Children and Younger Adults CARE LEAVERS EMPLOYMENT TEAM: Cabinet has agreed to pay the minimum wage to care leavers on apprenticeship schemes supported by the county council. The rate for apprentices nationally is £2.68 an hour. Last July, the authority agreed to pay the minimum wage to its own apprentices: £3.72 for under 18s; £5.03 for 1820s; and £6.31 to those aged 21 and over. Today’s decision will bring apprentices on schemes outside the authority in line with those on the council’s inhouse apprenticeship scheme. The change is due to come into effect on October 1, 2014. PROPOSED CHANGES TO ALLOWANCES: The authority is clarifying its policies around paying allowances to people with residence and special guardianship orders following a consultation. month suspended prison sentence and banned from keeping livestock for 10 years following a prosecution brought by Derbyshire County Council. Jennie Hutchinson, 68, of Oxlow House Farm, Castleton, was sentenced today (Friday 14 Feb) after being found guilty of two charges brought under the Animal By Products (England) Regulations 2011, following a week-long hearing at Derby Crown Court. Hutchinson also pleaded guilty to two further charges of failing to meet the needs of her sheep and cattle, under the Animal Welfare Act 2006. Derbyshire County Council trading standards officers first visited Hutchinson’s farm in February 2012 following a complaint by members of the public. Distracted drivers put lives at risk
Give the road 100 per cent of your attention – that’s the message from Derby and Derbyshire Road Safety Partnership after research revealed that more than a third of drivers lose concentration behind the wheel. The survey by the Institute of Advanced Motorists also found that for nearly a quarter of drivers (24 per cent) daydreaming is the most common cause of concentration lapses Other reasons drivers gave for not concentrating included: stress (22 per cent) thinking about what you will be doing when you arrive (21 per cent) thinking about family, friends and personal relationships (21 per cent) Mike Ashworth, chairman of the partnership’s managing group, said: “We’re urging drivers to protect themselves and others by giving the road 100 per cent of their attention. You’re more likely to crash if you get distracted because you can’t react as quickly to what’s happening on the road. “Learn to recognise the signs that your mind is wandering. Missing your turning could be a sign that you need to take a break.”

FREE CHILDCARE FOR TWO-YEAR-OLDS Families on low incomes in Derbyshire are being urged not to miss out on free childcare for their two-year-olds. A scheme offering up to 15 hours of free childcare a week for two-year-olds is being rolled out to hard-pressed working families across the county. Previously, it was only open to people on certain benefits. Now, Derbyshire families with a household income of less than £16,190 a year and receiving Working Tax Credits can take advantage of the offer which could add up to thousands of pounds of free childcare a year. Parents can choose to use their funding with a childminder, pre-school or nursery. Welcoming the extension to the scheme, Derbyshire’s cabinet member for children and young people Councillor Kevin Gillott said he was pleased even more children would now benefit. He said: “One of our key priorities is to help Derbyshire families achieve their full potential. “Families can get a lot out of childcare. Not only does the child benefit from playing with other children and learning through play, it can free up time for busy families. “It can also help people get back into work and the extension to the scheme to families in work but on low pay will be a real benefit to those struggling to pay childcare bills.”
To qualify for the funding, which comes from the Government, families need to: Have a household income of less than £16,190 a year and receive Working Tax Credit, or Be on certain benefits such as income support or job seekers allowance, or Have adopted or fostered a child. Children of teenage parents and children receiving Disability Living Allowance also qualify. The new funding for up to 15 hours a week during term time or fewer if used all year round is available in the term following a child’s second birthday. So, if your child turns two before March 31 this year, they can take up a free place at the beginning of the Easter term in late April. Children turning two between April 1 and August 31, 2014, can start in September and those turning two between September 1 and December 31 get funding from next January. Councillor Gillott added: “This funding is good news for thousands of families in Derbyshire. Things are tough at the moment and I am glad we can help families who might be struggling. “Childcare is expensive and

