Many who were undecided about the Southlands development application are now beginning to indicate support, according to Century Group president Sean Hodgins. On hand to answer questions at a well-attended public information meeting at the South Delta Recreation Centre last Thursday, Hodgins told the Optimist he’s been getting more positive feedback from the so-called “middle ground” as further details are unveiled and questions are answered. “That’s who we are trying to

appeal to,” Hodgins said. “We obviously are working on people who have been vocally supportive in the past and make sure we explain to them how we refine things, but I think we’ve shifted to a whole middle ground of people who said, ‘Wow, look at the work that has gone into this to answer questions and be very, very reasonable, if not extraordinarily generous.’” The Century Group is proposing to develop the 536-acre Southlands in Tsawwassen with 950 housing units on 20 per cent on the site. The housing types would range from small cottages, residential over retail, to country flats.

Century would hand over 80 per cent of the land to Delta. Much of that land would be used for farming, including the creation of what’s being described as a community-based farming district. The proposal also includes a market square. Storyboards at Thursday’s event hosted by the municipality provided information on the application, while civic staff and Century representatives were on hand to answer questions. Hodgins said the plan has undergone a few refinements but the overall concept remains unchanged. See SOUTHLANDS page 3

Delta one of first to be audited Auditor General Local Government announces it will look at municipality’s operational procurement policies BY

Delta is one of the first B.C. municipalities to have been selected for an audit by a new office of the provincial government. The Auditor General Local Government (AGLG) recently announced jurisdictions that would go through audits in one of five areas of municipal finance. In the area of “achieving value for money in operational procurement,” Delta was selected for an audit along with the City of Revelstoke, Comox Valley Regional District, FraserFort George Regional District and District of West Vancouver. Audit work is expected to begin shortly with completion set for next spring. Delta CAO George Harvie told the Optimist the audit would examine the municipality’s contract policy, including how contracts are reported to Delta council “They will see that we’re very tight as far as how we do our procurement. Anything over $50,000 has to go to council. They’ll find that number extremely low compared to other municipalities,” he said.

running a deficit, she said local governments are the one level where taxpayers get the most “bang for their buck” when it comes to taxation. “If they’re looking at spending and deficits and debt, why don’t they have a little look at the province or the feds? We’re accountable, we’re transparent and we cannot have a deficit budget, so we are totally regulated. We go to public meetings to talk to people about our budget and where it comes from,” Jackson said at the time. Last year, the B.C. Mayors’ Caucus agreed to call on the provincial government for an immediate discussion to “examine the state of B.C. communities, and, specifically, for a more efficient use of existing resources to better address the challenges facing residents.” Saying they’re seeking a new partnership with the provincial and federal governments, the mayors made a number of requests, including creating a premier’s roundtable with the B.C. Mayors’ Caucus to discuss public policy changes that affect local government budgets and delivery of services.

Container port closed for several hours after ship’s crew falls ill due to acrid smell

Business at Deltaport was shut down for most of the day last Friday after hazmat crews had to be called in after crew members on one ship reported feeling ill. Delta Fire Department deputy chief Ken Sim said a call came in around 3 a.m. that there was an acrid smell on one ship and workers were reporting feeling dizzy and nauseous. The port was shut down as the department’s hazardous materials crew was dispatched to the scene.

While he could not comment on the exact type of chemicals involved in the incident, Sim said there were hazardous material containers on the ship and one in particular was identified as the source of the smell. Delta police were called in around 8 a.m. to provide traffic control as no shipments were allowed in or out of the port while crews dealt with the situation. All containers were re-routed until the port reopened at approximately 4:30 p.m.

One driver to hospital, another gets ticket as three trucks in collision on Deltaport Way A portion of Deltaport Way had to be shut down Monday after three trucks were involved in a crash. Delta police spokesperson A/Sgt. Ciaran Feenan said officers were called to the 5700-block of Deltaport Way around 2:30 p.m. after three semi trucks rear-ended each other. Feenan said one truck rear-ended another, which pushed that truck into a third. One driver was taken to hospital with a non-life threatening head injury, he said, and another driver was given a ticket for following too closely. Feenan said the road was shut down until just after 5 p.m. as crews worked to clear the scene.

