The family of a Richmond woman who was killed in a fatalcollision outsidethe George Massey Tunnelin September 2020 received some closure on July 3.
Sundeep Singh Mann, 42, was sentenced to jailfor two years, less one day, for dangerous driving.
Mann’s sentencing hearing took place June28. He was put in handcuffs andtaken away after receiving his sentence at RichmondProvincial Court.
RichmondProvincial Court Judge Diana Vandordescribed the factsofthe case as“horribleandheartbreaking.”
“Thisisnot just anotherexample ofthedestructive, injuriousand deathly impactof dangerous driving on Canadian society. There were almost 50 case examplesduringthe sentencing hearing,” said Vandor.
“Thisis about theTranfamily.And their griefisvividandheart-wrenching.”
Shortly aftermidnight on Sept 2, 2020, Mann’s white SUV crossedthe centre lineandcollided withthe vehicle driven by 61-year-oldvictim Ky Tran, just outsidethenorthendofthe George Massey Tunnel.
Tran was pronounced dead at the sceneandher husband was sent to hospital with serious injuries.
During the June28 sentencing hearing, thecourt heard the northbound lane was closed for maintenance work andtrafficfor bothdirections was reduced to one lane each. The speed limit was reduced to 60 kilometres per hour
Witnesses recalled observing Mann bypassing trafficinsidethe tunneland saw thedigital speed reader indicate he was driving at 109km/h.Alcohol was

foundin Mann’s blood when he was taken to thehospitalfortreatment.
Mannpleaded guilty to onecount of dangerous operation causing death and onecount of dangerous operation causing bodily harm.
Four main aggravating factors were
considered by the Judge in handing down the sentence: Mann’s driving record with temporar y driving prohibitionsand speeding offences ; Mann’s patternofdriving at the time, including driving at almost double the speed limit and having alcoholinhisblood; thefact
that he caused thedeath ofone person andinjured another ; as wellasthe impacton thevictims
Mitigating factors included Mann’s early guilty plea, expressionsof remorse, lack ofpriorcriminal record and strong support fromfamily and friends Vandoralso considered Mann’s attempts to mitigate hisoffenceafter thecollision but gave them less weight.
She foundthegravity of Mann’s offences to be “ver y high” andhe hada highdegree of responsibility andmoral culpability fortheactionshe tookon thenight of thecollision.
Vandor agreed withtheprosecutionthat a two-year jail sentence was appropriate for causing Tran’s death but decided to sentence him to one less day so hecould serve his sentencein a provincialinstitution.
He wouldalso serve 18 monthsin jail concurrently for causing bodily harm to Tran’s husband, plus a five-year driving ban.
Whiledefence soughta conditional sentencing order served inthecommunity, which wouldincludehouse arrest, Vandordisagreed.
She foundthedisruptionof Mann’s family unitshouldnot be considered a mitigating consequenceofhisoffending.
“… his damaged family relationships were theentirely predictable resultof hisoffence, which rendered his family members, including his children his secondar y victims,” said Vandor, adding jailin a provincialinstitutionin B.C. willallow him to be closer to his children.
Defence’s proposed sentence was not sufficient forthe purposesofdenunciationanddeterrence, said Vandor, who explained Mann made “choices to drive inanexceptionally dangerous manner.”

