A Metro Vancouver public hearing will be held tomorrow at the regional district’s offices starting at 11 a.m. If the hearing needs to reconvene, a second session will take place Friday at 1 p.m. Metro Vancouver’s board of directors gave preliminary approval to the application last month that would see the Century Group build 950 housing units

on 20 per cent of the 214-hectare (537-acre) Tsawwassen property. The remaining 80 per cent would be given to Delta, much of it for farming. The Century proposal went through a five-day municipal public hearing last fall before getting conditional approval from See HEARING page 3

Delta is open for business. That was the enthusiastic message from Mayor Lois Jackson at a breakfast meeting of business leaders at the Delta Town & Country Inn Friday. The meeting had well over 100 movers and shakers as well as, among others, Delta MLAs Vicki Huntington and Scott Hamilton, provincial Environment Minster Mary Polak, Deputy Premier Rich Coleman and Geoff Freer, project director for the George Massey Tunnel replacement project. The mayor told the audience Delta is committed to working with business to set up shop, offering financial incentives, faster processing times and removal of barriers. “Apart from Delta’s prime geographic location and incentives for development in specific areas of this great community, our strong fiscal position, low tax rate, excellent infrastructure and services makes Delta a truly ideal location to invest and to grow your business,” said the five-term mayor. The new South Fraser Perimeter Road and the future tunnel replacement, combined with Delta’s supply of industrial land and its own strong fiscal management, are all making it a favourable location, she said.

Jackson pointed to the infrastructure servicing improvements and incentives for the Dayhu Group, which is constructing a huge logistics centre on industrial land adjacent to the Boundary Bay Airport. She also pointed to the deal that saw Ocean Trailer relocate to the former Delta Shake and Shingle site, a so-called Brownfield development that reclaimed a property once considered an environmental hazard. Any change in the designation requires a two-thirds weighted vote by the Metro board of directors. constructed in Nortb Delta, called Delta Rise, were also in the audience and all smiles as Jackson described Delta’s financial incentives and quick three-month processing time for them. Freer provided an update on the bridge that is to replace the George Massey Tunnel, a span that is expected to be complete by 2022. Noting construction is to begin in three years, Freer couldn’t say if the new bridge will be tolled, but Jackson said out of fairness she’s in favour of having all crossings in the region tolled as long as the rates

are reasonable. Saying the bridge would be a cable span, in the range of eight to 10 lanes, Freer said it would also likely accommodate future light rapid transit. He dismissed claims the existing tunnel has another 50 years of useful life, saying in the next 15 years major seismic and other upgrades would be needed. Freer also said a new Highway 17A interchange would be examined, but they’re still at the stage of figuring out what the new span should look like. An environmental review will take place over the next

year. Freer described the current tunnel, which sees some 80,000 vehicles travel through it daily, as a “mess.” He said it needs to be replaced with a more reliable crossing that will look similar to the Alex Fraser Bridge. As far as the new South Fraser Perimeter Road, he assured that barriers would be removed on Highway 99 northbound to allow drivers heading toward the tunnel to merge sooner. Current usage of the SFPR is lower than forecast in Delta but higher in Surrey, Freer said.

the developer during the Mayor’s Summit in March 2011,” the group stated in a submission to the Metro board. “Thinking this was a ‘good compromise’ with all stakeholders, Delta municipal officials have convinced themselves it is good policy to negotiate land swaps with developers as a means to preserve some arbitrary percentage of agricultural land. Is that a precedent Metro Vancouver wishes to endorse?” Metro Vancouver’s offices are located at 4330 Kingsway.

2nd annual fair shows another path after high school BY

The Sungod Recreation Centre was a beehive of activity last Thursday for the Delta Trades and Technical Career Fair. Organized by the Corporation of Delta in conjunction with the Delta school district, it was the second year for the fair, which featured information booths and displays, several off which were hands-on, along with representatives from post-secondary trades schools and industries. The main show stage featured guest speakers, including local employers, and a variety of experts in

mechanics, culinary arts and other fields, talking about how students could achieve a successful career. The event in North Delta also featured a presentation by celebrity chef and culinary instructor Shelley Robinson, the recent winner of Chopped Canada and current contestant on Top Chef Canada. Every Delta high school and almost all elementary schools brought students to the event. Delta’s chief administrative officer, George Harvie, told the Optimist, a media sponsor, the fair was specifically aimed at students in grades 7 to 10, although it was also open to the older

