Barn owlets banded at Earthwise Farm SUBMITTED PHOTOS

Lower Mainland researcher and wildlife biologist Sofia Hindmarch bands one of Earthwise Society’s three resident barn owlets at the Earthwise Farm in Boundary Bay. Barn owls are a threatened species in B.C. and Hindmarch’s research is focused on conservation issues. Barn owls can help control rodent populations, contributing to a balanced ecosystem that doesn’t require the use of pesticides. The owlets can be viewed on a TV camera in Earthwise’s farm store.

More fentanyl bust arrests Delta police display items seized in Burnaby in multi-jurisdiction investigation JESSICA KERR

j ke r r @ d e l t a - o p t i m i s t .c o m

What started as a drug trafficking investigation in South Delta turned into a major drug bust involving multiple jurisdictions. Delta police released more information late last week from the large fentanyl bust in Burnaby in March and showed off some of the items seized, including $1.5 million in cash, multiple firearms, computers and cell phones, as well as fentanyl, 12 kilograms of cocaine, 4.5 kilograms of heroin and $100,000 worth of pills, including OxyContin. Department spokesperson Sarah Swallow said the investigation of drug trafficking in South Delta led to an eight-month operation and the execution of search warrants in Burnaby, Surrey and Richmond on March 17. In Burnaby, officers discovered a major drug operation where fentanyl was being mixed with other substances to make it look like heroin. In 2015 in Canada there were 471 deaths directly linked to fentanyl and in 2016 there have already

The drug has been the subject of numerous police warnings in the Lower Mainland and Fraser Valley in the past year. Fentanyl, a power opiate that is more potent than morphine, is often added to other illicit drugs, such as cocaine, heroin

and oxycodone, and ingested unknowingly. “This has made our community safer,” said Mayor Lois Jackson, who also chairs the Delta police board, thanking the officers for their work on the case. “I believe you have saved many lives.” Two men were arrested at the scene. Scott Pipping

of Surrey and Adam Summers of Delta remain in police custody and are facing 21 charges, including trafficking in a controlled substance and possession for the purposes of trafficking, possession of restricted/prohibited firearms and possession of restricted/prohibited firearms without a licence.

Swallow said two other men, a 34-year-old from Delta and a 25-year-old from Richmond, were arrested earlier this month in connection with the case. Charges are pending. The investigation is ongoing. “We are anticipating that there will be more arrests,” Swallow said.

The major expansion at FortisBC’s Tilbury liquefied natural gas plant won’t be finished until later this year, but another big expansion is already planned. An agreement was announced last Thursday that would see LNG exported from the Delta facility to Hawaii to be used for local power generation. A news release from FortisBC noted that under the 20-year deal, 800,000 metric tonnes of LNG would be delivered annually to Hawaiian Electric starting in 2021. The agreement outlines the conditions to be met and the necessary approvals to be received.

“FortisBC is uniquely positioned to capitalize on the strong market demand for clean-burning B.C. natural gas as a bridge fuel in the transition to renewable energy production,” said Barry Perry, president and CEO of Fortis Inc. B.C. Minister of Natural Gas Development Rich Coleman said the agreement showcases the province’s capacity to supply clean energy to new markets. FortisBC is already undertaking a $400-million expansion at its Tilbury plant. In operation since 1971, the plant cools natural gas into a liquid state for storage. It’s then converted back into gas vapour and delivered by pipeline during periods of high demand. It’s also delivered by tanker truck

capacity. A FortisBC spokesperson noted the deal with Hawaii means additional liquefaction equipment and a new 1.1 million GJ storage tank will be needed at the Tilbury site, as well as a new 230 FILE PHOTO kV power line connecting Tilbury to A $400-million expansion of B.C. A separate application by WesPac Midstream Vancouver LLC, a unit of Texas-based WesPac Midstream LLC, to build an LNG export facility adjacent to the FortisBC Tilbury plant received an export license from the National Energy Board. If it clears the other approvals, WesPac’s jetty would enable new customers such as Hawaiian Electric to receive LNG from the FortisBC facility via barges and small LNG carriers. If all conditions are met and government, regulatory and internal approvals are received, the next expansion of the Tilbury LNG facility would commence in 2018.

South Delta Recreation Centre to get checked after issues in North Delta SANDOR GYARMATI

s g y a r m a t i @ d e l t a - o p t i m i s t .c o m

The South Delta Recreation Centre will be checked for major structural faults after a costly problem was discovered at another civic facility. Delta council members agreed at an in-camera meeting last week to spend close to $900,000 to remediate walls at the ice arena of the North Delta Recreation Centre after a serious and potentially dangerous fault was uncovered. The municipality had already awarded a $1.2-million contract earlier this year to replace the arena slab, but when the contractor was about to undertake the work it was

discovered a few masonry blocks in the arena had moved laterally as a result of pipe work that was part of the recreation centre expansion. A staff report notes the masonry walls, which are not load-bearing, were to be connected to a steel frame using anchors vertically and horizontally. However, testing revealed the anchor system is, by and large, not present in three of the four surrounding walls, despite being shown in the construction drawings. There’s now concern the masonry block might fail without adequate structural support if the other construction work had got underway. Delta CAO George

Harvie told the Optimist the most cost-effective and timely solution is to construct a stud wall immediately alongside the existing masonry wall and anchor the masonry to the new wall. “The question always comes up, ‘What about other buildings?’ Of course, the South Delta Rec Centre is about the same vintage, so we’re in the process of putting a request for proposals out for testing of all those walls,” he said. The goal is to ensure the 44-year-old facility on Tsawwassen’s 56th Street, and ultimately other buildings of similar construction and age, don’t pose a stability risk. It’s not the first time

structural problems have occurred at a Delta recreational facility. In 2014, the stucco façade on the east side of the Ladner Leisure Centre arena fell away from the wall after the anchoring system failed. Nobody was hurt and the pool and fitness centre re-opened soon after, but there was limited use of the arena for an extensive time. Delta ended up spending around $3.8 million on the Ladner Leisure Centre as it took the opportunity to undertake a number of other upgrades. The ice arena portion of the leisure centre was built in the mid-1970s, around the same time as the North Delta and South Delta arenas.

