Two challengers for chief Bryce Williams to face competition for top post when TFN goes to polls in April SANDOR GYARMATI

Chief Bryce Williams will face two challengers when Tsawwassen First Nation members go to the polls next month. The list of candidates, which was made public by the chief electoral officer last Thursday, shows that Ken Baird, who is currently a member of the legislature, and Andrew Bak will run against Williams. Most of the incumbent legislators are seeking re-election, including Ken Baird, Laura Cassidy, Louise Ahlm, Nikki Jacobs, Melinda Cassidy, Loretta Williams, Sheila Williams, Andrea Jacobs, Jessica Adams and Steven Sterk. Tony Jacobs and Karl Morgan are the only two not running for re-election. Topping the list of those seeking a seat in the legislature is former chief Kim Baird. She is joined by Ethen Ahlm, Andrew Bak, Tanya Corbet, Valerie Cross-Blackett, Ryan Daum, Kathy Genge, Trent Genge, Chrystalynn Gurnaik, Brayden Holtz, Jason Morgan, Nicol Watson, Liana Williams and Victoria Williams. This year the number of legislators in the government will be increased from 12 to 13, while the chief will be the 14th member of government. Williams was first elected chief in September of 2012, but members had to go to the polls again the
following April after the first vote was overturned. The rematch saw Williams win 106-86, denying Baird, who had been chief from 1999 to 2012, a seventh term. Following his victory, Williams told the Optimist he wasn’t sure there was one particular reason why members wanted someone new at the helm, other
than perhaps they felt it was time for a change and new style of leadership. A carver, Williams, who was 23 when he became chief, was first elected to the TFN’s government in 2009 and served on the executive council, which is made up of a handful of elected members of the legislature who garner the most votes.
His victory over Baird, who helped negotiate and sign the first urban treaty in B.C., was seen as a surprise to many outside the TFN at the time. The TFN is poised to become an economic powerhouse in Greater Vancouver with a number of development projects underway, including the massive shopping mall complex to open later this year. One major project that would have been lucrative for members was a proposed LNG facility, but it was rejected by the membership late last year. Of the 139 TFN members (48 per cent of eligible voters) who voted, 53 per cent opposed the partnership with FortisBC that would have seen three- to five-million tonnes of LNG processed annually on the First Nation’s territory. Following that vote, Williams said members were concerned about the environmental impacts of the project and naturalgas extraction, but he said he was proud of how they handled the consultation process. “Throughout the whole process, I was somewhat on the fence and leaving the decision up to the members,” Williams said. TFN members will vote on April 6. All members who are at least 18 years old by election day can vote.

announced in the local paper, he was remembered for his kind and genial manners and as a friend of many. In addition to the cenotaph at Ladner’s Memorial Park, Rich is also memorialized on the Menin Gate in Ypres, Belgium, a monument dedicated to nearly 60,000 men, many

of them killed but their bodies never found. Caprani said they’ll be searching for “the nuts and bolts” of Rich’s war record, which is why they’ll be using the services of a First World War tour specialist, Stephen Binks, during a filmmaking segment in Europe. Caprani will travel
with Cuthbert, who is the producer, and her two sisters, Barb Wadey and Sue Legault, Rich’s grandnieces. They’ll be filming there almost 100 years to the day Rich died. Binks will walk the group through Rich’s war, from training at Shorncliffe to his death in Sanctuary
Wood. Over the course of the First World War, approximately 200 men from Delta enlisted and 30 paid the ultimate sacrifice. The film’s release date still has to be worked out, said Caprani. For more information about the film or to make a donation, check sidneyrich.ca.

