decline in daily casualties over the weekend. However, it remains the worst-affected country in Europe with nearly 16,000 deaths so far. Rome is cautiously preparing to invoke “phase

College of the Desert Lends Helping Hand During COVID Crisis

By Desert Star Staff College of the Desert donated thousands of pieces of personal protective equipment, including masks, gowns, hair bonnets, gloves and shoe coverings to local hospitals and the Desert Aids Project this week as part of the College’s community response to the COVID-19 pandemic. Nursing staff and faculty returned to campus this week to collect and distribute the equipment, which is normally used as part of the teaching and learning process at the College’s nursing program. “Staff at Desert Aids, Desert Regional, John F. Kennedy and Eisenhower

Medical Centers were very appreciative of the supplies,” said Carol Scobie, who is the College’s Director of Nursing & Allied Health. The College has successfully transitioned all of its face-to-face classes online, which includes all of its nursing courses. Third and fourth semester RN students are providing health screenings at the Desert Aids Project and running COVID-19 phone banks at Eisenhower Medical Center. Both LVN and RN students are spending time in online simulation, enhancing their clinical thinking

American In Athens Builds A ‘Greek Column’ had correspondents from around the world write about all these lockdowns, and Athens is no exception to this. It will be tough for a country like Greece, where so much of the economy depends on tourism, but here we are. For April almost all the hotels are closed, and after that, it’s really anybody’s guess.

By Pam Price Tourism around the world is plummeting faster than the elevator in the Eiffel Tower if the cable snapped—but a quick dip into the pages of my trusty copy of Mark Twain’s classic Traveling with the Innocents Abroad reminded me that the unexpected and inconvenient has always been part of the baggage that comes with a life on the road. To think otherwise is to buy into the Kim Kardashian School of Instagram where everyone and everything is polished and fabulous. Still, we in Southern California know a thing or two about manufactured glamour. Perhaps the real luxury is in powering down and savoring the sense of place, if only from afar. Looking for some information about my favorite

Greek island, Santorini, I stumbled upon a most unusual vision of Greece called Greek Column (www. greek-c.com), created by journalist and native Southern Californian Anthony Grant. But speaking of cameras, I see you have taken a few photos for the site. Anthony: All of them! Travel photography is generally pretty straightforward, and Greece is a famously photogenic country. You just have to remember that there’s a difference between a photo you’re going to use to illustrate a story and doing a photoshoot for an ad campaign. Most people on social media don’t understand the difference, which is why so much “information” out there is mainly fluff. PP: The big travel sites like TripAdvisor, Airbnb, and now even Google, what’s your take on those? Anthony: Avoid them. Silicon Valley has always been about enriching Silicon Valley, not enriching you. User-generated reviews are not the same thing as trustworthy content. You can’t verify it, and it’s also going to lead to a completely scripted experience. There’s simply no substitute for a personal recommendation from someone on the scene—unless you don’t mind spending your time and money in the wrong place. PP: Food for thought! Speaking of which, breakfast at the Acropolis? How did that happen? Anthony: Breakfast at the Acropolis Museum restaurant, actually—when the museum is open, they serve it until noon. end of June. It allows small businesses to borrow as much as $10 million with an interest rate no higher than 4%. These loans are backed by the Small Business Administration (SBA) and can be forgiven as long as your company meets certain conditions, including maintaining or restoring your average payroll. The primary purpose of the stimulus is to incentivize small businesses to not lay off workers and to rehire laid-off workers who lost jobs due to COVID-19. This means that, with the right planning, your loan can effectively be a grant. The Paycheck Protection Program creates a type of emergency loan that can be forgiven or partially forgiven when used to maintain payroll through June. The Treasury Department also released its relief loan program for small businesses being hurt by the COVID-19 pandemic. Bus. Owners are saying that they are hitting hurdles with large banks and have questions about how to navigate the system. The news comes just hours after the Treasury released its interim rules on the Paycheck Protection Program (PPP). It also made the application form more accessible online. To get their loans going, business owners must turn to their Bank. Most banks are requiring that applicants have an existing credit account with them to access the new program. Some banks will consider if you open a new Line of Credit with them, then they will coordinate the loan.

