Pandemic Moves Most Arizona Earth Day Events onto Cyberspace By Desert Star Staff FLAGSTAFF, Ariz. -- The 50th anniversary of Earth Day is coming up this week, but Arizonans and others will not be marking the occasion in the usual way.

The pandemic and social distancing have forced most of the events to go online. But organizers say their original intent - to spur people into action - has not changed.

Sandy Bahr, director at the Grand Canyon Chapter of the Sierra Club, said despite the changes, people still can connect and take action on climate, clean air and water.

“Earth Day is an important time to remind people about the important environmental protections that we have and that we need to keep them, and we need to keep

them in force,” Bahr said. Bahr said dozens of events are planned on Wednesday and all week by groups such as Moms Clean Air Force of Arizona, the Arizona Youth Climate Coalition and the cities of Phoenix, Tucson and Continues on Page 10

US coronavirus death toll rises to 40,000, almost double Italy’s figures

By Desert Star Staff The number of people who have died in the US due to Covid-19 climbed to over 40,000 on Sunday, according to calculations by Reuters and Johns Hopkins University. The American death toll is the highest in the world and is almost two times larger than the figures from Italy, which is currently ranked second in terms of fatalities. The death toll has jumped from 30,000 to 40,000 in just four days after the untested but probable coronavirus fatalities were added to the numbers. The first American succumbed to the coronavirus on February 29.

Italy, which remained the world’s hardest hit country for weeks, has so far recorded 23,660 deaths due to the highly-contagious disease. The US is also the international leader in the number of confirmed Covid-19 cases, with more than 744,000 testing positive. But there is some positive news as well, with the pandemic showing signs of slowing down in New York, the epicenter of the outbreak in the US. The number of hospitalizations has dropped by 2,000, now standing at 16,000. The death toll of 507

California’s Cool Must-Visit Five

By Pam Price California is so big that it could almost be a separate country from the rest of America. Indeed it once was, albeit briefly, and the state flag still says, “The California Republic.” While L.A. and Hollywood, as well as San Francisco, are probably the most iconic places, there’s a lot more behind the scenes, as it were. A vast Western state, California encompasses everything from wildly beautiful beaches and majestic Sierra Nevada mountain peaks to enormous desert vistas. With the geography of this caliber, it’s no surprise there are plenty of hidden gem small towns in the mix that

draw visitors on account of their history and settings. Here are five cool California towns you should consider for your next Cal-itinerary. Pismo Beach: Pismo Beach, a legendary coastal resort area, is the epitome of California cool and a microcosm of the Golden State with expansive beaches and wineries and even a monarch butterfly preserve. Though the moniker is no longer in use, Pismo Beach used to be called the Clam Capital of the World. One of the most fun things to do here is to rent an ATV (all-terrain vehicle) to cruise the dunes next to the vast Pacific Ocean. Also in San Luis Obispo county but farther north, you’ll find the famous

Hearst Castle at San Simeon. Carlsbad: This oceanside city in San Diego County is a perennial family favorite. For starters, there are beautiful beaches like South Carlsbad State Beach and Tamarack Surf Beach, behind which is the famous Carlsbad Sea Wall Walk. Carlsbad is also the home of the Legoland California theme park. There’s also the seasonal Flower Fields celebration at Carlsbad Ranch, which transforms sixty acres of undulating North San Diego County hills into sprawling flights of floral fantasy every spring. The flowers inspire lavish displays such as Flower Field’s classic American flag. Murphys: Murphys, in

the Sierra Nevada foothills of Calaveras County, was one of California’s richest “Diggins” during the California Gold Rush of the 1840s—hence its former name of Murphys New Diggings. The keyword today isn’t gold though, it’s quaint, as you’ll see when strolling down the town’s idyllic little Main Street with its clapboard buildings and white picket fences. But were prospectors and gamblers once mingled in between gold-digging expeditions (fit in a visit to the Old Timers Museum if you can), now winemakers hold sway and there are upwards of two dozen wine tasting rooms along Main Street and several vineyards in the vicinity. As the so-called Queen of the Sierra, Murphys has a small population of around 2,213 but lots of homestyle restaurants and cozy country inns. One such is the Murphys Hotel, whose illustrious guests have included Ulysses S. Grant and Mark Twain. Ojai: Ojai may be less than 90 miles from downtown Los Angeles, but in many respects, it’s a world away. This low-key town, nestled in a setting of rolling hills and oak trees, stood in for the mythical paradise of the 1937 film classic Lost Horizon. Today it’s the ideal destination for those who appreciate an absence of chain stores, fast food, and sprawling shopping malls. Spiritually focused and

