New traffic plan for 52nd St. Delta tries to minimize inconvenience as Metro to embark on water main work SANDOR GYARMATI

A new traffic management plan for a major water main project in Tsawwassen should make things a little easier for drivers, but Delta is still warning people to expect delays. An open letter to residents from Delta CAO George Harvie outlines a number of changes to the traffic plan that’s part of Metro Vancouver’s work along 52nd Street. The regional district has been working on 52nd Street on the north side of Highway 17 since the beginning of the year, but was about to begin work on the south side of the highway, work that was expected to create huge delays for commuters trying to get in and out of the community. During May and June, construction was to take place along 52nd Street from Springs Boulevard to Highway 17, closing off the 52nd Street entrance to Tsawwassen. That would have meant all traffic, including emergency responders, would have had to use 56th Street.
Water main work on 52nd Street will soon move south of Highway 17, causing traffic delays for months. Delta council agreed last week not to issue any permits until municipal staff could work out a less disruptive plan. According to Harvie, Delta managed to secure the B.C. Hydro laneway north of Imperial Village to be used as a temporary detour route to ensure single-lane alternating vehicle traffic and emergency responders have direct access to the communities of Imperial Village and Tsawwassen Springs. The initial phases of construction is expected to occur in a couple of weeks between Spyglass Crescent and Highway 17. During
construction, traffic will be detoured through Imperial Village or switched to single- lane alternating traffic as required. Delta will also be adjusting signal timing for traffic lights on 56th Street and adding a left turn arrow from 16th Avenue onto 56th Street. The work hours will be 7 a.m. to 10 p.m. on weekdays and from 9 a.m. to 10 p.m. on Saturdays. Delta staff and police will monitor the situation. Harvie explained to the Optimist what to expect for the first round of construction at the entrance to Tsawwassen Springs and
Imperial Village. “They’ll have one lane open into both areas at all times. So the actual pipe will be going in closer to Tsawwassen Springs but they’ll just alternate traffic in and out, so that won’t be a problem. At the intersection you’ll be flagged in and flagged out of Tsawwassen Springs. That’s the first phase and we wanted to get that intersection done first and that’ll be only about two weeks. “Then they’ll be moving north with the pipe, so the next section we’ll have to route traffic through Imperial Village.

There’s two entrances into Imperial Village and so, as you come down Highway 17, you’ll be going into the north entrance to Imperial Village. Then they will come out where the light is to Tsawwassen Springs from Imperial Village, and you can either go into the Springs or go up the hill.” To be completed by late summer, the project will eventually see 52nd Street ripped up all the way to 12th Avenue. That will necessitate a number of different detour routes. Delta will only issue highway use permits for the project in phases as the work progresses.

Reid spoke of the importance to set up urgent family care centres manned by physician assistants and nurse practitioners who could ease the load of emergency wards. He also said his government would establish a ministry of mental health and addictions. Colero said it was
the Liberal government that continued to increase MSP premiums and funnel those dollars into general revenue, while Sherley said the hospital continues to need a strong voice. Going over the cutbacks by the Liberal government going back to 2001, Wong said he’d fight to ensure Delta has a 120-bed hospital with the same services other communities receive. “I’ll fight for a hospital based on what we deserve and our population,” he said to boisterous applause. do to deal with the “tsunami of seniors” in the health care system, Wong spoke of the need to provide more alternate care options, while Sherley said accessibility is the number one issue, one that can be alleviated with more walkin clinics. Colero talked about his party’s extensive plan for an integrated approach, while Reid talked about having more family health care centres and providing care that enables more seniors to stay at home. Paton said it’s important to have a strong voice for the community, adding

In addition to hospital and health care issues, the candidates answered questions on a wide variety of topics ranging from transit and tolls to education and international human organ harvesting. Asked for their take on agri-tourism and other business opportunities now available for farmers, Paton said it’s important to save farmers, not just farmland, and that farm-
ers are looking outside the box. Saying saving the ALR is important, Reid said the premier seems only focused on money, while Colero warned of the government opening up farmland for industrial uses. Sherley noted the ALR needs to be locked, but is steadily shrinking in South Delta. “You can’t eat money, I’m sorry,” he quipped. Wong agreed eco-tourism and agri-tourism are viable industries. All candidates spoke against the proposed Terminal 2 at Roberts Bank.

