JCB TEES OFF 2014 WITH PLANS FOR £30 MILLION GOLF COURSE JCB has announced a new wave of investment in Staffordshire with plans for a £30 million golf course next to its World HQ to help boost sales and build global awareness of its brand.

announcement in early December that JCB will invest £150m to build two new factories in Staffordshire and significantly increase production to meet an anticipated growth in demand for its products.

The proposals for a spectacular 18-hole, 7,150 yards, Par 72 championship golf course centre on 240 acres of rolling countryside to the south of its Rocester headquarters. When completed in 2018, it is expected that up to 100 people will be employed in groundcare and hospitality roles.

At the heart of this premier golf development is Woodseat Hall, an 18th Century mansion currently in ruins, but which will have a new lease of life under plans to renovate it as the course clubhouse, complete with a new luxury spa, leisure facility and five-star hotel-style accommodation for visiting JCB guests from across the world.

The course will be designed by European Golf Design – the golf course design company of IMG and the European Tour - best known for the 2010 course at Celtic Manor in Wales, host of the 2010 Ryder Cup. It will be built to tour-quality standard and could potentially host a major tour event, attracting competitors and spectators from all over the world. The plans have been conceived by JCB Chairman Lord Bamford and follow an

If the course were to host a major tournament, the television coverage would certainly put the

JCB brand firmly on the world stage. It would also help to raise the profile of Staffordshire and promote the county as a tourist destination to millions of people around the world.” European Golf Design’s course architect for the JCB course, Robin Hiseman, said: “We were asked to create a premier tour-proven golf course to stand shoulder-to-shoulder with the very best contemporary golf course designs in the UK. We are very confident that our design meets this requirement, taking full advantage of a rich landscape that includes deciduous woodland, classic English farmland and historic parkland with many arboretum-standard specimen trees. “The course design, which is burgeoning

with imaginative design concepts, will twist and turn around the natural contours of the site, dipping in and out of the woodlands and involving the existing water features in a range of exciting ways, including the spectacular and unique Par 3 17th hole, which plays onto an existing wooded island in the South Lake. “We are looking forward to building this JCB course, and as you might expect, JCB machines will be doing all of the work in what will be a 240-acre shop window for its product range.” The new golf course, which is subject to planning consent, will be made available mainly to JCB’s network of 770 global dealers. It will be used to drive business growth, helping to build relationships with new customers and strengthen relationships with existing customers. Upon completion, golf days will become a feature of the wider JCB visitor experience, which already includes factory visits, the ‘Story of JCB’ exhibition and machine demonstrations.

Derbyshire community urged to support East Midlands’ only children’s hospice’s birthday The East Midlands’ only children’s hospice is celebrating 20 years of care this year and is calling on people in Derbyshire to help celebrate the milestone. Rainbows Hospice for Children and Young People first opened its doors in 1994 and over the years, staff and volunteers have supported thousands of children, young people and family members. To commemorate its birthday, the charity wants to raise an extra £100,000 over the year to help fund more children’s nurses at the Loughboroughbased hospice. Rainbows was founded by Gail and Harry Moore, whose daughter, Laura, died of Leukaemia in 1989. Laura’s favourite thing in the world was a rainbow. The hospice was officially opened in April 1995 by HRH Prince of Wales and in 2009, a £4m extension was built to create a new therapy wing and separate facilities for young people. Mr Moore said: “It was 22 years ago that Gail and I stood in a field outside Loughborough overlooking the Charnwood Forest. This would be an ideal place to build the children’s hospice we said to each other. Three years previously, we had lost our five-year old daughter Laura to Leukaemia after three years of treatment, including a bone marrow transplant from her twin brother Kit. “The journey along the way has not always been easy. It has involved a lot of hard work from a lot of people to develop it into what it is today. After 20 years, Rainbows continues to realise its dream with wonderful facilities and palliative care