Children who use their parents’ bank details to play online games could be running up huge bills Derbyshire County Council has warned. The council’s trading standards team is advising parents to follow new Office of Fair Trading (OFT) guidance to make sure their children are not pressurised into making unauthorised purchases while playing computer games online. The OFT suggests that parents: Check the ‘payment options’ settings on their child’s laptop, tablet or smart phone. One option is to make sure that a password is required for every purchase rather than opening a ‘payment window’ in which the password is not needed for further payments Check whether there are any ‘in-game’ purchases eg extra lives Check whether the game contains a social element - ie the option to compete with other players which could incur a cost - by looking at its description on the app store or the game’s website Play the game themselves to understand what children will see. The OFT also recommends parents carry out these checks regularly as game content can sometimes change via automatic updates. Derbyshire County Council Cabinet Member for Health and Communities Councillor Dave Allen said: “Problems can arise when children are exposed to potentially unfair or aggressive marketing practices and very quickly run up large bills without their parents’ knowledge.
“We want to make sure adults are fully aware of their children’s online activity so they can monitor and protect them, as well as directly control any online purchases.” The OFT originally launched an investigation into games last April after a spate of incidents involving children spending up to four-figure sums on in-game purchases without their parents’ permission. The regulator has since published guidelines for how online and mobile games firms promote in-game purchases. Developers and publishers have been given until April 1 to make sure their games comply with existing consumer protection laws, particularly in relation to children. Councillor Allen added: “We welcome the OFT action to protect consumers and hope the new

Derbyshire County Council has commissioned the Gibber Theatre Company to bring The Waste Watchers to Derbyshire secondary schools. Year 7 or 8 pupils in 35 secondary schools will see an exciting 50-minute interactive performance which uses humour, music, multimedia and popular culture to capture the importance of key environmental themes such as food waste and the benefits of putting unwanted items to good use. Pupils will also take part in workshops where they will learn which materials can be recycled at home and asked to contribute ideas on practical steps that can be taken to prevent waste and reuse materials. This is the fifth year the county council has brought the production to Derbyshire schools. And for the first time the general public will be able to see the show with two performances being held at Chesterfield library on 5 March at 11am and 6pm. Derbyshire County Council’s Cabinet Member for Jobs, Economy and Transport said: “The county council needs to cut its budget by £157m by 2018 and our current landfill bill is one we cannot afford in the future.
“Derbyshire residents currently recycle around 45% of their waste and by 2020 we want them to reach 55%. “Projects like this are key to achieving this target by raising awareness and encouraging more waste reduction and recycling both in schools and in the home.” The county council will be working with some participating schools to look at their current arrangements for recycling to see if they can be improved and to raise awareness about how to prevent waste in the first place The theatre company is touring secondary schools until Friday April 11..