A multi-purpose sport court will be added to Ladner’s Memorial Park. Delta council approved a $150,000 contract last week for a company to create a sport court at the northwest corner of the park where an old lacrosse box is located. Lacrosse isn’t played there anymore and the old asphalt surface is in poor shape with cracks and puddles, said parks and recreation director Ken Kuntz. The redevelopment of the court, currently only used as a spot for the beer garden during Ladner Pioneer May Days, includes removing the chain link fence, with the exception of the portion that borders the baseball diamond. The court area will be repaved with lines for three pickle ball courts, a walking track around the perimeter and a skills development space designed for kids learning how to ride. Kuntz said municipal hall had “excellent buy-in”

Reitsma given Ambassador for Peace Medal This year’s 100th anniversary of the Battle of Vimy Ridge, and today’s escalating tension between North Korea and the world, serve as timely backdrops for the recent awarding of Korea’s Ambassador for Peace Medal to Tsawwassen veteran Gerard Reitsma. It has been nearly 70 years since the North invaded the South on the Korean Peninsula. Today, the Republic of Korea continues to honour its allies’ soldiers through the Ambassador for Peace Medal in recognition of the contributions and sacrifices made by Canadians who served in the Korean War. Reitsma received the medal for his service with the Royal Canadian Navy in Korea from 1951 through 1953. He was presented the honour through a proclamation and letter at Tsawwassen’s KinVillage Care Home last Tuesday. “This sure is a great honour,” said Reitsma
Reitsma, who turns 86 on May 30, served aboard the HMCS Cayuga, a tribal-class destroyer that was one of 260 naval vessels deployed to South Korea by allied forces when the Korean War broke out. crisis, a proposed casino, party loyalties and more. The candidates received five questions in advance, while a number of others were accepted from the audience prior to the start of the forum. With Liberal Ian Paton unable to attend due to a prior commitment and Errol Sherley of the B.C. Action Party also not in attendance, it was hard to separate the three candidates as their positions were similar on many issues. On the proposed cuts to education assistants by the Delta board of education, Reid said in his position as a school trustee he would be voting against the reductions, adding that’s why he ran for trustee and why he’s running in this election — to make education a priority. Colero said the board
had reasons to do what it did, adding he would not interfere with other levels of government if elected. “It’s not up to the province to tell the Delta School District what to do,” Colero said. “What I would not do is break the law and withhold $330 million from education and I would not make teachers overwork and rob a whole generation of a good education like the Liberal government has done.” Wong said he would do everything in his power to ensure there was a strong and properly funded education system. On a possible casino for Delta, all three were generally not opposed to the concept, but didn’t want it located near homes and that a larger, broad-scoping community consultation be held before any proposal was considered.
On the issue of accommodating growing and changing populations in South Delta, Wong said the way to address this was increasing density in certain areas without compromising agricultural land or green space. He favours re-developing preexisting corridors. Reid agreed with Wong’s points, so much so that he began taking notes. “I will be sure to use those great ideas when I’m minister of housing,” Reid quipped. Colero stated that more medium density options should be pursued and suggested looking at concepts like co-op housing. One of the few times the candidates differed was the final question regarding loyalty — to your party or your constituents. Colero said his party allows its candidates to

fully represent constituents. Wong said as an independent there was no question where his loyalty lies. “I have no other loyalty than to the people of South Delta. It is South Delta first, South Delta last and South Delta for every step in between,” he stated to big applause. Reid said he would never vote for anything that was uniquely favourable to South Delta, but a detriment to the rest of the province. “I’m a Canadian first, I’m a British Columbian and I’m also a South Deltan. I would listen and hear, but I believe it’s a little naive to say I only believe in my community and that I don’t agree with the greater community.” The provincial election is May 9.

