TheDelta School Boardisproposing a seriesof budget-balancing measures asitfacesa$1.388-millionoperating deficitfor2023/24.

Anticipatingadecrease inenrolment of89full-time studentsnext year,the district says it will“balancethe budget inthemost sustainableand strategicallyeffective way possible”including “ensuringthat anyproposed reductions have theleastimpacton students.”

Althoughthe per-pupilfunding amountsfromtheprovinceisup,and this year ’s operatinggrantisthehighest received by thedistrict,it hasnot addressed thefullimpactofinflation andothercosts,includingincreases to EI, WorkSafe, benefitpremium rates and overall benefit rate increases, according to thedistrict.

The balancingmeasuresinclude,

amongotherthings,adecrease in administrationcostsand supplies, a reductionofoneunfilled teacher FTE position,using International Student Program revenueand “efficiencies”in the Learning Support Teacherprogram.

Othermeasuresincludephasing out programareasthathave limited impact on student learning.

Thedistrict says it revised its budget publicconsultationprocess withthe aimofincreasing engagement and gathering morefeedback.

Thefeedback wastakeninto considerationwhileadoptinganew approach to structuring the budget to address ongoingandemergingcosts.

Any residential lawn wateringoutsideof Saturdayand Sunday mornings is outlawed across Metro Vancouver regionaldistrict,asof May1,asofficials brace to manage ahistoriclow snowpack andprospectsofadry summer.

“Withalow snowpack this yearand every expectationofahotanddry summer, it’s importantthat all residents make waterconser vationapriority,” said Delta mayorand regionaldistrict chair George Harvie.

Starting May1, residents will have onlyonemorning per week to water their lawns; those residing at evennumbered addresses may automate watering between5 a.m. and7 a.m. and manually water between6 a.m. and 9 a.m.,on Saturdays. Those at odd-numberedaddresses maydothe same, but onlyon Sundays.

Trees, shrubs, andflowers can be watered witha sprinklerany day between5 a.m. and9 a.m.,oranytime by handorusingdripirrigation.And edibleplantsareexemptfromthe restrictions.

Gettinghelp withaches, pains,minor injuriesoranything people seetheir familydoctor about, should be easier in South Deltaonceaprimary care network is setup.

Deltaand Abbotsfordarethe last twoareasintheFraser Health region thathave beeninvited to create such a network,which willoffer team-based health care.

In a primary care network,doctors, nursesandotherhealthprofessionals, “all work together to provideprimar y care to thelocal population,” said Geri McGrath, executive-director withthe DeltaDivisionof FamilyPractice.

“It’s been reallyhelpfulforthe patientsandthedoctors,”whereprimary care networks have been setupin otherareas,she said.

A serviceplanis beingdeveloped which willidentify gapsin service, aided by a public survey now online andopenuntil May2. Seethe survey at : https://questionnaire.simplesur vey. com/f/l/SouthDeltaPCN.

McGrath saidoneofthe main goals ofanetwork is to support doctorswho are over worked.

“They won’t have to be allthings to all people. They’ll have anetwork they can rely onas well,” McGrath said.

So far,77primary care networks have been setupacrosstheprovince.

McGrath saidthe goalis to have a serviceplaninplace by thefall.

DeltafamilyphysicianDr. Shelly Jetzer saidaprimary care network shouldallow easieraccess to health services.

“It will be more efficient care if you have a setnetwork of peopleand resourcesthat you can refer out to and have involved in the community,”she said.

Pharmacists,community services,

social workers, mentalhealthcounsellors will be part ofthenetwork.

“It’s aboutcoordinated servicesand networks to care for people,” she added.

Sheexplainedthat team-based care is care delivered by acomprehensive groupofprofessionalsthat work together,usuallyled by physicians.

“It’ll just be a matterof strengthening thoseconnectionsthat we already have andalsoaddingconnections to our network,” Jetzer said.

Primary care is basic care offered in thecommunity,centred on familydoctors, ratherthanmoreadvanced care offered inhospitals.Otherprovincesare abitfurtheraheadinthe approach.

“It’s just going to allowus to provide the care that we are trained to provide.” Currently,doctors spendalotoftime connecting patients to other resources.

“We’re hopingthat we’ll have a team of peoplethat can work ondifferent piecesofthe puzzle so that physicians canfocusonthemedical care,” Jetzer said.

“What we’re reallyhopingforis seamless, efficient care … collaborativecare.”

Theink was barely dr y onthe B.C. government’s announcement regarding police boards,when Delta Mayor George Harvie saidhe’ll be steppingdown as chairman.

Atthe April10 Police Board meeting, Harvie toldthe boardthat he will stepdown as chair.

On April4,the government saidit wasintroducing changes to the Police Act to allowcity councils to decidewhich councillor can siton a police board.

As well,members of the police boarditself will be able to decide who servesas chairand vice-chairofthe board.

Up untilnow,the mayorof each city was automatically namedas chairofthe police board.

Harvie was part ofthe UBCM Police Act review and saidhealways spoke againstthe requirement for mayorstochair police boardsintheircities.

“I also strongly supportedmoreelectedofficials beingon B.C. police boardsinorder to protect thefinancialinterestsof thecity,”he saidinaletter to Deltacouncil.

He added that he’llleave itup to council to select a representative tositonthe Delta Police Board.