programmes that have been instrumental in both extending the lives of our children, and improving their quality of life. Over and above everything however, its success is down to its people and the quality of care they provide to ensure that our children get the best support possible throughout their all too short journey of life.” Including those from Derbyshire, Rainbows currently cares for 288 children and young people with life-limiting and terminal illnesses as well as supporting 249 bereaved families and 521 siblings. Derbyshire County Council is calling for more adoptive parents to come forward as a TV documentary airs this week following the work of adoption organisations in the East Midlands. The Channel 4 documentary - Finding Mum and Dad - looks at the work of the East Midlands Adoption Consortium as they find permanent families for children in the region. Filmed over the last three years, it follows the roll out of a pilot scheme - Adoption Activity Days. Residents who are facing extreme financial difficulties and struggling to buy food are being supported by Derbyshire County Council in the lead up to ‘Blue Monday’. The council is stepping up its continuing work to support Derbyshire’s food bank network ahead of January 20 – nationally recognised as the date many people rely on support as they struggle with the deadline for settling post-Christmas bills before they have been paid. It is part of the authority’s wider commitment to tackling poverty, supporting people on low incomes, reducing health inequalities and protecting the country’s most vulnerable residents. The rising cost of living, static incomes, changes to benefits, underemployment and unemployment have meant increasing numbers of people in the UK have hit a crisis that forces them to go hungry.

These days are a chance for prospective adopters to meet some of the children in need of new families while taking part in activities, entertainment and games. Around 50 youngsters from local authorities across the East Midlands took part in each event and got the chance to meet with prospective adopters. Generally the children taking part were older, or in sibling groups and this means they do not find adoptive homes as quickly as other youngsters. Derbyshire County Council’s Cabinet member for Children and Young People Cllr Kevin Gillott says: “

The adoption activity days gave people the chance to meet the actual children themselves. “Often this helps them form a better idea of how a child may fit into their family and can create a spark that simply isn’t found when just reading about a child.

“The events were a very effective way of dispelling some preconceived ideas or anxieties about children waiting for placement.” Five Adoption Activity days were held between October 2011 and March 2013 and in total 42 children found new, permanent homes as a result. The scheme has since been rolled out nationwide. Finding Mum and Dad will be screened on Channel 4 on Wednesday 15 January at 10pm. Derbyshire County Council is always looking for new adoptive families to come forward. They especially need families for children with disabilities and sibling groups. Adopters come from a wide range of backgrounds and there is no upper age limit to becoming an adoptive parent. Councillor Anne Western, Leader of Derbyshire County Council, said: “Increasing council tax is the last thing we want to do. We know residents are struggling to make ends meet and we’ve done our best to keep council tax just below the rate of inflation. “Freezing council tax this year will only make next year more painful because we’ve got to make cuts every year for the next five years. “We’re putting our own house in order to make savings by scrutinising spending, reviewing senior

COUNCIL TO CONSIDER BUDGET

CUTS FOR YEAR AHEAD Plans for making cuts to Derbyshire County Council’s budget in 2014-15 are due to be considered at a Cabinet meeting next week (Tuesday 28 January). Reductions in Government grants, inflation and greater demands on areas of the budget for adult social care and vulnerable children mean the county council needs to cut £157m from its budget by 2018. It means the authority must save £36.7m in 2014-15 as well as dealing with increasing financial pressures including: Looking after an ageing population and increases in the number of disabled adults and people with the early onset of dementia - £5.4m. Increasing costs of placing children for adoption - £440,000. Increasing living costs for children who are leaving care but not yet living independently - £150,000. Reducing the amount spent on consumables, for example professional fees, room hire, equipment maintenance, rents, printing and stationery, fixtures and fittings and mileage - saving £150,000 Recommissioning of day care services - reducing the number of buildings we use for day care and providing meals in a different way, for example having frozen meals provided that can be reheated, rather than meals being cooked in on-site kitchens. This will run alongside changes to staff structures resulting in less managers - saving £250,000 (full year saving £530,000) Reduction in training provision - less staff training and a reduction of staff including at management level, in the in-house training team - saving £350,000 (full year saving £700,000) Continuing the previously agreed reduction in the number of people receiving our subsidised frozen meals and laundry services - saving over the year of £100,000 Introducing a new Adult Care Transport Policy to ensure transport to day care services is provided in a fair and equal way across the county and ensuring we provide transport in the most cost-effective way. Transfer the funding for a number of community and voluntary groups to Public Health - saving

