at Cromie Park inLadner be reducedfrom10 to six, and anacoustic barrier be installed to addressnoiseconcerns related to pickleballplay inthe park.
The$200,000costfortheacoustic upgrades to those sport courts, the sourceofmostofthepickleballnoise complaints,isprovidedinthecity’s budget,whilethegradualmodificationofotherexistingpickleballcourts would be planned basedoncommunityimpact.
In response to thegrowing concern, theBritish Columbia Recreationand ParksAssociation(BCRPA)undertook aprocess to determine appropriate guidelinesforpickleballfacility planning andconstructionintheprovince, comingup withthe Noise Planning Guidelinefor OutdoorPickleball Courts,whichtheCityof Delta willfollow.
The Delta staff report also recommendedthat,following the completion ofthe work at Cromie Park,a review ofthe Memorial Park courts would be undertaken,notingoperational changesinconjunction withminor capitalinterventions may be sufficient

Fraser Health says it’s intheprocessoffinding a replacement, but recruitinganother surgeonwho
specializesinissues such as clubfeet, scoliosisand hip dysplasia won’t be easy.
Across thecountry “we’re seeing real gaps fortrainedhealthprofessionals,including surgeons,” says Emily Gruenwoldt,president andCEOof Children’s Healthcare Canada.
“What’s uniquein children’shealthisthat there’san evensmaller poolofhighly specialized providersandthereare challenges recruiting to that pool.
“Children’shealth care providersare paid lessthanadultshealt care providers,” even thoughin some cases they requiremoretraining, Gruenwoldt says. “It gets to thisbiggerissue that we’ve underfunded children’shealthand
children’shealth care providersfordecades Andnow we’re seeing theconsequencesofthat …. Whenanorthopedic surgeonin your region leaves, there’s noone to fillhisorherplace.”
Since children’s bones are always inprocess of growing, there’sa very specific windowinwhich surgeryandcorrective measuresshouldtake place.Gruenwoldt says “childrenwhodon’t receivea particular surgery withinthat window can have all sortsofcomplications. They might be in painasthey’re waiting for surgery,theymight not be able to attend daycareor school. They mightalso have compromised outcomes—they might walk withalimp forthe rest oftheir lifeor have to useanassistive device.”

During baptisms, I often read Scripturefrom Romans6,which says, “Do you notknowthat allofuswho have been baptized into Christ Jesus were baptized into his death? We were buried therefore withhim by baptisminto death, in orderthat, just as Christ was raised fromthedead by theglory ofthe Father, we toomight walkin newnessoflife.”

Delta Skating Clubis proud to have beenofferingquality skatingprogramsinthecommunity of Deltafor65 years.
It all started March 17,1959, withapivotal meeting at the courtroomfortheDistrictof Delta,wherethe club’s inception wasformalized.
Originating at thecity’s first-everindoorice rink at aconverted Boundary Bay Airport Hanger,the Delta Skating Club was formed.
By Decemberof1959, the club wasinfull swing, hostingitsfirst popconcert, followed by a carnivalon March 17,1961. Throughout itshistory,the club has organized numerousice
showsforthecommunity, withthemost recent production, Fairytales on Ice, heldthis past December.
Among the club’s foundingcoaches was Jennifer Nicks, who alongsideherbrother, placedfourth at the 1952 Winter Olympic GamesinOslo, Norway, andthen wonthe1953 World PairstitleforGreat Britain.
Nicks’ untimely passingin1980 at the ageof 48 wasalossdeeplyfelt by the skatingcommunity Herlegacy iscommemorated throughthe annualpresentationofa memorialtrophy inher honour.

Chima’s selection to the U17 Team addsanother layerof excitement. As a receiver,his journeyfromLadner to theeliteprogram at SDSS exemplifieshisdedication to the sport.
Jollymore rounds outthisgroup ofelite athletes representing the U17 Teamasa running back. His performanceasa running back and linebackerforthe junior varsity team speaks volumes abouthis abilities onthefield.
