Metro Vancouver residents feltan earthquake in the wee hours ofFriday, Oct. 4, raising concerns about the possibility of another, possibly larger tremor soon.
The quake, which hit just after 2 a.m., hada magnitudeof3.5,according to Earthquakes Canada, and was centred about 18 kilometres west of Tsawwassenand east of Ladysmith, at a depthof65km.
Just over a week ago, a 3.8-magnitudeshakerin Haro Strait was recorded about4 a.m., on Sept 26. That earthquake, centred 11km east of Sidney, andalmost 55km beneath the earth’s surface, was felt by hundreds of people asfarnorthas Nanaimoand south to Washington state.

Magnitude three orfour shakers don’t typically cause damage but magnitudefive ones can cause damage close to theepicentre. A deep, magni-
tude5.4tremor beneath Pender Island, in1975, caused high-risesin Vancouver to sway.
Any mentionof the Big One is enough to send shivers down a local’s spine, withoutany of the earth’s plates sliding.The apocalyptic event will occur, but itisimpossible to ascertain itstiming. Instead, a more likely scenario is a significant, albeitsmaller, quake in Metro Vancouver.
“It doesn’tmeanthat we are approachinga magnitude seven or higher earthquake… itcould be littlebitty adjustmentsalong the plate boundary. It isinteresting that we had two there, though,” he said.
Clague says the Big One involves, “a muchlarger slip” of a few hundred kilometres between the Juande Fuca Plate and the North American Plate, in the Cascadia subduction zone.
The magnitudeeight ornine earthquake woulddevastate Vancouver Islandand the Lower Mainland. Thankfully, this kindof event only occurs ever y 400 or500 years.
A more likely scenario will seea smaller slipalonga “faulton the Juan de Fuca Plate or a small patch on the crust,” he notes.

Conversely, theproject was designed to first supplya growing numberof marine vessels with LNG andthenultimately ship LNG toChina, which continues to increase its coal emissionsannually,according to the International Energy Association.
“According to TJLP, Tilbury Marine Jetty would support the Port of Vancouverinits ambition to create the world’s most sustainable port andopen up B.C.’s natural resources to marketsthat need low-carbon energy to displacecoal,” said the EnvironmentalAssessment Office report.
The assessment addressed concerns overshipnoise that can be harmful to the killer
whales ; italso looked at ship strike risks, finding whales to be vulnerable (or of“low resiliency”) to both.

“The cumulative risk ofall modelled cases associated with cargo loading at the jetty, including the risk from ignition ofan LNG spill,isonefatality every 10,000 to 100,000 years, withinan approximately 300metre radiusofthe jetty,” stated the EAO, regarding the risk of explosions

Adefence lawyer hasinvited a VancouverProvincial Courtjudge to findhis clientguilty of defrauding an Indigenous societyofmorethan $743,000.
Delta’s NormaJennyBird,former executive-directorofthe FirstNations EmploymentSociety(FNES), was chargedwith onecount offraudover $5,000, by the B.C. Prosecution Service.
TheRCMP saidin April2023that the offence is allegedtohaveoccurred duringaperiodfromOctober2010 to March2015.
“Several audits into theorganization’sspendingfoundthat Bird allegedly usedtheorganization’scredit cardfor personaluse. Theamountofthealleged fraudwas$743,295.69,”RCMP said. BirdappearedOct.2byvideo before JudgeHarbans Dillon.
Dillon said she wasdenying adefence application to keepcertain evidence

Thisletter is with respect to a City of Deltainitiative toclear outa section of city property between Sixthand 8a Avenue, on56th Street,in Tsawwassen. Forest by the Bay is a communitythat is bounded by 56th Streeton the west side, and Boundar y Bay cemetery on the north side
The city is eyeing removing another 100 trees along the Forest by the Bay span, (between Sixth and8a avenues) to emulate the wide walkway bordering the Southlands, just southof Sixth Avenue, touting this to be a requirement forbicyclesand pedestrians.
Thisis a fallacy in my opinion.
There is a distinct paucity ofbicycles or pedestriansusing thiscorridor.
The roadtrafficon56th Street has increased considerablysince the Southlands has become a realityand will become even more denseand vastly noisier,I suspect, once Southlands has reached itsfull capacity.