Name: Sarah Lowe Affiliation: Delta Community Animal Shelter Position: Manager She’s been the face of Delta’s animal shelter for some time now, although she won’t be around for a while thanks to a newcomer in her life. Delta Community Animal Shelter manager Sarah Lowe has been working at the shelter, including in a spokesperson role, since back when the Delta Humane Society operated the facility. She maintained her role when Delta took over animal control serves, but won’t be working in the recently-opened shelter because she’s on maternity leave. The Vancouver resident originally started her career in animal care as a receptionist at an emergency animal clinic and took on more responsibility over the years, coming to Delta as shelter manager in 2007. Q: When did you first realize you wanted a career helping animals? I always loved animals, which anyone working in the animals industry is going to tell you. It was either going to be animals or working with children. My mom introduced me to a reception course, a short one that was only six months, giving you the basics of what you need to know. With my mother’s

From there, I really enjoyed working in the emergency setting and was sort of hooked from there. Q: What are some of the other positions you had before coming to Delta as the shelter manager? I did assistant management at the (Vancouver) emergency clinic and I also helped open the doggy blood bank there and got more managerial experience. We were the first ones to sell product to other veterinarians in the Lower Mainland. That portion is called Vancouver Animal Blood Services. Q: What’s the most rewarding part of your job? I love working with animals, but in the management position I actually don’t work as much with animals anymore. I’m not as hand-on and do all the things I used to do. I’d say, for me, the reason I do it is because of all the suc-

cess stories. I love Delta and wouldn’t want to work anywhere else. The community of Delta is such a nice size and I really feel we can make a difference in this community. It’s so nice just to have that community feel, so I really enjoy going to the dog park and seeing the dogs there that we’ve homed. That’s what it’s about, it’s about giving them the dignity and life that they deserve. Too bad I won’t be at the new shelter for a while. Q: Do you have any pets? Oh ya, a lot of people would say you can’t work in a shelter without having pets. Until November, I had four cats, but I have three now, and a hamster that I rescued from a small animal rescue society. My family all have animals, like my sister who got a dog from our Traveling Tails Program. I’d really like to have a dog, but with a baby and three cats it would be too much.

Pilot program would make business licence portable Construction trades able to work in multiple areas BY

Delta is looking at entering into a pilot project that will allow construction companies to obtain a single business licence to work in several municipalities. The intermunicipal business licence program would start Oct. 1 and run for two years. “All businesses based in Delta will still require a Delta business licence,” said Sean McGill, director of human resources and corporate planning, in a report to council. “As an additional option for construction trades, purchasing an intermunicipal business licence from their home municipality will allow these businesses to work in any of the six participating municipalities. This will save time and money for construction-related businesses that operate in multiple municipalities.” Delta has met with five neighbouring municipalities — Burnaby, New Westminster, Richmond, Surrey and Vancouver — in recent months to discuss the program.

In his report, McGill said the forthcoming bylaw would allow any of the participating municipalities the right to suspend an intermunicipal business licence, however, only the issuing municipality would have the power to cancel one. “Although Delta will lack complete control over each intermunicipal business licence, sufficient safeguards are in place to ensure that businesses operating in Delta meet Delta’s standards for conduct, regardless of where the business is based,” he said. Nine municipalities in the Fraser Valley initiated a similar pilot program in January. “Staff anticipate that within the two-year pilot program period, the two intermunicipal business licences will be combined, creating a larger area where businesses will be able to operate under one intermunicipal licence,” McGill said. Businesses obtaining an intermunicipal licence will have to pay a $250 fee. It’s estimated that Delta’s share of the projected revenue will be about $122,000,

which is approximately $11,000 more than the current business licence fees obtained from construction trades based outside of Delta that operate within the municipality. The Delta Chamber of Commerce praised the move. “For a company in the construction sector operating in multiple communities the many thousands of dollars and time spent to take out an individual business licence for each community every year is a great burden,” said executive director Peter Roaf.

