MacWilliams has been charged with second-degree murder in the death of 48-year-old Mehrdad Bayrami.

Bayrami was shot Nov. 8, 2012 following a five-hour armed standoff outside New Westminster’s Starlight Casino.

The 13 candidates vying for six seats on Delta council in next month’s municipal election squared off for a second time in three nights last Thursday in Ladner.

Unlike the forum earlier in the week in North Delta where all candidates answered the same handful of questions, this time the queries were random and posed to only one civic hopeful at a time.

It didn’t provide an opportunity for a back-andforth between candidates on particular subject areas, but it covered a wide range of topics, including GMO crops, regional policing, seniors’ buses, preserving heritage structures and much more.

A couple of themes, however, did try to emerge from the plethora of topics, especially after almost 40 different questions were answered well enough ahead of schedule to allow candidates to have bonus time to discuss the issue of their choice.

Suggesting limits on the number of terms, independent Peter Mattoo said many residents, especially in North Delta, feel out of touch with council.

Jennifer Thoss and Johann Ackermann, both on the Delta Connect slate, noted it’s important for citizens to become active at the grassroots level, but said municipal government has a role to play in advocacy on issues as well, even when they’re not within Delta’s jurisdiction. The recent defeat of the contentious radio towers proposal was mentioned as an example.

Incumbent Bruce McDonald cited Delta’s fiscal policy and the lowering of the debt, while fellow incumbent Robert Campbell noted Delta should be proud of having the best parks and creation facilities in the Lower Mainland.

Saying he always makes time to meet with people, incumbent Ian Paton pointed out the efforts that have been made to preserve green space and farmland, adding that Delta is “in great shape” compared to other communities.

Development and affordable housing were other issues that got extra play.

Saying more affordable housing is needed, former councillor Heather King

suggested council should first look at revising Delta’s building bylaws.

Independent Ron Calliou said the municipality needs to work with developers and find ways to get more creative. Nicholas Wong noted official community plans must be adhered to, while fellow Delta Connect candidate Lori Mayhew said she would listen to what residents had to say about applications to increase density beyond OCP limits, but anything that’s in “absolute contravention” should be sent back.

Thoss suggested the focus should be to “grow up instead of out.”

Incumbent Sylvia Bishop said while the Southlands

development has been approved, it’s important to be vigilant to ensure all the promises made will be delivered, perhaps even enhanced.

Delta Hospital’s surgical program was also mentioned a few times, with Mayhew calling the situation “appalling” and that council must help with a lobby effort.

Some of the other questions included the Surrey Fraser Docks coal port plan, with incumbent Jeannie Kanakos noting Delta is actively involved on the file and already does coal dust monitoring of Westshore Terminals.

As far as the proposed Terminal 2 project, Rod Binder, who is running on Mayor Lois Jackson’s DIVA slate with Paton and Campbell, said the community needs to provide input on potential amenity funding if it’s approved, although an inland port is preferable.

Organized by the Delta Chamber of Commerce, Delta Optimist and Greater Vancouver Real Estate Board, last Thursday’s meeting at Cedar Park Church drew about 75 people.

CUPE members to provide extra eyes and ears in annual Halloween Patrol The Corporation of Delta, in cooperation with CUPE Local 454, is once again organizing a Halloween Patrol to protect civic amenities.

The Halloween Patrol involves the police and fire departments, municipal hall and volunteer members of CUPE Local 454. The patrol provides extra eyes

and ears to enhance security at Delta’s facilities, parks and schools as volunteers report all suspicious activities to Delta police.

The patrol will run from 6:30 p.m. to 12:30 a.m. on Halloween night.

Delta-Richmond East MP Kerry-Lynne Findlay was in the usual Wednesday morning caucus meeting last week when an armed man ran into Centre Block on Parliament Hill.

Findlay said Prime Minister Stephen Harper was addressing the room full of Conservative MPs when they heard a loud noise.