grades to attend during the evening. The fair went from 9 a.m. to 8 p.m, giving students a chance to come back with their parents to spend more one-on-one time with representatives from the various trades. Harvie said Mayor Lois Jackson came up with the idea for the fair a year ago because it is important for young people to know there are other career paths besides university. The second edition of Walk with your Doc in South Delta takes place Sunday at Boundary Bay Regional Park. The event is a short, fun, community walk. “If there’s one thing I could advise people as a physician in terms of their physical health, mental health and just wellbeing is to get out and stay active,” says Dr. Martin Ray, who

will be one of the local doctors taking part in Sunday’s walk. He is the lead physician with the Delta Division of Family Practice, which participated in the initiative last year. The Delta Division of Family Practice is a non-profit organization with a focus to improve health care for all Delta residents. Walking is safe, not hard on your joints and a good way to socialize, Ray said. Over 60 people of all

ages took part last time, he noted, adding there were shorter and longer walking options. The event is set for Sunday, May 4 at Boundary Bay Regional Park. Participants are advised to meet at the Centennial Beach Café. Check in is at 9:45 a.m. while the event is scheduled to start at 10 a.m. Free pedometers will be given out. International Rotarian to make Tsawwassen stop

Kalyan Banerjee headlines dinner at Beach Grove The past president of Rotary International, Kalyan Banerjee from India, will be the keynote speaker at a dinner in Tsawwassen to celebrate the success of the Rotary Peace Centers. Hosted by South Delta Rotarians, the dinner is on Sunday, May 4 at 6:30 p.m. at the Beach Grove Golf Club. Banerjee will speak on the growth and accomplishments of the Rotary Peace Centers globally. Rotary is one of the world’s largest humanitarian service organizations and Banerjee was president and leader of the 1.2 million Rotarians in 2011-2012. Launched in 2002, Rotary’s Peace Fellowship program provides academic and practical training to prepare scholars for leadership roles in solving conflicts around the world. Up to 100 fellows are selected every year in a globally competitive process based on personal, academic and professional achievements. Fellows embark on one to two years of study to earn

who are experienced practitioners in conflict resolution. There is an urgent need to produce another generation of people who can play a mediating role in the future.” Rotarians from South Delta are being joined at this event by members from Metro Vancouver, Washington, Vancouver Island and several other communities in B.C. Banerjee made history in 2012 when he met with Afghan President Hamid Karzai in Kabul to encourage partnerships on a variety of humanitarian projects. He is the first Rotary president to visit Afghanistan. Banerjee worked closely with the government of India, urging it to focus more resources on polio eradication and partner with Rotary on immunization efforts. MURPHY’S LAW She looks remarkably similar and is still quick to dispense that homespun wisdom, but the 2014 version of Lois Jackson is decidedly different from the 1999 model that initially captured the mayor’s chair. No one spends as much time in local government as Jackson without truly loving what they do and there’s certainly no one in these parts who is a bigger civic booster. Whether you agree with the decisions of her council or not, you’re hard-pressed to suggest the straightshooting populist isn’t guided by what she thinks is best for Delta. The funny thing is, however, what she thinks is best has undoubtedly evolved over the years. It’s been a relatively gradual shift, and largely in keeping with community sensibilities, but one that was brought into sharp focus by her address to the Mayor’s Industrial Business Breakfast last Friday at the Delta Town & Country Inn. There was a time when Delta’s relationship with the provincial Liberal government was so strained the two couldn’t be in the same room without a referee. In one instance, Victoria was so concerned about Delta’s treatment of greenhouse operators it passed an order-in-council that effectively stripped municipal hall of its powers to regulate farmland. Yet there was Jackson and other civic officials last Friday hobnobbing with cabinet ministers and MLAs, each taking turns patting the other on the back for their roles in bolstering the economy. The ‘99 model was all about growth in moderation, so I don’t think she would have approved a 37-storey high-rise, let alone provided the developer with over $2 million in municipal incentives to make the project a reality. I’m absolutely certain she wouldn’t have boasted about an expedited approval process. But this isn’t 1999 anymore, and this isn’t your father’s Delta. On at least a couple of occasions at the breakfast Jackson announced, “Delta is open for business,” and she’s backed up that declaration with a concerted effort to attract all manner of economic activity. Along with fellow council members, CAO George Harvie and senior staff, municipal hall is, in the mayor’s words, working hard to foster a climate that welcomes business. And it’s doing a good job in that regard, as evidenced by the Dayhu logistics centre taking shape near the Boundary Bay Airport that will create 1,000 jobs and pour property tax dollars into municipal coffers. It’s a new era in Delta, but it’s a familiar face leading the way.