Equestrian centre earns certificate

Ladner’s Imperial Stables has completed the Farm and Ranch Safety and Health Association’s Certificate of Recognition program. “Pretty much what it entails is developing a health and safety program that goes above and beyond legislation,” said Imperial Stables manager Angela Lalonde. The facility received the certificate last month. Some of the requirements included monthly farm inspections, making sure employees were following safe work procedures and an internal audit. Imperial Stables is a boarding and training facility and also offers horse riding lessons.

Merry Wisher tourney to benefit pediatric brain cancer research set for Beach Grove Dust off those golf clubs for a good cause next week. The Hannah’s Heroes Foundation is hosting its fourth annual Merry Wisher Golf Tournament on Thursday, June 13 at Tsawwassen’s Beach Grove Golf Club. The foundation was established in 2007 to raise awareness and funds for pediatric brain cancer research. It was founded in honour of Hannah Hatlen, a Tsawwassen youngster who was diagnosed with a terminal brain tumor in 2005. She died a year later at the age of five.

All proceeds from the golf tournament will go to the Child and Family Research Institute at B.C. Children’s Hospital, which carries out pioneering research to help find a cure for pediatric brain tumors. Tickets cost $160 and include dinner. MURPHY’S LAW It’s rare indeed when a developer isn’t going it alone. People that ultimately move into homes built by developers aren’t in the picture when a proposal is jumping through the hoops at municipal hall. Should an application get approved, there will be those who show their support for it through hefty down payments and even heftier mortgages, but those folks typically don’t arrive on the scene until many months later. Before it gets to that point, the developer, more than likely, is forced to go it alone. The proposal for the final phase of Marina Garden Estates is a classic example as those behind the project are about the only ones championing it at the current time. Should it get built in its present configuration — and I’m not so sure that will be the case due to concerns by many neighbours — there will undoubtedly be hundreds of buyers who will vote with their wallets, but they’re nowhere to be found at the moment. There’s the odd development that actually attracts supporters while still in the conceptual stage, Tsawwassen Springs included, but I haven’t seen anything quite like what’s happening with regards to the Century Group’s plan for the always-contentious Southlands. There are certainly a great many in the community who have drawn a line in the sand and don’t want even one structure built on that hallowed ground, but there’s another contingent, which appears to be growing, that’s throwing its support behind what Century’s Sean Hodgins is proposing. I can’t imagine too many in that group are motivated by the desire to help bolster the developer’s bank account, so I suspect they’re intrigued by what they see. The buyers that usually show up months, if not years, later are making their presence felt much earlier. Just as Tsawwassen Springs found a market niche by catering to empty nesters, Century is finding an appetite for a variety of housing forms from those looking to downsize, Tsawwassenites who have few options in a single familycentric community. Should Delta council send the proposal, as expected, to a public hearing this fall, it will set the stage for two camps, both of significant size, to do battle over an extended period of time. There will be a vocal faction that will say, exasperatedly and for the umpteenth time, that it wants the agriculturallyzoned land to remain that way. It looks like the developer, however, will also find supporters in his corner.

COMMUNITY COMMENT What brings people in a community together? Big sporting events like the Olympics or the infrequent Canucks’ playoff run get people excited. Sometimes it’s helping others dealing with an emergency, like a flood or a fire. But more often than not, it’s controversy that draws a crowd. We tend to be somewhat complacent until we are backed into a corner. And here in Delta, we’ve been in a lot of corners over the past few years. This was on my mind as I walked through the South Delta Recreation Centre last Thursday, looking at the latest iteration of the Southlands plans. As I looked over the boards, I thought about the numerous meetings, presentations, discussions and workshops that have been conducted on this proposal. Then I thought about other pro-

