Busy year for Delta police

No call too small initiative continues to be department hallmark, says chief IAN JACQUES

I j a c q u e s @ d e l t a - o p t i m i s t .co m

Operational reviews, a low crime severity index and a commitment to community engagement were just a few of the highlights of a busy 2017 for the Delta Police Department. Before the Christmas break, the Optimist sat down with Chief Neil Dubord, outgoing public affairs coordinator Sharlene Brooks and new public affairs coordinator Cris Leykauf to discuss the year that was and what’s in store for 2018. Dubord said 2017 was a busy year for operational reviews as the department continued to put its D-SEP – Enhanced Service Delivery into motion. “We always talk about the importance of any organization which is if you are not getting better you are getting stagnant,” said Dubord. “The review took a lot of energy in the department over the course of the year. We broke it down to our people, our partners, our workplace and our operations. We looked at each one of those separately and decided what we can do that is better than what we are currently doing.” Dubord expects to fully implement D-SEP in 2018. “The primary goal is to strategically deploy resources and employ business intelligence to maximize the department’s capacity and accountability,” he shared. The key objectives for the department include: increasing visibility of police in the community and collaborative problem solving; ensuring officers and staff have the necessary tools, technology and training to meet the operational demands of their job and ensuring citizens have increased trust and confidence in the DPD and their capacity to protect and serve them day-to-day. No call too small This initiative continues to be the hallmark for the department according to Dubord and there are no plans in wavering from that commitment.

In 2017, the department introduced an Escalade as part of reaching out to youth as they provide anti-crime and drug messages; the inaugural youth soccer camp; a drop-in program initiated at Chalmers Elementary; worked closely with the TFN by attending several community events; officers were present at other Delta-wide community events and festivals; an increased presence on social media, including hosting several Facebook live sessions; the popular Cappuccino with a Cop and the Cops N Candy initiative at Halloween. “It’s important for people to realize that we are not the only answer,” added Dubord. “We need all our community partners to work with us. We have done a great job of engaging and interacting with our citizens, but we certainly can do more.” One example of positive engageFILE PHOTO ment was when a Chief Neil Dubord, seen here in a file photo, sat down with the Optimist recently to discitizen was almost cuss the year that was for Delta police and what’s ahead in 2018. run over by a vehicle in a crosswalk in Tsawwassen recently. extremely safe, which is part in our ability to be “In 2018 I can guaranFollowing the incident, true, but they are still crepro-active, get in front of tee that it will be no call she paid a visit to the comthings, and to be able to be ating that opportunity,” too small and we will be munity police station and she said. “If you want to preventative.” getting to the roots of the spoke with Const. Assessment hikes coming for strata units B.C. Assessment sends out letters to warn of pending increases for condos and townhouses

Delta homeowners will soon learn the newly assessed value of their homes, but B.C. Assessment has already let it be known Lower Mainland townhouse and condo owners will see a big jump. The assessment authority said typical detached single-family homes are very stable in the Metro Vancouver areas of Richmond, Vancouver, the North Shore and Burnaby, showing nominal changes in the zero to five per cent range. However, other areas of the province can expect greater increases of 10-to-20 per

cent for detached singlefamily homes, particularly across the Fraser Valley, Vancouver Island and the Okanagan. When it comes to Metro Vancouver townhomes and condos, bigger increases will be seen. The residential strata market is “quite robust” with typical increases expected to be in the 10 to 30 per cent range across Metro Vancouver, Fraser Valley, Vancouver Island and the Okanagan. The highest increases will be seen in Metro Vancouver and Fraser Valley, according to B.C. Assessment. When it comes to just how much of a price increase has been seen in Delta over the past year

Review could impact local ferry terminal IAN JACQUES

i j a c q u e s @ d e l t a - o p t i m i s t .co m

It is still unclear what impact a provincial government review of the Horseshoe Bay ferry terminal will have on the Tsawwassen terminal. BC Ferries spokesperson Deborah Marshall said infrastructure improvements need to be made in Horseshoe Bay, but the review will not be about expanding the terminal’s footprint. “It’s more about making the current footprint more efficient,” Marshall said. “Early in 2018 we will be starting a full public consultation process to obtain a vision for the future of Horseshoe Bay.” She said once they have a clear idea on what improvements in Horseshoe Bay might look like, they can determine what the impacts could be on the Tsawwassen terminal. “We have three berths in Horseshoe Bay and five in Tsawwassen, so we know we can’t add any more sailings in Horseshoe Bay. Could we add more in

Tsawwassen? I just don’t know. I don’t want to pre-judge the process. It depends what comes out of the engagement.” While the ferry corporation begins this public engagement, the provincial government will be working on an overall review of the coastal ferry service in B.C. and what improvements can be made to the existing service model. The review will not consider bringing BC Ferries back into government. Blair Redlin, former deputy minister of transportation and former CEO of the BC Transportation Financing Authority, has been appointed as a special adviser to oversee the review. “He will be interviewing key staff members at BC Ferries and we will provide him with any background information,” Marshall said. “There have been a lot of reviews of BC Ferries over the years since we became an independent company. There are a total of 14 reviews and or audits and Mr. Redlin will be looking at those as well.”

in the real estate market, the Real Estate Board of Greater Vancouver’s sales figures for last month note the “benchmark” price for a detached single-family house in Ladner increased 1.8 per cent year over year, while in Tsawwassen it was 4.9 per cent. Townhomes in Ladner, meantime, increased 19.9 per cent, while in Tsawwassen it was 26 per cent. Condos in Ladner increased 8.2 per cent,

while it was 11 per cent in Tsawwassen. In North Delta, according to the Fraser Valley Real Estate Board, the benchmark price of a house over that same period increased 7.2 per cent, but for townhomes it was 32.6 per cent. Condos, though, dropped almost 25 per cent. A flood of new product came in the North Delta market over the past year with the new Delta

