The Ladner Business Association is once again hosting its annual Easter festivities in Ladner Village this Sunday.

• The Rotary Club of Tsawwassen will be hosting a fun-filled morning of free Easter activities for the whole family at Diefenbaker Park this Saturday.

It was an unexpected trip for a cross-border cat.

Employees at Russell Freightways in Tilbury were more than a little concerned when their beloved company cat, a friendly orange tabby named Chester, disappeared last month.

The cat, last seen wandering his loading dock domain, simply vanished, only to turn up a week later in Washington state after becoming an unwitting stowaway in a neighbouring business’s container full of cloth.

That container was sealed and transported by truck across the border to Fife, a city about 50 kilometres south of Seattle.

“We didn’t know where he was and we checked with the (Delta Community) animal shelter. Then we get a call that when they opened the container door down there, there he was standing there,” said Alex Rownd, a dispatcher at Russell Freightways.

It turned out that someone at the business on the receiving end had called around Tilbury to see if someone was missing a cat.

Arrangements were made for Rownd and his wife to pick up the cat across the border, midway between Delta and Fife, but first the person looking after Chester in Washington had to make sure the six-yearold tabby was caught up on all his shots, a condition

“Last Saturday was my wife’s and I 34th anniversary, so it was a nice trip for us to go down there and get the cat,” Rownd laughed.

According to the BCSPCA, as few as 12.5 per cent of stray cats are able to be returned to their guardians because of a lack of ID. Microchips and tattoos are reliable, permanent

forms of ID because pets can often lose their collars that have tags.

Most reliable are microchips and they are well worth the extra expense, according to the BCSPCA. The unique codes allow animal control agencies or veterinarians to trace pets to their owners.

Chester did have a tattoo but not a microchip.

Shelter said animal control agencies in other jurisdictions can’t trace a pet that happens to be from B.C. back to their owners if the animal only has a tattoo.

However, it can be done with a microchip.

She said pet owners should consider getting them to have a much more reliable way to be reunited with their animals if they become lost or end up far away like Chester.

Saying the cat helps keep up morale at their operation, Rownd took advantage of a clinic offered at the Delta shelter and got Chester a microchip. The shelter will hold another clinic this summer.

As far as Chester, Rownd said they learned when the tabby was being checked out in the U.S that he is really a she. There are no plans to change the cat’s name.

“This is humbling just to see you all,” he said. “We’re very grateful.”

Kyle was diagnosed with leukemia in July 2012, the day before his 16th birthday.

After chemotherapy and a bone marrow transplant, the disease went into remission and life began to return to normal for the family.

The cancer returned last April and Kyle began treatments again, including another bone marrow trans-

plant. However, it didn’t work and in November the family was told there were no more treatment options available.

Refusing to give up, the McConkeys heard about an experimental treatment at Seattle Children’s Hospital and launched an online campaign to raise the $250,000 needed to cover the treatment. More than $280,000 was raised in just a few weeks.

The treatment was initially scheduled for just before Christmas, however an infection and then a bout of graft-versus-host dis-

ease delayed it twice. Kyle bounced back and the treatment was scheduled to start March 24.

Kyle developed an infection and pneumonia while at Canuck Place Children’s Hospice waiting to travel to Seattle.

He was admitted to the intensive care unit at B.C. Children’s Hospital on March 16 but was moved back to Canuck Place March 19 where the family gathered to say their goodbyes.

Kyle lost his battle that afternoon.

The family said they

will be putting the money into an account to assist other families battling this horrible disease in Kyle’s memory.

In lieu of flowers, the McConkey family has asked people to consider making a donation to the Michael Cuccione Foundation, which raises money to fund childhood cancer research and support children battling the disease and their families.

While Delta fared better than the provincial average during last Saturday’s annual Earth Hour, it appears far fewer residents and businesses took part this year.

British Columbians saved 15 megawatt hours of electricity, a 0.2 per cent reduction, during Earth Hour, which ran from 8:30 to 9:30 p.m. That number is down from 65 megawatt hours and a one per cent reduction last year.

Delta saw a reduction in energy usage of 0.8 per cent

that would be earmarked for transportation improvements identified in a 10year, $7.5 billion plan put together by the region’s mayors. The plan calls for a Broadway subway and light rail for Surrey, among much else, but not much for Delta.