Carla Qualtrough has been awarded with the International Paralympic Committee’s International Women’s Day Recognition in honour of her impact and leadership within sport. After winning three bronze medals in swimming at the 1988 and 1992 Paralympic Games, Qualtrough took on various roles within the Paralympic movement before being elected as the MP for Delta last October and later named minister for sport and persons with disabilities. It was her contributions to parasport combined with her new public role that convinced the International Paralympic Committee’s Women in

Delta woman killed in Richmond crash ALAN CAMPBELL

Speed and alcohol are being considered as factors after a Delta woman was killed in a car crash in east Richmond on the weekend. Around 4:30 p.m. on Sunday, a 59-year-old woman died after the car she was driving, a grey Chrysler sedan, appeared to strike a hydro pole on Westminster Highway at Nelson Road before veering off the road. Richmond RCMP arrived at the scene and the road was closed while the investigation took place. Hydro lines were also down in the area due to the crash. The lone occupant of the vehicle was pronounced deceased at the scene. “This was an extremely horrific collision scene to
investigate, even by highly seasoned investigators,” said Cpl. Dennis Hwang of the Richmond RCMP. “We are thankful to the professionalism of the Richmond RCMP Victim Services Unit, Richmond Fire-Rescue, B.C. Ambulance Service and B.C. Hydro. “We are asking the public for any information that might assist us in our investigation. “For those with dash cams that may have been driving around the area, please review your footage. Construction of a highly controversial jet fuel tank farm on the Richmond side of the Fraser River will begin in a few weeks. The Vancouver Airport Fuel Facilities Corporation recently announced Port Metro Vancouver issued a permit for the construc-
tion and operation of the fuel receiving facility. Owned by a consortium of airlines that use YVR, the corporation plans to ship jet fuel up the Fraser River to a tank farm that is to be built on an industrial site on the south arm of the river. An underground pipeline will send the fuel from the facility to the airport.
The Vancouver Airport Fuel Facilities Corporation says construction will likely begin in the spring, following the mobilization of equipment and materials to the construction site. The residents’ group Vancouver Airport Project Opposition for Richmond (VAPOR) expressed disappointment the facility is about to be built.

“VAPOR urgently requests that the Trudeau Government change the way environmental assessments are now conducted in Canada. The Canadian Environmental Assessment Office ignores many projects of great public interest affecting federal responsibilities and allows proponent to meet a very low bar standard. Many environmental assessments now amount to little more than green washing,” the group said. Aviation fuel is currently delivered to YVR from Burnaby through a pipeline owned by Trans Mountain (Jet Fuel) Inc. and by tanker trucks from fuel suppliers in Washington state. The current pipeline meets approximately 80 per cent of fuel demand the airport. The remainder is delivered by up to 35 tanker truck per day that travel through Delta. Current growth in fuel demand is being met by increasing those tanker truck deliveries, according to a Delta staff analysis. The project faced opposition from Richmond and many residents there, while some in Delta also voiced opposition. But unlike the City of Richmond, the Corporation of Delta did not state outright opposition, instead providing
a number of comments during the review process, including that it does not have the capacity or responsibility to respond to spills or fires resulting from the project. An assurance was given that there would be a commitment to review the final spill response plan with Delta and a fire safety plan would be prepared and implemented in consultation with the Delta and others. Meanwhile, VAPOR enjoyed a small victory earlier this year when a B.C Supreme Court judge ruled it will not have to pay the court costs of the Vancouver Airport Fuel Facilities Corporation in a legal challenge against the consortium’s project. Challenging the fuel corporation and Port Metro Vancouver’s public consultation process, VAPOR sought a judicial review but lost that case in court last summer. The group says the victory may seem small, but it’s big for people pursuing issues of public interest in the courts. In December 2013, the province announced that a conditional environmental assessment certificate would be issued. That decision was made after a review led by the B.C. Environmental Assessment Office.

The Cross Border Coalition to Stop the Radio Towers held the event to help pay off what’s left of the hefty legal bills racked up during the fight to stop the towers from being erected just south of the border in Point Roberts. The coalition’s Jennifer Urquhart said it looks like the approximately $14,000 left on the legal tab was covered by the fundraiser, which featured games, prizes and musical guests, including The Neon Stars, as residents continued to show their generosity and support. It was one of many events the coalition held as its legal bills reached the $250,000 range. Urquhart said the group knows how to “put the fun in fundraiser” as residents, including some that provided rather sizable donations, didn’t give up the fight to stop the towers from being erected. Their efforts culminated in a final court victory last fall when a Skagit County

