As the City of Altoona continues to grow, it becomes an even better place to call home, if that’s possible. The City has an extensive trail system, and we have recreation and sport facilities that include baseball, softball and soccer fields. We have a first class public library. Altoona’s city council, staff, the many business owners, Southeast Polk school system and many services clubs are dedicated to making Altoona a great home. All of these organizations provide an opportunity for citizens to become involved with their community. Lions, Kiwanis, Boy Scouts and Girl Scouts all allow for community involvement and the opportunity to develop friendship with our neighbors. Commercial development continues to grow at a steady pace with the completion of Building #3 at Facebook, three new hotels and Unity Point’s addition of an urgent care facility. The Outlets of Des Moines are under construction

and when open will offer up to 75 business establishments. This offers real excitement when you like to shop. Altoona’s entertainment venues offer activities for all age groups. Adventureland Hotel, Amusement and Water Park provides outstanding quality summertime fun for the family. A Letter from our CHAMBER PRESIDENT Last year was an amazing year for Altoona and 2017 is looking even more incredible! Companies continue to flock to our town and our businesses are expanding at an impressive rate. Over 138 new building and expansion permits were issued last year with a value of $70 million. We have seen over 200 hundred homes and apartments built to accommodate a 20% population increase since 2010. As Altoona gets one year closer to celebrating its 150th birthday it is remarkable to see how far we’ve come. This business & community guide will show you the abundant resources and amenities available to our community. Altoona offers several retail stores and restaurants exclusive to our city. This year, tourism will again be one of the biggest draws to our community. We have a wide array of restaurants and hotels for our visitors when they go to places such as Adventureland Amusement Park
and Adventure Bay, Bass Pro Shop, and Prairie Meadows Racetrack and Casino. Of course, the biggest news this year is the opening of Outlets of Des Moines in October with 24 stores that are brand new to Iowa. The mall will continue to grow over time and promises to bring well over 1,000 jobs to our community.

Young Professionals AAYP is 146 members strong and represents a group of young adults between the ages of 21-40 focusing on professional development, volunteerism, and civic and social engagement with a goal of creating well rounded individuals who champion Altoona and Eastern Polk County. 2017 brings several opportunities for AAYP to volunteer their time and talents! AAYP hosted their first annual Volunteer Fair in March and have plans to “clean up” the Civic Plaza waterway in May. Giving back is on the agenda for this group and they hope to bring you along with them. Annual CHAMBER EVENTS
The Altoona Area Chamber of Commerce is about much more than building camaraderie among local businesses.
It’s about building a community. The Chamber hosts a number of events throughout the year to help create that sense of community. These events often support area non-profits. They usually bring together business owners, residents, and visitors from other cities. They always provide a fun time to relax and make the most of your life in Altoona.

