The final build-out for Marina Garden Estates has moved a step closer to reality. Delta council granted third reading Monday night to the development application by Captain’s Cove Marina and Polygon Homes to build 674 housing units in the Ladner subdivision. Barring a last minute change of heart from civic politicians, fourth and final reading seems just a formality. The applicant is proposing to build 580 townhouses, 94 condos, a commercial area, a linear waterfront park and relocated golf course amenities. The plan for the final phase has met with stiff opposition from some homeowners who already reside at Marina Gardens, many of whom packed council chambers Monday. The proposal has gone through several revisions over the past year, but it was still deemed not acceptable by opponents for several reasons, including the housing form and density. Voting in favour, Coun. Bruce McDonald noted the initial development planned for the site dating back several decades was for manufactured homes before modifications were made in the
mid-1990s to build stacked townhomes. Saying the density had already been approved, he noted the latest plan is a vast improvement over the original. “From a council perspective, there is a legal and I believe an ethical requirement to have a hard look at that. That density was approved and has been in place for a great deal of time. From that perspective, Coun. He also said the removal of a planned pocket park in the original scheme in favour of a linear park is another improvement. Coun. Delta-Richmond East MP Kerry-Lynne Findlay has moved up to a senior position in the Conservative government’s biggest cabinet shuffle yet. Prime Minister Stephen Harper announced Monday his new cabinet, one that features eight new ministers, including Findlay, a first-term MP who was moved from associate minister of national defence to minister of national revenue. “I am very proud to assume my new duties as minister of national revenue and I am thankful for the responsibility that Prime Minister Stephen Harper has bestowed upon me. I look forward to continuing the work of our government to create jobs, stability and long-term growth for all Canadians,” she said in a statement. Findlay also thanked everyone at the Department
of National Defence and the men and women of the Canadian Armed Forces for their support during her tenure there as associate minister. Findlay’s new responsibilities will include overseeing the Canada Revenue Agency, which administers tax laws for the government and for most provinces and territories, as well as various social and economic benefit and incentive programs delivered through the tax system. “It’s a very large department and, of course, spread out across the country. She noted council must base its decisions “to create a good community based on good plans and common sense.” Coun. Sylvia Bishop voted in opposition, noting that although the applicant has made a number of positive modifications based on feedback, the density remains a concern. She said Ladner is a unique community that shouldn’t look like the Mary Hill Bypass in Coquitlam. Coun. Ian Paton was the
only other to vote in opposition, saying all residents want is to further tweak the proposal in order to have something that better fits with the surrounding neighbourhood. He likened the density on the final 13 undeveloped hectares (33 acres) to “squeezing in a hundred pounds of potatoes in a 25-pound sack.” Located off Ferry Road, the first phases of Marina Gardens were completed over two decades ago. Over the years several residential phases and a golf course were added. The 87-hectare (217acre) site had originally been approved for 1,426 homes as well as a golf course, a 220-room hotel,
a marina, a neighbourhood pub and limited commercial uses. To date, 619 housing units have been constructed, including detached singlefamily and duplexes, while the hotel plan has been dropped. The proposed final phase exceeds the maximum permitted units for that remaining undeveloped portion by 65, however, the proposal would result in 133 fewer units overall than originally approved for the entire development. Following council’s vote, Polygon president Neil Chrystal told the Optimist his company will continue to listen. “Everything that’s been discussed to date has been
very much conceptual and the real work begins now, coming up with more detailed plans for the community, and that will continue to include all the points we’ve heard to ensure we build a quality environment for the immediate neighbours and the future community, and for the greater community in Ladner and Delta,” he said. Council took the unusual step of not having a question period prior to the meeting because several residents had contacted municipal hall indicating they wanted to speak on the application. Council can’t hear further submissions on applications once a public hearing is adjourned.

Prior to the start of Monday’s discussion, the mayor read a statement responding to concerns that some individuals at the public hearing should not have been allowed to speak, noting under the Local Government Act councils are required to hear all submissions from the public. Opponents to the Marina Gardens project had objected to employees of Polygon and their friends speaking in support at the hearing. Coun. Scott Hamilton, now the MLA for Delta North, participated in part of council’s agenda by phone but left when the Marina Gardens application came up because his daughter is employed by Polygon.