Rise high-rise. It is important to understand that large increases in property assessments do not automatically translate into a corresponding increase in property taxes, B.C. Assessment explains. How your assessment changes relative to the average in your community is what might affect your property taxes. B.C. Assessment has provided early notifica-

tion to property owners of 67,128 properties that can expect to see increases substantially above the average changes in their areas. Assessments are based on values as of July 1, so price increases in the latter half of the year won’t have a bearing on upcoming assessment notices. B.C. Assessment says the average change for your property class will be available Jan. 2, 2018.

Top stories in photos Reporter Sandor Gyarmati took a look back at the year now coming to a conclusion and picked out the top news stories for each month of 2017.

April It was supposed to be a celebration of the start of construction of the $3.5-billion George Massey Tunnel Replacement Project, but protesters showed up. The new Green-backed NDP government would later suspend construction pending a technical review.

February Despite a flood of letters and social media posts by East Ladner residents in favour, Delta council narrowly rejected a proposed Tim Hortons drive-thru beside the Co-Op gas station on Ladner Trunk Road. The application had been in the system since 2014. A few months later, however, council approved the application following a few changes, including reduced hours of operation.

May Coun. Ian Paton handily won back the riding of Delta South for the Liberals in the provincial election. However, the Liberals, who only won a minority government, lost the war when the Greens lined up with the NDP to take power.

June January Delta South MLA Vicki Huntington announced she wouldn’t be seeking a third term in May’s provincial election. The former Delta councillor was first elected in 2009 when she narrowly defeated Liberal cabinet minister Wally Oppal, becoming the first independent elected to the legislature since 1949. She was re-elected in 2013 by a wider margin. During her two terms in office she earned the respect of all parties in the legislature.

It was the first indication Delta might become the pot growing capital of Canada. Village Farms in Ladner signed a deal to convert a portion of its huge greenhouse to medical marijuana with an eye to grow even more once recreational use is legalized next year.

March What’s in a name? Plenty, according to Delta council, which applied to the province to officially change the municipality’s title from the Corporation of Delta to City of Delta. The only way residents could block the change was for at least 10 per cent of eligible voters to submit an elector response form, but opposition didn’t get anywhere close to the mark. It took several more months but the province finally gave approval.

I want to hear everything! As told by Gerry Cotter Former Air Traffic Controller

To all our guests, from all of us at Illuminaté, thank you for 2017! We wish you a Happy New Year!

“We don’t realize that we’re losing our hearing, it’s so subtle. The sound of the powder snow on your skis is there constantly. It’s surprising, when you ski without sound you don’t have the same control, you don’t hear the sounds associated with where your skis are. I simply can’t ski as well, without my hearing aids. As an Air Traffic Controller, my career was dependent on maintaining perfect hearing. The blast of high frequency sounds through my headsets deteriorated my hearing over time. After all, like the brakes on your car, your sense of hearing isn’t necessarily missed until you need it. Communication is the most important thing in life. You communicate every day. But I can’t do that if I can’t hear. No one can. When you withdraw, you’re left out in the quiet. Losing our ability to communicate would be a tragedy. When I canoe I want to be able to hear the ripple of the water on my canoe. When I ski, I want to hear the shoosh of the snow on my skis. When I’m in a crowd, I want to be part of it. I haven’t got any time to waste, I want to hear everything. I couldn’t do it without NexGen Hearing!”

July Having wrapped up a round of consultation in Delta, TransLink begins mulling on how to refine the proposed Southwest Area Transport Plan. It drew a number of complaints, particularly with planned changes to the 601 service. TransLink came back a few months later with a number of changes to the plan based on the feedback. On another front, a plan to have the 601 use double decker buses had to be scrapped for now due to low-hanging wires.

Residents raised a stink over odours coming from Enviro-Smart Organics recycling operation in East Ladner. More than 150 citizens packed a public meeting to express their frustration. The company made an application for an air quality permit, which Metro Vancouver urged the company to apply for this summer following an uptick in complaints. At another public meeting this fall, company officials apologized and promised “very aggressive steps” to address the issue.

The Delta Hospital Foundation, Fraser Health and the Toigo family were on hand for the ceremonial start of construction of the $15.2-million Peter C. and Elizabeth Toigo Diagnostic Services Building, a facility that will double the size of the current diagnostic services area and provide space for approximately 32,000 additional patient visits per year. More changes are planned at the hospital, including a new extended care unit.

August Civic officials remained adamant the only suitable location for a new casino/hotel complex is the Delta Town & Country Inn site in Ladner. Despite the Tsawwassen First Nation also submitting an expression of interest, BCLC chose Delta for a proposed casino, eventually agreeing with the city’s chosen location. Gateway Casino & Entertainment soon unveiled plans for a $70-million complex and held several public information meetings.

Delta council asked Century Group to revise an application for the redevelopment of the Tsawwassen Town Centre Mall. Residents gave an overwhelming thumbs-down to the company’s proposal for a sixstorey building fronting 56th Street.

Longtime city CAO George Harvie left sooner than expected after an in-camera meeting of Delta council. He had submitted his letter of resignation in early November, informing council he would be leaving in May 2018, but that all changed earlier this month.

