A proposal to build a garbage incinerator at the Tsawwassen First Nation is in Metro Vancouver’s short list of potential waste-to-energy facilities. Aquilini Renewable Energy, owned by Vancouver Canucks owner Francesco Aquilini, is part of the privately-held Aquilini Investment Group that’s been working with the TFN on building a WTE plant. A report to Metro Vancouver’s Zero Waste Committee this month

provided the short list of 10 firms in the running to build a plant. Metro had investigated 22 applications, using a third-party expert panel and a “fairness advisor” to ensure the procurement process was not biased toward any one technology. Seven of the 10 proposals, including the one for the TFN, are for mass-burn facilities. The other proposed technologies include gasification, anaerobic digestion and burning something called refuse-derived fuel. “Mass-burn systems vary slightly in how they extract energy

from the waste, but are typified by the ability to feed raw, unprocessed municipal solid waste (MSW) directly into a furnace for combustion. Mass-burn systems produce steam that can be converted to electricity through the use of a steam turbine generator and/or sold as heat through a district energy system,” the Metro report explains. The shortlisted applicants will be invited to speak to the Zero Waste Committee in the fall to provide additional information about their proposed technologies. The list of applicants will be nar-

rowed to five later this year. Should Metro Vancouver decide to have a WTE facility in the region, a potentially huge advantage for the Tsawwassen First Nation is that its industrial master plan, already approved by Tsawwassen members, has 30 acres set aside as an “energy park” with the idea of constructing such a facility. Other proposals in the region may have to go through a lengthy public hearing and rezoning process, possibly facing opposition from angry residents. The TFN plan would not

require Delta’s approval, however, a stumbling block could be the continued opposition from the Fraser Valley. One of the other short listed proposals is also located in Delta. That proposal comes from Lehigh Cement on River Road. Metro Vancouver intends to have a site selected by 2015. A recent report from the Canadian Centre for Policy Alternatives recommends Metro Vancouver not build any new waste-to-energy plants and that the existing incinerator in Burnaby be phased out.

Teenager suspected in gropings Delta police release description after several women assaulted in Tsawwassen during early evening hours BY

Delta police are hoping residents can help identify a suspect in a number of sexual assaults in South Delta. Over the weekend, police released a description of a young suspect who has been allegedly groping women in Tsawwassen in recent weeks. He has recently groped several local women, ranging in age from late teens to early 30s. In all cases, the suspect has run up

behind the women and either grabbed their buttocks or has bear hugged them around their waist and breasts before immediately fleeing on foot. All the incidents occurred early in the evening throughout Tsawwassen. Police believe all of the assaults were random, said department spokesperson Sgt. Ciaran Feenan. “We’ve had a few reports over the last several weeks,” he said. The suspect is described as a 15- to 18-year-old

Caucasian male. He is 5’10” tall with a slim build, short brown hair, hazel eyes and possible acne on his face. He has been seen wearing skateboard-type shoes and always wears a hooded sweatshirt. Local CUPE members will have an eye out for the suspect, Local 454 president Darryl Robison said. The local union takes part in a City Watch program, which encourages members to be on the lookout for suspicious activity in the community. The program, a joint initiative

between CUPE and the Corporation of Delta, has been in place since 2006. “Our members work out in the public and they are in a unique position to function as extra eyes and ears for the Delta police,” Robison said. “We have an interest in ensuring our community is safe for all residents and visitors. We want the community to know that their public employees are there to assist them in situations like this.” On Saturday after the police released a descrip-

tion of the suspect, the union posted a bulletin for its members urging them to be on the lookout for the suspect, or any suspicious people or activity. Police are reminding people to take a number of precautions when walking — always be familiar with your surroundings, walk in high visibility areas with sufficient lighting, carry a cell phone if possible, walk with a friend and report incidents to police as soon as possible. Animal Planet at OWL to capture eagle release Rogerina nursed back to health BY

