Kids and kids at heart will be able to enjoy making music at Diefenbaker Park. Municipal officials, members of the Rotary Club of Tsawwassen and others, including a Grade 3 class from Pebble Hill Elementary, were on hand at the Tsawwassen park last Thursday for the grand opening of a musical garden. The $56,000 project is a partnership between the service club
and the Corporation of Delta. An outdoor play area was installed that has several durable percussion instruments, including drums, chimes and xylophones, all designed for outdoor use. Instruments are placed in a circular space within a seating wall and newly planted trees. Noting studies have shown music is beneficial for child development, Mayor Lois Jackson applauded Rotary projects that have benefited the community. Club president Benno Bucher
said everyone from children to their great grandparents can enjoy the musical features. Special recognition was also given to Rotarian Vicki Sangster for her work with the club, including spearheading the creation of the musical garden. The Rotary Club of Tsawwassen, which developed a water play area at Diefenbaker Park a few years ago, has been involved in a variety of community projects, including the Soap Box Derby that will have its second running this Saturday.

Point Roberts finds a sister
New Brunswick’s Campobello Island a ‘mirror image’ of American peninsula IAN JACQUES

Point Roberts has a new sister — sister city that is. The tiny American peninsula and Campobello Island, N.B. recently signed a Sister Cities International Partnership agreement that was several years in the making. According to the agreement, the two communities share similar goals of international cooperation, mutual prosperity, world peace and they believe it is in their collective interest to strengthen ties. They also share a geographical
peculiarity. Joel Lantz, president of the Point Roberts Registered Voters’ Association, and Stephen Smart, the mayor of Campobello Island, signed the agreement. “Ruby White, who is one of the original founders of the Point Roberts Registered Voters’ Association started researching this idea about five years ago,” said Lantz. “About six months ago she got on me again and really pushed for this. I just really helped get this to the finish line. It’s pretty cool and all Ruby’s idea.”
Campobello Island is off the coast of Maine, but located in New Brunswick on the Bay of Fundy. It is one of three Fundy Islands. “Campobello and Point Roberts are mirror images of one another,” said White. “They have to drive through the state of Maine to get to their mainland just like we have to drive through B.C. to get to ours. They have basically the same amenities, other than they have no gas stations or banks and we have several gas stations and two banks, but they have their larger areas
and an international park. I think it could provide a vehicle for the two communities to address their mutual concerns.” Lantz said the voters’ association will be reaching out to Point Roberts residents as well as those on Campobello Island for ideas as to what projects or initiatives the two communities could tackle. He said a community celebration is being planned for later in June and a sign will be erected coming into town declaring the sister city relationship. “Maybe there can be
some kind of cool program we can come up with around cultural exchange, environmental stewardship. I think those are the things we are interested in,” said Lantz. According to the Sister Cities International website, a sister city, county or state relationship is a broad-based, long-term partnership between two communities in two countries. A sister city, county, or state relationship is officially recognized after the highest elected or appointed official from both communities signs off on an agreement.
House prices continue to inch upwards SANDOR GYARMATI

House prices in South Delta continue to inch their way back upward. According to the latest figures from the Real Estate Board of Greater Vancouver, the “benchmark” price of a detached house in Ladner last month was $972,000, a 0.4 per cent increase from April. It still represents a 5.3 per cent drop, however, from the same month last year. In Tsawwassen, the price was $1,209,400, a 0.5 per cent increase from the previous month, but a 3.8 per cent decline over the year. In April, the price of a
house in Tsawwassen rose 2.5 per cent from March, while the price in Ladner was up 2.2 per cent from the previous month. In North Delta, according to the Fraser Valley Real Estate Board, the “average” price of a house in May was $960,121, a 3.1 per cent increase from the previous month. The recent modest hikes in house prices come after a decline in the market in the latter half of 2016, which came on the heels of sharp increases over the first half of last year. At this time last year, both Ladner and Tsawwassen saw yearto-year increases well over 30 per cent. Some homeowners in Delta are now getting

combined property taxes and flat utility fees this year, increases that don’t include what other taxing authorities charge. As far as the municipal property tax portion
of the bill, Delta council approved an increase of 2.75 per cent, which works out to around $61 for an average Delta home assessed at $926,500. Homeowners who saw huge increases in their assessments did at least get some good news earlier this year from the province when it was announced assessments that shot over the threshold for the provincial homeowner grant won’t necessarily lose out. The province announced it was increasing the threshold from $1.2 million to $1.6 million. That means most Delta homeowners who saw dramatic increases won’t be missing out on the $570 grant.

