Thesession,presentedby the Delta Police Department, in collaboration withthe Delta SchoolDistrict,was an opportunityfor parents, educatorsand youth to gain insightsfromexpertsonthe ways young people canfind themselves sexuallyexploited, as wellas becomelured into a gang life.

Theperpetrators,often someoneinthevictims’lives, seek outyoung peoplewhoare vulnerable,includingthose with substance-abuse ormental-healthissues,low cognitive
functioning,ahistory of sexual abuse, lack offamilysupport, poor self-imageand alackof belonging.
Tacticsincludeflattery, promises,gifts,misrepresentingthemselves,especially online,allleadingtoa young person becomingisolated fromtheir socialconnections, as wellasthreatsandcoercion.
Girlsare theprimary victims,while youngmenare
mainlythevictimsofonline sextortion. Shenoted parentsandcaregiversshould be awareofred flagsincludingsocialisolation,lifestyle changes, unexplainedgifts, as wellastheir owngutfeelings somethingisn’t right.
Talkingtoyoung people aboutsexualgrooming includescreatinga safe space withoutangeror judgment, allowingyouth to providetheir
owndefinitionsfirst,being mindfuloftheemotionalconversationandfollowing the young person’sleadaboutthe discussion’spaceandlength.
Cpl. BobSanghawiththe CombinedSpecial Forces Unit (CFSEU-BC),theprovincial integrated anti-gangagency, saidthereismuchoverlap whenitcomestothetactics andtechniqueswith gang recruitment, suggestingparents,aswellas educators, look forthesigns.
Unlikepoverty beinga big factorin joininggangsinthe U.S.,needingmoneyisnot really amotivationhere, he said. Whenitcomestogangaffiliated sexualexploitation, it mainlyhappens to girlswho thenfindthemselvesforcedto recruitothergirls.
Often,theirfirst contact canbeathouse partieswhere drugsandalcoholareprovidedtothemunderthe guise of beingfree, onlytohavepaymentthendemanded.
Themessage stressed for parentswas to make sure to talk to their kids,and,ifnecessary,find someonethey’re comfortabletalkingtoifit’s nottheparents.

New tech reduces paperwork, increases police efficiency

TheDelta Police Department is investing in new technology to allow policeofficers to spendmore time with the publicinstead of doing administrative tasks.
On Monday, theDPD hosted Axon Ecosystem atDugald Morrison Park, in Ladner, where the tech company showed off their latest gadgets: drones, transcription services, live-streaming police car cameras, virtual reality police training and a newelectricalconductive energy device (Taser).
Chief Neil Dubord was pleased to see how Axon was moving ahead with efficiencies in their products.
“Although we maynot be seenas a technology-based industry, we’re certainly looking at technology to increase efficiency. The cost ofan officer keeps going upandup. That’s reflected in ever yone’s taxes,” said Dubord
“We want to tr y and restrain that to maintain sort of a reasonablecostfor policing in our communities.”
Dubord added he’s, “superexcited forthefuture of policing.”
Vishal Dhir, Axon’s seniorvicepresident, said thecompany is working to support policeofficers so they’re not spending two to three hoursa day writing reports. Instead,they’re outengaging withthecommunity.
“Let’s face it : an officer whenthey signedup, they didn’t sign up to do … administrative tasks,” he said.
“ They want to engage in work with the citizensof their community and I feel likeDelta has donethat now with taking on someof this technology.”

DPD A/Insp. James Sandberg explained how theirofficers are also using interview room software and transcription software for statements. The latter is done in under a minute, saving officers time, he said.
“Probably themost impactful [technology] in today’s environment would be the body-worn camera,” said Sandberg oftheAxondevices.
“We’re seeing more andmore used in theprovince, and we willcontinue to see more.”

“I think that Delta has beenprogressive in embracing technology,” said Sandberg.
“I would say we’re probably a little bit aheadofthe curve oncertainthings.”
He believes their approach and willingness to tr y new things is a benefit to their officers

DPD was the first police agency in B.C. to use body cameras The police force was also the first tolaunch in-car camerasanduse automated licence plate recognition technology.
“I think innovation is key;knowing that technology is constantly changing and willconstantly change,” said Sandberg
“We need to keepup withthat change or we willfall so far behind that wewon’t be able to get there.”
Community support is also what allows Delta police to implement the Axon tech, according to Dubord.
“I can’t say enough about our team that actuallyuses this technology,” said Dubord. “They use it, they tr y it, and we provide that feedback to Axon.”