Truck blitz is underway JESSICA KERR

j ke r r @ d e l t a - o p t i m i s t .c o m

The Delta Police Department is putting commercial vehicles under microscope this week. The annual threeday commercial vehicle inspection blitz began yesterday, targeting trucks that might not be properly maintained and could pose a danger on local roads. “Delta has one of the highest, if not the highest, ratio in B.C. of commercial vehicles transiting its roads on a daily basis and this will be one of the largest initiatives of its type in the province,” said department spokesperson A/Sgt. Sarah Swallow. “The Delta Police Department is one of the very few police depart-

Lions’ donation allows fire dep’t to purchase pet oxygen masks JESSICA KERR

j ke r r @ d e l t a - o p t i m i s t .c o m

Delta firefighters are now better equipped to deal with four-legged fire victims thanks to a donation from one of Delta’s Lions clubs. The Delta Scottsdale Lions Club recently donated more than $2,500 to the department to purchase pet oxygen masks. The donation allowed the department to purchase 21 of the mask kits, which include three different sized masks that can be used with the existing oxygen tanks, and leashes. Fire Chief Dan Copeland said the different sized masks mean Delta firefighters will be able to treat a variety of pets, including dogs, cats, birds, ferrets, rabbits and guinea pigs. The specially-designed masks can be used on both conscious pets that have suffered some inhalation as well as pets that need to be resuscitated. Former Tsawwassen First Nation chief Kim Baird was appointed last week to a panel that will be looking at the Trans Mountain pipeline expansion. Minister of Natural Resources Jim Carr announced that Baird, along with Tony Penikett and Dr. Annette Trimbee, will make up the Trans Mountain Pipeline Expansion Project Ministerial Panel.

“The panel members reflect the experience, perspective and understanding of local issues and relationships needed to advise the government as we advance the Trans Mountain Pipeline Expansion Project to a final decision in December,” Carr said. “Ms. Baird, Mr. Penikett and Dr. Trimbee form a capable team charged with discussing important and difficult issues with Canadians affected by this project.” Baird said she was

TAKE NOTICE THAT The Corporation of Delta (“Delta”) intends to adopt the ‘South Delta Revitalization Tax Exemption Program Bylaw No. 7547’. This bylaw offers municipal property tax exemptions and municipal fee reductions for eligible projects located in the South Delta (Ladner and Tsawwassen) Economic Investment Incentive Zone, as shown on Schedules ‘A’ and ‘B’.

One of the recommendations of the South Delta Business Sustainability Strategy is the implementation of economic incentive programs to promote investment in the Ladner and Tsawwassen commercial cores to achieve vibrant, sustainable and resilient downtown environments. The proposed South Delta Revitalization Tax Exemption Program is intended: • To encourage investment in new and existing retail, commercial and mixed-use projects to create a strong local economy and expand employment opportunities for residents; • To encourage investment to enhance the attractiveness of the Ladner and Tsawwassen town centres; and • To encourage investment in the preservation and enhancement of existing heritage buildings and developments that leverage the heritage feel of the Ladner community. Property taxes may be frozen for up to three years for projects within the economic investment zone that meet at least one of the following requirements: • An apartment or mixed-use building construction with a construction value of $5 million or more. • New commercial building with a construction value of $5 million or more. • Mixed-use development with a construction value of $5 million or more on land previously used for commercial purposes only. • Projects which involve the preservation and enhancement of heritage buildings, including the reconstruction of significant historical features using materials that replicate the original.

t’s not ideal but it does ensure one of Ladner’s oldest homes remains standing. Civic politicians narrowly approved a proposal last week that would see the 1904 house, the long-time location of La Belle Auberge restaurant, refurbished and sold as a single-family home. The catch is that four additional homes will be built on the 48th Avenue property. I’m sure everyone on Delta council wanted to see the Edwardian-era home preserved, so the split came about over how much additional development would be tolerated on the 11,500-square-foot lot in Ladner Village. The fact the vote ended up 4-3 suggests that four more homes, ranging in size from 1,740 to 1,880 square feet, was the tipping point in terms of what council members would deem appropriate. It also underscores the struggle they face on a regular basis in trying to preserve structures of the past, those stately homes that add much to the character of the area but don’t necessarily jibe with today’s real estate market. I think most people would have preferred to see the Roycroft Grant Residence preserved as the only home on the lot, but given the location, size of the property and cost to renovate, that was an unlikely scenario. Delta didn’t have to strike a deal with the land owner, but the alternative was likely a waiting game where the house would fall into disrepair and eventually become a candidate for demolition by neglect. I’m not saying that would have happened in this instance, but there have been many examples where heritage homes have been left to rot to the point where they’re no longer salvageable. It’s a shame when that happens and it certainly would have been so in this case, but the flip side is almost always increasing density around these old gems. There’s a similar kind of proposal for the Delta Lodge property at Arthur Drive and 45th Avenue in an effort to make the century-old home, which is situated on a massive lot, economically relevant in today’s market. The plan envisions shoehorning seven additional dwellings onto the corner parcel. It’s by no means ideal, but if we want to preserve these heritage homes, and the link they provide to our past, there’s a price to be paid.