An eagle release at OWL last week got a little more attention than usual. A TV crew shooting for Animal Planet’s Wild Obsession series was at the Orphaned Wildlife Rehabilitation Society last Thursday to capture the release of one of the recent residents. The show follows along as individuals fulfill a dream of coming face-toface with wildlife. The cameras rolled as OWL staff released Rogerina, a young eagle that was brought into the facility a few months ago. Also on hand for the release was local resident Tyler Halpenny, who discovered and rescued the injured bird. Halpenny was out on his boat near Ladner Marsh just off Gunn Island when, he said, he saw two eagles hov-

ering over a third animal. He said he thought the two birds had captured a small animal, but as he got closer the animals didn’t move. “They let me get within 20 feet,” he said, adding he soon realized the two birds were trying to protect a third, injured eagle. Halpenny said it was obvious the bird had injured its wing and was unable to fly. He wrapped it in his jacket and headed towards his home. Halpenny’s son Ryder, 17, said his father was calling to him as he got off the boat with the bird wrapped in his jacket. Halpenny secured the eagle in his shed and fed it a whole salmon while waiting for OWL to come pick it up. His son Dylan, 12, had named the bird Roger but when OWL staff informed them it was a female eagle, the name was changed to Rogerina. PHOTO BY

Green Can keeps food waste out of landfill BY

After just more than a year, Delta’s Green Can program is already seeing results at the landfill. Since the program started last spring, there has been an eight per cent decrease in the amount of garbage collected from homes. As well, the municipality has seen a 25 per cent increase in green waste and a five per cent increase to the overall diversion rate. The Green Can program allows residents to place all cooked and uncooked food waste, including fruit, vegetables, coffee grounds and filters, teabags, meat, fish, dairy and bread, along with food-soiled paper and yard trimmings, in a lidded container at the curb for

collection. The municipality now collects yard trimmings and food waste on a weekly basis. In 2010, Delta council endorsed Metro Vancouver’s Integrated Solid Waste and Resource Management Plan, which included a goal of increasing residential waste diversion to 65 per cent by 2015. A key component to reaching the goal is the curbside collection of food waste, engineering director Steven Lan said in a report to Delta council Monday night. “From 2011 to 2012, Delta’s overall residential diversion rate increased from 55 per cent to 59 per cent due largely in part to the Green Can program,” Lan said. In addition to the Green

Can program, the municipality has also been running two pilot projects aimed a diverting even more food and organic waste from the landfill. Delta launched food waste collection at civic facilities and in multi-family residential complexes last December and since then more than 500 kilograms have been collected at two recycling stations at municipal hall. “We think that we’ve got something that can be very effective,” Lan said, adding the municipality is looking at rolling out similar stations at other civic and public spaces this summer. “Enhancing public space recycling is crucial to reinforcing the behaviour change required for the Green Can program,” he said.

Lan said there is no data yet from the multi-family pilot project, however feedback from residents has been positive. Delta also introduced a free mattress recycling program last year that is already proving popular. The program allows Delta residents to recycle two mattresses free of charge with a voucher. In the first four months of the program, Delta issued 394 vouchers. So far, 209 have been redeemed and 355 mattresses have been recycled at no cost. Noting more parking will be provided than what’s required in the current zoning, Glover also noted many current Marina Gardens residents are looking for different housing to meet their evolving needs. “It’s worth noting that changes have occurred along the way as the community was built out. If you looked at the restrictive covenant, for example, Chesapeake Landing as it stands today doesn’t comply outright with what’s permitted under the restrictive covenant. Anyone who lives there would say they love their neighbourhood,” Glover said. The developers say the proposal has its supporters within Marina Gardens and several of them wanted to speak at Delta council’s question period last Monday, only to find out the list was full. The Delta public hearing on the application will be held June 25.

The proposed final build-out at Marina Garden Estates is a vast improvement over what is already approved for the area, according to representatives with Polygon Homes Ltd. Company president and CEO Neil Chrystal and vice-president Robin Glover talked about the development plan with the Optimist last week, following Delta council’s decision to send the application to a public hearing. Their message was that much work and refinement had gone into the plan, taking into account public and planning department input, and that it’s much better than what’s allowed in the current zoning approved back in the mid-1990s. “This outright zoning in place permits a plan that may not be the best plan for today’s world, so we think we came up with a better plan that is more in keeping with today’s traditional planning values,” said Chrystal.