resources, get things that are easy for them to digest and to make it appealing for young people to have a conversation about what all of us are experiencing, which is a challenge to our sense of routine and, in some cases, the development of anxiety problems,” Duckworth said. while stuck inside alone during the pandemic, Duckworth recommends limiting news intake and avoiding social media before bed. He said social distancing doesn’t have to mean social isolation and recommended reaching out and strengthening relationships. “If you have an elderly neighbor you can shop for or you want to reach out to a nephew you haven’t talked to in a while - if you can find

scenically seductive, this rustic hamlet is where visitors wait for the “pink moment” as the sun sets on in the east over the Topa Topa mountains (they do, and the peaks do glow pink). Artisans populate Ojai, actors, architects, and those on the cusp of retiring, and several meditation and music festivals now are staged here. Avalon: Avalon, a small resort port on the island of Santa Catalina, is the southernmost city in Los Angeles County—Catalina is one of the eight Channel Islands of California, accessible via a ferry ride from Long Beach (about one hour), Dana Point or San Pedro. Much of Avalon developed thanks to the largesse of chewing gum magnate William Wrigley, Jr. in the 1920s, and the iconic island has a star-studded history. The 1929 Catalina Casino remains a landmark perched at water’s edge, and Lover’s Cove Marine Reserve lures snorkelers year-round. Catalina’s classic glass-bottom boat tours are a touristy but time-honored tradition, popular with families. Much of Avalon clings to the waterfront facing scenic Avalon Bay. A small group tour, such as Catalina Island’s Avalon Scenic Tours operated by the Catalina Island Company, serves as an excellent introduction to this unique SoCal town.

On its Instagram page, NAMI is posting tips and

recommendations to help folks feel less vulnerable and more connected. The organization’s chief medical officer Ken Duckworth said the project is targeting young people because three quarters of all mental-health vulnerabilities begin before age 25, and social distancing could intensify those feelings. “Our goal is to get

with Opportunity Funds (www. opportunityinvesting.com). “These areas cover the entire breadth of our nation and their populations are diverse. Poverty is a condition that does not discriminate, impacting people of every race, creed, color, gender, and age group, though it does strike minorities with far greater severity.” But despite the problems, White says, those distressed communities have the potential to provide one path back both for the economy and for investors seeking to diversify with alternatives other than the stock market. How so? Through the Qualified Opportunity Zone program, which Congress created in 2017 to encourage economic growth in underserved communities. The 2017 Tax Cuts and Jobs Acts provided tax benefits to investors who invest eligible capital in these opportunity zones to create retail, multifamily housing, manufacturing or other improvements. To qualify, the areas must meet certain specifications related to such factors as the poverty rate and the median family income. There are more than 8,000 opportunity zones nationwide. “I believe, as we move forward to reinvigorate the economy, investing in our poorest communities is going to be the right avenue to take,” White says.

White says a few reasons opportunity zones could be an important and effective part of the recovery include: • Improvements to distressed communities will build on themselves. If businesses in the zones thrive, the communities will have more jobs and better salaries to offer. “More people will want to relocate to these areas, which will increase real estate values and breathe new life into local shops and stores,” White says. When residents and business owners are doing well, they spend more money on beautifying their homes, storefronts, public buildings, streets, parks, and monuments. Their infrastructure will improve, crime will decrease, and better health care will be available for residents. • Investors can make money as well as save on taxes. Those who invest can benefit from more than just the initiative’s capital gains tax breaks, White says. They also can see a significant return off their investments. • Investors also can help improve people’s lives. The zones give investors who want to do more than just make money a chance to have a