Dog poo is contentious topic no matter where you step

M

y father was a successful open line talk show host in Vancouver for decades and for a few years I was lucky to be his producer. If a guest failed to show or it was a slow news day, we would open the telephone lines for a free for all. We were always amazed that when a caller introduced the subject of dog poo, the phone board would light up like a Christmas tree, and sparks would fly. Dog poo is a hot topic. Just ask anyone who has stepped in doggy doo. It smells horrible, it’s hard to remove from your shoes, it’s unhygienic, especially on the beach, and it’s infuriating. Someone before you didn’t do his or her job and failed to pick up their dog. “I didn’t see him do it,” is no excuse because we know you did. And, no, dog poo is not a fertilizer, as one owner told me after he refused to pick up after his dog. For those non dog lovers, I feel your pain. We are a society obsessed with dogs. The proof is in the retail industry that is cashing in on our love for our furry friends. We have four pet stores in our community

and a plethora of dog walkers, doggie daycares and groomers who entertain, pamper and babysit our pets. Clever business people are making money from picking up your dog’s poo. Scooby’s Dog Waste Removal Service will come to your house every Wednesday to scoop up your dog’s waste for $9.89 a week. That’s the price of a bottle of wine from Point Roberts. Personally, I’ll take the wine and clean up myself. The problem of dog poo doesn’t end once it’s in the bag. Who hasn’t noticed white poo purses abandoned around our parks, trails and neighbourhoods? One anonymous person got so furious at a growing pile of filled bags at my local beach

access they took the time to write a message on a huge piece of plywood: “To whom it may concern, you have half the program figured out, now if you can put the bags into an appropriate container and not leave them stacked up here you’ll have it all, the good poo fairy doesn’t stop by here and pick them up.” Miraculously, the poo bags disappeared in a few days. Dog owners know they are under the microscope. My dog sitting friend places complimentary white dog waste bags around her neighbourhood so people can’t use the excuse, “I didn’t have a bag.” She doesn’t want to be blamed for abandoned dog poop, her reputation is on the line. Dogs are so much more than the sum of their poop. They are great companions, they relieve stress, provide exercise, help us to socialize and are affectionate love bugs. I wouldn’t be without one. So fellow dog owners, practise what Robert Fulham said in his bestselling book, All I Really Need to Know I Learnt in Kindergarten, “Rule #5, clean up after your own mess.” Ingrid Abbott is a freelance writer and broadcaster who cleans up after her dog Rosie.

Port not looking inland

Editor: Re: ‘Intense demand” on industrial land, May 6 The Port of Vancouver is good at managing some of its port activities — cruise ships and bulk/breakbulk are two such examples. What is it not good at is developing and implementing overall plans for a modern sustainable and viable container port strategy. Recently we have been hearing a lot from Vancouver Fraser Port Authority CEO Robin Silvester about the lack of port-related industrial land in the Lower Mainland. The article reported the port authority believes more logistics infrastructure should be located close to Deltaport and that locating such infrastructure inland would mean increased truck traffic, more congestion and more environmental impacts. That’s strange considering almost everywhere else in the world ports are

already moving — or planning to move — containers by rail to some form of inland terminal. The problem is the port authority’s scenario of more and more logistics infrastructure as close to the port as possible runs counter to views expressed by many, including the federal government. The fact is the Lower Mainland does not need the port authority gobbling up more land — especially our valuable agricultural land — for its grandiose container expansion plans. What we need instead is a strategy to develop inland terminals that will actually relieve the port created congestion we are now facing. A 2008 study by experts appointed by the federal government called for a strategy of developing inland terminals. In that same study they went as far as to say that no further port infrastructure should be developed in the Lower Mainland until the Port

of Prince Rupert has been maximized (which is still far from being accomplished). It is nonsense to suggest inland terminals will create more port truck traffic. The inland terminals will be serviced by rail that will move containers directly to and from the container terminals. Other studies done — not by the port, of course — suggest inland terminals could remove hundreds of truck trips a day from our over-crowded highways. Equally short sea shipping — moving containers by barges — will take trucks off the road and could service inland terminals elsewhere in the Lower Mainland. So why is the Vancouver Fraser Port Authority out of step with just about everybody else? I leave you to figure that out, but it has little or nothing to do with creating a viable and sustainable container port strategy. Roger Emsley

Editor: Re: Share, don’t hog, the road, letter to the editor, May 11 The letter made some legitimate points regarding cyclists’ use of the road. I agree that cyclists riding two abreast and hogging the road while slowing down traffic in the process is quite senseless. I would like to point, however, a few errors is the letter. Firstly, since moving to South Delta a year ago, I have ridden daily around Tsawwassen and Ladner and everywhere in between and have never witnessed any of these groups of rude cyclists mentioned. I’d thus like to call into question the 99 per cent figure supplied. Further, I have also

who drive more. Various authors have written about this topic, including Peter Ladner, the former Vancouver councillor and a Business in Vancouver columnist, who wrote, “News flash for Drivers: Cyclists are helping subsidize your ride.” Todd Litman of the Victoria Transportation Institute found the cost to drive an automobile on local roads is over six cents per mile while vehicle user fees only cover a paltry 0.7 cents. Conversely, he puts cyclists’ roadway costs at 0.2 cents per mile. Secondly, despite common perceptions, cyclists do pay their fair share (and then some) for the use of roads. Local roads (which are often the only ones cyclists ride on) are almost entirely paid for by local property taxes, not fuel taxes. Everyone pays collectively to use not only the roads, but for their maintenance, the policing of all road users and the health costs of motor accidents. Those who drive less are actually subsidizing the use of roads for those