posals like Marina Garden Estates, recent discussions about the Ladner waterfront and the MK Delta Lands development. Each one of these proposals has triggered a significant, vocal response from the community. And it’s no wonder. As someone I know said recently, in Delta, things happen to us: the power lines, the SFPR, port expansion. It seems, for the good of province and country, Delta must do its part, no matter how we feel about it. We have one thing that everyone else wants — land. Open spaces. And we seem quite fond of how it looks just the way it is. So when we have a chance to actually have local control over an issue, I’m not surprised we put up a fight. It’s been welling up in us for so long, we need an avenue to let it out. It seems the target for this build-up of emotion is our municipal council. To say they have a lot to deal with is an understatement. Four major development proposals are underway throughout Delta, each one deserving of council’s focused attention. Each proposal comes with a large contingent of residents who have questions, concerns and opinions that need to be considered. Not only is it a lot of work,

it’s a lot of responsibility, and has the potential to dramatically change our neighbourhoods in the years ahead. If we feel we have to stop things from happening to us, we have to be careful not to stop things that happen for us. Sometimes there are good reasons for decisions being made, even if it doesn’t appear that way initially. Every project comes with costs to the community, but should come with benefits as well. We have the right to oppose those projects we feel are detrimental to our neighbourhoods. We have the right for our opinions and concerns to be heard. We also have an obligation to understand the facts in our discussions, and remember that, in the heat of the debate, we all have a shared interest in a positive outcome. In the end, our council must carefully weigh all the facts and decide what is in the best interest of the community, and nothing else. And we as citizens must continue to make sure they know what we consider our community’s best interest to be, more than just “no.” Ironically, the development proposals we face have brought us together. Let’s hope the decisions do as well.

Waterfront wishes made clear

Editor: It was encouraging and heart-warming to see over 100 passionate people attend the public hearing about the Ladner waterfront revitalization proposal last week. About 90 per cent of those attending were in opposition to any plans to raise building heights above three storeys along the south side of Chisholm Street.

We trust that Delta council will seriously consider the wishes of the majority when making its final decision to do what’s best to retain and protect the heritage character of our special village. We also request council reverse its decision to sell the Seven Seas property and adjacent Delta-owned sites on Chisholm Street. Public loss of this property will

mean loss of public access and control of this valuable waterfront location. The success of the Harris Barn and Kirkland House clearly demonstrates what can happen when politicians, Delta staff and hundreds of community volunteers work together for heritage and community protection. Hamilton should give new job undivided attention

Comments insulting to voters

Editor: Re: Life-long Deltan at home on the farm, May 29 I am very disappointed after reading the interview with Coun. Ian Paton. Paton makes disparaging remarks about MLA Vicki Huntington, claiming she “sits in a dark corner of the legislature” and suggests if she would join the Liberal party she would “get considerable power for Delta.” He also makes an obviously sarcastic comment about Huntington when he says, “Maybe Vicki can

deal with that,” regarding the lack of a courthouse in Delta. I don’t remember Delta South having “considerable power” when Val Roddick represented us as a Liberal MLA. All in all, I take Paton’s comments as an insult to all the citizens of Delta South who chose to vote Huntington back in. If Paton is unhappy (as he obviously is) with the outcome of our election, he should keep it to himself. It does not behoove a

sitting councillor to chide a democratically elected MLA. No wonder the relationship between our municipal government and provincial representative is so dysfunctional if this immature and condescending attitude is prevalent at the municipal level. Maybe Paton could take a look at some of the books on democracy at our local library (that he never visits). He may learn something. M. Cheney

LIVING MATTERS Summer is here. I know this, not because of what the thermometer or calendar might be saying. It isn’t because I’m tending to notice that everyone has parked the runners in favour of the flip-flops and the jeans in favour of the shorts. It isn’t because restaurant patios everywhere are packed with people sipping on icy beverages and looking considerably happier than they looked a month and a half ago. It isn’t because it’s now light enough to play nine holes after dinner. It’s because of my pots — the ones on my patio, all now filled with flowers. This, as far as I’m concerned, marks the official season opener. Not long ago, the pots were still in the shed, where they’d over-wintered with the other warm-weather items: the patio chairs, the watering cans, the bocce set, the badminton rackets.