Thefuture ofthe Winskill Aquatic Centre has sparkeda lot ofdiscussioninthecommunity andon our letterspages.
Those who have written to us say they are not against the replacement oftheaquatic centre, but they are certainly notin favouroftheoptions put for ward so far by the City of Delta.
One ofthe mainissuesofcontentionisthe removal oftrees in Winskill Park
The three optionspresented thusfar by thecity all involve removing trees fromthe park, which doesn’t sit well with many I don’t want to see trees removed either, but someare going to come down, whether you like itornot
Contrary to what some have posted on socialmedia, hundredsoftrees inthe park need to be removed andor replaced– no matter whathappens withthe aquatic centre.
The Optimist reported in June
2021that then Parks, Recreation and Culture director Ken Kuntz said many trees willultimately need to be replaced over a multiyear period He toldthe Optimist thetree assessment condition report fortheforested area west ofthe sport fieldsandaquatic centre, found many areina state ofdecline His report to the Parks, Recreationand Culture Commissionnoted theassessment identified that all trees inventoried pose alow risk, meaning that immediate removal isnot required. However, 317
trees were noted as being in poor condition, including the vast majority ofthe272 mature trees that are40 years oldormore.
The argument that some have stated that thefacilitiesand surrounding sportsfieldsare not busy enoughandthere is adequateparking andnoneed to buildmore, simply isnottrue I was at the park on Canada Day forthe Kyle Losse Memorial Tournament. The park was packed. I had topark three blocks away, as there was not a parking spotin sight.
And,as a sidenote, theDelta
Blue Jays, whoare two-time national champions at the bantamlevel, use thediamondseight monthsofthe year, so saying the fieldsare notused year-round is a disservice to them, their organizationandtheirdedicated players andfamilies
Then, there isthedisc golf community, who we featured in a recent Optimist newsarticle, whoare also upsetthat they may lose their golfcourse. The city is working to address theirconcerns, but like thefinaldesign andconcept, that all has yet to be determined.
I get all theargumentsand I get alltheconcerns – including, why not just retrofitthe current facility? Well, that’s not going to happen.
You can’t keep putting on a Band Aid to stopthebleeding. At some point, major surger y is needed andthat’s exactly what is going to happen, whether some like itornot
There has to be somecompromise- on both sides - to make thisprojecta success.
Suddenly, I’m hearing the sounds of summer inmy neighbourhood It ’s be en awhile
The squealsand laughter of childrenbr ing back memoriesof my childhood and I amtransported to summers past

Asiscommonknowledge, theprovincial government placed Deltaon its naughty list for its lack of housing. As a result, the city is working on plans to bring inthousandsofnew residents the next several years.
I have lived in Delta since2005and witnessed the City of Delta manage the growthadequately in North and South Delta.
These are distinctcommunities withunique needs and wants, so,I commendthecity forits tight balancing act
My overallconcernis not withthesheer vol-
umeof peoplecoming to our community, but how do we integrate these newcomers (immigrants or Canadians)and pass on our Deltacommunity values?
I believe that to be a successful community, we need to definewhat it means to be part of Delta andhow we can transfer this knowledge to our newcomers.
The biggestissue with doing nothing, would be that we bring inallthese people withnoplanand thenthe peoplewholived here becomedisenfranchised andnotable to recognize the community
and eventually leave.
We need long-term residents to stay here andhelpshepherd the new residentsonhow to liveandenjoy Delta and share our community values.
So howdo we go about doing this?
First, I believe thecity needs to spearhead this, asit has the resources.
Then, bring thecommunity together, through openhouses oranonline platform, to providetheir thoughts and have an openforumfordiscussion, sowe can build these values together.

Re: Editorial was just wrong (Optimist, letters, July 4)
Who wouldwrite such an insensitive letter, in a local newspaper, where thefamily ofthe deceased might readit, and then sign their name to it?
Ever been stuck in a ferry lineup before? Were washrooms at the rest stop out of service?
We’ve all been inconvenienced, at one time or another, but many events can be rescheduled, and life goes on, for most of us, if we are lucky.
Examplesthat were givenintheletter to justifythisextreme position, are simply ridiculous
If a pregnant woman was stuck inthe tunnel, thenother caring individuals wouldhelp her First responders, if
unable to drive in, would walktheir equipment in, like search and rescue FYI:any accident (traffic or work-related),when a person has died, isan immediate emergency. It requires a legal, measured, and professional response, something about which the letter writer, whoshall not be named by me, appears grossly unaware.