With four elementary schools located within the city boundaries of Altoona, residents provide great support to the Southeast Polk Community School District. We have more than 6,800 students enrolled as of the 2016-2017 school year, claiming the place as the state’s 13th largest district. With a rich agricultural education program, Project Lead the Way course offerings, countless activities and more, we aim to enrich the lives of our students and community. Located in the geographic center of the district, the central education campus consists of the high school, junior high, sixth grade building, district office, transportation facility and building and grounds department. The district’s curriculum department is housed in the Teaching and Learning Resource Center and is located just northeast of the central education campus. Eight elementary schools are situated around the district’s perimeter. Four of those elementary schools — Altoona, Centennial, Clay and Willowbrook — are within the Altoona city limits. Delaware, Four Mile, Mitchellville and Runnells Elementary Schools are located nearby. The district’s mission, “to engage all students in learning a challenging curriculum delivered through quality instruction,” is focused on student achievement in all content areas. At Southeast Polk, we evaluate and work to improve our educational program. The district has adopted the Iowa Core, which provides academic expectations for all of Iowa’s K-12 students. Altoona has long been home to a variety of local merchants, but in recent years that assortment has grown exponentially. From the charming brick facades of Olde Town to the strip malls along Eighth Street, First Avenue and 56th Street/34th Avenue, that house everything from grocery stores to banks to big box retailers, you’ve long been able to find everything you need right here in Altoona. And beginning in October, you’ll be able to find everything you want, as well. The new Outlets of Des Moines is scheduled to open Oct. 20 in the Shoppes at Prairie Crossing. JOLLY HOLIDAY LIGHTS Jolly Holiday Lights made the move from Waterwork Parks in Des Moines to Adventureland Campground in Altoona in 2016, and they said the move was all they could have hoped for. More than 35,000 cars wound their way through the set-up of festive holiday scenes during the event’s first year in Altoona, helping to raise more than $350,000 for the non-profit Make-aWish Foundation. The event will be in Altoona through at least 2026. The location right off the interstate helped draw new customers to the event, said organizers, with cars coming not just outside of Altoona, but outside of Polk County and even Iowa. The event is held annually beginning on Thanksgiving weekend and continuing through the New Year.
PRAIRIE MEADOWS With more than 1,500 slot machines, gaming tables and live thoroughbred, quarter horse and harness horse racing April through October, Prairie Meadows is clearly home to the best in adult entertainment. But it offers much more, with great concerts, local jazz and rock groups performing in the Finish Line Show Lounge, and delicious dining options at three restaurants and quick hit dining at Quick Bits throughout the facility, Prairie Meadows is clearly at the heart of fun in Altoona and beyond. 24 | 2017 Altoona Area Chamber of Commerce Business and Community Guide
SHOPPES AT PRAIRIE CROSSING The Shoppes at Prairie Crossing is already home to one of the biggest retail attractions in Central Iowa — Bass Pro Shops, but soon, it will have company. The 300,000-square-foot Outlets of Des Moines is slated to open Oct. 20, with 70 retailers many of whom are new to Iowa, or new to the outlet mall scene. Both the architecture of the center, and the experience, will be that of an open air retail center. Nine separate buildings will hold stores, all linked by a pedestrian concourse with green spaces and plantings, all influenced by the prairie style. Some national and local restaurants, mostly fast casual dining, will be included in the mall, both in a food court arrangement, and spread throughout the mail.