Superior Court judge dismissed an appeal by BBC Broadcasting Inc. to overturn a decision by Whatcom County to reject the company’s application to erect five 45-metre (150-foot) steel towers at an undeveloped lot on McKenzie Way, about 330 metres from the Tsawwassen border. It was rejected because the towers exceeded height limits. The company had been arguing the antenna would be a utility that would have provided “vital public services” for Point Roberts. Urquhart said the coalition is grateful to all those who provided financial and in-kind support as well as those persistent individuals on the frontlines. “Hillary Clinton famously said ‘It Takes a Village’ but in our case it took two: Point Roberts and Tsawwassen,” she added.

he good news is that tolls to use the new bridge won’t be as expensive as the ones being charged today. The bad news is we’ll all be paying to cross the river before the bridge ever opens. OK, so I’m being a little speculative, but with every new voice added to a growing discussion it’s difficult to think we won’t see some kind of region-wide tolling program in effect before the bridge to replace the George Massey Tunnel is scheduled to open in 2022. Concerned by growing congestion on the Alex Fraser Bridge, Delta council has asked for a meeting with the provincial transportation minister to discuss regional tolling options. Delta South MLA Vicki Huntington continues to push Victoria to make good on its promise of a tolling review, while the B.C. Trucking Association has called for tolls on all major water crossings in Greater Vancouver to reduce congestion and improve fairness. And that’s just in the last couple of weeks. With new life in the efforts to replace the aging Pattullo Bridge and the tunnel replacement moving ahead, you can bet the noise surrounding Lower Mainland tolling will only intensify in the months to come. Combine that with the fact the region’s mayors are desperate for a way to raise revenue for planned transportation improvements and it’s hard not to see some form of widespread tolling, or road pricing, put before voters in the not too distant future. Up to this point provincial policy has limited tolls to new infrastructure, but if the mayors are willing to front a plan that would charge a fee, albeit a much more nominal one, to use every crossing in the region, Victoria would almost certainly go along with it, presuming voters do as well. Two new bridges would not only put unbearable pressure on the Alex Fraser, the last of the free alternatives, but it would also fan the flames of the fairness debate, particularly as it relates to those south of the Fraser. Why do some people have to pay for the privilege of driving to work while others are spared from coughing up a daily fee? That question could torpedo the goodwill generated by billions worth of engineering work so I can’t imagine the valley-friendly Liberals allowing the situation to get to that point.
For some people, arrival of spring is quite unwelcome

t’s amazing how fast things change around South Delta. Two weeks ago, it was winter. But driving around this weekend, spring has arrived. Trees all over are in full bloom with pink blossoms colouring the streets. I couldn’t be more depressed. I’m a hockey coach. Goalies, actually. I’ve been volunteering for many years, it really gets into your blood. And as fast as spring arrived, hockey is ending for the season. The ice will be removed soon to make way for lacrosse. It seems like a little part of Canada goes into hibernation every spring, hidden away as the weather warms, hidden away until fall when everything fades for winter. But that doesn’t make the end of the season any easier to take. For coaches and players, they have spent hours developing their skills and learning together. At the beginning of the season, they are a team in name only. Not so by the end. They have traveled, won and lost, had highs and lows, and, most importantly, shared smiles throughout the time they spent as a team. I’m sure it’s the same for soccer coaches, except they have to brave the elements as well. There is nothing worse than standing on the sidelines in the pouring rain or running around on a soggy

field. While they might be happy to finally be safe from the weather, I’m sure the thrill of seeing one of their players reach a new goal, achieve something they never thought they would achieve or even make one outstanding play that the team celebrates sticks with them as much as any other coach. At least with hockey, you always know what the elements will be. There’s the occasional brutally cold morning where I’m bulked up so much that I shed layers before hitting the ice. It’s always cold in the rink, and no one knows that more than the fans. Lost in the games and celebrations are the parents and younger siblings of the players. They are the ones who are up at the crack of dawn getting their child to the game or practice. They sit shiver-
ing in the stands for 45 minutes before the game because the players need to arrive early to dress and prepare. They drive all over town for away games, and even further for tournaments. Parents do it out of love, little brothers and sisters do it because they have to. Every player should remember to thank their little brother or sister along the way as well. They don’t like getting up early, either. For some kids, it’s just the end of one season, putting the equipment away for a few months, hopefully after a good wash. For others, it will be the last game of organized hockey or soccer they will play. Some choose not to move up to the next level. Some don’t have the choice — they have aged out of the minor system and not made the next level. For those, it’s a time when dreams end. At least I get to come back and coach next year. So, another season done. On the bright side, my slo-pitch league starts in a few weeks. Boy, do I love the smell of fresh cut grass! At least until the leaves change and hockey starts again. Delta lagging behind other areas in electric vehicle charging stations
Editor: The province now permits electric vehicles to travel in HOV lanes and has given grant incentives of up to $5,000 when purchasing electric vehicles. Cities in the Lower Mainland have strong support for electric vehicles with a number of charging stations in all areas except for Delta. The map shows all charging stations in the Lower Mainland. Delta shows two chargers: The one in Tsawwassen is actually in Boundary Bay Regional Park and was put in by Metro Vancouver,