“It sounded like a big truck coming through a wall, only it was over and over and over again.”

It took a moment, she said, to fully grasp what was happening.

“We realized very quickly that it was gunfire and

it was right outside of that wooden door,” Findlay said, adding the door isn’t usually even locked.

What the MPs didn’t know is the gunman, 32year-old Michael ZahafBibeau, had minutes earlier shot and killed Cpl. Nathan Cirillo as he stood guard at the National War Memorial, a short distance from the Parliament Buildings.

Zahaf-Bibeau was shot and killed near the Library of Parliament after exchanging gunfire with House of Commons security staff and RCMP officers.

Once the roomful of MPs realized what was going on, Findlay said the prime minister was moved to safety and the door was barricaded. Some MPs even

Campaign raises money for Nathan Cirillo’s son Crowdfunding effort supports fallen reservist BY

In the moments after Cpl. Nathan Cirillo was shot while standing on guard at the National War Memorial, several passersby immediately rushed to his side to perform first aid.

One of them was lawyer Barbara Winters.

“You are so loved,” she kept telling Cirillo, who was mortally wounded.

“We’re all trying to help you.”

As she later said to the Globe and Mail, “When you are dying, you need to be told how loved you are.”

Winters’ message is echoed by so many Canadians who have been deeply touched and saddened by his death.

There is a terrible irony that Cirillo, a reservist serving with the Argyll and Sutherland Highlanders of Canada, was shot at a sculpture that honours the tremendous sacrifices of the men and women in Canada’s Armed Forces.

He was representing all Canadians in paying solemn tribute to the people who have died while protecting and preserving what it means to be Canadian.

Aboriginal issues top TFN candidate forum

Delta school board hopefuls gathered Monday evening at the Tsawwassen First Nation for the first of several all-candidates forums.

The questions for the 16 candidates at the TFN Recreation Centre primarily focused, as expected, on issues regarding aboriginal education and how the school district can improve learning outcomes for First Nations’ students.

Although it was noted that Delta exceeds the provincial average when it comes to the aboriginal graduation rates, most, including the incumbents, agreed more needs to be done.

On how to improve learning outcomes, several incumbents pointed to the aboriginal programs already in place as well as the Aboriginal Enhancement Agreement signed by the district. However, incumbent Fabian Milat noted that while the agreement has been updated, the participation targets in the original agreement have been met but not the educational targets.

Rhiannon Bennett, a Musqueam First Nation member running for school trustee, said one way to improve performance is to raise expectations.

gested all students “pretty much go back to basics” and rely much less on technology in the classroom, which offers easy shortcuts with spell checks and calculators. Saying all students should be treated equally, Phil Hunt insisted the district engage parents more, encouraging them to take a more active role in keeping their kids in school.

Incumbent Nick Kanakos later countered, saying aboriginal students have unique needs and that it’s important to understand those needs. Carla Qualtrough had a similar view, noting it’s important to build partnerships with outside groups as well as ask people with unique needs how that can be best served. She added a “cookie cutter” approach doesn’t work.

Bruce Reid stressed the importance of understanding individuals rather than simply determining what a group might require, while longtime incumbent Dale Saip noted the importance of finding those who have access to aboriginal kids in their community to understand their challenges and the reasons behind them.

On the question of whether aboriginal students should be pulled from regular classes so they can be in sessions focusing on their traditions, Brad Sherwin said it’s not a bad idea as long as there’s an appro-

priate balance. Nic Slater suggested special sessions for non-native students on aboriginal culture to create a better understanding, as well as a way to eliminate institutional racism that he said remains systemic.

Scott Stoilen also said having all students better understand native culture has its benefits.

Incumbent Val Windsor noted there has been some controversy over the practice of pulling aboriginal kids out of regular classes, but more opportunities are needed for native kids to understand their cultures and traditions in-depth.

Laura Michelle Thomas said it would be relevant to teach all students the history of Tsawwassen lands.