When maintained properly by the city, thisentire strip has, andalways has had, a charm of its own,farfromthe antiseptically barren parkade walkway asprovided by the Southlandsdevelopment.
There absolutelyis no benefit to the community fromthis strip’s removal andisdefiantly incongruent with Delta’s own established tree policy.

Voters have only two choices to make on Election Day

Jason McCormick knows the streetsof Delta, and Vancouverforthat matter, afterdrivinga TransLink bus for about 18 years, including five years inhishometown.
But now theLadner resident wants to help drive the NDP agenda asanML A for Delta South McCormick is running against long-timeincumbent and Conser vative Party of B.C. candidate Ian Paton and said there is a need forthecommunity to have a voicein government.
“When I saw the overall picture, I truly do believe the NDP is going to win this election and to have somebody in Oppositionlike we’ve had for the last seven years with no voiceandnoinput, really showsthat our community needs helpandthat’s what I want to do,” McCormick said during aninterviewinhis Ladner home
Here are his responses to theOptimist’s five election questions:
Q1. What do you think is the major issue currentlyfacing Deltafarmers?
Answer : It looks to melike they’re allmodernizing their equipment, so I thinkthat’s the transitionthat our farmers are dealing with, themodernization to green houses, versusthetraditionalin-field planting. Andthen, I guess, the future water restrictionsand the ability to set uptheir own
water reservoirs would be the mainissuesthat I would see.
Q2. Including, but not limited to thefuture crossing of the Fraser River, what do you see as the maintransportation issue facing Delta South?
Answer : As I drive the bus, because that’s what I dofor a living, I get to see all ofthe pinch points.I get to see allof theissuesthat affecttransportation withinthiscommunity … whetherit’s in Tsawwassen, you only have really two main access pointsthere.
Withtheincreased density that’s coming, theamount of cars that areon the road, we’re going to need to increase publictransportation.
You look at all those new homes behindthe mall,they need more bus service. We have ever ybody coming from Surrey to work at thatmall, comingfrom Surrey to work at Amazon. We need more infrastructure to get those people there and the best way to doit is with publictransportation.
Q3. What can or should be done to ease the housing crisis?
Answer : I’m really,actually quite happy with what this government isdoing because we’re up against highinterest rates and overwhelming demand.
There’s notenough supply onthe market. You look at how houses have increased three foldintheirprice since2010. This government iseliminating some red tape. They’re allowing constructionofsmall, multi-unitdevelopments, because you know what, we want our kidsandtheir grand kids to be able to stay inthis community.
Q4. Canada has seen record immigration recently. How have you,or would you, respond as ML A to this federal issue?
Answer : You’re right, itis a federalissue andwhen you look at, I saw the statisticson thenews, where they said1.3 millionnew Canadians last yearaloneandonly 500,000 housing starts So again,that showsan800,000housing-unit shortfall.
Andwhen you look at that no wonder, withthedemand outweighing the supply,orthe inventory ofhouses, pricesare just going to continue toskyrocket untilthey equal out… it’s simple economics.
One thing that theNDP wants to dois again,they’ve capped rent increases to try to keepitaffordablefor renting. Whether peoplelike itornot, oneofthe waysto increase the supply was to reduce theshortterm market, the Air BnBs That might not bepopular with some people but it’s helped get peopleinto affordablehomes

Q5. Boththe BC Conser vatives and the NPD have said that the y willor may cancel B.C.’s carbon tax. So, is there any difference between your parties on thisand what
happens to theprice of gasoline ifthe 17 cent-a-litre carbon tax is removed and how will you make upthelost revenue?
Answer : The carbontaxis federally mandated So the only way theNDP removes that isifthere’sa change inthe federal government and I think most Canadians can see that there probably will be a change andthat’s probably why it will comeoff
So how do you make up that difference? Obviously, the demand will go upfor gas. Again, withthelost revenue … there isn’t going to be any lost revenue, per se, because the part of the carbontaxthat’s working, isthe part where they’re hitting the big polluters andthat willcontinue regardless ofthe removal ofthe personal carbontaxwhich will be onthe gas.