Szendrei killer admits to previous attacks
Crown seeking adult sentence for man, now 20, who murdered 15-year-old girl in North Delta park in 2010 BY

The young North Delta man who murdered Laura Szendrei confessed to an undercover cop that he had committed three sex offences in Burns Bog prior to killing the Burnsview Secondary student. The court heard he also told a probation officer he used zap straps to restrain Szendrei and had struck her three times over the head with a metal pipe when she struggled to escape.
“He talks about it being a sexually motivated attack,” Crown prosecutor Wendy Stephen told the court. The 20-year-old, who was six days shy of his 18th birthday when he killed Szendrei, is being sentenced in Surrey provincial court after pleading guilty to second-degree murder. Lawyers are arguing, during a four-day hearing that began Monday, over whether the young man should be sentenced as a youth or as an adult. The onus is on the Crown
to convince the judge why he should be tried as an adult. In the meantime, the Youth Criminal Justice Act shields his identity. “We don’t have somebody here who is habitually before the law,” his lawyer, Donna Turko, said. Originally charged with first-degree murder, the young man pleaded guilty to the lesser charge last year. Szendrei, 15, died in hospital on Sept. 26, 2010, one day after she was viciously beaten in broad daylight
while walking along a path in Mackie Park forest, in the 8200-block of 110th Street in North Delta. The scope of the police manhunt was unprecedented in that community. If sentenced as an adult, the young man’s sentence will be life in prison without eligibility to apply for parole for seven years. If sentenced as a youth, he faces a seven-year sentence, with a maximum four of those years to be served in prison and the remainder in the community, under

supervision. Typically, adults convicted of second-degree murder receive a life sentence with no eligibility to apply for parole for 10 to 25 years. Justice Robin Baird, presiding over the case, will hear from two psychiatrists and a psychologist over the course of the hearing. He heard Monday that the young man told a probation office in December 2012 that he wonders every day how he could do such a thing to someone and their family, and that he’s
“destroyed” his own family. “This is not me,” Stephen said he told the probation office. The court heard he was described as being “very shy” and was “somewhat concerned about not having a girlfriend.” Stephen said there is “nothing untoward” in his educational background and “basically there’s nothing untoward in (his) upbringing. “He continues to have tremendous support from his family.”

The program gives residents the opportunity to turn over unwanted guns and other weapons to police without fear of charges for unregistered weapons, as long as they have not been used to commit a crime.

The showdown encourages students to work together with their families to reduce energy use while learning about the positive and negative impacts we have on the environment. “I am so pleased to see
our students working to reduce their carbon footprint,” said Mayor Lois Jackson. “It’s so important for our young people to learn how they can be leaders in improving the environment.” Collectively, the 12 participating elementary school classes in Delta reduced greenhouse gas emissions by over 25 tonnes through the showdown, which is a
provincial program offered by the B.C. Sustainable Energy Association. The contest encourages student participation in a workshop about sustainability and climate change and all students were encouraged to make behaviourchanging actions at home to avoid GHG emissions. “The students enjoyed taking part in the Climate Change Showdown,” said
Rockel. “They learned that our Earth is a fragile place and that we all must do our part to reduce our carbon footprint. “The workshop taught them how simple things such as walking instead of driving, turning off unused electronics and recycling can help our environment. Eating less meat was one strategy they found very interesting.”

The reconstruction of the Ladner Lagoon footbridge appears to be back on the table. Delta South MLA Vicki Huntington raised the issue in Victoria again last week, resulting in a commitment from the government to revisit the decision prohibiting the connection of the popular trail system. “We need to have the lease approved so that the bridge can be replaced,” she said. “The province put the footbridge up in the first place, but after many years it became unsafe and in 2009 had to be removed. All Delta wants, after all these years of trying, is the ability to replace the bridge — at absolutely no cost to the province.” Prior to its removal in 2009, the footbridge con-
nected the Ladner Harbour Sewage Lagoon Dyke Trail with Ladner Harbour Park. Despite proposals from the Corporation of Delta and a local service club, so far the province has refused to approve reconstruction of the bridge. Huntington said the ongoing delays were exacerbated by the fact Delta established an off-leash dog area and relocated hundreds of rabbits to Ladner Harbour Park. “Apparently that was a threat to the marsh and everything came to a screeching halt,” she said. Huntington said last week that nature has taken its course and it appears that there are no more rabbits in the park. “The eagles have dined, the coyotes have supped,
and there are no more bunnies in the park — at least that anybody can see or find,” she said in the legislature last Tuesday. Huntington said that in response, Minister of Forests, Lands and Natural Resources Steve Thomson said that a ministry biologist would visit the park to confirm there are no longer any rabbits living there. “I have done what I can and now we have to hope the municipality is right and there are no more bunnies in the park. “The municipality has assured me that there are no more bunnies. I’ve looked and certainly haven’t seen any — but if one of those bunnies happens to hop by the biologist, I’d say that the footbridge is doomed,” Huntington said.