It will be a big hurdle for many Independent contractors/ Self-employed and who might need the loans the most, but do not let this small obstacle keep you from applying. Most larger businesses have these relationships established, but not as many small businesses. Some banks have declined to manage the application process; however there is no place in the law that states they can do this. Bank of America said it’s processed about 106,000 applications in the first 24 hours since the program began. The average amount requested by applicants is about $245,000, and the total approved thus far is $26 billion. Wells Fargo said in a statement: “As soon as we can start accepting applications, we’ll add the link and the online form to our website. Treasury Secretary Stephen Mnuchin boasted on Friday that over $1,800,000,000 PPP loans were processed, mostly, all from community banks. Big banks are taking in large amounts. But are not yet submitted in these numbers! One requirement is that

a maximum of 25% of the loan proceeds can be used for non-payroll expenses. The Treasury is liberally interpreting the CARES act to preserve that most of the funding goes to payroll. And when only 25% of the amount of the loan is forgiven, it can be attributable to non-payroll costs in the calculation. As for payroll expenses, an individual’s salary, wages, and commissions are capped at $100,000. However, Retirement, Health Care Premiums, State, and Unemployment Tax will be added on top for calculating the loan. Section 2e of the law provides clarity on the matter. Independent Contractor payments won’t be part of payroll. The most important thing to do, if applying for the loan is to state and certify that ‘economic uncertainty’ is what makes the funds critical for your business, today. This is where the language in the stimulus package is confusing, it reads that a business owner with employees should be able to

Why Not Hire Our Neighbor?

By Kelly G. Richardson, Esq. CCAL A very common temptation in the HOA is to hire one of the members or a tenant to work for the association. The arguments often are that the resident or member is known to all, offering a discount, and knows the property well. Some HOAs even hire a resident to manage the association. Only the very smallest associations can operate without a professional manager, and they tend to operate more as partnerships than HOAs. Experienced managers are expected to be current on the governance and financial procedures required by law and the frequent changes in those procedures. A professional manager has knowledge of many vendors and good contracting practices, and usually has others in their company to whom they can turn for advice or information regarding

challenges. Credentialled managers have continuing education requirements requiring them to keep current. When the HOA hires one of its own to do paid work for the association, a number of complications arise. Normally the primary argument for hiring the neighbor is that they will do it cheaper than the HOA’s current vendor. Sometimes the reason they can do it at lower cost is that they are not trained, do not have the necessary insurance or credentials, and frankly are happy to have the extra income. Is the board ready to question the neighbor about their qualifications, or will the board hesitate to be “rude”? Another problem with hiring a neighbor arises when things go poorly. Who wants to tell the neighbor that their work is bad, or that they need to be terminated? What if the work is so bad that the person should be pursued with a court action? Is the board ready to sue a neighbor? When hiring a truly third party vendor, there is no hesitation to hold April 8, 2020

the vendor accountable for poor service or poor work. When a neighbor is working for the HOA, conflicts of interest are unavoidable. Is the resident speaking as vendor or as a concerned homeowner? Are their decisions in how they perform their work affected by their relations with certain neighbors? Will some neighbors get better service than others because they are friendly with the vendor-neighbor? One last problem can arise when a resident actually is a qualified service or product provider. Sometimes such a person is willing to give the HOA a special discount to help their community. However, too many times I have seen that boomerang against both the HOA and the resident - there will always be someone who resents the fact that a neighbor is making money from the HOA (even discounted money). Sadder still are the people who will infer a more sinister arrangement “ah, so what other backroom deals is our HOA making?”

