Gerard Hudspeth Mayor of Denton
Hello Friends and Neighbors,
As we conclude another successful and enjoyable summer, our sights quickly turn to a highly anticipated Fall season. This time of year offers a unique opportunity to enjoy any one of our wonderful parks and engage in a variety of activities that brings us together as a community. We will continue to focus on planning significant facility upgrades, city beautification initiatives, and delivering high-quality programming over the next several months.
Our Parks and Rec staff have worked tirelessly to curate a diverse lineup of events, programs, and recreational opportunities that cater to all ages and interests. Whether you’re looking to participate in a family-friendly festival, explore our scenic trails, or join a fitness class, there is something for everyone to enjoy.
This October, there will be an exciting transformation in our Downtown area to unite the community as we celebrate the fun of Halloween all month long. We anticipate welcoming thousands of visitors and guests to our city for thirty-one days of engaged activities, exploration of themed decor spaces and endless entertainment for which our city is known.
As always, our goal is to advance our parks and recreational offerings, so it is not lost on me that in November 2023, you, the voters approved bond funding for improvements to the Natatorium and Water Works Park aquatic facility. The designs and plans for this project are progressing towards completion, and we anticipate construction starting at the end of next summer.
The 2023 bond also allowed for more funding to be used for public art projects. The Bonnie Brae Sculpture, Sycamore Street Bridge Mural and numerous electrical box wraps represent some of the visual enhancements that have been completed to advance beautification efforts across our city.
Lastly, I am excited about Denton’s growth and all the things that we are accomplishing together. Our Parks and Recreation Department does a great job enhancing the quality of life for our community. Join me in thanking them for being an integral part of our city’s success.
Please browse through the latest edition of the Play Guide and find a program, event, or a park so that you can get out and play!
Respectfully,
Gerard Hudspeth, Mayor

This Fall Denton will be entering into 31 Days of Halloween while using the guidance from our friends in Conway, South Carolina. A few years ago the City of Conway began to decorate for Halloween and organized community events that took place each day of the month of October. The community was so excited about the idea, the city renamed itself (for fun) to the “City of Halloween”. This new programming and promotional campaign created an increase in attendance throughout their downtown thus elevating their hospitality tax over the course of the last two years that they produced the event. The overall placemaking and programming brought people to the community at all times of the day to participate in events, stroll the downtown, patronize local businesses and take selfies. This level of excitement and organic promotion made Conway into a fall attraction.
City staff began thinking about how something similar could be done in Denton. Denton loves special events, and with the popularity of Day of the Dead, Halloween seemed to be a perfect fit. Parks and Recreation staff began to explore ideas and started talking to community partners about the concept last fall. The discussions were extremely positive as Denton already had a strong platform of fall activities and a quirky personality that fits into the Halloween theme. After discussions with city leadership and fellow departments, the plan was moving forward.
Staff began with a focus on “Three P’s”; Programming, Placemaking and Promotions.
1. Programming – Plan programs and events that would provide an activity for every day of the month of October. Some programs are large such as the Arts & Jazz Fest or small as a craft activity for children at a local library. As of the launch of the website in July, over 100 activities were scheduled and are anticipated to grow.
2. Placemaking – To create engagement with the community, unique displays, selfie stations or placemaking areas have been designed and created to set up across the downtown for people to explore, snap photos and engage with while they stroll, all while stopping for a bite to eat and to enjoy music.
3. Promotions – While each program will be marketing on its own, the City Marketing and Communications team rolled out the overall “Denton Halloween” brand. The goal here is to help all the events and business be elevated as they join the fall campaign to bring people to Denton throughout the month of October. Be on the lookout for cool merch such as t-shirts, stickers and more.

At the state meet, the Dolphins achieved 14 top-8 finishes, showcasing their incredible talent and determination.
This summer has been truly amazing for the Denton Dolphins. We are immensely proud of our swimmers and eagerly anticipate an even brighter future!