“In closing, I strongly

believe that the partnershipthecity has withthe Delta Police Board will remain strong andthe DPD willcontinue being nationalleaders in policing,” Harvie said.

Other changes to the Police Actincludeallowingthe policecomplaint commissioner to call a publichearing earlier in policemisconduct investigationsand to do reviewsofthe causesand contributorsof police complaints.

Twoothermore minor changesareupdatingthe regulationsaround police uniformsand changing the language used from “policeforce” to “police service.”

Delta SouthMLA Ian Paton hasonce again calledonthe government to protectthefutureof a large, localfarming area fromdevelopment.

The BC United ML A recentlybroughtfor ward aprivatemember’sbill to the B.C. legislature again forthe primefarmland held by theCrown to be keptfor agricultureand wildlife habitatin perpetuity,andalso offered back to localfarmers withlong-term leases.

“Ensuringtheongoing stewardshipofthese 600acres by theCrown for agriculturaluseand asa wildlife refuge, with theoptionoflong-term

leases to localfarmers, is crucial,” said Paton. “My hopeisfortheNDP to putaside politicaldifferencesandbringthisbill to thefloor,allowing us to amendalongstanding grievanceand secure the futureofthisirreplaceablearea forthe benefit offuture generations.”

Thefutureof Brunswick Point, whichis inproximity to the port, remainsunclearasitdid whentheprovinceexpropriated large swathsof thearea fivedecades ago.

In 1968, about4,000 acresoffarmlandin Delta wasexpropriated to supportafuture port at Roberts Bank. Many yearslater, after realizing theexpropriated lands were notneeded during

that time, theprovince offered to sellmostofthe farms back to theoriginal ownerswho had been leasingtheproperties.

However, just morethan 600acresofBrunswick Pointfarmland were held back by theCrown, onlyoffered to longtime farmfamilieswhooriginally ownedthem,through short-term leases.

Long-timefarmers andtheCityof Delta had been callingforan opportunityforthefarmersto buy the landor get longer-term leases.

The worr yisthat the landsarenow seenas importantforindustrial development, giventhe shortage of available industrialpropertiesin the region.

Newpetition requests more time for Delta’s OCP review

TheFriendsofLadner Village-a Deltacommunitygroup–ismonitoringtheprogress of Delta’s Official Community Plan (OCP)and has launched anonline petition requestingcouncil reject theproposed OCPfollowing the April22 public hearingand referit back to staffforadditional work.

“While we acknowledge apressing need for moreaffordablehousing in Delta,theflawed OCP engagementprocessis too rushedfor residents to adequately read, absorb andcomment on over800 pagesof documentsand maps,”

says spokesperson Bev Yaworski.

“Confusing misinformation hascirculated. Engagement numbers are way toolow to make accurate,reliabledecisions basedon responses fromonly3.2 percentof eligible voters or5.9 per centofhouseholds.

“Ifthisis such an importantplanthat hasn’t beenupdated since1985,thenallowing only about twomonths forcommunityinput -andholdinga public hearing at timeswhen working residentsare unable to attend-iscompletelyunacceptable.”

Celebrating volunteerism

his weekisatimewhere we can really puta spotlightoncommunity volunteers.

National Volunteer Weekis April14 to 20,atime topay special tribute to the many volunteerswho make Delta,andcommunitiesaroundthecountry,unique.

This year ’s themeis Every Moment Matters. That gotmethinking about momentsthatmatter to so many familieshere in Delta.

Afew weeks ago, manyofuscelebratedEaster with special events at Diefenbaker Park in Tsawwassen, hosted by the Tsawwassen Rotarians, andtheannual paradeand egg hunt hereinLadner,hostedand supported by theLadner Business Association.

Both events were organizedand run by volunteers – many whoalso wearthe hat of business ownersand entrepreneursin ourcommunity.

Both events were very well-attended and I’m sure families will have lastingmemoriesand wonderful momentsthanks to the volunteers.

In everycommunitythat I have worked in the past29 yearsin journalism– Merritt, Squamish,the Sunshine Coastandthroughoutthe Lower Mainland –I have comeacross and told the storiesof hundreds of volunteers andtheorganizationsthat theyproudly represent.

Thereisnotenough spaceinthiscolumn to recognizehow specialandimpactful these volunteersare inthosecommunities. They aretheoneswhohost the eventsandactivitiesthatmake ourcommunitieswhat theyare. They helpshape ouridentity.

This week,ask yourselfwhat Delta wouldlooklike withoutits volunteers?

We likely wouldn’t have Delta Hospital withoutthe powerofits volunteers.

There would be no Kirkland House, Earthwise Garden, Eldercollege, Rotary and Lions Clubs,orany ofthefestivals, events,andprogramsthat we all attend andenjoythroughoutthe year.

Bottomline: ourcommunity would beboring without volunteers.

So,this week,celebrate our volunteersandcelebrate ourcommunity. Deltais aspecialplace becauseofall of you.

Thereisno doubtthat we need more housing choice in Delta Kickingthe candown the roadisnotanoption, so,let’s attempt to solve theproblem.Aproblem is,afterall,anopportunity to improve.

Delta wasn’t puton theprovincial “naughty list” forfun. No,a lack ofplanning by previous municipal governments has putDeltainthis perilous position.