Murphy’s Law

T

TED MURPHY

hey were the big stories of the year around here, but in terms of drama, well, they didn’t produce a whole lot. It might be a stretch to suggest 2017 went according to form, but once Vicki Huntington announced she wouldn’t be seeking a third term, it became painfully obvious that Ian Paton would reclaim Delta South for the Liberals, which he did rather handily in May’s provincial election. That election result produced another big, although hardly unexpected, story when the victorious New Democrats decided to put the $3.5-billion George Massey Tunnel Replacement Project on hold pending an independent review. The third big, but also predictable, story was Delta becoming a city, which seemed like an absolute certainty as soon as civic politicians decided voters had to make the trek to one of several public buildings to register their objection. It wasn’t going to happen, at least not in the numbers needed to stop the process, and in the end just two per cent made their opposition known. As we look ahead to 2018, two significant stories are likely to capture headlines in the first half of the year, including a proposed Ladner casino coming before Delta council for approval. It’s going to take quite the public outcry to derail this application given Delta has somewhere in the neighbourhood of five million reasons to see it move forward and because it’s proposed for the only location the city deems suitable for a casino. That’s not to say its a done deal, but let’s just say it would be surprising to see it get defeated. The other big story seems less clear cut as it’s difficult to guess what a consultant will recommend when it comes to the bridge, considering pretty much everyone has an opinion on what a new crossing should look like. It’s hard to imagine the NDP government rubber stamping another Liberal initiative, so expect to see some changes to the original design, presuming a replacement for the tube is still in the cards. The second half of 2018 will feature a civic election, the first in four years and one which will undoubtedly produce the biggest upheaval on Delta council in a couple of decades. Too obvious? Fair enough, but don’t be surprised come next October if you see familiar faces in search of new places to call home.

Here’s to a better ’18 for small dogs, bus riders and renters

P

olitically, I must say, 2017 has been both enlightening and exhausting. I’m OK with Justin Trudeau so far, except for his support of the Kinder Morgan pipeline. Provincially, I was thrilled when the Greens tipped the scales just enough for the NDP to end the Liberals’ reign of power. As to our U.S. neighbours, I am stunned with what is unfolding in this fading democracy led by a false and dangerous president. His downfall cannot come soon enough, but come it must. On our local front, I have three wishes for the City of Delta in 2018. Note: I would have preferred Townships of Delta but they thought otherwise. Considering 2018 is an election year for Delta, these three wishes are inter-related and important to our quality of life here south of the Fraser. In reverse order of priority, fighting isolation, especially for single seniors, is a growing concern. I am lucky to have a little dog who is my trusted companion and confidant. His name is Oliver Twist and he weighs 10 pounds. My purse weighs twice that. Ollie loves other small dogs, but is understandably afraid of big dogs. What Ollie and I wish for in 2018 is a fenced area in an existing dog park for small dogs only (under 25 pounds), where

Community Comment ML BURKE

they can safely play unleashed. Any political contender who champions this initiative will get my vote. A bigger issue is TransLink services from south of the Fraser to and from Vancouver. This is not about the bridge vs tunnel because a new crossing will happen eventually. In the meantime, let’s reinstate the 601 express bus from Tsawwassen and Ladner to Vancouver. This is especially important for seniors going in for medical appointments. Having to transfer in Richmond at the Canada Line is a pain for many users. At the very least, seniors wish TransLink would try a couple of runs weekdays during nonrush hour periods. There’s also a need for community buses in North Delta to assist those who cannot hike up hills or their bus stop is too far to walk. To get to the Scott Road SkyTrain sta-

tion the routes require switching buses at the Scott Road exchange. Also, having no access to bathrooms makes these long journeys nearly impossible for many seniors and people with disabilities. Lastly, the really big issue everywhere is affordable housing, especially for renters. The largest piece of available land in the Lower Mainland has to be Paterson Park (24 acres), owned by the City of Delta and Kwantlen Polytechnic University. The time has come for responsible leadership and decisionmaking to address this housing crisis. A new council could start with a vision-contest for innovative ideas to develop this prime propert y for the benefit all ages, incomes and abilities. Until then, there could be a lovely small dog park inside of the existing big dog park. So there we have it. Small dog park(s), better transit and affordable rental housing. We know housing will be a major election issue in 2018, so let’s get these conversations going and the politicians listening. Here’s a toast to all your wishes coming true in 2018. ML Burke retired from the health sector to work on issues such as affordable housing. She sits on the Delta Seniors Planning Team and the B.C. Seniors Advocate’s Advisory Council.

Letters

Locate casino elsewhere

Editor: Re: Threat on doorstep, Murphy’s Law, Dec. 20 Ted Murphy raises and interesting theory of coercion - that Delta will perhaps accept a casino because if we don’t, the Tsawwassen First Nation might. Well, it might. I wonder, though, given that the TFN also seems to be looking to build a longterm and stable community for itself and the buyers in its new subdivisions, if it might also think it a better idea to locate the casino elsewhere. Or does revenue overcome all? As for the provincial government position

on the need for another casino, perhaps that has changed as has the government, or, given the recent storm of stories on criminality in the existing casinos, the province might want to put a hold on new casinos. Murphy suggests the public pushback has been minimal to date. I don’t think that it has been heard yet. Not a single person with whom I have spoken has been in favour of it and I am sure there will be others writing letters to local papers, city councillors and MLAs. I think most will wait and see if this gets to a public

hearing. I think it is a poor location and I worry about the increased pressure on the ALR. Currently the Delta Town & Country Inn, which was oddly placed when built to service travelers, is sandwiched between highway, industrial areas, the river and farmland. With the pressure on farmland from port-related industries and residential and industrial needs, we don’t need another wedge nibbling at the edges of the ALR. I would be quite happy to not have a casino in Delta. Frank Rogers