GROWTH It’s easy to decide to live in Altoona, said city manager Jeff Mark. “It’s a 20-minute drive to downtown, and the sun is over your shoulder both directions,” he said. So it’s not surprising that more and more people are making that decision. Altoona is now home to 17,500 people, a 20 percent increase over 2010. City officials say that eventually they expect that number to grow to close to 20,000 by the next census in 2020. But they expect it to grow one step at a time. The city added 327 new residential units in 2016, including 130 single family homes, and another 17 multi-family dwellings for a total of 327 units of residential living. City manager Jeff Mark and city planner Chad Quick say that’s a comfortable level of growth. “We’re very happy with 130,” said Mark. “We know we can handle more, but we’re not sure we want to get back to like 2003 or 2004, when we had 380-some residential permits a year.” Mark and Quick say Altoona’s residential growth is on track to reach more than 30,000 by the year 2035. “That’s not necessarily our goal,” Mark added. “Our success isn’t determined by how fast our residential population grows. We’re happy to have the slow residential growth, but it certainly isn’t what drives what’s going on in Altoona.” But while the city may not be working toward growing the population to 30,000 by 2035, officials are working to manage city resources to serve the population as it arrives. Iowa City corridor, that’s where the jobs are,” said Mark. And the surrounding communities, like Altoona, Pleasant Hill, Bondurant and others, are where the homes are. Even more are coming. When the WRA built the Mud Creek sanitary sewer line east of Altoona to serve both the city and Bondurant, it opened up 10 square miles for development in Altoona. “We have to do extensive planning now,” said Mark. “Not just is the sanitary sewer there, but the county road system is, every square mile is looped with paved road. So all that area is highly developable.” Eventually, planners see residential neighborhoods moving into the area with pockets of businesses like grocery stores, banks and dry cleaners. But there are challenges to putting houses on the land. Some properties would have to be annexed and Mark says “that’s not going to be an easy hurdle to clear.” That’s okay. Quick says the challenges may help hold residential growth to a level the current city staff can handle. “Residentially, we’ve got quite a few subdivisions that have already begun development, where they’re already selling lots,” said Mark. Most residential growth will happen on the south side of Altoona, he said, with subdivisions that feature access to trails and to water features. “All that land on the south side of Altoona is flat,” he explained. That doesn’t work in residential neighborhoods, so the city and developers have to provide a place for the water to go. For Altoona, ponds have been and will continue to be, the answer. The new Spring Creek Ridge, developed by Dave Stubbs near the Spring Creek Sports Facility, will include two ponds, each measuring somewhere around 15 acres in 28 | 2017 Altoona Area Chamber of Commerce Business and Community Guide
size. Eventually, it will be home to one of the city’s premiere regional parks. That’s a good public-private partnership, said Mark. “It ends up working out great for the development,” said Mark. “The lots that sell the fastest are the ones that back up to the water features and/or have trail access. Spring Creek will have both.” In addition to single family homes, though, the city also issued permits for 17 multi-family residential buildings. Apartments are badly needed in the city, both to attract young, single residents, but also for seniors who want to give up the yardwork, but continue to live in Altoona, said Mark. Seniors have a variety of options in Altoona, said Mark, ranging from Prairie Vista Village, a dedicated senior living community that just added 12 new apartments, to apartment communities that cater to their needs. Quick says that while the community could use “another” community like Prairie Vista Village, and has visited with some developers about similar projects, no one has pulled the trigger yet. They are getting developers to pull the trigger on apartments, which are needed to house young professionals who work in surrounding areas. Some of those young professionals are drawn by the easy access to downtown, combined with the appeal of a growing entertainment community, fueled now by Prairie Meadows and Adventureland, and soon, by the Outlet Mall of Des Moines. More restaurants, bars and eventually, jobs, will increase the attraction even more, said Mark. But still others grew up in the area say they plan to stay. After raising four kids in Altoona, Mark said he’s surprised how many of his kids’ classmates are determined to stay close to home. Drawn by the same things that attract their peers from other areas, those former SEP students also have a loyalty to their school, and to the east side of Des Moines where they grew up. “This is where they’re going to live the rest of their lives,” he said. “They’ve decided that.”

While many of Altoona’s landmarks are relatively new, the city itself is one of the old-timers among Polk County communities. Of the 17 cities in central Iowa, Altoona is among the oldest, said Tim Burget, president of the Altoona Historical Society. While Urbandale is marking 100 years and Clive just 60, Altoona will note its 150th in July of 2018. And while the birthday itself is more than a year away, organizers have been planning what they hope will be the biggest celebration in the city, for far longer. Planning for the event started last year and is rapidly picking up steam, said Alex Payne, co-chair of the 150th celebration. The theme for the event, Rising to New Heights, pays tribute to the name of the community itself — Altoona, which was adapted from altus, which referred to Altoona’s perch as the highest point on the Des Moines Valley Railroad, which ran from Keokuk to Des Moines and led to the train seen in the logo.