When I first heard Deltacouncil was considering levelling the urban forest inthe middleof Tsawwassen to replacethe aging Winskill fitness and aquatic centre, expand parking and add a new baseballfield, I thought it wasa joke No one arguesthat Winskill needs replacing, but to takea chain saw to a beautiful, urban forest is ridiculous beyond reason.
As our climate warms, citiesaround the world are hastily growing
canopies, not eliminating them. The one I speak of wasa much-used sanctuar y during theheat dome a few years ago. It’s used by dog walkers and frisbee golfers ever y day.
We walk by the park routinely and never see the parking lotsfull.
Only during baseball tournamentsor swim meetsonthe odd weekend during the summer, doesthe parking overflow on to nearby streets
Yet council wants to doublethe parking. It’s madness.
The baseball parks are used fourmonthsofthe year and other wise sit empty. And theplanis to possibly add a fourth diamond, thusthe need tocut down evenmore trees.
Thisis a planthat belongsin1964, not 2024.
It’s embarrassing that Deltacouncil would even consider such a design.
The goodpeopleof Tsawwassenshould say no to this ill-conceived plan.

WhentheCity of Delta asked forinput onthe new locationfor Winskill Rec Centre, two ofthe three options included demolitionofthe Winskillforest (my grand kids callit “The Magic Forest”).
The third option reduces the numberof trees by at least half.
Peoplein our community are surprised and dismayed
Planting rowsof new
trees here and there is no substitute foranintact, mature forest.
We wouldlike to seea fourthoptionthat would preser ve virtually allof theforest that borders Winskill Park onthe north, west and south.
Winskillis currentlya multi-use park, not just a sportsfield.
Yet, instead of keeping theforest, the city’s plans include another baseball diamond.
The current balldia-
monds sit emptymost ofthetime. The removal ofany substantial part of this well-used forest is a short-sighted planthat is not intheinterests of currentnearby residents, orthe many apartment/ condominium dwellers soon to joinushere.
The forest is a free, low-maintenance feature of Winskill Park, andone that shouldcontinue to serve peopleofall ages and interests.

The City of Delta last yearprovided drinking water incompliance withthe BC Drinking Water Protection Act and the BC Drinking Water Protection Regulation. A 2023drinking quality report to councilnotes that staffconducted approximately 1,266 water sample tests from Delta’s drinking water distribution system, which were obtained from34 sampling stations.
Samples were tested on-site for temperature, turbidity and chlorine residual, whileanadditional sample was sent to
Metro Vancouver’s laboratory where it was tested for turbidity, chlorine residual, heterotrophic plate counts, totalcoliform bacteria and E.coli
Test were also donefor metals, vinylchlorideand disinfection by-products at several sampling sites. There are currently approximately 76 kilometresofasbestos cement pipe being used inthe municipal water system, but thecity doesnot test forasbestosinthedrinking water.
The report als o notes there was one sample that was accidentally contaminated during the sampling process which resulted in a posi-
tive test for E.coli.
Fraser Health was notified and resampling was immediately undertaken. The follow-up samples were clear andprovided confirmationthat the drinkingwater met all regulatory requirements and was safeforconsumption.
Detailed physical and chemicalanalyses were also performed on theartesian well water sourced from Watershed Park

One Sunday at Mass asthepriestwasgiving hishomily, a baby inthe frontrow suddenly started crying loudly
The motherdidher best to pacifythe child, but nothing worked, so finally, she got upand started to walkdown the aisle to take the baby into thecr yroom.
The priest stopped his preaching, and very compassionately called out to the mother, “That’s okay, you don’t have to leave. The childisn’tinterrupting me.”
The young woman turned aroundand said, “No, pardonme Father, but you’re disturbing my child!”
St. David’s Anglican Church
Thinkofthe responses you might hear a parent give to aninterrupting child: “Not right now.” “Ina littlebit.” “Justa minute.”