The first successful teams have achieved the new silver dignity award aimed at further improving the way people are treated by social care and health services.
Seven teams were recently presented with their silver dignity award certificates at a ceremony held at County Hall in Matlock. People using the services joined staff to receive the certificates from county council Cabinet Member for Adult Social Care, Councillor Clare Neill. The silver dignity award was launched following the success of the bronze award, set up by the county council to start the Derbyshire Dignity Campaign as a partnership in 2011 between Derbyshire County Council and the NHS. The Derbyshire Dignity Campaign was developed with the aim of ensuring people who come in to contact with health and social care services are always treated with dignity and respect. The campaign encourages professionals working right across the health and social care sector in Derbyshire to become dignity champions and to test out the work of their teams against a 10-point National Dignity in Care Challenge. The bronze standard prompted staff to ask the question `is this the best we can do’, and to take action to improve in areas were the answer was `no’, measured against 10 key standards. The silver standard was launched following the success of the bronze award, for which around 240 social care and health teams across the county have applied to date. The new silver award looks at what further service improvements bronze level teams have made regarding dignity, building on the original 10 key standards. To be considered for the silver standard, teams also have to complete a piece of work or develop a project based on a theme, for example nutrition. To be successful, teams have, above all, had to show evidence that their work has achieved clear results which have benefited people in a positive way. Councillor Neill said: “We are working hard with our
NHS colleagues to try to improve services without increasing costs. This includes looking at how we do things and working to reduce waste and avoid duplication of services. “The silver Dignity standard has been developed by people using our services and health and social care staff all working together, and the results are very impressive. “I am grateful to everyone who has been involved in the work towards gaining their silver standard as they have really made a difference and gone the extra mile to make sure their services are shining examples.” The teams and their successful projects are listed here:
The Community Connectors pilot scheme - run by Derbyshire County Council’s West Division Direct Care Management Team (countywide) The Community Connector scheme was set up to offer people with learning difficulties an alternative to visiting traditional day centres. Participants are given one-to-one support to choose how they spend their time and gain independent life skills such as travelling on buses or volunteering. Communicating Well with People with Dementia - at the Jubilee Day Service for Older People in New Mills - run by the county council and NHS Staff at the centre were nominated for the award for their commitment to ensuring people with dementia understand and agree their own care plans. They achieve this using an innovative approach that gets everyone involved in the planning process. Total Dining Experience & Well-being - at Queens Court Day Service for Older People in Buxton run by the county council and NHS The centre applied for the silver award after making improvements in response to visitor feedback. At meal times clients are now treated as diners in a restaurant and can also enjoy a number of relaxation treatments in a new wellbeing suite. Oakland in Swadlincote: Meeting the Dementia Challenge. The Oakland-based team applied for the silver award in recognition of the benefits the
new integrated complex provides to the South Derbyshire community. The community care centre and extra care housing scheme was developed by Derbyshire County Council, Trident Housing and South Derbyshire District Council. Staveley Community Care Centre: Your Garden, Our Promise. The Staveley team turned an activity room into a virtual beach and also developed a multi-sensory garden with help from local scouts. The new facilities have provided a calm atmosphere for clients, and the team now has plans to change the ‘beach’ room to reflect the seasons. Leonard Cheshire; Green Gables; Alfreton: Debate Mates. Staff are proud of a programme of regular
topical debates that residents now take part in. The sessions, which are hosted by a support worker, involve all residents and also include fun activities such as a quiz and competition. Briar Close home for older people in Borrowash, run by Derbyshire County Council: Operation Shoebox This project was started by residents wishing to send gift parcels to members of the armed forces serving abroad. Since making contact with the troops residents have been sending out more parcels, exchanging letters, and enjoy reminiscing about their own experiences.

INCREASE IN LOCAL FOOD BANK USE BACKED BY GOVERNMENT REPORT
THE growing demand for food banks seen in Derbyshire has been confirmed by a national report published by the Department for Environment Food and Rural Affairs (Defra). Rainbows Hospice for Children and Young People’s lottery has now been running for a decade and delivers a valuable source of income for the hospice, which provides palliative, respite and end of life care to children and young people with terminal and lifelimiting illnesses in the East Midlands, including those from Derbyshire. And for a donation of just £1 a week, it is a simple way for people to support the charity. Since 2004, Rainbows has awarded more than £700,000 worth of prizes, with thousands being donated back to the hospice each year. Starting out with 659 members, the Rainbows Lottery now has around 8,500 people who take part each week. Now in its 10th year, the hospice is calling on new members to sign up.