The Burns Bog Conservation Society will once again ramp up efforts to thwart development plans by MK Delta Lands. After recently receiving a notification from the municipality requesting comment, society president Eliza Olson said her group is putting a new petition together in an attempt to stop the company’s application to develop an industrial complex near the Burns Bog conservancy area. “I have contacted international peatland experts who have reviewed MK Delta’s website and they are not impressed. We have to save every inch of Burns Bog, not just for ourselves but for the planet,” she told the Optimist. “Every time a piece of bogland/peatland the size of a soccer field is destroyed, it releases the same amount of carbon as you would driving your car around the world three times,” Olson said. like bears take to honey, or like ducks take to water. You get the idea: I’m a mosquito magnet. For the longest time, however, I managed some workarounds. I bought bug spray — by the bucketful. I steered clear of standing water. I wore plenty of protective clothing. These worked — until recently. We were outside, the husband and I, doing what people are supposed to when they find themselves in the middle of a sunny springtime Saturday afternoon. Which is to say, nothing at all. “Let’s sit on the lawn chairs,” the husband suggested. “I’ll grab us a beer.” We made for the grass. The mosquitoes made for me. “I’m going to get some socks,” I said, and that’s exactly what I did. In years past, this would have worked — where the ankles were concerned. But no more. “Man,” I said after about 10 minutes. “My feet are crazy itchy.” The little pests — which

I would dearly love to refer to in more profane terms — had found a way to penetrate my footwear and make a meal of my tootsies.

I do not want to watch television. I want to chill out on the patio or next to the flowerbeds, mojito in hand. I do not want lamplight. I want sunlight.

To call this a game changer is a bit of an understatement. “I have to go inside,” I said. “That’s a drag,” said the husband. No kidding. The last thing I want to do in the glorious weather is to remain indoors with all the screen-less windows

shut. I do not want to watch television. I want to chill out on the patio or next to the flowerbeds, mojito in hand. I do not want lamplight. I want sunlight. “This is a drag,” I said, echoing the husband. He furrowed his brow, clearly seeking a solution. “You’re just going to have to put on more protection,” he said. “You know, like a Hazmat suit.” I nodded. OK, I thought, so a Hazmat suit is not ideal — I’d be roasting in July — but at least it would allow me to get off the couch and head outside. “Or maybe,” I said, “I could stay inside some sealed plexiglass enclosure in the back yard. The mosquitoes would be able to see me, but they wouldn’t be able to make contact.” Again, a possibility. I’m not sure what the ultimate plan will be, but I do know this: I’m going to win this battle of the bugs.

Fair still going strong 120 years later

A tradition in the community since 1896, Ladner Pioneer May Days to return this weekend Ladner Pioneer May Days returns this weekend for another round of fun. The historic annual fair, now into its 120th year, kicks off Friday at Memorial Park with the festivities carrying on throughout Saturday and Sunday. Midway rides, a fastball tournament, pony rides, a petting zoo, tasty food, live music and other fun activities all help make up a memorable fair experience. May Days coordinator Jennifer Scott says it’s been a challenge to find space in the park this year due to the construction project at the site of the former Kin House. “People will notice there’s changes to the park. Things may not be where you usually find them but they’re generally all still there,” she says.

The May Days parade, a highlight of the fair, has a new route this year and takes place Sunday. The traditional May Pole Dance and crowning of the May Queen ceremony are also set for Sunday. There are live musical acts as well as a craft fair on both Saturday and Sunday. Scott says it’s been tough finding volunteers this year and adds anyone interested in helping out can contact organizers through the May Days website — www.ladnermaydays.com. May Days, which began in 1896, is described as one of the province’s largest free family fairs. FILE PHOTO

There’s plenty of fun to be had during May Days, including during the colourful parade.

New route for Sunday parade this year

There’s a twist to one of the highlights of the annual fair this year. This edition of the May Days parade will have a new route due to construction in Ladner Village. The procession gets going at Elliott and Bridge streets, travels down Elliott, along Arthur Drive and then turns right onto 47th Avenue to the fairgrounds at Memorial Park. It’s scheduled to begin at noon on Sunday. “Hopefully it doesn’t disrupt too many people,” says May Days coordinator Jennifer Scott. She says the theme this year is Our Community in the Future, noting May Days is 120 years old this year. “I thought, you know what? What if we made it 120 years forward? What would Ladner look like then? We’re always looking back,” she says. “I think we’ll have some interesting floats,” she says.

Construction in Ladner Village means procession will travel along Elliott Street

The annual parade through Ladner Village always features the May Queen and her court. The parade starts Sunday at noon.

