Metro Vancouvertaxpayers spent thousandsofdollarsfor board chair George Harvie to accommodate a travel partneronhistravelitinerary last October, according to receiptsobtained by Glacier Media.
Harvie’s travelexpenses to attend anurbanplanningconferencein Australia hadpreviously raised questions becausehis business class flight expenses were nearly doublethose ofhiscolleagues;and, hotelcosts appeared high as well.
Whenasked last month aboutthe costsfor boardtravel —which more thandoubledin2023,compared to 2019, Harvie had stated hisexpenses to Australiadidnotincludea second person.
However, receiptsfortheflightsshow Harvie paid$8,920.96foraoneoneway flightfrom Vancouver to Brisbane on Oct. 7,and$18,218.20for twoonewayflightsfrom Sydney to Vancouver
on Oct. 18,fora total of$27,139.16.
But Harvieexpensed only$17,336.50 —thecostofhis twoone-way tickets, to andfrom Australia.
While Harviedidnotexplicitly expensecostsfora travel partner,as a result of booking what’s calledan open jawticketfor separate destinations, extracosts were incurred by the Delta mayor for attending the 2023 Asia PacificCities Summitand Mayors Forumfrom Oct. 11 to Oct. 13.
It’s unclear whotravelled with Harvie onthe returnleg, asthe travel partner’s nameis redacted onthe receipt obtainedthroughafreedomofinformation request.
Aphoto posted on Oct. 10,2023on Instagram by Harvie’s wifeshowsher holdinga koala bear.
Glacier Media and Delta Optimist tried to reach Harvieforcommentand none wasprovided by publicationtime.
By contrast, Anmore Mayor John McEwan’sflightscost$9,166.12 and Port Coquitlam MayorBrad West’s flightscost$10,165.25.
McEwan bookedon May31,2023 West booked on June19,2023and Harvie bookedon July 27,according to Metro Vancouver spokesperson Jillian Glover, who told Glacier Media the pricefluctuationsarea resultofthe timeof booking and Harvie’s trip com-
for
prising twoone-way tickets. Glacier Media alsoobtainedthe receiptsfor Harvie’s accommodationin Brisbane.
The publicly available expense record shows Harvieexpensed $2,885.14for accommodationfor“2023Asia Pacific Cities Summit& Mayors’ ForumBrisbane, AU - October11-13,2023.”
Theconference websiteindicatesit tookplace over those three days.
Harvie’s receiptsshowexpensesfor six nights at theBrisbane Convention Centre Hotel, at a rate of about$450 pernight. West’s accommodationcosts
were just over$2,100and McEwan’s were about$1,400. McEwan’saccommodations were listed for “October 7-18,2023”whereas West’s didnot specify.
Harvie earns$105,000as Metro Vancouver’s board chairand$175,264 as Delta’s mayor.
Anotherquestion raised by the expense receiptsis how board members may use their personal points accounts to booktravel.
Forexample, Harvieused his Aeroplanaccount to bookflightsand becausehe booked business class, he accumulated 1.5 points permile.
It’s unclearwhat points may have beenaccumulated with theuseof a credit card,as well.
Metro Vancouver hasnotravel policy fortravel points, said Glover.
In 2023, the boardexpensed $98,170 onairtravel. Were Metro Vancouver to process paymentsitselffor boardmemberflights, itcouldaccumulateits own pointsandconceivably save thousands ofdollarsonfutureflights.
Gloveralsodirected Glacier Media to Metro Vancouver’s board expense policy. The policy states, amongother things, that internationalflights may be booked as business class andexpenses are approved by the chair.

More busshelters may be needed in Delta’s industrialareas.

Anotherdeadly dayon our roadways occurred last Wednesday, June12.
Early morning, in thenorthbound lanesof Hwy. 99nearthe George Massey Tunnel, amotorcyclist collided witha car, fellon to the roadway and wascriticallyinjured by the rearwheelsof a semi-truck. Sadly, the man passed away. Trafficinandleadingup to the accident scene wasimpacted for wellinto the afternoonas several lanesoftraffic were closed while policeinvestigated.
It didn’ttakelong, however, for social mediausers on severalof Delta’scommunity Facebook pages to startthedebate around safetyandwhy we haven’t builtthenew tunnel yet. Adebate andquestions to be asked for sure, butnotthe righttimeconsidering thetragedy.
However, thecommentarydidn’t stop there. Correspondence sent that evening through our website camefroma readerwho wascriticalofthe policeinvestigation askingwhyit took so longandwhydid so many lanesoftraffic have to be closed.
The resident went on to say that his wife was stuckintrafficfor3.5hoursand had to be re-routed to getinto Vancouver–an inconvenience I’m sure, butunderthe unfortunate circumstances, wasit reallythat inconvenient? This persondid make it home that night, unlike theotherunfortunate soul who perished intheaccident.