Fraudsters use tax season to target victims
New series highlights scams
Scam of the month With the rise in scams, particularly those online, the Delta Police Department, in conjunction with the Optimist, introduces a monthly article to help residents stay safe from fraudsters. Tax season always sees an increase in fraudsters presenting themselves as the Canada Revenue Agency. They typically inform you of taxes owed and threaten imminent arrest if you don’t pay immediately. Despite what you might think, their antics don’t end with your yearly filing on or before April 30 as one Delta resident can attest. On May 10, “Mary” received an email from fraudsters: While “Mary” may well be receiving a tax return this year, this email was not sent by the CRA. There was a fake CRA email address ending with “highland.edu”, the website for a community college in Illinois. Sound fishy to you too? What about the “Secure form” link starting with “cra-arg.gc.ca?” While
close, that’s not the CRA’s website either. These clues are typical of these types of emails, and should put you on guard to their true nature. Remember the following tips when receiving such contact from fraudsters, whether it be by email, text message or phone call: • The CRA will never send an email asking you to divulge your personal or financial information. • By simply clicking on any links in the email, you could pick up a nasty computer virus, causing you no end of grief. • If you do provide personal information in response to these emails, it will surely be used to steal your identity. If you have any doubt at all about your tax account, simply call the CRA directly at its individual tax enquiries line (1-800-9598281) and ask for yourself. As for that email, delete it and make sure to share your story with friends and family. The more we talk about this, the less vulnerable we all become. Const. Debbie McLeod has been the department’s event coordinator for the past 18 years. She said the first year she got involved she was instantly inspired by the athletes’ determination. “We have a lot of local athletes that compete in Special Olympics, so Delta police really feel it is important to support these athletes,” McLeod said, adding the DPD has been involved in the event for the past 22 years. “The Torch Run is just one component, however, of what we do. We are very involved in fundraising
events throughout the year. We hold a fundraising event at a Vancouver Giants game and we have many fantastic corporate sponsors right here in Delta. It certainly has major impacts on the whole community.” McLeod said the DPD also mentors the athletes throughout the year and not just when they are competing in their chosen sports. For the final leg on Friday, runners will leave Richmond in the morning and muster in Lions Park in Ladner at 1:45 p.m. They will stop at the Ladner Legion for a cheque presentation and then make their way to the police department to wrap things up.

Delta police officers are joining other law enforcement agencies this week in carrying the torch in support of BC Special Olympics. From June 6 to 9, law enforcement members and Special Olympics athletes in communities across the Lower Mainland are lacing up their running shoes for the 2017 BC Law Enforcement Torch Run. Participants are carrying the Flame of Hope through 18 communities as they promote a message of respect and inclusion for individuals with intellectual disabilities. Approximately 500 law enforcement members and 80 Special Olympics athletes are expected to take part in this annual four-day run, which wraps up in Ladner Friday afternoon with a celebration barbecue at the Delta Police Department. “It is amazing to see so many law enforcement agencies come together to support Special Olympics BC,” said Rick Lucy, Torch Run provincial director and retired Abbotsford Police Department deputy chief. “There is such a great mutual respect between law enforcement members and Special

The number of illicit drug deaths in B.C. continues to be a major cause of concern, with April showing the secondhighest recorded numbers in a single month in the province, according to the latest statistics from the BC Coroners Service. Provisional data show that 136 people died as a result of illicit drug use during April, an average of 4.5 each day, and almost double the April 2016 total of 69. The April deaths bring the provisional numbers for the year-to-date to 488. They show that more than half of all illicit drug deaths involved persons between the ages of 30 and 49. Four out of five who died were male. Of note, nine in 10 illicit drug overdose deaths occurred indoors, including more than half in private residences (54.1 per cent). No deaths occurred
at any supervised consumption site or at any of the drug overdose prevention sites. So far in 2017, the Fraser Health Authority has reported 145 deaths (29.7 per cent of all illicit drug overdose deaths). The Vancouver Coastal Health Authority has the highest number at 171, making up 35 per cent of the provincial total. “It is of great concern that despite the harmreduction measures now in place and the public-safety messages issued, many people are still using illicit drugs in private residences where help is not readily available,” said chief coroner Lisa Lapointe. “I strongly urge those using illicit drugs to do so only at a safe consumption site or drug overdose prevention site, if one is accessible.” Fraser Health has comprehensive information about the issue at: www. fraserhealth.ca.