Asked if they would support changing the name of the Delta school district to also reflect the TFN, as well as have a designated member of the TFN on the board of education, incumbent Donna Burke said she doesn’t see a name change as necessarily meaningful, while it’s up the provincial government to designate a special trustee position.

Saying she doesn’t see aboriginals as a “we and they” situation for the district, incumbent Laura Dixon pointed out Delta has 500 aboriginal students but only about 60 from the TFN and the Musqueam, so care must be made to make all feel included.

MURPHY’S LAW Next month’s municipal election has lost some of its luster without a race for the mayor’s chair, but the battle to be on the last Lois Jackson-led council is one still worth watching.

With five incumbents seeking another term, the Nov. 15 vote has all the makings of a yawner, yet the race for six council seats might just feature the deepest collection of candidates in recent memory. I’m not advocating kicking our current civic representatives to the curb in favour of the newbies, but I do think it’s worth getting to know where all 13 hopefuls stand.

I posed questions to the candidates at a public forum last week in Ladner and it was a shame the meeting was so sparsely attended because there are a lot of intelligent, well-intentioned people putting their names forward this time.

In civic elections where name recognition is huge, it’s tough to knock off an incumbent so those not on council always face an uphill battle. Former councillor Heather King and Rod Binder, the most recent addition to the DIVA team, would have to be considered the favourites to crack the top six.

Before mounting an unsuccessful mayoral challenge three years ago King topped the polls in 2008, so it’s hard to see her not getting back on council. At the same time, Jackson has shown she has expansive coattails, so Binder is definitely running with the right crowd. The one difference this time around, however, is she’s not on the ballot, or the signs, so that connection to the popular mayor isn’t quite as direct.

Talent on the ballot doesn’t stop with them. The four members of Delta Connect all seem to possess a good grasp of the issues and it’s been a while since I’ve seen someone as outwardly passionate about municipal politics as Nicholas Wong, the youngest member of that slate.

It’s going to take some doing to get their names noticed by voters, but it appears they’re making inroads on that front.

A little over a week ago I was stopped at the light at Arthur Drive and 44th Avenue when I spied an election sign on the southwest corner. I could tell it was a Delta Connect sign, but it was impossible to make out the names. It was more of the same a couple of minutes later when I was stopped at the intersection of Ladner Trunk Road and Highway 17A. This week, however, those hard-toread signs have been replaced by ones where the names are so big (think Sylvia Bishop signs) they knock you over the head.

Well, at least we know they’re fast learners.

Will Paterson Park vision be recipient of a trick or treat?

COMMUNITY COMMENT The Mystery of Paterson Park is the basis for this Halloween column. It’s not so much scary as it is curious. I was going to talk about this later, however it has become more pressing since we have a municipal election on Nov. 15 and we want to bring you up to speed as to where this vision is at.

The quote I’m going to use for this column is famous but it never gets old: “Never doubt that a small group of thoughtful, committed citizens can change the world. Indeed, it is the only thing that ever has.”

I am fortunate to belong to just such a group called the Delta Seniors Planning Team. We are a grassroots group of 55-plus volunteers who advocate for seniors and others living or working in Delta.

Our vision for Paterson Park went public two years ago and much progress has been made from many potential partners and stakeholders.

Experts told us this vision is

ambitious but entirely do-able providing the political will is there.

Two polls were done by the local papers showing 85 to 90 per cent were in favor of the vision or aspects of it.

The vision, in brief, is to facilitate the development of the 24-acre Paterson Park site, at Ladner Trunk Road and Highway 17A, into an affordable and walkable mini village for all ages and incomes. The undeveloped site’s size and proximity to local services is unprecedented in Metro Vancouver’s current land market. The idea is to lease the land, not buy it, contributing to affordability but also revenue for the stakeholders.