Theneed foranew Official Community Plan is clearandthat likely will be mandated soon. Delta’s new OCP will providetheframework to pragmaticallyaddress a seriousproblem.

Althoughonly20 percentof participantsinthe OCP publicengagement sessions were against growthin Delta,thereis considerableblow back fromthecommunity, particularly in South Delta,that suggeststhat a new OCPis being rushed andthat somehow our voices willnot be heard when applicationsfor development withinthe new OCPare submitted.Although Bill44(a

provincial mandate) says there willnot be public hearingsfor applicationsthat comply with anew OCP, the public can stillengage inmeaningful publicdiscourse for majordevelopment applications. Getting hung uponthephrase “publichearing” is a wasteofeffort- just as theprocessisitself-as noted by theprovincial government.

Mayorandcouncil, and Delta staff, have a duty to scrutinizedevelopment applications basedonmerit. That scrutinyisnot going away asthe resultof a revised OCP.

Thereare somewho saythat they support growthin ourcommunity but seem to veilthat sup-

port amidstacomplex setofobjectionsthat aredesigned,it would seem, to actually say no, we don’t want to do anything. Complacency comes at the perilof our generalcommunity health.

Iunderstandthe angstthat some people feelwhentheir wayof lifeis perceived to be threatened. What I don’t understandishowcontention canbreed such animus.

There has beenalotof nastyanddisrespectful rhetoric outthere, showcasing a dark side within ourcommunity,that is unfortunateto see.

Insinuating payoffs and back-roomdeals amongst politiciansand developers(a classic), callingelected officials names,shamefully assaulting personalcommentary,dissing the importanceofcommunitynewspapers,andthe usualpileof bombastic conspiracytheoriesand doomsday scenarios,are unfortunate by-products ofthisplanningexercise.

UpdatedOCPdoes not reflect interests of Delta residents

It’s alarming, thatat the April8 councilmeeting, Delta staff skipped overthe OCPfeedback onthe screen presentation from Tsawwassen residents regardingthat thehousingtarget ordercould be achieved withouthigh rises.

The residents wanted to seemore detailedplanningonheightsand had suggestionsfora balanced approachto development.

Further,despitethecommunity feedback wanting to ensure residentinput isconsidered,andthatmanycommentedontheunnecessarily fast pace oftheprocess, these matters were also glossed over.

It’s staggering that ourelected offi-

cialsfailed to ask questions.

It’s alsoastounding that thereare so many unansweredquestionsandissues inthe807-page OCPdocument, and yet it was signed offandcouncil sent it to a publichearing.

Ialsofeelthat it’s inaccurate to report (Optimist, April11) that the majority of Ladnerand NorthDelta residentswho participated are generally infavourof theproposals, whileit was theopposite in Tsawwassen.

Eighty percentofthose participatingareprodevelopment; however, lessthan20 percentof Tsawwassen residents supporttheplanfor managinggrowthandit’s less than30 percent combinedforallof Delta.

Vandalism costs keep rising forthecity

Totalincidentsof vandalismonCityof Delta facilities climbed in2023, up over24 percentcompared to theprevious year.

That’s according to a staff report to council whichnotestheassociated cost of repairsdue to vandalismalso rose by almost23 percentfrom 2022, totalling just over $120,400.

“Overthe years, several strategies have beenimplementedin aneffort to assiststaff withminimizingthe impactsof vandalism, including automated washroomlocking systems,improvements to the LetsTalk Deltaplatform, collaborative work withProperty Use and Compliance regarding patrolsand reinforcement, andtheinstallation of camerasand better lightingin some parks. Despitetheseefforts,the numberofincidentsand costsassociated with themcontinues to rise,” the report notes.

Most ofthe391incidents last year occurred in NorthDelta(190) compared to Ladner(95)

and Tsawwassen(106). Most actsinvolved graffiti,followed by property damage,illegaldumping, fireandbrokenglass.

“Manyactsof vandalism, such asgraffiti,are unfortunatelychallenging tocurtailthroughdesign adjustments,although providingopen sightlines and·lightingthroughout thecity’s parks canhelp. These typesofimprovementsareimplemented at existingfacilities to act asadeterrent wherever possible. In addition,new lightingand camerasare installedinnewconstruction sitesandinhightrafficareas,”the report adds.

The larger,more damagingacts, such as remote buildinginterior fires, have beenafocus forthe Parks, Recreation and Culture Department inthe past few years.

Director Trent Reid toldcouncil at the April8 meetingthat efforts have focusedondesigning more resilientinfrastructure, but building stronger buildings withmore robust materialsdoesn’t preventactsof vandalism butdoesenablethecity to have them put back in use much faster.

His report explains

that inolder buildings, structures were generallyconstructed usinga combinationofbrickand mortar,lumber studs, drywallandincluded a ceilingand attic, much likea typicalhome.

Garbagefires at the Brandrith Park and Annieville Lions Park facilitiesin North Delta forced closuresfor several weeks, butthenewer washroom at Delview Park reopenedinafew days afterafire last fall.

Withnewer washrooms,theimproved designfeatures walls constructed solelyin concreteas wellmetal furniture. Those buildingsaredesignedfor easy washingand withoutthe risk ofsmoke damage to drywallandorinsulation.