The event logo also refers to the community’s past, present, and future, including the horse for Prairie Meadows, the jet that stands at Sam Wise Park, and the roller coaster from Adventureland. But some references are more subtle, said Payne. The roller coaster is actually the Tornado, the first major roller coaster at Adventureland, The Tornado will celebrate its 40th anniversary at the same time as the community marks its 150th. The background of the logo is a rising sun, which references Altoona’s rise in Polk County in recent years. The biker pedaling along below the roller coaster pays tribute to Altoona’s role as a RAGBRAI host, as well
as the city’s 108 miles of biking and walking trails. The biker is giving a thumbs-up, paying tribute to Facebook’s move into the community and the data driven future many see for the city. The celebration weekend will be July 26-July 29, 2018, said Burget. There will be a variety of venues and dances and a parade, which will go down 8th Street, the central street in the city. The planning committee also will play up major historical achievements in Altoona, which is the home of the first multi-color printing press and the first acre of commercially grown seed corn. Burget said that while people may be surprised by the city’s history, that’s part of the point. One hundred years ago, he pointed out the city had just 1,600 residents. Today, it is pushing 16,000. With so many new residents in the city, Burget said recognizing the city’s past is even more important. “The way to get a sense of community,” he said, “is to teach people what has gone over the years.”

RECREATION With more than 17,500 people living in Altoona, there are likely more than 17,500 ways that people like to have fun. Some Altoona organizations provide lots of opportunities to get outside, or inside; to get active, or sit still; to contemplate nature, or avoid it.
Here are just a few of things you can do right here in Altoona.
THE CAMPUS
When Beth Van Ryswyk says the Altoona Campus serves “multigenerations” — she means it. “We have members who are six weeks old and come to the nursery to a person who is 97 and comes in and walks around the track,” said Van Ryswyk, the marketing and membership director at the facility. In addition to providing fitness options for more than 9,500 members, The Campus and its staff also run a district wide before- and after-school child care program, oversee city programs like bam-bam baseball and youth basketball and flag football, provide a men’s basketball league and offer nutrition services for those who are interested. And it’s a fitness facility. For some people, that’s all it is. “We have a lot of people who just want to come in and do their workout,” said Bruce Mason, executive director. “They put their earphones on and they don’t want anyone to talk to them.” Another large group, though, comes to The Campus to meet friends almost as much as they do to exercise. “We can tell as you go around The Campus, this is really where people get friends,” said Van Ryswyk. “People may be new to the community, but they find social groups here and you really see that develop.” People can sign up for personal or group training, for exercise classes from beat boxing to kettlebell conditioning or staying fit for life. Aquatic programs run the gamut from water babies to water aerobics. 36 | 2017 Altoona Area Chamber of Commerce Business and Community Guide
If you don’t see the perfect activity available now, just wait. Like Iowa weather, they change. “We change every four months,” said Mason. “We think you have to keep changing things and offering new and different things.”
THE ALTOONA PUBLIC LIBRARY Another team that’s trying to give the Altoona community what it wants is the Altoona Public Library. While books still make up a big part of the library’s operation, programs are a growing part of the library’s function, explained Sheila Olson, the children’s librarian there. The staff offers about 60 programs a month, with even more coming during the summer. Programs may incorporate the books kids are reading at the time, or they may branch out into other areas that people are just interested in. Programs like STEAM team and a STEM program attract kids who are interested in math and sciences. And of course, there is still the traditional story time for kids who stay home with parents or attend childcare or even just have want something a little different in their schedule. “That early literacy is very important for preschool kids,” said Olson. “Weekly story times reinforce that, but also help socializing and meeting other kids before they get into schools.”