The City of Deltaandcouncil marked the approaching Pride Month in June for the sixth year withthe raisingof the Progress Prideflag at city hall.
The Progress Prideflag is a mix of thetraditionalprideflag withthetransgenderflag.
“Pride Month is a time for celebration, reflection, and unity. We come together to honourthe strugglesandtriumphs of thepride community and reaffirm our commitment to creatinga more inclusive society,” said Mayor George Harvie Monday duringa brief ceremony outsidecity hall.
Christa Horita Kadach, with the DeltaPride Society, said freedom is hollow ifitdoesn’t coincide withthefreedom of others. She added that the pride
community is seen,loved and cherished andthat raising the Progress Prideflag shows solidarity, support, andinclusion of the2SLGBTQ+ community.
“There’saquote, that none of us are free, untilall of us our free,” said Horita Kadach
“The absence of freedom anywhere is a threat to freedom everywhere.”
Trevana Spilchen, socialcoordinator withthe Delta school district, saidPrideis a celebration, but itfeelslike progress is slipping.
“There’san uprising of hate right now,” toward thequeer community, Spilchen said.
And eventhoughit may not have beenthe uplifting messagepeople came to hear, “It’s important that I put this forward becauseit’s the current context rightnow.”
Andalliesare really needed right now, Spilchen said.
TheCityof Delta raisedtheProgress Prideflagoutsidecity hallinLadneronMondayafternoon.
“We really need to be loud andproud and standup right now,inthismoment.”
Spilchen saidacceptance of thequeer community has taken a step back in some ways sincethe pandemic butappreciated thecity raising theflag.
A group photo was taken aftertheflagwas raised, Pride flags were given out and cupcakes arranged inthedesign of theProgress Prideflag were available.
“Thisflag is a very powerful reminderthat the fight for
equality extends beyond sexual orientation andthat our city’s commitment to progress is inclusive of allmembers of the pride community,” Harvie said.
Despite previousincidents of vandalism towards pride flags, hate has noplacehere, headded.
The city will be raising its rainbow street banners in Juneandis launching a social media campaign in support of thepride community. The city also created Pride Month buttons
The City of Delta’s diversity, inclusion, andanti-racism committee, members of the public, and staffalso participated intheceremony.
Horita Kadach also thanked peoplefor helping make the City of Delta a more inclusive, safe, and kind space for pride families, loved ones andneighbours.

Foodbank system needs work more efficiently

During the past year, the Guru Nanak Food Bank has consistently raised questions about the effectiveness and transparency offood bankoperations in B.C.
We have advocated for significant changes to ensure that donations and grantsare utilized effectivelyto support the growing numberofindividuals relying onfood banks.
In anopenletter sent to the prime minister last year, we outlined specific concerns andproposed ideasfor creatinga more efficient andaccountable food bank system
The recent findings by Food Banks Canada validate our concerns, highlighting that Food Banks BC andits associated systems have failed to deliver millionsofdollars indonationsand grants where they are most needed.
Key issuesidentified include the lack of a review system, absenceof audits, and insufficient complaint mechanisms.
Additionally, the systemdoesnot adequately considercommunity feed-
back, such as Google reviewsandother formsof publicinput. These deficiencies have led to widespreadinefficienciesand a failure to meet the needs of vulnerable populations
We callupon Food Banks Canada, as the umbrella organization at the federal level, to address these issuesdirectly with Food Banks BC
It isimperative that a thorough reviewand restructuring take place to ensure accountability andtransparency withinthe system
As a community-based food bank in NorthDelta, the Guru Nanak Food Bank has demonstrated resilienceand capability inaddressing food insecurity. In April 2024alone, weserved 18,635 recipients withoutany support from provincialorfederal governments. Our success showsthat withproper support and resources, we can achieve even more.
During these challenging times, itis crucial to re-evaluate andimprove our food bank systems.

The last time I checked,Ladner residents, and NorthDelta residents for thatmatter, also pay taxes to the City of
Delta, so, any priority forlocal resident parking, shouldincludealltaxpayers that live in Delta(Southand North), not just Tsawwassen residents, who just happen to live closest toCentennial Beach. Ideally, parks and recreation spaces should be available to ever yone.

The LIFEPAKCR2 Defibrillator units andaccessoriesare to enable bystandersto help save liveswhen someoneis experiencing cardiac arrest.

VisitorstoCentennial Beach in Tsawwassen can nowget real-time parking availability information and willalso soon be able to enjoy analcoholic beverage onthe beach area.
Metro Vancouver has started its pilotproject on parking capacity at Boundar y Bay Regional Park and Iona Beach Regional Park.
A report to the regional parks committee saidthenew parking project willhelp people make betterdecisions about when to access the park, what modeoftransportation to use and whether to considervisiting other parks if the parking lotisfull.
“At completionofthepilotproject, regional parks willlook at other parks that could benefitfromthis technology in thefuture. Learnings from this project will be used to inform changes to how Metro Vancouveraddresses parking capacity issuesacross the system,” the report explained.
A video camera withanalytical capabilities willdetect the numberof vehiclesentering andexiting the park, and asthe camera counts vehicles, the system will calculate current parking lot capacity,which will be displayedinthe online platform in realtime.
Whilethe systemusesartificialintelligenceandpredictive analytical tools to provide real-time parking suggestions to the public, the camera willnot use any form offacial recognitionor collectany personalinformation, such as licenceplate numbers.
Meanwhile, Metro Vancouver ’s board recently approved necessary bylaw amendments to allow anotherpilot project to proceed, onethat permits the public to consumealcoholindesignated areas at six regional parksincluding Centennial Beach at Boundary Bay Regional Park.