Casino too close to neighbours

Editor: We attended the open house at Tsawwassen Springs on Dec. 11 for the proposed casino in Ladner. One of the first things that jumped out at us was the absence of a site plan of the proposed development in relation/ proximity to the surrounding neighbourhoods. From my experience, when a development is proposed within a municipality, the application almost always presents the location as it relates to the existing neighbourhood. In the case, there are

major concerns regarding this location. We are daily users of the Millennium Trail (from Ferry Road/River Road to Deas Island Regional Park) as are many residents. From the 60th Avenue entrance to this development, it is critical to note this location is only a seven-minute walk to residential homes at 60th Avenue/River Road, a 14-minute walk to the Marina Gardens neighbourhood and a 24-minute walk to the Neilson Grove Elementary, all by way of the very

Respect value of life as well as death

Editor: Re: Don’t want to live in community with assisted dying, letter to the editor, Dec. 13 I was disheartened by Joanna Krawczynski’s letter about MAiD that reiterated many long-held, erroneous beliefs. Medical assistance in dying is not the same as suicide. I refer to the following for clarification: “Suicide is an act of selfharm that is almost always a by-product of mental

illness like schizophrenia or severe depression. This is in no way comparable to hastening death via a methodical, sober process with a number of legal safeguards.” Calling assisted dying “suicide,” he continues, “is a lot like calling surgery a knife attack.” — Globe and Mail health writer Andre Picard If the goal is to end suffering, consider that is the intent of MAiD. It is for people who find no glory in prolonging what is often an excruciating process

towards an inevitable end. We offer our companion animals a way out. Why would we force our human loved ones to end their lives wracked in agony when they too could choose, if they wished, to simply go to sleep? By all means, let us respect the value of life, but let us also respect the value of death on our own terms. In the end, a good death is all any of us can truly hope for. Marion Goriak

More trees, not less, needed in Ladner

Editor: Re: Trees planted at school ruin neighbour’s view, Dec. 20 So a homeowner with a view is upset that the school district/city planted “dangerous” trees? Really? What kind of “danger” exactly? Good grief. I think the fact that trees are sorely lacking in Ladner is a big problem. More people should be aware that trees clean our

air, provide shade in our increasingly hot, dry summers, and provide shelter and homes to birds and other wildlife. They also are beautiful to look at, to me anyway. I certainly hope the city and school district don’t back down and continue to increase the amount of trees they plant around Ladner. We need more, not less, of them as many people have tree-less house

lots and when new homes get built many mature trees are razed. Some streets in Ladner look so desolate and unattractive when they are tree-less. Homeowners who don’t care about the environmental aspects and aesthetics of trees should realize it adds value to your home when you live on a beautiful tree lined street. M. Cheney

a pressing need for platelets to treat patients with cancer. Platelets are a vital blood component that helps make blood clot,” said Patterson. “Every minute of every day, someone in Canada needs blood and often from more than one generous donor. This holiday season the best gift you can give a hospital patient is blood.” He added while all blood types are needed to help patients, this holiday season the supply of O-negative blood is in particular demand. O-negative blood is the only type compatible with all other blood types. When someone’s life is on the line, and there’s no time to check blood type, patients in an emergency situation can all receive O-negative blood.

Volunteers from Royal Canadian Marine Search and Rescue (RCMSAR) Station 8-Delta gave back to the community they serve recently by donating blood at the Canadian Blood Services drive in Ladner. About a quarter of the 35 members were on hand throughout the day at the Ladner Community Centre. Canadian Blood Services had a goal of 134 donations and collected 113. “We are all about giving back to the community and supporting the community. We ask at times that the community supports us, but it’s mainly doing what we can for

the community,” said RCMSAR member Wayne Friebel. RCMSAR Station 8-Delta started in 1978. It is the only SAR station that operates out of Point Roberts, where it has quick access to the 600 square miles it’s tasked to cover. “All our volunteers are mostly boaters. We have the knowledge and expertise and love to volunteer,” he said. “We are available for rescue 365 days a year, 24 hours a day, seven days a week.” David Patterson, director of donor relations with Canadian Blood Services, said they are urging all eligible blood donors in B.C. to help fill more than 5,000 open appointments by Jan. 6. “With a shelf life of only seven days, there is

Unlikely politician becomes new voice of Delta South Sandor Gyarmati sgyarmati@delta-optimist.com

Ian Paton addresses supporters at his victory party on election night while his wife Pam looks on.