positive impact on low-income urban and rural communities, and the lives of millions of people. “Investments have already worked miracles in several American communities, and we are only at the early stages of experiencing their capabilities,” White says. “These opportunity zones can simultaneously channel economic help to distressed communities, and create an

outsized return for investors,” White says. “Both these things will be critically important as we try to bring back jobs and restore the economy coming out of the pandemic. By Desert Star Staff MUNCIE, Indiana – As society digs into its battle against COVID-19, a health researcher at Ball State University recommends behaviors to adapt as soon as possible to avoid illness. “Our society is more diverse than ever, and we have developed a tolerance for a variety of behaviors due to greater amalgamation of cultures, traditions, etiquettes, and norms,” said Jagdish Khubchandani, a health science professor. “In general, we tend to ignore unhealthy and unsanitary behaviors in the guise of other peoples’ choice, personality type, family habits, or culture. “During and after the current pandemic crisis, we need greater awareness, collective action, and common civic behaviors driven by scientific evidence on transmission of emerging infectious disease agents such as coronaviruses. We must also not hesitate from educating or questioning family members, colleagues, and the general public on behaviors that pose danger to self and the society.” Given the current

evidence on mechanisms of transmission and action of COVID-19, Khubchandani offers up 13 behaviors and habits to be embraced: 1. Take regular showers. While people are sheltering in place, some may neglect daily routines, but showering is a must because COVID-19 can live on surfaces for days. 2. Keep your clothes clean. Don’t wear the same clothes for many days. Do laundry frequently. 3. Stop nail biting, thumb sucking, and rubbing eyes. 4. Stop scratching your head, face, or body. 5. Wash fruits and vegetables, and avoid eating them immediately

in aisles, stores, or car. 6. Don’t litter the inside and around your house. This could increase risk for household members, while littering around the community can burden the sanitation workers. Recent instances of people throwing used masks and gloves in public places will increase risk for waste management workers and trash pickers. 7. Clean your car. Dispose of leftovers and edibles, trash, masks, and gloves. 8. Maintain hygiene while growing your hair, beard, or nails or using hair and face accessories. 9. Cover your face

when you sneeze or cough. 10. Wash your hands after using restrooms, coming back from public places, after grocery shopping, pumping gas, using elevators, or using high traffic door knobs or electric switches. 11. Clean your desk space, cell phone, and computer devices. 12. Don’t rely on carryout or delivery as your sole source of food for every meal every day, and be sure to eat enough and consume healthy foods. 13. Farmers Markets Urged to Remain Open During Health Emergency By Desert Star Staff Local and state governments across the U.S. are joining the Centers for Disease Control and Prevention’s call to categorize farmers markets as essential businesses. The move would ensure that the markets remain open, just like grocery stores, during the coronavirus pandemic. Alexis Massie, who manages the North Platte Farmers Market, says the state’s farm stores, markets and roadside stands are critical infrastructure, and about as essential as it gets, because everyone needs food. “What better way to get it than getting it local, and knowing where your food came from,” she states. “You go to the big chain stores, you have no idea where that pound of hamburger you’re feeding to your children came from. You come to market, you know exactly where it came from.” Massie says markets

will follow all CDC guidelines to ensure customer safety, including maintaining social distancing, adding handsanitizing stations, only allowing vendors to touch produce, and creating drive-by, pick-up and delivery options where possible. The U.S. Food and Drug Administration and CDC guidances report no evidence so far that COVID-19 is spread through food, food packaging, or as a foodborne illness. Justin Carter, project associate with the Center for Rural Affairs, says markets and roadside stands also are an important way to support local economies and family farms. “A lot of farmers market vendors don’t get into retail spaces, they don’t get into a lot of larger markets, so their income opportunities are somewhat limited,” he points out. “We’re talking about our local economies here, so I would really encourage people to support those individuals.” Farmers market produce