Whilethecost to construct washroomsusing thenew standardishigherthanpreviousolder designs,thedifferencein construction can result in vastly lower costs to repair damage,the report explains.

Reidalso toldcouncil that thefacilitiesareprewiredfor camerasand theprocurementprocess has started to have them installed.

Several schoolsinthe Delta SchoolDistrictare gettingaprovincialfunding boost forupgrades.

The governmentthis weekannouncedthedistrict will receivea totalof $1,545,000.

Thefunding will be directed to projectsunder the School Enhancement Program(SEP)forinteriorconstructionupgrades at HeathTraditional Elementaryand Sunshine Hills Elementary,as well aselectricalupgrades at Port Guichon Elementar y andaccessibleplayground equipment at Heath.

A Delta SchoolDistrict staff report last June outlineda seriesofproposed capitalprojects,a wish list that requiresprovincialfunding. The school board each year submitsitslist ofproposed projectsthat fallunder either major capitalplan orminor capitalplan streams.

The report notedthat the latestenrolmentprojectionsforecastfor Delta indicate that enrolment willcontinueits slow recovery from yearsof declineandthat thereis system-wide classroom capacity to accommodate theexpected numberof

studentsfortheforeseeablefuture.

However, thedistrictis seeinga rapidincrease in school-aged children in certainareas.

Asa result, staffproposedthedistrict request a six-classroomaddition at Ladner Elementary, a projectthat would have anestimated pricetagof morethan$8.2million.

Theexpansion would allowfortheprojected increase ofelementar y school-aged children withinthe catchmentin thenextthree-to-seven years, according to the report.

Meanwhile, staffnoted that thereare currently no Delta schools which have reachedorareforecast to reachtheendand need to be replaced.

On Wednesday, April3,membersofthe Tsawwassen First Nation, staffandinvited guests gathered to celebratethe 15thAnniversary ofthe TsawwassenTreaty.

On April3,2009,the Treaty cameinto force, markingan historical partnershipamongst Tsawwassen First Nation, the Governmentof British Columbia, and the Governmentof Canada.

Sincethat day,Treaty Day has becomean importantannualcelebrationforTFNandtheir Treaty partners to mark their successasa selfgoverning Nationand to come togetherinthe spiritofcollaboration.

This year ’s event beganintheafternoon at theTFN Sports Field, withtheunveilingof ahouse post carved by TFNartist Karl Morgan. House posts hold muchsignificance in Coast Salish culture, representingtheconnection betweenthe communityandthe landand remindingthe Tsawwassen Peoplethat theyarehome. Thenewesthouse post is based

onthelegendofPrincess Tsawwassa–a wise, strong,and beautiful womanwho challenged socialnormsandused herknowledge ofthe landand sea to become thefirst female Chiefof the Tsawwassenancestral territory.

In her welcoming remarks, ChiefLaura Cassidynoted: “By sharingthislegend, we honourthe womenwho defied socialexpectationsand stepped into unconventional roles, becomingempowered communityleaderswho continue to enrich the livesin our nation daily. They achievedimmense successonthe beach volleyball courtforthe past 10 years.Now theyarehopingthat success continuesinthe business world withtheir launchofanew online skincarecompany.

Tsawwassen’s Meganand Nicole McNamara arenow former Team Canada beach volleyballplayers. They graduated from South Delta Secondary, and we part oftheonly(sofar) provincial seniorgirls volleyball championship team.

They then went onto play for UCLA forfour years, wherethey won back-to-backNCAA beach volleyball nationaltitles before playingfor Team Canada and a pro career overseas.

They moved to Toronto wherethe national teamheadquarters areheld.

They becamelicensed aestheticianswhen tournaments were cancelledduring the COVID-19 pandemiclockdownsand began building their businesswhentheyloved back to Tsawwassen.

“That iswhen we decided to startplanningforlifeafter sport,” said Megan. “Our tournaments resumed,and we thenmoved back to Toronto forthe summer,played a few tournaments,trainedinthe fall andthen wedecided that we wanted to move back to B.C. in 2021.

“We had to giveupall our national teamfunding and setup ourtrainingcentre essentiallyherein Vancouver. We played twofull seasons, qualifiedfor world champion-

ships,and hada good couple of years.”

Face Club was recently launched by the sisters.

“It wasdefinitelya hard decision[to retire]andthere was alotofemotions, butthe last fewmonthsof our careers we started to getmoreandmore excited aboutlifeafter sport andthat’s when we knewthat maybe ourhearts wereready to move onto thenext chapter,” said Nicole. “Thereare days where we miss it, but overall, we have beenplaying since we were 12, so it was just time to startthenext chapter.”

Nicole saidthey have both struggled with severe hormonal acne, so the businessandmission wasa personalone.

“We started with skincare, it’s beenanemotionalissuefor us,” she said.“Wefoundalot ofbrandsandproductsthat we loved. We are strictlyonlinefor now, butnext year we want to opena clinic.”

Astheylivein Kitsilano, Megan saidtheinitialthought is to open a clinicin Vancouver.

“We toucha lot onthelifestyle pointsand current skin conditionand goalsandthen recommendswhat products would work,” she said.“We have been gettinggreatfeedback ontheproductsandlots of word-of-mouth purchases. Most of ourorders have been Vancouver-based. We want to expand rightacross Canada, so now we are workingondif-

ferent marketing strategies to get ourproductsinto more people’s hands because we knowoncetheytrythem,they willlove them.”