Housingrelated support services help vulnerable people to set up and maintain a home where they can live safely and well. Support services include helping people manage finances, pay bills, better manage their health including any drug or alcohol addictions, keep safe and develop links with the community - saving £962,000 (total over two years - £9 million) Review of block contracts - contracts to providers of day services will be reviewed as there is less demand on them due to people choosing to spend their person budgets in different ways - saving £725,000 (full year saving £1.725 million) Review of specialist support teams and reducing the number of staff in these teams - saving £45,000 (full year saving £367,000) Changing the management structure in Adult Care’s direct care services, which provide day, home and residential care, reducing the number of managers - saving £438,000 (full year saving £738,000) Reducing the overall funding available for personal budgets that people use to buy their care and support - saving £3 million (full year saving £11 million).

Children and Younger Adults £6,033,000

Reviewing and reducing back office/business services costs by restructuring management and staffing - saving £1,900,000 Reduction in the costs of safeguarding, from savings made from lower numbers of children coming into care, finding better and more cost effective homes for children in care with our own foster carers instead of expensive and often less appropriate - agency care providers - saving £850,000. Savings made from posts being removed under staffing restructures and the use of the Dedicated Schools Grant to pay for some types of work the authority does for schools - saving £26,000. Savings in the costs of staff travel expenses as a result of fewer staff, alternative options being used such as fewer meetings, increased car sharing for meetings/visits, or staff being located closer to clients - saving £125,000. Reductions in the management information service, which records and monitors work across children’s services. Essential information required by law by the Department for Education and other statutory agencies will continue but other non-essential tracking may be reviewed. Schools will also be charged for some information services which were previously free, with a future consultation to decide which these might be - saving £325,000. Education improvement consultants working with schools, who are provided by the authority to offer support in areas such as teaching and learning, curriculum, and health, will be partially funded by contributions from schools’ budgets for 2014/15, with a further review planned to see what steps need to be taken

long term - saving £825,000. Increased income from trading careers support to schools (which schools nationally became responsible for providing in 2012 - although Derbyshire County Council continued funding for our schools until last September), and/or savings in associated staffing, so some posts will be directly funded from the money the service brings in - saving £163,000. Reviewing staffing costs, use of buildings and opportunities to increase income from service users, for adult education - saving £42,000. An existing charging policy for parents of pupils starting faith education, who aren’t eligible for free transport, will see new school starters make contributions - saving £60,000. If we were to no longer continue to provide discretionary free transport for post-16 and pre-school pupils with special educational needs who aren’t entitled to free school transport, subject to a full consultation and cabinet decision - saving £94,000. We will review our 54 children’s centres and consider closing up to seven of them, with some services instead being provided through partnership working with other organisations and bases, volunteer-led support and targeted help and support for families that need it - saving £500,000. New or increased charges to schools and external users of various services including 14-19 support, sport and outdoor education services - saving £548,000. Review of the support given to pupils and families, which already has elements covered by the work of the troubled families’ initiative - saving £120,000

Residents will be invited to have their say on plans to reorganise public health lifestyle services in Derbyshire this month. Derbyshire County Council is inviting people to take part in a series of local events to discuss the way these services are provided. The events will focus on new plans to offer people one point of access for help to lose weight, stop smoking and lead more active lifestyles. These plans would see a team of ‘wellbeing workers’ providing a range of advice and support, as well as helping people get support from other services.

A ‘Smart Swap’ could include swapping sugary drinks to sugar free or diet drinks, milk or water helping the average family cut up to three quarters of a bag of sugar from its diet over one month. People who sign up to ‘Smart Swaps’ will receive a free healthy meal ideas, money-off vouchers and supportive emails and texts throughout the month. A free Smart Recipes app will also be available. The Smart Swaps campaign is launched as research from the 2012/13 National Child Measurement Programme shows 33 per cent of 10 to 11-year-olds in the East Midlands are overweight. Just over eight per cent of Derbyshire school children are classed as obese in their reception year. But more than twice as many Year 6 pupils (17.6%) fall into this category. Derbyshire County Council Cabinet Member for Health and Communities Councillor Dave Allen said: “Many people may think about trying to