The current zoning for the remaining undeveloped 20.7-hectare (51-acre) parcel of the Ladner waterfront property doesn’t allow single-family housing, which is prevalent in almost the entire Marina Gardens site. Instead, higher density had been approved in the form of stacked townhomes as well as 100 waterlot homes and a 220-room hotel. The waterlot homes and hotel are long off the table, and now the developer is looking to revise the higher density housing. The current plan includes a four-storey, 94-unit condo building, which Crystal said is probably lower in height than the original stacked townhouses, as well as 580 townhomes. A number of other changes are proposed, including the addition of a waterfront linear park and a couple playgrounds, one the developer is now promising to construct within three years. Although the latest plan has 65 more housing units than what’s currently permitted in the final phase,

That’s what opponents of the proposed final buildout of the Marina Garden Estates have to say about the application, which heads to a public hearing next week In an interview last week with the Optimist, Stan Lawson, Peter Mould and Nigel Anderson had plenty to say about what’s wrong with the latest scheme put forward by Captain’s Cove Marina and Polygon Homes, a plan that would see 674 housing units constructed on a remaining undeveloped parcel in the Ladner neighbourhood. Having already done several revisions, the applicant’s latest proposal would see the construction of mostly townhouses, but also 94 condos in a four-storey structure. Last Monday Delta council approved sending the plan to a public hearing on June 25, a move that didn’t please Marina Gardens residents opposed to the proposal, who held their own public meeting on Monday at Neilson Grove Elementary. “There’s been no compromise by Polygon. We’re not saying no development, we just want to see this improved, that’s all,” said Mould. Located off Ferry Road, the first phases of Marina Gardens were completed over two decades ago. Over the years several residential phases and a golf course were added. The 87-hectare (217acre) site had originally been approved for 1,426 homes as well as the golf course, a 220-room hotel, a marina, a neighbourhood pub and limited commercial uses. To date, 619 homes have been constructed, including detached single-

Council was told the proposal exceeds the maximum permitted dwelling units for the final phase by 65, however, the proposal has 133 units less than the maximum permitted for the entire Marina Gardens project. Mould scoffs at that claim, noting most of the townhomes would be very narrow with impractical tandem parking, creating too much density as well as parking problems. Those homes would also be totally out of character with the rest of the neighbourhood, he said. The former Century Group executive said the developer had originally been approved for 100 waterlot homes, but that would never be allowed to proceed today. Also, he said, too many larger houses were built in the earlier phases, so the developer is now hoping to transfer the unused density onto the remaining smaller parcel, which shouldn’t be allowed. “They built bigger houses for more money, they creamed it. Now what they’re doing is doubledipping by transferring density,” he said. “What we’re saying is the mix is terrible.” Mould noted the feedback from a vast majority

of residents who answered a questionnaire at the applicant’s public information meeting chose a development option that had a better mix, including singlefamily housing, but that feedback was ignored. Saying the proposal is twice the density of the proposed Southlands plan, Mould said the restrictive covenant had set out for a more retirement-oriented development. Anderson agreed, saying the increase in density would create a huge windfall for the developer at the community’s expense. Anderson, who said they bought into the neighbourhood with the understanding it would be built in a certain form, noted the new proposal is essentially row housing that is being rushed through. He said stacked townhomes had been planned for the Chesapeake Landing and Woodward Landing neighbourhoods. In addition to being a less desirable form of housing for buyers, it wouldn’t have fit with the form and character of the rest of the neighbourhood, so those townhomes were changed to a desirable sideby-side, duplex-style form. “It depends on their definition of townhouses. If it’s like Chesapeake Landing and Woodward, we’d support it, that’s exactly what fits with the rest of the

