Deltahopingto land Housing Accelerator Fund

It remains to be seenifthe City of Delta will have better luck obtaining federalfunding intended to helplocal government’s speed uptheincrease theirhousing supply.

The federal government, through Canada Mortgage and Housing Corporation (CMHC),created the Housing Accelerator Fund(HAF),focusing onaccelerating development and approvals, introducing zoning reformsandincentivizing key housing types. The first funding intake in August 2023 was for$4billionacross Canada

In March 2024, Delta was notified that it was not successfulinits applicationforany of that funding.

This July, theCMHC announceda second round (HAF2). That program consists

ofless than $400million, available to approximately 300local governmentswho were unsuccessfulintheirfirst application.

A Delta staff report notes the goalsoftheprogram remain the same.

Recently completing an

interim housing needs assessment, prior to submissionof an application,is“worthadditional pointsonthe application form andcouldimprove Delta’s chancesof receiving funding,” the report explains.

Sounding frustrated, Mayor George Harvieduring council’s Sept.9 discussion said, “Don’t hold yourbreath.”

According to theCHMC, “HAF2isexpected to result in permits being issued for 12,000more housing unitsthan would have occurred without theHAF, inaddition to the 100,000additional permitted unitsexpected fromthe first roundofHAFfunding.”A totalof87 B.C. communities applied inthefirst go-around and several received funding. It was announced last December that theCity of Burnaby, for example, would receive $43.4 million, while later it was announced theCity of North Vancouver would receive $18.6 million. However, Delta, which was oneofthefirst 10 municipalities to have beengiven a target fornewhousing units by theprovincial government, was informed its application had been rejected.

Noting theCMHC gave no insight onwhy Delta’s applicationforfunding was turned down, Coun. Dylan Kruger at thetime saidit was disappointing, sincethe application forfunding included tangible actionsthat were aligned with actionsthefederal government suggested citiesneed to take. Those actionsincluded updating plansand bylaws to allow foradditionaldensity, removing regulatory restrictionsand streamlining processes, pre-zoning lands permitting accessory dwelling units, reducing parking requirements, as wellascreating incentives foraffordablehousing.

Deltapolice readytoanswer callsonHwys.

Drivers witnessing traffic chaosonlocal highways could soon see quicker police response, when Delta policetake overanswering calls about crashesandcrazy drivers on Hwys 17A , 91 and 99.

The municipalforce was supposed to take over such duties from the RCMP’s BC Highway Patrol last September, and then last January, allowing the RCMP to focus solely onenforcement, such as speed traps, seat belt checks or CheckStops, but thetransition has beenshelved for several months

Now,the change is expected at some point withinthenext year, said Acting Insp James

Sandberg, withthe Delta Police Department.

Doing so will also allow RCMP to focus solely onenforcement, which meanthey could still be active within Delta, but it will be up to Delta police to respond to collisions, fatalities anderraticdrivers.

Sandberg saidthat BC Highway Patrolcovers a large area and relies on cooperating withlocal forces.

“We will be more responsive to calls for service and we’ll be in a better position to provide pro-active enforcement because we are already here …” said Sandberg. With a larger poolof officers, “We’ll be able to respond quite quickly because we’re closerand the mandateforfront line policing isgreater

thanwhat thehighway patrol mandate is, and as a resultofthat larger mandate, we have more people readily available.”

That will be because more officers located locally can respondmore quickly than a RCMP car which may have to come fromLangley

“Theanticipationis that thetransition will still occur sometime inthenearfuture,” Sandberg said.

Delta policealready patroland respond to incidentson Hwy.17.

They also assist RCMP when responding to incidentsontheother roads and ontheAlexFraser Bridge.

The department has already beenpreparing to take ontheextra work of being thefirst responder to what addsup to

another68 km ofhighway. The department did a study ontaking overthe highways fromthe RCMP andfoundit willcosta

milliondollarsa yearand require the eventualhiring ofanother six officers.