What ahorrible, thoughtlessand callous thing to say.
Theseare just someexamplesof the society we have become–oneof socialmedia keyboard warriorsandthoughtlessindividualswhothinkonlyofthemselves.
I’m appalled by these thoughtless remarks. We allneed to bebetterandshowa lot more compassionfor ourfellow human beings.
Thisdisplay ofopposition should be takeninto context. Official Community Plans (OCPs) have beeninplacein thesefourcities since2018, 2014,2021and2014 respectively. Delta’s last OCP was implementedin1985. Thisis a substantial gap andshows why Delta has catchingup to doasa zoning laggard.
Some social mediacommentators applaudthese fourcitiesfor standingup to theprovinceand suggest that theiroppositionshows “spine” “guts”etc.,andthey lamentwhy Deltashouldnot be in this camp.
Whetherornotanycity attempts to vocally defy

continues to disregard how government worksis just weird. Thereisadifference betweenthe political tough guymentalityand governmental naivety. The policing matter was recentlydecided by Supreme Court Justice Kevin Looin a judgmentthat clearly putscivic governmentinitsplace. Municipal governors, staffand laptop politicalcommentators need to rememberwho oversees municipalaffairs.
In his judgement, Justice Loo remindedtheCityof Surrey andindeed all ofus, elected officials, city staffor voters, that municipalities have no constitutional standingandaremerelegal bodiesestablished by provincial legislation.
He went on to say, “Itis important to appreciate that in Canada’s political system, provinciallegislatures have exclusive jurisdiction over municipalitiesand municipalitiesarethusentirely “creaturesof statute.” Good, badorindifferent, that is the wayitis.
Whyissignsopricey?
Editor:
I was happy to see Sandor Gyarmati’s report inthe June6 editionthat Deltacouncil madethe wise financialdecision to forgo spending$50,000 fora welcome sign to Boundary Bay.
Withproperty taxes already increasing at rates well beyondinflationand puttinga burdenonhomeownersand,in turn, renters, and businesses, thereis noneed to wastethat kind ofmoneyona sign.
It does, however, beg thequestion–howisit even remotely possible that theinstallationof a sign wouldcost$50,000?
AmIthat outof touch withthecostof materials?
It seems to methat this is, at best, a $5,000ticket.
Somelumber, afew bagsofconcrete, and a sign…afewcityemployees to dig acoupleholes andthat’s aboutit.
Iam being somewhat facetious,as I’m sure it’s alittlemorecomplicated
thanthat, butIthink you get my point.
If,however, thetrue costis$50,000,one must wonderhow much was spentthis spring whenthecityadded a secondcrosswalkcontrol button at thenorthwest cornerof Morris Crescentand12th Avenue…anew button that isaroundfouror five metres away from anexistingand wellfunctioning button.

BasedonPremier David Eby’s recent warof words withthefeds overhow federalfundingis being allocated amongtheprovinces, itdoesn’t sound promisingasno specificcrossing dollarcommitment has even been announced by thefeds.
Eby last week reiterated hisfrustration at the lack offederalfunding onprojects such as the$4.15-billion replacement forthe aging tunnel.

A recent staff response to a recommendation putforward in aletter by theHUB CyclingTFN Delta Committee notesthecityis currentlydeveloping its Vision Zero traffic safety strategy, and willexplorethefeasibilityofthe measure infuture safetyimprovement projects.
The recent letter by theadvocacy group to councilnotesthat thegroupis seekingcouncil’s helpaddressing the pressing issueofenhancing safety at localintersectionsandone such measureinvolves“thethoughtful reconsiderationofallowing right turnson red lights.”
Numerous studies have demonstratedthat removing right turnson redlights can significantly decrease the numberofcrashes, particularly between peopledrivingand people
walking, rollingor cycling, HUB notes.
According to ICBC, approximately60 percentofcrashes occur at intersections, so removing right turnson red lightsisonemore way, alongsideother measures, that can reduceinjuriesand fatalities.
“Inareaswhere right turnson red areallowed, peopledriving tend to prioritize watchingforoncomingtraffic fromtheirleft, often overlooking people walking, cyclingorusingawheelchair to crosstheintersectionontheir right. Anadvance walk signalfor people walkingand cycling can helpmitigate this,” the letter states.
According to HUB, other municipalitiesacross Metro Vancouver, including theCityof North Vancouverandthe Cityof Burnaby, have adopted motions orareexploringmotions to remove right turnson redlights at high-crash intersectionsintheircities.
HUB Cyclingisalsoadvocatingfor province-widelegislationprohibiting right turnson red as part of Motor Vehicle Act Reforms.