COUNCIL BOOSTS ADVICE SERVICE IN CHILDREN’S CENTRES
STRUGGLING families will be able to get advice on everything from debt management to welfare rights, thanks to a major addition to advice services in children’s centres. Due to growing demand for help, Derbyshire County Council is expanding its advice services in children’s centres to a day a week. The rising cost of living combined with low incomes, high unemployment and changes to benefits has contributed to decreased living standards for low income families in Derbyshire. This includes families in work as well as those on benefits. The authority is now proposing to spend almost half a million pounds running an advice centre in each of its children’s centres. Derbyshire County Council’s cabinet member for children and young people Councillor Kevin Gillott said it was vital the authority helped to alleviate poverty and ease stress on families trying to make ends meet. As well as the £466,400 investment for advice in children’s centres, extra funding of £146,000 is also going to help the authority’s in-house welfare benefits information and advice service represent families at the growing number of benefits’ appeals. The money will also help the team train up volunteers and staff in the third sector to
help families with benefits’ advice. A further £75,000 over two years is set to go to the Derbyshire Unemployed Workers’ Centre which represents families at benefit appeals. The investments outlined in the report are part of a raft of anti-poverty measures introduced by the county council to tackle health inequalities and improve the life chances of children and families. Other recent measures include giving £108,000 to the growing number of food banks in Derbyshire and spending £360,000 to support Derbyshire’s Credit Unions which
appeals to encourage local people to volunteer at food banks and donate food and are arranging for some of our libraries and other council buildings to act as food collection points.” The rising cost of living, static incomes, changes to benefits and unemployment have meant increasing numbers of people in the UK have hit a crisis that forces them to go hungry. According to national figures released by the UK’s biggest food bank network The Trussell Trust, the number of people relying on food banks has tripled to almost 350,000 over the last year. Food banks are run by charities and non-profit organisations and provide a minimum of three days’ emergency food and support to people experiencing crisis. To receive a food parcel, residents need to be referred to a food bank from children’s centres, GPs, schools, the probation service, Derbyshire police or a range of other advice agencies. Most of the food is donated by local people or provided by UK charity FareShare which distributes surplus ‘fit for purpose’ products from the food and drink industry, including major supermarkets, to community organisations. Derbyshire’s food banks are in Ashbourne, Belper, Bolsover, Buxton, Chesterfield, Clay Cross, Gamesley, Glossop, Heanor, Holmewood, Ilkeston, Killamarsh, Langley Mill, Littlemoor, Long Eaton, Matlock, New Mills, Ripley, South Normanton and Swadlincote. The findings back up Derbyshire County Council’s evidence that an increasing number of local people are now relying on emergency food parcels. Derbyshire County Council Cabinet Member for Health and Communities Councillor Dave Allen said: “This report underlines how many of our residents are struggling under the pressure of a national cost of living crisis. “It’s appalling that in one of the world’s richest economies people are allowed to fall through the net of welfare support.” The Defra-commissioned report published this week concluded that food banks are ‘consistently’ seeing an increase in demand. In Derbyshire, figures for Clay Cross Foodbank alone show that over the last year it fed 2,557 residents compared with 944 in 2012 - an increase of 171%. The county council recently approved £126,000 support funding and invited local food banks to apply for a share to help them cope with increased demand. Eighteen of the county’s 22 food banks applied and were awarded grants to help them feed more people by buying fridges and storage boxes, covering additional volunteer and running costs and paying for training, administration and rent. Councillor Allen added: “In Derbyshire we took this action to ward off a potential health crisis as part of our commitment to tackling poverty, supporting people on low incomes and reducing health inequalities. executive-summary-140219.pdf “As well as the extra money we’re also supporting

They also gain an extra £10 of income, such as free school meals or tax credits. “The cost of living has risen by 4 per cent in the last year, but average earnings have only increased by 1.5 per cent which creates a growing gap between incomes and wages. “The council has to make difficult decisions
due to cuts by the Coalition Government of £157million, but helping hard-pressed Derbyshire families is one of our priorities.” If approved, the new advice services are due to be up and running in children’s centres by April 2014. HIGH WINDS SET TO HIT COUNTY. With high winds due to hit the county again it is important to be prepared, as there are many dangers linked with high winds.
The biggest danger by far is falling trees, with several accidents and in some cases even deaths attributed to fallen trees. Often trees obtain damage from previous storms we have suffered and this will affect weak points on the tree. Such damage is likely to leave large and unsightly wounds. GAY couples will be able to marry from March 29, the equalities minister announces, calling it an “evolution of marriage”. The first gay weddings in England and Wales can take place from March 29, equalities minister Maria Miller has announced. Couples wishing to marry had thought they would have to wait until the summer after the Marriage (Same-Sex Couples) Act was passed in July. However, those wishing to be the first to be married will now be able to give notice of their intention on March 13 to marry on March 29. Announcing the date, Ms Miller said: “Marriage is one of our most important institutions, and from March 29, 2014, it will be open to everyone, irrespective of whether they fall in love with someone of the same sex or opposite sex. “This is just another step in the evolution of marriage and I know that many couples up and down the country will be hugely excited that they can now plan for their big day and demonstrate their love and commitment to each other by getting married.” Unlike civil partnerships, same-sex marriages would give the same legal recognition as marriage across a range of areas including pensions, inheritance, child maintenance and immigration rights. While the change will not be enforced upon religious organisations, they will be able to opt in. However, there is a provision in the law which bans the Church of England and the Church of Wales from holding gay marriages. Ms Miller said she was “working hard” to ensure that couples wishing to convert civil partnerships into marriages would be able to do so before the end of next year. Those wishing to take part in same-sex weddings in some British consulates and Armed Forces bases overseas or in military chapels will have to wait until June. Ben Summerskill, chief executive of gay rights campaign group Stonewall, said he was “delighted” at the announcement, which he said was