Ian Paton wins riding back for Liberals, but now must fight to get bridge built

NEWSMAKER OF THE YEAR

He never really gave politics much thought but now he’s become the outspoken voice for Delta South. Chosen as the Optimist’s Newsmaker of the Year, Ian Paton has lived here his entire life, a busy farmer and auctioneer who knows the community like the back of his hand. Always making sure people know he’s just a farm boy from Ladner, and darn proud of it, Paton first dipped his toe in the political waters in 2010 when he ran in a municipal byelection for a Delta council seat left vacant by the sudden passing of George Hawksworth. A Delta Secondary grad, Paton says it took some convincing but he’s glad he did it, finding his time on council productive and rewarding. He’s taken a straight forward, homespun approach on the issues, cutting through the usual political jargon. He also makes sure he’s the voice for the farming community. When he was approached to run for the Liberals in Delta South in May’s provincial election, he saw it as an opportunity to take back the long-held right-of-centre riding that had elected outspoken independent MLA Vicki Huntington for two terms. “I was approached by people in the B.C. Liberal Party who said I’d be a perfect fit to win back the riding. I thought it was exciting, I never really thought about getting into politics but I decided to take the next step. “I thought it was a good step for someone like myself who knows the area very well and it turned out really well. I think there’s a lot of people in Ladner and Tsawwassen that have conservative and liberal backgrounds and we’re kind of like a coalition that caters to both, so I think it worked out very well for everyone.” Huntington, who didn’t seek a third term, was a popular choice for local voters who wanted an advocate for their community, something not lost on Paton who campaigned

on a promise to speak up for the riding, even if it meant go- speak during question period about the things they know ing against his own party. He won handily, more than 4,600 I’m pretty passionate about, whether it’s about agricultural votes clear of the second place finisher, independent Nicho- issues or the new bridge that was put on hold, means a lot,” las Wong. he says. The celebration was short-lived, though, as Paton’s party “I think I’ve shown on Delta council I can work with people found itself in a precarious position, one to get things done. I thought the Greens, if they had any sort of conscience, would stay as they were as the third party and they could make decisions at any given time with us or the NDP, but they decided to be a Green-NDP party. “If I was a Green party member, I’d be extremely disappointed that the same party that went out and knocked on doors suddenly joined the NDP. Those who voted Green didn’t expect to be voting for the NDP, but that’s how they’re living together. They kept saying how they really want to work across party lines but if they want to show how a coalition of three different parties can work together, they didn’t. Never, not once, they supported any of our amendments. Every single time they voted on bills and amendments, they voted NDP. They proved themselves totally wrong.” In the months following the election, Paton has been one of the more outspoken members of the opposition, particularly when it comes to the stalled George Massey Tunnel Replacement Project, joining the City of Delta, which has been pushing to save the 10-lane bridge despite opposition from other Metro Vancouver cities. In September, the Ministry of Transportation announced it was suspending construction of the controversial $3.5-billion project in order for a third-party review to take place, which will include a look at potential alternatives. “The review will focus on what level of improvement is needed in the context of regional and provincial planning, growth and vision, as well as which option would be best for the corridor, be it the proposed 10-lane bridge, a smaller bridge or tunnel,” the ministry stated at the time. Work on the previous Liberal government’s mega project had just begun prior to the election. The bridge was sched-

uled for completion in 2022, however now that the NDP has halted work, it’s unclear when a bridge, or different crossing, would be constructed, if something is built at all. The consultant who will undertake the review has been hired but it will be months before a report is presented. Paton, meanwhile, continues to champion the project, having unveiled three signs and a digital billboard at the south end of the tunnel that calls on Premier John Horgan to get on with building the bridge. He said he’s received an outpouring of calls and emails from frustrated commuters across the Lower Mainland. “The B.C Liberals in 16 years of power, I think, have come up with some great infrastructure projects, creating jobs in this province, trying to improve our transportation system, trying to improve green, sustainable power for the next 100 years. They can’t bring themselves to support projects that the Liberal Party has started. Horgan had to practically hold his nose when he said he’d go ahead with Site C (dam). I’m saying, quit acting like you’re in Grade 7 and get on with the bridge. Frankly, I don’t give a damn if you paint the thing orange and call it the John Horgan Bridge. “I’m talking about being non-partisan and let’s just do the right thing for South Surrey, Delta, White Rock and the

people of Langley. “Here’s the problem, the budget for 2018 is going to come out in February and I can almost guarantee you there’s going to be no sign of money for this bridge. So, you’re going to be lined up from here to White Rock in the year 2025 because that tunnel is going to be sitting there with no change, no improvement.” Paton also warned, “We had predicted a cost of $3.5 billion and it’s not just the new bridge, it’s all about widening Highway 99, It’s about these new interchanges, HOV lanes, transit lanes, light rail on the bridge one day to come across. The successful bid came in $900 million under what we’d thought it would be, so there’s a great savings there, but now they’ve thrown that out the window.” Saying it’s an unacceptable delay for those who travel through the tunnel every day, Paton describes the review as redundant. Another issue the first-term MLA is focusing on is what the new government might have planned for the province’s Agricultural Land Reserve. Paton, who’s the opposition joint agriculture critic, said regional panels should remain for the Agricultural Land Commission because they have important local knowledge. He also noted farmers need the opportunity to pursue other economic activity, especially those outside southern B.C. who have shorter growing seasons and need to supplement their incomes. “When you’re farming in Arizona or California or Mexico, you’re farming 12 months out of the year. Up here, guys for months are sitting, looking out the window at the rain, so they’re struggling to make a living out of farming. Why shouldn’t they supplement their income with some sort of added revenue?” he asked in a recent interview. Paton’s dad, Ian Paton Sr., was also a strong advocate for the farming community. He said his dad, who for a time was chair of the land commission, was also asked to run politically but was so busy he never had the time.