But the budget has been approved and the

policeare ready to hire more officers once a decision has been made

“We’re in good shape. There are plansinplace,” Sandberg said.

The AlexFraserBridge will be part ofthenew territory while Delta police willalso work with Richmond RCMPon responding to incidents inthe George Massey Tunnel.

The Surrey Police Service becomesthe policeof jurisdictionin Surrey on Nov. 29, but that won’timpact policing onhighways in Delta, Sandberg added.

Surrey policemedia relationsofficer Ian MacDonald, said RCMP willcontinue to be responsiblefor responding to incidentson Hwys. 99and1,in Surrey, when SPS takes over

Deltapolicewillsoonbeansweringmore calls forserviceonareahighwaysandtheAlex Fraser BridgeinNorth Delta.

OPIN ION

B.C. election nowa cointoss, pollingshows

MARIOCANSECO

Gl acierMedi a co ntributor

The two-party race forthe B.C. government that started earlier this year has solidified withthe disappearanceof BC United.

As was the case in2005,2009, 2017and2020, voters in B.C. will see three party leaders in debates and public appearances, instead ofthefourthey were exposed to in2001and2013.

Our first look at the electorate since July givesus a tight provincewide race, with the governing BC New Democratic Party at 44 percent (upthree points) andthe Conservative Party of BC at 42 percent (upfour points). The BC Green Party isthirdwith10 percent (unchanged), while three per cent ofdecided voters (upone point) would vote forother partiesorindependent candidates.

A severe gender gapis continuing to take shape, with47 percent of womenpreferring the BC NDP and48 percent ofmen ready to back the BC Conservatives

On the generationalfront, most

decided voters aged 55and over remaininthe BC NDP column (51 percent to 41 percent),while the BC Conservativesare first among those aged 35-54(46 percent to 42 percent). The raceis closer now among decided voters aged 18-34(40 percent for the BC NDPand39 percent for the BC Conservatives).

On a regional basis, fourof thefive battlegrounds have not changed dramatically overthe past twomonths The BC NDP holdscommanding leadsin Metro Vancouver(50 percent to 39 percent)and Vancouver Island (44 percent to 33 percent).

The BC Conservativesare looking like the BC Liberalsof yesteryearin two locations: Southern B.C. (where they leadthe BC NDP 51 per cent to 42 per cent)and theFraser Valley (where they are ahead57 per cent to 30 per cent).

The approval rating forallleaders improved in September: to 51 per cent for BC NDP Leader David Eby (upthree points), to 48 per cent for BC Conservative Leader John Rustad(upnine points)and to 41 per cent for BC Greens Leader Sonia Furstenau (up six points).

The “Best Premier” question – animportant indicatorofemo-

tionalconnection – findsincumbentEby infirst place with36 per cent, followed by Rustad with 27 percent and Furstenau with 12 percent. One infourBritish Columbians(25 percent) cannot choose any ofthemfortheprovince’s top political job.

On issues, housing, homelessness and poverty continue to dominate (41 percent, down one point),followed by health care (21 percent, unchanged),the economy and jobs(14 percent, unchanged),crimeand public safety (six percent, upone point), andtheenvironment (four percent, down two points)

The BC NDP remainsahead with womenandolder voters, but faces regional challenges.

Incumbent legislators inthe Fraser Valley, where seven ofthe nine seats went to the BC NDPin 2020,are not particularly safe. Still,in spite ofincreases in approvaland vote consideration, Rustad has notbrokenthrough as a “premier-in-waiting.”

Housing plans continue to divide communities

The last timeIlooked allmembersoftheTFN are Canadianscitizens

TheNDPcontinues to dividecommunities against each otherfor their own political gain.

City togive higher fines for illegalfireworks use

sg yarm ati@delta-optimis t. co m

Council last weekendorsed tougher new city penalties onusing fireworks without permission.