Power outage extends Spring Break by a day for South Delta students Students at South Delta Secondary got an extra day of Spring Break Monday after the Tsawwassen high school had to be closed due to an electrical problem.

According to the Delta school district website, a malfunctioning transformer shut down power to the school.

BIA is stepping away but movie nights to continue

The Tsawwassen Town Centre Mall has confirmed it will once again host an outdoor movie night this August.

While the movie nights are a fantastic community event, the BIA needs to focus on other initiatives, she said.

Tsawwassen Town Centre Mall promotions manager Shannon Taylor said the

mall will be hosting a movie night on Aug. 22.

The mall will come up with a few suggestions for which movie will be shown and let the community vote on which one they’d like to see, she said.

The Business Improvement Association of Tsawwassen is stepping away from hosting the annual summertime Outdoor Movie Nights series but locals will still be able to enjoy some cinema under the stars.

“We as a BIA, we will not be hosting this year.

I can say that. But that doesn’t mean they won’t be happening,” BIA executive director Lydia Elder said this week.

The series typically includes three dates over the summer. Diefenbaker Park and the Tsawwassen Town Centre Mall served as venues last year.

The mall will host and sponsor a movie night this year while it’s very possible the other two dates will be sponsored by a local service group with partnership from other groups, like for example the BIA, but not hosted by and coordinated primarily by the BIA, said Elder.

Civic officials want to hear from residents

#TalkDelta municipal open houses featuring town halls with mayor are scheduled for all three communities Residents are being invited to talk about Delta at three upcoming #TalkDelta municipal open houses.

The open houses will be held on Wednesday, April 8 (Ladner Leisure Centre), Thursday, April 9 (South Delta Recreation Centre in Tsawwassen) and Wednesday, April 15 (Sungod Recreation Centre in North Delta). Each will run from 4 to 9 p.m.

The Corporation of Delta is hosting the open houses to give residents an opportunity to get to know the people behind their local government, learn how it serves the community through important services and programs, and get firsthand, expert answers to questions about issues and initiatives.

“I am very much looking forward to this event because it’s an informal and fun way for residents to get to know their local government and have a conversation with the staff who serve and help plan our community — the people I work with every day,” says Mayor Lois Jackson.

Each open house will feature two half-hour town hall meetings, hosted by Jackson, where residents can take part in a roundtable-style discussion with the mayor. Questions about municipal issues and upcoming initiatives will be welcomed.

MURPHY’S LAW It’s heartening to learn the bridge being planned to replace the George Massey Tunnel remains on schedule for a 2022 opening, so as soon as we find the $3 billion or so to actually build it, we’ll be on our way.

Before that time comes, however, there are a couple of issues that should be addressed in concert with construction of the massive infrastructure project.

Much like the tunnel opened Delta for development in the 1960s and ‘70s, the proposed bridge will bring its own kind of influx, which also has the capability to dramatically re-shape our community.

The hard boundaries of the Agricultural Land Reserve mean Delta won’t see the building boom of a half-century ago, but improved flow across the south arm of the Fraser River will result in housing pressures nonetheless.

A recent report from Vancity on home ownership in the region found most areas, including Delta, are no longer considered affordable, a situation that will surely be exacerbated by a new bridge.

Those in Vancouver and Richmond will cast a glance across the river and view a combination of easier access and more bang for their buck as an invitation to relocate.

This will push prices higher, which is good for those already in the market, but will put even more pressure on local government to ensure those who can’t afford a single-family home, or those who don’t want one, have adequate choices.

There will come a day when the average home in Delta is worth north of $1 million, a situation that already exists in Richmond, so the resistance to densification simply must lessen.

The other issue that needs addressing during bridge planning is the idea of bringing some form of rapid transit to this area. Making allowances for it on the bridge is a first step, but the reason we’re in the middle of a contentious referendum at the moment is because our transit system is sadly lacking in the here and now.

We should embrace the opportunity the bridge provides to incorporate both vehicular traffic and transit, not wait for some far off day to finally bring rapid transit to this part of the region.

