B.C. political landscape uncertain,says Paton

It’s going to be days before heknows if his party willform government, orifhe will be back inOpposition,orifanother electionis just aroundthecorner.

That’s what Ian Paton told the Optimist Monday, following his re-electionin Delta South, in last Saturday’s (Oct 19) super-tight provincial election.

“Peopleare telling mehow it would be a good thing if I was minister of agriculture and peopleare also telling me, it’s too badI didn’t run asanindependent But, if Idid, andthe(B.C.) Conservatives form government, I would have been sitting inOpposition again. Now, I don’t know if I will get the chance Maybe, I just might, depending onthe recounts and final number,” he said.

According to Elections BC, with all the advanceandfinal voteday ballot boxes counted, Paton,who wasfirst elected in2017,finished with14,234 votes, or55.19 per cent ofthe vote.

His only opponent, the NDP’s Jason McCormick had 11,558 votes, equaling 44.81 per cent ofthe

After Paton was re-elected forthe Liberalsin 2020,the party went on to change its name to BC United.

He was expecting to run for BC United, but ended up joining the BC Conser vativesafter BC United bowed outof the election, suspending the partyin late August.

Noting it wasa surpris e theNDP got as many votes as it didin the riding, Paton saidheisn’t so sure the BC Gre en Party would suppor t theNDP provincially,considering there has be en a serious falling out betw een the tw o parties

That meansanotherelectioncould soon be onthehorizon, something that nobody isallthat keenfor, headded.

Final countdownunderway inB.C.’s nail-biting2024 election

It’s thefinalcountdown,on Oct. 26 Untilthen,it’s a waiting game with resultsfrom at least two ridings hanging inthe balanceand possibly determining whethertheNDPorthe Conser vative Party of B.C. governthe province.

According to Elections BC, even thoughtheinitialcount fromOct. 19 electionnight isfinished, candidates cannot be declared officially elected untilthefinalcount has beencompleted,a process which runsfrom Oct. 26 to 28.

Ballotscounted onelection day,during theinitialcount, includeadvance ballots, ballots cast on voting day and mail-in ballots received before the closure ofadvance voting.

Most ofthe ballots in thefinalcount willinclude mail-in ballotsthat arrived afterthe close ofadvance voting andup until 8 p.m. onelectionnight, as well as ballotsfrom outside a voter’s district made at a voting station with manual counting.

Elections BC says that a roughestimate isthat 49,000 mail-in ballots will be considered inthe finalcount.

The finalcount process also involves furtherquality-assurance checks from the initial count on voting day.

Voting results will be updated this week to correctany transcription errors.

For ridingswhere the top two contenders had less than a 100-vote differential,a recount automatically will take place. That will happenin Juande Fuca-Malahat and Surrey City Centre ridings and willtake placeduring the final count.

Following thecompletionofthe initial count of ballotson Oct. 19 to 20,a total of 2,037,897 ballots had been cast, themost everin a B.C. election,and producinga voter turnout rate of 57 percent.

Most votes, 99.72 percent, were counted by earlyOct. 20. Some results were delayed because officialsdouble check that results are reported accurately before confirming a number, said an Oct. 20news release from Elections BC

Withthefederalinquir y into foreign interferenceongoing inOttawa, Elections BC saidit’s participating inan Election Integrity Working Group composed ofprovincialandfederal partners to address any threats to the electoral process.

“While we haven’t seen specific instances of foreign interferencein a B.C. provincialelection,the risk is real andis a concern for us,” said Melanie Hull, with Elections BC.

The Election Integrity Working Group shares information at anon-classified level so that the responsible agency can address any emerging threats to the electoral process, sheadded.

While non-citizens can becomeelectionofficials, all must be legally entitled to work in B.C.

“Electionofficials take an oath to

perform theirdutiesinanimpartial and non-partisan way and must not actin a way that could cause theirimpartiality to be called into question,” Hull said.