The Liberal leader made another brief appearance at a North Delta eatery Monday where she was greeted by party faithful from North Delta and South Delta, including candidates Ian Paton and Scott Hamilton. The special guest at the media event was Jackson, who offered an enthusiastic endorsement. Standing with Clark, Jackson praised the premier, particularly for moving ahead with the George Massey Tunnel Replacement Project. Jackson said she’s seen many politicians come and go throughout her more than four decades on Delta council and Clark has been one of the best. “One of the things I have noticed in you, you make a promise after you have looked at everything, and get all the facts, you make a promise and you keep the promise,” Jackson said. She added “there’s a lot of myths out there” about the project, including the loss of farmland. “I hope that everybody that uses that tunnel knows how important it is to get that bridge built. It’s not just Delta people, there’s hundreds and hundreds of thousands of people from the United States and the ferries, and all that commerce and all those jobs we want to create here… Truly, you are a major fighter and I sure
like you in our corner…” said Jackson. A smiling Clark described Jackson as a force of nature and trailblazer who isn’t afraid to stand up for what she believes is right for Delta. Building the bridge will mean a safer and faster commute for people as well as improve transportation infrastructure for the economy, she said. “I know there are opponents and I know there are those who say we should just continue to study it, and here’s what I say, ‘I promised I would get this done in the last election and we are going to get it done.’”

ith just six days to go until the provincial election, voters are in the process of poring over reams of material in order to make well-researched decisions on the future of B.C. It might not make for the wildest of times, but knowing you’ve done your homework to find the most suitable candidate is reward enough for giving up a sunny (hopefully) spring day or two. OK, so I might be overstating the preparedness level of most voters as the reality of our busy lives tends to get in the way of any thorough assessment of the choices, but that doesn’t mean we’re not going to do our civic duty come next Tuesday. Delta South is one of the best ridings when it comes to casting a ballot, with more than 68 per cent voter turnout in both of the last two provincial elections. Many voters are set in their political ways and will support a particular ideology regardless of the candidate or party leader, while others jump around depending on a variety of factors. It’s this latter group that campaigns tend to target but how to reach them, and what to tell them, can often be the difference between winning and losing. It’s been more than two decades since former prime minister Kim Campbell famously said that an election campaign isn’t the time to discuss complicated issues, but that controversial dose of reality remains true today. Voters aren’t necessarily looking for two hours’ worth of discussion on the issues, which explains why only about two per cent of them attended one of the all-candidates meetings in Delta South during this campaign. That doesn’t mean they’re not interested, they simply glean their information in different ways. I like to think the Optimist is one of the sources and in the spirit of shameless plugs, I should mention there’s a Provincial Election tab on our website that aggregates all of our coverage in one spot, so even if you haven’t been paying much attention over the last three weeks, it’s all there for you to peruse. I totally get that following a campaign full of rhetoric and bluster, particularly at the leadership level, can be more than a little off-putting, but investing just a few minutes in some research will make you an informed voter. And voting is a right we should never take for granted.
Simple process only requires a piece of paper and a pencil

n case you haven’t heard, May 9 is election day in B.C. And you need to move out from under that rock. For the fifth time, I will be working at a polling station, this time as a supervising voting officer. I have worked all of the positions at the polls, both federal and provincial, and have ascended to the top spot. It’s my job to get the polling station open and help the staff throughout the day to make voting easy for you. Sure, you make a few bucks working for Elections BC, attending a training session for your specific job (as a SVO, I have to attend four sessions) and spend a 15-hour day not allowed to leave the polling place, but it’s amazing how fast it goes by. And how much fun it is. You meet a lot of people, see a lot of friends you haven’t seen for a while and get a front row seat to watch democracy in action. Given what people have to go through in so many other countries in the world, our system is incredible. And simple. In a world with so much technology, it seems backwards to use a piece of paper and a pencil to vote, but without question it is secure and reliable. For us, there are five names on the page — put an X