Funding for our projects is received from various revenue sources provided by local, state, and federal levels of government. Here’s a little bit of information regarding each funding source.
Parks and Recreation receives a specific amount of budget each fiscal year from General Fund allocations which mostly come from sales and property tax sources. Most of this funding mechanism is used for the operations which include maintenance of our parks system. In addition, every fiscal year a certain amount of capital funding is provided to various departments for infrastructure/asset improvements. This source helps fund existing maintenance/improvement projects within our parks system.
This source is made up by Denton visitors, hotel rentals, or short-term rental in the city. State law requires that HOT funds be used to support and enhance local tourism. The Parks and Recreation Department uses HOT funds to support public art, a usage that is clearly supported by HOT fund guidelines developed by the Texas State Comptroller.
These fees are charged to developers to account for the additional parks amenities that residents in new neighborhoods will need. The Parkland Dedication Ordinance supports the opportunity for land dedication and supports charging developers a fee to offset the cost of transforming new or existing parkland to support additional users. Often, this funding source is referred to as 915/916 due to the respective accounts where the money is deposited.
The City uses bond funds - essentially loans taken out against the value of the City’s continued ability to receive tax revenue and voted on by Denton residents to fund capital improvements that will have a long lifespan. In the Parks Department, bond funding often support land purchases, the construction of new recreation centers, and similar vertical construction programs. Sometimes, bond projects have a public art component attached to each specific construction project to enhance the aesthetic design associated with that project.
Staff is constantly assessing opportunities for various forms of funding to maximize resources and limit the burden of our city’s tax dollars by applying for various grant programs that are offered from local, state, and national organizations such as: Texas Parks and Wildlife, National Park Service, Texas Department of Transportation, North Central Texas Council of Governments, Texas Commission on the Arts, and U.S. Department of Housing and Urban Development.
This organization occasionally receives private donations from individuals and foundations that can be identified for specific park projects. Past projects include the North Lakes dog park, Eureka 2 playground, and the Denia softball complex.
The department receives funding from two separate trust funds. McKenna Trust Fund & the Parks Gas Well fund. The McKenna Trust Fund was established by George McKenna, and upon his death this bequest provided for the continued maintenance and improvements at McKenna Park. The Parks Gas Well fund includes revenues accruing to the City for natural resource extraction from park properties. It is important to note that this does not mean that there are active gas wells on Parks properties, but instead that the Parks and Recreation department is receiving royalties for resources that lie beneath park lands.
Sometimes the Parks and Recreation department receives funding from the federal government for specific purposes. This was the case when Parks received funding through the American Rescue Plan Act (ARPA), to encourage economic recovery after COVID-19.

Parks and Recreation Planning staff continue to work on the alignment study of the Hickory Creek Trail Master Plan. This plan was authorized to begin by the City Council on March 1, 2022, and the total trail length is anticipated to be approximately 12 to 16 miles. Upon completion, the trail will run from US 380 to Guyer High School. Staff are currently working with the design consultants to clarify alignments for the trail and will be conducting public meetings by end of year.
This project commenced in the Summer of 2023, with Mesa Design hired as the design consultant in April of 2023. The goal of the project is to create a sensoryrich play space where children of all ages and abilities, including those with physical, mental, vision, and hearing disabilities, can play together. Parks and Recreation staff have received public input to shape the project through a public survey that launched in March 2024, and in a virtual public meeting held on March 28, 2024. Parks Planning staff anticipate a Summer 2025 start date for construction, barring any unforeseen delays.
The City of Denton acquired the 5.19-acre Audra Oakes property in 2021 through a local partnership. In May of 2024, Parks and Recreation staff secured a design firm’s services to design a park space that will ultimately include items such as a loop trail, playground, pavilion, and other park amenities.
As part of a developer agreement, the City of Denton received parkland near Denia Park. The developer will construct a trail connecting Parvin Rd. to Roselawn Dr., which is currently under construction and anticipated to be finished by the end of the year. Final plans for the trail were developed in October 2023 and work on the project continues. Staff anticipate the project to be completed by October 2024.
Improvements to Denia Park will include adding a loop trail that connects to the adjacent Eagle Creek Neighborhood; installing new fencing, irrigation, and turfgrass; planting more trees; renovating softball fields; and providing ADA accessibility improvements throughout the park. Parks and Recreation planning staff anticipate starting construction September 2024.
The City of Denton originally acquired this 6.5-acre property in far southeast Denton in 2016. In 2022, the Texas Parks and Wildlife Department (TPWD) approved a Denton Parks and Recreation grant in the total amount requested of $621,563. Parks Planning staff anticipate starting construction by February 2025.
In 2023, the Texas Parks and Wildlife Department approved a grant of just under $600,000 to support improvements at Bowling Green Park. Plans for park improvements include additional trails and connectivity along Windsor Dr, the addition of a parking lot, habitat restoration, and an ADA accessible garden space. Parks and Recreation planning staff are currently finalizing construction documents and hope to start construction by March 2025.
In May of 2022, Denton Parks and Recreation hired a design consultant to help develop the Briercliff Master Plan. A series of public engagement opportunities followed that determined the scope of the project would include a skate spot, picnic tables, shade, seating, new playground, and new splashpad. In February 2024, Parks and Recreation staff received news that the Briercliff redesign received $750,000 in grant funding support from the Texas Parks and Wildlife Department. Final design plans are expected to be completed by October 2024 and construction beginning by Summer 2025.
In 2022 Parks and Recreation applied for a grant through the Texas Parks and Wildlife Department’s Boating Access Grant Program. The grant program offers a generous 75 percent match of municipal funds for projects that renovate existing boat ramps or construct new ones that provide access to public waters for recreational boating. In March 2023, staff was notified that they were approved for the grant. The grant is separated into two stages, Planning & Construction. Staff is currently working on contracting with a design agency to initiate phase 1.