If Delta students were to decide,Delta South provincialelection candidateIan Patonwould have wonthe riding.

That’s according to the resultsof the 2024 Student Vote,that sawnearly 180,000elementary,middleand secondarystudentsin B.C. participatein their ownvotecoinciding with the B.C. election.

StudentVoteisa programofCIVIX,a non-partisan registered Canadian charitydedicatedtostrengthening democracy through civic education.CIVIXprogrammingfocuseson elections, government budgets,electedrepresentativesanddigital medialiteracy.

Accordingtothe StudentVoteresults, the BC NDP took36.7 percentofthe popular vote in the provinceand won44seats,forminga minoritygovernment.

Meanwhile,the BC Conservative Partywould form the officialOpposition with40 seatsand36.2 per centofthe popularvote.

NDPCandidateJason McCormickwas second with just over48 percent of the vote.

In Delta North, the NDP’sRaviKahlon came outontop with just under44 percent of the vote,wellahead of RajVeauli with the Conser vatives(29.5 per cent), Nick DickinsonWildefor the GreenParty (justunder20 percent) and Manqoosh Khan with the Freedom Party of BC (7.4 percent).

TheStudentVoteexercisesaw studentsalso takeonthe roles ofelectionofficialsandcoordinatedthe votingprocess fortheir peers.

Delta will have a new Memberof Parliament afterthe next federalelectionis called.

In a statement on socialmedia Thursday (Oct 17), Carla Qualtrough announced that she recently advised Prime Minister JustinTrudeau that she would not be running inthe next election.

“Deltais a wonderfulcommunity Deltans are caring and resilient. Thank you for putting yourtrust inme and my team. You invited usinto yourlives and shared your triumphs and challenges. We have done great things together,” she said.

The Liberal MP’s statement goes on to express gratitude to Trudeau for putting histrust inher, as wellasthanking her family.

She was first elected forthe Liberals in 2015,when South Delta and North Delta were combined into one federal riding and won the subsequentelec-

tions in2019 and 2021.

She isthe current Minister of Sport and Physical Activity,previously serving as Minister of Employment, Workforce Development and Disability Inclusion, Minister of Accessibility, Minister of Public Services and Procurement, and as Minister of Sport and Persons with Disabilities

Prior to entering politics, themother of four wasa human rights lawyer and Paralympic swimmer

Qualtrough noted she had “mixed emotions” in making herdecision but is “excited to see what comes next.”

Several otherfederal cabinet ministersalso announced theywould not be seeking re-election, which will resultin the need fora cabinet shuffle.

Agroupof Liberal MPs reportedly were to ask theprime minister at this week’s caucusmeeting to stepaside before the next election, but there is no indication Qualtrough is among them

City of Delta releases proposed 4.75%property taxincrease

The average homeownerin Delta will seea $192increase intheirproperty taxesnext year.

The City of Delta has released its proposed increase for2025,a4.75 percent hike, inaddition to a two-percent recreation capitalinvestment levy.

The city has beenundertaking a new publicconsultationprocess as part of anupdated budgetprocess, releasing the2025Draft Financial Plan sooner thanprevious years.

According to thecity,theplanproposes continued investmentsincommunity infrastructure, with$153.1 million dedicated to new recreation, roads, drainage, parks, sewer and water projects to supportDelta’s current and futureneeds

One ofthe major projectsfunded inthedraft2025 budgetisthenew Winskill Aquaticand Fitness Centre.

The project includes anewaquatic and fitness centre and redesign ofthe

balldiamonds, for a totalof$130 million, with$10 million inthe 2024 budget, and$60 million in each of2025 and 2026,thecity explains

Aspresented to councilin early 2024, thecity isplanning to primarily fund that project by borrowing.The borrowing will be serviced throughthe recreation capitalinvestment levy.

Anotherconsiderationinthis year ’s budgetistheupcoming increases to the Metro Vancouver sewer levy charge to Delta, primarily due to rising project costsforthe North Shore Wastewater Treatment Plant.