eat more healthily as part of their New Year’s resolutions but it’s not always easy to keep it up, especially for the whole family. “We’re backing Change4Life’s Smart Swaps campaign because it provides some really simple tips to make healthy changes to your diet such as reducing sugary drinks, using reduced fat cheese and yogurt and low fat spreads instead of butter. “We hope it will support our own work to make it

easier for people to eat more healthily and reduce the risk of conditions related to being overweight such as type 2 diabetes and heart disease.” The council encourages healthy lifestyle choices by supporting breastfeeding groups and school breakfast clubs, as well as promoting healthy eating and active lifestyle programmes for children and residents of all ages. SCHOOL ADMISSION EDGE CLOSER TO 100% Nearly 100% of parents in Derbyshire have completed their primary school applications to Derbyshire County Council online. For reception, 99.8% of parents applied online compared with 99.3% last year. We only had 18 paper forms. For junior, 99.8% of parents applied online compared with 99.1% last year. We only had six paper forms. Just 5.6% of the online applications were done with the help of staff from our contact centre, Call Derbyshire, which is down from 7.4% last year. Councillor Jim Coyle, the county council’s Deputy Cabinet Member for Children and Young People, said: “Applying online is really easy for parents to do and for staff to administer. We’re delighted parents find it so user-friendly. I’m sure that one day we’ll have 100% online. It’s getting closer every time.” Applications submitted after the deadline will not be considered until places have been allocated to

those children whose parents did apply on time. Parents who fail to meet the deadline may find that the school they want their child to go to is full. Secondary online admission were up this year too. As reported in November, this year, 99.4% of parents made their secondary application online. This is up from 98.5% last year. Only 41 parents completed a paper form.

European Union Chamber Orchestra in Bangkok. At the invitation of the European Delegations, EUCO toured South America seven times and Mexico nine times and in 1996 was the first “European” Orchestra to give concerts in Belize and Cuba.

In 1997 EUCO’s tour of Canada celebrated 500 years since the landing of John Cabot and in 1998 EUCO toured India in celebration of 50 years of Indian independence and the British Presidency of the EU. Other countries to which it returned very regularly included Chile and Peru, Sri Lanka, Thailand and Vietnam.

The EUCO gave its first concert in

1981 and soon gained a worldwide reputation as a musical ambassador for the European Union. From 1992 to 2004 assistance from the European Commission enabled EUCO to make intercontinental tours covering South and East Asia, North, South and Central America, North Africa and the Middle East as well as Europe. Performances included those in the presence of Queen Noor of Jordan, the King and Queen of Belgium and its own Patron, Queen Sofia of Spain. In 1999 EUCO gave a concert to mark the 77th birthday of King Sihanouk of Cambodia in the Royal Palace at Phnom Penh and in 2000 performed for the birthday of Princess Galyani

Since 2005 EUCO has concentrated on performing across Europe, in particular in the new member states of the European Union. Giving annually between 50 and 60 concerts, to date in 73 countries, its schedule includes prestigious halls such as the Amsterdam Concertgebouw, Frankfurter Alte Oper, Milan’s Sala Verdi and Valencia’s Palau de la Musica as well as many major halls across Britain. The Orchestra has appeared at international festivals such as the Glasperlenspiel, Mecklenburg Vorpommern, Emilia Romagna, Flanders, Echternach and Bodensee. Its recent tours have taken it to the UK, Germany, Latvia, Lithuania, Sweden, Italy, Spain, Turkey, France, Chile, Argentina, Brazil and Peru. The Orchestra’s tours in 2011 have included 9 UK concerts with Nicola Benedetti, and visits to France, Holland, Belgium