The site was owned by the Delta Agricultural Society and was sold in 1990s. Approximately half is owned by Kwantlen Polytechnic University and the other half by the Corporation of Delta. They are the stakeholders.

I include the Delta Agricultural Society only because it has a “nobuild” covenant against the property, which was signed by a previous mayor in 1994. Can’t imagine why they did that? But that’s only one of the mysteries.

ings. There was initial interest from a few councillors, which also seems to have evaporated. We can only wonder why? Can you tell I wanted to be a detective when I grew up?

Further to honouring Mead and her work, we would like to see the Corporation of Delta include a social planner as part of its staff.

No, it’s not for parties or recreation... To quote Doug Sabourin from Deltassist, “They work on projects that enhance the lives of every person in the community...

A social planner is not a luxury.

Delta is one of the very few communities in Metro Vancouver without one.” I’m afraid it’s starting to show, especially in North Delta.

The good news in all of this is that Kwantlen is still open to our vision, as is this community, considering the number of queries we get wondering what’s happening with Paterson Park? Long story short, this vision is still very much alive, we are not going away and the ball continues to languish in Delta’s court.

So the municipality’s monster mystery this month is wondering why Mayor Lois Jackson, a seasoned senior herself, is not all over this opportunity. This conundrum to be continued...

Taking too much credit

Editor: Re: The Dragon Slayers, Oct. 24 As citizens, we are pleased that Whatcom County officially turned down the application for the radio towers in Point Roberts.

We would like to thank all the many citizens who worked on this issue.

However, we are appalled that MP Kerry-Lynne Findlay and Mayor Lois Jackson are taking credit for working with the citizens on this issue.

The coalition of citizens drove this fight against the towers. They worked tirelessly to inform the com-

munity, bring in money for lawyers, and wrote letters to the politicians.

I was one person who wrote to Findlay almost a year ago, only to receive a letter with a list of existing towers in Richmond and Delta. Fortunately addresses were attached and I was able to look up where these towers were placed. I wrote back that almost all of these towers were in fields, or near warehouses and none were near large populations. Findlay also repeated the facts of her letter in the Optimist early this spring.

None of the politicians (except Vicki Huntington) seemed supportive of the

citizens’ fight on this issue, saying there was little they could do about something in the United States.

Eventually they did write letters to Whatcom County and were willing to speak at the hearing.

However, to have a cartoon calling them “Dragon Slayers” and to quote Jackson as saying, “Many concerned Delta citizens, who banded together and worked in concert with us against the proposal,” is a gross exaggeration.

This issue was won by citizens working together across borders. Politicians had little to do with it.

Outages not caused by construction site Editor: There have been several power-related incidents in Tsawwassen this month.

One power outage was caused by a fire at the top of a power pole near 18th Avenue and 56th Street.

Another incident was due to a power pole on 55A Street being damaged by strong wind during the night. The police were called to close down 55A Street until B.C. Hydro could attend to the issue.

These power poles are

all located in proximity to our Northgate project site, however, the outages have not been caused by construction activity. Unitech, our construction manager, was proactive in notifying local police and B.C. Hydro to protect the safety of the workers on site, as well as the neighbours, during these incidents. Construction progress has been affected.

B.C. Hydro has tried to respond promptly to fix the problems, however the power poles around the area

have aged and will require continuous and extensive maintenance.

We have contacted B.C. Hydro and inquired about upgrading the power poles in this area.

We believe that undergrounding power lines will be the solution to improve the quality of the neighbourhood, ensure public safety and reduce power outages in the future.

FHA no longer holding free flu shot clinic at McKee

Editor: For several years, McKee Seniors’ Recreation Centre in Ladner has provided the venue for a free flu shot clinic for seniors sponsored

by Fraser Health. This year Fraser Health has advised us that it will not be providing this service.

In 2013 over 400 seniors

of South Delta attended this one-day clinic.