Ladner’s own Nick Gee to return to May Days Singer teaming up with Sons of Granville

Ladner’s Nick Gee is playing May Days again this year and bringing the Sons of Granville with him. “I love May Days,” says Gee, who’s scheduled to perform at 3 p.m. on Sunday. “I’ve always gone there as a kid. I always looked forward to the corn dogs, cotton candy and rides. It’s a Ladner tradition.” Gee, a singer and musician, says he’s proud and honoured to be able to play at the annual fair. He recently teamed up with the three-piece band Sons of Granville and among the songs they’ll be performing at May Days will be Stay My Love. They entered the tune into CBC’s 2016 Searchlight competition, where it won a popular vote in the regional top

10 portion of the national contest. Gee says they put together the submission, including a music video, in about two weeks. Justin Brown, one of the members of Sons of Granville, says they found Gee’s existing song online on YouTube. They performed it without Gee and eventually brought him in to do record a studio version of the song. “We basically used his YouTube performance as a spine for the track,” he says. They’ll be performing mostly original music at May Days, including some instrumental tunes from the band. It’s an instrumental group, Brown explains. “The lead voice of that sound is the viola. So

allowing our string player to go into the background and be more of a subtle orchestral element and Nick be the frontman gives us a completely different dynamic.” Gee and the band, which also includes Thomas Beckman and Jarrett Plett, are working on a new album together. For more on Gee or the band visit nickgeemusic. com or www.sonsofgranville.com. Saturday’s stage entertainment features music from the Chaos Monkeys, Rhythm Rush, GB Roots and Robyn and Ryleigh. Sunday includes the traditional May Pole Dance and the crowning of this year’s May Queen. The Timewalkers band will be performing after Gee and the Sons of Granville.

Sunday service will focus on caring for vulnerable

Up close with the animals!

Each year Ladner Pioneer May Days includes an open invitation to join Sunday morning’s outdoor service, hosted by local Christian churches. While the look of worship services may vary from church to church the rest of the year, this service unites them beneath an overarching purpose: to care for this broken world as Christ taught.

This year’s service focuses on being the hands and feet of Jesus in practical ways. The message to be delivered by pastor Jason Oldham is taken from the Bible’s book of James, which explains that true religion accepted by God means caring for the orphans and widows in their distress — in other words, the vulnerable of our world. Aligning with the theme,

a free will offering will be held in support of Delta’s Reach Child and Family Youth Development Society’s campaign to build a $5 million child development centre in the heart of Ladner. Reach offers a variety of services for youth and children with special needs, including autism. The service takes place in Memorial Park at 9:30 a.m. All are welcome.

The May Days craft fair will feature many returning vendors this year. “This is part of what they do and they love attending our fair. I think that speaks volumes to the type of fair it is, the type of event it is,” says craft fair coordinator Shari Barr. Over 30 vendors are

expected to attend. Items include jewelry, pet treats, clothing, organic products, handmade wallets, health and wellness products and natural soaps, says Barr, noting most are handmade. There will be “all sorts of very interesting items,” she explains.

Returning favourites include hand-sewn baby quilts and natural henna tattoos. Most vendors are from Delta but some travel from Vancouver, Surrey and even Chilliwack. The craft fair runs from 10 a.m. to 5:30 p.m. on both Saturday and Sunday.

Fair not complete without a midway!

Bill Konyk will once again bring his Hunky Bill’s Ukrainian fare to May Days.

FILE PHOTO

Food options abound in park

A variety of food options will be available for fairgoers to fuel up for more fun at May Days. Newcomers for this year include the Schnitzel Shack and the Twisted Potato Express, notes food coordinator Khya Fellingham. Returning options include Hunky Bill’s Ukrainian fare, wood-fired

pizza, dim sum, fish and chips and grilled cheese offerings. “I’m really happy with the influx of food trucks in the Vancouver area because it opened up more opportunities for us to get more diverse foods coming to the park,” says Fellingham. “I’m really happy about that.” A pancake breakfast is

scheduled for 8 a.m. on Sunday. The “Happy Pioneer Watering Hole” beer garden, run by the Ladner Legion, goes from 12 to 6 p.m. on Saturday and Sunday. Fellingham says anyone interested in being a food vendor next year should reach out to fair organizers as early as possible.

West Coast Amusements will create a midway in Memorial Park, complete with rides, games and food. It gets underway on Friday at 4 p.m. and continues throughout the weekend.

Notice of Revitalization Tax Exemption Program Bylaw (Pursuant to Community Charter Section 227)