The sisterscomefroma very entrepreneurialfamily…their dad startedtheir own business, theyuncleandgrandpa, so they have lotsofmentors guidingthem.

“With our dad,heknowsall theupsanddownsofthe businessaspects,” added Nicole. “The support has beenamazing. We bothfeel very lucky that we have been able to go from one passion to another.”

Have you ever marvelled at theaerialacrobatics at the Boundar y Bay Air Show…and thenfoundit evenmore amazingthat youdidn’t have topay to watch such a stunningdisplay of derring-do?

Maybe you’ve cheered ononeofthe musical acts at the Luminar y Festivalortaken part in a parksprogramthat ran with ease andefficiency.

If so,then you’ve witnessedtheincredible rolethat volunteersplay intheCityof Delta.

As much as volunteers helpthecity keepits promise to make as many eventsas possiblefree or affordable,there’s also anunderlining benefit to knowing so many people are willing to donatetheir timeandtalent to making Delta such avibrant community, says the city’scommunity services manager.

“Volunteersinstillthis cultureofgiving back,” says KathySteel. “Good volunteers really setthe exampleforothersand inspire generosityinthe community.

“If you’re at a special event, itinspires people

to say, ‘Hey,Icoulddo that, too.’And ‘Hey,that looks fun.’”

Seeing such civicduty inactionisespecially importantfor young people.

“When young people start volunteering, they geta senseofa social conscienceandthey start to seewhattheirfuture mightlooklike,” Steel says. “Astheygrow,they keep buildingonthese experiencesandcontributeto thecommunity. We’ve seen volunteers keepcoming back to usin various capacities throughouttheirlives, andthat’s exciting.”

Just as Deltais a diverse city,itsopportunitiesfor volunteerism arealso diverse.

“Thereisanopportunityfor ever yone,” she says “If we don’t have a volunteeropportunity written out, we willcreate one because we want to make sure that our volunteeropportunitiesare inclusive.”

Thecity’s website has alistof ways people can getinvolved Steel knows fromexperiencethat staffthroughout various departmentsarealways gratified to know people are willing to step in to provide much needed

assistance.

“We’re looking for a lotofdiverse skills,” she says.“Welookfor people whoareenthusiasticand keen to assist theircommunity. We’relookingfor young people butalso olderadultsand seniors, as wellas teamswho

may want to doagroup exercise togetherfor such thingsas settingupand takingdown events.”

“Volunteerprograms providean avenuefor communitymembers to actively participatein supporting lawenforcementefforts,” says A/ Insp James Sandberg, who servesasthedepartment’s publicaffairs managerandmedialiaison. “Thisengagement fosters a senseof ownershipandinvestmentin

community safetyamong residents.”

By contributingtheir time to such tasks as community outreach, event support, administrativetasks andnonemergency services, volunteers supplement theeffortsof paid law enforcement personnel. They also helpthe departmentprovideas many servicesas possible withoutaddingextra costs to taxpayers.

Thereare evendeeper benefits, Sandberg says.

When volunteers aredrawnfromdiverse backgroundsand reflect thedemographicsof

thecommunity. “They canhelp buildtrustand rapport between law enforcementand residents….

“When volunteers interact with residentsin ahelpfuland supportive manner,they cancontribute to positive perceptionsof lawenforcement andhelpcounteract negative stereotypes.”

As well, “volunteers play a key roleinidentifyingandaddressing local safetyconcerns,” Sandberg says. “Through neighbourhood patrols, community watch programs,or participation incrimeprevention

councils, volunteers can collaborate with law enforcement to develop effective strategiesfor addressing issues such as vandalism,drug abuse or gang activity.”

Thereare twoprimary waysto getinvolved with thedepartment’sactivities.

The largerofthe two is volunteeringthrough theDistrict Community PolicingOffices Programsincludebike patrol, busine watch, park patrol, pedestrian safety, stolen auto recovery and graffiti removal.

There’salsothe Reserve Constable

Program. This requires moreextensivetraining to allow volunteersto be deployed to helpofficers at special eventsas well asprovide ride-along support.

It’s notonlythe police departmentthat benefits from such civicengagement.

“Volunteeringprovides individuals withameaningful way to contribute to theircommunity. By actively participating incommunity policing efforts, volunteers can feela senseof purpose andfulfillment.”

Volunteers canalso gain valuable skillsand

knowledge that benefit them personallyandprofessionally.

Sandbergnotesthat by becomingengaged with theircommunity, “volunteering has beenlinked to increasedlevelsof happiness, satisfactionand overall wellbeing.

“Knowing that they are making adifference intheircommunity can boosttheirmoraleand contribute to their overall senseoffulfillmentand happiness.”

When Lori MacLennan retired asa secretary at South Park Elementary, she wasthrilled to switch into hernew roleas grandmother. But, as much asshe relished beingfree to devote moretime to herfamily,shealsoknewshe needed to keep busy and engaged withhercommunity.

“I foundthat ifIdidn’t have something to motivate me,I was sitting arounddoingnothing,” she says.