MURPHY’S LAW It is abundantly clear that not all land uses are created equal. Pressure is being brought to bear here in Delta and throughout the rest of the Lower Mainland in an effort to ensure our finite amount of real estate is put to what is often characterized as its best or highest use. There’s an ever-growing push to convert property, often agricultural, to industrial purposes as well as to turn what have been single-family zones into higher density pockets. It’s argued, and there’s certainly validity to it, that people need jobs as well as places to live. I recognize such evolution in land use is simply the nature of the beast when dealing with a burgeoning population, but the argument seems to be somewhat selective. We also require schools and parks and land to grow the food we eat. We have a great many needs when it comes to land use, everything from transportation corridors and shopping districts to recreational amenities and natural areas. That’s not to say those areas have necessarily been overlooked, but the urgency to address any deficiencies in those sectors doesn’t appear to be as great as it is in others. If I’m in a charitable mood and willing to offer the benefit of the doubt, then perhaps there are certain needs that rank higher on the pecking order than others, so maybe providing homes and employment opportunities should take precedence over everything else. And I guess it’s just a coincidence that the areas of greatest importance also happen to be the ones likely to produce the biggest dividends for developers. When it comes to changing land use, are we catering to society’s needs or simply catering to the almighty buck? It seems the urgency to convert land from one use to another is directly proportional to the amount of money that can be derived from said piece of land. I’m all for free enterprise and I realize that as a region evolves the amount of acreage originally apportioned to each use is going to change along with it, but this mindset that certain uses should take precedence over others can be troublesome. Yes, jobs and homes are of the utmost importance, but we can’t lose sight of those other factors, including ones that directly contribute to our quality of life. There isn’t an endless supply of land, so it would stand to reason there can’t be an endless stream of development, no matter how imperative such projects are made out to be. The livability of the region depends on our ability to make that distinction.

Disappointing ending to some tax notice number crunching STEVE GRAHAM

COMMUNITY COMMENT A highlight of my year is reading the mayor’s letter enclosed with the Corporation of Delta’s annual property tax notice. It notes that “this year’s property tax is one of the lowest in the region,” implying that there can be more than one lowest tax. I find this to be confusing. If it is assumed that property values over the past year rose at the rate of general inflation, then the 1.9 per cent tax increase implies that it will cost Delta 1.9 per cent more to provide the same level of services next year. Delta disaggregates the municipal tax into general and a road improvement (= maintenance) program. I disagree with this procedure since the roads have to be maintained anyway. Since the mayor’s letter states that Delta is working on a longterm basis, I undertook to compare

my property tax bills for 2013 and 2003 in order to see how the taxes have changed over a decade. I have used a 19 per cent inflation adjustment, based on readily available Statistics Canada CPI data for Canada. Over this decade the inflationadjusted assessed value of my home has increased by 99.5 per cent, so an overall tax rate 50 per cent lower than that in 2003 would generate the same revenue for municipal and regional services in 2013. Instead, it is only 37.9 per cent lower. I am paying 23.8 per cent more in constant dollars in property tax than I did then, even though most services received appear to be about the same. This implies that municipal and regional government has been about 2.4 per cent less efficient every year. Looking at the separate accounts, the school tax revenue has only increased by 5.1 per cent (after inflation), so school funding has remained almost constant. The amount of tax revenue going to South Delta Recreation has decreased by 83.5 per cent. This concerns me since recreation programs are particularly good for children.

Conversely, the proportion going to general municipal government (including roads) has increased by 42.9 per cent (again, after inflation). I don’t observe the level of municipal services to be 43 per cent better than they were in 2003. Maybe the auditor general can find out why they aren’t. Then there’s TransLink. The bus service is worse than it was a decade ago. The roads are worse. The traffic is worse. Yet the (after inflation) increase of tax revenue for regional transportation has increased by 125.7 per cent over the decade. This is a scandal. I can’t see why we pay any property tax at all for public transportation and regional roads. Costs for these services should be paid by the users at the fare box and through a gas tax, respectively. To her credit, the mayor dissociates herself from TransLink in her letter, but she needs to be much more proactive at plugging this financial sinkhole. In my view, Delta should undertake an investigation on an urgent basis to analyze the value received for its contribution to Translink and the costs of alternatives. For instance, is it feasible for Delta to get out of TransLink and operate its own bus service?