Dhillon is being presented with the Young Leaders Award, the second time he has received the honour. He was first presented with it in 2013. The award celebrates the efforts of young physician leaders of tomorrow for their efforts today. Dhillon graduated from SDSS in 1999 as a valedictorian. A political science graduate of UBC, he studied medicine at the Royal College of Surgeons in Ireland and graduated in 2009. The following year he earned a diploma from the Royal College of Obstetrics and Gynecology, United Kingdom, and an International Red Cross certificate in health emer-

He is also co-founder of The Review Course in Family Medicine, which helps residents and international medical graduates prepare for their certification exam in family medicine. On the leadership front, he has served as president of the Professional Association of Interns and Residents of Saskatchewan. This year’s Canadian Medical Association awards will be handed out on Aug. 29 in Quebec City.

t shouldn’t come as any surprise that the George Massey Tunnel Replacement Project is in jeopardy. After the NDP and Greens signed an accord last week in an effort to form government, it was only a matter of time before the $3.5-billion bridge would end up in the crosshairs. Both parties spoke out against the Liberal initiative during the campaign, so it stood to reason they’d take action on those words should they be in a position to do so. With an ever so slim majority, one that likely won’t survive a four-year term, they’re in that position now, which means they have every right to come up with their own plan, but what they can’t do is leave the commuters of this area hanging. That’s not acceptable, but I’m afraid we could be headed down that road. Say what you want about Christy Clark and the Liberals, but they were actually doing something about what’s considered to be the No. 1 bottleneck in B.C. If the new powers that be don’t like the plan their predecessors came up with, fair enough, amend it, but don’t simply shelve it and ignore a problem that’s only going to get worse. It was disturbing to hear NDP Leader John Horgan suggest that he’d defer the issue to the region’s mayors, knowing full well that self-serving group would kill the bridge project so precious infrastructure dollars could be spent elsewhere. The Mayors’ Council hasn’t shown any interest in addressing congestion at the tunnel, opting instead to make projects in Vancouver and Surrey its priority. It’s the same mentality that gave this area northing but crumbs in the ill-fated TransLink plebiscite of a couple of years ago. If the bridge is so unwanted, why did all four Richmond ridings, as well as Delta South, go to the Liberals in last month’s provincial election? There are all sorts of factors that go into every vote, but surely if the project was so unpopular, you’d think it would have had a detrimental effect at the ballot box. Horgan and Green Leader Andrew Weaver need to demonstrate some leadership on this issue. If they don’t want to proceed with the Liberal plan, then it’s incumbent upon them to come up with an alternative. Letting the region’s mayors kill it is not an option.
New York state of mind makes for uncomfortable travelling
I
just got back from a fiveday visit to America’s largest city. With a population of 8.5 million, New York City is an urban jungle of dazzling skyscrapers, historical monuments and a melting pot of race and religion. It was my first time back in 30 years and different in a way I never expected. My husband and I stayed near Madison Square Garden. It was convenient and affordable in a very expensive city when you add on a 37 per cent exchange rate. Near out hotel homeless people slept under cardboard boxes, drug addicts begged and people with mental illness ate out of garbage cans. None of it scared me. It’s familiar, we’ve seen it in our own city and I understand how to navigate around it. What I didn’t expect was a different kind of fear — the unexpected. In the subways, large public places or cultural venues, I felt like a sitting duck. Instinctively, I checked out people, not for their unique New York style, but whether they looked suspicious. In Times Square, we passed by the memorial for the dead and injured mowed down by a mentally ill man. We stopped at the Trump Tower, awestruck by the