So actually, Delta has no chargers. Delta is dead last and no other municipality is even close to the bottom. Normally these are installed in high traffic areas such as recreation centres, mall parking lots, hospitals, etc. Why has Delta chosen not to “go green” and install EV chargers like all other cities in the Lower Mainland? Heritage supporter shocked by proposal for Delta Lodge site

As the days lengthen and warm, marine fish move into shallow water. Their arrival is important for great blue herons that gather at the tideline. Nowhere is this more evident than on Roberts Bank where hundreds of herons congregate through spring and early summer, feeding in the intertidal area and nesting on the adjacent wooded bluff on Tsawwassen First Nation land. Extraordinary as it may seem, these long-legged, long-necked birds build flimsy stick nests, high up in alder, maple or Douglas fir trees. The Tsawwassen colony has over 300 heron pairs, with often three or more nests in a tree, and is the largest heronry on the Canadian west coast. In winter, the herons disperse into farmland and marshes around the Fraser delta, where they catch voles and other small mammals. However, once starry flounder and shiner perch begin to
arrive in inshore waters, the herons move to a diet of fish; later in the summer, they will also eat frogs and snakes. Endemic to the Pacific Northwest, the local subspecies of great blue heron has grey, black and white feathers and plumes. In March, their bills turn bright yellow-orange, indicating their breeding readiness. Pair bonds are formed and the noisy business of nest building begins. Prior to 1955, the herons nested in woodland near Tsawwassen’s current town centre, but forest clearance forced them to repeatedly move. By 1973, the colony had settled in Point Roberts where it remained for 20 years, growing to nearly 500 pairs. Tree clearance adjacent to the heronry and increasing predation by juvenile bald eagles, the population of which was increasing, caused nesting failure in 2003. Nests and eggs were suddenly abandoned, and no young were raised. The following spring, some of the herons moved a few kilometres north to their current location, and within a couple of years they were all settled in. Rather curiously, they settled in trees around one that was occupied by a mature pair of bald eagles. Could the herons some-

how know that the territorial behaviour of adult eagles would keep unruly juveniles away? A study has since shown that great blue herons nesting within 200 metres of an eagle nest have comparatively greater reproductive success. Heron species survive successfully all around the world; their innate wisdom must be greater than we appreciate! When observing the herons, please respect their need for quiet and calm surroundings, and the privacy of the Tsawwassen First Nation property. Challenge to recover from that lost hour