A light rail line along Highway 17A would be relatively inexpensive to build and could provide stops for those wanting to access Ladner, Tsawwassen, the Tsawwassen First Nation malls and the ferry terminal.

There’s absolutely no doubt the bridge will leave an indelible mark on this area, but we’ve got work to do to ensure that change is for the better.

Little of consequence found in municipal spending audit TOM SIBA

COMMUNITY COMMENT There appear to be birthing pains at the office of the Auditor General for Local Government (AGLG), which was an initiative of the provincial government a couple of years ago. The thought was to set up an office to do operational audits of B.C. municipalities to ensure they are as efficient as possible and providing good value for taxpayers.

Unfortunately, it does seem the AGLG was not as efficient as possible. After two years and spending over $5 million, it has filed only two audit reports. The provincial government was unimpressed and moved to have the AGLG reviewed

by Chris Trumpy, a senior bureaucrat.

The idea of being reviewed did not sit well with the erstwhile head of the AGLG, Basia Ruta.

She bristled at the suggestion that someone should sit in judgement of her productivity. She was not

as independent as she thought she was. She was fired. (She was fired for cause and therefore received no severance. Lawyers to follow.)

The audits were supposed to be on three separate areas or topics: 1. Achieving value for money in operational procurement.

2. Managing policing agreements.

3. Capital procurement and asset management programs.

The only two audit reports that have seen the light of day are for Delta and Rossland. Delta had the operational procurement review and Rossland had the capital procurement review.

Rossland’s review did not go well, according to reports, and threw the AGLG off its schedule.

Rossland had some big capital projects that in the opinion of the auditors could have been managed a whole lot better.

Delta got the operational procurement review. (Occupational procurement being buying small stuff on a regular basis — rakes, legal services, toilet paper and so forth.) Delta spends about $21 million a year on occupational expenditures, which is about 12 per cent of total municipal expenditures.

Given the time and money spent on the Delta report, I thought it would be well worth reading. I

thought there must be some interesting tidbits about system breakdowns buried in there.

But no such luck. The only notable item the audit uncovered was $5,000 spent on a sewage pump part that was not properly documented. But when you need a sewage pump, you need it now. The paperwork can always come later.

Overall, the AGLP concluded Delta “has implemented a number of innovative and good practices to strategically manage its transactions and its overall approach to procurement.” There were only two recommendations. The first was to “review and update its procurement policies and procedures to formalize changes and improvements in practice that have already occurred.” Mayor Lois Jackson agreed with this recommendation.

The second recommendation was that Delta “further strengthen its strategic management of operational procurement by improving data collection, analysis, monitoring and reporting.” The mayor gave a polite response that I interpreted as “whatever.”

That’s it from the AGLG. No money saving tips. No black holes uncovered. Oh well, maybe if we ever get a capital procurement audit we will get some interesting stuff — if the office survives.

Clark’s actions constitute bullying Editor: Re: The campaign is over, so time to take issues more seriously, Community Comment, March 18 It is important to clarify that the two newspaper articles referenced in the column came from a telephone interview about bullying in schools prior to the government imposition on school districts of further cuts to administration.

In that interview I voiced my frustration at seeing Premier Christy Clark wearing a pink shirt, in light of the tactics her government has used in dealing with

unions.

Tearing up collective agreements signed by both parties, firing elected school boards and conspiring to incite a strike (as admitted by a government representative) certainly qualifies as bullying, given the inherent power imbalance.

Despite my unhappiness with this situation, I should have focused on the bullying behaviour, rather than simply labeling the perpetrator.

I was elected to the Delta board of education on the basis that I would be vocal about education underfund-

It is tragic that in a province as affluent as B.C. we have such an inexcusably high child poverty rate, and that we are the only province without a poverty reduction plan. Spending $1,000 less per student on education than the Canadian average will not help B.C. reverse this situation.

Delta school district has worked hard to provide quality education with the

funds received, but there simply are not enough.

All trustees must become more vocal about this chronic underfunding.

Fear of driving students to independent schools or of annoying the government cannot justify remaining silent.

This is not a difference of opinion. It is a fight for the very survival of public education as an investment in our future.

Annual utility bill rising at rate well beyond inflation

Editor: I have just paid my 2015 flat rate utility bill to the Corporation of Delta.