Water takes centre stage for 2013 Canadian Environment Week follows lead of efforts by the United Nations Canadian Environment Week, which is being celebrated June 2 to 8 this year, is a time for grassroots action to help preserve, protect and restore our environment. This annual event provides us all with an opportunity to celebrate the progress that has been made but also to encourage further efforts all year long. The United Nations has designated 2013 as the International Year of Water Cooperation, so Canadian Environment Week will promote the theme: Water — Working Together. Environment Week is a great opportunity for Canadians to celebrate our achievements in protecting

the natural environment. It is also about people working together to preserve, protect and restore our water. Each and every day, water lies at the centre of our well-being, and is critical to our transportation needs and many recreational activities. Canadian Environment Week takes place the first week of June to coincide with World Environment Day, which is celebrated each year on June 5. The week also includes Clean Air Day on June 5 and World Oceans Day on June 8. World Environment Day was established by the United Nations General Assembly in 1972. This

Day is a time to remember the life-giving role of oceans worldwide. This international celebration, declared more than two decades ago at the United Nations Earth Summit in Rio de Janeiro, has grown from a ripple into a tidal wave of awareness about the importance of our oceans. The idea for Canadian Environment Week emerged in 1970 when former prime minister John Diefenbaker noted the “tremendous

Delta has been named a Leader in Sustainability for the second year in a row by Call2Recycle, the product stewardship program responsible for household battery and cell phone recycling in B.C. “I’m proud of the great many Delta residents who have embraced our battery and cell phone recycling program and have made the program such a success,” said Mayor Lois Jackson. “This is an incredible accomplishment and demonstrates our municipality’s commitment to sustain-

ability.” Through the Call2Recycle program, Delta provides 11 convenient locations for residents to drop off used batteries and cell phones, including recreation facilities, libraries, seniors’ centres and municipal hall. Over 4,300 kilograms of rechargeable and nonrechargeable batteries were recycled at Delta’s facilities in 2011 and 2012, making Delta one of the highest collection sites in Canada. Delta’s participation in household battery recycling

began even before the provincial take-back program started. At Delta council’s direction, Delta has been offering a household battery drop-off program to residents since 2010. Since the program’s inception, Delta has helped residents divert almost 6,000 kilograms of hazardous waste from the landfill. Celebrating the world@s oceans June 8 is World Oceans Day, an opportunity to appreciate their intrinsic value World Oceans Day was officially recognized by the United Nations as June 8 each year beginning in 2009. The concept was proposed on June 8, 1992 by Canada at the Earth Summit in Brazil and it had been unofficially celebrated every year since then as World Oceans Day. On the first World Oceans Day, the secretary-general of the United Nations gave the following message: “The first observance of World Oceans Day allows us to highlight the many ways in which oceans contribute to society. It is also an opportunity to recognize the considerable challenges we face in maintaining their capacity to regulate the global climate, supply essential ecosystem services and provide sustainable livelihood and safe recreation. “Indeed, human activities are taking a terrible toll on the world’s oceans and seas. Vulnerable marine ecosystems, such as cor-

The only headache for Bob Taylor these days is figuring out which five players does he scratch from the line-up each week. The head coach of the Ladner Pioneers has plenty to smile about with his team off to a 5-0 start in the West Coast Senior Lacrosse Association, including an impressive 10-5 victory over the defending champion Tri-City Bandits on Saturday. It was Ladner’s first win in Port Coquitlam in two seasons. This Pioneer team seems to have all the right ingredients to make a serious push for their first league championship since 2007. It features plenty of youth and talent — so much so that keeping all 25 players happy is one of Taylor’s greatest challenges. Only 20 can dress on game nights. “Basically 24 hours before each game (assistant coach) Sam (Thauli) and I are trying to figure it out,” said Taylor. “It comes down to particular match-ups against our opponent and, of course, who is playing well. Right now, all of them are. “That win (on Saturday) was huge. “It’s different than in the past against them. This team is young and very quick. Our scoring is really spread out with different guys stepping up each night. We are also doing our job defensively which is setting the tone for the game.” The Bandits did manage to