It’s happening again this Sunday: an hour is disappearing. It happens at 2 a.m. There’ll be no 2:20, no quarter to three. The clock will simply say 1:59, then
move on ahead to three. That’s right. Pouf! An hour will simply vanish. I won’t happen to notice, not at nighttime, at least, when I’ll be snoozing in my jammies and dreaming of who knows what. But come morning, it will all seem the slightest bit odd, when there’ll be less time to sip my coffee, to flip my pancakes and to read my morning paper. Don’t like it, not one little bit. Sure, we’ll get those 60 minutes back eventually — at the tail end of the year. And though I’m really
fond of that extra hour, I’m not thrilled when one’s removed. After all, over the course of my lifetime, those missing hours have added up — let’s see now — to more than two full days. Two days! Man, what I could have done with them. I might have stretched out a holiday on Maui. I might have found time to repaint the dining room, reorganize the pantry or rework the photo albums. I can’t imagine how many casseroles I might have whipped up in two days,
or how many chocolate chip cookies I might have baked. And anyway, it’s always a pain to adjust. “What time is it anyway?” the husband will say, come Sunday. I know this because it’s something he always asks on springforward day. “One o’clock,” I’ll say. “Except that it’s really noon.” “Oh,” he’ll say. “No wonder I’m hungry for lunch.” This will go on for days. We will wander around in a daze, unsure whether
it’s cocktail hour or dinnertime, or whether we should be making breakfast or heading to work. “I think it’s one o’clock,” I will say this weekend. “Or maybe it’s really 11. I can never be sure.” We’re never entirely sure, not for several days anyway. “It’s 4:30, right?” the husband will say, come Monday. “That’s what the microwave says.” “Don’t know,” I’ll reply.
“Did you change the clock on the microwave?” “Can’t remember,” the husband will say, looking rather like he’s lost a whole night’s sleep, instead of a single hour. We will, of course, eventually make the adjustment, and once again feel confident that one is really one and three is really three. But first we’ll be saying goodbye to an hour — an hour that really isn’t.

Industry runs in blood of new Primerose owners
After more than 35 years in the community, a well-known local restaurant is under new management. The Primerose opened in Tsawwassen in 1980 and moved to its current location in Ladner in 1997. Owners Steve and Maria Kremenios recently handed over the reins to Sia and Maria Adjudani. The new owners say they are committed to carrying on the traditions of the Primerose with a vision for making the restaurant even better. “After all, as one of the longest standing and most established Greek/ Mediterranean restaurant in all of Delta, we carry the responsibility of keeping the tradition alive.” The Adjudanis took over in December but they are not new to the restaurant business. “The restaurant industry runs in our blood,” says Sia. “Maria and her family

have owned several Greek restaurants in the Lower Mainland.” Maria opened a 100-seat restaurant, Opa Taverna, in New Westminster in 2004 but sold it after becoming pregnant with the couple’s daughter. “Since selling Opa, we have been looking for an opportunity to get back into the industry and the Primerose was the perfect opportunity as we live in Delta and know the restaurant well,” Sia says. He says the couple plans to continue the rich traditions of the Primerose and add to it by introducing a few more Greek dishes from Maria’s family recipes. “We as a family are also very much involved in the Delta community and have been long time resi-
dents of Delta so our plan is to continue this involvement through the restaurant,” Sia says. He has been the volunteer chair of Delta Relay for Life for the last three years, raising more than $150,000 for cancer research. The couple is also involved with the Children’s Wish Foundation and last year raised enough funds to help grant a wish for a local boy. “We would like to invite everyone to come and give us a try,” he says. “You will not be disappointed with the quality of food or the level of service.” The Primerose Restaurant is located at 6165 Highway 17A in Ladner. It’s a unique initiative combining technology, print material and enhanced business listings to inform and engage residents, tourist and visitors alike. Aimed at better promoting the municipality, the Delta Chamber of Commerce has launched a program called Experience Ian Tait Delta, comprising a new community app, quarterly magazine, an online business directory upgrade, dedicated website and utilizing social media channels. Executive director Tom Awrey and social projects manager Ian Tait made a presentation to Delta council last month to go over the initiative that will enhance visitor servicing and outreach. “With our dual identities as the Delta Chamber of Commerce and the Delta Visitors Centre, we’re constantly on the lookout for new and innovative opportunities and methods to benefit businesses in all communities in Delta, and we believe we’ve hit a home run with Experience Delta,” Awrey said. Awrey noted Experience Delta is designed to engage and communicate to residents, tourists and visitors what makes Delta special and a unique experience. “We use the word
‘experience’ quite deliberately because what we’ve discovered is it’s not just about throwing a bunch of destinations and saying come spend time here. Instead, we have to capture the emotional qualities that making Delta experiences both unique and distinctive,” he said. The app is a business and community directory available as a free download in the Apple iTunes store and the Google apps store. Users will be able to download, like, store and redeem rewards at participating businesses and save money on a wide range of products and services. The new magazine will be distributed at “high traffic” locations throughout Delta. “In addition to enhancing our visitor service and outreach programs, Experience Delta is designed to help businesses extend their marketing efforts across a broad range of platforms. It’s also an opportunity to utilize technology to effectively promote Delta,” Awrey said. Tait noted the Experience Delta suite of products is the first venture of its kind any chamber of commerce in B.C. has initiated. Now having 475 members, the chamber was established as the Delta Board of Trade in 1910. It operates a visitor information centre within its office at 6201-60th Ave., Ladner.