TAKE NOTICE THAT The Corporation of Delta (“Delta”) intends to adopt the ‘Delta Industrial and Tourism Revitalization Tax Exemption Program Bylaw No. 7353’. This bylaw offers municipal property tax exemptions and municipal fee reductions for eligible projects located in the Delta Industrial and Tourism Economic Investment Incentive Zone, as shown on Schedule ‘A’. Goals and objectives of the Delta Industrial & Tourism Tax Exemption Program: • To promote the development of industrially-zoned land in Delta for higher-end industrial uses by offering incentives for developments in excess of $10 million. For example, industrial park warehousing is deemed to be a higher use than container storage. • To encourage the rezoning of I-3 (Industrial Extraction) land to higher value industrial uses. • To encourage industrial development that involves the consolidation of multiple smaller lots to make larger development sites, consistent with the Saving Our Industrial Lands initiative. • To protect the Burns Bog Ecological Conservancy Area from development that may occur on adjacent property, including requirements for buffer zones, storm water management, lighting and noise controls to minimize the impacts of the development on Burns Bog. • To encourage the diversification and expansion of tourism accommodation and facilities, consistent with Delta’s Tourism Strategy. Key goals of Delta’s Tourism Strategy include increasing visitor volumes, length of stay and spending; developing at least one large “iconic” attraction to draw visitors to Delta; developing strategies to attract suitable hotels and investors to Delta; and developing a diverse mix of accommodations. Property taxes may be frozen for up to five years for projects within the economic investment zone with a minimum investment of $5 million that meet at least one of the following requirements: • The project involves a rezoning from I-3 (Industrial Extraction) to a higher value industrial or comprehensive development zone, as approved by Delta. • The project involves the consolidation of four or more industrially-zoned lots. • The project involves the diversification or expansion of tourism accommodation and facilities. or • The project involves the redevelopment of an existing industrially-zoned parcel with a project construction value of $10 million or more. In order to receive a tax exemption, the property owner must be in compliance with the bylaw, must have entered into an agreement with Delta, and must be in receipt of a tax exemption certificate issued by the Director of Finance. Council has discretion to refuse to enter into a tax exemption agreement and to impose conditions in the agreement. Municipal Fee Reductions: In accordance with Section 194(2) of the Community Charter, which allows for the discounting of municipal fees, eligible projects also qualify for a reduction of up to 60% in municipal fees, including building permit fees, plumbing permit fees and land use application fees. Extra Protection for Burns Bog Ecological Conservancy Area: For properties that are immediately adjacent to the Burns Bog Ecological Conservancy Area, there are additional requirements that have to be met in order to minimize potential impacts of the development on Burns Bog. THIS NOTICE IS FOR THE PURPOSES OF PUBLIC DISCLOSURE ONLY. IT IS NOT A TENDER CALL OR AN INVITATION TO SUBMIT AN OFFER. Copies of the relevant documents available at the Municipal Hall and online at www.delta.ca (under ‘What’s New’). Any inquiries should be made to the Director of Human Resources & Corporate Planning, at 4500 Clarence Taylor Crescent, Delta, Monday through Friday (except statutory holidays) between the hours of 8:30 a.m. and 4:30 p.m., prior to June 10, 2016.

SCHEDULE ‘A’ Delta Industrial and Tourism Economic Investment Incentive Zone

Properties within the economic incentive investment zone that are potentially eligible for the tax exemption (shaded purple and red) include: • industrially-zoned land that is also designated for industrial land use in the Metro Vancouver 2040 Regional Growth Strategy; and • land zoned for Commercial Tourism (C-3) or comparable zone that permits tourism/accommodation uses. Specific exclusions include: the Burns Bog Ecological Conservancy Area; land in the Agricultural Land Reserve; public land; and former industrial landfill sites (properties that are already included in the DLC landfill tax exemption bylaw). Eighth annual awards gala held at South Delta Secondary

The Rotary clubs of Tsawwassen, Ladner and North Delta recognized 31 local young people at the eighth annual Delta Rotary Youth Awards May 12 at South Delta Secondary. Award recipients and guests were entertained by MCs Jim Cessford and Melissa Granum and the local youth band the Chaos Monkeys. Roy Chen-Campbell, a youth worker with Delta school district, shared his experiences of overcoming adversity, describing how he has participated in some of the world’s toughest endurance races after having to retire from professional rugby when he broke his neck. He has a passion for life that he loves to share with youth to encourage them to take on challenges and achieve their full potential.

The annual awards recognize contributions from Delta’s young people for helping in their community without seeking personal reward or accolades, those that have demonstrated compassion and empathy for others, shown inner strength in overcoming adversity and setting an example for others or acted on a global level. “These annual awards remind us that our future leaders are right here in our community and it is so important to acknowledge their contributions,” said Granum, a Ladner Rotarian. The Linda Ottho Leadership Award, in memory of the former Rotary Club of Ladner president, recognizes a youth who stands out for their passion for volunteerism. This year’s recipi-

Are you not hearing clearly when a group of people are talking? Many people find that they are no longer able to understand everything being said, particularly when in the company of others. Engineered in Switzerland, the Audéo V hearing aid has been designed specifically to understand speech in group situations. The majority of those surveyed stated that when exposed to considerable background noise they are able to hear that something is being spoken, but can no longer discern precisely what is being said. The words seem blurred and indistinct. But why is that? The effect tends to manifest itself in group situations, especially in restaurants. It is the high-pitched tones perceived at the entrance to the cochlea that determine when you hear things accurately. In the majority of cases these parts of the inner ear are the first to be affected by noise or aging. As the high-pitched tones are no longer perceived well, the auditory centre of the brain begins to struggle to decode language. It’s a bit like an image that doesn’t have enough pixels.

ent was Myles McHattie, who is confined to a wheelchair due to cerebral palsy but comes to Cliff Drive Elementary every day to work as a volunteer reader with the primary students. “Linda would have really been fond of Myles for his kindness, compassion and gentle nature when helping the young students,” said Rotary Youth Awards chair Leslie Abramson. “We miss Linda but know that her legacy lives on when we can recognize a young person like Myles for demonstrating the values that were so important to her.” One of the many other highlights from this year’s event included recognition of the 2001 Delta Heat softball team for its efforts to make the community a better place. Players fund-

raised and participated in Run for the Cure, put up Christmas decorations for and donated pet food to the Delta Animal Shelter, volunteered to coach and mentor younger players, and collected donations for the South Delta Food Bank. District governor John Anderson presented the final award, Service Above Self, to Amy De Ste Croix who closely embodies the local and international mandates of Rotary. Not only has she participated as a Delta Heat player in all of the team’s community activities, but she also volunteers with Special Olympics, has travelled to Kenya to assist in building a school, has done fundraising for Adopt a Village and has travelled to Nicaragua to help build a sports court for youth.