Following a reviewofthe2025Draft Financial Plan at council’s regular meeting on Monday,Oct. 21,the secondphase ofthe2025 budgetengagement program will begin.

The consultationincludes in-person open houses thatwill be held: Thursday,Oct. 24, NorthDelta Centre for theArts, from 6 to 8 p.m. Saturday, Oct. 26, South Delta Recreation Centre, from10 a.m. to noon.

The Delta Police Department says it has completed anextensive investigation,aninvestigationthat involved theexecutionof search war rants in Deltaand Richmond,in November 2022.

During theoperations, investigators seized a significant quantity ofillegal drugs, cash, evidenceofdrug trafficking, as wellas fourfirearms, according to a DPD news releas e, Oct. 18.

Asignificantquantityofillegaldrugs, cash, evidenceofdrugtrafficking,as wellas fourfirearms wereseized.

Initially, bothindividuals werereleas ed pending furtherinvestigation.Asof September 2024,Crow n counsel has for mally approved 30 charges against Devon Bainsand Elliot Bains, encompassing allege d offences relate d to drug trafficking and firearms. If you’ve spent any time scrolling through socialmedia, you mighthave noticeda surprising numberof self-proclaimed traffic-engineerexperts among us

The common refrain is heavily car-centric: “I want to get my vehiclefrom A to B asfast as possible, and I want plentyof parking when Iarrive.”

Having recently returned fromtravelin Western Europe,I had theopportunity to do a lotof walking, and I have someobser vations that we might do well to considerif they were proposed by theactual expertsin roadengineering andcommunity planning.

In Europe,the pedestrian experienceis markedly different. One key design feature isthat crosswalks are often offsetfromintersections, allowing pedestrians to avoidenteringa crosswalkwhile potentially intheblind spotof turning vehicles.

Crosswalk signalsare also designed to facilitate crossing inonedirection of traffic at a time, creating refuge islandsinthe centre median, before crossing the other direction.

These features,which align with Delta’s Vision Zeroroad safety strategy, enhance pedestrian safety by simplifying the crossing process for pedestriansand drivers.

The differencesextend

In many Europeancities, mixed-use zoning isthe standard,integrating residential areas with ever yday shopsand services within easy walking distance.

While we are beginning to see some success in blending zoning innewer projects, introducing mixed zoning into established areas can often be met with apprehension.

We don’t even have to travel to Europe to experiencethe benefitsofmixeduse zoning; we can see it inthemixed-density retail andcommercial areasof Oak Bay or James Bay,in Victoria, andin several neighbourhoods inthe Metro Vancouver area.

Ironically, by moving away fromtransportation planning asanexercise in maximizing vehicle throughput and,instead, emphasizing planning for pedestrians, we can reduce roadcongestionand decrease delays fordrivers —a win-win scenario.

It’s time to rethinkany assumptionsthat mixing shopsand services with residentialareas or adding housinginto existing towns leads to increased trafficproblems.

Whendonethoughtfully,this approach could foster more liveablecommunities, reducethe numberof vehiclesonthe roads, andenhancethe overallquality oflifefor our communities

The2024election wasa major failure for B.C. and it ’s got nothing to do with partisan gainsorloss es. It wasa flop by the central measure ofar riving at a definitive conclusion. The main goal was to make a de cisionand get on with it. Thisonedidn’tdecideanything, whichcreatesinstabilityandfragility.

A 1.03 percent differenceafter almost two million voted, basically means B.C. couldn’t make upitsmind.

The NDP ’s one-seat edge overthe B.C. Conser vatives oneshor t of a majority, subject to re counts makesa four-year term unlikely.

The uncertainty onelectionnight was enormously exciting But when that carr iesthrough to the next government, it ’s going to get oldfast.

Barring a long-shot change inthe count, the NDPw ill work out an ar rangement withthe Greens to get someshaky controlofthelegislature andtr y to carr y on.