Paying taxes more bearable if misuse is dealt with harshly TOM SIBA COMMUNITY COMMENT Here it is April 30th, best known in our family for being the birthday of my twin nephews, Ryan and Randy. More commonly in Canada it is known as the deadline for filing your previous year’s income tax return. This year you have a few days grace because of some software bug that momentarily had everyone (well, not everyone, but certainly computer nerds) in a tizzy. Since the Canada Revenue Agency (CRA) shut down its online filing capability while it fretted about this bug, it has extended the filing deadline to something like May 5th. In my younger days, that would have been when I filed, walking my physical return down to the closest post office at about 10 minutes before midnight. But now that I am more mature and less of a procrastinator, I filed electronically on Monday. I don’t

particularly like filing online and I think Turbo Tax rates are outrageous, but the CRA doesn’t send paper tax returns any longer and I never think to try and find one before I start the arduous task of preparing my return. I’m not a big fan of paying taxes and have never met many people who are. The one exception I recall was Andrew Lynch, the owner of Victoria’s Monday Magazine. He died much too young as the unfortunate result of a smoking habit. We served on provincial and national industry association boards together and I still recall his comment when someone complained about taxation levels, that he had “never been mugged in Victoria.” I had always taken this to mean that taxes helped the indigent and maintained an adequate level of law enforcement. He was, after all, a somewhat left wing soul from my viewpoint. However, perhaps he just meant that after paying all the taxes, there was nothing left to be mugged for. I am sure most everyone agrees some level of taxation is necessary. It’s the quantum that is the area of debate. There is, after all, what appears to be an endless demand on the public purse. Someone is always complaining that govern-

ment is not spending enough on the complainant’s pet project. It’s left to the government to determine priorities and those lower down on the priority list are sure to crank up the whine machine. When I hear the constant whine to which politicians are subject, I certainly think they earn their money. (That doesn’t, of course, include those in the Senate who appear to serve no useful purpose for the cost involved.) As I’ve aged, I’ve become less aggravated with paying taxes, although I still prefer that governments operate in an ethical and efficient manner to keep our exposure to a minimum. Since the payment of taxes is enforced through the ultimate use of force (try not paying and guys with guns take you to jail), taxpayers should expect the same process for those who waste or misuse the funds they have forcefully extracted from the public. It isn’t often (if ever) an indigent person mugs you, but that doesn’t mean you haven’t been robbed. Every misuse of public money is a case of extortion. Offenders should be dealt with accordingly. Then, I am sure, we would all feel much better about taxation levels. I know that I would.

RCH stay offers close up look at a broken system

Editor: On Easter Sunday I had the misfortune of a visit to Delta Hospital’s emergency room. After hearing much negative feedback about their performance, my experience turned out to be quite the opposite. Check in was fast, courteous and efficient, as was the treatment. Apparently the X-rays confirmed I had a severe fracture of the ankle, but the doctor in charge suspected more damage, so it was back to X-ray where a broken fibula was discovered. How she knew that is a mystery. I wish I could remember her name, but she was short in stature and long on professional ability. It was determined the services of an orthopedic surgeon would be required, but one of those, understandably, didn’t exist at Delta, so a transfer to Royal Columbian would be imminent. My doctor got on the phone to Royal Columbian, and after lengthy efforts to secure a bed, she was actually successful. The hope was that my surgery could be done the next day and all would be well in my world. This optimistic outlook proved

unfounded. At Royal Columbian the nursing staff is exceptional, but it’s unfortunate nurses have to endure the wrath of patients waiting for surgery, and the shortcomings of the “system.” My visit there turned out to be lengthy and I witnessed first hand the demands placed on the nurses by some crazy patients who figured they had just found a new personal assistant, maid, butler and caregiver. Anyway, I have gained new respect for nurses everywhere, if indeed they handle things as well as those at Royal Columbian. Here’s a brief summary of my time at RC: Day 1 — Admitted and told to fast in preparation for surgery, then Angry Birds. Day 2 — No surgery, then Scrabble and Rummikub. Told to fast in preparation for surgery, then Angry Birds, Day 3 — No surgery, then Monopoly and Scrabble. Told to fast in preparation for surgery, then Angry Birds. Day 4 — No surgery and back to Scrabble, then chess (the computer smoked me). Told to fast in preparation