Ever curious, I looked over my records and found the identical bill for 2005.

The difference (now $982, then $566) was a staggering $416, or a 73 per cent increase.

You will probably know that over the same period, the Consumer Price Index

rose 16 per cent.

I believe it’s time for municipal politicians to do some serious work to reduce our tax increases, which routinely exceed inflation.

Delta council needs to be aware that as seniors we are provided increases in line with inflation and not the increases municipal hall allows.

56th St. turn is tragedy waiting to happen

Editor: Sometimes after a tragic fatality we hear someone say, “I knew that was going to happen,” or they say, “It was just a matter of time.”

This is to say it before it happens at 9th Avenue and 56th Street in Tsawwassen.

Motorists leaving the Winskill Aquatic and Fitness Centre onto 56th Street have two choices.

One is to take 55A Street to 8A Avenue where there is a controlled intersection with 56th Street. This is the safer route, but is often eschewed

Avenue traffic must merge into one lane.

I’ve witnessed many near rear-end collisions, blown red lights and lanechange cutoffs in this area.

Crossing two lanes of this traffic while watching for an opportunity to merge with traffic coming from the opposite direction is challenging to say the least.

Many motorists leaving the athletic complex are simply not up to the challenge.

Whether it’s age, a vehicle full of distracting chil-

The other is to enter 56th Street from 9th Avenue, and if one is northbound that means crossing two lanes of southbound traffic before attempting to merge with two lanes northbound.

Traffic southbound on 56th Street is usually quite heavy, and mostly above the speed limit. In many cases excessively so, and there is a lot of jockeying for position because just after 8A

Near misses are common, I’ve seen several collisions (the most recent last weekend) and drivers looking only left before turning right at that intersection frequently put pedestrians at risk.

The latter is exacerbated by a hedge and tree that obstructs the driver’s view of the sidewalk even if they were to look right before turning.

Avenue at the west side of 56th should be permanently blocked, and the intersection at 8A Avenue and 56th Street improved to

accommodate the increased traffic. Otherwise, I know what’s going to happen; and it’s just a matter of time.

Ladner’s Ashley Spires’ picture book is up for a B.C. Book Prize.

Local author on the shortlist for B.C. Book Prize Ladner author and illustrator Ashley Spires has been shortlisted for a 2015 B.C. Book Prize.

The Most Magnificent Thing, a charming picture book about an unnamed girl and her best friend, who happens to be a dog, is up for the Christie Harris Illustrated Children’s Literature Prize.

“I made this book for everyone who struggles to make something ‘just right.’

As one of those struggling individuals, a nomination for a B.C. Book Prize means the world to me,” Spires said in an email to the Optimist. “Maybe I did make something right this time!”

Spires has won numerous awards for her work, including Ontario’s Silver Birch Express, Atlantic Canada’s Hackmatack, Saskatchewan’s Shining Willow and B.C.’s Chocolate Lily Award.

Her work includes the Binky the Space Cat series of graphic novels.

She grew up in Tsawwassen.

Winners will be announced on Saturday, April 25.

LIVING MATTERS This just in: we’ll soon be able to fly to work.

I can’t tell you how I know this. Let’s just say that a very, very, very, very reliable source within the transportation industry has tipped me off that we’ll all be able to whirl into town in the very, very, very, very near future.

And by whirl, I’m talking helicopters.

Yep. I kid you not.

During peak hours, Monday through Friday, a little army of choppers will be picking us up at designated locations and dropping us all downtown — thus the name Chopper Dropper.

Buses? Canada Line?

SeaBus? So very, very yesterday.

The Chopper Dropper, my very reliable source tells me, was the brainchild of a handful of industry observers who’d been taking in all the transit talk

these past few weeks. It was time, they decided, to go for something special.

And what could be more special than a heli-commute to work?

Think about it. No need to spend a ga-zillion dollars on infrastructure and wait for years until it’s in place.

Aside from the helicopters, all you need are some landing pads here and there.

Heck, parking lots will do.

Bingo. Air commuting in no time flat.

My personal pick-up pad, my reliable source tells me, will be down the block and around the corner. During peak hours, a Chopper Dropper will arrive every few minutes, and board the folks who are waiting.