Sowe’restartingtosee agriculturefacingtheupsand downsofclimatechangeand drought…WhenIwasakid growingupfarminginthe60s and70s,virtuallynobodyhad irrigationsystemsinDeltaand nowifyoudon’thavemajor irrigationsystemsinDeltato getwaterontoyourcrops, you’renotinbusinessvery long.
So,oneofourbigissues inDeltaisgettingasourceof freshwaterthatdoesn’tcontainsaltinit.We’restartingto gettoomuchsaltcomingup therivertoourirrigationpump station.Now,we’rewantingto movethepumpstationalittle bitfartheruptheFraserRiver, ...sowegetbetter,cleaner,
less-saltysupplyofwaterfor ourirrigationsystem.
Q2: Including,butnotlimitedtothefuturecrossingofthe FraserRiver,whatdoyouseeas themaintransportationissue facingDeltaSouth?
Answer: Oneofthenumber oneissuesisgettingbetterbus serviceforouremployeesfora hugeindustrialareaofTilbury IndustrialPark.Theother thingis,withthe(newFraser River)bridgeplanthatwe (thenBCLiberals)hadmovingforward,therewasgoingto betheopportunityforfuture rapidtransitrailtocomeover thatbridgeandeventuallyget arapidtransittracktosouth Surreyandpossiblytothe Tsawwassenferryterminal. WiththeNDP,they’resayingit’sgoingtobeatunnel (toreplacetheGeorgeMassey Tunnel)soiftheymoveahead withthistunneltheonlything we’rereallygettingoutofitisa walking/bikingpathdownthe
middleofthetunnel,whichI findkindofcreepyquitefrankly.Ifyou’reapersonwantingto navigatethroughthattunnelat night,it’sjustgoingtocreatea tunnelforgraffitiandwhatnot.
Q3: Whatcanorshouldbe donetoeasethehousingcrisis?
Answer: Weneedtounderstandthatinordertobring downthecostofhouses,we havetomakethemcheaper tobuild,soIthinkweneedto lookathowwecanprovide incentivestothepeoplethat areactuallybuildingthem,to lessenthewaittimeforpermits,theredtapeinvolved,the developmentcostcharges,and createanenvironmentwhere housescangetbuiltforless moneythanwhatthey’regettingbuiltfornow.
Q4: Canadahasseen recordimmigrationrecently. Howhaveyou,orwouldyou, respondasMLAtothisfederal issue?
Answer: Asyousaid,it’s afederalissue,soit’snot reallymypurviewtojumpinto somethinglikethis.Icantell youthismuch,immigration hasplayedahugeroleinkeepingoureconomygoing,especiallyinagriculture. Withoutimmigration,withoutpeoplethatwanttoworkin oursmallcoffeeshops,ourfastfoodchains,ouragricultural, picking,workingonharvesters, drivingtractors,wejustdon’t havelocalpeopledoingthat, likewedidinthe60sand70s. So,we’rereliantonthese peoplethathaveimmigrated fromothercountries,thatcertainlydon’tmindworkingin agriculturaljobsorworkingin theretail,fast-foodindustry. We’recertainlyshortonstaff. Youseethateverydaywhen yougointo,whetherit’satire shoporwhetherit’sadepartmentstore,weneedmore peoplethatarewillingtowork forpossibly,youknow,not hugewages.
Q5: BoththeB.C. ConservativesandtheNDP havesaidthattheywillormay cancelB.C.’scarbontax.So,is thereanydifferencebetween yourpartiesonthisandwhat happenstothepriceofgasoline ifthe17-cent-a-litrecarbontax isremovedandhowwillyou makeupthelostrevenue?
Answer: Ikeepjumpingbackandforthbetween whenIwasBCUnitedandBC Conservative,butIthinktheir policyandplatformoncarbon taxisverysimilar.Wehavesaid, rightfromthegetgo.TheNDP onlysaidthisliterally,only daysago,major,majorflipflop.We’vebeensayingthatfor overayear,thatwe’dgetridof thecarbontax,especiallyfor agriculture.Thetransportation offarmgoodsandproduction offarmgoods…isaddingto thecostoffoodinourgrocery storeswithcarbontax.