Afellow retired secretary suggestedthat she jointhe Delta Hospital Auxiliary. Twenty yearslater, MacLennanis stillfindingita rewardingway to make hercommunity a healthierplace to live.

“We’re a very closeknitgroup,”she says “I think we’reallextremely committed to thehospitalanddoing everything we can to enable such thingsasthe purchase of equipment. It’s quite staggering [how much we’re able to contribute] forthe size ofthecommunity.”

Staggering,indeed. In January,the auxiliary donated $3million to the Coming Home campaign to buildanewlong-term care centre Thisison topofthe$700,000the auxiliarydonated just last Mayfornew equipment.

Foundedin1969,the auxiliarynow has more than300dedicated volunteerswho,collectively, freely offernearly 60,000 hoursoftheirtime each year.

“The storeisa haven some days for people whoarealittle stressed out, visiting someoneor waitingfor somebodyin emergency,”she says. “It

givesthem someplace to go and chat. Obviously, we’rethere to make money but we’realso there to lendan ear.”

Thegift storeisn’t as busy asit was preCOVID, butthe numbers are getting stronger. Likewise, someofthe peoplewho had to stop volunteeringduring the pandemic haven’t returned; eventhough somemembers have moved away,they still return to the camaraderie foundintheshop.

“We’re alwayslooking for volunteers,”she says, welcoming peopleofall

ages to become part of “thelittlehospitalthat could.”

“Thoseofuswho have beenaroundfor20 years-plusare getting a littlelonginthe tooth. It’s harder to recruit younger peoplenow because they’re so busy butit’s beenabighelp to recruit severalmen to work at thethrift store.

“It’s just a senseof fulfillmentwhen you’re working towards such an amazing cause.”

DeltaStroke Recovery Society expandsits programs

Twenty-eight years ago, Tsawwassen resident Karel Ley needed supportforher husbandaftera stroke, but withfew resources available, she had to drive to Richmond weekly.

Perceivingtheneed for support closer to home, Ley eventuallyplacedanadinthe Optimist. Sheinvited stroke survivorsand caregivers to ameeting, and Delta Stroke Recovery Society(DSRS) was born.

Today,what startedas a coffee club hasgrowninto a registerednon-profit, withinpersonandon-lineprograms.

DSRS offersgroup speechlanguage pathology led by a registered pathologist.

Certifiedfitnessinstructorslead classesfor strength, coordination,and secondar y stroke risk reduction.Trained volunteers andfacilitators lead

aphasia conversationgroups andprogramsforcognition.

“Wepickupwherehospital rehabfinishes,” said DSRS president Steve Joyce. “We’ve

builta settingfor stroke survivors to work oncognition, speech-language skills,andfitnessafter stroke.”

Butthe benefitofthisgroup goesfar beyond recovery activities.

“Thisgroupisincredibly positiveand supportive,”he adds. “Every programis a mood-boosterfor ever yone, frommembers and caregivers to instructorsand volunteers.”

Stroke istheleading causeof adultdisabilityin Canada and can be catastrophic,physically, cognitively,andemotionally.

“Ourmedical system has finite resourcesfor stroke recovery,” he said.“When peoplefinishtheir publichealth rehab, they’re still working

ontheir recovery They need ongoing support to re-enter theirlivesandthecommunity morefully.”

DSRS partners withAfter Stroke BC and receivesmost ofitsfundingfrom Delta’s servicegroupsandprivate donorsincluding: Tsawwassen Boundary Bay Lions, Delta Community Foundation, TOOBs, Rotary Clubof Tsawwassen, Delta Firefighters Charitable Society,IODE, Cove LinksLadies Golf Cluband South Delta BaptistPickleball Club.

Yet eventhoughheaskedthe tough questions,the peopleheinterviewed alwaysknewthat theycouldtrust him, saysoneofthe young journalistshe mentored.

Garrettdiedof cancer at the ageof89 at a Surrey hospiceon March18,2024.

“He was kind,he was generous, and he wasgiving,” says MarlynGraziano, remembering howGarrett tookher underhis wing whenshe startedas a cub reporter at what wasthen South Delta Today. Back thenshe wasa recent journalismgrad witha young baby; todaysheiscontinuingthe rolehe

establishedas “chieffundraiser” with the Volunteer CancerDrivers Society.

“Eveninthe later years you had to run to keepup withhim,” she toldthe Optimistthe dayafter attendinghis celebrationoflife. “Ifhe hadaplan,he was going to work theplanand wasoff outthedoor. Butif you ever said, ‘Hey, can we talk?’, healways made thetime for you.”

What struck herthemost at thecelebrationof life were hisfamily’s stories abouthowhe wasalwaystherefor them, too.

“I thought, ‘Oh my gosh,hedidit all. He hadexcellencein journalism, commitments to hiscommunityand commitments to hisfamily.’ A lotof peopledon’tnecessarily get to tickall three boxes, buthedid. He’s just leftan incrediblelegacy in allareas.”

KirklandHousealways looking for volunteers

Welcome to Kirkland Houselocated in HawthorneGrove Park at 4140 ArthurDrive, Delta. Restorationofthis heritage farmhouse began30 years ago.

The Kirkland House Foundation has 20-plus volunteerswho work regularly to makethisa beautiful park, butthereare also many folksinthiscommunitythat havegiventheirgroupexcellenthelp.