It would appear that waste-to-energy incineration would have a more immediate impact on

Delta’s future than oil and LNG. Norway has invested in this technology and also has been very successful in recycling. The great success in recycling has ended in a situation where they do not produce enough waste. This has resulted in the need to import garbage from other countries to keep the waste-to-energy incinerators operating. With the prospect of a waste-to-energy incinerator located on Tsawwassen

First Nation land, port facilities at Roberts Bank are ideally located. Hmm, let’s visualize oil from the tar sands piped through B.C. pristine mountain wilderness and shipped via B.C. coastal waters to China and China’s garbage shipped to Delta for incineration. No need for trip if oil shipments aren’t in plans

Editor: Re: Oil & gas not in port plans, June 14 This is not April Fools Day, is it? Oil and gas not to be exported through Roberts Bank? Why then is our mayor and chief administrative officer costing Delta taxpayers $16,000 to go to Norway with a delegation from Port Metro Vancouver when it is not in the port’s future plans? What insanity! Bringing tar sands oil by train right into the Fraser estuary and the Gulf of Georgia, they might as well write off the estuary and any wildfowl sanctuaries, wetlands and their estuarine values. It’s bad enough our mayor and council have not yet taken a firm stand

opposing the Fraser Surrey Docks coal port proposal when her own residents have and the very environment is being threatened. Whatever happened to Delta’s support for a Ramsar site? Was that just smoke and mirrors for political purposes? The fact they are even considering the possibility of facilitating the export of petroleum products at Roberts Bank is inviting disaster and a danger to our health and our environment. We must send a message to our mayor and council that we do not approve of them spending our tax dollars to review such a possibility, when Port Metro Vancouver says it is not in their plans. Imaginative proposal for Southlands will meet needs of the community Editor: We cannot imagine a proposal that more ideally meets the contending needs of the community — for more appropriate housing, for recreational use, for locally produced agricultural products — than the plan proposed for the Southlands. We believe this project could become a destination for urban planners seeking to witness integrated uses functioning symbiotically. Too often, in Tsawwassen, we have been unwilling to imagine anything beyond the 1960s- and ’70s-style of single-family homes. When we have been imaginative and endorsed alternative

density, it has been almost exclusively in the form of apartment buildings or, in a couple of instances, smallscale semi-detached developments. The proposal for a mixed-use development with a range of housing options — including modest, stand-alone cottage homes in a new urbanist, pedestrian-friendly setting — is not only what we need in terms of housing stock to support the diversity of families here, but a model of community-building in its most human sense, on a human scale, with neighbours living in proximity to each other, to the food we consume, and to the natural

beauty that has brought us to South Delta in the first place. As a community, we are presented with a host of phenomenal opportunities: To develop more of the sorts of housing we need; to integrate our neighbourhoods more fully with their surroundings; to ensure (once and for all) that much of this land is preserved in perpetuity for agricultural and for park uses; to complete this beautiful community with a true destination centre where people, nature and agriculture mix harmoniously. We could make the case that, if this proposal is rejected, a far worse

Delta Law Office returns to roots by adding office in Tsawwassen

The Delta Law Office has added a new location in Tsawwassen. The law firm is taking over the space from retiring lawyer Robert Stasiuk. “We’re just continuing on for him,” said lawyer Murray Lott. The expansion marks a return to the firm’s roots. Almost 60 years ago, when Herb and Boyd Ivens started the legal firm that was to become Delta Law Office, most of their work was in Ladner. With the opening of the George Massey Tunnel in 1959, the population of Tsawwassen started to grow, and Boyd moved south to set up a branch office. The Ivens brothers continued in partnership until Herb died in 1983. Now the law firm once again has offices in both

communities. “We’re going to be doing renovations over the summer. Our official grand opening will be in the middle of September,” said Lott. With modern office technology such as real time chat and document scanning, it is much easier now to operate two offices as one, he said, adding legal documents, correspondence and accounting data are stored on a secure central server accessible from either office. Two of the firm’s lawyers, Lott and Lindy Mathesius, along with several staff, are residents of Tsawwassen and active members of both communities. The firm will continue to offer the same community-

Hiring climate looks good for third quarter of 2013

Delta and Richmond area employers are expecting an optimistic hiring climate for the third quarter of 2013, according to a recent survey conducted by Manpower. The results indicate that 30 per cent of employers plan to hire for the upcoming quarter (July to September). Seven per cent anticipate cutbacks while another 63 per cent plan to maintain current staffing levels. “With seasonal variations removed from the data, Richmond-Delta’s

third quarter net employment outlook of 23 per cent is a slight increase of five percentage points when compared to the previous quarterly outlook,” said Jeff Polkinghorne of Manpower’s Vancouver office. *** Tim Hortons’ Camp Day earlier this month raised a record amount for the Tim Horton Children’s Foundation.

