It was one of the first churches in the Lower Mainland to make its meeting hall available to groups of men and women new to recovery from addiction back in 1948. At that time, Alcoholics Anonymous was in its infancy and not at all well known, but the Ladner United Church opened its doors in a spirit of compassion and community. This is such a wonderful heritage for our community and the benefit to the citizens of South Delta throughout the decades has been immeasurable. Continuing to provide meeting space for individuals and families dealing with addiction is anchored into renovation plans, and for this I am most grateful as all of society benefits when someone finds healing from addiction. I am confident that just as South Delta came together to ensure the building of the facility we call the “Little House”, so too is it coming together to support Reverend Jim Short and his team at Ladner United Church in doing a masterful job of restoring this magnificent heritage site. Delta council got an earful Monday from opponents of the controversial Fraser Surrey Docks coal handling application. Several dozen showed up to hear civic politicians debate a motion calling for a full health and environmental assessment, but they were not pleased with the outcome. Fraser Surrey Docks recently commissioned its own environmental study that concluded its proposal is “not likely to cause significant adverse effects” on the environment or human health. Port Metro Vancouver’s 30-day public comment period on that assessment ends Dec. 17. Opponents want the port authority to consider the full health and environmental impacts of transporting coal by rail through the region, however, port CEO Robin Silvester told the Vancouver Board of Trade last week the required assessment has now been done. Several communities, including Surrey, have come out in opposition to the proposed coal terminal until a comprehensive assessment is completed, finding the recently released report unsatisfactory. Until now Delta has expressed concerns but wanted more information about the proposal, well below the level of opposi-

tion expressed elsewhere. That appeared to have changed earlier this month when Coun. Bruce McDonald put forward a motion requesting an independent health impact assessment be conducted on existing and proposed coal handling facilities. His motion was debated this week but Mayor Lois Jackson, much to the chagrin of many in the audience, asked for it to be deferred for another week until a staff report is also available. He told the Optimist afterward he couldn’t understand why Delta isn’t following the lead of other communities that have already voiced their opposition. “There’s something wrong here that they aren’t supporting all the municipalities. I’m not opposed to Westshore Terminals (in South Delta), they’re doing a fine job, but come on, we don’t need extra dirty coal and ruining our own community and our health.”

mind for industry, the port authority and local and provincial governments. “With Metro Vancouver estimates placing the region’s remaining supply of industrial land at 10 to 12 years based on current consumption patterns, and industry forecasts predicting ongoing annual increases in container traffic and cargo shipments, a compromise solution is increasingly likely to be legislated rather than mediated,” the report states.

SFPR to open, at least partially, Sunday Ribbon-cutting date yet to be announced, but new highway expected to fully open sometime next week BY

The South Fraser Perimeter Road is set to open in a matter of days. Crews have completed most of the major works in order to open the highway, Delta council was told Monday. An official ribbon-cutting date hasn’t been announced, but it’s expected sometime next week, said municipal transportation engineer Doreann Mayhew. The new highway will be officially called Highway 17, while the old Highway 17 is to be renamed Highway 17A. Part of the new road will be open to South Deltans starting this Sunday and,

like it or not, drivers will have to use it. That’s because it was just announced that a section of the old Highway 17 will be closed for paving and ramp construction between 34B Avenue and 28th Avenue. The closure will be in effect for five days. Traffic to and from Deltaport Way won’t be affected by the closure, but access from Deltaport Way east to the existing Highway 17 north will be restricted to passenger vehicles and local truck deliveries. Those exiting Tsawwassen headed to the George Massey Tunnel will be funneled onto the South Fraser Perimeter Road, which will take them to northbound Highway 99.