The land wasprivately owned,and thehouse was abandonedand vandalized whencity managers organizeda landexchange thatgave thecity ownershipofthenearly fiveacresthat isnow the park around Kirkland House.

Thehouse had54broken windows and Kirkland volunteers invited local familiesand businesses to finance a

window.Allthe windows had sponsors within sixmonths.

“Studentsfrom Delta Secondary were mosthelpful,” said Foundation chair Colin Campbell. “Thedrama students haunted thewreckedhouse at Halloweenandthe donations received financedtheoperationforadecade. Construction students designed and builtthe gazebo where so many people have become married. Whenthehouse restoration wasnearly completed,localfamilies starteddonating theantiquefurniturethat today makesthe houselookgreat.”

Chilukthan Slough:acritical resource forDelta’s farm community

Andaccording to the Cityof Delta,indigenous peopleused the slough to move betweentheFraser Riverand Boundary Bay.

Today, somewhat diminished,themeandering watercoursethat windsthroughfarmland andenrichesthequaint Ladner Village, is a workhorse.

Whileitdrainsthevillage area andprovides flood protection,itirrigatespreciousfood crops, feeds waterfowl,and givesshady placesforall to rest during scorching summers.

It may have seen better days, butthe Chilukthan is stable.

Andthat’s just how Valerie Fuller wouldlike it to stay.

“I’d just like to see it remainthe wayitis,” said Fuller, withthe Delta Naturalists Society. “It’s very productivethe way itis. Leaveitas naturalas possible.”

She’slived along the slough for years, withthe slough at the back ofher yard bringing a steady wildlifeshow, such as wood ducks which people thinkthey canonly see at the George C. Reifel Migratory Bird Sanctuary.

“It’s very productive in termsof wildlife.”

To protectit,minimizingdevelopmentis key,

Fuller says.

Years ago, sheopposed aplan to puta walkway onone sideofthe slough, adjacent to farmfields.

“Because as soonas we openareaslikethisup to the public,it windsupfull of garbage. It’s badforthe wildlife,” she said.

“Any development along a sloughorany waterway reallyisdetrimental to theproduction ofinsectsandbirdsand fishand mammals,” she said.

TheCityof Delta’s StreamsideProtection and EnhancementArea, protectsthe slough by banninganynewconstructionnearthe stream bank.

“It’s100 percentcriticalforallthefarmers,” inthearea, said Peter Guichon,alocalfarmer anddirector withthe Delta Farmers Institute.

He also wantsthe slough to remainasit isandforit to be maintainedand kept clearof debris so it candeliver water to localfields.

“The Chilukthan Sloughis reallycritical to west Delta,” he said.

“Delta’s donea good job,”he said.

Forthecity,the Chilukthanisa “dual-purpose watercourse,” that’s servedLadner’s residentialandfarmingarea for more thanacentury.

“In winter,the slough providesflood resiliency bydraining stormwater runofffromLadner Villageandthe surroundingarea,” said Steven Lan, general manager, engineering, withtheCity of Delta. In summer, the sloughisoneofthe main water sourcesforfarms.

Recently, Delta improved stream-side andaquatic habitat alongtheupper slough, near34B Avenue,in conjunction with Ducks Unlimited.

“Delta willcontinue to work onenhancement projectsalongthe slough asopportunitiesarise,” Lan said by email.

The slough alsois considered fish habitat andprotectedunder the Fisheries Act, says Fisheriesand Oceans Canada.

Media relationsadvisor Leri Davies, saidfish, including young salmon, likelyenterthe slough during springtime,under certaintidalandflow conditions.

However, waterqualityforfish can bepoor behindflood control gates becauseoflow flows,high temperatures and low oxygenlevels, whilefish passage can be limited.

“Hopefully,they’ll keep itas a slough,” but naturalprocessescouldtake effect, said Murray.

“It’sdefinitely gota longhistory andconnection withthewhole Ladnerarea It’s just a key

This summer, Delta Community Living Society (DCLS) will be partnering with researchersfrom the University ofBritish Columbiainaninnovative project to support early interventionsandimprove employment outcomesfor youth withdevelopmental disabilitiesor autismwho areinhigh school aged 16 to 19.

The “IMPACT” youth employment research projectis currently recruiting youthfrom Delta toparticipatein theproject, which kicks offitsfifth yearin June.

“DCLS has offered a youthemploymentprogram each summer since 2014. WiththeIMPACT researchproject, we have proventhat early inter-

ventions really make a differenceinthelivesof the participants,” said DCLS CEO Anita Sihota.

DCLS’s employment services manager, Tammy McEvoy added, “Researchin workplaces with people withdevelopmentaldisabilities has foundthat,asemployees, people withdiverse abilitiesaredependable, have

If you’venever attendedan outrigger race before, there’sone thing you shouldknow when you’re cheering on thecompetitors at the upcoming national sprint regatta at Deas Island.

“Rowers go backwards; paddlers go for ward,” says Ronald Chin,presidentof the Canadian Outrigger RacingAssociation,lightheartedly.

CORA ishostingthe Canadian2024 OC Sprints Championships on April27and28, at the Delta Deas Rowing Club venue. It’s free for spectatorsto attend.