Rotarian helping Africans attain home ownership
Ladner Rotarian Patricia Sibley recently returned from her ninth mission with Rooftops Canada Foundation at WATHuman Settlements Trust in Tanzania where she helps women and families realize their dream of home ownership. Calling the trips a combination of hard work and fun, Sibley said the most recent one was no exception. Typical of the clients that are served, Sibley met Cristobel on a site tour in Dar es Salaam. With limited English, Cristobel guided Sibley and her colleague down a side path to her home, which she was able to purchase for about $5,500 Cdn. Cristobel was very proud of her home and wanted to share this joy. She has one main room that serves as her bedroom with a small one burner cooker plus another small toilet room. Cristobel has already saved enough monies to lay the founda-

District’s Maker Labs host Spring Break camps Laser cutting, 3-D printing, virtual architectural design — these are just some of the skills students in Delta are eagerly learning through the Delta school district’s Maker Labs. And this Spring Break, Maker Camps are being offered in both North Delta and South Delta. “In today’s world of technology and innovation, there is no reason
why kids cannot learn these cool and valuable skills,” explains Brooke Moore, district principal of inquiry and innovation. “Around the globe, metal fabricators, knitters, painters and coders, to name a few, are sharing spaces with one another. The borders between crafting and art, fabricating and design are blurring and the results are astonishing innovations.”
At the Maker Camps, kids aged eight to 12 will build a turtle robot, learn about drawing and sketching, 3D design and 3D printing, laser cutting, electronics, metal works and more. Participants will make a 3D printed figurine of themselves. For youth aged 13 to 17, they will learn geometry and trigonometry while building and program-
ming a robotic arm. They will also learn about laser cutting, 3D printing, electronics, the Internet of Things, and will have the option to design a wearable tech clothing item. “3D printing is often the gateway experience that piques learners’ interest and nudges creativity and curiosity,” says Moore. “Kids wonder, ‘What else can I make? What else is possible?’”
The school district created its first Maker Lab in Ladner at the Delta Manor Education Centre last summer. Now, a brand new Maker Lab has just opened at North Delta Secondary. Overtime win evens series
Michael Schellenberg is the latest unsung hero to step up for the Delta Ice Hawks. After managing just five goals in 41 regular season games, the 18-year-old rookie scored twice, including the overtime winner, in Delta’s 2-1 game two triumph over the Grandview Steelers on Sunday at the Burnaby Winter Club. The result deadlocks the best-of-seven Pacific Junior Hockey League semi-final series at 1-1. Game two was slated for Tuesday at the Ladner Leisure Centre. The teams will also be at the LLC for game four on Saturday at 7:35 p.m. Schellenberg now has three goals in eight post-season games and credit coach Darren Naylor for having the White Rock native on the ice during an overtime power play opportunity after Darren Cumberbirch was sent off for hooking. Schellenberg completed a feed from Luc Soares to give the Ice Hawks their first win at the Burnaby Winter Club this season in four tries. It was another superb night between the pipes for goaltender Jacob Latrace who has firmly established himself as a leading candidate for the playoff MVP award. The 18-year-old Richmond native turned aside 43 shots and now has a .938 save percentage and a 2.18 goals against average in eight post-season starts.

In a week when Greg Rennie learned he will be without one of his key players for the stretch drive of the season, he took care of some unfinished business with the Burnaby Lakers too. The Delta Islanders assistant general manager and head coach at last got a deal completed with the Lakers for a couple of players he is very familiar with. Tyler Vogrig and Nick Jensen both played for Rennie when he was winding down his previous coaching stint with the Richmond Intermediate “A” Roadrunners. Vogrig was selected No. 1 overall by the Lakers in the 2013 B.C. Junior “A” Lacrosse League midget draft. Jensen was taken 33rdby Burnaby the same year.