Those leaving Tsawwassen bound for Ladner can stay on 56th Street and proceed to Arthur Drive/53rd Street. Meanwhile, those travelling south through the tunnel headed for Tsawwassen can proceed along Highway 99 to the new South Fraser Perimeter Road exit. The other way is to travel down the old Highway 17 for a while, but drivers will be detoured via Deltaport Way. From there, they will eventually reach Arthur Drive/53rd Street. Council this week was also told Delta received approval from the province for two signs along Highway 17 and 17A to promote Ladner and Tsawwassen to passing

motorists. Costing $50,000, the first sign promoting Tsawwassen will be placed on Highway 17A near 56th Street. The second sign promoting Ladner will be placed on Highway 17A near Ladner Trunk Road. Concern was expressed the Ladner sign will miss drivers who are already on the South Fraser Perimeter Road. Noting Delta had applied for four signs but had only been given permission for two, engineering director Steven Lan said the Tsawwassen sign would be altered to include mention of Ladner on the bottom. Red Nose volunteering provides church members way to serve 25 from Ladner Baptist are helping with annual safe driving program

For Jayson Oldham, associate pastor at Ladner Baptist Church, the light bulb went off in a clear and concise way on a problem he was interested in solving. “Our church was thinking of ways we could service the community to show our care and love in a tangible way,” he said. The answer came to him as a result of conversations with friends. “Why recreate the wheel and try to do something new when Operation Red Nose has been servicing the community in such an effective way. We just needed to jump on the bandwagon and be pro-active in our community.” It didn’t take long for 25 church members to step up and join this national safe driving campaign. “It was such a relief to hear they were helping out as our service has become so popular that our need for volunteers is greater than ever,” said Carlene Lewall, co-ordinator of Operation

Lewall said the next two Saturdays as well as New Year’s Eve will be high in bookings but short of volunteers, so the public is being asked to give volunteering a try this year. Ladner Baptist Church volunteers range in age from the early 20s to the late 70s and will be working in teams of three: one to drive the client and their vehicle back home, a navigator to help them find their way and an escort driver that follows the client’s car.

The night begins at 8 p.m. with training at Delta Gymnastics Society, the host organization in Ladner. At 9 p.m., volunteers are sent to various pubs and Christmas parties to raise awareness in the community about the service. “Calls begin to pour in starting at 10 p.m. and they keep coming strong until 3 a.m.,” said Lewall. For the last 11 seasons of Operation Red Nose, the Delta-Richmond campaign has provided almost 4,700 rides to people and their

vehicles. With an average of three people per vehicle, it equates to about 14,000 people benefiting from the program. “We encourage other groups to come forward and support this incredible campaign,” said Oldham. “We hesitated last year and by the time we were ready it was too late.” All volunteers are required to complete a free criminal record check, which, Lewall said, the Delta police do an amazing job of processing quickly. MURPHY’S LAW Just because you say so doesn’t make it true. While I cruised around Sunday night, adding and deleting addresses to the list of Christmas lights we publish every year, I found myself on Ladner’s Westminster Avenue just east of Elliott Street. It’s a recently paved stretch of road, and while I was initially struck by the smooth ride I was experiencing, what soon caught my attention were the bike lane symbols freshly painted on the asphalt. The reason I began noticing the new markings is primarily because I started driving over them. No, it didn’t have anything to do with the prior consumption of adult beverages, however it could be traced to the fact that as much as the symbols suggest there is one, there really isn’t a bike lane along that stretch. It’s a nice idea, but there simply isn’t enough space. At one point I decided to steer clear of the symbols as if to simulate the width of a bike lane that drivers shouldn’t enter. To do so meant I had to cross the centre line by a significant margin, enough to throw a scare into the driver coming in the other direction. I’ve seen these phantom bike lanes elsewhere, including along Harvest Drive, and long wondered exactly what they’re hoping to accomplish. There’s no demarcation from the vehicular traffic, so they don’t provide cyclists with the necessary separation or safety that bike lanes are supposed to afford. Consequently, you don’t see many bike riders taking advantage — if that’s the right term — of these so-called lanes. As I made my way toward Tsawwassen via 52nd Street there were more bike lane signs, but at least this time two-wheeled transportation was separated from the four-wheeled variety by a solid white line, allowing cyclists to use a paved shoulder. It’s not an ideal situation on a narrow farm road, but it’s a heck of a lot better than simply painting symbols on roadways and pretending that bike lanes exist. Having said that, I do like the notion of using symbols to replace actually doing the work. I’d love to be able to pull out a “Leaves Raked” sign for my front yard every fall, hoping against all odds that somehow my wife wouldn’t notice that she could no longer see the lawn. A “Clean Laundry” sign beside the hamper would be helpful too, particularly on those Sundays when the Seahawks are on the tube. But, alas, life doesn’t work that way unless, of course, you’re the guy in charge of creating bike lanes.