Families can enjoy the outdoors and a book with the Tail Trail. Kids and families can walk around the lake and pause at various stops. Each stop has the page of a book. People can read the pages and do an activity related to the book. The books go up in the spring and change every couple of months. PARKS
There are lots of places to go and things to do in Altoona, and many of the best are outside. With 286 acres of parks and open space, there’s plenty of room to stretch out, enjoy a picnic or savor the open air. The city-owned Altoona Aquatic Center is a family water park featuring a zero-edge pool, slides, diving boards, a sand play area, a speech slide, loop-de-loop, lap lanes, a concession stand and children’s area. Nearby, there’s a dawn-to-dusk teen skate park for in-line skaters and skateboarders featuring metal rails and obstacles such as taco, half pike, cloverleaf, stairs and moguls. Different parks feature different amenities, explained Tim Van Wyk of the city park department. Ironwood Park features the community’s first themed playground — an ocean with palm trees and a shipwreck. The Mega Tower at Village Park is a three-story tower so kids can get up really high. The Sam Wise Youth Complex is home to Little League and softball fields, while Spring Creek Soccer Complex offers soccer and football fields. More than 19 miles of trails wind through the city, allowing residents to wander through the community safely and easily. The trails link with the Gay Lea Wilson Trail, connecting to Pleasant Hill and then into the Des Moines Trail system.
CAP THEATRE
Class Act Productions is just that — a class act. The primary mission of the theatre group, housed in Olde Town Altoona, is to get kids involved in theatre. But the group takes many different routes to get there. Many of its shows are productions put on by kids for kids. Kids perform in three mainstage productions are always musicals and usually feature “junior” in the title, like Annie Jr., Elf the Musical Jr. Adults take the stage for murder mystery dinner theatre productions and put on summer CAmP, focusing on different performance aspects. Kids learn to improvise on stage with MadCAP Improv, and Lunch ‘N Laughs allow small children to enjoy age appropriate theatre. for children, and in the summer, they perform theatre in the park. “The mission is about teaching kids theatre etiquette, but also teaching kids they can be whoever they want to be,” said Shannon Bechthold, a board member. “It’s not just the actual plays, but how to be part of a team, how to work with a group. It focuses on allowing them to be who they are, or they want to be.”

Some Southeast Polk students spent their spring break at the Kids Klub in Altoona. They went on field trips throughout the week and participated in science, technology, engineering, art and math activities. “The weather wasn’t great but we were still able to give them a lot of things to do throughout the week,� said Tyler Finders with Kids Klub. “We also had our STEAM stations set out so they can get their enrichment over spring break. They are able to keep working on stuff related to

The city of Altoona issued permits for 130 new single family homes, 17 multi-family buildings with 197 units and 138 commercial building permits. The permits were worth more than $116 million, a record year. The projects grew the taxable valuation for the city of Al-
toona by $42.8 million. “When your valuation goes up obviously that gives you more tax dollars to pay your bills and with that type of growth we have $350,000 more this upcoming budget year to help us pay our bills,� said Randy Pierce, finance officer for
the city of Altoona. Bondurant saw an increase of $34.7 million in taxable valuation. The growth included 123 new single family homes, 11 multi-family units and one commercial building and $1.3 million in other permit valua-

For Southeast Polk, winning its third team duals state wrestling tournament since 2013 and the fourth traditional style state wrestling tournament since 2013 has placed a target on their backs. The Rams celebrated this year’s success with a rally on Sunday, but they also acknowledged the success means other teams are gunning for them. “It means we are consistent, we have been in the top two every year since 2012 when we didn’t wrestle at the state duals because of the timing,� said head coach Jason Christenson. “Every tournament since then we have been first or second, so consistency, which means everybody hates us and nobody wants to see us win. Nobody lost any sleep last night when we lost those individual matches and it will serve as a great motivator for our program as we move forward.� In the state duals, Southeast Polk took down Cedar Rapids Prairie, Waverly-Shell Rock and Fort Dodge on the way to the championship. The Iowa Department of Education has released its Iowa School Report Card from the year 2016. The report card ranks every school based on its performance and then rates them. Ratings include priority, needs improvement, acceptable, commendable, high performing and exceptional. Southeast Polk’s Mitchellville Elementary was the only school out of the area’s districts to receive an exceptional rating. Four Mile Elementary, also in the Southeast Polk Community School District, received a rating of high performing. “It reinforces the hard work that is being done by the teachers and the leaders within the building,� said Dirk Halupnik, superintendent at Southeast Polk. “It also provides more evidence to set goals to reach even higher.� Six schools in the Southeast Polk district received a ranking of commendable.