The appearance of business-like dealings for the HOA, the ability to hold the vendor accountable without hesitation, and the greater likelihood that the vendor is qualified, are all sufficient reasons for HOAs to resist hiring a resident. Spanish PM says EU survival is at stake in war against coronavirus

By Desert Star Staff As Spain becomes Europe’s most infected country, Prime Minister Pedro Sanchez has sent a forceful message to Brussels, warning that the European Union will fail if it gets its handling of the Covid-19 crisis wrong. In a piece published in the Guardian on Sunday, the Spanish leader said that the outlook of his “fervently” proEuropean government is being tested by the bloc’s handling of the pandemic to date. Sanchez called for solidarity between member states at this “critical juncture” of the outbreak, saying that the European project risks being “severely damaged.” He called on the union to go further than the European Central Bank’s new temporary emergency purchase program and the European Commission’s plan for people who have lost their jobs, saying the measures are

not enough on their own. “Europe must build a wartime economy and promote European resistance, reconstruction and recovery. It must start doing so as soon as possible with measures to support the public debt that many states, including Spain, are taking on,” he wrote. If we continue to think small, we will fail. The prime minister summoned the ghosts of recessions past, when southern European nations were at the sharp end of measures introduced by Brussels, and blasted the result of this approach. “The United States responded to the recession of 2008 with a stimulus package, while Europe responded with austerity. We all know the outcome,” he said. “Today, when we are on the brink of a global economic crisis of an even greater magnitude than that of 2008,

the US has implemented the greatest mobilization of public resources in its history. Is Europe willing to be left behind? Sanchez called on the 27-member union to create a debt mutualization mechanism to purchase

essential medical supplies as a single bloc, establish coordinated cybersecurity strategies, and to create an emergency plan to ensure that the continent can bounce back from the pandemic. “If the virus does not respect borders, then

As The Coronavirus Spreads, Farmers Still Fight Other Livestock Viruses By Desert Star Staff The coronavirus has impacted enormous numbers of people, but the disease is suspected to have started in animals. While the specific animal source hasn’t been identified, the virus originated at a wet market – where both dead and live animals are sold – in Wuhan, China. Such outdoor markets with insufficient hygiene practices increase the risk of viruses being transmitted from animals to humans. Unsanitary settings also have been the origin of other viruses, such as Zika and West Nile, that have long been infecting livestock across America – and, like the coronavirus, can be transmitted to humans. David

Anderson (www.horsedrinker. com), President and CEO of Bar-Bar-A, a company that produces automatic livestock drinkers, says stagnant water – which collects bacteria and where mosquitoes gather and become virus carriers – is a big source of the problem. “When you have standing water out in the fields from rain or irrigation, stagnant drinking troughs in the heat, or any places livestock such as horses or cattle drink, it attracts mosquitoes,” Anderson says. “Algae-infested ponds are another. The more mosquitoes, the more risk of contracting a virus. “What we don’t ever want to see in regard to these livestock viruses is the hysteria we’re seeing about the coronavirus because of

a general lack of knowledge about it. With Zika and West Nile, we need to educate the public on how horses and other livestock attract the viruses, which people can get, too, and what the preventive measures are that we can take.” Anderson suggests the following ways to reduce the risks of people, pets and livestock getting viruses such as the West Nile and Zika: Reduce the amount of standing water. This is where mosquitoes breed, but there are many places they gather besides ponds, puddles, and drinking troughs. “Many homes and yards are sitting ducks for mosquitoes and the disease they carry,” Anderson says. “Dispose of cans, plastic containers, ceramic

pots, or similar water-holding containers. Empty standing water from discarded tires. Clean clogged roof gutters, particularly if the leaves tend to pile up and plug up the drains. Turn over plastic wading pools when not in use. Don’t allow water to stagnate in birdbaths or wading pools. Clean and chlorinate swimming pools that are not being used. Be aware that mosquitoes may even breed in the water that collects on swimming pool covers.” Avoid sharing equipment. “Animals often gather in packs to drink and eat, but to decrease exposure or chances of a virus spreading, avoid letting them share feed tubs and water troughs or buckets in herds,” Anderson says. “This also includes being careful not to share things like pitchforks,