COMMUNITY COMMENT Last December I volunteered for Operation Red Nose. I didn’t think staying up until 3 a.m. traipsing around Richmond and Delta was going to be a whole lot of fun. Sure, when it was over I was pretty tired, but between the people I was partnered with and the people we drove home, I had a great time, and vowed to come back again this year. I really didn’t want to have the same experience, so I stepped up for a very important job: I volunteered to be Rudy. Rudy is the mascot for Operation Red Nose. As you can guess, I was going to be dressed as a giant reindeer, bright red schnoz and all. Team Rudy goes out and promotes the service by visiting places where people are enjoying a drink or two, and team members drop off cards

and table-toppers with the phone number to call. I got suited up and we headed out to the first party in Richmond. Just before going in I put on the last piece — a rather large, topheavy reindeer head. Walking up the stairs to the event, I could see my reflection in the glass door. It’s an interesting experience seeing yourself as a giant reindeer. I just hoped the first group wasn’t a hunting club. There’s something special about being dressed as a mascot when you enter a party. It’s like being a celebrity. Everyone turns and looks at you. And not in a you’ve-gotsomething-stuck-in-your-teeth kind of way. You are instantly the life of the party, people’s faces light up in big smiles and want to have their photo taken with you. We left the party and headed back to Delta. Police Chief Jim Cessford and a couple of his colleagues met up with us to visit the next locations. Being back in Delta, I started to recognize people, but Rudy doesn’t talk, so I couldn’t say hello. Yes, that was me — it was nice to see you, too. We traveled around Delta to a few more spots. I know about touring the area with the chief of police, it’s this: no speeding. At one location, I broke the sacred rule of being a mascot. I saw a friend, so I made my way over and shook her hand. She wasn’t too interested, so I leaned down closer and said, “It’s Brad.” I’d blown my cover. I was no longer Rudy, I was Brad in a giant suit. I won’t do that again... As much fun as I had being Rudy, it’s not long before the important part of the evening comes along: driving people safely home. It was a quiet night, but I know that at least six people woke up the next morning, car in the driveway, safe and sound. Just like last year, volunteering with Operation Red Nose was a night to remember. It feels good to know that, in a small way, we made a difference and kept the roads safe that evening. Editor: Hats off to the staff at West Shore Laylum care home for the incredible job they have done in decorating this establishment for Christmas. I am sure the residents, family and friends that visit would agree. I was a guest at a Christmas celebration and it was so delightful. From

the entertainment to the delicious food made by the kitchen staff, and then to watch the residents interact with family, friends and staff (even a bit of dancing up the aisle), it was a great evening. It is not just the festivities of the Christmas season you have bought to West Shore Laylum, but for all the years I have been visit-

ing I have seen such an outpouring of genuine love and care provided to those who reside there. We should really take our hats off to the staff for that. You are doing a great job and if I were along in years and in need of such help it would be a blessing to fall into your hands to receive such care. Kim Scott

Vague legislation is left to interpretation

Editor: Re: Members of public should be heard, even if it bores mayor, Community Comment, Dec. 6 Ian Robertson’s quote of provincial legislation records the words “reasonable opportunity” and uses them to backhand Delta Mayor Jackson for shutting down debate on Southlands public hearing after five days of input.