On June 5, more than 4,000 Tim Hortons locations across Canada and the U.S. donated all proceeds from coffee sales to the foundation to help send more than 16,000 economically disadvantaged kids in Canada and the U.S. to a Tim Hortons Children’s Camp. LIVING MATTERS Two days and counting. On Friday, the sun will be high and the day will be long. And I’ll be raising a toast to summer. Never mind that schoolchildren everywhere will tell you the season launches days later, when the desks are emptied, the blackboards are erased and

they’re dispatched to spend two months running barefoot through their sprinklers. It happens Friday, children. That means, boys and girls, that the Earth’s axis will be tilting toward the sun, and that the rays of that sun will be directly over the Tropic of Cancer. But never mind the science talk. The axis isn’t top of my mind. But the rays of the sun sure are. I do not know for certain what I will be doing on this most momentous of occasions, but I suspect a patio

Ladner in touch with its past

From friendly environment to heritage buildings, community retains its small town feel Ladner is an area with a rich and storied history. When brothers Thomas and William Ladner arrived in the 1860s and settled in the area it was a tiny fishing and farming village. While the population has certainly grown and the area has developed since the opening of the George Massey Tunnel in 1959, Ladner has not lost that small town feel. “I think that it has a very unique flavour that you’re not going to find anywhere else,” says resident Carol Miles, who opened her business, South Delta Heels Company, in Ladner Village last year. “People here respond to Ladner Village on an emotional level,” she says, adding many residents and visitors alike are drawn in by the small town feeling that has remained throughout the years. Developers and business owners have taken pains to restore many heritage buildings to their former glory while some new developments have adopted the look as well.

When you’re in Ladner, you’re never far from nature, as evidenced by these diners along the Chisholm Street waterfront. Two long-standing church buildings — Ladner United, which is still used as a church today, and the former Ladner Baptist

Church — are currently undergoing restoration. Ladner United, constructed in the Gothic Revival style of architecture, has

served the community for 120 years. The Ladner Baptist building, which is on the corner of Delta Street and 47A Avenue, was

built in 1902. The exterior is undergoing restoration while the interior is converted into office space. Ladner also has a won-

derful sense of community, which is partly fostered by a multitude of events that bring people together. From Ladner Pioneer May Days and the Ladner Village Market in spring and summer to the carol ships and Breakfast with Santa at Christmas, there are family activities held throughout the year. Parks, trails and a variety of waterways also help people connect with nature, making Ladner a green oasis in an otherwise burgeoning metropolitan area. Locals and visitors often comment on how peaceful the community is compared to other parts of the Lower Mainland. Carol Miles opened South Delta Heels Company on Bridge Street just over a year ago after spending 25 years as a legal secretary and another five at Augustine House. For her, the decision to open in Ladner Village was an easy one. “I live here and I love Ladner,” she says, sit-

ting behind the counter in her store on a sunny June morning. “I think that it [Ladner Village] has a very unique flavour that you’re not going to find anywhere else.” Miles says the reception from the community has been fantastic. “Overall, I’ve been very well received,” she says. “People love that they don’t have to go through the tunnel to buy a great pair of European-made shoes.” The local business community is also supportive to

I raised my son here.” The store offers an eclectic mix of antiques and refurbished, repurposed and

reinvented furniture, as well as newer items. Walker, who has lived in Ladner for 25 years, celebrated her store’s one-year anniversary on June 6 and says the village is the perfect place. “I would not have ever opened up in a mall,” she says, adding she enjoys the walkability of the area, which brings a lot of foot traffic to village businesses. “I am very happy to be here,” Walker says, adding there is a camaraderie in the business community. “I can walk to work and I am part of the village... I feel very privileged to be able to offer that addition to the Village of Ladner.”