Risk assessment

RISK assessment is a process of examining your workplace or activities for things that might cause harm and what precautions are or should be in place to prevent in order to prevent harm taking place. The process of risk assessment has received a lot of very poor publicity over recent times with organisations seeking to eliminate risk simply by banning activities (i.e. conkers in schools). It is important to remember that the principle behind risk assessment is to MANAGE it not avoid it. Think about it – risk is all around us in our everyday lives, in driving cars, crossing roads, flying on aircraft etc. We, the Highway Agency and Aircraft Companies are all constantly managing risks – nobody has issued blanket bans on flying, driving or crossing the road. Risk assessments are required by law for employers and the self-employed, although the Government are currently looking at the possibility of an exemption for the self employed. The risk assessment must be recorded if you are an employer with more than 5 employees. In most cases risk assessment involves following a simple, methodical process to identify what hazards exist in your workplace or with your activity, identify who might be harmed, evaluate the risk, record and implement findings (i.e. ensure measures identified to control the risks are implemented). The Health and Safety Executive have excellent resources regarding risk assessment (www.hse.gov. uk). The person carrying out the risk assessment will need to be competent. This means that must have the knowledge, skills and experience to enable them to identify hazards, evaluate the risk and specify control measures. In a large number of cases this can be carried out by someone in your organisation although some training might be required. The advantage of using someone in your organisation as opposed to an external source is that they will already understand your processes and activities. Where risks are identified which are beyond the knowledge, skills and experience of your assessor(s) then it will be necessary to seek external help. Such instances might include complex noise issues or exposure to chemicals, fumes and dust etc. Which might require specialised measuring techniques? Wild Ideas Derby Guardian blog March 2014 Trifle and Spiderman! As the Derbyshire Guardian designer of the year I am pleased to be able to use this blog column, to both entertain, enlighten and inform you on graphic design, myself Linda Wild and my business Wild Ideas. At a business training day, last year, I was told to identify how many hours each day I am dedicating to chargeable hours, to work out my hourly rate needed to achieve the salary I aspire to. As a part-time worker and mum then all my days vary - this was a Tuesday. 6.15am Alarm clock, hit snooze - go back to sleep… +8 mins - hit snooze again…+ 6 minutes - husbands radio comes on…listen to radio for 2 mins - get up. 6.30am Loo, wash, kitchen - radio and kettle on. Make 2 mugs of tea and lunch for husband and 7 year old son, while drinking tea. 7.30am Wake 7 year old, who moans. Wake up 3 year old who wants to do anything and everything except get dressed. chase around chivvying children who have no concept of time , (quite a lot of shouting). Stress level 6 on a 1 - 10 8.15am breakfast is already on the table but no boys so further shouting required to get them to come and eat. 8.25am I suddenly remember that I had agreed - for the 7 year old - to make a trifle for tea (grandmas is coming) so I grab a glass dish and slice some swiss roll while shoving a spoonful of cheerios into my mouth. 8.35am usually melting jelly is quite simple - but when you are in the middle of the breakfast and kids to school caper then I made the biggest pigs ear of it - will have to do - so onto the swiss roll it just went in the fridge to set. 8.45am walk to school, then drive to Alrewas to drop spiderman/ superman/ or batman depending on the costume choice of the day - at playschool. 9.30am Back home and straight on the computer, to do some design work . . . . . . blink and hey ho my watch says 11.40am. must go in a minute, (to collect spiderman ) 11.50am shoot! run downstairs - shoes - dash drive, get annoyed by traffic - arrive late. 12.00 noon 3 year old in tow - at Alrewas coop for custard packet… no, just tins (too runny for trifle) - I’ll try the post office near home. 1.10pm Grandma arrived and we ate lunch and then I made custard! Space Sector Shows Strong Growth One sector of the British economy has defied the usual trends experienced by most during the global economic downturn.
The UK Space Industry has continued to thrive over the past decade and, according to Oxford Economics, has shown an average annual growth rate since 1999 of over 10%. In January 2014, the Chancellor, George Osborne, said that he wanted the UK’s space industry to triple in size in the next 20 years. The industry is currently worth £9bn and supports 30,000 jobs, but the ambition is to gain 10% of the global space market which is predicted to be worth $400bn by 2030.