However, the province has delegated authority to regional districtsandother local governments to, bybylaw,designatea publicplacewhere liquor may be consumed,andprescribed how it must be done.
Last year, the City of Deltaexpanded the numberof public parks that can have designated areas for publicconsumptionofalcohol,also making it year-round.

The city isestablishing a new Delta community grantsfunding policy.
It’s aimed athavinga more formal application process and guidelines for community grant funding requests made to thecity,assisting staff and council by streamlining requestsandproviding guidance to organizations seeking funding.
The city has beenproviding financial support to various organizations throughfee-for-service agreementsincluding: Deltassist, the Boys and Girls Cluband Reach Child and Youth Development Society.
The city also grants permissive taxexemptions to support qualifying organizations by exempting landand/ or improvementsfrom municipalproperty taxation,as well asproviding facility use at belowmarket rent to various organizationsincluding preschools Othergrants include community festivalgrants, facility rental fee waivers andother funding requestsfrom community groups.
A staff report notesthat totalfinancialassistance in 2023 was $3.5mil-
lion, withfeesfor service approximately $1million ofthat amount.
However, each year there are more requests forcommunity support, but there are limits to the city’s ability to provide support in a fairand equitable manner without substantial increases intaxes.
The program will mainly focus on request forgrantsthat donot fit underthe categoriesof feesfor service, permissive taxexemption or facilitylicenses/use.
“The purpose ofthe program is to assist non-profitorganizations andcommunity groups in Delta to undertake projects, programsand initiativesthat provide benefit to Delta’s community. This policy provides a framework to ensure consistency andfairness intheassessment of funding requests, the allocationofgrants to eligible applicants, and to encourage thedelivery of projectsandinitiativesthathave a positive impact in Delta while also establishing anannual expenditure forsmaller community grants,” the report explains.
Organizations applying for Delta community grantsfunding must be
based in Delta and/or be proposinga community service, program, initiative or event that primarily serves Delta residents, as well asnot receiving other support fromthecity.
Grantsthat are approved must not be considered as ongoing annual sourcesoffunding, the report notes, adding alternative funding sources must be identified and pursued and any unused fundsfrom theprogram must be returned. The maximum to be given to an eligible organizationis$10,000.
A decision by thecity manager to not approvea grant can be reconsidered by councilif requested by the applicant.
The city’s 2024financialplanincludesup to $150,000forthe program.
Meanwhile, council recently endorsed entering into a one-year funding agreements with Deltassist for $179,000, Reach for$50,274 and the Boy’s and Girl’s Club for$113,000.
Deltassist’s request for$150,000inadditionalfunding was not approved and was referred forconsiderationforthe2025 budget, alongsidefurtherinformation to be brought for ward by staff regard-

ing funding models of free counselling programs offered in Metro Vancouver.
Staff will also undertakea reviewofthecity’s funding service agreementsinconjunction withthe serviceproviders “to ensure that the agreements reflectemerging community needs and have adequate and clear target outputs.”

A local First Nation business, that isalready onthe road to success, isalso appearing on televisionnext monthonthe Bears’ Lair, onthe Aboriginal People’s Television Network.
Steven Stark, with Tsawwassen First Nation, will be onthe secondepisode of the second seasonoftheshow in thefirst weekof June, proposing hisnew business, GlenTSI Projects towing.
Bears’ Lair, onAPTN, is similar to CBC’s Dragon’s Den, where would-be entrepreneurs pitch their business ideas, but instead of having business pros invest with a returnexpected, cash awardsare given outright, withepisode winners eligible to win $10,000,whilethecontestantsonthe season’s finale are eligible to win $100,000.
Mentoring isalso provided to all participants.
However, Stark’s business is already onthe road.
His company, Tsawwassen Shuttles Inc.was already providing street-sweeping services to Mainroad Lower Mainland Contracting, when Mainroad suggested hebranch intotowing.
He started the towtruck business about five months ago, underan agreement with Mainroad,providing standby towing service to just two bridges.
Thenheadded fourbridges on April 1.
Glen TSI now has six trucks and seven drivers to cover accidentsandbreakdowns that take placeonthe Queensborough, AlexFraser, Knight Street, Port Mann, Pitt River and Pattulobridges.