and Turkey. The 2012 schedule took in a live broadcast on BBC Radio 3 from Llandudno with Julian Lloyd Webber, the Bath Festival with Alison Balsom, the Ravello Festival in Italy and in the autumn Luxembourg and a tour of Christmas concertos with Nicola Benedetti. The 2013 schedule included tours in the UK, Spain, Germany, Italy and Turkey. The Orchestra has had its concerts broadcast in many countries across the world including live on BBC Radio 3 in the UK. EUCO has performed with many distinguished artists, for example Cyprien Katsaris, Lazar Berman, Mischa Maisky Igor Oistrakh James Galway, Ivo Pogorelich Nicola Benedetti, Alina Ibragimova, Emma Johnson and Gil Apap. The Orchestra commissions works from leading European composers and has to its credit 19 CDs on labels including ASV, Hyperion and Koch.  Tom, based in the South-East, is a dynamic and versatile young musician with a wealth of experience performing live and in the studio. He has a background of theatre acting as Musical Director and pianist for shows in and around Guildford including the Yvonne Arnaud theatre. Tom spent two and a half years playing music in Ibiza where he was musical director and lead singer of the Teatro Pereyra house band. He returned to the UK in October 2010 and has been regularly performing around the UK, dividing his time between studio work and live performance. More recently Tom has become a regular music teacher for the acclaimed Academy of Contemporary Music in Surrey. Tom has played with some talented musicians and in some legendary places which include Ronnie Scott’s Bar, Soho; The Dorchester Hotel, Mayfair; Wentworth Golf Club, Ascot; Tickled Ivory Piano Bar, Guildford; The Four Seasons Hotel, Hampshire; Penny Hill Park Hotel, Bagshot and the Edinburgh Fringe festival. In addition, he has had the privilege to perform many corporate events for companies and celebrities, which include Tim Burton, Ferrari, Prince Harry, Toyota, Kate Moss and Sylvester Stallone. Tom really shines as a live performer as well as being an indemand session player, covering many genres. He has a unique performance technique and vibrant personality, which makes him a great front man with bags of energy and a unique blues and soul voice.

Gavin started performing when he was 14 years of age and became professional at the age of 16. After leaving school Gavin could be seen performing around the North West in clubs and road shows. Immediately after leaving school he gained a full part on Channel 4’s Brookside soap, playing the part of Gary Mitchell. After theatre productions of Macbeth (Donalbain), Talent (performer) and a brief stint on Coronation Street as the lad who stole Kevin Webster’s job, Gavin auditioned for a show being produced by Bill Kenwright and the legendary Jack Good (Oh Boy, 6-5 Special, Shindig) and after singing ‘Wondrous Place’ he gained the role of Billy Fury. Health and safty and first aid correspondent AS of the 1st October 2013 the Health and Safety Executive removed the requirement for them to approve first aid training and qualifications – and no longer approves first aid training organisations. This means that businesses have more flexibility in how they manage their provision of first aid in the workplace. This means that it is the employer’s duty to ensure that any training provider that they select for the purposes of first aid training is competent to deliver that training. An employer will need to make an assessment of their first-aid needs to establish what provision for first aid is required. This will depend upon the workplace, taking into account, among other things, the number of employees, size, location and work activity. The findings of your first-aid needs assessment may identify that trained first aiders are required. There are no hard and fast rules on exact numbers of trained first aiders you will require, and you will need to take into account all the relevant circumstances of your particular workplace.

PREPARES FOR 2014 EXPANSION Miller Homes Midlands has announced plans to build more than 450 new homes in the region.

This year’s January window spend was up on last term but still well short of the all-time high, while it was the summer’s big deals that helped push total spending past £750m The 2013-14 Premier League season has seen clubs spend over £700 million for the first time, thanks to a January Transfer Window punctuated with bigname movers. Premier League clubs splashed out approximately £130m during the 2014 winter window, an increase on the £120m spent during last January, but still well short of the all-time record outlay of £225m in January 2011. Deals such as Juan Mata’s £37.1m switch from Chelsea to Manchester United (which was a surprise for all), as well as the Blues’ acquisitions of Nemanja Matic (£21m), Mohamed Salah (£11m) and Kurt Zouma (£12m) helped eclipse last year’s figure. United & Chelsea accounted for over 60 per cent of the Premier League’s total spend this January. Clubs spent around £35m on deadline day - the same amount as January 31 2013 but £5m more than in 2012. “Spending has again been driven by a minority of clubs, with just two accounting for more than 60% of the league’s total spending. It could well be that Manchester United are pinning their hopes on the shoulders of one man, while Mata is almost certainley a world class signing I am not sure this will resurect their campaign this season.