Fair Housing Questions – Harassment and Handicapped Parking

By Kelly G. Richardson, Esq. CCAL Hi Kelly: Perhaps you have an answer to the following case. A homeowner in our HOA (he might have a form of mental illness) is said to have harassed a new homeowner couple based on his objection to their interracial marriage. Some homeowners are asking the board to take action against the harassment, they claim cases like this have been ruled to be a HOA responsibility. I am looking at it as a dispute between two homeowners, a case for the police to settle or by dispute resolution. K.N., Santa Barbara Dear K.N.: HOAs must do what they can to respond to harassment of residents because of their membership in a protected class. This has been part of the regulations issued by the U.S. Department of Housing and Urban Development since the Fall of 2016. As of January 2020, it is also a requirement under California’s Fair Housing Regulations. Associations, their boards, and their managers may not stand idly by as residents are

harassed because of their having one of the many of the characteristics protected by law. The law requires associations to investigate the allegation, try to determine what happened, and to do what they have the power to do to try to stop the harassment. The failure to properly respond to discriminatory harassment could subject the HOA, its board and its manager to enforcement action as well as a civil lawsuit and request for damages by the aggrieved resident. All residents in homeowner associations deserve to live their lives free of the fear that someone may abuse them solely because of their skin, language, gender, or other characteristic that was not of their choosing. We all should not tolerate such behavior. Thanks for your question, Kelly Dear Mr. Richardson: I have a blue disabled person parking tag. What rules govern street parking in a HOA where no signs are posted prohibiting overnight parking, etc.? The security company

which patrols these streets is tagging cars with warning notes saying they are in violation of parking at any time unless a guest! B.H., Valencia Dear B.H.: The Fair Housing laws require California HOAs to cooperate when disabled residents request reasonable accommodations. This could require the relocation of a parking space closer to an elevator or to make other adjustments to help the resident. However, the fact that one has a placard issued by the DMV does not automatically mean the HOA must cooperate with whatever is requested. If the resident’s disability is not obvious, a DMV placard may not be enough to establish the fact of disability. Under the new Fair Housing Regulations, Title 2, Section 12178(c) and (d) require residents to provide information confirming the disability and providing information as to how the disability requires the requested accommodation. If the requested accommodation is not connected to the disability, the

accommodation may be denied under Regulation 12179(a)(2). Occasionally a resident seeks special parking privileges, citing a mobility disability, but the privilege requested actually involves parking farther from their residence – an example of an accommodation that does not respond to the disability. Fair Housing laws ensure that help gets to those who need it, and provide guidance to those who are

Understanding the limited attention span, Lee developed a system using colors as a teaching tool. His system is called “Occupational Octaves” and was the subject of a recent 10-minute, 8 seconds documentary that was in the top 100 of over 5,000 worldwide submissions. This short film was scheduled to screen at Pasadena Film Festival, which

was cancelled due to the CoronaVirus. We do need to see something that uplifts the human spirit so below is a link to the documentary and I invite you to take a few minutes and watch the this joyful film. This is the story in Lee’s own words: “Ten years into my piano teaching career, I met a young man with Autism. Although I had no experience in special education, his mom asked me to give him piano lessons and we began working together. That student had comprehension skills strong enough to learn to read

traditional music notation. However, once I began working with K-12 students with Autism, many lacked those skills and could never learn to read music.” “ I let necessity be the mother of innovation and created a new language of music where the students wear color-coded finger bands with matching colors on the keyboard. Gavin Newsom lift his stayat-home order, while inside, state lawmakers expressed frustration at the governor keeping them out of the loop in key coronavirus decisions. The Sacramento protest, organized by a group that opposed a California law last year that makes it more difficult for people to exempt their children from mandatory vaccines, came on the heels of weekend protests in San Diego, San Clemente, Newport Beach and Huntington Beach. Natalie Hutchison, a Capitol protestor: “Our freedoms are being stripped. They tell you, like, ‘Oh, we don’t know when we’re going to let you out.’ What do you mean you’re not going to let me out? I’m not a rat in a cage.” Some local governments are loosening restrictions. Ventura County began Saturday to ease shelter-in-place restrictions, and Placerville and San Luis Obispo are now urging Newsom to