Giventheshorter course length,these will

be fun races to watch, Chin says. The500-metre race hasno turns, much likeadragon boat race The1,000-metre race isinfour250-metre lengths, withthree turns perlength.

Thereisa good clearingonthe Millennium Trail at the250m mark ofthecoursethat will provideafullviewofthe three to five lanesofthe 500mcourse andthe excitementofthe turns onthe1,000mcourse.

“The sprint races areimportantthis year becausethe International Va’a Federation— Va’a isthe Polynesian word for canoe—isholdingthe IVF World Va’a Championshipsin Hilo, Hawaii,this August,” Chin says.

In1964,WinandRonmovedtheiryoungfamilyof threefromRichmond,BCtoCliffDrive,in Tsawwassen.FromthereWinstartedherjourney ofweavingourlives,withhersoulmateRon,intoa familyshewasveryproudof.Herthreadsoflove, hardwork,thoughtfulnessandinfectioussmile shapedallourlives.Winalwayssawthepositive sideoflife,had afriendlyhelloandenjoyedfriendly teasingamongherfriends.Win’s lifewaswelllived andshewasalwaysproudtocallthecommunityof Tsawwassenherhome.

KarlwasborninGermanyonMay25, 1938.Afterhighschool,hepursueda classicsdegreeattheUniversityof Heidelburg.Hispost-graduateworkled himtostudypoliticalscience,which includedtakingclassesattheLondon SchoolofEconomics.Hebecame interestedintheworkandinfluenceofthe officeofombudsman. To thisendheobtained ascholarshiptoSt.Antony’s College,Oxfordwhereheworkedonhisthesisinthatfield.Backhomein Heidelburg heobtainedhisdoctorateinthestudyoftheBritishOmbudsman office.

Doctorateinhand,heconsideredbothAustraliaandCanadabutCanadawas thewinnerafterKarlreceivedanofferfor ateachingpositionfromThe UniversityofCalgaryDepartmentofSocialSciences.Karlandfamilymadethe movetoCalgary,Albertain1966wherehetaughtPoliticalScience.

In1979hebecameBritishColumbia’sfirstOmbudsmanand a welcomed opportunitytoputtheoryandacademicresearchintopractice,bysettingup fromscratchthefirstoffice;builton afoundationofprincipledbestpractices thatbecame amodelforombudsofficeslaunchedinotherjurisdictions. HissonBjornwhohelpmovehimseveraltimesoftenbemoanedthegreat quantitiesofrocksthatwerecollectedonmanyofhisadventures.

Itiswithgreatsorrowandprofoundsadnessthat wesharethepassingofAllisonElizabethJordan− KnoxonApril10,2024.AllisonwasbornNovember 20,1950,inKelowna,BC,theeldestoffour children(Shelley,Teresa,andStanley),grewupin VancouverandmovedtoLadnerin1987.Sheis survivedbyherhusbandof53years,David;her twosons,Quinn(Noelle)andMichael(Dana);and thelightsofherlife,herfourgrandchildren,Tyler, Alexa,AynsleyandCaitlin.

Allywasoneofthemostselflessindividualsthatwe knew;hermissioninlifewastohelpthoseless fortunatethanherself,andthiswasexemplifiedby hernumerousvolunteerroles.Overthepast3 decades,shewasanactiveparticipantatthe DowntownEastsideWomen’sShelter,Canuck Place,TheBoysandGirlsClubofLadner, CovenantHouse,DeltaHospitalAuxiliary(thrift store,hospital,andhospice)andhelpedwithmeal prepforthehomelesswithoneofthelocal churches.Allyalwaysenjoyedadventuresthrough travelandrecreationand,ofcourse,washappiest whenspendinghertimewithhergrandchildrenbut alsofoundjoyintimespentwithallchildren.She lovedpassingalongherknowledge,playingmusic, writingpoetry,andencouragingkindness,love,and thoughtfulnessinthosearoundher.

Whileherrecenthealthpreventedherfrom volunteeringtothesamedegreethesepastfew years,sheneverstoppedhelpingothers.Shewill berememberedfondlybyallthosewhoselivesshe touched,andwewillstrivetolistentootherswith thesameempathyandcompassionthatAllison showedtoeveryonesheinteractedwithoverher days.Inlieuofflowers,ourfamilyasksyouto considerdonatingtotheBoysandGirlsClubof LadnerortoCanuckPlace,asbothorganizations heldanincrediblyspecialplaceinherheart.

KarenmetandmarriedJohnLieffering(predeceased 2019)in1954in Vancouver.Theymadetheirfirst homeinEnglishBaybeforemovingtoKerrisdale, eventuallysettlingwiththeiryoungfamilyto Richmondin1964wheretheyresidedfor54years.

Together,KarenandJohntravelledtomany destinationsallovertheworldbutKaren’sfavourite placewasathomewithherfamilyonNanikaCrescent.

KarenworkedattheHaidaBuffetatTheBayin Richmondbeforeretiringtobecome a fulltime Nana.Shelovedtorideherbicyclearound Richmondwellintoher80s;itwasherfavourite modeoftransportation.

Karenmovedto Tsawwassenin2019andlivedat SaintDavid’sHouse,untilherpassing.

Karenwas acaringwife,MothertoJohn,Monica, MichaelandDavid,andlovingGrandmotherand GreatGrandmother.