halters, and brushes.” Practice good landscaping. “Very weedy and shallow waterways that receive a good amount of excess runoff from fertilizers or manure can be havens for mosquitoes,” Anderson says. “Prevent such runoff through proper drainage, minimal fertilizer use, and buffer zones between open fields and wetlands. Control the weeds and keep old leaves from piling up.” “It’s impossible for agriculture to occur without water, and the same is true of mosquitoes,” Anderson says. “Any standing body of water represents the perfect spawning ground for mosquitoes, so you have to know how to reduce them to reduce your animals’ risk – and your risk – of a serious virus.”

CDC: Smoking, Vaping Increase Risk of Severe Coronavirus Infection By Desert Star Staff It might seem obvious, but the Centers for Disease Control and Prevention (CDC) has now confirmed that smokers, including those who use e-cigarettes could experience more severe complications if they contract the new coronavirus. It’s well known that smoking increases the risk for respiratory infections, and new research shows those with underlying health conditions, such as chronic lung disease due to smoking who contract COVID-19, are more likely to need hospitalization. Matthew Myers, president of the Campaign for TobaccoFree Kids, says those who

have traded cigarettes for vaping should know the risks. “The data on e-cigarettes is less, but we know that e-cigarettes compromises your lungs, so if you ever needed a reason to think this was the time to quit, it is now,” he states. The CDC analyzed data from confirmed cases in all 50 states and four U.S. territories between midFebruary and late March. In addition to smokers and those with chronic lung disease, the CDC says people with diabetes and heart disease may be at increased risk of developing severe complications if they get infected.

The CDC recommends that people with underlying health conditions keep at least a 30-day supply of medication, a two-week supply of food and other necessities and know COVID-19 symptoms. The new recommendations come as experts warn the next two weeks could be grim when it comes to U.S. deaths from the coronavirus. Myers says other than social distancing, there’s nothing better smokers can do to protect their health, than quit. “People who quit smoking do see an improvement in lung health,” he stresses. “They do see a decrease in cardiovascular disease April 8, 2020

Border Patrol Agents Find Narcotics in Vehicle Dash

During COVID-19, Take Simple Steps to Establish a New Normal

By Desert Star Staff It’s always the right time to commit to healthy habits, behaviors and steps to improve your physical and mental health. With the COVID-19 pandemic creating so much uncertainty and upending so many routines, experts say that focusing on the things within your control is particularly important. “At this particular moment -- challenging as it may be -- it is very important for all of us as individuals to recognize that our actions can and do have a collective impact,� says Dr. Patrice A. Harris, president of the American Medical Association (AMA). “A lot of people are grieving at this moment. Tragically some are grieving loss of loved ones; but people can also grieve the loss of employment, routines or the ability to be with family and friends. Everyone should know that these feelings are normal, and they should allow themselves to experience them.� Here some simple steps from the AMA to maintain your physical and mental health during the unusual times of COVID-19:

1. Channel your feelings of anxiety or helplessness into action. Practicing physical distancing and making sure to wash your hands with warm soapy water for at least 20 seconds are two steps that protect your health and the health of others. Create a safety action plan for you and your family. Also consider how small gestures – like offering to pick up groceries for an older or atrisk neighbor who may be anxious about leaving home -- can make a big difference. 2. Take care of yourself physically. Get as much sleep as you can, try to include fruits and vegetables into your diet, and make sure you move. With many gyms and parks closed and physical distancing in place, it may seem harder to work out, so consider options at home, including dancing, to stay active. 3. Create new routines. With more people working from home and/or caring for school-aged children, the daily lives we had before COVID-19 are a distant memory. But building routines -- time for work, time for meals, time for decompressing -- is critical to