Many improvements are in the works for the intersection of Ladner Trunk Road and Arthur Drive. summer of 2011. Initially staff looked at various options to upgrade the intersection, including a

roundabout, but in the end the decision was made to widen Arthur Drive and add a designated right turn lane

to improve traffic flow. The underground utility work began in mid-January and the above ground roadwork commenced at the end of April. The road work includes various other improvements, including increased green space, stamped and coloured crosswalks, a decorative sidewalk, decorative street lights with banners and hanging baskets as well as a concrete (wooden in appearance) boardwalk across the Chillukthan Slough. Director of engineering Steven Lan says the work is on schedule and should be complete by the end of July.

EVENTS from page 8 The Ladner Village Market runs from 10 a.m. to 4 p.m. on June 23, July 14 and 28, Aug. 11 and 25, and Sept. 8. Ladner Village will once again host one race in the three-day Tour de Delta cycling competition. The Brenco Criterium on Saturday, July 6 will see world-class cyclists go wheel-to-wheel over a onekilometre street circuit, reaching speeds of up to 60 kilometres an hour. Organized by the LBA and The Quilted Bear, the Ladner Village Quilt Walk and Classic Car Show, set for Sunday, Aug. 18 this year, draws thousands of visitors each year. The event features hundreds of classic cars and handmade quilts on display throughout the village as well as entertainment and refreshments. A Day at the Farm in September celebrates all things agricultural. This year marks the eighth year for the annual agricultural event, which is scheduled for Sept. 8 at Westham Island Herb Farm.

The LBA also helps out financially. The association sponsors scholarships at Delta Secondary and Kwantlen Polytechnic University trades program, contributed to the new roof on Fishermen’s Hall, and made contributions to both the Delta Hospital Foundation and Delta Hospice. The association, which currently has 120 members, also aims to provide a voice for Ladner’s business community as well as networking opportunities for local business people. It works to fulfill several different purposes: to promote awareness of the

A building under construction on 48th Avenue to replace one gutted by fire in 2009 has a distinctive heritage look.

While there are still some heritage buildings around — such as the former Ladner Baptist Church on Delta Street and 47A Avenue, which was built in 1902 — many new buildings are also taking on a heritage look. The municipality made it a requirement in the Official Community Plan that new developments conform to the historical look of Ladner Village. “The commercial Village of Ladner has special character,” the community plan reads. “The continuation of historical patterns of com-

mercial activity to improve the commercial areas and services is essential for the well-being of Ladner’s economic activity.” “It reflects what the community wants for certain areas,” says Jeff Day, Delta’s head of community planning and development. Many new buildings and businesses around the village area have embraced the theme. The redevelopment of the former Johnny’s Store site, which had become a Ladner Village landmark, has a decidedly heritage feel. Now called Johnny’s Corner, the newly completed two-storey building is home to a coffee shop and

Just down the street, the section of 48th Avenue that was destroyed by fire in 2009 is currently under construction and the look of the exterior work also has a nod to the past. Three businesses — Marco’s Italian Bistro, Heritage House Interiors and Dragonfly Gallery — and three apartments were destroyed in the fire. Both Heritage House Interiors and Dragonfly Gallery subsequently relocated to Chisholm Street. The new two-storey building will also have commercial and residential tenants.

Field Day this weekend will showcase the skills of amateur radio operators

Tens of thousands of amateur radio operators, including many in Ladner, will be firing up portable radio stations from unexpected locations this weekend. These radio operators aid in emergency communications support during major emergencies. Called “hams,” they are often among the first

to provide rescuers with critical information because they can send messages from isolated and remote locations without phones or Internet. The public can meet these radio operators this weekend and, in some cases, get a chance to get on the air under the supervision of a ham.

Over 35,000 operators will operate from parks, malls, schools and yards around the country. They’ll send and receive messages to other operators in Canada and the U.S. Using everything from digital and satellite communications to Morse code, Field Day is being hosted locally by the Delta

QUESTION: I’m a teacher and don’t have much time to garden in the spring. In the summer I have lots of time but isn’t it true that the gardening season is over and that I shouldn’t be doing any new planting?