for surgery, then Angry Birds. Day 5 — Surgery performed by very efficient medical staff, then recovery, then Yahtzee and backgammon. Day 6 — No fasting, but monitoring with a bunch of antibiotics, more stupid Scrabble and finally released in the afternoon. Now, I’m certain there were other patients who required more immediate attention, and perhaps the trauma unit was overwhelmed by emergencies. The justification for such a long stay can always be created, but it begs the question of how much did my six-day hospital visit cost the taxpayer? I’d be willing to bet it was a lot more than the surgery itself. And how many others would add to that cost? While in Royal Columbian, the waiting patients were told they were “on call” for surgery. I thought that was a strange term to use for patients. Perhaps it would be better to have the doctors “on call.” Obviously I don’t know much about the “system,” but I think it’s broken. Editor: Re: Budget hardly balanced when debt is skyrocketing, letter to the editor, April 25 Relating to Arthur David Serry’s letter to the editor, I would remind him that every suggestion by Brian Mulroney’s government to cut the budget deficit was roundly opposed by the Liberals as well as large sectors of the public. It took

a long time for the public to catch up to the evils of deficit financing. I would also remind him that deficit financing was invented by Pierre Elliott Trudeau. If I remember correctly, he never had one year as prime minister that he didn’t create a budget deficit. A budget deficit, of course, adds to the debt. As far as the supposed

MP is logical one to lean on when it’s a federal matter

Editor: Re: Railing against MP won’t solve radio towers issue, letter to the editor, April 25 Bob Orrick is suggesting we cut Kerry-Lynne Findlay some slack and not lean on her too much. Right, so who does Orrick think we should be leaning on? Findlay is our elected member of Parliament for this riding. She was elected to represent us and our issues. I would say these radio towers are certainly an issue. There are things Findlay could be doing along with Industry Minister James Moore. We must try to correct a wrong. Orrick resents the “oblique” threats of political action. I suggest to you there is nothing oblique about them. Should these radio towers be built Findlay may well not win

her seat in this riding, or if she does, it will be with much less of a majority. Writing our MP is what is always recommended when contentious issues arise in a community. We have no other way to make our voices heard. I do not want to live with blanket interference. I enjoy my TV, radio, internet, etc. I enjoy my way of life in Tsawwassen, having lived here for most of my life. People of Tsawwassen, wake up, now is the time to act. Once those things are built, it will be too late. It will be a done deal. Oh yes, and you folks living further away from the border, you will not escape the interference. This problem will affect the entire community of Tsawwassen. Apathy reigns supreme when good people do nothing. Pam McKinnon

The bird party is back. For a while now, they’ve been slowly arriving. Entertainment in store for annual McHappy Day Reach Society to once again benefit from fundraiser in Ladner and Tsaw. Reach Society will once again be the recipient of all McHappy Day fundraising at McDonald’s restaurants in Ladner and Tsawwassen. The annual fundraiser, set for Wednesday, May 7, will feature several live musical acts this year, including Christine Magee at Tsawwassen McDonald’s from 11 to 11:45 a.m. Joe Barbeck

will be in Ladner from 2 to 3 p.m., while Marshall Forsythe and Josh Somers of Midnight Overture will play an “unplugged” set in Tsawwassen at a time still to be determined. Magee, who teaches music in South Delta and has a music degree from UBC, has been wowing audiences with her blend of soul, jazz and blues for

several years. Steve Krawchuk, owner of several McDonald’s outlets, explains that on McHappy Day his restaurants in South Delta donate $1 to Reach Society for the sale of every coffee, Big Mac and Happy Meal from 9 a.m. to 7 p.m., along with other on-site promotions. Last year, McHappy Day in South Delta raised more

than $6,500 for Reach’s capital campaign, which is now about 40 per cent towards its $4 million goal of building a new child and youth development centre. McHappy Day always includes balloon animals, face painting and crafts, and this year, Ladner-based B.C. Guide Dogs will have a tent at Ladner McDonald’s from 2 to 4 p.m.

More great finds to be made at Ladner United’s garage sale Ladner United Church’s annual garage sale is set for Saturday. Typically there’s everything from toys, sporting equipment, books and knick-knacks to garden tools and household items. The sale, which offers a collection of items from up to 100 families, provides an easy way for people to give to the church and clean out their garage. There have been may great “finds” over the years, including an entire library of military books and a whole set of vintage model trains. The first sale took place

Triathletes descended on the Ladner Leisure Centre and surrounding streets last Saturday morning for the 15th running of the Delta Triathlon. The short-course race attracts competitors of all ages, including a Kids of Steel category. Michael Milic of Delta was the top male finisher in 55:10, while Kelly Dumont of Surrey was the top female with a time of 1:08:44.