This year those seniors will be required to make appointments at doctors’ offices or pharmacies, resulting in long lineups and additional costs to seniors, some of whom cannot afford this additional expense. This could result

in health complications for the most vulnerable members of our society.

The LEAP (Leading Employment & Achieving Possibilities) pilot project supports young adults who are transitioning from school to work.

“Employment really is the bridge to a life, it’s just so important,” she said.

Shawn got to a point where he wasn’t really attending high school, she said.

But in the last four months, with support from the program, the Delta school district, his employer and manager, he’s found great success and has changed so much, his mom said.

Shawn, who has special needs, is working five days a week, can’t wait to be completely involved in activities with his peers and is increasing his communication skills, she said.

“He’s going to be a contributing member of society. He’s going to have his work. He’s going to be paying taxes. He’s going to be spending money in a community. It’s a dream I never

DCLS employment strategy manager Annette Borrows discussed the society’s employment services, Solutions and LEAP, at the event, attended by B.C. Parliamentary Secretary for Accessibility Linda Larson and Delta North MLA Scott Hamilton.

The purpose behind LEAP is for youth with disabilities to be employed in a meaningful way before transitioning from school to work, she said.

“We know that there’s huge benefits to this hap-

pening. It provides functional and meaningful skills that carry over into adult life.”

Borrows said peer mentors make the program a little bit unique.

The peer mentors’ role is to create greater independence and self-determination for the individual they support, she explained.

Shawn said his peer mentor told him what things to say, and what not to say, in an interview, how to dress appropriately and helped him with hygiene.

The peer mentors and program participants met for the first time at a retreat on Hatzic Lake and took part in a variety of inclusive activities.

Local manufacturers opened their doors for a bus tour earlier this month as the Delta Chamber of Commerce and the Canadian Manufacturers & Exporters British Columbia marked Manufacturing Month.

The tour, which took place Oct. 15, started and finished at municipal hall, visiting Marcon Metalfab, Unifiller, SEI Industries, Avcorp and BCIT Delta

Test Centre during the day.

CME-BC vice-president Marcus Ewert-Johns, speaking outside Avcorp’s approximately 350,000square-foot facility near the Alex Fraser Bridge, said the aim of the tour was to raise the awareness of the economic contributions that manufacturing makes and to introduce job seekers to employers.

He said manufacturing is the fourth largest industry in the province after construction, retail and real estate.

“When you talk to most manufacturers, they’ll tell you that their biggest challenge is finding skilled labourers,” Ewert-Johns said.

The chamber and the industry association also announced the signing of a three-year cooperation agreement to mutually support Delta’s manufacturers and exporters.

“Manufacturing is a vital component of Delta’s thriving business community,” said chamber chair Orv Nickel.

LIVING MATTERS Let me make this perfectly clear: I am not a superstitious person.

When it comes to my favourite sports team, I put certain “practices” into play — but they’re certainly not superstitions.

On game day, for instance, I will wear the same jeans, the same jersey and the same socks — florescent green, in case you’re wondering. Practices, all of them. Superstitions?

Not at all.

On game day, I will adhere to one of two sets of practices. If I am watching at home, I will prepare a repast that includes lox and bagels and Caesars. I will sit on the love seat, and the husband will take the sofa.

We will hang a flag outside the door, at precisely 30 minutes before kickoff.

I will post something on

Facebook — just to let the friends know that it’s game day, and that I’m in front of the television with my game face on — and I will be sure to use four exclamation marks at the end of my status. Never three, never five. Always four.

Again, very simple practices.

When I’m able to watch my team firsthand, there’s another bit of routine. The husband and I will check into the same hotel the night before the match up.

Come game day, we will put on our special runners and our special beads and our special hats and gloves and T-shirts. We will take the same route toward the stadium, mindful to always walk on the south side of the street, and we will stop in at the same breakfast spot, where we will sit at our special table and dine on our special breakfast scramble and special Bloody Marys.

Practices, all of them.