With Christmas barely out the door, we’ve hardly had time to do anything but lounge around in our brand-new jammies, munch on leftover turkey and watch the needles fall from the tree. Still, I reminded the family, another big day’s coming; time to take the sleepwear off and get our heads around it. I’m talking 2018. “It’s the first day of the new year on Monday,” I reminded them. “What are we going to do?” They looked at me, puzzled. “Do?” asked a son. “You mean, besides sleep until four?” No, I said. I was talking

resolutions — in a manner of speaking. “I’m not talking about eating less chocolate or drinking less coffee. I’m not talking about doing more exercise or saving more money.” They continued to look at me blankly. “I think we should all resolve to learn something new,” I said. I looked at the husband. “Go,” I said. “Go where?” he wondered. “Tell us what you’re going to learn,” I said. “You go first.” The husband scratched his chin. “Well,” he said. “Let’s see. I suppose I could learn how an automobile’s motor works.” “You going to take on the maintenance of the car?” asked a son. “Heavens no,” said the husband. “Then that’s a stupid idea,” said the son. I interjected. “I wasn’t really thinking along the lines of car repair,” I said. “I was thinking more about things that will make us better, more

enlightened people.” Didn’t anyone want to, oh, learn a new language? Learn to write poetry? Learn the art of carpentry? No one immediately jumped in. “I know,” said the husband after a few minutes. “I’d like to learn what bitcoin is. Everyone’s talking about bitcoin, and I have no idea what they’re talking about.” The sons nodded. “Good idea,” said the oldest. “When you find out, will you fill me in?” And so it went. No one vowed to take up memoirwriting, quilt-making, fly fishing or tai chi. There was, however, great enthusiasm at the prospect of learning how to make pale ale, teriyaki barbecue sauce and a play list of really good jazz. The husband turned and looked at me. “Well?” he said. “What about you?” I pondered. Nothing came instantly to mind. I told him I’d get back to him. Not sure I’d be better where quilting’s concerned. But I’d surely be cozy and warm.

Red Nose seeks volunteers as busy New Year’s Eve to come

With eight of nine nights completed, Operation Red Nose Delta-Richmond has already provided over 300 rides thanks to the support of more than 280 volunteers. “We want to reassure our community that you can count on Operation Red Nose services in Delta and Richmond despite some of the negative news in the media,” says Ana Arciniega, executive director of Delta Gymnastics, hosts of Operation Red Nose. “It has been challenging this year for us due to the lack of Operation Red Nose coverage in Surrey and Langley and the resulting media attention,” says Arciniega. “Many potential clients have assumed we were not delivering the service as well so our numbers are lower than normal.” The final night of Operation Red Nose is set for New Year’s Eve. The service, which takes party

goers and their vehicles home safely, will be available between 9 p.m. and 3 a.m. Those planning to use the service are asked to call 604-943-0460 30 to 45 minutes before they would like to be picked up. There is still a need for volunteer drivers and Operation Red Nose has an offer to try and entice parents. “If you don’t have plans, please consider volunteering and celebrating New Year’s amongst caring community volunteers while enjoying a delicious and festive dinner,” says Arciniega. “This year we are offering a fun and free night for volunteers’ kids that are participating that night without worrying about finding and paying for a babysitter. Children activities include fun indoor play in the gym, snacks, crafts and movies and then snuggle into their sleeping bags until their parents are finished with their driving shifts.”

The service is free but donations are appreciated. All proceeds are directed to amateur sport to benefit children and youth in Delta and Richmond. Navigators and escort drivers must be 19 years old or older, and designated drivers must be 21 or older. For information

“All Things are New” Luke 2: 22-40 2nd Sunday 9:30 am Kin Village 3rd Sunday 2:00 pm The Waterford

In the late 1960s there was a musical recording made of the famous poem by Max Ehrmann called “Desiderata.” In the Desiderata there is a line that says, “You are a child of the universe…” and as I come to the end of another year, I want to acknowledge that you and I are much more than just “children of the universe,” we are “children of God.” That, for me, is a completely different and challenging reality. As a child of the universe, I can be as independent and individual as I choose. However, as a child of God, I am called to care for and serve all whom God has created, even creation

herself. This is a difficult task, but we are not alone. God who calls us “children” also loves us as God’s own and has come to show us how to live in community

by binding up the broken hearted, feeding the hungry and visiting the sick, and above all else to proclaim the glory of God in all we do. For the person who makes a choice to follow in the footsteps of Jesus, it means that we are called to centre our lives on God’s will for new life. This means that we will be changed (not like my yearly resolution to exercise more) but truly changed as a beloved and blessed child of God bringing glory to God through our every deed. May God continue to bless you in this New Year and may you continue to shine God’s light into the darkness.

The contest is open to Delta residents from 12 to 18 years of age. “This is our fifth year of Delta Idol, and we’re really excited to hear the talented youth we have in our community,” says arts and culture programmer Jacqueline Hanson. She explains the aim this year is to have two age groups and two grand prizes “so whether you’re just turning 12, or have just turned 18, we’ll have a competitive showcase.” Auditions are currently being accepted until Jan. 21. “We love hearing different genres, unique voices and just youth that love to sing,” says Hanson. Auditions can be acapella, with a backing track or accompanied by an instrument. Auditions can be submitted via YouTube or Drop Box link, USB stick or CD. Video is preferred but audio-only will also be accepted. Drop-off locations include the Tsawwassen Arts Centre and North Delta Recreation Centre. Well on Your Way P.J. WREN

Every year the American College of Sports Medicine (ACSM) asks close to a half of million fitness professionals across the globe what they feel will be the emerging trends in fitness for the year ahead. In an email sent out to four sectors of the health fitness industry (corporate, clinical, community and commercial), the participants are asked to grade 40 possible trends in order from highest (most popular) to lowest (least popular) for the coming year. The survey makes no attempt to evaluate products, services, equipment, hardware, software or other exercise machines that might appear in clubs or recreation centres. Instead, the survey is designed to confirm, or to introduce, new trends. And we are talking about trends here, not fads. The researchers explain trends take some