More tangible benefitsinclude significant investmentsininfrastructureandfacilities to provide servicesthat most Canadianstakefor granted, like paved roads, drinking water, and sewagetreatment.
We have also worked hard to provide culturally relevant child-care, education, training, health, andother supports to our communitymembers, andthese servicescontinue to grow each year.
We arehere to stay. We continue to work closely with ourtreaty partnersas wellas our localneighbours, and we have learned that when Indigenouscommunities thrive, thosearoundus alsothrive.
Throughtreaty, we also regainedtrue ownership ofasmall portionof our traditional territory and through our laws, the land willnever again be alienated from our people.
Forexample, Tsawwassen has welcomedthousandsof residentson to our lands through multiplehousingdevelopments over the last decade, helping to combatthe current housingcrisis.Other developmentsfacilitated by thetreaty include Tsawwassen Millsand Tsawwassen Commons shoppingcentres, which provideconvenienceand localemployment.
We have undertaken significantengagement on land-useplanning withthe goalof managing our landsforfuture generations.
We are proudofthese contributions to thelocal economy.
The spiritof National Indigenous Peoples Day isfor everyone, both Indigenous andnonIndigenous, to learn, celebrate, and uplift our culture together.
OneinitiativeIam proud to share is ourcommunity farm, which allows us to sustainably supply food to our nationand to teach future generations aboutfarming, whichis important with so much farmlandin our region.
Iamproud to say that ourtreaty also works inthe spiritof coming together, workingalongsideother governments andcommunities toward benefitsfor all.
We have also been able to invest significantlyin our language and culture. This yearalone, we have erected three house postswhich tell stories of Tsawwassenlegends, demonstrating strong ties to our Coast Salish culture in ourcommunity andthe passingof our culturalknowledge to our youngones.
We also have several youthinfull-time lan-

Since2006,the Delta Police Department has provided policing services to Tsawwassen First Nation, intheformof a non-uniformedliaison officer, who has built relationshipsinthecommunityandacted as a conduit betweenDPD andTFN,amongother responsibilities.
In 2018,in response to thegrowth at TFNand

The service teamis a uniformed team, dedicated to TFNLands, responsiblefor responding to callsfor service, conductingproactive policing and outreach inthecommunity, ina culturally safe way. I’mfortunate to have beenamember of this team sinceitsinception.
Since2018,theDPD andTFN have been working together to buildthis unique policingmodel, basedon relationship building, collaboration, andtrust.
TheDPD regularly collaborates withTFN’s
servicesandthecommunity, to address reasons fortraditionallynegative interactions with police.
TheDPDandTFN usea Community Justice Team, whichincludesthe liaison, aprobationofficer, adedicated Crown counselandaTFN outreach worker, to blend thetraditional justice methodsof Indigenous communitiesand western justicemethods.
Thismodel hasproven comprehensiveand effective at reducing recidivismandencouraging reconnectionand healing.
Despitethehistorical relationship between policeand Indigenous people, defined by colonialism, racismbiasand
discrimination,TFN has welcomed our teamand madeusfeel part ofthe community. When our teamisn’t responding to calls, we can be found at the Youth Centre, engaging withthe youth, at the Elders’ Centre, sharingamealand learning fromtheelders, visiting members in theirhomes to ensurethey’re cared for,or at oneofthe many communityand cultural events.
On June21,I will be celebratingthe Indigenous people, particularly the people of Tsawwassen First Nation. I will be celebrating theirunderstanding, their many talents, their generosity, their love, andtheir friendship.