G-STEP specialises in taking data and images from satellites orbiting the Earth to help businesses create new products and services or to enhance their existing portfolio. G-STEP also has expertise in Geographical Information Systems (GIS) to help to combine and make sense of a series of data sources to provide useful, accessible information. Great British innovation On 30 January the University of Derby’s Enterprise Centre played host to the D2N2 Innovation Summit. Over 100 business people from Derbyshire and Nottinghamshire gathered to discuss the LEP’s draft Strategic Economic Plan and kick-start our region’s economic development.

What are LEPs?
Eminate has evolved a process to source new ideas, scope commercial potential and realise value from intellectual property.
For the benefit of Derbyshire Guardian readers who don’t know much about LEPs, here’s a crash course on what they are and what D2N2 means for you.
This way researchers and inventors can bring ideas to market while minimising risk for companies and accelerating developments that benefit everyone.
Local Enterprise Partnerships (LEPs) are designed to meet local economic needs. Run by boards comprising local business people, councillors, Chambers of Commerce, universities, colleges and other useful stakeholders, they come in all shapes and sizes to suit their local areas.
We created a multi-award-winning product, SodaLo®, which we licensed to Tate & Lyle, and from there we refined a scalable, repeatable process for developing and licensing innovative food, feed and ingredients products. In the 12 months since it was licensed to Tate & Lyle, Soda-Lo® won international awards for innovation and health in all five continents.
D2N2 - which spans Derbyshire and Nottinghamshire - is one of 39 of these spanning the length and breadth of England.
For the development and commercialisation of Soda-Lo®, The University of Nottingham and Eminate received the prestigious ‘Impact Achieved’ award at the annual PraxisUnico conference in 2013. I intend to make available Eminate’s expertise in open innovation to realise value from food and ingredients research in Derbyshire and Nottinghamshire. A wealth of talent already exists here.

In part, they replace the nine regional development agencies closed in 2012. Ours was the East Midland Development Agency (EMDA). While they receive no central government funding, LEPs will disburse a significant amount of money from Europe and elsewhere. D2N2 will manage a £2billion investment programme over the next decade to raise skills and support new ventures.

Summer of cycling coming to Derbyshire Cycling fans have plenty to look forward to in Derbyshire this summer with a range of events aimed at attracting visitors to the area and encouraging local people to get on their bikes.
The Tour de France sweeps into the north of the county for six miles on Sunday 6 July. The Tour reaches Derbyshire following a gruelling climb up to Holme Moss, before dropping down the A6024 and onto Woodhead Pass, the A628, before entering South Yorkshire and the end of the Stage in Sheffield. And more than 2,000 cyclists are expected to take part in L’Eroica, a 3 day festival which encourages cyclist on vintage bikes (pre 1987) to enjoy riding at a leisurely pace through the Derbyshire countryside. The event and festival is being held in Bakewell from 20 to 22 June, and will follow three different routes around local villages. Our Cabinet Member for Jobs, Economy and Transport, Councillor Joan Dixon said: “We’re delighted to be able to welcome the Tour de France. It’s going to be a wonderful opportunity to see one of the world’s greatest sporting events, here on our doorstep. “With the numbers of people expected to visit Derbyshire to see the Tour there are lots of opportunities for local businesses. “I’m also delighted that Derbyshire
has been chosen to host the first L’Eroica in the country. I’m sure that this is going to be a great success and look forward to welcoming the participants to Derbyshire.” Up to 40,000 spectators are expected on the Derbyshire stretch of the Tour, and the council is working hard to put plans in place to make sure people can do so safely. The roads being used by the Tour are expected to be closed from at least the day before, with diversions expected to be put in place in Glossop and the Longdendale Valley to manage the traffic. As part of a wider ‘Summer of Cycling’ progamme the county is hosting a range of other cycling events, competitions and activities during 2014. People of all ages and abilities are being encouraged to get out and on their bikes and get active.