many police officers in full battle fatigues holding submachine guns, while a walk around Wall Street meant navigating intense security barriers. Cameras and police are on every corner, in uniform and undercover, on horses and bikes. It felt like a city under siege. Every time I got on the subway I was met with the same message: “If you see something, say something. Be aware of the bigger picture, be vigilant, be suspicious of anything unattended.” So you comply and scan the subway car and remain alert. The 911 Museum and Memorial was a priority but by the time our tour was over, I was ready to flee. The tribute to the victims is beautifully executed
and heart wrenching, our tour guide continuously reminding us that we were in a graveyard holding the souls of over 2,000 people. The magnitude of the worst terror attack in history was sobering and deeply disturbing. “Be fearless.” That’s how a family friend who recently moved to New York from Singapore described the philosophy of New Yorkers in business and in daily life. “Who’s ever fearless?” we joked. “I’m not.” Perhaps the mantra is a survival strategy in a country that has become increasingly polarized and violent. It felt so good to land in YVR and know that I was home. I recognize terrorism can happen anywhere and the most recent London attack has become more personal as we learn a victim was from Castlegar. These attacks are senseless and enrage us all. Like New Yorkers, let’s be fearless and keep travelling as it’s essential to our understanding of the world, but be prepared for a new America and a new Europe as we venture away from our beautiful little piece of paradise. Bridge won’t solve woes TEAM
Editor: Re: What kind of democracy is this?, letter to the editor, June 2 Traffic congestion in Greater Vancouver is a local and regional problem that replacing the George Massey Tunnel with a bridge does not solve, it just moves the problem to the Oak Street Bridge in Richmond. The money spent on prepping for the bridge is a sunk cost and irrelevant; don’t throw good money after bad. If we want to solve the problem of traffic congestion, we need a comprehensive, region-wide solution. Increasing road capacity rarely reduces congestion and it often
makes it worse. It’s not an opinion, it’s proven theory and a demonstrated empirical fact. Plus, the mayors of Surrey and Richmond have already said they don’t want a bridge, only the mayor of Delta does. Second, the majority of British Columbians voted for a party other than the Liberals, so the majority of British Columbians’ desire not to have another Liberal government was met. Our electoral laws state that if a single party is not able to obtain a majority of the seats in legislature then the individual parties (in order of the number of seats won) are given the opportunity to form a government with
another one. Since no party had a majority of the seats, the Liberals and then the NDP were given the opportunity to form government with another party. The Green Party did not want to form government with the Liberals, but did with the NDP. If the Green Party and the NDP had not been willing to work together, then there would have been a Liberal minority. It’s a democracy because we voted for our representatives, and because that’s how our laws work. If you don’t like it, then lobby your MLA for a new electoral system. Before fixing the problem from the inside, you will have to correct the drainage problem caused by the sloped sidewalk to have the water run away from your house. This can be repaired by having a concrete company complete a process call slab jacking. Over time, concrete will settle and may require lifting. Slab Jacking involves pumping a dense combination of clay, sand, water and other materials through a hole drilled into the concrete by a special machine (not DIY). The mixture is injected by hydraulics under the sunken concrete lifting the slab to a proper slope. Slab Jacking often improves drainage problems associated with water seepage but it will not completely solve water problems if other problems exist in your drain tile perimeter drains. Contact Shell Busey’s Home Services at 604-542-2236 to have a drainage professional come out and view the project. Once the water seepage problems are resolved, your next step may require a penetrating crystallization sealer to be applied to the concrete surface and walls. To repair the area of the inside wall where water is seeping around the metal form tie, use hydraulic cement. Hydraulic cement comes in a powder; you mix it to a putty like consistency. NOTE: work quickly following the instructions for it cures very quickly. It’s Just That Easy Shell Busey

It details 20 telephone tasks, which would certainly not be quick where I am concerned. Then again, I do not possess the PhD in telephone communications required for the operation of my new work phone. The Quick Start Guide tells me things I did not know (how to host some-
thing called an ‘ad hoc conference call’ or how to participate in a ‘meet me conference call’) but also things I did. An example of the latter: when you want to end a call, you should ‘hang up the handset.’ (Hello! I knew that! But one thing I would add: you should probably say ‘Goodbye’ first.) This, ultimately, is all I really want to do with my phone. I want to answer it when it rings, and I want to hang up when I’m done. I do not want to manage my voicemail with a ‘portal website for unity,’ which is something described on page 14. I just want to order Chinese. At my workplace, however, I will not be ordering Chinese or yakking with my sister. I will be doing other things, and I am hoping beyond hope they do not include speed dials, calls forward or ad hoc conference calls. Call me utterly antiquated, but I simply want to talk.