Jr Islanders dig deep for road victory The Delta Islanders limped out of Nanaimo with a 10-9 win Sunday to salvage their weekend in the B.C. Junior “A” Lacrosse League. The Islanders headed to the Island without two of their top five scorers — Eli McLaughlin and Tyler Nett — who were both injured one night earlier in a 128 home floor loss to the Langley Knights. Shawn Richardson stepped in to fill the void and the intermediate call-up scored twice as Delta managed to avoid what could have been a crippling loss to the 1-7 Timbermen. Captain Mike Henry scored the game winner on a backhand shot with 3:04 remaining, just 30 seconds after Nanaimo had tied the game. “We had every reason to lose the game and the boys dug deep and found a way to win,” said Islanders head coach Shaun Springett, who was also missing defensive standout Danny McDermott (concussion). “I know the standings might suggest otherwise, but it was probably one of my most satisfying wins as a head coach.” The Islanders (7-5) return to action on Thursday in Langley. They also host the Victoria Shamrocks on Saturday at 5 p.m. in Ladner.

What a difference a week can make the Tsawwassen Athletics Bantam AA baseball team. A week after finishing third at their own tournament, the A’s travelled to the Okanagan where they went undefeated in five games to take top honours in Rutland. They capped the impressive run with a comefrom-behind 13-11 victory over a determined team from Prince George. Vaughan - Samantha (nee Ripley) June 16, 1967 – May 22, 2013 After a lifelong, brave battle with kidney disease, Samantha Vaughan passed away in the early hours of May 22, with her husband and son by her side. She leaves behind her loving husband Rod, wonderful son Josh, faithful dog Bentley, her caring sister Leslie Ripley, and cherished mother in law Kit Vaughan. Also, extended family and too many friends to name; all will deeply miss Sam’s friendship, company and love. Samantha’s greatest joy was her son and husband. She fought long and hard and if her kidney disease could have been beaten by determination and love, she would be with us today. Samantha’s love and pride for her son is great enough to transcend her passing, and Josh will always have an angel watching over him. Samantha’s family extends their thanks to the St. Paul’s Renal Unit for their many years of dedicated care and the Delta Hospice Society for making Sam’s final days so peaceful and filled with compassion. The Celebration of Life for Samantha will be held on Saturday, June 8, at 2:00 pm at the South Delta Baptist Church, 1988 56th Street, Tsawwassen. If you would like to honor Samantha’s memory please send flowers to the Celebration or send a donation to the Delta Hospice society in her name. ROTTMANN, Oswald Joseph

The world became a little emptier with the passing of Ossi. He passed away peacefully on May 29, 2013,after a long struggle with cancer,surrounded by family and friends. Ossi is survived by his loving wife, Paula and his daughters, Jenny and Diana, as well as his sonin-law Harald. Ossi and Paula were married for 55 years. He was born in Germany on May 19, 1935 and immigrated to Canada in 1957, where he started a new journey in his life. He is best remembered for Ossi’s Deli in Tsawwassen. He was the original “Os”. Ossi loved people and enjoyed being with family and friends at the house; listening to German music, eating good food and playing cards. His favourite pastime was sitting in the backyard watching and feeding all the wildlife around him. A Celebration of his life will be held on Saturday, June 8, 2013 at 2:00 pm, at Delta Funeral Home, 5329 Ladner Trunk Road, Ladner, BC. Roadway Towing Ltd. has two positions available for tow truck operators. Applicants must reside in the area in order to meet our contract obligations.