Greenleader Sonia Furstenaulost the Victoria-Beacon Hill riding. She’s stilltheleaderand saidonelection nightshe wants to,“mentor, guide andleadthe partyanyway I can.”

She indicated Monday sheplans to stay asleader But herloss ble eds away someofher authority tobargain withtheNDPon terms and conditions. She’s onthe outside looking in. Whatevershemight negotiate, it ’s the tw o newGreen MLAswho have to live withit.

The NDP-Green minority agre ement in2017aros e whenthe y were both optimisticandexcited about their respective perfor mancesin theelection. It survived thre e years, partly be caus e of a warm relationshipthat developed betw een thenpremier John Horganandthen-

The NDP will have to get friendly withnewGreen MLAs Rob Botterell (Saanich Northandthe Islands)and Jeremy Valeriote (West Van-Sea to Sky)in a hurr y.Any understanding about suppor t could be month-bymonth, which doesn’t make for a se cure mandate.

The two parties have marked differencesonthe carbontax,involuntary care foraddicted peopleindesperate straits,the LNGindustryandtaxation. Als o, Greens standforimmediate impositionof a newproportional representation voting system The NDP refus ed to includethat inthe 2017confidence agre ement, but put it to a referendumin2018,where it was defeated.A major change inthe voting system was als o defeate d in 2005,and againin2009.

Deltacouncilthis week discussed a preliminar y concept forthenew Winskill Aquaticand Fitness Centre, showing how the resultsofthe first phase ofthe public engagement program have beenincorporated into theplan.

In addition to introducing thepreliminar y concept, the staff report also providesupdates on the project cost estimate, a planfor reforestation, relocationoptionsfor disc golf, next stepsfor publicengagement and a grant application.

Among theupdates, a contractor will begin mobilizing on Oct. 28, to begin removal ofan estimated 166trees inthe western part of Winskill Park to facilitatesite preparationandconstructionofthenewU15 balldiamondandthe relocated U13 balldiamond in2025.

As far as thepreliminary reforestationplan, the report explains, “These areas include the perimeterarea outsidethenewand relocated baseballdiamonds, around a potentialcommunity plaza, alongfuture walkways, withinthenew parking lot, and southofthe existing parking lot The perimeter reforestation area would include a new walkway. Approximately 275-300 trees aroundthe new and relocated baseballdiamonds would be retained.”

The report adds, “Theexact numberof replacement trees will be determined following thedetailed reforestation analysis, but preliminar y estimates would see the city planting between 375 and400newtrees. More detailed reforestation plans will be presented in early 2025.”

Council last month decided to proceed with a revised reconfigura-

tionoftheplayingfields at Winskill Park to also includethefourth baseballdiamond to be constructed inconjunction withtheotherimprovements.

Council voted in favourofproceeding with preparing the site forthe newdiamondintimefor the2025 season, rather thanthe optionofdeferring it.

Another report this summernoted that Delta retained anindependent arborist to complete surveys and reports for the Winskill Park trees back in2020. Two reports were completed, withan updated field reviewin June2024.

The updated surveys showed that approximately 46 per cent ofthe trees are in poor condition.Ofthe 490 trees surveyed, only 16are in good condition,while 247are inmoderate conditionand227are in poor condition,according to the report

The Delta Police Department wants to ensure thecommunity continues to enjoy safecelebrationsthis Halloween.

A report by A/Chief Guy Leeson to the Delta Police Board notesthat in 2022, Halloweenin South Delta saw significant disturbances, including property damage and injuries caused by fireworks.

In 2023, policeimplementeda strategy aimed at preventinga repeat, and a positive turnaround was experienced.

“Ourfocus for Halloweenthis yearis againon overallcommunity safety forenjoyable celebrations, with a par-

ticularemphasisonthe risks posed by firework usage. Bylawsareone of the several tools our team willuse in a broader and multifaceted strategy to mitigatethese risks andescalated enforcementactionsunder the Explosives Act and Criminal Code may also be used asnecessary,” the report notes.