Get ready for delays on a busystretch of LadnerTrunk Road(Hwy.10)inEast Ladner.
The City of Delta has issued a request for bids for the construction of a Ladner Trunk Roadand112th Street culvert.
The work will consist of the removal of theexisting culvert, installation of a new culvert andheadwallas wellas restoration of the pavement structure.
It isintended that the contract will be awarded in October and construction is to commence as soon as possible.
The construction is to be completed by this December.
The working hours are estimated to be 7 a.m. to 7 p.m. Monday to Friday, and 9 a.m. to 5 p.m. on Saturdays. No work is permitted on Sundays or holidays.
The work hours maybe limited if significant complaintsare raised by surrounding residentsandthere isno other way to satisfy theirconcerns,according to thecity.

The City of Delta has rolled out itsplanfor a two-block, multi-use pathway that will connect Sixth Avenue to a brandnew recreationand aquaticcentre in Winskill Park.
But the Delta committee of the HUB Cycling group still wants a paththat will take those pedalling two wheels fromdeepin Tsawwassen to the South Delta Recreation Centre, just northof16th Avenue
There’s roomfor someoptimism however.
Neil Pope,Delta committee co-chair, saidthecity has taken a preliminar y look at the roadway from12th to 16th avenues and foundthere’s enough roomfor separated bike lanes and sidewalks, while keeping the same numberoftraffic laneson56th Street
“There isadequate spaceon 56th Street to do that,” he said, althoughnoting there’s nothing planned andnothing has beenfunded
“The goalis to have good, safeactive transportation along 56th Street,” he said.
Asthe populationdensity increases, “it’s crucial that we just don’t go down the path ofonly relying on vehicles for getting aroundandthat active transportation be thought of andplanned.
“If we don’tdoitduring the upcoming development, it’s impossible andor very expensive to doit lateron.”
“One way or another, these e-bikesande-everythingsare coming and we’ve got to think ahead of it. Right now,they’re onthe sidewalk,” he said.
The city’s cycling master planshows cycling lanesfrom Sixth to 16th Avenueasan identified need, Pope added.
Committee co-chair Roel Schootman saidthebike lanes should be continuous “I thinkit should be done properly Carr y itconsistently,
all the way through,” he said.
The cycling group raised the sameconcerns last year pointing out there’s little cycling infrastructure along 56th
Street. The city held anopen house Sept. 25 to gatherfeedback onits plansfor a northbound3.5m-wide multi-use pathway from Sixth Avenue to Winskill Park, at 8A Avenue, on the east sideof56th Street
The pathway will have LED street lights,a grassed boulevard and new signs.
Pope though pointed out there isnothing for cyclists southboundon56th Street, from12th to Sixth Avenue
A City of Delta email said that thecity’s cycling master planenvisionsprotected cycling facilitiesalong 56th Street, between Hwy.17and the U.S. border, andthe current project is to extendthe multi-use pathway between Sixth Avenueand8A Avenue, connecting Southlands to Winskill Park.
Otherbicycle lanesfor56th Street, will be considered by councilinfuture capitalplans.

Last December, following a public hearing, Delta council granted preliminary approvalofthe latest application by the Tsawwassen Golf and Country Club for theadditional townhouses at the site, located at 4800 Springs Blvd. and a portion of5133 Springs Blvd
The vacant site is withinthe ALR but was notactively farmed.
The proposal, which would see part of the site excluded fromtheALR, was then forwarded to theALC.
A previous application,which had also beengranted preliminary approval by councilin2017, was rejected by theALC.
At the last public hear ing, applicant Ron Toigo explaine d the revisionsin his latest proposal, saying the y should satisfytheALC.
Thos e include anoffer to place severalacres of farmland in Deroche, east of Mission, which isnotintheAL R, into thefar m reserve. The land to be include d is2.6hectares (6.4acres).