ANSWER: You can make new plantings practically year round in Vancouver.You just have to know your season and employ a few simple and easy strategies. Many people mix up transplanting plants already in the garden with planting recently purchased plants in pots. Transplanting is not a great idea for the summer because you damage the roots of your plants and decrease the plant’s ability to take up water.You can transplant in the summer but you should remove about half of the foliage to compensate for the loss of roots.

The $4 million facility on Hopcott Road in the Tilbury area opened early last month, replacing a cramped and outdated shelter on 80th Street next to the South Fraser Perimeter Road. Hilary Schaap was hoping her “worker’s tan” wouldn’t be too obvious in her strapless dress for her high school graduation dinner and dance last weekend. Such is one of the worries when you happen to be one of the top up-and-coming rowers in the province. If being student council president and preparing for final exams wasn’t enough on Schaap’s plate, the Delta Deas Rowing Club (DDRC) junior standout somehow found the time to compete at last week’s Canadian Secondary Schools Rowing Championships in St. Catherines, ON. Schaap continued her outstanding season by cap-

turing the senior women’s lightweight singles race then finished third in the senior open singles event. She also attended a threeday national junior team selection camp — an invitation she had earned based on her previous results, including trials held in B.C. this spring. By the end of the week, Schaap had earned a spot on the Canadian team that will be competing at the Can Am Mex regatta in Oklahoma City July 8 to 13. Her transition into an elite junior rower is an impressive one given she didn’t take up the sport until two summers ago. “What Hilary has accomplished is not typical,” explained DDRC head

She is technically a lightweight rower and there is no classification for team selection, but that didn’t stop her from earning a spot. Her busy spring schedule began by dominating her race at last month’s prestigious Brentwood Regatta, then repeating the performance a week later at DDRC’s own scholastic event. “The biggest thing Hilary has going for her is her drive,” added BouhuyzenWenger. “She is fiercely competitive and driven to

be ahead of everyone. It’s evident she has always been a competitive athlete.” Western University has taken notice. The London, ON school has one of the top rowing programs in the country and that’s where Schaap will be continuing her education this fall, studying business management and organizational studies. The Mustangs train on Fanshawe Lake, which also happens to be home of the national women’s team program. If her plans go accordingly, Schaap will report for training camp soon after representing B.C. at the Summer Games in Quebec. “I got to tour their boathouse last summer and to be where the national team trains is pretty exciting.”

Devoted wife, cherished mother, awesome granny, terrific sister, fabulous aunt and true friend, is going to be greatly missed by all of us. Liz is survived by her husband of 52 years Walter and two children, daughter Kim (Daryl), son Ken, two grandchildren, Jake and Mitchell and brothers Stan (Delores), Bill (Sandra) and their extended families. Liz was born in Caldar, Saskatchewan in 1935, her family moved to Roblin, Manitoba in 1937, then to Fort William, Ontario in 1949, where her passion for singing blossomed. In 1958 she moved to Toronto with her girl friend Sonia to expand their musical horizons. Her claim to fame was living in the same apartment block as Donald Sutherland. In 1959 she made another move to Winnipeg, Manitoba and married Walter in 1961, before moving to Richmond, British Columbia in 1963. After moving to BC she sang with several choirs, Richmond Musical Theatre Club, Richmond Singers, Alegro, Keynote Choir, Old Spice Girls, Ladner Glee Club and made many life long friends. She brought joy to all those she sang for with her positive outlook, infectious smile, and willingness to lend a helping hand to those in need. Liz also volunteered for many years at the McKee House on the Special Events Committee. A Celebration of Life will be held at the McKee Seniors Recreation Centre, 5155 47th Ave, Delta, BC on Sunday June 30th, 2013, from 1-4pm. In lieu of flowers donations in her memory can be contributed to the McKee House Senior’s Society or Delta Hospital Auxiliary Society.

Kathy worked as a nurse in earlier years and then switched her vocation to teaching. She went on to enjoy a rewarding career as a teacher in Richmond for over twenty years. She loved camping, reading, photography, travelling, but most of all she loved her grandchildren, children, friends, and family.