Unwittingly, Robertson has highlighted one of the deficiencies in provincial [and federal] legislation when such nebulous words as reasonable and opportunity are written in as law. What to one authority [mayor] might be reasonable might not be to another authority and opportunity cannot be explicitly defined. Nebulous words lead to uncertainty and

confusion and, occasionally, to lawsuits [where only the lawyers win]. Ted Murphy’s contribution to the exercise highlighted the point: mayors and council members are elected to lead, not to follow, and if the path they take us down is not to our liking, then toss the culprits out at the next municipal election. Editor: I was pleased to read Mayor Jackson’s letter to the federal minister of environment, urging for a joint review panel assessment for the proposed Terminal 2 project. Similarly, it has been helpful to receive reminders from our MLA about the associated Environmental Impact Statement (EIS) Guidelines. I suspect that her suggestion to keep on top of this important process will be heeded by many. So far, it appears that “T2 or not T2” will boil down to another battle of the experts, dutifully quantifying before and after environmental conditions. Perhaps this approach is fair, considering the port’s proposal involves islandbuilding within a sensitive ecosystem. As we head down this

path, however, I hope we will pay due attention to the less “scientific” elements of T2 as well, many of which relate profoundly to the environment. Take, for instance, the type of goods that will be handled by the proposed hub. Whether consumer products, liquid bulk or dry bulk, each TEU has a footprint to balance — imprinted by countless human decisions along the supply and demand chain. Yet professionalized environmental planning tends to focus on the “how” — i.e. ways to soften the impact of industrial trading — without factoring-in the “what” or the “why.” To some this might be viewed as environmentally shortsighted, or superficial. Likewise, the environment might thank us for learning more about the robust job figures being predicted for T2’s construction and operation. Why? Well, it sounds like 10,000 to 20,000 local jobs are being contemplated. Given that 76 per cent of us presently commute outside of Delta for work, mostly by car, T2 could represent

a productive step forward (or backward) in terms of integrated sustainability planning. As some may be aware, Delta has a Community Energy and Emissions Plan that envisions both “reducing our contributions to climate change” and “creating vibrant, compact and affordable neighbourhoods.” If we are serious about reducing vehicular travel and providing opportunities for low carbon living, a pragmatic “green” lens should be applied to all projects that can further this mandate. In the context of T2, this might entail compiling a different sort of inventory — about the availability of local skills, nearby housing options and infrastructure for active transportation. Clearly, scientific investigation is important to ensure that “industrial impacts” on the environment are properly addressed. I would simply like to see a parallel assessment — by all of us — that ensures that “human impacts” on the environment are kept in check too. Patrick Thompson

Southlands opponents find more ammunition

Editor: Re: There are alternatives to hunting on Southlands, letter to the editor, Nov. 29 Having lived in Tsawwassen for more than 20 years, I am tired of the Southlands debate, and the non-stop attacks directed towards Sean Hodgins and Century Group. Not surprisingly, now that Delta council has conditionally approved the Southlands development, it appears local residents will find other “ammunition” to fire at Hodgins. I am an animal lover, and I do not hunt. However, I

eat meat, I wear leather and I enjoy my down duvet and pillows. I wonder if Leslie Varga enjoys any of the same luxuries? I don’t believe I am anymore ethical than the local residents hunting snow geese on Hodgins’ property, and I am loath to criticize them, or Hodgins for allowing it. I support Century Group’s development of the Southlands and its generous donation of land to Delta. I look forward to future Optimist editions where there is no mention of the Southlands debate. C. LIVING MATTERS Among the things we hand down, one generation to another: teacups, silverware, photographs. We hand down bracelets and watches and medals and tie tacks — and stories. And then there are the recipes. The favourites in my collection do not come from The Best of Bridge or The Silver Palate Cookbook or The Joy of Cooking. They come from my mother’s recipe box, and no doubt from her mother’s before that. Lemon pudding. Savory Shortribs. Hawaiian Dinner. There’s one called Mocha Mallow Mist and one called Jiffy Rice Surprise and one called Good Time Casserole, the latter a not-

I wrote it down and sent it off, along with my recipes for pot roast and chili and stew, even though he hadn’t asked. More recently, there was another request — this time for shepherd’s pie. This one’s been with me for years, and with my mother before me. And so it goes. At some point, if the recipe hand-me-downs continue, I’m betting the sons will be asking me how to make gravy, something my mother taught me to do many years ago. With any luck, they’ll make my mac and cheese and my mushroom-topped pork chops and my Crab a la Milanese, all of which came from you know where. So far, neither has shown any inclination to bake anything, but I kind of hope they will. Odds are good they won’t make pies, but I hope they’ll tackle Yum Yum Bars.