creating a new normal. In the world today, there are so many things we can’t control, but our schedules are something we can. 4. Take time to turn off social media and the news. It is critical at this moment to know what is happening in the world and to stay connected with family and friends, but if social media and 24-hour news are making you anxious, consume them in doses. 5. also important to remember there are physicians, public health officials at all levels of government, as well as experts in the private sector, working tirelessly to limit the spread and impact of COVID-19. 6. Stay connected. Social media gives us a common connection point during times of isolation, but there is real opportunity at this moment to stay connected via phone calls and video chats with friends, family, and even people you haven’t heard

from in a while. Physical distancing is important, but it’s still okay to socialize. 7. If you have children, talk to them in an age-appropriate way, and avoid ascribing feelings to them. Don’t say, “I know you’re scared.� Kids are observant and they’re wise. They may know things are different, but they may not be afraid. FDA Shortens Waiting Period for Gay, Bi Men to Donate Blood

By Desert Star Staff PHOENIX, Ariz. Opponents of a longtime rule limiting gay and bisexual men’s ability to donate blood say a change in U.S. Food and Drug Administration regulations is welcome, but doesn’t go far enough. The ruling shortens the waiting period to donate blood for these groups of men from one year to three months since their last sexual encounter with another man. Blood banks in Arizona were still enforcing the one year ban yesterday, and were vague about when they might follow the new rule. Alphonso David - president of the Washington, DC-based Human Rights Campaign says they’ve worked for years to transform the policy. “The Human Rights Campaign has long advocated for a policy that evaluates donors based on individual risk behaviors of every donor, rather than on their identity,” says David.

The original ban, instituted at the height of the AIDS scare in the 1980s, prevented any man who engaged in homosexual activity from ever donating blood. The waiting period was shortened to one year under the Obama administration. Lesbian, gay, bisexual, transgender, and queer advocates say it’s wrong to turn away healthy men who want to donate blood during the nation’s critical shortage. Wisconsin Democratic Sen. Tammy Baldwin calls the one year rule discriminatory and points out that it wasn’t based on science. “It shouldn’t have taken a pandemic, and the resulting urgent blood shortage to make progress on this issue,” says Baldwin. that will add more substance to your brand’s image.” • Tighten connections with employees. Many companies are set up to work from home, and they aren’t as hobbled as others that are not. Bogan says consistent communication, enhanced by video conferencing, is vital to stay on top of business processes and to boost morale. “The entire team needs to be better informed and felt cared for and valued, and email alone isn’t sufficient,” Bogan says. “Owners and CEOs need to be transparent with teams about company situations. This highlyregarded event, honoring local companies and individuals who support Desert Arc’s mission of enhancing the quality of life and creating opportunities for people with developmental and intellectual disabilities, took place at Agua Caliente Resort Casino Spa in Rancho Mirage. “Desert Arc’s annual fundraising events are vital on two primary fronts,” notes new Board Chair Damian Jenkins. “They accomplish the need to broaden awareness of our cause and long-time commitment to serving people with disabilities. And, tantamount in importance, is the fact that both the awards luncheon and golf tournament raise monies to support our non-funded offerings, critical program and service components such as the on-site nursing staff,” Jenkins continued. Place bananas on large baking sheet lined with parchment paper. Freeze bananas until partially frozen, about 30 minutes. Carefully dip each banana in tall pint glass of vanilla yogurt to coat, leaving 1/2-inch at bottom of banana uncoated. Return yogurtcoated bananas to parchment paper-lined baking sheet and freeze until completely firm, about 1 hour. Microwave peanut butter until smooth and creamy, about 30-45 seconds. Drizzle peanut butter evenly over bananas then place on baking sheet to freeze until peanut butter is firm, about 30 minutes. Executive Action to Establish a Statewide Moratorium on Evictions