The strategy focuses onproactive public safety messaging, early engagement withlocal youth, strategicdeployment at key locations, enhanced enforcement andvisibility andcollaboration withtheCity of Delta, Delta Fire and Emergency Services, and Delta SchoolDistrict.

“Whilecoverage during peak periods like Halloweenisincreased,

callsfor service will be prioritized according to standard operating procedures, with a focus on preserving life, property, andcommunity safety…I muststress theimportance of our community,especially the younger community members, following fireworks bylaws to help ensurea safe(Halloween),” the report notes.

A regional approach is essentialinfully addressing thebroaderissue of fireworks accessibility,the report notes, adding the recent fireworks bylaw amendmentsin Deltafor protectionforlivestock is a stepinthe right direction.

City council last month endorsed toughernew city penaltiesonusing fireworks without permission. Although the

city banned theuse of fireworks, except with a fireworks permitissued by thefire department, 18 years ago, thecommunity continues to experience illegal fireworks used by residents.

The bylaw updates will not solve allfireworks problems, but inthe absenceof a broaderprovincialorfederalframework, they are theonly tools available, states a city staff report.

A City of Delta motiononfireworks was endorsed at last month’s Unionof BC Municipalitiesconvention, requesting the province work withlocal governments to amend the BC Fireworks Act and work withthefederal government to address the online saleoffireworks.

Ladner’s Ferry Road Boat Launchtobe replaced

The City of Delta is advising residents that, starting Oct. 28,the ramp and parking area at the Ferry Road Boat Launch will be closed to all users as crews begin work on a replacement.

The removal andconstructionofthe new boat launch is expected through Feb. 15,2025. The closure period is to limit impact to the local fish habitat and to minimize disruptionduring thetraditional peak boating season.

The City of Delta has beenplanning forthe reconstruction of theexisting boat launch, located at thenorthend of Ferry Road,which has reached the end ofits service life, with replacement of the float systemandthecomplete

reconstructionoftheconcrete ramp.

The replacement boat launch will have improved functionaluse outsideof high-tideconditions, thecity notes.

Total cost oftheproject was budgeted at $1.65million.

Meanwhile, thecity is also planning a replacement forthe boat launch ramp at Wellington Point.

That boat launch’s wooden float system was replaced in2022andincluded theinstallationofnew piles to restrain the float system

While the top three-quarters ofthe concrete ramp isin relatively sound condition,the lower quarter isdeteriorated andbroken withthe waterside edge ofthe ramp being noticeably undermined,according to thecity.

A complete replacement oftheconcrete ramp is required

South Delta went onanine-play, 65-yarddrive, capped by a Quinn Kirincicquarterback sneak.

After severaldefensive stops by both teams, South Delta tooka14-7lead when KirincichitEaston Geisbrechtfor a 77-yard catchand run.

This year, the Delta Sports Hallof Fame willhonour seven newmembers and eight 2024 Sport Champions.

They will joinmore than 250 individuals, teams, andorganizations recognized by the hall since2005.

“These honorees have risen to the top throughcountless hours of perseverance andcommitment to their sports and teams,” said Rick Lewall, chairof the Delta Sports Hallof Fame. “Our thanks go to the sponsors who support the attendanceofthe athletes, coaches, volunteers, and teams at our banquet each year.”

Hallof Fameinductees are residents of Deltawho have attaineda level of excellenceasan athlete, team, coach, builder, pioneer, or sponsor, based on their lifetimeachievements.

One ofthis year’s inducteesis Tsawwassen’s Sarah McManus.

She started playing fieldhockey at age eight and soon excelled onher cluband school teams.

In 2010, she was selected forthe national teamand went on to represent Canada in216international matches – the second most ofany member ofthe women’s team. She competed in four Pan American Games, three Commonwealth Games, one World Cup, and numerous otherinternational tournaments.