MURPHY’S LAW Like so many things in life, the frosty relationship between Vicki Huntington and her civic counterparts seems to boil down to personalities. I guess the recently re-elected MLA for Delta South finally had enough of what she views as slights from those in charge over at municipal hall to go public with her complaints last week. It’s an issue that’s been simmering for years and has its genesis some 15 years back when Huntington was a civic councillor. When Lois Jackson looked to join the ruling IDEA party prior to the 1996 municipal election, she was rebuffed and instead formed TriDelta with her supporters. Huntington was the first IDEA member to reach out to Jackson, who became mayor three years later, but it wasn’t long before the two running mates were on opposite sides of many issues that came to the council table. Huntington became a burr under Jackson’s saddle and that acrimonious relationship has followed the pair to Victoria since Huntington was elected MLA in 2009. I understand there are hard feelings, but surely those can be put aside in order to work together for the betterment of Delta. I get that the mayor is busy, but two months to schedule an appointment to meet with the area’s MLA? This isn’t me or you asking for a sit down, this is our provincial representative who wants to discuss the potential ramifications on Delta of pending legislation in Victoria. Surely there can be 30 minutes set aside for that. There’s little doubt Huntington is hypersensitive to any slights because, as an independent, she needs to show constituents she’s out there working on their behalf. There’s also a sense of frustration that she’s unable to do her job to its fullest extent. Those over at municipal hall have told me they don’t need the MLA’s help in lining up meetings, which is valid enough given the civic administration and the ruling Liberals have both been in power for over a decade and in that time the locals have developed many relationships in Victoria. They’ve also told me — and this is the more telling part — that it’s not their job to make the MLA look good. So it’s not surprising the group that endorsed Wally Oppal in 2009 rarely turns to Huntington for assistance and seems to go out of its way to exclude her. The fact one of their own is now the Liberal MLA for Delta North means the need to go to the Delta South MLA for help will be reduced, if that’s even possible.

COMMUNITY COMMENT I have to sympathize with Corry Anderson-Fennell. As the deadline approached for my column, I didn’t have a topic yet. Should I write about the Tour de Delta? I enjoyed volunteering, but tough to get 500 words on it. Southlands? I’ve shared enough. Marina Gardens? My article was due before a decision was made Monday, so I might be way off. I was stumped. Then I got last Friday’s paper. On the front page, the headline screams of a dispute between the mayor and our MLA over the South Fraser Perimeter Road press conference. Our MLA was not informed, the response being there wasn’t time. I think our MLA should at least be made aware of these things, regardless of where the information originates — provincial or municipal. Regardless if
she speaks, she should be able to hear about her constituency first hand. We are, after all, giving up a lot of our community for the good of the country. Flip a couple of pages, and Steve Graham’s Community Comment calls for “cleaning house” at the next municipal election. I guess I read “cleaning house” as a complete replacement. I agree, a few new faces would be a good thing, but there’s some good experience and wise counsel sitting at the table, so I don’t think a wholesale change would be best. I’m guessing it’s probably a little frustration coming through; our frustrations are a bit more public since we get to share them in the paper. I always read the letters to the editor. The big debate is who gets to have an opinion on local development. Should Ladner people be allowed to contribute to the Southlands debate? Should Tsawwassen citizens hold their thoughts on Marina Gardens? Should all of us zip our lips about the MK Delta Lands proposal? With all of these articles, I felt like our community was in a little bit of turmoil. Friday’s paper seemed to hold a bit of simmering angst. But then, I got hit with a

reality check. I flipped the page and saw the article about Colton Boreen. I’ve know Colton for most of his life, and clearly remember him going by in his wagon, too tired to walk, not a hair on his head. I remember the big question was if his hair would grow back in time for kindergarten (it did). His sister has severe challenges and is confined to a wheelchair, unable to speak. His parents have been through more than I can imagine in a dozen lifetimes. But Colton never felt sorry for himself, he’s always had a positive attitude and has grown into an impressive young man. He’s a real inspiration for those who meet him. Sure, we have important issues that need to be dealt with, but nothing we can’t work through, and nothing like some people face every day. We can disagree and debate, but if we make sure we are doing a good job of listening to each other, we can get back to living in the best place in B.C. Funny, listening to the community is what a social planner does, as the Canadian Federation of University Women South Delta have suggested. But that’s for someone else to write about.