Althoughthecity banned the use of fireworks, except with a fireworks permitissued by thefire department, 18 years ago, thecommunitycontinues to experience illegal fireworks used by many residents

The use of illegal fireworks in Delta last New Year ’s Eve led to thepremature death of a someone’s horse after thefireworks spooked the horse causing the animal to flee where it was enclosed. The horse was injured and the owners were forced to put theanimal down

That incident prompted council to instruct staff to report back onthecity’s current fine structure for bylaw infractions on illegal fireworks, as well as recommend bylaw updates, particularly the use of illegal fireworks inproximity to livestock.

2025Budget Haveyoursay!

The bylaw updates include prohibiting the discharge within500metres of livestock properties, whilethe fines for allillegal firework activity will be increased to $500.

During council’s discussionon Sept. 9, Mayor George Harvie said theupdates would only be effective if actively enforced. Council agreed to have a report back from bylaw staff.

The council report statesthat almost all firework usage in Delta is illegal. The city only issued five fireworks permits in2023, but last yearissued 24 bylaw offencenoticesfor bylaw contraventions.

The bylaw updates will not solve all fireworks problems, but inthe absence of a broaderprovincialorfederalframework, they are theonly tools available, the report notes

The City of Delta hasa motion at this month’s Unionof BC Municipalities convention requesting theprovince work with local governments to amend the BC Fireworks Act and concurrently work withthefederal government to address the online sale offireworks.

Lasteffort in Octoberto complete Tsawwassen park restoration

pmeln yc huk @d elta-optimis t.co m

By the endofnext month, thefinaltripsup anddown the steep staircase below Fred Gingell Park will have been made, theplants will have been lovingly laidon to the slope, withonly time needed to turnthehill into a verdant passage from a suburbto the sea.

“We’re going to do about 540plants, and about 90 sword ferns,” said Blake Willson, who’s beencoordinating the effort in partnership with theCity of Delta

In the last six years, he and local volunteers have ripped out hundreds of invasive blackberry plants and Englishivyand, with thehelpofthecity, planted native vegetation.

About 180big trees have already beenplanted in Tsawwassen Beach Trail Park, whileforthe final part oftheproject, on Oct. 10and11,heand James Reeve willorganize theplanting ofthefinal few hundred plantsinthe southeast part ofthe park

Those remaining plants include Indianplum, salmonberries, snow berries,a fewvine maples, red dogwoods, and some willowsand a dozen red alders.

Asfor sword ferns,

Willson saidthey’rea part ofthelocal coastal Douglasfir ecosystem and can grow a metre wide “They’re just a natural part ofthe ecosystem thathave beenhighly regarded,” he said.

Afterwards, the park’s appearance willimprove quickly.

On the coast, trees can grow quickly, someup to a metrea year In 20 years, someofthetrees planted will be 50feettall, he said.

“It’s going to be like Memorial Park (nearby) inthe U.S. (Point Roberts),” said Willson, who’s a plant specialist.

He pointed out that Tsawwassenis part of a glacial terminalmoraine, leftafterthe last ice age, andwhich resulted in compacted tillthat’s rock hard.

The volunteer group, Friendsof the Tsawwassen Beach Trail, providesmost ofthe manpowerwhenneeded, such asforthefallplanting. Andthismonth, he’s looking for a bitofhelp with cleanup, on Sundays, at 11 a.m.

The park will stillneed a fewmore years of work to remove any returning invasive plants, Willson said,

Tree Canada is supplying theplants at no charge while15 helpers

from Rogers Cable will be there on Oct. 11 to complete most oftheplanting.

“It was really important to have a lotof people volunteering,” he said.

“To do something that hasa purpose, when you achieve something involving thecommunity, it’s really important,” he said.

Whiledigging out invasive plants last October, Willsonuneartheda rusted, double-barrelled, sawed-off shotgun, along with someshells, that could have belonged to Pansy MaeStuttard, a colourful resident who

lived ontheproperty on top ofthe slope inthe earlypart ofthe20th Century.

Andmost recently,he found a small rock, that had beeninscribed with Japanese characters that could have belonged to a Japanese workerin Tsawwassen,or Point Roberts, inthe early 1900s

Now,it’s nice to see the project done. “It’s wonderful. We have a lotof peoplecommenting on thearea, happy to see it happening. Every day, we get people stopping and saying, ‘Thank you.’”