LegendofPrincessTsawwassa
Thelegend tellsus aboutthefirst people wholived in Tsawwassen, andhowPrincess Tsawwassa becametheir chief.
In themountains where our peopleused to live, the winters were very coldand hard.
Chief Tsaatzendecided that thetribeshould move to a betterplace.
In the spring, they travelleddown theFraser Riverand settled. They calledtheirnewhome Tsawwassen, which means, “Land Facingthe Sea.”
Soonaftertheirarrival, a daughter was born toChief Tsaatzen. Her name was Tsawwassa. Shegrewup to be very wise and beautiful.
Tsawwassa wasnotonly very good at her chores, butshealsoplayed in the war-gamesand went hunting withthe young menofthetribe.
Allthe young men wanted to marry Tsawwassa. They would fast outsideherfather’s longhousefor days to winherheart. Still, Tsawwassadidnottake a husband. Shedidnot want to becomeahomemaker. She wanted to wanderinthedeep forestandonthe beach. Some days, she would go swimmingfar outinthe ocean.
Tsawwassa was so wise that Tsaatzen wanted her to be chiefafterhis death. Tsawwassa didnot want to upsetherbroth-
ers, so she saidthat they should have acontest. They would set outin differentdirectionsand lookforfood Theone whobrought back the most kindsoffood for thetribe would be the new chief.
Afterafew days, Tsaatzen’s sons came back with meat from deer, bear, and panther, as wellasbirds, salmon, and berries. They counted the food and began to cookit. Soon, Tsawwassa returned. She had everythingherbrothers had brought, andmore.
Tsawwassa knew more aboutthe seathanher brothers. She had caught salmon,as wellastrout, andshellfish, whichshe laid at herfather’s feet.

Chief Tsaatzen was very impressed withhis daughter, butnot just for the meat andfishthat shebroughthome.
Tsawwassa hadalso found wildonions. When sheaddedheronions to the cooking pot, the smell made everyone very hungry and very happy. It wasthen that everyoneknewthat Tsawwassa should be the new chief.
Every spring, even to this day, you cansmell the wildonionsintheair at Tsawwassen Beach.
Many people walk right past them, without noticing, the same way our peopledid before Chief Tsawwassa.

Thenutritionalbenefitsofblueberries
Are you ready to dig into a bowl ofdelicious blueberries? Perhaps you’readdinga handful to yourmorning smoothie? Regularly eatingblueberriesisnotonly tasty, butit canalso be excellentfor your overall health.
Whilethe term “superfood” has becomecontroversial becauseitisnow seenasa marketingploy andthere’sno standardized listofcriteria to designateafood as “super,” blueberries have often been touted asespecially nutritious. That’s because blueberriesarenotonly lowin calories, butthey’re alsofullof nutrientsthe bodyneeds to thrive.
Healthlineindicates blueberriesareamong
themost nutrient-dense berries. A cupcontains only85 calories, andin that servinga person can enjoy3.6gramsoffibre, 16 percentofthe daily value(DV) ofvitamin C; 24 percentofthe DV of vitaminK;and22 percent ofthe DV of manganese.
Oneofthe main benefitsofblueberriesisthat theyare rich inantioxidants. Producedasa natural resultofmetabolism orexposure to pollution, cigarettesmokeandalcohol, free radicalsaremoleculesthat damage cells overtime.Antioxidants create barriers around cells to helpprotectthem from damage by free radicals.
Blueberriesarenotonlylowin calories, they’refullofnutrientsthebody needstothrive.
Thehigh solublefibre content ofblueberries can make them strong alliesinthefight against cholesterol. Solublefibre binds to bileinthe gut. Bileis madeof cholesterol andother substances that need to be removed
fromthe body. Lowering cholesterolhelpsprevent or reduce risk ofheart disease.
In relation to heart health, blueberriesalso mayhelp reduceblood
pressure, which can be beneficialfortheheart andbrain. Healthline reportsthat in aneightweek study, people with obesitywho hadhigh risk ofheartdisease noted a
four to six percent reductioninblood pressure afterconsuming two ounces of freeze-dried blueberries per day. Additional studies have uncovered similarblood pressure-lowering abilitiesofblueberries.
Individualsconcerned with keepingtheirbrains sharp may want to consideraddingblueberries to themix of foods they eat regularly. Since blueberrieslowerblood pressure, more blood can flow to the brain, which improvescognitivefunction.
Blueberriesare powerhousesof nutritionand peopleofall ages can benefitfrom consuming them regularly.