1. High-intensity interval training (H.I.I.T.) 2. Group training 3. Wearable technology 4. Body weight training 5. Strength training 6. Educated, certified, experienced fitness professionals 7. Yoga 8. Personal training 9. Fitness programs for older adults 10. Functional training 11. Exercise and weight loss 12. Exercise is Medicine 13. Group personal training 14. Outdoor activities 15. time to build, and generally stay for a period of time, whereas fads come and go – and most of them go to the great big Tae-Bo and Thigh Master heaven in the sky. Last year’s top 10 fitness trends were: wearable technology; body-weight training; high-intensity interval training; educated, certified and experienced fitness professionals; strength training; group training; Exercise is Medicine (a movement to encourage a healthy lifestyle among Canadians and hosted by The Canadian Society for Exercise Physiology); yoga; personal training; and exercise and weight loss. You’ll notice in the table that some trends from

2017 continue to be supported for 2018, but some others failed to make the cut this year. The trends that were on the top 20 list last year and failed to make it for this coming year were: worksite health promotion; smartphone apps; worker incentive programs; exercise programs specifically for overweight and obese children; balance training; boot camp; indoor cycling; Pilates; running clubs; water workouts; stability ball; and cardio dance classes. PJ Wren is a local personal trainer and writer who is thrilled to see that 12 of the upcoming trends for 2018 are all regular classes at her boutique fitness studio, The Studio.

Tsawwassen’s Petro Chountalos has proven to be handful on the rugby field. The 18-year-old leaves for Northern Ireland this week as a member of Canada’s U19 team that will play three matches, starting Saturday.

Racking up air miles goes with the territory of being recognized as one of the top up-andcoming rugby players in the country. For the second time in five months, Petro Chountalos is off to the British Isles this week as a member of Canada’s U19 men’s 15s team that is touring Northern Ireland. The 30-player travelling roster will play three matches, starting on Saturday, in preparation for another trip overseas in March to face Ireland’s national team. Back in August, Chountalos was part of a Rugby B.C. all-star team that travelled to Ireland for a series of matches. After visiting Dublin for the first time in his life, the 18-year-old from Tsawwassen is looking forward to seeing Belfast. “I was talking to my (national team) friend about it because he has already been doing this for a couple of years. He said just to sit back and enjoy it,” said Chountalos. “The first trip was a great experience. You could really feel the rugby culture over there. We won all three matches. “This time we will be playing their top boarding schools that are similar to a Shawnigan Lake. It’s going to be a good test.” The trip concludes what’s been a significant year for his promising career. Last spring, the standout prop helped the

South Delta Sun Devils finish seventh at the provincial “AAA” championship. The run was highlighted by a near upset of silver medalist Yale in the quarter-finals. Chountalos was recognized for his performance by being named to the Commissioner’s 15 Team. He then turned his attention to playing for a regional all-star team that was part of the selection process for the Ireland touring side. The top players were invited to a final selection camp which Chountalos was unable to attend do to family commitments. However, coaches and evaluators had seen enough of his play to still name him to the team. The U19 national team tryouts followed shortly after he returned from Dublin. His B.C. team commitments forced him to miss the initial camp but again his reputation and endorsement from provincial coaches advanced him to the final regional tryouts in Burnaby with 20 other players. “I was at work and on my lunch break when I got the email to say I had made the team. It was pretty cool,” he smiled. When he is not in provincial or national team colours, Chountalos is in his firstseason playing the Bayside Sharks top senior men’s team that plays in the Lower Mainland Division One League. The Sharks field the youngest team in the circuit with Chountalos joined by Canadian

teammates Reid Davis and Max Radcliffe as aged up juniors. “Most of the guys are in their 20s and 30s. It can be scary sometimes. I’m a big kid. Not a big man,” Chountalos laughed. He got his start in the game way back in Grade 6 when he went out to watch his cousin play. “The coach saw this big kid and asked me if I wanted to play. He gave me a mouth guard and boots. The rest is history.” This is actually the first year Chountalos has focused completely on rugby. He was also a key member of the Sun Devils football team and was committed to the gridiron game in the fall before switching sports in the spring. While his job was to block in football as a lineman, rugby allows him to be an offensive threat too. He scored a try for B.C. during the Ireland tour. If all goes well, Chountalos’ next step would be playing for Canada’s U20 team. He is just grateful of the support and encouragement he has received to get this far. “I just want to thank everyone and what they have done for me. My mom and my brother who has been a huge help just driving me around. (SDSS teacher/coaches) Matt and Spencer Baines. They really made rugby click for me in and Andy Blackburn, another coach of mine for three years. “I don’t know where I would be without any of them.”

has also added former captains Quinten Wideski and Cam Cuthbert to the coaching staff, joining Mike Onzik. The Ice Hawks have 14 regular season games remaining before the PJHL playoffs. The moves leave Naylor still in charge of a powerhouse team he has built over the past two years and provides the opportunity for him to potentially be available for every game should the Clippers’ season ends sooner. They are in a playoff position with 22 games remaining. The Hawks season could last until April when the Cyclone Taylor Cup provincial championships takes place in Richmond. “This is something I definitely feel I am ready for,” said Naylor of his expanded duties in Nanaimo. “The Ice Hawks are almost self-running at this point (of the season) and I will still be involved.” Naylor added there are no plans to bring any of his Ice Hawk players fulltime to the BCHL, although he didn’t rule out adding some as APs. The Ice Hawks have just completed another outstanding six-game stretch that saw them earn 11 of 12 points against the other top five teams in the PJHL.