The Ladner United Church’s Christmas Village Bazaar was moved to the Harris Barn this year. Last Saturday’s event featured entertainment by members of the church’s choir (above) as well as a wide range of shopping opportunities.

The spirit of Christmas and the spirit of community will come together this Sunday morning when choristers of St. David’s Anglican Church and Community Choir join choristers of Tsawwassen United Church in a special combined worship service. Sandra Dawn Nash, music director of Tsawwassen United, is also directing St. David’s Community Choir that will sing Vivaldi’s Gloria at a concert on Friday, Dec. 20 at St. David’s.

Nash says excerpts from the Gloria will be sung at the combined 10 a.m. service this Sunday at Tsawwassen United to give listeners a taste of what awaits them on the concert date. “Worshipping together is an act of unity that strengthens community ties, and what better way than through music,” says Nash. In a Minister’s Minute last month, Pastor Paul Woehrle of St. David’s wrote of being “surrounded by song.” He claims not to

be a singer but as a pro-tem member of the Community Choir, he says surrounding himself with musically gifted people gives him a chance to contribute to something beautiful and share it with the community. “It is a corporate expression of beauty, and my part is to work hard in preparation, and then blend with the voices around me,” says Woehrle. Tsawwassen United is at 693-53rd St.; St. David’s is at 1115-51A St.

Volunteers needed to translate for refugee family An Iranian refugee family is scheduled to arrive in Ladner tomorrow to begin their new life, the second such family sponsored by the Christian Reformed Church in just over two years. The new family — a couple with one son — has lived in Turkey for the past two years, having fled Tehran because of religious persecution. Church members have furnished an

apartment in readiness for welcoming them. Gerry Bouman, a retired teacher, heads up the group of volunteers that makes preparations beforehand and also assists refugee families to become established after their arrival. Bouman says although the Farsi-speaking couple understands some English, they will likely be attending English classes for a few months before seeking

employment. Until newcomers learn the language with some proficiency, communication can be a significant challenge. Bouman is hoping that a few people in the community will come forward to offer translation services, especially for various appointments. Such volunteers should be fluent in both Farsi and English. Holiday traditions continue

Ladner Gospel Assembly carolers greet carol ships that sail into Ladner Harbour Frosty weather, beautiful lights, decorated boats, a hay wagon with 90 enthusiastic carolers from Ladner Gospel Assembly and a Christmas-spirited crowd were all part of a Ladner tradition last weekend. It all started at the brightly lit Christmas tree at the corner of 48th Avenue and Delta Street last Friday evening. Carols were sung, Ashley and Alistair Milne and Ruth Hanna entertained the crowd in song, and Roy Webber shared a short Christmas message. Alistair Milne led the

Gary Grant of Grant Enterprises in Langley donated and drove his decorated truck and Ocean Trailer supplied a 53-foot trailer. Terra Link Feed and Farm supplied all the hay bales for the truck and Double R Rentals donated a generator.

The carolers moved from the tree to Ladner Harbour to welcome the carol ships. Roy and Val Botkin organized the decorated fishing boats and light parade, while Gina Summerfeld organized the pleasure boats. The boats and carolers also returned to the harbour on Saturday evening. Roy and Derek Botkin put Christmas lights around the dock, while hot chocolate was enjoyed by all on Friday and Saturday evening thanks to the Royal Canadian Legion.

The New West game went right down to the wire while the Sun Devils did have some success moving the ball against the eventual champion and undefeated Rams. Under previous head coach Brian Higgins, the Devils competed at the 3A level even though they were eligible to play at 2A. Led by quarterbacks Andrew Rogers and Derek Mann respectively, the 2000 and 2004 teams reached the provincial semi-finals. The consensus was both squads