By Desert Star Staff SACRAMENTO – Governor Gavin Newsom today issued an executive order banning the enforcement of eviction orders for renters affected by COVID-19 through May 31, 2020. The order prohibits landlords from evicting tenants for nonpayment of rent and prohibits enforcement of evictions by law enforcement or courts. It also requires tenants to declare in writing, no more than seven days after the rent comes due, that the tenant cannot pay all or part of their rent due to COVID-19. The tenant would be required to retain documentation but not required to submit it to the landlord in advance. And the tenant would remain obligated to repay full rent in a timely manner and could still face eviction after the enforcement moratorium is lifted. The order takes effect immediately and provides immediate relief to tenants for whom rent is due on April 1. Today’s action builds on Governor Newsom’s previous executive order authorizing local governments to halt evictions for renters impacted by the pandemic. Paramedics Using Telehealth to Keep Mildly Ill Patients By Desert Star Staff LOS ANGELES -- If you call an ambulance in Los Angeles these days, you may wind up videoconferencing with a nurse practitioner at home instead of going to an emergency room. Paramedics in Los Angeles are trying a new telehealth program to treat people with mild illnesses on the scene, which saves precious hospital beds for severely ill COVID-19 patients. Sean Ferguson, firefighter specialist with the L.A. County Fire Department, said in cases of mild illness, a nurse practitioner can provide the right level of care. “They can then further evaluate the patient, make their own medical assessment, create a treatment plan and even prescribe medicine to them, thus saving them a trip to the emergency

room,” Ferguson said. The fire department for the City of L.A. also is participating in the program, which is free to patients and saves them a very expensive trip to the ER. This is one of the first large-scale paramedic telehealth programs in the country to be created in response to the COVID-19 crisis. new measure introduced in Congress would give immigrant workers the same support as other Americans passed in recent relief packages. Alexis Steele, policy staff

attorney with the Omahabased Immigrant Legal Center, said the crisis shows how every part of the health care infrastructure is needed to meet these challenges.

“All of our resources, both human and otherwise, and there are 27,000 health care-industry workers who are DACA recipients that we desperately need now and going forward,” Steele said. The Coronavirus Immigrant Families Protection Act would ensure everyone has access to COVID-19 testing, treatment and vaccines, and prohibit ICE from carrying out immigration enforcement in hospitals. The U.S. Supreme Court is also expected to rule on a case that could determine whether individuals protected under the Deferred Action for Childhood Arrivals, or DACA, can remain in the U.S. One in 4 health care workers and at least 70% of agriculture workers providing food for grocery store shelves are immigrants. Steele said it’s a common misconception that people remain undocumented by choice or out of carelessness. She said the majority want to

become lawful U.S. residents, but it’s near impossible under the current system. “These individuals are following the rules,” she said. “Around two-thirds of people who are currently undocumented entered the country with authorizations, and the fact that there aren’t many options with our outdated immigration system, are not able to participate in the formal way that they would prefer to.” In 2015, immigrant-led households contributed more than $600 million in federal, state and local taxes. Steele said the public health crisis has exposed how all parts of society - from food-service workers to health care workers, young, old, documented or not - are interconnected. She said once we get to the other side of the pandemic, she hopes policy makers will take the opportunity to make new rules that reflect this reality.

Supermarket sales have jumped since restaurants in many states closed in an effort to fight the coronavirus pandemic. “American Wasteland” author Jonathan Bloom said fruit, vegetables and bread should not be going to waste. “Basically, you can freeze anything from milk to meat to fruit,” Bloom said. “Bananas, if you’re someone who enjoys smoothies or you want to have some of those with breakfast, just make sure that you peel them before you freeze them.” April 8, 2020

Not only are these workers comfortable receiving financial help from their employers, the majority of them expect it.

Women across all age cohorts are more likely than their male colleagues to say they’re financially stressed. Building an effective work­ place financial health strategy for women requires a targeted approach. Women have less help in managing their finances but are also less comfortable receiving support at work and are less likely to have used the financial wellness benefits offered to them.