A new direction for South DeltaUnited Soccer

The South Delta United Soccer Clubis turning the page and heading in a newdirection, onethat clubofficials hope will seea resurgencefor the community organization.

New board members have been elected, includinga new president, Rick Ocean, who recently announced thehiring of Adam Day asthe club’s director offootball, and Chris Cerroni, asthenewheadof coaching.

Both Day and Cerroni bring a wealthof soccer knowledge, as wellas a new sense of excitement andenergy, something the club has lacked the past few years.

“A parent informed methat the position was availableand if I was interested in speaking withthenew board,” said Day.

“Whenthese positionscome up, you don’tunderstandwhat is already inplace. It’s a community cluband a grassroots clubthat istrying to bebetter and do better

“Oneofthethingsthat is a passionformeis to share my experiencesinthe game, whether that isas a player, as a coach or a coach educator, to help thecoaches become better, which helpstheplayers become betterandthe club become better from a global perspective here in B.C. So that’s always the memo withthese sorts of roles

“That’s theambition to help the community out here.”

Day grewupinthe U.K. and went throughtheacademy system, then went to the U.S., playing college soccer forfour years.

He moved to the Vancouver area, whenhe was asked to tr youtforthe Vancouver Whitecaps.

At thetime, hisgirlfriend (now his wife), saw thisas a beautiful part ofthe world.

“I’ve been very fortunate to play and coach globally inthe U.K., andthe United States, but most of my time have been spent here in Canada and in Vancouver,” he said

“A coachisathief, in many respects, as we just tr y topass on good practices from everyoneelse and I enjoy that part of the job.”

Day said at thistimeof year in a grassroots soccerassociation, itisorganizing chaos.

“Peopleare away, they get to thelong weekend andthen it’s back to life, back to school, back to sports, so it’s usually a really tense period,” he said.

“We have someunique challenges inthat we didn’t have a technical staff, so that is part of my job and Chris’s job to bring good peopleinto thefootball clubandthat will be a challenge inthe weeks, months and years to come.

“It’s been a difficult start in that respect, but oncethe kids are onthefieldplaying and the coachesare coaching, that’s where you as a technical person can give your best support. Our job is to improve the vol-

unteer ’s experienceas a coach andtheplayer ’s experience working under a coach.”

Cerroni has beenthedirector of soccerdevelopment for the past nine years with BC Soccer. Prior to that, he worked ontheplayer-development side with Soccer Canada

“I’ve had some really good experiences at various levels andtheopportunity came up to work with Adamand some otherfamiliarfaceshere as well,” he said.

“There isdefinitelya buzz fromthe board level asthey have someambitions andtargetswhere they wouldlike to see the club go, andthen you have some goalsforthe makeupofthe club.”

Cerroni will be helping Day,

focusing oncoaching development andproviding more formal training forthecoaches.

“There islots of change with personnelandwhat that brings isfresh eyesand a newvision,” he said.

“We are alllooking for ward, ratherthan back There isoptimismonwhere the club can go and what theplayers can achieve.”

Ocean saidadding Day and Cerroni to the technical staffis a big move.

“Beyond excited isanunderstatement,” he said.

“Landing Adamas a director offootballis a huge accomplishment forallof South Delta, letalone our organization To thenalso be able to bring in Chris from BC Soccer–I had to pinch myself – isthis really happening for a small-town soccer club?

“Beyondtheir soccer resumes, they are just great peopleandthat’s why they have been so successful … just trueprofessionals.”

Ocean saidthey are trying to rebuildfromthegroundup

“Realistically, thisis a threeyearproject, where we will tr y to bring thecommunity together to create a best-inclass youth sport organization, not just soccer, but all sports.

“I think Adamand Chris see theopportunity that ishere, to havea clean slate,a fresh start, energized parents, an energized community, to really create something that could be very special.”