beside one of them. It’s not difficult at all. There has been one improvement this time around, the database of voters is now on a laptop. And we get barcode reading wands as well. If you bring in your voter’s card, it is incredibly fast — your name pops up, we confirm it with your ID (bring your driver’s licence, it’s faster and easier) and you get your ballot. The other great thing about the B.C. election is the flexibility — you can go to any polling place to vote. Work downtown? You can vote there. Or on your way home. You don’t have to go to your specific polling place if you don’t want to. It is a bit faster at your assigned location, but can be a challenge for us southerners. Who knows what tunnel traffic
will be like that day. Another option is the advance polls, which will be open May 3, 4, 5 and 6. So really, there’s no reason not to vote. In the last provincial election in 2013, turnout was around 55 per cent. Delta South’s turnout was 68 per cent, the third best in the province, just slightly behind Sannich North and the Islands and Oak Bay-Gordon Head. The worst turnout? Richmond Centre, where only 43.65 per cent of eligible voters took the time to cast a ballot. Let’s see if we can be No. 1. As you go to the voting place, remember the thousands of Canadians and others who fought over the last century, many making the ultimate sacrifice, to give you that privilege. Every vote matters for that reason alone, whether your candidate is elected or not. So grab your voter’s card, bring your ID and vote. And if your polling station is Beach Grove Elementary, I’ll be there to make sure it goes smoothly for you. One ballot per customer. Independence is valued
Editor: First I should say that I don’t know any of the candidates running in Delta South, and only know what I read in the paper and hear from others. Four of the five represent political organizations and therefore in response to questions use party doctrine as a guide for their answers. Ian Paton of the Liberals goes so far as to read directly from those documents. I find that a shame because Delta South has so many varied and complex issues that I don’t believe one answer fits all is what we should be basing our votes on. I realize that when one runs for a party they must carry the banner, and toe the party line, but even inside those restrictions you would think that qualified and
knowledgeable candidates would inject some ideas based on the specific concerns of Delta South residents. Several years ago when Olav Naas and I offered a common sense alternative to the South Fraser Perimeter Road, Liberal MLA Val Roddick did everything she could to promote our idea. Her staff helped us find information, she delivered mail directly to the premier’s office and she took us and several thousand petitions to Victoria where she introduced us to the legislature and submitted our petitions. Roddick did everything she could to help us promote our alternative, but in the end the Liberal government didn’t listen to anything we or others said, and that is because party
doctrine is always put ahead of what concerned citizens may request. The last eight years with Vicki Huntington as MLA has been quite an experience with a qualified and knowledgeable person standing in the legislature asking the questions the government doesn’t want to hear, or passing on comments from constituents that again irked the government. People all over the world are moving away from established party politics, and for good reason. Delta has been ahead of the curve for the last eight years and I will be voting for Nicholas Wong to continue that fight against business as usual in the B.C. legislature. Editor: With the provincial election fast approaching, it is important for the residents of Delta South to take into account all the candidates’ platforms and stances on pressing issues. Not only this, but the candidates’ experiences in Delta South should also play an important factor in arriving at your final decision. By taking a quick glance at the candidates, it is evident the independent candidate is absolutely not qualified for this position. Relying substantially
on our former MLA Vicki Huntington, this candidate does not demonstrate the work, nor life experience it takes to be MLA in our riding. As for three of the other candidates, while they may have the life experience, they along with the candidate mentioned above, do not understand the complexity of this community in the way that Ian Paton does, who offers both business and life experience. Paton has what it takes with his seven years on Delta council, decades
of fundraising to support Delta Hospital and numerous other charities, advocating for our agriculture and, most importantly, he is committed to honouring our riding by negotiating deals with the government that will have the most positive impact on our community. As a young person voting for the first time in this election, I am voting to put Delta South back on the political map by electing a representative that will actually get a seat at all of the negotiation tables. Following conscience and voting Green Editor: Now that Vicki Huntington has left the room, I’ve decided to go Green. I had been on the fence wondering whether to vote strategically, or for the best local candidate or for the party. After watching the TV debate, I was impressed with Green Party Leader Andrew Weaver so I spent some time reading their platform on the website. They actually have a plan, including transitioning to new economies, which
I believe needed to start yesterday. Our candidate, Larry Colero, won’t get in because we have five candidates running in South Delta. In this race, the left of centre vote will be so diluted that I decided to vote my conscience and go Green. They have come of age and deserve to be taken seriously. I do want the NDP to knock out the Liberals, and hopefully that will happen, but not in this riding. My Green guy doesn’t even have signs.
They are expensive and he doesn’t want to contribute to the landfill, so I had to make my own. How Green is that? We need to help the Greens become a major contender. Maybe later some NDP folks will cross the floor and join them. And one more thing: There should be a nonpartisan election budget to create a level playing field, where each candidate gets the same amount to run their campaign. ML Burke