As part of Senior ’s Week, the Delta Hospital Auxiliar y Society presents the event from 1 to 3 p.m. at the McKee Seniors Recreation Centre in Ladner.

The Junior Tier 1 boys and seniors boys rugby teamsare hoping their successful seasons continue this weekin Abbotsford.
Both teamsfrom South Delta Secondar y are playing in their respective provincial championships. Action started Tuesday afternoon, but due to Optimist press deadlines, resultsare not available.
To earn their spot at provincials, the SunDevils beat Lord Tweedsmuir20-19on Wednesday (May 22)in the zonefinal. Thisis the third straight bannerfor
the Grade10 squadfor the SouthFraser Athletic Association.
The Tier 1 squadqualified for the SouthFraser zoneplayoffsaftera second-placefinishin the regular season standings They were the top scoring, and least scored against teamin the regular season.

Many seniorplayers played their last home gamefor the SunDevils and went out in style.
Consideringa one-point loss to the same team last yearin the semi-finals, this win was significant to the team andcoaches.
The players exhibited exceptionalgrit, pushing through a hard-fought
effort from the opposing team and capitalizing on opportunities.
There was extraordinary effort in both halves ofplay, and the team’s impressive defensive and offensive play was onfull display right from the start.
From the hard work at practice, to the intense momentson the field, ever y member of the team showeda commitment to the plays that ultimately secured the well-deser ved win for the SunDevils

After beating Salish Secondar y 2-1 for the SouthFraser Championship, the Sun Devils clincheda spotin the provincial championships, set for this w eek (May 29 to 31) at Cloverdale Athletic Park. This year will mark the 21st cons ecutive yearthat a SD SS

SDSSwon bronze last yearand the provincialtitlein2022. They have appeared inthe semifinal round10
times “I think we have a great amount of seniors that have beencommitted and helping to lead our younger players,” saidcoach Ricky Gill.
“We have someGrade 9 kidsthat have put in a lotof shifts, committed thems elvesand have really bought into the overall system.”
With16players on the roster, that
level ofcommitment from the players has been particularly important to the teams’ success.

Patgenerouslyvolunteeredcountlesshoursin manycapacities,includingtheDeltaHospital,the ThriftstoreandtheUnitedChurch.Patwasa gentlesoul,andshemaintainedherkinddisposition rightuntiltheenddespiteherbattlewithadvanced dementia.Ourmomlovedtojokeandlaughand wasalwaysfullofpositive,lovingenergy.Oursweet momvaluedherfamilyandfriendshipsdeeply,and wealllearnedinvaluablelessonsfromher.Sheled throughexampleonhowtobe agoodpersonand howlittleactsofkindnesscouldmakesucha difference.

Robfoundjoyinthesimplepleasuresoflife, whetheritwasspendingtimewithfriends playing darts,orpassionatelycheeringonhisbeloved soccerteam,the VancouverWhitecaps.Itwas duringthesemomentsthatheconnectedwith others,sharinglaughterandcamaraderiethat wouldbetreasuredforever
Rob’s presenceinthecommunitywasmarkedby hisgenuinekindness andfriendlydemeanour. Whetheritwaslending ahelpinghandto a neighbourinneedorsimplysharing awarmsmile withapassingstranger,Robhad a remarkable abilitytomakeeveryonefeelvaluedand appreciated. WalterleavesbehindMargaret(Peggy)hiswifeof 73years,fourchildren Lynne(Gerry),Don(Colina), Jane(Mike),andJamie(Jackie),seven grandchildren, andsixteengreatgrandchildren.
WalterwasbornonMarch2,1928andwasthe secondyoungestofnine,all pre-deceased. He metPeggyinhighschool,andtheymarriedin 1950.Over80yearstogether!
In1952 Walterstartedhisownconstruction companybuilding over60homesinDelta including threeofhisown.He alsobuiltlocalbarns,silosand eventhe Ladner Legion,andremodeled businesses,homes,Churches,andSchools. In1953hejoinedtheDelta VolunteerFire Department andin1963washired onasthefirstpaidDelta FirefighterwearingRegimental Badge #1.He remainedattheFireDepartmentuntilheretiredas theDeputyFireChiefin1985.HissonJamie (Vancouver)and grandsonTravis(Delta)became firefighters,which made Walter proud. Hewasthe FireDepartmentHistorianandkeptimpeccable records whichhealsothankedPeggyforherhelp. Walterwasanavid gardener andextremelyproud ofhistomatoes,potatoes,andapples.He gladly sharedhisfruitandvegetableswithfamily, neighbours,andanyonethat droppedin.Lacrosse wasalso abigpartofhislife -playinggoaliefor years, coachingandmanaginghissons’teams. Musicwas ahidden talent,playingtheOrganand Accordion.
Waltersoenjoyedfamilytimeespeciallywiththe littleones.