Hearing sensation! Swiss researchers: Audéo V is superior for conversation.

With Audéo V

The Audéo V hearing aids provide considerable reduction in noise allowing you to focus on speech. Developed by Swiss audiologists the Audéo V hearing aid is designed to improve speech comprehension in noise, particularly with hearing loss in the high-frequency range. People can trial the new Audéo V system by Phonak simply by calling now to do so. During your FREE hearing test, our Hearing Care Professionals will determine how speech comprehension can be improved in various situations and what role the technology called “Autosense OS” plays. This technology can recognize where the person being spoken to is located and can amplify only his or her voice,

while ambient noise is reduced. Thanks to several synchronous microphones, the hearing aid can detect sound in all directions and select the direction that speech is coming from within milliseconds, seamlessly adjusting to the listening situation. According to Swiss researchers, this can significantly improve speech comprehension, especially in conversation for the right candidates. A group of students and teachers from Delta Secondary traveled to Nicaragua this spring to do humanitarian work. They tackled painting projects at an orphanage and a school and delivered supplies along with scholarship money and funds for other projects. “The neat thing about the connections we have there is they’re not large NGO (non-governmental organization) projects. They’re very grassroots, locally run, and because we go back so often we’re able to keep tabs on things and support the projects,” says DSS teacher Chris Dobrovolny. The Ladner high school’s International Friendship Association global citizenship club has been going on trips since 1994. The club has visited Nicaragua a dozen times over that time. For this trip they spent

The group brought approximately $5,500 US (generated through fundraisers) for scholarships for local students and to support projects like an orphanage and a food program for children. Students also visited a preschool, which the International Friendship

Association funded and built in 2011, and brought school supplies. Asked what part of the trip was the most fun, student Dylan Moorhead said, “I think just seeing how happy all the kids were.” Besides humanitarian work the group from DSS also spent time sightseeing.

The group included students Cassidy Lowe, Telisa Taukil, Monique Lariviere, Thomas Costin, Pallas Cheng and Moorhead along with teachers Jinny Peters, Calvin Woods and Dobrovolny. The International Friendship Association has also visited Peru, Guatemala and Ecuador over the years.

Feedback BACKGROUNDER:

The provincial government recently announced higher fines and more penalty points in an effort to deter distracted driving. The new fines, which start June 1, begin at $368 for a first offence, which is up $200 from the current fine. The fine for a first-time offence also includes a $175 ICBC driver penalty point premium.

Good idea. Great idea.

It’s a good idea. So many people are texting while they’re driving. It’s a danger to everyone on the road. I think it’s a bad habit. They should put away the phones.

Chrystal Godin

It’s a great idea. I like the idea. [It’s] long overdue.

I think it’s good. I’m not a driver, I just walk everywhere. I find I get cut off all the time with people not looking. So it’s nice to know if they do that, they’ll get fined for it.

Andrew Banks

It’s a good idea. I still see people texting on the highway. It’s ridiculous. There should be higher fines for it.

Sun Devils capture Valley title South Delta Sun Devils are Fraser Valley champions and the juggernaut junior boys rugby team isn’t done yet. The Sun Devils continued their perfect season with a 33-16 win over the Yale Lions, in the Valley title game, played last Wednesday in Abbotsford. The result avenged a heartbreaking one point loss to the Abbotsford school in the 2015 final for many of the boys. The result set up a provincial semi-final game in West Vancouver on Tuesday against Lower Mainland champion Carson Graham. The winner will play the Vancouver Island champion for the provincial junior title on Friday at 5 p.m. at Rotary Stadium in Abbotsford. Coached by Spencer and Matt Baines, the Sun Devils advanced to the Valley title game with a dominating semi-final victory over Langley two days earlier at John Oliver Park.

Islanders not content with 6-1 start

Delta makes two trades and adds to coaching staff ahead of pivotal games MARK BOOTH

m b o o t h @ d e l t a - o p t i m i s t .c o m

Head coach and assistant general manager Greg Rennie suggested a few weeks ago the Delta Islanders wouldn’t be making any significant moves until some time in June. That forecast took a sudden change with his team needing to address a couple of areas ahead of pivotal weekend games. The B.C. Junior “A” Lacrosse League club pulled the trigger on two trades and also made a key addition to its coaching staff. The Islanders acquired veteran defender Ian Hamer-Jackson from the New Westminster Salmonbellies in exchange for Chandler Bradley and future considerations. That deal came one day after landing intermediate age goalie Roman Rose from the Port Coquitlam Saints for Delta’s first round pick in the 2018 midget draft. Rennie also announced highlyrespected coach and good friend Neil Doddridge will be joining his

staff for the balance of the season. Doddridge has achieved just about everything imaginable as a player and a coach. As a standout defender, he won seven Mann Cup titles, a pair of professional championships and even helped the Ladner Pioneers win the President’s Cup. Behind the bench, he guided the Coquitlam Adanacs to a pair BCJALL titles in 2013 and 2014. He will join forces with Marty O’Neil to oversee the Islanders’ defence which has struggled out of the gate despite the team’s 6-1 record. Delta has a key game in Port Coquitlam (4-2) Friday night and again on Saturday when the Salmonbellies (4-2) visit Ladner at 7:30 p.m. “With all his experience, Neil is a huge addition for us,” said Rennie. “We have been good friends since winning a President’s Cup together (in Ladner) and we’re just fortunate he is available. Marty is out-oftown this weekend and (offensive assistant) Logan (Schuss)