TIME TO RECYCLE

Aiden has 3 goals and 12 assists for total of 15 points in 28 games. He is a smart puck moving defenceman who can jump quickly into the play. He plays on powerplay and penaltykill.

The Delta Ice Hawks are turning to a coaching consortium for the balance of the season after an unexpected development last week. Darren Naylor was named general manager and head coach of the Nanaimo Clippers on Friday after former Ice Hawk owner Wes Mussio decided to part ways with Mike Vandencamp over “irreconcilable differences.” Naylor had already been named the team’s director of hockey operations when Mussio purchased the Clippers last month. He was expected to move into a full-time role with the club next season and the wheels were slowly in motion to find his potential replacement in Delta. However, Naylor is making his debut behind the Nanaimo bench on Friday in Powell River and will continue to oversee the Ice Hawks who own a Pacific Junior Hockey League best 27-2-0-1 record. He should be available for most of Delta’s home games on Tuesday nights with just one conflict over the next two months. His longtime assistant Ken McPhalen will run the bench in his absence. Naylor

It was a tough night offensively after every shot seemed to fall two days earlier. The Devils will begin the new year seeing more tournament action at the Hilltop Invitational, hosted by Sands Secondary School in North Delta. It will then be back to regular season play with a key game against Surrey’s Princess Margaret Lions on Jan. 22 at SDSS.

The South Delta Sun Devils senior boys basketball team rebounded from an opening round loss to be crowned consolation champions at the Pinetree Christmas Tournament. Following a 97-75 setback to the hosts Timberwolves, the Sun Devils produced wins over Burnaby North (76-68) and Gleneagle (91-77). The consolation final at the 16-team event proved to be an allDelta affair as the Sun Devils rolled past the Delview Raiders 112-61. GALBRAITH, Diana January 22, 1950 December 15, 2017 Our beloved Diana passed away peacefully on December 15, 2017, surrounded by family and close friends. Predeceased by her parents, brother-in-law Howard and sister-in-law Narda, Diana is survived by her loving husband of 47 years, Terry, mother-in-law Florence, her daughter Christina Bavaro (Coby), son Adam (Jennifer), brother Garth and treasured grandchildren Jamie, Gavin and Devon, her cousins and many friends. Diana was born in Edmonton and moved to the Coast in 1968 to complete her training as a Registered Psychiatric Nurse, working with adults and children at Woodlands and Riverview. She and Terry were married in 1970. They moved to Tsawwassen, where she raised her family and, with her friend Tod, ran the Delta Senior Alternate Program (“Muffler High”) in Ladner. She retired in 2006 and took on volunteer roles, most recently with the Delta Hospice. Diana was always a seeker. Her natural curiosity led her to investigate the great mysteries of life through meditation, yoga, and music, especially drumming. She loved the outdoors, and was an avid kayaker, cyclist, hiker and camper. Diana travelled throughout B.C. and the western states, usually on her bicycle with friends, and hiked trails in England and Peru. At her request, no service will be held. At a later time the family will have a private ceremony, somewhere on the beach, with bubbles, picnic snacks, laughter and loving memories. The family would like to thank the doctors and staff at the Royal Columbian Hospital Division of Neurosurgery, the Fraser Valley Cancer Clinic in Surrey, Delta Hospital and Delta Hospice Society. In lieu of flowers, donations in her name may be made to the Delta Hospice Society. Delta Funeral Home (604) 946.6040

MCMULLEN, Gordon A long life filled with love and adventure 1924-2017 Gord was immensely proud of the time that he spent in the Air Force as well as his long career with Air Canada, but more than anything his pride came from his family and the love of his wife Alice. They were blessed with two beautiful daughters that were born and raised in Winnipeg with the love and attention of their many aunts and uncles. It’s not where you go, it’s who you go with. Gord and Alice traveled the world, and were fortunate enough to do it with some amazing people. Not only did they touch down on most of the continents of the world, they were named honorary citizens in Barbados.

COMING EVENTS

Although his health did not allow him to keep up with the long walks on the Tsawwassen dyke that he loved so much, his face always lit up when his kids, grand kids and great-grand kids entered a room. Even at the age of 93 he could often be found lying on the living room floor playing cars with his great-grand kids. His unwavering love for Alice was apparent even until his last days where he was holding her hand in his hospital bed, squeezing so hard she said “wow, you must still really like me” they both laughed, and she had to pull one of her hands away to wipe a tear of happiness. “I love you to the moon and back Alice.” Gord will be deeply missed, but the lessons in kindness, generosity, and love that he so wisely gifted us with will live on in his family and friends forever. Thank you Gump, keep watching out for us. Everyone loves, honors, and grieves in their own ways. We ask that you fondly keep your favorite memory of Gord and celebrate him in a way that brings a smile to your face; that is what he would have wanted.

If you suspect that an ad to which you have responded is misleading, here are some hints to remember. Legitimate employers do not ask for money as part of the application process; do not send money; do not give any credit card information; or call a 900 number in order to respond to an employment ad. Job opportunity ads are salary based and do not require an investment. If you have responded to an ad which you believe to be misleading please call the: Better Business Bureau at 604-682-2711 Monday to Friday, 9am - 3pm or email: inquiries@bbbvan.org and they will investigate.

Pets-N-Us owner Michelle LeMoignan presents Kelly Austin of PB&Chi Dog Rescue Society with a cheque for $3784.75, proceeds from our 23rd annual Santa Picture fundraiser.