Social planner helps more than poor
Editor: Re: Strong economy, not more officials, more of a help in alleviating poverty, Publisher’s Perspective, July 10 Yes, federal and provincial governments are responsible to respond to the issues that create poverty, not municipalities. And yes, a strong economy will help alleviate poverty for many. In the meantime, many people throughout Delta need help. That’s what we at Deltassist do. We are an important part of Delta’s social safety net, helping
people deal with unexpected challenges that life sometimes throws at us. Alleviating poverty is not the job of a social planner. A municipal social planner is not responsible for providing social services in the community. They do not focus exclusively on the vulnerable or lower income segment of the population. They don’t manage food banks or collect toys at Christmas. The job of a social planner is to look out for the wellbeing of all citizens in the community. They report to council, and are responsi-
ble for knowing the people’s needs and desires. Their job is to think about the people in the community, not the buildings or roads, which are already well handled by other departments. A social planner works with local non-profits to find out how government can help them do their work, not to do the work for them. A social planner understands the mood of the community on a number of issues, from development to facilities to knowing what sidewalks should look like so seniors can get around safely. They work
on projects that enhance the lives of every person in the community, not just lower income residents. A social planner is not a luxury. Delta is one of very few communities in Metro Vancouver without one. We support the call by the Canadian Federation of University Women South Delta for a social planner in Delta. At some point this council must realize the citizens of Delta voted them into office to support our vision for this community, not the reverse. Editor: Our dog Niko was attacked by another dog in Pebble Hill off-leash area in Tsawwassen last Friday. His caregiver was also badly bitten on her hand. LIVING MATTERS It has occurred to me that the husband and I will never be able to downsize — or not for some time, anyway. This is not because the sons will be living with us forever, or because we really like cutting the lawn or because we have an aversion to absolutely adorable two-bedroom row homes with wrought-iron window boxes and brass doorknockers. This is because of the stuff. Try as I might to turf it, it keeps returning. The house, in fact, is rather like the trash cans. On Monday, they’re emptied. A week later, they’re full. Fact is, you can’t downsize when you have 2.7 tons of stuff, or approximately 4.5 billion individual items, including, but not limited to: CDs, books, casserole dishes, photo albums,
Christmas ornaments, placemats, and several thousand pennies and paper clips that live beneath the sofa cushions. I have tried to purge, but this is what happens. Out go a casserole dish and half a dozen placemats. In come two casserole dishes and two dozen placements, courtesy of my dear mother, who really doesn’t need hers anymore. Oh, and two chairs, a lamp and a late uncle’s oil painting. He would have wanted you to have it, she says. Out go seven boxes of books. In come another 10, thanks to the son who’s just finished grad school and needs a place to park them while he’s transitioning to the next phase. Oh, and can we also please stash the George Foreman grill, the wine glasses, toaster, coffee pot, six golf bags (I kid you not) and the armchair and stool? Our house is currently — how shall I put this? — challenged. It contains not only our belongings, but those of others, many
of whom aren’t even related to us. At the side of the house, for instance, is a bicycle, which transported one of the sons’ friends to a party at our home a year ago. Think he’d decide to retrieve it? Nope. We’d call him if we knew who he was. Then there are the golf clubs — again, not ours. (To the owner: you know who you are. Please? Come get them?) Never mind that we have no storage. There is no basement in the home, and no usable attic. A quasi laundry room, therefore, has become a receptacle for our stuff and others. It is crammed to the ceiling with stuff, some of which I have forgotten about. For all I know, there’s a car in there. I just can’t happen to see it. I want to make one thing clear, however: I am not a hoarder. Far from it. I’d love to live with a lightened load. Anyone out there in need of some placemats?

Islanders knocked out of playoffs Victoria Shamrocks win 12-8 Sunday to eliminate Delta from best-of-three Junior A lacrosse quarterfinals The Delta Islanders bowed out of the B.C. Junior A Lacrosse League playoffs Sunday with a 12-8 loss to the Victoria Shamrocks in Ladner. Facing elimination after dropping the quarterfinals series opener the day before, Delta got on the board first about halfway through the opening frame thanks to a goal from Ryan Vogrig. Victoria equalized less than a minute later and didn’t let up, building a 4-1 lead by the end of the period. The Shamrocks kept on scoring in the second period, finishing the stanza with a comfortable 10-3 advantage. Delta had a strong third and chipped away at Victoria’s lead but ultimately came up short. Evan Messenger led the offensive charge for the Islanders Sunday by racking up two goals and five assists. Vogrig finished with two goals and a helper, Mike Henry picked up four assists and Delta got singles from Jonathan Phillips, Shawn Richardson, Randy Jones and Tyler Nett. The Ladner Pioneers opened their West Coast Senior Lacrosse Association quarterfinal series last night on the road against the Langley Warriors.
Delta will host bantam provincials this week Delta Lacrosse will be hosting 27 teams from across B.C. in this week’s Provincial Bantam Championships. The five-day tournament will determine provincial champions in four divisions, including three featuring the host association. Action gets underway today with the elite A1 level taking to the floor. The A1 Islanders started their season in the A2 division but after winning all their games in the tiering round were moved up to A1. They finished their season in fifth place in the Lower Mainland with an overall record of 13-13-1. Though considered underdogs, they will be looking to take advantage of their home floor, starting this afternoon (1 p.m.) at the Ladner Leisure Centre. Their goal is to be one of the four teams advancing to the semi-finals on Sunday. The teams in the A1 division are Coquitlam, New Westminster, Ridge Meadows, Juan de Fuca and a team yet to be determined. The A2 division will