COVID-19 Surfacing on Tribal Lands in the Dakotas By Desert Star Staff BISMARCK, N.D. -- In recent weeks, Native American tribes have tried some aggressive approaches in their efforts to prevent the coronavirus from ravaging their territories. But in the Dakotas, the virus has found its way to some reservations. Scott Davis, executive director of the North Dakota Indian Affairs Commission, says heavy virus activity in the western part of the state prompted a wave of testing at the Fort Berthold Reservation. As the commission waits for those results to come in, Davis says it needs to keep reminding members about following prevention www.desertstarweekly.com

guidelines, as well as curfews, shelter-in-place orders and checkpoints established by tribal governments. “The more often that tribal members adhere to those laws, those tribal laws, I think those numbers will definitely decrease and hopefully not have any more spikes, hot spots, when it comes to a tribe,” he states. Davis says the commission also is following up with contact tracing in impacted areas. The Standing Rock Indian Reservation, which covers both North and South Dakota, recently saw its first positive case of COVID-19. The governors of both states have been criticized for not issuing stay-at-home orders. But Davis says tribal

governments have the power to implement such orders for their territories, if needed. He says all tribes in North Dakota have acted in accordance with the governor in declaring states of emergency. He says that’s important because it paves the way for much needed resources in the fight against the pandemic.

Davis adds that tribes need assistance since key sources of revenue are not open right now. “Casinos shutting down,” he points out. “You know, casinos is the business, is the job maker, for each tribe.” And as tribal governments deal with revenue declines and rising costs in responding to the pandemic, they’re still

waiting to hear how federal relief money will be divvied up. The federal government is required to distribute those funds by late April. Several tribes from other parts of the country have filed a lawsuit against the Treasury Department over concerns that money would go to for-profit Alaska Native corporations.

The Answer to Better Health? Investment in Health and Health Care

By Desert Star Staff If we didn’t know before, we now realize how important personal protective equipment, or PPE, and respirators are to fight a coronavirus pandemic. But awareness also has been raised that some groups in society are more susceptible than others. Brian Sasser, chief communications officer for the Episcopal Health Foundation in Texas, says people with chronic health conditions due to social factors have an elevated risk to many illnesses. He says non-medical factors that make some people less resilient to COVID-19 include living in a poor neighborhood, lack of affordable, nutritious food and sub-par housing. “I think the pandemic and COVID has exposed this, and we really have to get to the root cause of these problems and look at it in a different way,” Sasser stresses. Sasser says the focus is

too often on treating symptoms rather than underlying causes. For example, he says insurance companies nearly always pay for breathing treatments for those who suffer from asthma, but won’t pay to find out what’s causing a person’s asthma and remediate it. If nothing else, Sasser says the pandemic should make society focus on improving overall health for everyone, and not just health care systems. “It’s not as easy for everybody to pull themselves up by their own bootstraps, because they don’t always start at the same point,” he states. “Every person does not have the same opportunities to be healthy.” Sasser would like to see Texas and the nation advance ways to work further upstream, as he puts it, to prevent a health crisis in the first place, and build resilience in case it does come. He says that means tackling

US oil prices crashed to around $1 per barrel on Monday as the coronavirus pandemic cripple’s global energy demand, sparking concerns that storage facilities will soon be full. US West Texas Intermediate (WTI) crude for May delivery tumbled over 90 percent and was on track to suffer its worst trading day on record. Meanwhile the most-active June contract for WTI, which expires on May 19, fell more than 11 percent to $22.07 per barrel. The gap between the two consecutive contracts – known as the front month and second month – is believed to be the widest in history. As the May contract crude expires on Tuesday,

the imminent expiry added pressure on the prices which have been already falling amid a lack of demand that is estimated to have dropped around 30 percent worldwide. The drop also comes amid news that a record amount of oil – some 160 million barrels – is being held on tankers at sea, while traders are struggling to find a place in onshore storages. Meanwhile the volumes held in US storage are rising day by day. For example, America’s key storage hub, the Cushing delivery point, has nearly doubled the amount of oil since the end of February. of oil, while its working storage capacity stood at 76 million last year, according to the US Energy Information Administration (EIA). Earlier this month, major oil exporting states – the Organization of the Petroleum Exporting Countries and

producers led by Russia – agreed to slash global output by nearly 10 million barrels a day. While the historic deal comes into effect in May, there are fears that oil prices could remain low due to April’s supply glut.