Practices — but not superstitions — also determine the ways in which we

will care for those items in our home that bear the logo of the favourite team.

The wine glasses, for instance, must be positioned on the right side of the buffet, and polished regularly, but never, ever used.

The coasters must reside on an end table in the living room, but never on the coffee table. My clothing — and yes, I have more than a few items of clothing emblazoned with the name of the team — must hang in the far right of my bedroom closet, and in a specified order: golf shirts, then jerseys, then hoodies.

Truly superstitious types, I realize, will do all manner of oddball things when it comes to their favourite team. They might watch games only while sitting in the Lotus position or while wearing their jerseys inside out or while speaking pig Latin.

Some folks can actually be quite nuts when it comes to superstition.

Me? I’d never do the Lotus thing. Just not my usual practice.

The Huskies coaching staff included 2006 hall of fame inductee Ron Uyeyama (fifth from right) who spent the bulk of his teaching career at South Delta secondary school.

Legendary coach Ron Uyeyema earns his second induction as a member of 1995 provincial championship team play offensive tackle at Simon Fraser University where he was named an NAIA All-American in 1982. His athleticism was on full display in his senior year with the Clan when he also played on the men’s basketball team.

He was a first round selection of the B.C. Lions in 1983 and went on to play over 100 games in the CFL, helping the Leos win the 1985 Grey Cup. Michelle Bogaard Flemons (tennis) Boogard Flemons had only been playing tennis for three years when she repeated as provincial U12 champion and was ranked No. 3 in Canada. By the time she was 18, she had won nine Canadian titles and was a member of the national junior team.

She earned a full-ride scholarship to Trinity University in San Antonio and helped the Tigers reach the quarter-finals at the 1986 NCAA Division One National Championships. The latter stages of her competitive career included becoming the first B.C. player to win three titles (singles, doubles and mixed) at the Stanley Park Open in 1990.

Builder Dr. Martin Ray (medicine) This Yale University graduate has practiced medicine in Tsawwassen for the past 25 years and his contribution to amateur sports has been extensive.

Dr. Ray’s role as a medical officer or sports medicine physician include: Canadian Gymnastics Championships (2000), World Figure Skating Championships (2001), Canadian Alpine Ski Team (1990-present), World Junior Hockey Championships (2006), Memorial Cup (2007), 2010 Winter Olympic Games, Vancouver Giants (2001-present and Calgary Roughnecks (2005-present). He has also worked as a medical consultant with a number of local organizations.

He is the only credentialed Sports Medicine physician in Delta.

Tim Saunders (squash) No one has done more to promote the game of squash at the junior level in Delta than this longtime Tsawwassen resident.

Coach Gary Trepanier (football) Enjoyed an outstanding run with the Delta community football organization, compiling an overall record of 59-7 that included a pair of undefeated seasons and four provincial championships.

Trepanier coached the Delta Bantam Rams to B.C. titles in 1978 and 1979.

Saunders’ outstanding efforts were recognized as recipient of Squash B.C.’s Jack Lawson Award in 2006 for his all-round contribution to coaching and the development of squash in the province.

Four years ago the sport’s governing body also honoured him with the Junior Service Award.

Legendary high school football coach Ron Uyeyama has been inducted into the Delta Sports Hall of Fame once again, this time for his work with a provincial championship team 19 years ago.

Uyeyama was honoured back in 2006 for his years of work at three secondary schools, including a long run as the first-ever head coach at South Delta. One of his stops as an assistant was working with Walter Becker’s North Delta Huskies that pulled off one of the unlikeliest of feats in the history of B.C. High School Football.

After winning the AA title a year earlier, the Huskies stepped up to the elite AAA level in 1995 and promptly put together an unbeaten season, capped by a 39-21 win over WJ Mouat in the championship game.

Football proved to be the theme of the hall of fame’s 2014 induction class. The inductees were honoured at the annual banquet of champions held on Oct. 18. Here are the rest of them.