The visit, one of three to Delta schools that day, marked the 93rd stop in Guichon’s Canada 150 tour where she will visit 150 schools in the province to help honour Canada’s 150th birthday July 1. Later in the day, she visited Beach Grove Elementary in Tsawwassen and Brooke Elementary in North Delta. Aboriginal students from Port Guichon gave Guichon a traditional welcome, showed several prepared video presentations of their school and how they have been learning about Canada. They also unveiled a Canada 150 flag that every student had a hand in creating. Guichon spoke with the students about her role in Canada’s constitutional monarchy, encouraged their participation in Canada’s democracy, and shared ideas about a healthy and sustainable future for everyone. “Thank you so much for such a warm welcome. I know a little bit about this community. As you know by my last name, I have a bit of a connection to your community and I’m thrilled to be here to
speak about the history of our great country and how important this milestone birthday is,” Guichon said to the students. “It’s wonderful to see you all involved in the spirit of this event and that you are getting excited to celebrate alongside your fellow Canadians.” Principal Joanna Keller said the school was honoured to welcome Guichon and that students had been looking forward to the visit. Delta school board chair Laura Dixon, who was on hand with other trustees and district staff at all three of the school visits, said the Port Guichon stop was especially symbolic. “When you stand here at Port Guichon, there are the family ties with the lieutenant governor and with this particular community,” Dixon said. “So that is certainly symbolic, but for our district as well, the historical significance of this visit is very special and there is such a deep rich history with her visit celebrating Canada’s 150th. The Delta School District has a history and a relationship with our lieutenant governor. She has been in our district many times, so we have a special connection with her.”

Delta’s None of The Above has stepped up to perform at Saturday’s Hearts of Hope fundraiser after The Brookswood Country Band had to pull out due to illness. None of The Above is a cover band that formed in early 2015 and features classic rock, blues and pop. They will be joined by the Darlene Ketchum Quartet, promising an eclectic mix of music in support of Freshwave Ministries and The Wander Inn Café. Rams pave way for Sun Devils to field junior varsity team next season