She remainsinvolved inher sport as a member ofthe board ofthe Tsawwassen Falcons HockeyClub. She isproud to continuethelegacy of Tsawwassenfield hockey athletesandisgrateful to role modelslike Mark, Peter and Rob Short, Ali Johnstoneand Mark Pearson.

Hewaspredeceasedbyhisparentsandhis belovedsisters,BettyandHelen.Joeissurvived byhisnephewsBillandDavidandhisdevoted wife,VictoriaPresley, whowastrulytheappleof hiseye—whentheyweren’tbickering,ofcourse. Theirspiritedrelationshipwas atestamenttothe loveandjoytheysharedthroughouttheyears.

Joededicatedmostofhisworkingcareerto being adrywaller,honinghiscraftwithprideand skill.Afterretiring,hefoundanewpassionindog walking,bringinghimimmensejoyandcountless furryfriendsintohislife.HelovedridinghisHarley around.Hiscolorfulstories,sharppoliticalviews, andunparalleledsenseofhumourwillbedeeply missedbyallwhoknewhim.

Robertawasbornon aremotefarmasthemiddledaughterin afamilyoffive girls(Dolores,Pat,Roberta,Kathy,andMarg),growingupin Avonlea and Qu’Appelle,Saskatchewan.Herparents,JimandSybilHayes,wereunique individualswith akeeninterestinnature,raising fiveintelligent,independent, feistygirlswhoeventuallyresidedallacrossCanada.Laterinlife, thesisters regularlytravelledtogetherinternationallyonextended,laughter-filled“sisters trips.”

GordonandRobertamarried nthe historicSt.Peter’s AnglicanChurchin Qu’Appellein 1957.TheylivedinReginafor afewyearsbeforemovingto Saskatoon,wheretheystarted afamily.Robertawasaskilledhomemaker,and herdaughtersstillmarvelatherexpertiseingardening,cooking,canning,and sewing(evenmakingtinyBarbieclothes)whilecaringfor threegirls.Thefamily movedto Vancouverin1970,residinginTsawwassen. Livingonthe WestCoast was arevelationforRoberta,wholovedvisitingthebeachesofBoundaryBayor PointRobertsseveraltimes aweek.

Gordonbuilt aWhistlerskicabinwhenthegirlswereteenagers,andthefamily spentalltheirweekendsandholidaystogether,oftenwithfriendsand boyfriendsintow.Whistler wasaspecialplaceforRoberta, who lovedthe changesofseasonandlongwalksinthewoods.

RobertalovedtotravelwithGordonorherdaughtersandfamily,particularlyto Maui,wheretheymadeanannualpilgrimagein November.KeawakapuBeach wasafavourite,whereshewouldmeetupwithher Mauifriends,walkthe beachandswimintheoceanforhours.Many girls-onlytripstoMexicowere takenbyRobertaandherdaughters

Robertaplayedanactiveroleinthelivesof herdaughtersand granddaughters, providinganexcellentsoundingboardandgoodadvice.Shecommunicated almostdailywithhergranddaughters,withfrequentvisitsaftertheymovedto California

Robertawasanavidreaderofallgenres,readingover70books ayearanda memberofseveralbookclubs.Shehad agreatsenseofhumourandwasvery engagedwithworldnewsandcurrentevents,yieldingstimulatingand often veryfunnyconversations.

Robertawasveryproudofherfamily,andallgatheredtogetherasfrequentlyas possible,ofteninthebackyardforbarbecueswith aspritzerinhand.She enjoyedtheneighbourhoodget-togethers,includingthe Fridaydrivewayhappy hour.Robertawasthepillarofher familyandinstilleda strongsenseofhowto be agoodpersonandcitizenoftheworld.Shewillbegreatlymissed,butour memoriesofheras abelovedwife,mother,grandmother,sisterandfriendwil liveon.