The Rotary clubs of Tsawwassen, Ladner and North Delta recognized 34 local young people at the ninth annual Delta Rotary Youth Awards last Friday night at North Delta Secondary. The awards recognize Delta’s young people for helping in their community without seeking personal reward or accolades, those that have demonstrated compassion and empathy for others, shown inner strength in overcoming adversity and setting an example for others, or acted on a global level. On hand to celebrate their accomplishments were Delta North MLAelect Ravi Kahlon, Mayor Lois Jackson, police Chief Neil Dubord and fire Chief Dan Copeland. “This annual celebration is not just about the wonderful achievements of the award recipients so far, but this is also an
drop-in program at Sands Secondary. IDEA stands for Inclusivity, Determination, Encouragement and Altruism. These three young women have built the program, which attracts between 30 to 75 students, and has taken place after school every Friday since early
November. “Linda would have really been impressed with these young ladies. We all miss Linda but know that her legacy lives on when we can recognize young people like Yajya, Sonum and Leah for demonstrating the values that were so important to her,” said Abramson.

Orchestra golden at MusicFest
Southpointe Academy’s intermediate wind orchestra won gold in its category at last week’s MusicFest Canada. The win qualified the orchestra to represent Canada in an international music festival in Rome, Italy. This year 50 students and five teachers from the Southpointe Academy community took part in MusicFest Canada Nationals in Niagara Falls. “MusicFest is the biggest music festival in North America and features some of the best musicians, choral directors and
composers in Canada,” explains Southpointe academy band director Boris Pekarsky. To receive an invitation to MusicFest, a band must place in the 90 per cent range in multiple competitions and be highly recommended by multiple adjudicators. “For years, this group of students has practiced tirelessly outside of the time schedule to hone their skills to the national standard. It is a great privilege to conduct and mentor such a talented group,” says Pekarsky.
With a strong foundation in concert band, senior school students perform technically challenging pieces of music. Students in grades 10 through 12 perform together, affording young musicians with the opportunity to learn from their older peers. The ensembles not only collaborate within the classroom, but they must also learn to work together on the road. • Southpointe will hold its senior school summer concert tomorrow at 6:30 p.m. at South Delta Baptist Church in Tsawwassen.

Historical award for John Horton The British Columbia Historical Federation announced last week that Tsawwassen artist John Horton is a recipient of a Certificate of Merit. Each year the federation presents up to two certificates to groups or individuals who have made a significant contribution to the study or promotion of
British Columbia history. The award may be for an individual project or for an activity over time. Horton is a recognized naval artist whose work contributes to our historical understanding and interpretation of British Columbia’s naval history. Horton has created over 50 paintings of Captain
Vancouver’s voyages along the West Coast from Washington to Alaska. His design graced the Royal Canadian Mint’s five-ounce gold coin in 2013 and in 2016 Horton was one of four people presented with an award for outstanding achievement from the Maritime Museum of B.C.

Car boot sales returning to beach for 14th season
The 14th season of car boot sales at Centennial Beach gets underway this Saturday morning. Car boot sales have nothing to do with boots, but are basically “garage sales at the beach” where homeowners, apartment dwellers and other vendors have an ideal venue to sell unwanted stuff they have accumulated. “Boot” is what the British call the “trunk” of a car. The Boundary Bay Park Association organizes and operates seven car boot sales each summer. The events are held twice monthly in June (10 and 24), July (8 and 22) and August (12 and 26) with one in September (9). The event takes place in the parking lot at Centennial Beach in Boundary Bay Regional Park. For a $10 fee, vendors are allotted two parking spots, one for their vehicle and one to display their goods. The sales start at 8:30 a.m., but vendors are