There is a new era for football in South Delta. For the first time in the program’s history, the South Delta Sun Devils will be fielding a junior varsity team this fall after enhancing their partnership with the South Delta Rams Community Football Club. For decades, the Rams’ Bantam team has been the feeder of talent for the Sun Devils. Players typically stayed with the club through Grade 10 before continuing their careers at SDSS. It was a unique arrangement and the only one of its kind in the province for high school gridiron programs. However, a shrinking number of Bantam community teams had the Rams executive reaching across the street to their partner. The Vancouver Mainland Football League featured just five Bantam 12-man teams last season while there were 42 playing at the junior varsity level. “From our point of view there was attrition at the Bantam level with club teams in the Lower Mainland where at Junior Varsity it has been growing,” explained Rams president Anthony Hanna. “So it was a matter of time and, from my perspective, why not do it now?” “We spoke to a lot of the kids and, if given the choice, they wanted to play junior varsity over the club level. We now have the foundation and structure in place to have the best football club in possibly all of B.C. From kids coming up from eight-years-old in flag, all the way until they finish senior varsity, I think we
have the tools in place to groom the best talent out there.” Discussions between the Rams and Sun Devils began about six weeks ago. Longtime Sun Devils head coach Ray Moon initially notified the B.C. Secondary Schools Football Association (BCSSFA) of the possible agreement to ensure SDSS would be part of the 2017 schedule. The school administration also came onboard and the Rams are providing the necessary player equipment to help alleviate the start-up costs. The junior varsity team will join the seniors for a week-long spring camp and a scrimmage has already been organized for June 10. South Delta will play in the BCSSFA JV Hybrid Conference for its inaugural season which is a mixture of “AAA” and “AA” size schools. “We have loved our relationship with the Rams over the years. They have done such a great job for us. Bantam teams throughout the province have started to decline and when they came over to speak to us about it, we told them we would love to have them,” said Moon. “We are now putting all the logistics of it together and probably are about 70 percent done. “The first year will be a bit of a learning curve of getting the entire organization together but we will have lots of things in place by (our spring camp). Everyone is really excited about it.” As to why Bantam teams are declining in community football in favour of junior varsity, Hanna believes there are a number of reasons. JV practices are right after school and games are typically played on Thursday or Fridays,
compared to Sunday afternoons at the club level. “When the kids are given a choice they are saying junior varsity. To them it’s higher profile being able to play after school and there are girls over there too,” chuckled Hanna. “Whether it’s high school and then moving onto the university level, there just is that perception.” Hanna added the Rams will operate a Bantam 9-man team as an option for Ladner players in Grades 9 or 10 that do not wish to attend South Delta Secondary School. The 9-man game is played on a smaller field and doesn’t’ require a large roster like the tradition 12-man game. Currently, Ladner students can play football at SDSS but must be enrolled for half their curriculum at the Tsawwassen school. As per B.C. School Sports, they are also only eligible to play for South Delta athletic teams. Now that process is available for football players entering Grade 9. Hanna is looking forward to the Rams and Sun Devils having an even better relationship with community coaches being encouraged to spend some time with the SDSS program. “One of the important things was we have always been considered a feeder farm team to the Sun Devils. Even more so now because of the cohesion we are going to have with their coaches. We are going to learn from each other,” added Hanna. “They are going to help us teach the kids and we are going to observe the Sun Devils so it’s going to be seamless. It will be great synergy from both.”

Islanders win season opener
The Delta Islanders launched a new era Saturday night on a winning note. The defending B.C. Junior “A” Lacrosse League champions opened their regular season schedule with a 10-5 victory over the visiting Nanaimo Timbermen. The game marked the debut of head coach Kyle Goundrey and a roster loaded with rookies. Riley Phillips and Patrick Szabo were the only two players who were on Delta’s Minto Cup roster last summer. Instead, the Islanders called-up six players from their Intermediate “A” team, including goaltender Brody Harris who turned aside 39 shots. The offence was paced by first-year Delta Lacrosse products Dawson Trimble and Ryan Jones — two of the intermediate program’s top scorers last season. Each finished with five points as Trimble recorded a hat trick and Jones added a pair. Riley Taylor, Brad Phillips, Riley Phillips, Szabo

Leo Quigley passed away quietly on April 26, 2017 at the Delta Hospice. His wife, Linda and son Thomas were at his side. Leo was a loving husband, father and brother with a wonderful sense of humour. He is survived by Linda and Thomas, his daughters Jodine and Jacqueline Wilman, his brothers Allan and Denny and his sister Trudy Partington. Born in Winnipeg October 4, 1941, Leo grew up in Indian Head, Saskatchewan and on the Quigley farm near Sintaluta, Saskatchewan. He enrolled in aeronautical engineering at SAIT in Calgary and later switched to journalism at Mt. Royal College, Calgary. He worked as a Research Assistant with the Saskatchewan Department of Agriculture in Regina then with the Manitoba Department of Agriculture. He moved to Whitehorse with the Yukon government then back to Regina as an agriculture reporter with the Leader Post newspaper. He returned to Winnipeg as Editor-inChief of the Winnipeg Free Report on Farming magazine and later shifted to the CNR responsible for public relations for the prairie region. Leo retired to Delta in 1993. He worked in public relations and built an international reputation as a free-lance journalist reporting on, especially, grain transportation for North West Canada and the U.S. Some of Leo’s happiest memories were of sailing with his wife, Linda, and socializing with his many friends. He will be greatly missed. A celebration of Life will be held at the Ladner Legion Hall, May 8, 2:00-5:00 pm.