The Aquatics Master Plan, adopted by the Denton City Council on February 20, 2024, was the culmination of a project that began in 2022 as staff worked with Denton residents to envision the future of aquatic offerings in the City. The Master Plan considers Denton’s intrinsic needs and compares its current and possible future aquatics offerings to other, regional aquatics programs. This Master Plan envisions an Aquatics system anchored by two large aquatic facilities in north and south Denton and calls for additional indoor lap space and suggests possible futures for current aquatic facilities.
Recently the City of Denton added two new works to its public art inventory. The steel and aluminum sculpture Deer Moon, by Robert Barnum, was installed off S. Bonnie Brae Street in southwest Denton just north of Vintage Boulevard. The work features an aluminum buck, hawk and moon against a background of weathered steel depicting a tree. In Southeast Denton, Kirk Seese recently completed his March of the Monarchs mural covering three sides of the Sycamore Street Bridge near S. Crawford Street. Seese’s mural features vibrant Monarch butterflies against an airy verdant and lilac background.
The Southridge Community celebrated the Grand Reopening of Joe Skiles Park on June 1. The newly refreshed park space now features a regraded lawn, perimeter loop trail, irrigation improvements, a new play structure for 2-5-year-olds, newly planted trees and turf, and a replacement of the existing play court fencing. Plans for the revised park space emerged in 2023 and were greatly aided by the availability of American Rescue Plan Act (ARPA) funds. These funds were provided to municipalities to encourage rebuilding and economic growth after pandemic closures. The package of amenities added to Joe Skiles were determined by Parks and Recreation staff in close consultation with Southridge Neighborhood stakeholders.
This summer, visitors to Carl Young, Sr. Park were met with a thoroughly refreshed Sprayground that was almost twice as large as the original. The newly expanded Sprayground also included several new spray elements, including four new vertical elements. In total, the Carl Young, Sr. Sprayground now has five vertical spray elements and eleven ground-based spray elements.
In 2023, Denton Parks and Recreation applied for and received funding from the Community Development Block Grant program (CDBG) administered through the U.S. Department of Housing and Urban Development. These grant funds helped support the addition of a pergola on the rear of the ALH Senior Center, replacement of the pavilion on the north basketball court, the addition of a sidewalk north of the bridge to provide ADA accessibility and connectivity to the existing softball fields.

National Recreation and Park Association Gold Medal
Winning the gold medal is the ultimate award for a parks and recreation department. Denton has been awarded the gold medal three times; 1985, 1989, and 2003. The department was a finalist in 1984, 1986, 1987, 1988, 2000, 2001, 2002. Today, an organization must wait three years before reapplying for the gold medal. Only a handful of departments have won the award more than three times since its inception.
Winning the TRAPS Texas Gold Medal is the ultimate award in the State of Texas for a parks and recreation department. Denton has been awarded the gold medal two times; 1989 and 1994.
We are excited to announce that Denton Parks and Recreation has been awarded accreditation through the Commission for Accreditation of Parks and Recreation Agencies (CAPRA). This accreditation also provides a platform for Denton’s park professionals to grow, learn, and inspire to be the best they can be. Accreditation focuses on achieving 154 standards across 10 core areas of focus that consist of Agency Authority, Role, and Responsibility; Planning; Organization and Administration; Human Resources; Financial Management; Programs and Services Management; Facility and Land Use Management; Public Safety, Law Enforcement, and Security; Risk Management and Evaluation, Assessment, and Research.