The Delta school board spared the Delta Secondary culinary arts program after a public outcry. The board is faced with a $3.2 million deficit and had considered chopping the program, but relented last

week. At a recent budget consultation meeting some trustees said the dollars coming in from the province don’t match the reality of costs. The Optimist asked:

Rebuilt Pioneers will stay the course

Senior lacrosse club has very good chance to advance to nationals but won’t do anything too drastic to get there BY

Even with the window to return to nationals being as big as its even been in recent memory, the Ladner Pioneers insist they will be staying course in the upcoming West Coast Senior Lacrosse League season. The Pioneers came within a game of winning their first league championship since 2007 in a heartbreaking best-of-five series loss last August to the Tri-City Bandits. It was their longtime nemesis’ sixth consecutive league title. The Bandits may very well continue their dynasty in 2014 but that doesn’t mean Ladner will be left on the outside looking in again. The Port Coquitlam club is hosting this year’s President’s Cup which guarantees a berth in the tournament and allows two B.C. teams to participate. The Pioneers have remained one of the top teams in the WCLA despite a major transformation of its roster in recent years. The youth movement will continue again this season with more impressive graduated juniors joining the ranks. It has head coach Bob Taylor and assistant Sam Thauli excited and confident enough not to do anything too drastic to upset the chemistry in an attempt to get to nationals. “Time will tell what we may do July 1 (at the roster deadline) but we are not going to disrupt what we have here,” said Taylor whose team opens the season on Friday night at North Shore. “If there is WLA cut with a good attitude that could help us we may have a look at him.” Other than team president John Burr and his family which founded the franchise, no one has poured more time into this organization than Thauli, who has seen it all as a player, head coach and now assistant. He has witnessed past Ladner teams take a step back after what supposed to have been a couple of moves to put them over the top. “It can really disrupt team chemistry,” he said. “You bring in a guy and end up cutting

I think that’s what has happened here in the past and those guys you let go don’t want to come back the next year. “This group we have here right now is young and eager. I’m pretty excited at what we are putting out on the floor right now. The game has really changed in recent years and is far more up tempo. This group is capable of playing both ends of the floor and pressuring the ball. I think we are really close to having what we want here.” The coaching staff’s immediate concern is finalizing the roster by Thursday with over 30 hopefuls looking to earn spots. Only 25

can be signed and 20 dress on game nights. “We’re not going to be too popular,” predicted Taylor. “We have some really tough decisions to make.” One clear cut choice will be in net where veteran Rob Cook already has the number one job locked up The 45-year-old was terrific in last year’s playoff run and said then the incentive to return for another season was playing in one more President’s Cup. The Pioneers also travel to Nanaimo (May 3) and Port Moody (May 5) before their home opener May 8 against the Valley Rebels at Sungod Arena. All home games

will be played at the North Delta venue while repar work continues at the Ladner Leisure Centre through the summer. “We are hoping our fans will make the longer trip to keep supporting us and at the same time reach out to the lacrosse community in North Delta by building some excitement,” said Burr. The club praised North Delta’s intermediate “B” program which agreed to move its dates to keep the Pioneers home games on Thursday nights at 8 p.m. Boxla Bits… Former Pioneer Rod Salas has joined the coaching staff this season.

U16 Celtic wins Coastal Cup 2-0 triumph over Westminster gives Ladner Boys Soccer Club first title since 2007 U16 Celtic has become just the second team from the Ladner Boys Soccer Club in recent history to capture B.C. Soccer’s Coastal “B” Cup championship with a 2-0 win over Westminster United on Saturday in Richmond. Josh Murphy struck for a pair of goals in the final 10 minutes to break a scoreless deadlock in a hard-fought battle with the defending U15 provincial champions. The club’s last Coastal Cup title came back in 2007, won by the U14 Ladner Strikers. The core of this 1998 born team lost the U13 Coastal “A” Cup final to Langley United in penalty kicks three years ago. All of these boys began playing in the Ladner club system at the grassroots level. The result comes on the heels of Celtic earlier finishing first in District 5 regular season play, winning Group “A” of the District 5 U16 League Cup and capturing Delta District Playdowns. Ladner’s road to the Coastal Cup final included wins over Chilliwack (6-1), Port Coquitlam City FC (3-1) and Cowichan Valley Spartans (8-0). The boys now enjoy a month off before preparing for the U16 Provincial “B” Championships, slated for July 3-6 in Richmond. The event features eight teams from around the province including the two Coastal Cup finalists.