Have you ever been trying to accomplish something, sometask, andfoundthat you were nearly constantly interrupted? Just when we’re
getting productive, just when we feellike we might start checking thingsoff our to-dolist, just when we feellike we’re “inthe zone,” that’s when a streamof people knock onthedoor, or callonthephone, or just need a few minutesof our time
As a child I was taught, that interrupting is rude.
Today’s gospellesson from Mark finds Jesus being interrupted while he’s onhis way to the house of Jairuswhere he has been invited to heal his sick daughter. He’s on his way to heal a sick girl, whenhe’s interrupted bya woman who needs healing anddisciples whodon’tconsiderthe woman worth Jesus’ time. But Jesus always seems to have time The woman is healed immediately, and thegirl is later resurrected - each personis worth it to Jesus. We can be rest assured that Jesus would stopinhistracks forusinterrupted for us We are worth God’s time.

Carter Lundy’s dream to run withthefastest gota turbo-charge boost recently after winninga go-kart racein Osoyoos.
During thethree-day event at theArea 27 Motorsports Park in late June, Lundy shaved sometimeoffhis lapsand won the event onthe last day, settinga lap record— which led to a niceprize.
Winning that eventhas meant that Lundy,17, hasa full-ride scholarshipthefirst weekof August to the Jacques Villeneuve FEEDF4Driving Academy in Magny-Cours, France, southof Paris, andthe locationofthe Nevers MagnyCours racetrack.
Formula4 racing isfor juniordrivers. It involvesopenwheel cars andisanupward stepafter racing go-karts Engine sizes are limited to 1.6 litresand maximum horsepower outputof160bhp.
Oncethere, during a week of intense racing, Lundy has a chance to wina full season drivinga Formula4 car in 2025.
F4is a major stepupfrom go karts andthenext step towards possibly becominga F1 driverand joining guys like Max Verstappenand Lewis Hamiltononthetrack, though he’s realistic about that, says his dad,Craig Lundy.
“It’sa once-in-a-lifetime opportunity, to go to France
anddrive anF4 car inthis contest. Andheis very quick. He’s going withtheintentionof winning thewholething,” said Craig
Regardless ofhow hedoes, he’ll alwaysbe racing something, headded.
“He’s young and he’s got some skillandhe’s dedicated … and a lotof passion … kind oflike, seewhere it goes, but
it’s notlike F1or bust,” he added.
Carter has beendriving karts sincehe was four-years-old and racing competitively since he was 12.
He began racing in Tsawwassen at theold F440 track, thenmoved to Chilliwack to compete on the Greg Moore racetrack. He won the Tag senior championship
in2023and was also named rookieofthe year at the West Coast Kart Clubin Chilliwack.
“I’mexcited and very gratefulforthisamazing opportunity to represent Canada onan internationallevel. I think getting into anF4 car isthe next stepforme,” Carter said.
He added that it’s awesome to have theopportunity after winning theOsoyoos event.
“But I came to win. That’s always Plan A,” Carter said.
In addition to the real world of rubberandasphalt, Carter ’s involved withthevirtual world ofiRacing, oneoftheplatforms foronline racing.
Carter has raced online with thelikesof Verstappenand anotherF1driver, Fernando Alonso, his dad points out, noting that someofthe techniques of racing onlineare like racing onthetrack.
Carter was progressing with iRacing, but came to the point where, to advance, would require pursuing itfulltime. Instead,he wanted to get back onthetrack.
He couldalways return to e sports, Craig said.
The guy who can put in 40 to 60hoursa weekpractising onlineis going to be the best, Craig added.
But real-worldmotorsport racing is a pricey venture. A seasonof racing go karts can addup to $100,000. Carteris training hard but also raising money through sponsorships to cover travelcostsandnew racing gear.
He promises to represent thecommunity withthe goal of winning andbringing home a Formula4 championship trophy to Tsawwassen, saidhis mother, Nicole.
Despite thecost, “It’sa good family sport,” saidCraig.
“Whereverhe goes, (in future years) we can allend up back at thetrack, racing together.”