is unavailable too. I didn’t want to be going into PoCo being by myself behind the bench.” With just a 21 game regular season schedule and the stakes so high this season, Rennie couldn’t wait any longer to shore up his team. PoCo has been the early surprise story with only two losses, including one by forfeit to Nanaimo. Friday’s meeting will be the first of three head-to-head games as the teams jockey for home floor advantage in a potential semi-final series that would determine a Minto Cup berth. Hamer-Jackson gives Delta another veteran player at the back who is outstanding on draws. “He brings toughness, speed to our defense and is also is the best face off guy in our league,” said Rennie. “He is a really talented player who played in WLA playoffs last year for the Salmonbellies. “It’s a pretty big pick up for us.” The club was still waiting for

the deal for Rose to be approved by the league. In question is his territorial rights given the former Team BC goalie played his minor lacrosse in Langley. Rose played in 17 games for PoCo’s Intermediate “A” team last season and will be aged up to join the Islanders once the trade is finalized. Delta notched its sixth win of the season on Sunday in Nanaimo, 14-7. The visitors erased an early 2-1 second period deficit with six unanswered goals to take control. The Islanders outscored the Timbermen 13-1 from the 3:51 mark of the second to the early stages of the third. Evan Messenger padded his lead atop the league scoring race with five goals. Chase Fraser added seven points, including a pair of goals. Jayden Campbell recorded a hat trick and Jon Phillips also scored twice. Matt Keith made 43 saves for the win.

Sun Devils go through front door to next week’s provincial tourney Someone forgot to tell the South Delta Sun Devils they already had a berth locked up for next week’s B.C. AAA Girls Soccer Championships. As hosts of the 16-team event, the Sun Devils were guaranteed their 15th straight appearance in the showcase tournament. However, this program’s rich history, under longtime coaches Stephen Burns and Brent Sweeney, has never been about taking the easy route for success. It took the last game of the regular season and a 4-1 victory over the Delta Pacers for South Delta to even be assured a spot in the 16-team Valley tournament. That was good enough for fourth place in the competitive South Zone with a 4-1-2 record and the 11th seed in the Valley playoffs. The Sun Devils served early noticed with a 2-1 round of 16 win over Tamanawis at Newton Athletic Park. It was then off to Chilliwack two

Sun Devils earned their 15th consecutive B.C. berth days later where the girls dropped a 3-2 heartbreaker to No. 4 Sardis in the quarter-finals. Still alive in the double knockout affair, the Devils travelled to Port Moody last Monday and pulled out a thrilling 4-3 win in overtime against No. 8 Heritage Woods. The “road warriors” continued their Valley journey in Abbotsford two days later — this time with a B.C. berth on the line against No. 7 WJ Mouat. South Delta came through with a huge 3-0 win to assure the locals had legitimately qualified for another provincial tourney. The impressive run

through the Valley playoffs concluded the next day in Coquitlam where the Sun Devils edged Charles Best 1-0. The girls now have some well-deserved time off before opening the provincials June 2. The Sun Devils roster includes: Jenny Campbell, Breanne Gallager, Ally Wray, Sami Kaltenegger, Emily Birarda, Hannah Dela Cruz, Anika Bosch, Meghan Wilson, Kheya McGill, Marina Juanbonet, Shannon Wilson, Brooke Stoilen, Sabrina Blocha, Vanessa Pecht, Ava Simpson, Mia Simpson, Eve Carrothers and goalkeeper Damara Begin.

A most sorrowful event has occurred, the death of Mary Jane, following a very serious stroke. Born in Portland, Oregon to a family of staggering proportions (17 children), she made her way north of the border after her marriage to John Seath in 1946. He predeceased her, but only after a wonderful marriage lasting almost seventy years. Mary Jane leaves behind three children, Rob, Sandy and Linda, and a vast collection of nieces, nephews, granddaughters and recently, a great grandson. Was there ever a lady who smiled and laughed more or took greater satisfaction from time with family and friends. Always supportive of her family, no matter the circumstances, she was also a very active member of church and community groups throughout her adult life. Mary Jane could often be heard saying, “Booze is the only answer”, but she really wasn’t much of a drinker. Late in life she could be persuaded to enjoy a glass or two of wine. Her rallying call for alcohol, we think, was simply an invitation to have fun with friends and family. Clouds of sadness have gathered over us with mom’s death, but she wouldn’t want us to despair. From the deck of her beloved cabin in the Okanagan she could chase all manner of clouds away with her ringing cry, “It’s brightening down the lake!” The family is extremely grateful for the caring and attentiveness of the Pod 3 nursing staff in the Neurology section of Surrey Hospital. We’d also like to extend our thanks to Dr. Yam and especially, Sofia, for her exceptional kindness and caring. There will be a prayer service Wednesday, May 25th, 2016 at 6:00 p.m. at St. Frances de Sales Catholic Church, 6880 Balmoral S t . B u r n a b y. A f u n e r a l s e r v i c e w i l l b e h e l d Thursday, May 26th, 2016 at 10:00 a.m. at St. Frances de Sales Catholic Church. Reception to follow in the church basement. Burial will be at F o r e s t L a w n C e m e t e r y, 3 7 8 9 C a n a d a Wa y, Burnaby, B.C. A red wine toast to mom from a “family sized” bottle would be very appropriate.