And talk about a commute from heaven.

We Chopper Dropper travellers will have one heck of a time yukking it up when we see a traffic snarl near the tunnel or a back-up on the Oak Street Bridge. No problem for us when we’re in the air!

No word, though, on the cost of the flights.

How it took so long to arrive at such a plan is beyond me, but I do know that I’m counting the days until it’s in place.

There isn’t a second to waste on this. It’s already the first of April.

Ice Hawks closing in on new head coach

Junior “B” hockey club will have coaching staff in place for upcoming annual Prospects Showcase Camp in Richmond BY

The Delta Ice Hawks are working towards having a new head coach in place in time for their annual Prospects Showcase Camp, slated for May 5-8.

The Pacific Junior Hockey League club parted ways with Derek Chichak following a four game sweep to eventual champion North Vancouver Wolf Pack.

The result marked the second straight year the Hawks have bowed out in the opening round of the playoffs. They won the provincial championship in 2012, then lost a seven game semi-final heartbreaker to eventual Western Canadian champion Richmond the following season. Since then, the club has slipped into mediocrity — finishing with 23-16-1-4 and 22-20-2 records the past two regular seasons.

Delta has also gone through a couple of coaches over the same period of time. Now, the ownership’s number one objective is to bring in a new bench boss that may already have strong ties to the Western or B.C. Hockey Leagues.

“We are focusing on relationships with WHL and BCHL teams with a plan of hopefully attracting some key prospects,” said Ice Hawks co-owner and president George Georgeopoulos.

“There is no reason that we should not be the (Ladner based) Vancouver Giants’ first choice to place one of their young prospects. That is why the

search has narrowed down to coaches that will help us enhance those relationships.

“The search is going very well and we have had quite a lot of interest. We want a coach that can relate to today’s player and today’s game with a focus on attracting and developing young players to move on and providing them the coaching and environment for that to happen.”

Despite their shortcomings on the scoreboard, the Ice Hawks did have some success developing young talent last season with three rookies among their top seven scorers and Jacob Latrace earning the No. 1 spot in goal.

It means the club expects to lose a few players to the higher tiers of junior hockey, along with six more who have graduated — opening up a number of spots for the 2015-16 team.

The first step towards filling those vacancies is the Prospects Showcase that will take place at the Richmond Ice Centre.

North Vancouver Wolf Pack captured their first-ever league championship with a 4-1 series win over the Mission City Outlaws. North Vancouver went 12-2 in the playoffs — also defeating the Grandview Steelers in five games, after taking out the Ice Hawks. North Vancouver and host Mission will be participating in the upcoming Cyclone Taylor Cup provincial junior “B” championships.

Williams was named the tournament’s top goalkeeper.

Canada has not qualified for the Summer Olympic Games since Atlanta in 1996. The Canadians will also be looking to improve on their fifth place showing at the 2011 Pan American Games.

It’s shaping up to be a busy summer for Sara McManus thanks to Canada’s recent excellent showing at the World League 2 playdowns in Dublin, Ireland.

The Tsawwassen defender helped the women’s national field hockey team finish second to secure a spot in the World League 3, slated for June in Valencia, Spain. The top three finishers will earn a spot in the 2016 Summer Olympic Games.

The Canadian team will also be on home soil weeks later for the Pan American Games in Toronto where the gold medal winner also secures an Olympic berth.

INGREDIENTS: 1 9” pie crust ¼ cup butter, cubed 1 bunch fresh asparagus, chopped 1 medium onion, chopped 1/2 cup sliced fresh mushrooms 1 cup cooked chicken breast, chopped 3 eggs, lightly beaten 2 cups shredded mozzarella cheese 1/4 cup minced fresh parsley ¼ tsp oregano Salt and pepper DIRECTIONS: 1. In a large skillet, sauté the asparagus, onion and mushrooms in butter. In a large bowl, combine the eggs, cheese, parsley, and oregano. Season the egg mixture with salt and pepper and then stir in the asparagus mixture and cooked chicken breast. Mix together until everything is well combined.

2. Pour the mixture into crust and bake at 375° for 25-30 minutes or until a knife inserted near the center comes out clean.