The sales end at noon and vendors must have cleared the lot by 12:30 p.m. Coordinator Tom Bearss said the sales are a valuable service to Deltans, and vendors from beyond, who either cannot have garage sales or don’t want the hassles of organizing one. He added many vendors enjoy the social atmosphere, chatting with customers and fellow vendors. In addition, many visitors to the beach are pleasantly surprised by the sales as they browse a variety of
household goods, garden tools, crafts, clothing, jewelry and more. Although these events are not a huge moneymaker for the Boundary Bay Park Association, Bearss said the association uses the earnings for a number of events it organizes or participates in throughout the year, including Heritage Day at Cammidge House, Sunday in the Park on Father’s Day and Santa’s annual visit to Cammidge House. South Delta settles for 7th after losing quarter-final hearbreaker at provincials

It was their best season in nearly a decade and a top eight finish in the province, yet the South Delta Sun Devils were still left wondering what could have been at the B.C. Boys Rugby Championships. South Delta closed out the tournament Saturday morning with a 24-5 victory over the Belmont Braves in what was the match-up between the seventh and eighth seeded teams respectively in the “AAA” Tier One Division. The Devils were confident they could thrive as a dark horse and came-ever-so close three days earlier. The new championships format featured five different tiers as organizers wanted to see more parity by eliminating the round of 16 and going directly to the quarter-finals on opening day. The Sun Devils were matched up against the No. 2 Yale Lions and believed they had a great opportunity for an early upset against the Abbotsford school. The Devils were fielding their most talented line-up of the season that featured many of the schools top athletes seeking one final chance at glory to close out their high school careers. They used their size advantage to stay with the Lions step-for-step and eventually took a 12-10 lead with eight minutes remaining. However, Yale responded with deep pressure, eventually resulting in a successful penalty kick with two minutes remaining to pull out a 13-12 win. The Lions rolled past Mountain 20-3 in their semi-final game and settled for silver after a 31-13 loss to Carson Graham in the championship match. “It was our game to win and it wasn’t for a lack of heart,” said South Delta co-coach Spencer Baines. “It was just the execution. Just too many drops. You can’t win a game with that many knock ons. We would get to their try line and it felt like something unfortunate would happen every time. “We had a bit of the jitters initially and they just

Seventh in B.C. is really good for South Delta.” The Sun Devils should be back at the showcase event next year as well thanks to a strong group of juniors on the way up,
joining the returning players. What tier they compete at will depend how the regular season plays out. However, Baines now knows how Sun Devils football coach Ray Moon felt last November when he believed his team should have been playing for the provincial title after a heartbreaking one point loss to the eventual champion. “It was the toughest point of my coaching career,” added Baines. “I really think this was the year to do something special. The stars were aligned for us but it was a bit of bad luck.” Senior standout Petro Chountalos was recognized for his outstanding tournament by named to the Commissioners’ 15 Team.

Islanders hanging on to sixth A move out of the B.C. Junior “A” Lacrosse League basement is small consolation after another tough week for the Delta Islanders. The defending league champions slipped to 3-9-0 on the season after dropping two of three games, including a 16-6 loss to the Victoria Shamrocks on Sunday at Sungod Arena. An 8-5 victory over the Burnaby Lakers 24 hours earlier was miraculously enough for Delta to leap frog into the sixth and
final playoff spot in the eight-team league. The Islanders currently sit one point up on the Lakers (2-8-1) and the Nanaimo Timbermen (2-7-1). They begin their second straight three games in four nights stretch tonight on the road against the first place Coquitlam Adanacs (10-1-0). Delta then travels to Port Coquitlam (4-6-0) Friday before hosting Victoria for the second straight weekend — this time at 5 p.m. on Saturday in Ladner.

Victor Gerrard was born March 3, 1926 and passed away on June 3, 2017 at Delta Hospital. Victor is survived by his wife of 66 years, Maureen, his children Keith (Donna), Dennis and Lorne (Lisa), five grandchildren and four great grandchildren. He is predeceased by his foster parents, Kati and Mike Vidulich. Victor was one of the original co-founders of the Delta Credit Union. He was a life-long fisherman. He enjoyed watching baseball, especially his favourite team, the Yankees, and playing cribbage, for which he was well known.
